detective
and
his
work
has
been
exemplary

fighting
crime
and

serves

why

proud

present

you
detective
Jacob
Whelan
this
morning,
he's
been
employed
with
tpd
for
11
years.
He's
worked
as
a
homicide
detective
for
the
last
two
detective.
Whelan
consistently
demonstrates
commitment
and
thoroughness
in
his
investigations,
and
today,
I
just
want
to
highlight
one
that
you're
all
going
to
remember
since
August
of
2021.
This
detective
was
assigned
as
the
lead
detective
in
seven
homicides
and
one
aggravated
assault
on
a
law
enforcement
officer
through
his
dedication
and
diligence.

His
clearance
rate
of
successfully
closing
cases
reached
100
percent
at
that
time,
incredibly
high
amount
for
a
homicide
detective
in
one
year.
These
cases
are
extremely
difficult
to
solve.
As
you
know,
we
don't
get
a
ton
of
cooperation.
We
really
have
to
work
very
hard
and
very
diligently
to
track
down
leads
and
have
a
hundred
percent
clearance
rate
is
quite
remarkable.

On
May
6th
of
2022
you
may
you
may
remember:
District
3
responded
to
a
homicide
at
Flora,
Nebraska
and
North
Highland
in
the
early
morning
hours,
and
we
found
a
deceased
14
year
old
girl.
In
that
lot,
there
detective
Whelan
was
called
in
as
the
lead
investigator
on
this
murder.
He
diligently
searched
the
neighborhood
all
day
and
into
the
night
for
surveillance,
video
in
hopes
that
it
would
lead
him
to
the
responsible
suspect.

As
you
know,
we
had
a
very
dangerous
individual
on
the
street
through
his
Search
Detective
wheel
and
located
surveillance,
video,
which
showed
an
unknown
dark-colored
sedan
sitting
in
the
middle
of
Flora
Braska
Avenue
towards
a
dead
end
with
the
headlights
off
the
detective
expanded
his
search,
locating
the
suspect's
vehicle
on
several
additional
surveillance
cameras
in
the
area
tracking
it
through
the
neighborhood
before
and
after
the
murder.
His
search
actually
led
him,
then
to
a
vehicle
dealership
where
the
car
was
located
along
with
the
owner.

Detective
Whelan
worked
for
two
weeks
straight
past,
each
of
his
shifts
to
ensure
that
the
family
of
this
14
year
old
victim
received
Justice
for
the
terrible
loss
of
their
loved
one.
Due
to
his
hard
work.
Two
suspects
in
the
case
are
now
unable
to
cause
additional
harm
to
any
members
of
our
community
for
his
dedication.
Detective
Jacob
wheland
is
well
deserving
of
the
prestigious
officer
of
the
month
for
November
of
2022..

about
the
kind
of
person

she

1997

She
served

Tampa
Police
Department

tech
department
from
2000
to
2001.
She
served
with
the
USF
police
Communications
operator
and
from
2001
to
the
president,
the
Tampa
Police
Department
working
homicide,
reconstruction
and
forensics.

But
what
makes
officer
buns
so
very
unique
is
her
work
for
people
with
disabilities
maneuvering
and
taking
charge
of
organizational
efforts
here
in
the
city
of
Tampa
to
make
sure
that
families
that
have
children
or
family
members
who
may
be
intellectually
disabled,
have
of
autism
cerebral
palsy
of
whatever
it
may
be
down.

Bunn
is
passionate
about
that
she's,
passionate
about
that
as
a
police
officer
who
is
like
I,
said
before

protector
police
officers
are
here

serve
and
to
protect,
she
serves
and
she
protects.

both

mom

Lisa
bun
was
definitely
one
of
those
when
she
created
keeping
our
kids
safe.
Her
notoriety
throughout
not
only

Tampa
Bay
area,
but
throughout

entire
state
was
being
recognized.

of
families
were
outreaching
to
her
hoping
to
be
able
to
bring
the
keeping
our
kids
Safe
program
into
their
specific
areas.

she

brought
great
reputation
for
the
City
Tampa,

Tampa
Police

also

enforcement
team

whole.

truly
appreciate
her

even

supporter

to

function

city

without

around
if
one
break

remember
the
days

on

couple

You
guys

to
come
and
tour.
So
you
know
the
many
many
years
that
you
have
given
the
city
of
Tampa
and,
of
course,
the
public
safety
department.

the
we
did,
the
hurricane
donation
and,
of
course,
if
it
wasn't
for
step
sewing
company,
it
would
have
not
been
successful.
We
located,
we
did
five
sites
throughout
the
city
of
Tampa
and

him

his
staff
actually
transported
that
vehicle
every
night
to
the
different
location.
We
had
actually
like
three
trucks
lows:
we
combined
it
into
two
and
we
actually
would
successfully
donate
it
down
to
Lee
County
down
in
Fort
Myers
to
help
the
hurricane
victim.

we

dropped

fire

refine
those

firefighters,
we

pantry
right

Nebraska

MLK
and
not
just
a
pantry.
She

church
next

She
feeds
millions
of
tons

food

organizations,

many
Health
Plan
organizations.
She
traveled
to
Plant
City,
she
traveled
to
Lakeland.
She
travels
everywhere.
No
one
knows
about
Miss
Nancy
and
when
I,
you
know
me
anytime,
I
say
anything
in
the
community
I'm
going
to
make
sure
the
community
knows
she
feeds
the
homeless.

They
come
daily
and
ever
since
I
met
Miss
Nancy
I've
been
there
every
other
day
donating
my
help
upon
my
busy
schedule.
But
you
cannot
go
there
and
not
help
because
she
feeds
so
many
when
they
come
to
the
door.
She
don't
care
who
they
are
she
ministered
to
them.
She
goes
into
strip
clubs
and
ministers
to
the
scrippers
and
give
away
condoms
and
preach
the
gospel
inside
of
a
script
club.

She
feeds
them
every
day
and
every
Wednesday,
it's
cars
going
all
the
way
down,
Nebraska
just
to
become
and
receive
services.
So
that's
why
I
invited
Orlando
a
city
council
in
Orlando
to
come
personally,
see
it
because
it's
his
district
and
not
that
it's
just
just
this
District.
We
all
as
community
and
leaders
need
to
see
Miss

He
was
participating
in
the
competition
driving
the
reload

truck
and
swanna.

stands
for
solway's
American
National
Association.

what
the
bar
association
is
for
lawyers-
this

what
swan
is
for
solid
waste
employees
and
workers
in
that
field.

this

prestigious.

He
went
to
El
Paso
to
represent
us
as
the
Solid
Waste
Department.
He
started
with
our
local
Rodeo,
which
we
do
every
year
as
a
department
he's,
helped
us
to
grow
that
participation
in
the
rodeo
a
few
years
back.
We
had
you
know
six.
Ten
people
now
we're
up
to
30
40
people
coming
out
to
show
off
their
skills
in
the
thousands
of
hours
that
they
they
go
out
on
the
street.

also
serves
as
a
lead
driver
and
also
an
interim
supervisor,
so
not
additional
to
doing
this.
Rodeo
he's
got
a
lot
of
other
responsibilities
for
a
team
of
over
20
people,
all
of
which
you
want
to
be
here
but
they're
out
servicing
the
streets
today
getting
getting
the
work
off
the
ground.
So
it
starts
with
the
local
Rodeo
here
with
us,
we're
going
to
host
the
National,
not
the
Nationals,
the
Florida
States
coming
up
in
April.

We
were
chosen
as
part
of
this
process
because
of
the
outstanding
work
goes
to
JB
and
then
the
Nationals
were
in
El
Paso,
so
about
75
people
turn
out
for
that
whole
competition
from
dozers
to
rear,
loaders,
to
front
loaders
all
across
the
categories
of
what
solid
waste
does
and
John
was
there
to
represent
us
in
the
railroad
category.
So
huge
accomplishment
huge
success,
not
everybody
gets
to
go
and
get
picked,
but
he
won
our
states
in
Fort
Myers
and
was
chosen
to
go
to
El
Paso.

bit

to
be
a
a
person
who
plays
out
of
state
to
go
to
the

the
