penguin
project

a

theater
program
designed

children
with
special
needs.

cast
members

is
noel
and
his
peer
mentor
ava
one
part
of
the
penguin
project
that
is
unique
that
you
won't
find
anywhere
else
is
the
peer
mentor
aspect.

young
artist
is
is
buddied
up
with
a
peer
mentor
for
the
entire
rehearsal
process
from
the
beginning,
all
the
way
through
the
final
curtain
and
the
peer
mentor's
responsibility
is
to
know
that

their
young
artists
blocking
their
choreography,
their
music.
Everything
that
the
young
artist
would
need
to
know
and
they're
also
there
to
form
a
special
friendship
with
that
young
artist
and
guide
them
along
the
way
throughout

production.

illinois.

are

replication
sites
throughout
the
country

we
are
the
first
replication
site

the
state

florida

issues

me

and

of

important

found
out
about
city
ordinance,
2003-255
section
2-602,
when
political
signs

placed
outside
my
fence
were
removed

city

destroyed.

had
no
idea
that
this
was
not
permitted.

ordinance
seems
to
me
to
be
a
broad
government
overreach.

Why
shouldn't
a
homeowner
or
property
owner
be
able
to
have

political
sign
or
a
few
in
front

home
or
business
about
60
days
before
an
election
for

of
us
without
thousands
of
dollars
for
billboards
or
millions

to
advertise
your
candidate

venues

event
to

parks

chose

park

park

river
with
shade
trees
and
conveniently
located,
I
contacted
the
person
at
ut
to
choose
a
date
for
the
event
I
chose

saturday

the
fall.

was
told
that
date
was
not
available.

chose
another
saturday
and
was
told
that
date
was
also
not
available.

saturday

nearly

entire
year
before

no

available

university

park

district
guidelines.

formal
notice
in
december
of

hpc's
january,
15
2019
meet
public
meeting.
The
notice
was
sent
by
a

mail
to
all
property
owners
in
the
local
tampa
heights
historic
district.
According

latest
ad
valorem
tax
records
on
january
15,
2019
public
comments
were
received
by
the
historic
preservation,
commission
and
staff
was
directed
per
code
to
secure
comments
from
the
architectural
review.

march
6
2019
and
after
hearing
public
comments,
the
arc
recommended
that
the
design
guidelines
remain
the
same
on
march
12
2019,
the
historic
preservation
commission
met
and
after
receiving

adopted

motion
whereby

hpc
recommends
to
city
council
that
the
existing
fence
standards
and
I'm
reading
the
motion.

my
knowledge,
in
working
with

properties
that
were
out

compliance
that

fences

certificate
of
appropriateness
in
the
last
five
years,
so

those
ten
all
ten
of
those
were
put
into
violation
and
some
of
those
have
come
into
compliance
by
relocating
their
fence.

don't

any
situations

we've
essentially
exempted
somebody
from
the
ordinances
we've
been
applying
the
ordinances
and
seeking
compliance
through
the
code
enforcement
process.

height
being
designated
this,

historic
preservation
people
got

property
owners
knew
that
once
became
historic
destination,
that

couldn't

fence
up

certain

is

had
been

missing
prior
to

on
the

the

panels
are

and
then
this

back
wall

are

side

start,

some

like

evidence,
and

have
enough
copy

Approximately
one
week
after
the
last
hearing,
there
was
an
inspection
of
the
property
with
the
city
of
tampa,
and
it
was
determined
that
the
cabanas
that
the
franklin
manor
had
paid
to
have
built
that
the
person
who
built
those
cabanas
had
advised
that
these
are
to
be
treated
as
furniture.
They
don't
need
to
be
permitted
because
they
are
not
bolted
down,
they
are
readily
movable
and
the
building
department
from
the
city
of
tampa
said.

disagree.

looks
like
something
that
needs
to
be
permitted
and
out
of
respect
for
the
city
within
the
next
24-48
hours.
The
cabanas
started
coming
down
and
they're
completely
down
and
they're
now
in
the
process
that
all
of

drawings

done

permitting
phase
will
start
either
by
tomorrow
or
early
next
week,
and
the
cabanas
will
be
identical
to
what's
at
remedy.
So
they've
already
been
approved,
identical
ones
approved
by
the
city
of
tampa.

we

feel
optimistic.

next

that
the
foam
itself
has
been
painted

match

surrounding

was
something

through
that
these
have
been
painted
either
green
or

and

foam
doesn't
just
track

wrought

last

shows

thickness

the
phone,
that
this

double
thickness
on
either
side
and
the
pre-existing
foam
wasn't
moved

taken

it's

that
was

beyond
what
was
required

merely

They
basically
purchased

thickest

manor

punishment
phase

aware

consider

gravity

violation,
the
actions
taken
to
correct
and

previous

by
the
franklin
manor

great

built

cabanas

of
arguing

businesses

They
picked
us

osteria

italian
restaurant
across

the
anchor
tenant

their
building
because
of
the
success
of
franklin
manor.

is
a
fact.

half
later
we
got
the
first
letter.

were
shocked
about
the
letter

we
were
approved

this
entire

the
zoning
