illustrates
the
project
and
basically,
what
we
did
is
we
laid
out
the
proposed
changes
in
signage,
the
proposed
changes
in
the
street
striping
for
parking
and
the
turning
lanes,
etc
and
identified
all
the
elements
that
would
need
to
be
altered
in
order
to
convert
the
project
from
one
way
to
way,
and
this
is
for
Kemp
Avenue
from
3rd
Street,
West,
all
the
way
to
the
to
highway,
81
or
5th
Street
East,
so
that
whole
corridor
would
be
proposed
to
be
changed
and
converted
from
the
one-way
traffic.

to
be
4-way
or
always
stops,
so
we
would
stop
from
each
direction
entering
into
those
intersections.
Part
of
that
recommendation
is
based
on
some
of
the
feedback
we
got
from
the
1st
Avenue
South
closure.
There's

couple
in
busier
intersections
where
people
have
notified
us
that
they
feel
a
little
uncomfortable,
identifying
traffic
movements,
and
if
we
convert
things
to
four-way
stop,
then
then
you
know
that
you're
you're
gonna
have
an
opportunity
to
turn
on
opposed
to
moving
traffic.
So
that'd
be
one
thing.

The
other
thing
that
was
discussed
in
great
detail
throughout
the
shret
and
the
whole
process
was
what's
the
impact
of
parking
by
by
our
count,
doing
this
layout.
The
way
we
have
it
shown
on
the
drawings
here
we
would
lose
approximately
11
spaces
from
end
to
end
in
8
blocks.
So
it's
really
not
a
lot
of
parking
spaces
that
would
be
lost
and
technically,
if
we
followed
our
ordinance
and
or
the
other
reference
materials
that
we
use.

lot
in
our
industry
is
the
manual
on
uniform
traffic
control
devices,
which
is
prepared
by
the
Federal
Highway
Administration.
Both
of
those
documents
with
indicate
that
we
would
lose
approximately
two
spaces
per
side
of
an
intersection
right
where
I'm,
showing
here
these
first
two
parking
spaces,
would
likely
be
lost
if
we
conform
to
the
to
both
our
ordinance,
our
our
ordinance
says
30
feet
of
distance
from
the.
In
this
case.
They
it's
described
two
ways:
it's
described
as
a
safety
zone,
which
is
this
crosswalk
from
this
point
30
feet.

This
way
should
be
the
first
parking
you
stole
from
the
other
side.
There's
a
the
other
part
of
our
ordinance
says
from
a
stop
sign
or
signal.
It
would
be
20
to
30,
while
I'd
be
on
our
ordinance
would
be
30
feet
and
then
again
that
would
be
to
two
parking
stalls.
So
a
traffic
signal.
It's
also
recommended
to
be
30
feet
according
to
the
MU
or
the
federal
highway
document,
the
MU
TCD.

So
this
plan
doesn't
conform
exactly
to
either
of
those
plans,
but
it
was
a.
We
did
illuminate
eleven
potential
spots
here
that
and
we
could,
if
we
just
chose
to
move
to
our
ordinance,
eliminate
a
few
more
for
safety
reasons
and
I
did
identify
a
couple
areas
where
we
could
gain
back.
Some
of
those
spots
of
classic
example
is
right
here.
This
is
3rd
Street
East.
Our
senior
citizens
center
is
right
here
to
the
north
and
there's
two
driveways
that
are
unnecessary.
You
know
their
parking
lot.

They
already
have
a
two
driveways
off
of
3rd
Street
and
they
have
an
alley
entrance
here
next
to
between
the
buildings
here,
so
we
could
gain
eight
spots
back
downtown
if
we
were
just
reconfigured
those
two
driveways
out
of
the
parking
equation
there.
So
so
we've
looked
at
just
about
everything
that
we
can
look
at
with
regard
to
parking,
downtown
and
and
just
for
clarity
on
the
first
Avenue
solace
project,
we
did
parking
in
the
block
adjacent
to
the
courthouse
so
that
we
gained
a
bunch
of
parking
down
there
too.

So
so
we're
not
insensitive
to
parking
with
this
conversion.
We
just
if
we're
gonna,
do
it
with.
Let's
do
it
and
and
keep
the
safety
factors
in
mind
as
well,
then,
on
to
the
cost
and
time
line
things
what's
proposed
to
happen.
Is
we
have
a
annual
budget,
of
course,
for
a
CEO
cult
project
and
the
best
way
to
quickly
erase
the
lines?

I'll
say
it
that
way,
for
the
existing
parking
is
to
do
a
chip
seal
over
the
top
of
everything,
and
then
we
can
read
gives
us
a
clean
slate
to
reconfigure
the
line
where,
as
we
would
propose
to
do
through
this
project,
that's
a
quick,
easy
way
to
do
that,
rather
than
scuff
the
pavement
lines
off
and
stuff,
that's
more
labor-intensive
and
messy
frankly,
but
we
do
have
a
budget
for
that.
The
this
project
would
take
approximately
$25,000
of
that
budget.

To
do
the
chip
seal,
the
street
department
read
lines
all
of
these
lines
annually,
so
that
cost
is
irrelevant.
We're
going
to
restore
if
we
do
nothing,
we're
gonna
restriping
out
there
already
the
only
other
additional
cost
or
costs.
There's
two
other
items
want
to
be.
The
the
sign
changing
is
a
pretty
minimal
cost
of
to
convert
the
the
intersections
to
always
stop
signs.
It
means
we're
not
talking
a
huge
budget
item
with
regard
to
that.
The
last
budgeted
item
that
would
be
a
significant
cost,
is
this
upgrade
of
the
intersection
of
highway
81.

However,
we've
now
recent
had
a
conversation
with
d-o-t,
because
we
needed
to
get
their
blessing
on
this
project
and
they're
talking
about.
If,
if
anything's
done
to
the
signal
system,
that
they
would
like
to
upgrade
it
similar
to
what
they
did
on
highway
81
going
north
recently
and
what
those
upgrades
include
are
enhancements
to
the
ad
a
components
they
have.
If
you,
if
you
sat
or
stood
by
any
of
those
intersections
to
the
north,
now
they
have
a
voice-activated
sound
system.

So
they
tell
you
when
it's
safe
to
cross,
they
tell
you
when
it's
not
safe
to
cross,
they
tell
you
they
can
tell
you
a
countdown
and
I.
Don't
know
I
guess:
I
haven't
stood
out
next
to
one
of
those
and
seen
what
all
the
elements
are,
but
that
is
a
common
thing
with
modern
signal
intersection,
though
sometimes
they're
activated
by
a
push
button.
Most
often
they
just
talk
to
you
when
you're
there,
so
that
costs
estimate
that
the
duty
has
guesstimated
is
one
hundred
and
fifty
five
thousand
dollars
to
do
that.

I,
don't
believe
that
that
would
all
be
borne
by
the
city,
I'm
sure
we
would
negotiate
just
what
our
portion
of
that
cost
share
was
and
just
for
simple
math.
We're
only
intend
on
doing
one
leg
of
the
intersection,
so
you
know
I
estimated
a
fourth,
so
that
would
be
approximately
thirty
eight
thousand
dollars
or
thereabouts
so
depending
on
how
that
would
go.
What
we
still
do
need
to
work
with
the
d-o-t
and
get
their
blessing.

If
this
was
to
go
forward
just
in
full
disclosure,
the
d-o-t
has
considered
illuminating
a
stop
light
at
the
intersection
of
81
and
Kemp.
This
may
or
may
not
impact
that
thought
line.
I
would
think
it
would
probably
impact
it
towards
keeping
a
lighting
system
and
upgrading
it
rather
than
eliminating
it,
but
again
that's
they
would
have
to
do
this
appropriate
studies
and
initiate
that
discussion
right
now.
The
city
is
proposing
to
keep
the
intersection
signal
and
requesting
to
add
the
appropriate
signal
system
to
make
this
conversion
possible.

still
to
be
determined.
We
just
got
that
information
today
as
far
as
the
need
the
desire
to
upgrade
it,
and
things
like
that,
so
we
would
have
to
reach
out
to
the
d-o-t
contacts
and
find
out
when
they
think
it
would
be

do
have
reservations,
because
if
they
want
to
upgrade
that
signal
system
I
doubt
that
we
would
be
talking
about
a
2018
timeline,
it
would
probably
be
be
in
a
subsequent
year
because
a
they
don't
have
plans
done
or
if
they
need
a
traffic
study.
That
certainly
hasn't
been
done.

give
you
a
couple
examples.
If
you
look
at
the
board
up
here,
you
can
see
where
this
existing
stripe
was
here.
Our
proposal
would
move
that
over
a
little
over
half
a
stall
away
from
that
intersection,
so
we
wouldn't
have
the
full
30
feet,
but
we
certainly
have
gained
extra
safety
distance.
There
example
here
on
this
corner.
You
can
see
this
is,
of
course,
what
was
going
to
pose.
But
what
I
don't
like
is
to
see
that
these
sinks
back
out
into
the
crosswalk
and
so
those
get
a
little
bit
dicey.

But
we
we
did
keep
this
back
a
fair
amount
here
and
you
can
see
the
first
parking
stall
up
here
on
the
north
side,
kept
in
mind
that
we
didn't
want
to
back
out
very
far
into
or
if
at
all
into
that
crosswalk.
So
this
person
could
back
out
and
then
move
forward
without
completely
encumbering
the
crosswalk
and
that
that's
kind
of
our
ideas
that
we
didn't
represent
that
exactly
here.

But
if
there's
any
little
tweaks,
that's
the
types
of
things
that
we
need
to
look
at
and
evaluate
and
I
think
we've
done
a
pretty
good
job
of
evaluating
what
we
think
is
safe
and
viable
or
not,
and
those
11
spaces
are
indicated
of
what
our
review
has
been
so
far
and
again.
I
know
they
are
all
in
one
location,
but
I'd
really
like
to
look
at
that
parking
by
the
senior
citizens
center-
and
you
know
things
like
that.

So
as
you
look
through
these
I'll,
give
you
a
see,
there's
a
driveway
here,
there's
driveway
here,
there's
driveways
at
these
locations,
and
so
we
we've
also
been
cognizant
of
how
those
put
people
park
in
or
around
those
parking
spaces.
So
I
think
we've
we've
got
a
pretty
good
plan
and
might
tweak
it
just
a
little
bit
and
then
go
from
there.

a
comparison
between
first
Avenue,
South
and
Kemp
Avenue,
and
the
distance
face
of
curb
to
face
of
curb
across
the
streets
are
identical
and
I
have
not
noticed
or
heard
any
complaints
about
this
space.
That's
available
for
the
people
driving
on
First
Avenue
South,
since
our
conversion.
Now
that
doesn't
mean
that
occasionally
a
longer
pickup
and
maybe
sometimes
with
a
pickup
with
its
tailgate
down,
doesn't
Park
on
these
streets.
But
we
have
to
be
conscious
of
that
and
I
guess.

As
we
look
at
the
Hoffs
treat,
excuse
me
parking
and
our
take.
You
know.
Parking
obviously
has
been.
You
know
a
big
concern
for
many
of
the
people
who
have
businesses
on
that
area,
but
I
really
appreciate
you
taking
into
consideration
losing
the
minimal
amount.
One
of
the
things
I
think
we
have
to
remember
is
that
we
have
invested
a
lot
of
money
in
off
street
parking
over
the
last
few
years
into
the
public,
parking,
lots
and
I
think
we
can
continue
to
do
that.

signage,
increased
attractiveness
and
I
believe
that
would
more
than
take
the
pressure
off
of
those
11
spots
or

look
through
these
streets
and
go
up
and
down.

can
see
several
areas
where
we

public
parking
lots.

think
would
do
a
great
job
of
handling
whatever
parking
needs.

have

a
council
person,

love
nothing
more
than
to
drive
down
in
those
streets
and
have
them
part
to
solid
wall-to-wall
side
to
side
and
every
single
parking
lot
filled.

We

we've
been
progressing
through
our
alley.
Repavement
program
we've
also
been
identifying
parking
lots
that
are
joining
to
those
alleys
and
trying
to
recognize
that

upgrading
or
improvements
that
we're
going
to
do
that,
so
they
aren't
full
of
potholes.
They
aren't
full
of
obstacles
that
prevent
people
from
desiring
to
park
in
there
and
I
don't
know
I'm,
just
gonna
do
a
little
plug
for
two
small
ones
this
year.
This
is
a
parking
lot
south
of
the
vast
broadband
building.

is
also
a
public
parking
lot.
So
if
people
don't
know
that
I
least
hope
the
people
that
are
listening
to
this
broadcast
can
realize
that
that
is
available
for
parking
downtown
and
this
this
other
parking
lot
here
to
the
north
is
also
a
public
parking
lot
and
those
are
both
being
considered
for
improvements
along
with
this
year's
downtown
alley
project.
So
I
agree
that
that's
an
important
piece
of
our
down't
downtown
project
that
we're
enhancing
these
parking
lots
as
we
go
through
that
system
as
well.

gets
so
because
they
use
a
mix
of
the
two
you
you
look
for
one
and
not
the
other
in
it
all
sudden,
you're
going
through
a
a
corner
that
has
a
stop
sign
on
it
and
you're
really
kind
of
looking
for

light.
It

gets
to
be
too
much
at
that
point,
so
I
think
it's
a
good
idea
to
go
one
way
or
the
other
and
the
only
other
one
there.
The
question
I
have
then
is,
is
what
do
we
do
with
deliveries
right
now?

there
might
be
minor
delays
at
some
periods
of
the
day.
If
that
type
of
delivery
system
occurs,
you
know
most
of
these
streets
and
not
not.
All
these
blocks
have
alleys,
and
traditionally
we
didn't
used
to
see
semis
in
our
downtown
business
district.
We
saw
shorter
or
smaller
straight
trucks,
doing
deliveries
from
a
Depot,
but
those
Depot's
are
getting
farther
and
farther
spread
apart.

So
then
Goods
come
into
town
on
a
semi
and
I
and
I'll
use
Slumberland
as
a
an
example,
because
I
personally
had
to
wait
there,
they
have
a
semi
that
comes
and
delivers
goods
and
it
actually
backs
into
the
alley
behind
their
store.
Well,
in
order
to
make
that
backing
turning
movement,
they
stopped
all
traffic
on
first
album
south
for
the
period
of
time
that
they're
making
their
maneuver
and
then
once
they're
safely
back
in
the
alley,
then
traffic
resumed
to
normal
I.

Don't
think
that
there's
any
large
long
term
delivery
that
I'm
aware
of
that
would
impede
traffic
for
a
long
period
of
time.
The
other
example
I
have
is
on
First
Avenue
North,
just
a
block
or
two
east
of
here.
There's
long
periods
of
time,
where
semis
back
to
cross
three
quarters
of
that
roadway
and
the
traffic
just
has
to
adapt
and
get
around
it.
So
I
can't
say
that
we
won't
have
those
situations
but
I
think
that
they'll
be
minimal
and
certainly
a
little
patience
would
accommodate
that
activity.

lights
and

phase
those

are
really
neat
things
that

could
put

flashing
light
system
right

would
grab

attention

draw
us
to
the
new
stop
sign.

choose
to
implement
them

there's
gonna

learning
curve

every

project

something
new,

traffic
bull
will
adapt
pretty
quickly.

out

lot
easier

fights
those
those
two
angles.

thing
is
backing
out

backup
camera

closing

eyes

hard

out
