a

health
care
center
of
learning.
Addition
to
the

building

in
the

three
multi-family
residential
district,
for
which
25
additional
parking
spaces
are
proposed
to
be
located
on
the
boulevard
application.

layout

denied
based
on
the
following
ordinance
regulations,
section
21,
7,
305,
Boulevard,
public
right-of-way
landscaping
requirements
states
that
the
entire
public
right-of-way,
excluding
the
street
in
all
zoning
districts,

devoted
entirely
to
grass
and
approved
tree
plantings,
except
for
the
necessary
surfacing
of
sidewalks
and
driveways.
There
shall
be
a
minimum
width
of
15
feet
of
grass
adjacent
to
the
public
street

right-of-way
to
be
utilized

co-op
architecture
out

Sioux
Falls
South
Dakota,
and
we
are
the
firm,
that's
handling
the
design
and
construction
documentation
for
the
addition
to
Lake
area
tech.
As
you
can
see
indicated
on
the
slide
up
above
outlined
in
the
red.
That's
where
we
are
proposing
the
additional
parking
spaces.

one
of
the
things
that
we
need
to
look
at
here
is
athletics
of
of
the
the
neighborhood
and
I
think
the
lake
area
campus
does
a
really
good
job
of
maintaining
a
good
aesthetic
appearance.
Of
course,
we
will
be
taking
away
some
of
the
boulevard
here
and
I
think
the
developments
going
to
affect
some
of
the
the
greenery
there.
I
did
note
on
the
plan
page
that
didn't
show
the
parking
spaces
that
there
was
four
new
trees.
It
looked
like
we're,
gonna
be
added
there.

just
indicating
the
landscape
portion
of
it.

whether

not
the
parking
gets
approved
or
not,

those
trees
would
be

The
intent
for
the
parking
is
to
add
additional
parking
spaces,
and
if
you
look
at
an
aerial
plan-
and
we
don't
need
to
flip
to
it,
but
you'll
notice
on
the
others-
the
opposite
side
of
11th
Street,
there
is
a
diagonal
parking
that
extends
probably
even
a
little
bit
further
to
the
north
and
even
what
we're
proposing
here.

as
far
as
changing
the
the
design
and
the
intent
of
the
road
construction
or
really
not
creating
any
more
of
an
hindrance
or
anything
like
that.
That
was
already
there.
One
of
the
other
things
that
we're
trying
to
accomplish
is
by
doing
this,
we
would
also
move
the
sidewalk,
which
currently
is
right
up
again.
The
curb
of
that
street
we'd
actually
move
that
back
off
of
the
street.

portion
of
it
would
run
right
across
the
front
of
the
parking
spaces
for
unloading
area,
but
at
the
same
time,
I
will
still
continue
to
go
straight
until
we
get
closer
to
the
intersection
and
still
be
about
20
feet
off
of

street,

really
nice
as
far
as
snow
removal
and
safety
of
pedestrians
walking,
and
why
the
other
issues
is
currently

even
know
if
it
meets
a
DA
access,
because
there
are
power
poles
directly
in
the
centre
of
the
sidewalk,

creates
a
little
bit
of
a
problem
as
well.

parking

the
streets

city
shall

by
the

the
city
mark

spaces

anything

parallel

stretch

interpretation

ordinances

the
City
Council.

do

Zoning

interpret
that

mold
a
dirt

this
zoning
request?.

place

for

expected
use

building

coming

sufficient
parking

for
the
new
addition
they're
right
where
people
are
gonna,

The
additions
being
built
at
the
very
north
excuse
me
north
end
of
the
existing
parking
where
we
are
losing

spots.
So
there
is
some
parking
right
there
in
front

it.

help
provide
some
additional
parking
there.
The
school
does
on
another
parking
lot
just
to
the
north
of
this
across
the
street.
You
can't
see
it
right.
It
grab
the
table
there,
but
and
it
does
get
used,
but
it's
just
a
little.

It's
just
a
little
further
distance
from
the
school
and
they
have
to
cross
the
street,
and
once
again
you
know
that
sidewalk,
in
its
current
condition,
doesn't
provide
very
good
access
to
the
building,
especially
during
winter
conditions.
So
having
that
parking
would
be
very
beneficial
to
to
Lake
area
attack.

If
you
guys
allow
some
of
that
parking
to
take
take
place
in
the
setback
right,
the
other
issue
is
the
grades
that
occur
there.
So
if
you
were
to
get
a
parking
lot
that
meets
the
required
slope
requirements,
the
finished
grades
would
be
probably
about
5
feet
below
finished
floor
of
the
building.
You
know
you
would
increase
building
costs
and
it
wouldn't
look
as
nice,
not
having
green
space
in
between
that
parking
lot
in
the
building.
The
other
issue
is
the
property
that
is
to
the
north
of
it.

chair,
if
I
may
further
expand
on
that,
what
we
would
do
through
the
city
engineering
office
is
executed
right
away
agreement
with
the
applicant
that
stipulates
the
responsibility
for
the
striping
and
snow
removal
and
things
of
that
nature
regarding
these
parking
stalls
and
execute
that
with
the
with
the
owner
does.

the
only
reason
why
we
didn't
do
it
on
a
diagonal
is
because
the
existing
parking
straight
to
the
south
of
the
proposed
25
stalls
is
all
perpendicular
parking.
So
we
were
just
trying
to
stay
consistent
with

design

side
of
the
street,
but
there's
there
there
isn't
any
reason
why
we
couldn't.

that
was
requirement.

As
an
architect
to
you,
is
this
something
that
you
encourage
with
other
campus
type
designs,
peripheral
parking,
parallel
or
diagnol
on
the
periphery
of
a
campus
I
do
notice.
I
did
take
a
look
at
some
Google
Earth
pictures
of
SDSU
and
USD,
and
there's
none
of
that
around
any
one
of
their
major
campuses.
So
I'm
just
curious.
If
that's
something
that
you
would
encourage,

depend
on
the
circumstances.

think
that
this
particular
project
is
a
little
more
unique
than
some
other
colleges,
college
campuses
and
there
there
are
some
constraints
with
the
amount
of
land
that's
available
for
parking.

you

far

adding
more
parking,
this
seems
like
a
suitable
design
for
it.

added
the
parking
across

street
there-
and
we
did
the
angle
I'm
just
wondering
if
there
was-
you

a
reason
that
we
we
chose
to
go
with
the
angled
parking
versus
the
90
degree.

think
the
original
Lake
area
parking
there
with
the
90
degree
predates
the
angled
parking
across
the
street.
I
do
agree
that
I
think
there
is
a
good
safety
factor
to
doing
the
angled
parking,
especially
on
a
road
that
that
sees
a
substantial
amount
of
traffic.

this
one
does

I'm
trying
to
just
at
least
ask
questions
that
have
a
basis
in
the
city's
comprehensive
land
use
plan
and
the
existing
comprehensive
Land
Use
Plan,
specifically
in
the
transportation
goal
section,
it
states
that
we
should
be
investigating
diagonal
parking
policies
in
various
areas
of
the
community
and
develop
new
policies
if
necessary.
Further,
we
are
to
investigate
existing
situations
and
develop
policies
regarding
parking
on
major
and
minor
collector
streets.

minor
collector
street
identified
in
the
major
street
plan
and
along
our
schools
area.

In
the
section
of
the
comp
plan,
it
says,
along
with
housing
issues,
Lake
area
tech,
Watertown,
public
schools
in
the
city
will
need
to
work
together
in
addressing
possible
future
short
current
shortcomings
concerning
parking
and
traffic
congestion
around
the
lati
in
public
school
grounds.
So
I'm,
just
wondering
if
by
executing
this
concept,
is
this
what
our
future
policy
is
going
to
be
around
Karia
attack.
So
if
subsequent
requests
to
come
in
and
put
in
diagonal
or
perpendicular
parking
around
the
perimeter,
we
would
say
yes
to
in
every
circumstance,
yeah.
I
That
was
contemplated
as
well
on
the
review
of
this
mr.
chairman
and
commissioners
Kay's.
The
approximate
distance
there
from
the
intersection
with
third
Avenue
is
about
250
feet.
I
feel
that's
more
than
adequate
in
these
circumstances.
To
allow
for
that
parking
as
a
comparison,
I
use
our
minimum
offsets
for
driveways
in
these
instances
and
on
a
minor,
collector
I
think
we
allow
up
to
50
feet
offset
from
intersection
for
a
driveway.
I
We
obviously
have
well
over
50
feet,
and
this
is
obviously
different
than
a
driveway.
It's
a
it's
a
run
of
parking
stalls,
but
I
was
using
that
as
kind
of
a
term
check
off
anyway,
and
so
in
comparison
with
that
and
just
from
a
traffic
management
standpoint,
I
don't
see
that
being
a
huge
concern
with
the
proposal
having
that
250
foot
distance
from
the
intersection.

would
look
to
me
that
if
we're
concerned
about
losing
spots
that
we
could
go
to
the
north
a
little
bit
further
to
accommodate
those
three
or
four
spots,
we
would
lose
by
going
diagonal.
I
guess,
I,
think
that
it
would
diagonal
to
me
is
maybe
it's
just
because
I'm
sure
it
is
easier
to
pack
out
of
then
then
straight,
but
so
my
suggestion,
instead
of
losing
those
four
spots,
would
just
be.

know,
because
it
looks
like
it's
almost
it
would
almost
line
up
with
the
entrance
into
the
school.

parking
lot

monitored,

you
know
those
students
aren't
out
necessarily
at
3:30

know

I'm
saying
they
monitor
those
parking
lots
and
they
have
to
have

stickers.

those
those
parking
lots
aren't
going
to
be
emptied
at
the
same
time
as
the
high
school
students
are,
in
my
opinion,.

yes,
sir
one
more
comment
in
regards
to
the
diagnosis:
ninety
degree,
from
an
engineering
standpoint,
obviously
the
the
diagonal
does
provide
a
safety
component.
One
of
them
that
hasn't
been
mentioned
is
you
would
eliminate
the
ability
from
the
southbound
traffic
of
crossing
the
lane
to
park
into
the
90
degrees
stall.

adding
a
little
bit
longer
going
further
in
order
to
accommodate
those
three
other
spots,
three
or
four
spots
that
we
lose
but
but
staying
you
know
in
line
with
that
entrance
because,
right
now
it
doesn't.

they're

short
of
that
quite
a
ways.
We're
gonna
lose
some
spots.
So
in
order
to
it,

I
just
want

angle
to
reduce
the
turning
conflict
across
the
lane,
whether
they
park
at

degrees,
45
degrees
or
60
degrees,
either
way,
they
won't
be
able
to
do
it.
Turning

it
would
be
fine
with
me
as
long
as
it's
acceptable
with
the
engineering
staff.

can
make
one
comment.
Mr.
chair
I
will
be
voting
in
favor
of
this
request,
as
amended
with
the
caveat
that
I
think
before
we
have
subsequent
requests
regarding
parking
in
the
public
right
of
way
other
than
parallel
parking
again
across

curb.
We
need
to
be
having
some
sort
of
established
policy
for
campus
type
development.
This
is
a
willy-nilly
hodgepodge
approach
to
it.

think
it's
short-sighted.
