as
you
just
heard,
this
is
a
project
to
redevelop
1100
Rancho,
Conejo
Boulevard,
and
thank
you
for
doing
the
introductions
of
other
City
staff
for
me.
In
addition,
the
applicant
team
brought
a
full
team
with
them
and
they'll
have
a
chance
to
introduce
themselves
during
their
presentation.
I
So
in
summary,
the
request,
without
repeating
all
the
words
we
just
heard,
is
to
essentially
approve
three
permits
tonight:
a
development
permit
for
some
new
life
science
campus
on
the
project
site.
In
addition,
a
special
use
permit
to
allow
a
restaurant
with
alcohol
use
a
protected
tree
permit
to
allow
the
removal
and
replacement
of
various
trees
and
then,
ultimately,
the
mitigated
negative
declaration
to
be
in
compliance
with
the
California
Environmental
Quality
Act.

There
were
various
Administrative
Office
radio
and
television
recording
studios,
a
printing
plant
mail
order,
departments,
warehouse
space
and
other
infrastructure
and
Landscaping
on
the
project
site,
and
it
stayed
that
way
from
1973
through
1995
when
Amgen
bought
the
project
and
repurposed
it
between
those
intervening
years
it
was
incorp.
It
was
annexed
into
the
city
from
Ventura
County
into
the
city
of
Thousand
Oaks.
In
1989.,
between
1995
and
2017.
I
As
we
move
forward,
the
current
applicant
Alexandria
Alexandria,
real
estate,
equities
or
simply
Alexandria
purchased
the
property
in
2019.
and
then
in
July
of
20
sorry
February
of
2022.
So
this
year,
Alexandria
submitted
their
permanent
entitlements
that
are
before
you
today
and
in
July
of
2022.
A
ministerial
permit
was
issued
to
start
the
demolition
of
the
buildings,
as
well
as
remove
non-protected
trees.

The
project
is
within
the
city's
urbanized
area,
with
transportation
and
utility
infrastructure
currently
in
place.
The
site,
topography,
undulates
throughout
the
property.
Generally
speaking,
the
project
rises
from
Rancho
Canada
Boulevard
and
ventu
Park
Road
to
the
center
of
the
site,
and
then
it
descends
the
various
property
lines
on
the
side,
as
well
as
into
the
rear
of
the
property.

Jumping
into
this
actual
project,
so
this
project
includes
the
development
of
the
first
purpose-built
campus
for
life
science,
tenants
in
Thousand
Oaks.
It's
designed
to
attract
Innovative
companies
by
fostering
collaboration
and
Community
Building.
It's
modeled
after
the
idea
of
University
campuses.
The
Open
Spaces
are
designed
to
provide
quiet
thinking,
spaces
and
the
more
active
spaces
are
to
Foster
interactions
and
exchanging.

Ideas
to
further
redevelop
to
further
research
and
development
and
ideas-
The
Proposal-
includes
one
project
to
be
to
be
developed
in
two
phases
over
the
course
of
36
months
and
taking
you
through
those
phases.
We
have
two
images
on
this
on
the
screen
phase.
One
would
consist
of
grading
the
entire
property
on-site,
Mainline
utilities,
access
and
circulation
aisles
would
be
installed
during
this
phase
and
we
would
reuse
the
existing
entrances
off
of
ventu
Park
Road.

buildings
would
be
constructed
during

the
Alexandria
amenity
building,
that's
the
one
story,

front

restaurant

material
palette
is

combination
of
concrete
walls,
glazed
curtain
walls
and
natural
wood,
accents
to
re
to
reference.
The
Arboretum.

focus
of
the
Project's
Central
Arboretum
is
to
connect
the
four
buildings
together
to
operate
as
a
Central
Outdoor
Room
for
the
life
science
campus
as
the
site
undulates.
A
significant
amount
of
grading
is
needed
to
achieve
this
design.
This
grading

has
been
provided
to
show
areas
which
would
be
cut
represented

in
areas
that
would
be
filled
represented
in

the
project
retains
the
same
access
and
drive
aisle
configuration
of
the
prior
development.
The
drive
aisle
itself
circles,
the
campus
flanking,
flanked
by
a
parking
lot
in
the
upper
portion
of
the
property
and
the
lower
parking
area
is
proposed
in
phase
two
and
our
transportation
Engineers
in
City
Hall
did
evaluate
the
project
and
determined
that
the
current
access
is
sufficient
for
the
current
project.

Foreign
with
the
project
summary,
the
height
of
the
proposed
development,
is
similar
to
the
height
of
the
buildings
that
had
been
there
as
Illustrated
with
the
graphics
on
this
screen.
The
profile
of
the
prior
buildings
and
grade
are
outlined
in
the
red

in
and
then
the
current
proposed
buildings
are
identified
with
the
blue.

we
could
also
see
some
of
the
screening
elements
that
are
proposed
on
the
building
above
the
roof
in
comparison
to
some
other
industrial
buildings.
In
the
immediate
area,
the
height
is
relatively
consistent
and
the
heights
that
are
proposed
are
less
than
what's
allowed
in
the
Amgen
specific
plan
where
buildings
as
high
as
55
feet
and
75
feet
can
be
proposed.

The
property
owner
has
intentionally
placed
Landscaping
along
the
perimeter
of
the
site
and
they've
added
rows
of
landscaping
in
the
parking
lot
to
buffer
the
Residential
Properties
from
the
proposed
development.
The
park,
the
project
has
also
been
conditioned
for
perimeter
walls
and
fencing
to
mitigate
parked
vehicle
headlights
from
glaring
into
adjacent
Residential
Properties.

I
Ventura
freeway
corridor.
The
proposed
development
consists
of
light
industries
that
are
highly
specialized,
scientific
and
or
research
oriented.
In
addition,
this
employment
center
provides
Industrial
and
Commercial
employment
opportunities
and
it
provides
both
Community
needs
and
high
paying
employment
opportunities,
as
well
as
a
restaurant,
to
serve
both
the
employees
and
the
General
Public.

And
in
terms
of
zoning
consistency,
the
project
is
consistent
with
all
development
standards
of
the
M1.
With
the
exception
of
the
building's
maximum
height,
the
applicant
has
developed
plans
which
are
compliant
with
the
maximum
retaining
wall
Heights,
but
they've
identified
two
locations
which
could
decrease
the
amount
of
grading
that's
needed
on
the
property.

In
addition
to
the
grade
compared
to
the
building
height,
the
buildings
also
have
a
mechanical
equipment
screen
on
the
top
of
the
building
and
those
screens
exceed
the
maximum
height
by
an
additional
13
feet
above
the
parapet,
to
minimize
the
perceived
height
of
the
structures.
The
buildings
are
set
back
further
into
the
property
than
required
by
the
front
side.

In
this
slide,
the
screens
are
set
further
back
into
the
building
itself,
from
the
narrowest
side
of
the
buildings
to
the
screen.
They're
set
back
approximately
40
feet
from

that
has
the

a
hundred
feet
that
they're
set
back
from
the

the

design

waiver

the

western
side

property

project
to
Rancho
Canal
Road
in
this
area.

retaining
walls
are
if
they're
allowed
to
be
well,
just
all
retaining
walls
period
need
to
fold
in
design
elements
from
the
buildings
themselves
and
they're
required
to
be
landscaped
to
soften
the
view
of
the
retaining
walls.
This
retaining
wall
on
the
right
side
of
the
screen,
though,
it's
not
going
to
be
something
that's
seen
from
the
public
right-of-way,
it
would
be
seen
again
primarily
from
the
Alexandria
project
to
the
north,
as
well
as
perhaps
from
some
of
the
Residential
Properties
to
the
North
and
the
east.

The
project
site
shares
two
common
property
lines
with
the
Rancho
coneo
Village
HOA,
which
means
that
the
project
site
is
within
400
feet
of
a
known,
sensitive
use.
However,
the
restaurant
and
lounge
is
located
more
than
450
feet
away
from
the
nearest
property
line
and
there
would
be
the
building
building
a
in
particular
intervening
between
the
restaurant
and
the
closest
residents.

Some
noise
from
the
restaurant
and
lounge
is
not
anticipated
to
cause
any
disturbance
to
any
of
the
surrounding
uses.
The
restaurant
and
lounge
would
be
open
to
the
public
in
its
anticipate,
anticipated
to
be
an
amenity
to
those
living
in
the
area,
as
well
as
those
working
on
the
project
site
and
the
restaurant
use
of
the
project
site
would
be
compatible
with
land
uses
in
the
vicinity.

The
vicinity
that
are
predominantly
industrial,
including
the
existing
restaurant
located
at
one
Amgen,
Center
Drive,
so
the
proposed
Restaurant
and
Lounge
with
alcohol
service,
is
something
that
only
is
not
is
supported
by
staff.
But
it's
also
been
conditioned
by
the
police
department
and
Community
Development
Department
to
make
sure
that
it
maintains
compatibility
with
the
surrounding
uses.

Removing
trees,
though,
does
mean
that
we're
replacing
trees,
so
the
project
as
design
requires
removal
of
64
protected
trees.

those
would
be
transplanted
on
the
site
and
then
an
additional
13
would
have
levels
of
encroachment
the
trees
impact.
The
tree
impacts
are
necessary
to
allow
site
preparation
and
Grading
activities
for
the
proposed
life
science
campus.

thing
that
we
wanted
to
point
out
is
given
the
history
of
this
project
site.
There
were
two
prior
oak
tree
permits
that
had
been
approved
in
Prior
years
and
through
those
oak
tree
permits.
There
were
some
mitigation
mitigated,
trees
that
were
supposed
to
be
planted
on
the
site
that
were
planted
and
all
the
trees
that
were
previously
identified
to
be
planted
as
part
of
mitigation
are
either
being
retained
as
part
of
this
project
or
they're
part
of
the
transplanted
trees.
I
Foreign
to
your
last
action
is
sequel,
so
in
accordance
with
the
California
Environmental
Quality
act,
a
comprehensive
evaluation
of
the
potential
environmental
impacts
for
the
project
was
performed.
The
mitigated
negative
declaration
evaluated
the
Project's
physical
development
and
uses
which
were
reasonable
and
foreseeable.

These
mitigation
measures
are
all
incorporated
into
the
project
resolution.
That's
placed
before
you
to
ensure
that
the
project
will
have
no
significant
adverse
effects
on
the
environment.
Staff
is
therefore
recommending
that
the
Planning
Commission
approve
the
final
mnd
prepared
for
the
project
again
in
accordance
with
the
California
Environmental
Quality
Act.

addition,
public
notification
was
sent
out
as
part
of
the
mitigated
negative
declaration
public
review
period
and
for
your
hearing
tonight
through
all
of
that
conversations,
staff
has
received
some
calls
from
members
of
the
public,
but
we've
only
received
two
comment:
letters
on
the
entirety
of
the
project,
one
was
included
in
your
packet
and
it
asked
about
construction
related
impacts,
essentially
associated
with
with
stockpiles.
If
you
will
the
second
one
came
today
and
was
included
in
your
supplemental
packet,
it
came
from
the
Chamber
of
Commerce
and
they
were
supportive
of
the
project.

So,
in
conclusion,
the
proposed
project
has
been
designed
to
meet
the
intent
of
the
city's
standards,
codes
and
policies.
The
proposed
building,
design
and
site
layout
integrates
well
with
the
surrounding
development
and
has
a
cohesive,
architectural
and
landscape
design
to
create
a
purpose-built
campus
for
life
science,
tenants
in
Thousand
Oaks
again.
It's
designed
to
attract
Innovative
companies
by
fostering
collaboration
and
Community
Building,
based
on
the
analysis
and
findings
contained
in
this
report
and
your
resolutions.

HVAC
the
building,
the
air
comes
in,
it's
cooled
or
heated,
and
it
circulates-

it's
usually
changed
out,
maybe
once
or
twice
an
hour
in
a
biotech
building.
The
air
comes
in
repeated
or
cooled,
and
then
it
exits
immediately
or
like
one
time
it
does
not
recirculate.

So
we
change
the
air
anywhere
from
8
to
12
times
an
hour,
and
that's
because
there
are,
you
know,
fumes
and
things
that
are
a
lab.
So
it's
it's
safe
electricity,
wise,
a
typical
office
building,

five
watts
per
square
foot.
We
Supply
about
20
to
25
watts
per
square
foot
because
of
the
equipment.
That's
in
the
lab
uses
that
much
energy

composed
of
about
half

it

there's
not
a
lot,
because
these
are
not
headquarters
buildings,
where
those
types
of
legal
or
accounting
functions
take
place.

really
just
pure
research.

folks
that
work
in
the
lab
that
are
doing
pipetting
from
you
know
one
tube
to

as
they
set
up

safety
ordering
supplies
things
like
that,
I
would
guess,
and
it
is
just
that
gas
about

the
staff
might
be

originally

elevation

project

was

concern
about
Headlights
coming
into
the
community
and
into
the

actual
homes

perimeter,
and
so
that
was
addressed
and
I
don't
know
a
month
or
so
later
we
had
new
drawings
where
the
elevation
had
changed
and
they
had
graded
down
to
accommodate
for
that,
so
that
the
headlights
would
not
actually
go
over.

wall,

so
that
was
a
concern
by
the
way,
just
off

topic
for
a

Pickleball
players
are
a
rabid
group
from
what
I've
been
in
experienced,
even
bumper
stickers,

that

nice

pickleball

whatever

situation

idea

statement

projects

in
the
near
future,
with
also
the
anticipated
opening
of

the
Boulevard

combined

strong
support
from
our
local

Atara
Biotherapeutics
and
the
city's
own
investment,

the
recently
approved
sidewalk
project
in

and

also
in
the
way
the
average
consumer
interacts
over
social

networks

strain

the

protection

along
my
property

pre-product
protection
that

with

recent
changes

freeway

jams,
freeway
off
ramps,
Caltrans

removed

eight
60-foot
trees
that
obscured
the
public
and
my
view
from
the
freeway
and
the
freeways
view

these
towers.
So
I
will
be
staring
at
the
new
construction

next

that

bring
to
mind
for
the
council
is
that
medically
we
are
seeing
that
there

been
multiple
peer-reviewed
studies,
that
these
radio
frequency
waves

having
negative
effects
on
wildlife

FCC
radio,
frequency
requirements
and
minimums

don't
know
if
anybody
has
taken
the
time
to
read
them,
but
those
were
developed
in
1996.
They
are
well
outdated.
Putting
an
additional
Tower
next
to
me,

six
children.

beautiful

families

live

rabbits,

got
Wildlife
everywhere,
raccoons
coyotes.

know

these
towers
will
be
doing
to
those
animals
and

would
ask
them

as

what's

what
the
effects
are
on

young
children

weekend.
