one.
The
project
is
consistent
with
the
Thousand
Oaks
General
plan
and
any
applicable
specific
plan
or
Redevelopment
plan
number
two.
The
project
complies
with
all
applicable
laws,
regulations
and
policies,
including
the
Thousand
Oaks

G
Three,
the
project
will
not
be
detrimental
to
public
health,
safety
or
general
welfare.
Four,
the
project
has
been
reviewed,
in
conformance
with
the
provisions
of
the
California
Environmental
Quality
act
and
five.
The
proposed
use
at
the
proposed
location
will
be
compatible
with
the
land
uses
in
the
vicinity.
G
Additionally,
auto
body

is
prohibited
per
specific,
specific

Excuse
me,

and
automobile

the
proposed

is
within
400
feet
of
any
residentially

and
the

Property
is
located
within
400
feet
of
residentially
zoned
property,
and
this
vicinity
map
shows
the
location
of
the
project
site.
G
G
And
in
1991
the
city
of
Thousand,
Oaks,
City
Council
approved
the
annexation
of
the
remaining
unincorporated
area
of
the
Rancho
Conejo
Industrial
Park
area
and
bordered
the
Rancho
Conejo
reorganization,
which
included
the
subject
property
as
part
of
the
annexation
effort.
Sb15
was
also
adopted
and
provided
development
standards
and
additional
uses
for
the
designated
area
in
96.
The
Thousand
Oaks
Planning
Commission
approved
the
second
modification
for
that
plan.
Development
for
the
construction
of
a
general
office
building
on
the
vacant
lot
next
door,
and
that
would
be
to
the
west
of
the
subject.
G
Property
and
the
modification
requests
also
also
allowed
the
modifications
to
subject
parking
lot
and
shared
parking
agreement.
Totaling
837
parking
spaces
between
both
Lots
and
on
January
9
2023.
The
applicant
submitted
the
subject:
sup
application
on
behalf
of
Tesla
Motors.
The
applicant
also
submitted
an
administrative
minor
modification
application
to
modify
the
exterior
of
the
existing
building
for
the
proposed
use.
The
administrative
modification
request
for
the
exterior
improvements
is
not
a
part
of
this
Planning
Commission
review.
G
G
And
this
is
again
taken
from
Rancho
canoe
Boulevard
near
the
back
entrance
driveway
to
the
existing
building.
As
you
can
see,
the
existing
building
sits
at
a
higher
elevation
than
the
road
and
it
is
difficult
to
see
the
Tesla
half
of
the
building.
The
corner
of
the
building
you
can
see
here
is
the
adjacent
tenant
space.
G
G
G
G
The
grade
section
on
the
right
is
not
included,
that
is
the
other
tenant
space
and
there
is
also
a
small
showroom
towards
the
top
of
your
screen,
which
is
the
front
of
the
operations
and
then
the
mezzanine
floor
plan.
This
is
just
a
break
room
and
some
extra
storage
and
an
additional
bathroom
upstairs.
G
G
The
proposed
site
will
not
keep
electric
vehicles
on
site
for
sale,
only
test
drive
vehicles
will
be
available
and
once
a
customer,
a
custom,
electric
vehicle
is
ordered.
The
vehicle
is
produced
off-site
and
delivered
to
the
proposed
site
for
a
more
touchless
experience
for
picking
up
a
pre-ordered
Custom
Vehicle
customers
can
arrange
a
vehicle
to
be
dropped
off
at
their
home
and
experience
a
virtual
vehicle
orientation
for
vehicle
service
customers
will
be
able
to
drop
off
their
vehicles
at
a
service
entrance.
G
After
scheduling
a
service
appointment,
each
customer
will
be
greeted
inside
the
building
by
a
service
advisor
and
brought
to
the
customer
Lounge
area
or
offered
a
loaner
vehicle.
While
their
vehicle
is
repaired,
there
will
be
approximately
20
loaner
vehicles
on
site
for
customer
use
and
because
the
vehicles
are
electric
and
do
not
have
internal
combustion
engines,
the
vehicle
does
not
have
fuel
tanks,
use
oil
and
exhaust
system
transmission
or
other
components
that
require
the
storage
or
use
of
hazardous
materials
on
site.
G
G
G
G
The
project
was
analyzed
for
conformance
with
the
California
Environmental
Quality
act.
It
has
been
determined
that
the
proposed
project
is
categorically
exempt
from
the
provisions
of
siqua
pursuant
to
the
class
1
Section
15301a
existing
facilities
for
the
following
reasons.
Class
1
consists
of
the
operation,
repair,
maintenance,
permitting
leasing,
licensing
and
minor
alteration
of
existing
private
structures,
involving
no
expansion
of
the
existing
use.
G
Staff
is
therefore
recommending
the
Planning
Commission
adopt
the
draft
resolution
to
find
the
sup
is
exempt
from
the
provisions
of
sequa
and
to
approve
this
sup,
based
on
the
findings
and
subject
of
the
conditions
in
the
proposed
Planning
Commission
resolution
included
in
today's
agenda
packet,
and
this
concludes
my
presentation.
Staff
as
well
as
the
applicant
team,
are
available
for
questions.
Thank
you.
H
H
G
F
If
I
could
just
add
to
that,
the
use
across
this
conventional
Boulevard
to
the
east
is
the
Arroyo
Villas
Apartments,
which
the
Planning
Commission
endorsed.
Actually
the
allocation
of
27.
units
for
development
at
that
site,
as
well
as
the
existing
354
unit
apartment
complex
and
then
it
transitions
over
to
the
resting
of
family
homes
beyond.
I
That
and
if
I
may
add
it
what's
interesting
about
this,
these
particular
particular
projects
is
that
the
apartment
complex
that
you
reviewed
a
couple
of
meetings
ago,
that's
an
sp7
and
just
across
this
street
is
sp15,
so
we're
looking
at
different
uses
based
on
the
SP
sp-15
plan
and
what
what
is
permitted
there.
So
it's
a
little
bit
it's.
This
is
right
on
the
borders
and
we
see
that
once
in
a
while,
where
we
see
some,
you
know,
you'll
have
a
residential
in
one
zone
and
then
right
next
door.
C
Thank
you,
chair
just
had
one
question
regarding
Ventura
County
Fire
and
their
assessment
of
the
project.
Have
they
add
to
your
knowledge,
requested
any
additional
fire
flow
for
either
Tesla
dealership
or
Tesla
Service
Center.
B
Okay,
if
there
are
no
other
questions,
we
can
start
with
public
comments
and,
of
course
the
applicant
is
you
have
15
minutes
if
you'd
like
to
speak
to
us,
please
state
your
name
and
city
of
residence,
podium.
J
All
right
good
evening,
chairman
and
Commissioners
I
am
Diana
Tran
manager
for
North
America
infrastructure
design
for
Tesla
Motors
I
reside
in
Austin.
Texas
Tesla's
mission
statement
is
to
accelerate
the
world's
transition
to
sustainable
energy.
We
strive
to
achieve
an
uncompromising
approach
to
vehicle
sales
and
service.
We
are
expanding
our
customer
base
in
the
state
of
California
and
expect
this
new
center
in
Thousand
Oaks
to
be
vital
to
our
presence
in
the
Ventura
County
area.
J
K
Thank
you,
chair
thanks,
Ms
Tran,
just
a
few
quick
questions
you
already
asked.
Let
me
answer
my
first
one,
which
is
where
you
were
in
agreement
with
the
terms
and
conditions,
so
you.
K
I'm,
seeing
lots
of
head
shaking
from
your
team,
so
I'm,
assuming
that's
a
no
no
okay
and
second
of
all,
I
just
want
to
kind
of
confirm
and
think
with.
Obviously,
the
the
economy
is
changing,
people
are
looking
at
a
lot
of
different
battery
for
their
homes.
Is
this
just
going
to
be
for
cars?
This
isn't
going
to
be
for
actually
sale
of
regular
batteries
in
terms
of
the
the
household
batteries
that
I
think
people
are
looking
at
correct.
J
K
J
K
H
B
J
Think
it
would
be
a
good
mix.
I
think
we
have
some
more
senior
level
staff
that
will
come
in
from
different
areas
like
Camarillo.
We
have
David
calling
here
also
who
will
help
kind
of
mentor
and
train
these
people
and
then
yeah
definitely
an
opportunity
for
those
in
the
community
to
work
here.
Thank.
I
Sure
if
I
may
just
I
did
hear
the
commissioner's
question
about
the
speakers
and
one
of
the
reasons
why
we
put
that
condition
in
there.
Just
so
you
understand
what
our
thinking
was
was
when
we
have
a
our
Automall,
which
obviously
is
a
very
important
asset
for
us.
I
A
lot
of
those
dealerships
and
we've
had
the
complaints,
have
those
outdoor
speakers,
so
knowing
the
proximity
to
this
one
understanding
that
there
might
be
sensitive
uses,
in
fact,
that's
because
of
the
the
proximity
to
residential
is
one
of
the
reasons
why
we
have
to
be
in
front
of
you
tonight.
That
was
one
of
the
considerations
we
were
thinking
like.
What
could
what
could
happen
in
this
type
of
use?
I
B
B
So
and
it's
my
understanding,
we
don't
have
any
public
comments
on
this.
No,
so
we
can
go
back
to
Commissioners.
Do
you
have
comments,
questions,
emotion,.
B
Oh
yes,
let's
close
the
club
I
will
close
the
public
meeting.
I
even
have
it
here
highlighted
I
will
now
close
the
public
meeting
and
now
we'll
ask
for
comments
or
a
motion.
E
I
will
just
go
ahead
and
make
a
motion
I
move
that
the
Planning
Commission
find
the
project
exempt
from
California
Environmental
Quality
act
under
section
15,
301
of
The
Secret
guidelines,
existing
facilities,
operation
or
minor
alteration
of
private
structures,
and
we
adopt
the
resolution
approving
sup
2023-7000.
B
Thank
you
any
comments,
I
guess.
If
you'll
call
the
vote,
please.
E
C
B
You
and
thank
you
very
much,
I
think
you're
bringing
the
kind
of
business
to
Thousand
Oaks
that
we
really
appreciate
so,
but
thank
you
very
much
any
aggrieved
party
who
wishes
to
appeal
the
planning
commission's
decision.
They
do
so
by
filing
an
appeal
within
the
community
development
department
within
10
days
and
we're
done.
Thank
you.
B
Glad
your
microphone
wasn't
on
okay.
At
this
point,
we
have
a
department
report
and
planning
division
manager.
Kearns
is
going
to
move
to
oh
he's.
Already
there
he's
faster
than
I.
Am
he
is
Speedy,
so
we're
going
to
ask
him
to
give
us
the
report
regarding
confirmity
determination
of

does
not
involve
any
specific
project
which
may
result
in
potentially
significant
impact
on
the
environment
as
required
by
Sika.
The
environmental
review
will
occur
at
the
time.
The
construction
project
is
underway
and
at
that
time
will
be
reviewed
for
the
appropriateness
of
the
sequel
analysis.
F
E
Thank
you,
I
just
wanted
to
kind
of
get
another.
Ask
some
questions
about
the
the
capital
improved
program
prior
to
this,
but
I
just
want
to
clarify
something
so
in
the
table
kind
of
listing
out
a
lot
of
the
the
projects.
Some
of
them
look
like
they're
sort
of
in
year,
three
four
and
five
of
The
Five-Year
Plan,
and
some
of
them
didn't
have
specific
project
descriptions
and
that's
because
they're
in
future
years
is
that
is
that
the
reason
why
they
might
not
have
been
included.
E
M
M
M
Staff
has
gone
through
and
looked
at
their
Master
plans
and
their
programs
for
future
years
and
and
basically
documented
the
information
for
those
projects,
but
they
are
not
included
as
part
of
the
CIP
document
due
to
the
fact
that
it
is
basically
centered
around
the
two
fiscal
years
that
that
are
being
adopted
and
taking
the
council.
E
Perfect,
thank
you
so
as
a
follow-up
and
probably
in
two
parts,
but
they're
both
the
same,
which
is
effectively
years.
Three
four
and
five
of
this
are
really
for
information
and
strategic
planning
only
and
for
the
two
years
that
we're
looking
at
that's.
What
we're
asked
to
provide
consistency
with
the
general
plan
tonight
is
that
right.
E
Perfect
some
of
these
just
kind
of
related
to
what
the
like
the
Civic,
Arts,
Master,
Plaza
campus
master
plan,
but
it
looks
like
some
of
those
things
are
in
the
outer
years.
There
might
be
some
carryover
in
that
were
previously
approved,
and
and
and
for
some
design
elements.
Is
that
right.
M
E
Are
there
any
of
the
I
noticed
some
of
the
projects
rely
on
grants
and
in
the
project,
descriptions
they've
sort
of
described
that
we've
received
the
money
for
those
grants?
Are
there
any
of
the
projects
that
we
have
tonight
that
are
hoping
for
future
grants
either
that
we
haven't
applied
or
we're
not
quite
sure
whether
they'd
fund
the
two
years
that
we're
looking
for
this?
For
this
review?
There.
M
Are
a
handful
of
projects
that
are
based
on
grant
funding?
It
does
state
in
the
budget
book
that
if
Grant
funds
are
not
received
by
a
source,
whether
there's
federal
or
state,
that
project
will
not
proceed
or
they
would
have
to
look
for
other
types
of
funding
sources.
Okay,.
E
I
did
have
a
question
kind
of
about
the
there
was
a
CI
5707,
which
is
about
the
compressed
natural
gas
station
upgrade
and
I
just
wanted
it.
The
project
seems
completely
fine
with
respect
to
the
rationale
for
it.
I
just
wanted
to
get
a
sense
of
the
the
the
length
of
time
for
which
the
city
may
continue
to
invest
in
compressed
natural
gas
versus
I.
Think
some
of
the
projects
are
also
looking
to
switch
over
to
Electric
Vehicles.
E
M
N
M
M
N
N
E
Okay,
thank
you
and
what
one
last
question
was
I
did
note.
There
was
a
a
particular
line
item
for
the
South
Branch
Oreo
floods,
flood
plain
improvements
study.
It
looked
like
about
300
000
to
continue
that
What's.
E
N
Yes,
I
can
I
can
hopefully
speak
to
that
one
as
well.
That's
a
continuation
of
work,
we're
doing
on
that
South
Branch
of
Royal
Canelo,
which
is
one
of
the
larger
drains
that
Services
the
Newbury
Park
and
we've
completed
a
FEMA
study
with
FEMA.
Looking
at
whether
or
not
the
the
channel,
the
South,
Branch
or
Royal
Canal
Channel
itself
was
the
bottleneck
which
is
causing
the
100
Year
floodplain
to
affect
the
certain
200
or
so
properties
in
cities,
jurisdiction
with
flood
insurance.
For
if
it's
beyond
that,
it
looks
like
it's.
N
The
the
outcome
of
that
study,
while
that
study
is
still
being
finalized,
appears
to
indicate
that
that
Mainline
Channel
doesn't
seem
to
be
the
the
main
Crux
of
the
problem.
It's
the
local
drainage
systems
and
all
the
different
streets
that
were
you
know,
built
60
years
ago
plus,
and
so
that
is
the
next
phase
of
this
study.
Is
we're
going
to
be
studying
all
the
local
drainages
in
conjunction
with
the
county,
because
a
big
portion
of
the
area
is
the
county,
unincorporated
Casa
canao
area?
N
So
we're
going
to
be
going
to
city
council
later
this
spring
or
summer,
with
an
mou
to
work
with
the
county
and
further
that
study
identify
really
what
the
the
the
core
needs
are
to
help,
where
the
ideal
outcome
being
lifting
several
properties
that
are
currently
having
a
big
flood
insurance,
lifting
them
out
of
the
flood
zone.
E
B
I
It's
the
department
of
report:
this
is
a
unique
motion
just
because
the
government
code
65401
is,
is
what
drives
this
request,
and
so
with
that
there's
two
parts
to
that
statute
and
one
of
them
is
at
the
city.
Council
ultimately
has
to
make
decisions
on
the
CIP
budget
and
projects,
but
also
it
requires
the
Planning
Commission.
If
we,
if
the
city
has
one
or
the
agency
has
one
I
should
say,
requires
them
to
make
a
finding
that
this
CIP
brought.
The
projects
are
consistent
with
the
general
plan,
which
is
what
you're
doing
so.
I
The
motion
is,
is
one
to
to
find
that
the
SQL
finding
that
it's
exempt
or
not
a
project
I
should
say.
Excuse
me
and
two
that
you
are
making
the
recommendation
to
council
that
you're
finding
that
you're
actually
making
a
fine.
It's
not
a
recommendation
you're,
making
a
finding
that
it
is
consistent
with
the
general
plan,
and
then
that
is
reported
to
city
council.
So
it's
kind
of
unique
in
the
sense
that
you're
not
really
recommending
the
project.
You
were
recommending
that
you're
you're
making
a
finding
that
the
project
is
consistent
with
the
general
plan.
I
K
You
chair
I,
always
want
our
citizens
to
participate
in
this
process
and
again
be
involved
as
many
applications
as
possible.
If
there
was
one
I
had
to
pick
out
that
I
wish.
Everybody
would
read
it's
this
because
to
see
how
amazing
our
city
is
and
putting
so
much
information
together
as
how
we're
using
their
money
to
see
all
the
projects
going
through
and
to
see
exactly
how
this
process
works,
I
think
would
be
eye-opening
for
most
people
to
kind
of
understand
exactly
the
the
magnitude
of
what
goes
into
this
process.
K
C
B
Okay,
item
number
nine
commissioned
comments
and
AV
1234
reports.
Do
we
have
any
commissioner
link
I.
C
Did
have
one
comment
and
I
just
want
to
Echo
what
commissioner
Lansing
said
the
if
you
look
at
the
various
jurisdictions
and
again
not
pointing
out
or
singling
or
making
it
sound
worse,
but
you
won't
find
a
city
that
spends
as
much
as
the
city
of
Thousand
Oaks
does
or
has
the
ability
to
spend
as
much
as
the
city
of
Thousand
Oaks
does
on
its
infrastructure
and
maintaining
it
in
good
state
of
repair.
C
The
fact
that
we
are
allocating
six
million
dollars
plus
to
payment
rehab,
several
hundred
thousand
dollars
for
traffic
signals
for
communications
for
maintaining
that
infrastructure,
so
that
it
operates
well
into
the
future.
The
city
is,
is
quite
the
anomaly,
so
the
the
fact
that
again,
this
is
one
of
the
documents
that
we
should
all
be
reading
and
very
interested
in
to
see
the
level
of
care
that
goes
into
maintaining
the
assets
and
it's
that
old
adage.
If
you
do
things
right,
people
will
think
you
haven't
done
anything
at
all.
B
Thank
you
any
other
comments,
all
right,
Mr,
Kearns,
you're
back.
Are
there
any
follow-up
items,
announcements
or
upcoming
issues?
Yes,.
F
Those
second
meetings
will
occur
at
the
April
25th
meeting,
along
with
public
hearings,
the
Community
Development
block,
grant
action
plan
and,
regarding
a
general
plan,
Amendment
for
a
land
use
change
for
a
multi
family,
residential
building
with
affordable
housing
at
88,
Long
Court
that
the
commission
heard
at
our
last
meeting,
as
well
as
on
the
consent
calendar
one,
a
one:
a
secret
consultant
contract
for
500,
East,
South,
Thousand,
Oaks,
Boulevard
and
one
for
our
CSG
Contract
Services.
They
do
our
building
plan
check
and
some
planning
review.
F
Obviously,
tomorrow
night,
this
item
won't
be
before
the
Planning
Commission
or
the
city
council
as
well
upcoming
Planning
Commission.
There
will
be
a
public
hearing
on
May
8th
for
a
special
use
permit
for
a
minor
mod
of
modification
to
allow
a
medical
and
training
facility
at
2400
Willow
Lane.
There
are
currently
no
items
scheduled
for
May
22nd,
but
we
are
looking
to
get
something
on
that
agenda
if
we
get
the
materials
we
need
from
the
applicants.
And
that
concludes
my
comments.
