If
you

as
my
screen

the
area
highlighted
in
blue
was
platted
in
1995
it
was
plotted
as
a
private
road.
There
were
sewer
and
water
main
installations
at
the
at
that
time.

So
they
haven't
accepted
it,
but
so
subsequently
in
September
of
2007,
the
road
was
paved.
It
has
curb
and
gutter
and
asphalt
surfacing,
and
we
are
currently
working
with
the
developer
and
their
representatives
to
find

path
to
accept
this
as
a
public
road
and
accept
the
public
utility.
The
sanitary
sewer,
in
particular,
I'm
not
sure
how
the
water
main
will
be
resolved
at
this
point.

I
just
want
to
be
clear
that
their
intention
of
calling
it
a
chip
seal
is
the
same
thing
as
us
in
the
engineering
department,
calling
it
a
seal
coat
so
just
for
to
make
sure
all
the
language
chives.

chip
seal,
the
seal
coat
project

and

wanted

discussion
on
the
council's
acceptance

denial
of
taking
over

code
portion

developer

project
where

ordinance

plat
a
private
road,
the
property
lines
go
to
the
center

roadway

owner

little
piece
of
road,
and
this
was
not
plaited.
That
way,
it
was
plaited
showing
a
private
right
of
way.
But
who
is
responsible
for
that?
The
property
lines
don't
extend.

in
the
future,
if
the
person
that
planted
this
goes
on
and
no
longer
exists,
who
is
responsible
because
people
didn't
buy
that
piece
when
they
bought
their
land?
It's
not
in
their
legal
description
that
they
owned
to
the
center
of
the
road.
It's
just
their
lot
as
though
this
were
a
public
road.
We
do
have
ordinances
that
prevent
that
and
for
whatever
reason,
they
weren't
adhered
to
at
the
time
that
this
was
plaited
and
nothing
we
can
do
about
that
now.
But
we
do
have
some
concerns
about
taking
this
over
as
a
public
road.

sewer
like
Shane
said
is
the
main
one
for
us.
We
normally
own
the
sewers
and
the
public
roads,
and
so
we've
figured
out
a
punch
list
of
things
that
would
bring
the
sewer
up
to
an
acceptable
standard
for
us
and
if
those
things
were
done,
we
could,
with
with
fair
confidence
except
the
sewer
as
equivalent
to
a
public
sewer,
and
then
we
would
be
responsible
forever
for
its
maintenance,
as
we
would
on
the
road.

we
aren't
responsible
for
the
maintenance,
we're
not
responsible
for
the
snow
removal,
we're
not
responsible
for
this
anything
that
goes
on
in
the
sewer.
No
one
out
there
has
a
basement.
So
if
the
pumps
fail
sewage
would
come
on
to
the
street
before
they
would
back
up
into
someone's
toilet
to
our
knowledge,
I
has
never
happened,
but
that's
the
risk
of
a
failure
of
the
pump

Believe
that's

apartment
building
anyway,

we

enough
budget

do
the
base
bid
of
two
stretches

alley,

we
have

alternates

adjacent
parking

that
to
be

very
beneficial
program.

the
two
alternates

the

good
bids
on
all
of

projects

alleys,

try
to

to

to
them

did
everything
short
of
just
going
around,
knocking
on
doors
and
couldn't
reach

14.3%,
which
is
a
individuals
that
wouldn't
have
neither
support
or
refute
the
the
assessment
and
their
position
on
not
supporting
it
was
they
didn't
want
to
thrust
the
assessments
onto
other
property
owners
that
may
not
want
it,
but
they
certainly
would
not
oppose
the
assessment
process.

So
with
that
I
think
there's
a
solid
majority
that
would
willingly
accept
the
curb
and
gutter
project
portion
of
this.
But
again
the
base
bit
of
this
project
is
within
budget.
But
if
we
add
this
assessment
portion
on
for

curb

gutter,

would
exceed
the
budget
and
again
we
have
more
than
adequate
to
12
funds
to
cover
that
cost.

looking
at

awarded
everything

You
mayor,
these
are
standard
documents
on
any
project
that
receives
funding
from
the
d-o-t,
which
this
project
has
a
big
grant
fund
applied
to
it.
So
basically
it's
certifying
what
utilities
are
adjacent
to
the
bridge
and
then
the
other
document
is
to
certify
that
we
have
the
right-of-way
to
do
the
construction
within.
We
don't
need
to
obtain
additional
right
away,
and
so
both
of
these
are
pretty
standard
and
should
be
easy
to
approve
any.
