You
mr.
chair,
please
join
me
in
welcoming
Gloria
Jeanne
Rossiter
mr.
Rossiter
we'll
be
giving
the
implication.
This
morning,
Laura
Jean
moved
to
tamp
in
2013
she's,
a
writer
community
activist
and
a
member
of
SGI
USA,
a
neh
organization
of
Nichiren
Buddhism.
Please
stand
and
remain
standing
the
pledge
allegiance.
D
Good
morning
tenza
and
happy
Women's
History
Month
I
began.
My
I
began
my
practice
of
Buddhism
centering
on
reciting.
The
mantra
nam-myoho-renge-kyo
in
Chicago
Illinois
in
1983
Chicago
has
the
largest
number
of
Buddhist
of
african-american
descent,
thereby
african-american
women
in
the
United
States.
The
fundamental
spirit
of
Buddhism
is
that
all
people
are
equal,
both
men
and
women.
D
Thus,
when
we
discriminate
or
hurt
one
another
actively
or
passively,
we
do
that
to
ourselves.
When
we
respect
others,
we
respect
and
elevate
our
own
lives
as
well.
My
philosophical
beliefs
are
what
connected
me
to
the
life
story
of
Tampa
pioneer.
Madam
fortune
tailor
the
namesake
of
fortune
Street
and
the
fortune
tailor
bridge
in
downtown
fortune.
Street
is
said
to
be
a
monument
to
Tampa's.
D
Traditionally
good
racial
relations
in
2018
I
helped
erect
a
historical
marker
next
to
the
fortune,
Taylor
bridge
in
honor
of
madam
having
the
city
bridge
and
the
Hillsborough
County
marker
honor,
keeping
the
literal
and
figurative
story
of
the
person
and
the
physical
structure
Allah,
if
elevates
in
a
grand
way
the
Equality
of
women
and
makes
genuine
the
diversity
that
my
new
beloved
City
prides
itself.
One
prayer
is
the
Sun
of
Hope
this
morning.
I
would
like
to
offer
some
hopeful
words
of
inspiration
lead
like
the
Sun.
From
this
moment
on.
D
We
will
move
like
the
fresh
morning
Sun.
We
will
move
forward
with
a
deep
power
and
resolve
to
create
not
just
a
beautiful
city
but
a
city
with
a
heart.
Let
us
treasure
each
person
in
every
neighborhood.
We
will
construct
a
healthy,
wonderful
city
that
is
responsive,
genuinely
inclusive
and
strive
and
thriving.
D
Let
compassion
for
Humanity
be
the
driving
force
for
community
development
and
dynamic
growth.
Also
through
the
development
of
our
youth,
our
young
people
must
become
profoundly
happy.
Let
us
cherish
our
communities,
we
will
build
the
city
that
works
for
all
of
us.
We
will
not
bring
harm,
pain
or
problems
to
our
communities.
D
We
will
fight
the
injustice
that
denies
people's
happiness.
We
will
expand
circles
of
trust
and
friendship
in
the
community.
Let
nothing
cause
us
fear.
If
we
seek
personal
peace
and
comfort,
then
we
should
also
seek
to
help
bring
peace
and
comfort
to
our
communities.
Let
us
lead
like
the
Sun
each
day.
Let
us
return
to
life
with
joy
and
illuminate
the
environment.
We
are
in.
D
E
Born
out
of
the
counsel
temperature,
City
Council
accountable
members
of
Temple
City
Council,
my
pleasure
this
morning
be
with
Justin
chief
in
charge
of
all
of
the
city
when
the
chief
is
absent.
Mr.
vaskas,
he
fast
versus
my
pleasure
this
morning
to
stand
here
next
to
assistant
chief,
ask
which
was
the
recipient
of
the
month
of
the
police
officer
month.
Detective
Carlos,
Navarro
and
chief.
F
Well,
good
morning,
Council
appreciate
the
opportunity
to
be
here
to
bring
one
of
our
officers
to
be
recognized
for
an
award
again
with
me.
I
rob
detective
Carlos
Navarro.
He
is
a
24-year
veteran,
very
dedicated
to
the
city
of
Tampa
and
a
Tampa
Police
Department,
and
he's
very
well
deserving
of
this
award
as
you'll
see
as
I
start
reading
and
I.
Put
my
glasses
on
detective
Navarro
is
the
administrator
for
all
the
Tampa
Police
Department
cellphone
plans
and
devices.
F
He
maintains
all
department,
covert
electronic
equipment
and
assists
other
detectives
with
covert
and
confidential
departmental
investigations.
He
also
manages
a
$200,000
annual
budget.
Detective
Navarro
is
well-versed
and
electronics
have
physically
built
each
camera
that
is
deployed
throughout
the
city
of
Tampa
by
hand
which
saves
the
city
of
Tampa
thousands
of
dollars.
As
I'm
sure.
You
appreciate
that
in
August
20
18,
the
criminal
intelligence
bureau
was
tasked
with
implementing
the
real-time
crime
Center
for
the
department.
F
Detective
Navarro
was
asked
to
take
the
lead
in
identifying
vetting,
coordinating,
negotiating
and
scheduling
the
different
city
of
Tampa
entities
and
the
vendors
to
complete
the
project
with
a
within
a
set
budget.
Throughout
the
next
six
months,
detective
Navarro
worked
countless
hours
getting
the
room
renovated
and
worked
with
a
total
of
12
different
entities.
Vendors
throughout
Florida.
F
The
project
was
completed
at
one-tenth,
the
cost
of
the
average
cost
of
what
it
is
for
most
agencies
to
have
a
real
time:
crime
Center
the
center,
had
a
soft
opening
in
2018
and
was
operational
in
2019
and
was
completely
finished
in
February
2019.
The
project
would
not
have
been
completed
without
the
dedication,
hard
work
and
professionalism
of
Detective
Navarro
and
his
meticulous
character
afforded
the
department,
the
citizens
of
Tampa
a
state-of-the-art,
real
time.
Crime
Center,
which
has
already
augmented
the
reduction
of
crime
in
this
city
and
increase
officer
safety
throughout
the
department.
A
Morning,
council,
gene
haynes
secretary,
treasurer
of
the
PBA
Abe
sends
his
regrets.
He
could
not
make
it
today,
Carlos
thanks
again
for
joining
us.
What
I
remember
is
the
hard
work
they
do
out.
There
I
appreciate
your
support
to
give
the
members
of
the
tools
to
work
with
Council,
the
chief.
We
always
thank
you
for
recognizing
our
officers
a
month
appreciate
the
squad
showing
up
to
support
you.
So
on
behalf
the
PBA
we'd
like
to
give
you
a
token
of
our
appreciation
when
you
put
it
to
the
watch.
Thank
you.
H
I
Morning,
Council
Mary,
Lou,
Bailey,
I'm,
happy
I'm
here
on
behalf
of
zoo
camp
at
Lowry
Park.
Thank
you
for
all
your
good
work.
I
just
did
a
home
renovation.
I
know
how
challenging
that
is,
but
I
didn't
put
my
security
cameras
yet
so
now,
I'm
gonna
maybe
get
some
consultation
anyway.
Thank
you
for
your
work
on
behalf
of
the
volunteers
who
are
on
the
board
of
directors.
We
present
this
family
membership
to
zoos
Tampa,
it's
good
for
the
whole
next
265
days,
including
our
seasonal
events
like
at
Christmas
and
Halloween
and
stuff.
I
J
Councilman
Rodriguez,
never
dr.
Gerson,
how
you
doing
there
for
you.
Thank
you
for
anything
man.
We
wanted
to
give
you
a
getting
come
and
get
a
free
therapy
session
on
us.
I
know
it
has
to
be
hard
out
there
chasing
bad
guys
and
fixing
them
cameras
and
stuff
so
come
on
by
man
all
right.
Thank
you.
Much
a
baby
take
a.
A
C
Good
morning,
City
Councilmembers
to
watch
a
protected
Navarro
on
behalf
of
Casper's
company,
our
64

restaurants,
other

and
4,500
employees.
We
have
a
token
of
our
appreciation
for
what
you
do
to
keep
this
city
safe.
We
we
know,
as
every
business
in
here
knows,
that
technology
experts
are
God's
in
our
business
and
they
keep
us
running
and
on
your
behalf,
you
keep
us
safe.
Thank
you
on
behalf
of
all
of
us.
So
thank

Thank

just
as
a
personal
thanks
for
what
you
do
not
only
for
the
citizens,
the
Tampa,
but
for

as
well.

helps
with
our
cameras
as
well.
H

in
Ybor
City.
We

we
rely
on
our
our
law

A
Boni
Council
on
behalf
of
the
Tampa
Bay
Buccaneers,
my
partner,
Tom,
Rowan
and
I,
were
very
appreciative
of
being
here
and
my
friend
I
know
you
personally,
congratulations.
Thank
you
for
all.
You
do
I'm
very
appreciative
of
what
you
have
accomplished
with
it
with
budgets.
I
will
know
about
budgets
and
when
I
present,
you
I'm
behind
the
Buccaneers
game
ball
for
you.
Thank
you
very
much
for
your
service.
Thank
you
and
one
more
thing:
game
of
your
choice:
2019.
I
J
A
E
M
E
Detective
novels,
my
pleasure
on
behalf
of
Tampa
City
Council
380,000
people
who
live
here
say.
Thank
you
very
much
for
your
services.
When
you
say
one
tenth
of
something
doesn't
sound
like
much,
but
when
you
said
compared
to
mathematics,
if
it's
a
million,
that
means
you
did
to
400,000
whatever
the
figure
was,
you
did
it
for
a
minimal
cost,
and
we
want
to
thank
you
for
that.
G
Well,
thank
you
very
much
announce
a
good
morning
Amy.
Thank
you
very
much
chief
staff
and
very
grateful
to
be
here.
We've
got
a
great
crew
wearing
the
backpack,
then
I'm
very
grateful
for
the
fan
and
the
environment
they've
provided
for
me
to
do
what
I
do
this
real
time.
Crime
Center
has
been
absolutely
a
joy
in
the
last
six
months.
To
put
all
together,
it's
been
a
fantastic
part
of
my
career.
My
almost
near
was
25
years
now,
working
with
all
the
different
entities
from
electrical
to
construction.
G
Just
imagine
drilling
holes
in
a
concrete
floor
from
one
floor
to
another
and
wondering
if
it's
all
gonna
be
there
the
next
day,
so
it
was
fantastic.
It
really
was
and
then
it
very
end
we
put
together
a
phenomenal
group
of
men
and
women
together
that
put
this
together.
We
now
work
with
multi
agencies.
It's
definitely
a
showcase.
We
started
with
the
joint
operation
center
we've
upgraded.
That's
now
the
real
time
crime
Center.
G
It's
definitely
a
big
shine
in
the
city
of
Tampa
and
our
agency,
and
for
everything
that
we
do
so
I'm.
Very
grateful
for
the
opportunity
chief
show
me.
The
funding
that
we
received
to
put
this
all
together
and
especially
grateful
for
my
wife,
God
and
again
the
crew
in
the
back.
So
thank
you
very
much.
A
Good,
hey,
detective
detective.
You
made
a
mistake
when
the
bucks
came
up
here,
they
said
only
in
2019.
The
Superbowl
doesn't
come
on
again
into
2020.
So
as
a
detective
I
think
you
missed
a
point
there.
You
should
ask
him
for
Super
Bowl
tickets
for
2020.
Let's
see
what
they
say,
don't
let
go
yet.
I
love
go
make
sure.
G
N
Yes,
thank
you.
Mr.
chairman,
good
morning,
the
Tampa
City
Council
welcomes
public
comment
at
this
time.
Each
speaker
is
given
three
minutes.
Please
begin
by
stating
your
name
for
the
record,
and
it
is
requested
that
your
comments
are
not
directed
personally
to
a
council
member
or
a
staff
member,
but
rather
issues
directed
to
the
council.
As
a
body
city
council
appreciates
your
cooperation
and
maintaining
orderly
conduct
and
proper
decorum.
Thank
you.
I.
K
For
the
record,
my
delivery,
where
I
am
worldwide
global
sovereign
despot,
holder
and
decorous
living
entity,
King
Johnny,
Bernard
booth
I-
am
announcing
some
things
today,
because
some
of
you
are
unaware
that
America
is
a
kingdom
and
that
former
in
the
United
States
is
no
longer
with
us.
We
now
have
a
new
form
of
government
right.
K
I
ran
out
of
Europe
during
the
time
that
Europe
was
going
through.
Black
Plague,
because
at
that
time
they
were
the
first
to
flee,
also
the
first
to
free,
the
flouse
government
up
first
to
flee
the
Vatican
now
as
they
flee.
So
we
did
a
lot
of
things
take
place
in
Africa,
as
Africa
came
out
of
nowhere.
K
So
there's
a
lot
of
things
going
on
all
across
the
world,
because
the
whole
globe
is
going
through
reform.
Reorganization
now,
Trump
managed
to
grab
all
nations
and
America
grabbed
all
kingdoms.
That's
the
prophecy
written
in
Daniel,
8,
9
and
10,
so
like
righteous
people,
at
least
in
splinters,
continue
to
rise,
continue
to
claim
your
positions
and
those
chopped
your
money
throughout
my
land.
You
are
gonna,
be
caught
because
the
money
switch.
That
already
happened
and
the
money
you
spending
been
canceled
out
since
1929.
Thank
you
have
a
blessed
day
blessing
Yahweh.
L
You
know
it's
dealing
with
the
truffle
parliamentary
school
on
3rd
or
4th
and
Jesslyn
height
every
morning,
the
trumpet
doing
60
and
70
miles
per
hour
in
the
morning.
It's
a
lament
as
kids.
The
crossing
I
won't
know
that
anything
could
be
done
like
we
need
to
address
this
issue
like
putting
a
bug,
caution,
light
or
something
the
warning,
people
that
there's
a
school
in
that
area
which
a
lot
of
people
don't
know
it's
a
school
in
that
area.
L
B
B
L
B
L
L
Yeah
they
don't
have
a
flashing
sign.
I
mean
flexion,
sign
that
on
it
for
that
during
school
hours,
but
other
than
that
they
don't
really
need
a
book
for
school.
Our
driver
not
aware
as
a
school
in
that
area,
a
part
of
school
benefit
to
some.
You
there's
never
been.
No
kind
of
writing
like
warn
drivers
at
their
school
ahead.
I
mean
serious.
B
L
B
Them
go
out
there
all
right
now
you
ate
this
and
determine
what
can
be
done
to
improve
that
area
with
the
traffic
speed,
okay
and
so
I
would
reach
out
to
the
track.
Department
the
patient
apartment.
Okay,
let's
see
if
they
can
go
out
there
into
an
evaluation.
Okay,
you
said
most
of
your
speeding
is
doing
the
morning
in
the
evening.
B

Currently,
the
policy
is
like
two
to
three
week
turnaround
time
regarding
replacing
the
trash
cans
and
not
with
the
summer
coming
and
whatnot
you
know,
people's
garbage
is
piling
up
for
those
that
have
requested
it.
So
I
want
to
see
if
it's
possible
to
expedite
delivery
of
these
new
replacement,
bins,
perhaps
five
business
days
or
something
that's
more
reasonable.
With
than
the
two
to
three
week
turnaround
period
under
staff
reports:
okay,.
B
B
I
want
to
make
a
motion
to
have
the
transportation
department
or
traffic
someone
in
traffic
to
come
on.
April
4,
fine
on
a
staff
report
to
give
us
a
update
with
updated
report
on
how
we
can
improve
the
reduce
the
speeding
on
34th
near
party
elementary
school
and
what
they
recommend
that
city
be
to
him.
They
make
sure
that
the
kids
can't.
O
Last

I've
been
going
through
in
Tampa
General
as
whether
the
temple
Police
Department,
as
what
did
the
sheriff
up,
but
they
just
jumped
on
me
in
my
house
on,
live
Facebook
because
I
didn't
want
to
give
my
wife,
the
keys,
which
was
my
rightful
place
to
do
because
be
married.
So
they
vote
it's
on
so
I
put
it
on
Facebook
live,
they
told
officer.
I
said
sir:
that's
all
you
came
to
do
to
just
I.
Think
by
the
keys.
I
would
need
you
to
leave
I
think
he
said.
O
No,
he
came
and
grabbed
me
put
his
hands
on
me.
I
got
a
big
scar
on
my
own.
Gracepoint
did
not
give
me
any
medical
treatment.
He
gave
her
a
note
took
GracePoint
before
I
went
into
the
place
to
get
him
some
kind
of
accusation
or
whatever
the
case
may
be.
He
lied
to
say
that
I
put
some
on
I
fit
up
my
tub
because
I
believe
that
God's
God's
gonna
be
doing
all
this
stuff,
but
my
apartment
complex.
O
If
you
research,
the
history
of
arm
Lake,
ensure
they
always
turn
the
ward
off
without
even
giving
people
24
hours
notice,
like
the
city
posed
to
do
so.
I
don't
have
issues
with
that,
as
well
as
on
in
the
jail
I.
Don't
got
jumped
on
in
the
jail
and
I
got
the
wrong
medication
on
give
it
to
me
in
the
jail
and
I've
been
putting
in
sales,
but
do
doing
feces
there
and
by
the
grace
of
God.
O
My
cousin
was
working
in
the
Box
working
confinement
and
so
orderly
and
I
told
him
what
was
going
on
back
there.
He
called
my
family
I
had
called
disabilities
of
America
to
get
the
drugs
that
they
was
giving
me
in
the
county
jail.
They
called
I
call
disability
miracles
every
day
to
fill
up
a
voicemail,
so
when
he
can
receive
no
more
phone
calls
disabilities
of
America
caught
the
jealousy
something
he
calls
him.
O
O
They
legalized
homosexual
and
gay
marriages,
which
is
the
worst
thing
started
and
Gomorrah,
because
it's
legal
now
so
now
this
nation
is
under
judgment
and
I'd
be
the
one
to
tell
y'all
all
these
things
now,
I
test
the
truth.
That's
all
I
want
to
say
I
think
nobody
tried
to
help
me
and
I'm
gonna
take
on
another
thing.
Every
fraternity
I
know
about
everything:
I,
don't
research,
every
history
Mayson
everything
every
lawyer
that
I
tried
to
get
me
help
with
all
these
things.
O
Michael
Maddox
itself
said
I'm
not
going
to
give
them
deep
breath
on
jr.
that's
running
for
mayor.
He
kicked
me.
He
took
my
counsel
in
open
court
room.
They
over
courtroom.
That's
against!
That's
the
six
of
violation
of
the
sixth
amendment.
Sometimes
I
wonder
why
his
diplomatic
immunity
for
doing
so
wrong?
What
are
certain
people,
diplomatic
immunity,
listen.
B
B
O
To
risk
management,
I'm
hoping
that
miss
Ursula,
give
me
a
call
like
she
told
me
about
the
fund
me
cuz.
She
resolved
to
our
misdemeanor
charges,
so
I'm
trying
to
hope
that
everything
he
resolved
and
everybody
see
my
voice
and
hear
my
voice
cuz
one
thing
about:
it
got
a
great
little
food,
alright.
