affairs

athens
and
is
here

us

update
on
how
the
transition
is
going
on
the
new
trash
hauling
contract.

As
mentioned,
I
am
randy
guthrie,
vice
president
of
government
affairs
for
athens
services.
It's
a
pleasure
to
be
with
you
here
again
tonight
to
provide
a
brief
update
on
athens
services,
ongoing
transition
to
provide
recycling
and
waste
hauling
services
here
in
thousand
oaks.

We
are
pleased
to
report
that
the
transition
continues
to
go
very
smoothly,
as
our
team
of
100
athens,
employees,
dedicated
specifically
to
thousand
oaks,
provides
services
to
the
38
000,
residential
and
1200
commercial
customers.
Here
in
the
city,
our
service,
reliability
rate
remains
very
high.
Currently
at
99.9
percent
and
reports
of
missed
pickups
continue
to
decline,
falling
73
percent
from
the
first
week
of
january.

When
an
issue
does
arise,
the
vast
majority
of
those
issues
are
resolved
in
24
hours
or
less.
I'm
also
pleased
to
report
that
wait
times
to
speak
with
an
athens
representative
by
telephone
are
falling
as
well.
We
have
a
dedicated
customer
service
line
for
thousand
oaks
customers
and
we
have
made
improvements
in
transferring
calls.
So
there
is
less
of
a
wait
time.
Our
average
speed
of
answer
is
at
33
seconds.
We
made
adjustments
to
ensure
customers
are
handled
as
a
one-call
resolution
to
avoid
being
placed
on
a
secondary
hold
time.

I
should
point
out
that
some
of
the
calls
and
visits
we've
received
have
come
from
people
who
are
little
confused
by
their
first
invoice
from
athens,
because
the
total
was
much
lower
than
they
were
used
to.
We've
had
to
assure
people
that
the
total
is
correct
and
the
invoices
are
indeed
for
two
months
of
service
rather
than
one.

As
you
know,
one
of
the
key
elements
of
our
transition
is
distributing
new
waste
containers
to
every
home
and
commercial
customer
in
thousand
oaks.
This
includes
black
trash,
bins,
blue
recycling,
bins
and
green,
organic
bins
for
every
customer
in
the
city.
This
is
a
major
undertaking,
totaling
130,
000
containers,
citywide.

I'm
pleased
to
share
that.
We
continue
to
be
on
or
ahead
of
schedule
with,
with
50
219
containers
delivered
to
date.
Bold
containers
are
being
picked
up
within
48
hours.
I
should
point
out
that
one
of
my
colleagues
at
athens
got
a
little
ambitious
on
this
subject.
In
a
recent
podcast
interview,
he
said
we
were
aiming
to
have
all
the
bins
exchanged
by
march
1..
In
fact,
our
goal
continues
to
be
the
end
of
march,
as
we've
shared
with
you
and
with
the
public
before,
and
we
are
on
course
to
hit
that
target.

am
coming

talk
about
a
problem
and
an
issue
in
this
world
and
in
our
community
in
2019,
a
four-year-old
girl
was
with
her
mother
in
the
backyard
of
her
north
ranch
home
when
her
mom's
focus
turned
to
something
else,
and
the
little
girl
drowned
in
2016
an
18
month.
Old
boy
was
in
westlake
with
his
parents
to
visit
his
grandparents.

He
died
after
falling
into
the
pool
the
cdc
lives,
drowning
as
the
number
five
cause
of
death
in
the
united
states
and
in
2019
over
10
people
died
daily
from
drowning
in
the
united
states.
This
is
a
tragedy
that
is
a
hundred
percent
preventable.
I
think
we
all
know
someone
who
has
lost
a
loved
one
to
drowning.

The
stop
drowning
now
message
with
the
thousand
oaks
city
logo,
including
water,
watcher
tags,
a
branded,
tablecloth,
pop-up
and
more,
and
we
already
have
high
school
club
members
who
are
ready,
willing
and
able
to
staff
community
events

spread
the
drowning
prevention
facts
in
orange
county.
There
is
an
active.
There
is
already
an
active,
drowning
prevention
task
force
and
they
were
able
to
do
a
county-wide
water
safety
day.

beach,
irvine
laguna
hills
are
already
no
drowned
towns
and
we're
working
with
the
drowning
prevention
task
force
in
the
inland
empire
as
well.
It
would
be
awesome
to
be
able
to
do
something
like
this
in
ventura
county,
with
thousand
oaks
leading
the
way
with
all
of
the
negativity
in
the
world
these
days.
This
is
something
positive
that
we
can
do
for
our
community
and
become
a
leader
in
drowning
prevention.

serving

little
over
a
month

far
as
I
can
see,
the
trucks
are
super
clean.
The
drivers
are

They

drivers,

think,
have
come
over
from
waste
management
and
they're,
almost
like
friends
to
some
people

neighborhood.

outreach
programs
have
been

any

on-site
team
has
been
fantastic.

the
meadows
reservoir
was
constructed
in
1972
and
is
one
of
three
buried
concrete
reservoirs
in
the
city.

The
reservoir
is
located
off
shallow
oaks
place
and
holds
about
three
and
a
half
million
gallons
of
water.
This
is
if
in
spatially
there
it's
in
your
staff
report,
but
this
is
just
north
of
jans
and
west
of
herbs.

So
in
late
november
last
year,
during
a
routine
inspection,
a
flow
from
the
reservoir
under
drain
system
was
observed,
which
is
can
be
a
sign
of
a
leak.
The
reservoir
is
drained
into
our
system
and
not
refilled,
so
the
staff
could
perform
an
interior
inspection
cracks
on
the
floor
were
identified
and
the
city
hired
a
consultant
to
do
a
preliminary
inspection
and
structural
evaluation
of
the
tank.

cip

it

we're
just

grant
program
funding
is
included
in
the
adopted
fiscal
year.
2021-22
budget
the
grant
is
funded
by
interest
income
earned
in
the
solid
waste
fund
budget.
This
year,
45
000
of
funding
was
made
available
to
support
environmental
projects
for
local,
non-profit
community
and
school
groups.

open
from
november
10th
to
december
15,
and
the
application
was
available
on
the
city's
website.
Email
notifications
were
sent
to
applicants
from
the
previous
grant
cycle.

release
was
issued,
an
email
regarding
the
grant
program

was
published
in
the
sustainability
division

newsletter,
which

to
over

and
the
city
utilized

city
council,
priority
fees
and
other
factors
and
forces
influenced
the
workload
and
activities
of
our
department
and
employees.

Advanced
planning
initiatives,
including
the
housing
element
and
general
plan,
update
high
levels
of
development
activity,
efforts

promote

transitions

all
contributing
factors
to
the
challenging
time
we
described
to
you
last
year.

continues

experience

influx
of
many
different
application
and
project
types.
This
is
in
part
due
to
new
development
opportunities,
low
interest
rates
and
homeowners
investing
in
their
properties.

Over
the
last
year,
so
between
2018,
when
we
saw
roughly
a
little
under
400
cases
to
over
1200
and
2021.,
this
is
roughly
three
times
the
number
of
application
we
received
just
three
short
years
ago.
This
is
in
part
due
to
significant
increase
in
accessory
dwelling
units
and
zone
clearance
applications.

Implementation
of
tyler,
intergov,
land
management
and
permit
system
is
one
of
the
city
council's
top
priorities
for
this
fiscal
year.
The
initiative
is
driven
by
a
commitment
to
the
city's
mission
to
provide
extraordinary
service
staff,
continue
to
work
diligently
and
expeditiously
alongside
park.
Consulting
group
in
november
of
2021,
the
project
team
completed
documentation
of
over
a
thousand
pages
of
system,
design
and
specifications
relating
to
processes,
permits,
workflows
fees
and
to
close
out
and
assess
and
define
this
stage
and
milestone.

brings
a
broad
range
of
experience
and
knowledge
from
various
planning
disciplines,
and
he
has
more
than
30
years
of
community
development.
Experience
he's
also
held
leadership
positions
in
numerous
municipal
organizations
nationwide,
including
san
antonio
topeka,
kansas,
oklahoma,
city,
oklahoma,
los
angeles,
fresno
and
sonoma
county.

He
is
certified
by
the
american
institute
of
certified
planners
and
he
holds
joint
master's
degrees
in
city
and
regional
planning
from
harvard
graduate
school
of
design
and
the
kennedy
school
of
government
joining
the
organization

jesse

initially
by
the
city
of
beverly
hills
in

community
development
department
as
an
intern

early
2000s

served
in
multiple
capacities,

promoted

price
for
their
services
and

if

backed
up

in-house

reviews
by
our
city
staff
pretty
much
remain

same

far
as
production,

yet

saw

number

applications
increased
quite
a
bit
after
the
coveted
lockdown
ended,

that
would
in
turn,
tell
me
that
there's
a
backlog
for
our
city
staff.

we
staffed
up
to
address
a
backlog?

do
have
some
staff
vacancies,
so
initially
this
contract
was
sought
in
order
to
help
free,
whatever
backlog
that
did
exist
at
that
time
in
order
to
keep
the
process
moving
forward.
So,
while
we're
going
through
the
staff

hiring
process,
we
began
to
use
consulting
services
and
then
we
continued
that
process
to
help
meet
the
volume,
but
currently
right
now
we're
within
normal
range
for
plan
check
services,
and
there
is
not
a
significant
backlog
in
large
part
due
to
the
contract
services
that
we're
utilizing.

we
can
talk
back

I
might
also
just
jump
in
very
quickly
on
on
the
personnel
side.
As
mr
parker
mentioned,
we
just
hired
two

new
executives
within
the
department
which
will
be
bring
a
great
deal

relief

also

interviews
scheduled
tomorrow
for
a
cdd
position,
we're
actively
recruiting
those,
but
more
specifically
to
your
question
on
matching
the
needs
with
the
personnel.

close

resource
support

in-house
employee
based
support

focused

doing

the
best
service
at
the
best
overall
cost,

so
that
is
really
our
been
our
focus.

said,
we
are
watching
these
trends
very
carefully,
as
you
saw
with
the
numbers
that
we've
seen
a
lot
of
the
drivers
behind
that
are
ever
ever
changing
circumstances
that
are
coming
from
the
state
and
other
industry
groups
and
two
great
examples
of
that
are
accessory
dwelling
units
and
solar
installations.
If
you
look
at
those
numbers
in
your
packet,
those
numbers
have
increased
tremendously
and
the
turnaround
time
now,
driven
by
state
legislation
for
solar
is,
we
are
mandated
to
turn
around
the
review
of
those.

So
in
sense,
the
solar
solar
reviews
take
priority
in
some
areas
because
we
have
to
meet
them
where
they're
deemed
approved
and
the
same
with
adus
there's
a
lot
of
different
requirements.
Those
are
now
ministerial
reviews
in
large
part,
and
so
in
that
case,
we're
watching
the
staffing
levels
very
closely
and
as
we
come
through,
the
mid-year
budget
process,
we'll
be
we'll
be
talking
to
council
about
the
right
level
that
we
think
we
need
to
be
at
in
order
to
meet
the
needs
of
our
of
our
residents.

years
now
we
saw
where
our
numbers

trending
towards

developed

people
strategy
at

time,
and
it
was
to
prepare
ourselves
for
this
time
in
which
we
were
going
to
see
a
transition
and
we're
in
the
in
the
middle
of
it.

Now,
if
you
would
go
back
about
you
know,
five
years
ago,
the
number
of
city
employees
that
would
have
been
here
less
than
five
years
would
probably
be
sub
10,
maybe
15
percent.
Today,
as
we
stand
just
as
we
cross
into

new
year,
we're
now
sitting
out
of
there
in
an
era
where
we
were
over,
50
of
our
team
has
been
with
us
less
than
five
years,
and
so
that
just
really
gives
you
a
flavor
of
this
of
this
change
in
the
challenge
and
the
transition.

time
in
recent
weeks
here
where
we
had
between
40
and
50
open
recruitments.
That
means
a
tremendous
amount
of
work,
that's
happening

we're
competing
in
a

really
aggressive
labor
market
now

the
talent
that
we're
bringing
into
the
organization
we're
quite
proud

lot
of
hard

order

recruit

attract
folks

our

also

retain

employees

the
organization

give
them
opportunities
for
growth,

that's

important
aspect

look

aligning
our
jobs

the
future
need

have

incredibly
important

lot
of
time
doing

to
seek

different
career
path.

of
that,
but
not
a
great
deal

we've
put
a
tremendous
amount

focus
in

only
hiring
people
and

my
office
is
running
headlong
at
hiring
people,
but
we
want

establish
them
well
within
the
city.

want
to
make
sure
we're
taking
the
effort
to
to
make
sure
that
they
understand
the
value
and
and
the
things
that
the
city
of
thousand
oaks
has
to
offer
as
an
employer
and
and
to
really
cement
the
culture
that
the
city
has
always
enjoyed.

recognize
that's,
not
something
that's
going
to
to
continue
just
by
leaving
it
alone.
It's

something.
That's
going
to
require
a
very
intense
effort,

we're
putting
in
effort.

have
identified
a
new
position
within
my
office
for
a
talent,
development
officer,
a
deputy
level
position
who
will
be
focused
in
on
working
with
the
employees,
to
make
sure
that
that
they
are
developing,
that
they
have
the
opportunities
to
succeed,
to
promote
within
the
organization
to
develop
skills.

They
might
not
otherwise
have
to
work
with
our
existing
managers
to
make
sure
that
they
are
engaged
on
a
very
close
basis
with
their
employees
to
make
sure
that
they
are
are
not
only
coming
into
the
organization
but
staying
in
the
organization
in
a
very
engaged
fashion
that
they
have
a
real
commitment
and
desire
to
work
with
the
city.
So
this
is
a.
This
is
a
key
element
that
we're
working
on
with
the
the
workforce,
because
we
do
see
that
as
a
critical
issue.

that
our

colleagues,
our
neighbors,
are
experiencing
this,
where
they're
having
difficulty
retaining
employees
at
all
levels.

so
we
want
to
be
proactive

that

maintain
the
great
relationship

we've

trend
when

percent
of
our
poor
employees
have
been
here

the

generational
shift
is
occurring
and
it
sounds
like
we
are
well
aware
of
it
and

are
responding.

standpoint,

positions
we've
had
over

percent
positions,
open
on
an
ongoing
basis,
we've
been
filling
them
quickly,
but
with
the
retirements
and
the
attrition
that
we've
had

kind

stayed

so
that's
really
brought
about
brought
into
focus
that
that
statistic,

mentioned

we-
are
a
new
younger
workforce-
who's
been
here
less
time
and
needs
the
attention

get
grounded

way

city

thousand
oaks
does
this,

this

something
that
that
all
organizations
are
struggling
with,

not
all
of
them
are
able
to
respond
as
well,

it

a

phenomenon

being
seen

the
board
throughout
the
united
