week
we
did
not
have
a
quorum
at
our
first
budget
meeting
and
the
council
and
I've
gotten
some
questions
about
that
and
according
to
the
city
charter,
the
mayor
does
not
oversee
the
council.
The
council
regulates
itself,
and
so
I
will
defer
that
discussion
to
the
council.

indicated,
some
of
us
had
some
concern
expressed
to
us,
as
did
yourself
about
the
attendance
last
week.
It
was
kind
of
a
kind
of
a
perfect
storm
of
event.
Life
gets
in
the
way.
Obviously
it's
some
health
consideration.
Some
family
consideration
job
consideration
any
number
of
things.
As
a
result,
our
attendance
last
week
was
was
not
the
best
to
the
point:
I'm
not
even
having
a
quorum.
The
first
night
I
want
to
share
the
public,
has
a
collective
group.
We
take
this
job
very
seriously.
We
are
here
to
serve
the
public.

are
accountable
to
the
public,
we're
accountable
to
each
other
as
as
members
of
council,
but
unfortunately,
though,
those
things
do
happen
and
I
want
to
play.
I'm
a
numbers
person
up
I
want
to
throw
out
a
couple
things
and
I
appreciate
a
finance
officer,
Kristen
Bob
Zeen
and
the
aldermen
down
Roby.
Actually,
forgive
me
some
information
going
back
the
last
five
years.
As
far
as
counsel
attendance
at
regular
and
special
meetings
going
back
the
last
five
years.

We
have
a
90
point,
five
percent
attendance,
which,
if
you
look
at
our
budget
book,
our
goal
is
90
percent
per
year.
So
last
five
years
we
have
met
that
where
we
have
fallen
somewhat
short
is,
is
last
year
for
a
number
of
different
extenuating
circumstances.
We
have
dropped
down
to
about
eighty
three
and
a
half
percent
attendance
this
past
year,
so
we
have
tailed
off
a
little
bit
this
past
year,
but
still
overall,
a
fairly
good
at
ten
and
percentage.

Secondly,
what
the
other
point
is
that
we
need
to
let
each
other
know
and
let
the
mayor,
administrative
assistant
or
myself
know
if
someone
will
not
be
able
to
make
it
to
a
meeting
there.
There's
no
excuse
for
not
reaching
out
and
telling
someone
that
you
will
not
building
a
meeting,
because
if
we
aren't
gonna
have
a
quorum,
we
need
to
look
at
rescheduling
and
we
need
to
know
that
ahead
of
time.

just
telling
my
colleagues
up

that
is
a
situation
reach
out
to
the
mayor
myself
as
council
president

brought

forward

regards
to
our
temporary
signage
within
the
boulevards
and
so

working
with
subcommittees
and
the
proposal.
The
proposed
ordinance
brought
forth
by
the
Northeast
Association
of
Realtors
we've,
hopefully
come
to
a
compromise
on
how
to
handle
the
temporary
signage,
especially
within
the
boulevard.
So
but
then
also
while
we
were
working
through
that
committee,
we
had
a
judgment.
Come
back
for
our
exempt
signage.
So
this
amendment
also
makes
our
exempt
signage
ordinance
in
compliance.

where
you're
not
having
to
read
the
sign
to
know
if
it's
able
to
be
there
or
not,
and
then
when,
as
far
as
the
boulevard
goes,
if
the,
if
it's
not
practical
for
the
sign
to
be
placed

private

allow
a
sign

the
building

intended
to
go

fair
to

She
in
her
message,
pointed
out
that
a
different,

commercial
business
was
set
back
several
times
because
it
did
not
meet
the
city's
vision
of
beauty
and.

we're
not
considering
a
building
permit
tonight

this
development
is
in
the
same
overlay
zone
and
is
subject
to
all
of
the
exact
same
requirements
that
that
commercial
business
had,
and
this
permit
will
be
entitled
for
approval

the
requirements
and
the
commercial
business
challenged
the
ordinance
requirements
and
that's
why
there
were
setbacks.

weren't
wanting
to
build
in
compliance
with
the
ordinance,

so
that
did
slow
that
development
down.

developer

forward
with
a
proposal
that
complies
with
all
of
the
city's
requirements,
it's
entitled
to
approval,

will
be
approval
as
long
as
it
meets

the
vision
of
beauty

our
overlay
district
and
those
requirements
apply
here
as
well.

it's
all
the

requirements

One
of
the
big
concerns
has
been
traffic.
Probably
the
number
one
concern
that
I
interpret
from
the
communications
that
I've
received,
as
well
as
all
the
participants
that

here

couple
weeks
ago.

number
of
said
have
looked
at

development
area
north
of
this,
which
would
be
probably
about
two
three
blocks
north
of
it
on
the
west
side
of
19th
Street,
where
the
Westminster
apartments
are,
as
you
go
back
into
their
very
similar
type
of
development.

From
the
standpoint,
it's
a
single
access
road
in
and
out,
and
that
area
today
has
more
units
in
it
than
this
one's
proposed
to
have
and
there's
actually
more
being
constructed.
Now,
I
think,
there's
156
individual
apartment
units
there
and
I
think
it's
12,
12
being
built
and
again
it's
a
larger
land
area,
but
the
that
doesn't
help
or
not
help
with
the
traffic
congestion
on
19th
and
personally
I
can't
speak
from
the
police
standpoint.

But
just
my
personal
observation,
because
I
go
by
that
so
many
times
a
day,
I've
never
seen
a
problem
there
morning
noon.
Night
I
just
have
never
seen
a
congestion
problem.
I,
don't
know
why
this
would
aggravate
that
or
be
any
worse
than
that,
and
so
I
think
that's
important
that
we,
we
do
have
an
example
not
very
far
away
on
that
very
collector
Street
that
works,
and
with
that
in
mind,
my
concerns
that
I
expressed
last
time
that
there
could
be
congestion
are
pretty
much
set
aside.

the

concerns

citizens

people

we

19th
and
Walmart

tremendous
amount

traffic
coming

exits

all
day
long.

traffic
issue

needs

be
addressed

forward

project

applying

our

council

informed
decision.

they've
made
the
right
decision
in

past,

they're
weighing
all
that
stuff
out

they
act
on

secondary
emergency
access
route

Street,
which

southwest

Street
going
north
through
Willow
Creek
Drive,
or

Little
Creek

That
one

starting

They've
already
started
digging

a
sanitary
sewer,
they're
gonna
move
pretty
quickly
on
that
one
I'd
say
by
the
end
of
September.
That
should
be
open
and
paved

Southwest.
This
was
an
extensive
project.

fastly
done
because
the
prime
on
that
one
they
are
finishing
up
some
base

lot
of
base
out

fabric

soils

good
as
it's
a
notoriously
wet
area

that

are
planning

from
their

still
well
within

minor
base
work
to
do

soft
spots

dug

then
paving
that
will
be
in
coordination
with
the
11th
Avenue.

weeks
the

alley
project-
both
alleys,
are
now
paved

they
were

South
alley

and
then
the
north
one
will
be
a
few
more
