is
this
peace
meal
approach

things

going

east
tampa

citizen,

defined

neighborhoods

like
to
see

monies
that

allocated
already
to
uplift
and

full
rehabilitation

owner
property

east
tampa,
and
I'm
coming
this
morning
out
of
a
somewhat
of
a
concern
recently,
I
read
some
articles
that
you
know
to
for
me
to
be
able
to
come
here
and
participate
in
public
comments.
Thank

for
that
opportunity,
but
I'm
able
to
do
it
without
the
fear
or
I
hope,
without
the
fear
of
retaliation.

I've
seen
some
articles
recently
against,
and
this
is
really
a
message
for
the
legal
team
here
as
opposed
to
city
council,
but
I
would
like
to
see
more
protection
and
some
other
community
leaders
and
influencers
would
like
to
see
more
protection
for
our
city
council.
Some
of
the
articles
I
read
just
for
doing
their
job.
I
want
just
for
doing
their
job
they're
now
subject
to
frivolous
lawsuits
just
for
doing
their
job.

would
like
for
them
to
have
an
environment,
that's
conducive
for
them
to
continue
to
lead
our
city
continue
to
be
the
leaders
continue
to
be
as
engaged
as
they
are.
This
is
a
very
active
group
of
city
councilmen,
and
I
want
them
to
be
able
to
continue
to
do
that
without
the
fear
of
retaliation
from
just
doing
their
job.
So
for
this
legal
team
I'd
just
like
to
see
you
all
protect
them
so
that
they're
not
working
hard
against
lawsuits.
That's
frivolous,
as
opposed
to
leading
the
city.
So
I

cleanup

another
one
coming

april
2nd

participated

success

february

have
one
closing
on
home
ownership
going
from
renting.
They
were.

a
victim
of
the
increased
rent
by
800
and
now
they're
going
to
purchase
a
home
from
an
angel
buyer
that
wanted
to
participate
in
adding
homeownership
in
our
community,
so
they're
purchasing
a
400
plus
thousand
dollar
home
from
an
angel
buyer
from
participating
in
the
activities
in
the
dream
fest.
So

partnership
representative
on
the
community
advisory
committee
of
the
downtown
cra
and
I've

asked
today
to
give
you
a
report
on
the
outlining
of
the
activities
and
concerns
of
the
community
advisory
committee.

I
see
that
the
some
of
the
items
I'm
going
to
be
talking
about
are
on
the
powerpoint
presentation,
and
I
see
the
powerpoint
is
up
so
I'll
say
that
as
you
well
know,
the
the
cras
that
exist
in
tampa
are
all
varied
and
have
their
own
special
focus
and
interests.
Downtown
has
always
been
the
center
of
business
activity.
Obviously
there's
a
significant
residential
component
that
has
developed
over
recent
years
and
it's
the
cultural
center
of
of
of
the
community
and
the
region.
For
the
most
part.

Our
job
as
a
community
advisory
organization
is
to
review
comment
and,
of
course,
advise
on
matters
that
are
brought
before
us
that
are
proposed
ultimately
and
approved,
or
acted
on
by
your
committee.

What
I'd
like
to
do
today
is
just
give
you
a
quick
update
if
there
are
any
specific
questions
about
the
highlights
of
what
I'm
presenting
michelle,
of
course,
is
here
and
and
can
answer
those
in
detail
at
her
monthly
report.
Part
of
the
agenda
today,
but
this
is
an
overview
of
what
we,
as
a
committee,
discuss
and
what
we've
monitored
over
the
last
few
months.

of
these
you've
been
you
see
all
the
time
by
driving
and
and
working
the
area
and
they've
been
reported
on,
but
we'll
give
you
an
update,
so
I'm
here
on
this
february,
10th
to
mention
a
number
of
items
that
we've
considered
as
a
as
a
community
and
have
supported-
and
I
believe,
action
taken
by
by
your
organization
on
downtown
cra
funded
projects.

The
first
one,
which
was
important
to
the
community
for
a
lot
of
reasons,
were
coveted
grants
for
cultural
assets.
One
of
our
focus
points
were
approved
for
payment
and
that
included
the
tampa
museum
of
art,
530
000,
grant
in
terms
of
its
maintenance
and
operation
or
aspect
of
those
grants.
Tampa
bay,
history
center
at
288,
000,
tampa
theater
352
000
in
the
straz
performing
arts
center
at
678,
000.
N
cultural
assets
for
and
support
for,
new
construction
have
been
a
25
million
dollar
off
designation,
I
should
say,
and
and
allocation
for
the
performing
arts
expansion,
the
future
expansion
tampa
museum
of
art,
twelve
and
a
half
million
dollars
in
the
tampa
convention
center
for
32,
but
included
a
16
million
eight
year.
Excuse
me:
yes,
a
60
million
loan
by
the
county
over
eight
years
for
the
32
million
dollar
component.
Again,
those
are
significant
components
of
the
cultural
assets
of
the
core
of
the
city
and,
of
course,
of
the
region,
downtown
cra
funded
projects.

We
want
to
mention
a
few
of
them
recently
that
we've
discussed
and
have
monitored
the
kid
mason
community
center
construct.
And
again
we
look
at
the
allocation,
we're
not
directly
involved
in
construction
administration
and
activities
related
to
that,
but
we
we
continue
to
monitor
that
and
have
supported
it.
It's
in
a
period
that's
looking
at
three
months
of
permitting
bidding
and
early
2023
for
construction
cross
bay
ferry,
as
noted
here
in
the
on
the
screen
in
the
powerpoint
presentation.

One
of
the
more
significant
things
that
we,
as
a
community
advisory
committee,
talk
about
every
meeting
once
a
month
and
the
major
concern
is:
is
that
of
safety
as
the
downtown
prospers
and
continues
to
grow
more
people
more
visitors.
There
continues
to
be
activities
that
that
those
especially
our
community
citizens
that
participate,
who
live
downtown
and
are
here
on
a
regular
basis,
are
very
concerned
about.
Captain
brett
owen
is
always
addressing
us
and
answering
questions
and
monitoring
issues
with
regard
to
public
safety
concerns.

So
before
I
go
into
some
images
and
some
some
elevations
and
and
details
on
some
of
the
projects
that
have
occurred
downtown
in
in
recent
time,
either
opening
or
soon
to
open
I'll
say
that
as
far
as
our
community
advisory
group,
we
obviously
are
very
interested
in
what
is
going
on
and
all
these
activities
that
we'll
mention.
Obviously,
new
development,
we're
looking
at
affordable
housing,
obviously
and
as
sites
are
allocated
and
acquired
and
funding,
is
directed
to
that
we're
concerned
about
that
aspect
of
the
growth
within
the
core
of
our
cra
boundaries.

I
think
it's
important
to
give
you
an
example
of,
and-
and
I
know
most
of
you
are
are
very
well
aware
of
these,
but
for
those
who
are
looking
in
these
are
some
of
the
new
more
recent
developments
that
have
occurred,
downtown
the
henry
opened
in
late
summer
in
advance
of
of
the
fall
enrollment.
This
is
a
privately
funded
multi-family
apartment
building
with
172
units,
but
it's
geared
toward
student
housing
for
the
most
part
and
rentals,
and
it's
a
it's
a
a
significant
investment
in
the
north
end
of
the
downtown
area.

The
next
slide
is
a
madero
tampa,
an
apartment,
complex,
a
rental
facility,

apartments
near
the
stratos
performing
arts
center
under
construction,
but
hopes
to
complete
construction
here
in
the
coming
months
ar
tower
is
the
site
of
the
the
parcel
directly
south
of
the
performing
arts
center.
That
city
council
obviously
had
an
active
part
in
its
designation
at
least
the
allocation
of
the
property
that
involves
that
is
currently
going
through.

Building
permit
review
and
at
least
initial
indication
is
that
building
permits
are
are
anticipated
to
be
issued
within
this
first
quarter
of
2022.
spring
hill.
Suites
is
a
169.

Room
hotel
on
north
franklin
street
backing
up
to
tampa
street
or
has
friends
from
both
franklin
harrison
and
tampa
it's
a
building
and
and
it's
achieving
its
structure
height
rapidly
surprises
how
quickly
that's
going
good
luck
with
them
and
it
adds
another
component
to
the
north
end
of
downtown
and
in
close
proximity
to
all
the
activity.
That's
going
on
franklin
street
town
homes
have
been
been
reviewed
and
approved,
but
it's
waiting
for
construction
plan
approval.

We
hope
to
see
those
14
units
again
added
to
that
northern
edge
of
of
franklin
street
and
in
the
downtown,
to
continue
to
add
vibrancy
and
life
to
that
area.
Ex-Living
tampa
is
a
proposed
apartment
building
at
the
site
and
in
the
block
of
the
a
presbyterian
church
site
that
I
believe,
and
I
can't
speak
to
the
actual
ownership
of
what
that
status
is.
But
it's
in
design,
development,
review
and
again
anticipated
to
commence
construction
within
within
this
year
is
is
what
has
been
reported
at
least
to
us
as
a
community
group.

That
is
a
37-story
structure
on
the
the
hillsborough
river
on
ashley,
again
will
add
another
significant
development
component
to
the
the
downtown
in
the
south
west
central
portion
of
the
cra
area,
the
jw
marriott,
of
course
opened
a
year
a
year
and
a
half
ago,
but
again
a
significant
contribution
of
rooms
or
addition
of
rooms.
I
should
say
in
close
proximity
to
the
convention
center
to
maintain
its
growth
and
viability.

That
is
part
of
the
water
street
development,
but
again
complements
the
multi-use
mixed-use
character
of
downtown
and
again,
most
importantly,
supports
opportunities
for
convention
facilities
in
the
corps.
Heron
residents
are
a
significant
two
tower
development
by
water
by
strategic
property
partners
in
the
water
street
development
that
is
complete
occupied
with
the
greenwise
grocery
store.
Now
open
has
been
open
for
a
number
of
months
now,
and
I
understand
it's
been
very
successful.

1001
is
a
new
office.
Building
that
has
is
attracting
its
tenants
now
rely
quest,
one
of
the
primary
tenants
in
that
building,
taking
the
top
six
floors
it
was
completed,
I
believe,
in
the
third
quarter
and
began
occupancy
at
the
end
of
the
year
of
last
year,
tampa
edition
hotels
to
open
soon
it's
a
five-star.

What
is
being
called
is
the
first
five-star
hotel
in
tampa
with
37
condominiums
sitting
atop
of
172
hotel
rooms,
that
is
on
channel
side
drive
and
again,
it's
anticipated
to
open
with,
within
the
next
couple
of
months,
cora
residents
opened
in
the
I
believe
the
last
quarter
began,
accepting
residents
as
a
388
apartment
building
in
the
water
street,
tampa
development,
and
essentially
these
buildings
that
are
being
mentioned
tonight,
complete
the
first
phase
of
strategic
property
partners.
These
are
all
located
in
the
downtown
cra
area.

Of
course,
asher
residences
is,
I
believe,
they're
taking
reservations
and
will
start
seeing
occupancy
here
in
the
next
month.
Again,
it's
a
511
apartment
building
with
and
all
of
them
are
are
populated,
with
retail
space
and
restaurants
along
the
base,
which
will
create
a
very
active
and
vibrant
activity
center
in
water
street,
and
that's
the
end
of
my
presentation.

The
only
thing
I
want
to
add
one
significant
component
of
the
downtown
cra
will
be,
and
we,
as
a
community
advisory
committee,
have
been
very
interested
in
seeing
an
update
to
the
master
plan
that
master
plan
hasn't
been
revisited
in
a
long
time.
We're
looking
at
doing
an
rfp,
it's
one
of
our
priorities
in
the
coming
months
and
obviously
we'll
be
hopefully
coming
and
updating
you
on
that.

As
the
time
goes
on,
I'm
glad
to
answer
any
questions

terms
of
the
community
interest,
but
if
there's
any
specific
questions
on
any
of
the
programs
that
have
been
allocated
and
supported
by
by
the
committee

course

are

market
rate
apartments,
the

mention

the

development

developers

constructed

behind

serves

serves
primarily
student
support
and,
I
believe,
is
occupied
by
many
students
from
university

tampa.

the
negotiations

that,
but
that
was
a
city-related
project.

area
directly
south
a
block

understand
about
an
acre
parcel
was
created
and

of
the
transaction,
but
it
has
become
a
development
site
and
there's
the
current
developer
planning

a
design
and
permitting
review
it's
market
rate
rental.
As
far
as
I
know,
the
bulk
of
what
I
reported
today
are
rental.

pendry
residences
on
the
river
are
market
rate
condominium
and
hotel.
The
edition,
hotel
and
condos
are
market

star.

many
decades

professional
experience,
you

we
doing

of

not
creating
enough
incentives
or
mandates

to

put

percent

apartment
units

workforce
housing.

Obviously,

a
city
we
are

proposals

deal
with
acquisition

properties

devoted
toward
affordable
housing,
workforce

where
we've
as

community
advisory
organization,

very
active

much

reported

was
to
give
a
sense
of
obviously
the
growth
and
activity
within
within
our
core.
But

that's
an
easy.

easy

we
support

it

much
harder

active
and

as
it
gets
to
be

part
of

development

behind

good

individuals

families

roommates

not
looking
for
a
place
to
rent
or
a
place

buy
they're

wherever

we
really
need

worked
and
played
within
probably
two

half
three
miles

where
I'm
standing
right

know

telling
stories
like

you're

best
at
it
the
reality
of
it
is
we
forget
that
downtown
and
I'm
speaking
as
a
you

chairman

downtown
cra,

downtown
core
is
a
very
small
area.

The
you
know,
eboor
city's
got
its
own
issues
and
growth
matter
in
terms
of
how
that
character
has
changed
over
the
years,
but
the
west
side
of
the
river
west
river
west
tampa.

know
everything
that's
within.
If
you
draw
a
circle
around
the
core
of
downtown.
These
are
areas
where
I
think,
there's
more
ability
to
be
more
creative
in
terms
of
how
ways
can
accomplish
housing.
That's
that's
supporting
the
broader
sector
sector
of
the
community,
and
with
that
said,
and
I'm
not,
this
is
not
a
planning.

know
I'm
a
planner,
so
we
start
talking
about
transit
accessibility,
people
moving
around.
How
can
you
provide
housing
when
when
people
have
to
afford
cars,
and

as
long
as
you
have
you
know-

these
decisions
are
hard-
they're
costly,
they're
expensive,
but
it
needs
to
be
looked
at
in
a
broader
section.

here
talking
about
downtown
but
down
the
core
of
downtown
is
not
going
to
automatically
become
the
you
know,
nirvana
for
workforce
and
affordable
housing.

is
offer
perspective
and
ideas,
and
it's
a
challenge
for
everybody
in
the
community
and
it's
a
matter
of
of
thinking
a
bit
more
broadly
in
terms
of
how
citizens
within
this
community
that
can,

point

under
what,
however,
for
whatever
form
that
takes
have
the
opportunity
to
get
to
and
from
work,
have
the
ability
to
visit
some
of
the
activities
that
occur
in
the
core
but
live
in
close
proximity
and
have
the
same
opportunities.

platitudes
and
ideas,
but
it
all
starts
with
having
a
broader
perspective

offering

much
input
and
ideas

just
the
core
of
downtown.

look
at
trying
to
create
something
in
a
very,

tight
area
that
has
developed
in
a
certain
way.

that

importance

the
arts

We
made
some
major
investments
in

arts

arts
groups

in
the
hopper

strat
center
because
of
covid
had
kind
of
shelved

expansion
plans
and
then
and

cra
voted
to
put

investment
in
a

they
match

three
or
four
to
one
and

jump
started

big
investment.

other
big
investments
they're
going
on
because
of
the
seed
money
that
cra
has
put
in
and
others
do
you

there
any
excitement
building
around
the
arts
in
downtown
is.

think
it's
helping
at
all
to
build
the
connectivity
that
is
needed
in
a
vibrant,
downtown.

and
at
least
what
gets
presented
to
us
as
a
community
when
we're
asked
to
look
at
these
cultural
arts
components
of
our
our
plan
and
our
funding
as
part
of
the
cra,
these
are
I
again.
I
I'm
not
prepared
to
get
into
the
details
of
how
they're
structured
financially,
but
they
are
very
important
to
the
community.

There's
no
doubt
that
cultural
arts
facilities
are
significant
and-
and
I
get
a
sense
that
as
these
facilities
learn
and
expand,
they're
expanding
to
greater
sectors
of
the
community,
whether
it
be
opportunities
for
all
sectors
of
society
to
visit
during
certain
programs
or
if
there's
community
components
available
for
community
organizations
to
utilize
those
facilities
or
there's
open
space
components
of
those
facilities
that
bring
in
a
broader
sector
of
the
community.
The
arts
are
important
to
humanity.
I
mean
I'm
talking
in
in
larger
scale,
but
we're
lucky
to
have
those
kinds
of
facilities
here.

Those
facilities
are
have
some
like
the
performing
arts
center,
where
have
been
considered
world-class,
at
least
in
this
part
of
the
country,
and
to
maintain
them
and
to
maintain
the
integrity
and
the
stature
that
they
have.

is

important

those

on

daily

preemption

zoning

growth
management
comes

the

least
on
the
24th
they'll

able

those
areas

developers

two
introductory
marks,
one

answer

regarding
the
work
that

While
vanessa

focused

housing.

just
in
a
training
earlier
this
week
we
have
two
facade
grant
applications
coming
into
east
tampa.
He
will
be
handling
the
facade.

will
be
handling
the
contract
for
the
tree
trimming.

While
we
are
not
the
zoning
and
the
mandating
in
the
next
12
to
18
months,
I
believe
we'll
have
several
very
exciting
announcements,
both
from
the
cra
side
and
in
partnerships
with
the
city
and
the
private
sector,
on
the
north
side
of
downtown,
especially
near
the
marion
transit
center,
where
a
lot
of
workers
are
coming
into
downtown
or
going
out
to
jobs.
So
even
if
you
have
affordable
housing
and
workforce
housing
downtown,
some
of
those
people
may
still
be
going
out
to
our
other
major
job.

Centers,
such
as
the
update
university
mall
and
up
at
the
university
itself
out
west
at
the
west
shore
district
and
at
midtown,
so
the
more
affordable
housing
we
can
do.
It
wouldn't
be
necessarily
just
because
we
need
people
downtown,
but
they
need
affordable
housing
for
people
who
may
still
work
all
over
the
city.
So
locating
workforce
housing
in
close
proximity
and
with
easy
access
to
the
marian
transfer
station
makes
a
lot
of
sense
from
a
planning
standpoint
we
had
during
the
budget
adoption
process
talked
about.

will
have
after
we
pay
for
the
cultural
assets
over
the
next
four
years
about
23
million.
In
total,
over
those
four
years,
depending
on
our
revenues
and
that
we
could
set
aside
10
million
for
that-
and
I
have
had
preliminary
discussions
with
miss
henderson
at
hcd,
the
housing
community
development
that
we
are
she's
got
some
ideas
that
she
would
like
to
come
pitch.

cra
for
implementing,
affordable
and
workforce
housing
initiatives
in
the
downtown
cra.

with
we
have
been
in
discussion
with
private
sector.
There
has
been
a
lot
of
movement
of
land
in
ownership
on
the
north
side

downtown.

have
had
private
developers
coming
to
us
as
they
are
under
contract
and
looking

developments

they're
coming
to
talk
to
us
about
what
our
needs
are
in
the
north
downtown
area.

and
we
have

we

plus
residents

have
been
contacted
approved
for
tree
trimming.

believe
it
was
probably
around
the
same

of
weeks

we
presented

the
vendors
did
pass
away.
So
we've
had
communications
with
his
family
and
they've
committed
to
continuing
to
do
that
work,
so
that
number
will
increase
next
month.

item

highlight
on
this
slide
from
our
environmental
detective
update
is
there
was
an
illegal
gambling
operation
on
the
at
the
intersection
of
29th
and
lake
that
was
shut
down,
did
include
the

exactly

what
tpd
encountered
and
wanted
to
mention
that
detective
williams
and
the
members
of
tpd
district
three
did
an
excellent
job
in
in
bringing
that
to
a
closure

quickly.

miles

biggest

people

train
movement,

frustrated

good

they

meeting

our
three
bi-monthly
subcommittees
and
I'll
just
mention
one

top
bullet.
Here
it's
been
an
important
one
city

tampa
noise,
ordinance
discussion.
We
had
captain
brett
owen
and
carol
post
join
us
in
january
to
explain
the
amendments
and
there
are
two
city-wide
virtual
meetings
scheduled.

is
the
first,
which
is
parking
and
the
changes
that
will
be
coming
forward

over
the
next
couple
of

working
with
parking
currently

parking
adjustments
coming
to

district,
the
new
striping,
is
actually
underway.
Currently,
so
that's
looking
really
nice

there

be

coming

some
of
the
costs
for

project
up

directly
to
