oaks
boulevard
between
herbs,
road
and
canoe
school
road
and
the
westerly
portion
of
that
from
herbs.
Road
to
zuniga,
rich
place
is
referred
to
as
the
phase
one
streetscape
project
in
2015.
Ms
engineers
were
hired
to
provide
conceptual
streetscape
design
for
phase
one
project
following
the
approval
of
the
conceptual
design
by
city
council
in
2017,
the
final
design
of
phase
one
project
started,
and
it's
currently
nearing
completion.

sidewalk
extension
into

street

the
north
side.
Relocation
of
the
conduits
is
not
an
option

very
lengthy
and
costly
process
in
the

is
to
have
the
sidewalk
extended
10
feet
inward
into
the
properties
as

think

designed
this
intersection,
was
it
there

keep

people

turn

the
gas
station,
so
they
couldn't
go
east
because
I
noticed
there's
a
one-way
sign
on
that
median
too.

Generally,
when
we
put
in
these
raised
medians
they're
there
to
help
control
traffic
and
if
you
just
put
striping,
we
know
that
vehicles
tend
to
just
disobey
the
the
markings
if
it
was
striped,

a
concrete
physical
feature.
That's
going
to
make
sure
improper
movements
don't
happen.

we

situations

sidewalks

up

developer
in

we

chose
the
wrong
trees.

impact

shrinking

taking
lanes

of

boulevard

a
dedicated
turn
right
lane
on

but
on
the

the
cross
section
drawing
it
depicts
it
as
a

slash

comment
again
from
a
what
we're
actually
doing
to
this
intersection
is
reducing
one
left
turn
lane
westbound
left.
That
was
only
feeding
the
previous
business.
That
was
there,
which
is
no
longer
going
to
be
there.
So
when
you
think
about
number
of
cars
that
we're
turning
left
at
that
signal,
going
into
that
business
very
few
other
than
that
we're
narrowing
the
lane
slightly,
but
we're
not
taking
away
any
of
the
lanes
so
really
the
capacity.
The
intersection
with
these
changes
isn't
changing
at
all.

What
we
anticipate
in
the
future
is
additional
additional
traffic
coming
to
the
downtown,
since
this
will
become
an
entertainment
center.
So
we
expect
that
level
of
service
or
the
delay
during
busy
times
to
probably
increase
as
the
traffic
increases,
but
the
capacity
is
intersection
current
capacity
and
their
future
capacity
isn't
changing.
With
these.

improvements,.

the
specific
plan
and
the
and
the
actually
the
downtown
master
plan
that
was
just
recently
completed,
contemplated
median
no
median
and
and
the
the
council
selected
the
no
median
option
at
this
point
in
time.

the
expectation

the
narrower
street
was
worth
giving
up
up
the
median
there,
there
could
be
now
people
who
decide
to
turn
left
out
of
the
gas
station
and
try
to
make
that
left.

However,
again
now
that

that's
been

way

a
while,
I
mean
our
expectation,
is
people
have
figured
out
how
to
go
out
onto
herbs
and
go
left
at
the
signal
anyway,
and
it's
a
much
better
option
and
chances
are
they
will
do
that,
maybe
not
in
the
middle
of
the
night,
but
we
don't
expect
people
to
be
trying
to
make
that
left
during
busy
hours,
because
that
intersection
is
a
pretty
busy
time.

would
imagine
when
that
curve
went
in
it
probably
wasn't
near
as
busy
as
it
is.
Now
I
don't.

don't
know
when
that
curve
was
installed,
but
we
believe
this
intersection
with
the
signal
changes
is
going
to
feel
more
like
an
intersection
and
less
like
the
old
west.
If
you,
if
you
the
boulevard
in
the
old
west,
so
that's
kind
of
where,
where
we
think
this
exists
and
and
and
this
was
kind
of
a
council
directive
to
to
to
narrow
the
street
again,
every
foot
you
can
take
off
the
width
of
the
street
helps
pedestrians
feel
more
comfortable
crossing
the
street.
So
again
it's
a
trade-off.

I
have
I

some
information
that
I
think
is
important
to
share.
I
have
the
good
fortune
of
spending
most
of
the
last
22
years
in
the
design
and
delivery
of
entertainment
type
venues,
some
things
that
are
very,
very
important.
Yes,
you're
right,
it
does
make
it
easier
to
cross,
but
it
also
gives
confidence
to
a
pedestrian
to
use
the
on-street
dining
and
to
traverse
that
area
when
the
sidewalks
are
larger.
So
that's
one
thing.

We
should
also
remember
that
this
lane
configuration
does
not
have
a
negative
impact
on
capacity.
Hopefully,
the
negative
impact
on
on
on
traffic
flow
is
going
to
be
by
additional
pedestrians,
which
is
something
we
can
bank
on,
but
not
necessarily
on
increased
increased
traffic.

can
use
uber
every
day
and
it's
the
same
as
a
lease
payment
on
a
car,
so
just
some
things
to
keep
in
mind
that
the
community
sort
of
drove
this
with
the
desire
for
making
things
more
pedestrian
friendly
in

entertainment

we've
been
a
little
bit
more
fortunate
than
most
cities,

we

people
installing

putting
in
entertainment

businesses,

don't

all
the
traffic

we'd

community

and
there
without
a
sign.

don't
think
there's
adequate
time
to
merge
left
before
herb's
road,
with
just
the

adding
stop
sign
control
at
two
intersections
within
a
residential
neighborhood
in
response
to
a
public
concern
that
we
received.

Both
locations
are
along
campbell
avenue,
one
is
at
bethany
street
and
the
second
location
at
is
at
queensberry
street.
Neither
intersection
is
stop
or
yield
signs
in
place
to
regulate
right
away,
and
the
concern
that
we
received
is
that
some
drivers,
traveling
northbound
on
both
bethany
and
on
queensbury,
failed
to
yield
properly
to
traffic.
That's
on
campbell
avenue,
which
results
in
conflicts
at
the
intersection
we've
gone
to
both
locations
and
observed
that
this
driving
behavior
does
happen,
and
it
can
be
corrected
with
the
installation
of
stop
sign
control
in
both
northbound
directions.

We've
also
identified
that
there
is
impaired
visibility
at
both
locations.
That
also
can
be
corrected
or
mitigated
with
stop
signs
and
that's
due
to
corner
landscaping,
vehicles,
park,
curbside
and
some
road
curvature.
Stop
signs
are
one
of
the
few
devices
that
are
not
approved
administratively
by
staff.

They
require
city
council
approval
and
where
we've
adopted
a
practice
to
vet.
These
proposals
to
the
traffic
commission
before
we
take
them
on
to
the
city
council
for
consideration.

Here's
a
location
map
that
shows
the
two
t
intersections
along
campbell
avenue
that
we've
evaluated
they're
in
the
neighborhood
that
is
near
aspen
elementary
school,
just
south
of
lynn.
Road
at
these
t
intersections
the
vehicle
code
requires
that
the
terminating
streets
shall
yield
the
right
of
way
to
the
cross
street,
whether
signage
is
posted
or
not,
and
at
locations
where
the
signage
is
not
posted
such
as
these.

All
weight
control
is
reserved
for
heavily
traveled
intersection
intersections,
whereas,
where
there's
a
constant
flow
of
traffic
from
all
directions
and
a
heavy
traffic
level
for
eight
hours
of
the
day,
neither
intersection
satisfies
this
condition.

And
this
is
when
you
get
to
the
intersection
looking
to
the
right
you'll
see
here
in
this
at
this
time,
when
the
picture
was
taken,
a
large
vehicle
was
parked
curbside
impairing
your
line
of
sight
and
then
here's
the
same
intersection
looking
to
the
left,
there's
corner
landscaping
and
vegetation.
That
impairs
your
view.

Looking
at
traffic,
that's
traveling
eastbound
on
campbell
avenue.
We
have
a
similar
situation
existing
at
bethany
street.
We
don't
have.
I
didn't
put
pictures
of
that
in
this
presentation
as
part
of
our
public
outreach,
we've
mailed
out
65
notifications
to
the
residents
within
a
500
foot
radius
of
both
intersections
asking
the
residents
to
provide
their
input
on
the
recommendation
this
evening
and
we
have
received
one
email
from
a
resident
in
support
of
the
staff
recommendation
copy
of
that
email
was
presented
to
the
commissioners
prior
to
this
meeting.

request
it,
but
other
people
did,
and
it
really
does
a
good
job
of
assigning
who
has
the
right
of
way
and
that
people
should
definitely
come
to
complete,
stop
look
both
ways
and
safely
go
on,
so
it's

promote
safety

with
speed
whatsoever.
We
hate
putting
streets,
stop
signs
in,
except
when
there
is
a
practical
reason
for
it,
and
I
think
this
is
one
of
those
cases.

we've
been
very
fortunate

number

younger
families
have
moved
in

young
children
and
excuse

mixed

growing
population
of
some
of
our
seniors,
including
me,
myself.
There's
a
lot
of
traffic,
a
lot
of
foot
traffic,
there's
a
lot
of
kids,
riding
bicycles
and
skateboards
in
and
just
the
the
the
people
walking
dogs
constantly.

But
we
do
feel
also
that
coming
down
the
streets,
queensberry
bethany,
massey,
that
there
has
to
be
some
control
because
we've
seen
a
lot
of
near
misses
and
it's
kind
of
the
question
is
well
put
by
jim,
who
has
the
right-of-way
and
we
don't
care
who
has
the
right-of-way
as
long
as
somebody
realizes
that
someone
does
have
the
right
of
way,
which
means
someone
has
to
stop.
So
we

to
be

at

looking

crashed
red
lights

went

the

know
that's

illegal

right

a
little
surprised,

saw

intersection

called

said
thanks
for
letting
me
know,
because
it
was
not
essentially
malfunctioning.

the
traffic
light,
it
goes
to
a
default.

meeting.
There
is
one

action
item

don't
see
anything
essential
on
our
july
17th
meeting
schedule.

going
to
take
a
vote
to
see
if
the
commissioners
agree
that
we
should
go
ahead
and
cancel
that
and
remind
you
that
we
are
historically
dark
in
august,
so
we'll
have
two
more
months
off.
