From YouTube: Council Special Meeting 06 20 2019
Description
Agenda Items Include Canvass votes of the June 18, 2019 election.
C
D
C
A
You
the
first
item
on
the
agenda,
is
approval
of
the
agenda
and
I
would
like
to
modify
it
by
adding
a
public
comment
period
as
item
number
two.
So
with
that
amendment
is
there
a
motion
to
approve
the
agenda,
got
a
motion
by
Bueller
and
a
second
by
Solem,
any
discussion,
all
those
in
favor
signify
by
saying
aye,
I.
E
A
A
See
no
one
will
move
on
the
next
item
on
the
agenda
is
the
canvas
results
of
city
election
held
on
June,
18th,
2019
and
I
would
like
a
motion
to
approve
and
certify
the
abstract
of
votes
cast
for
Ward,
a
and
charter
amendment
for,
as
well
as
the
nominations
for
awards,
B,
C,
D
and
E,
so
move
motion
by
Albertson
and
second
by
Ville,
Hauer
and
Kristen.
Would
you
please
give
us
those
numbers?
Okay,.
B
Thank
You
mayor,
okay,
the
first
one
that
we'll
go
through
is
for
the
ward,
a
alder
person.
We
had
K
Solberg
with
158
votes,
Reed,
holding
with
507
votes
and
Stefan
Jaden
with
35
votes,
so
Reed
Helene
will
be
the
alder
person
for
Ward.
A
I
do
want
to
point
out
too
that
this
was
one
of
those
situations
when
and
we
didn't
know
if
Home
Rule
Charter
was
gonna
pass.
This
position
wouldn't
normally
be
for
a
four-year
term,
with
the
changes
to
that.
This
is
a
two-year
term
for
that
Ward.
B
So
then,
the
next
thing,
we'll
cover
will
be
the
nominations
for
the
other
wards.
These
were
ones
that
did
not
have
an
election.
They
were
considered
nominations
because
of
the
petitions.
So
for
the
alder
person
for
Ward
B,
a
two-year
term
is
Jason
Radomski.
The
alder
person
for
Ward
C
two-year
term
will
be
Michael
Boyer.
B
The
other
person
for
Ward
D,
a
two-year
term,
will
be
Bruce
Bueller
and
the
alder
person
for
Ward
E,
a
two-year
term,
will
be
Glanville
hower
and
then
the
next
thing
we'll
go
over
will
be
the
charter
amendment,
for
we
had
a
total
of
1431,
yes,
votes,
435
no
votes,
and
that
was
for
the
homeworld
charter
changes.
So
that
is
the
canvas
of
the
votes
from
the
June
18th
election.
B
A
E
D
A
Opposed
signify
by
saying,
nay,
motion
carries
next
item
on
the
agenda.
Is
business
and
I
have
an
item
which
I
think
his
old
business
because
highway
212
project
and
we've
had
several
items
of
discussion
under
that
project
and
we're
we've
just
instituted
a
detour,
because
the
highway
has
been
closed
for
the
bridge.
Reconstruction
and
trucks
are
supposed
to
be
taking
the
alternate
truck
route,
which
is
the
southerly
bypass
and
they're.
A
Not
so
the
mayor
has
the
authority
to
prohibit
truck
traffic
and
if
I
do
and
the
council
ratifies
it
with
a
vote,
then
trucks
can
be
issued
tickets
for
violating
their
directions
so
right
now
the
police
can
only
watch
them.
Do
it
or
warned
them
not
to
do
that
so
I
am
prohibiting
through
truck
traffic
upon
the
car
detour
route
for
the
highway
212
construction.
All
through
truck
travel
should
utilize.
A
The
posted
alternate
truck
route
on
the
southerly
bypass
via
20th,
Avenue,
south
and
I
will
ask
the
council
to
ratify
this
action
with
a
vote
on
July
1st
and
after
that
tickets
may
be
issued
for
trucks
using
the
car
detour
route
for
three
travel.
So
are
there
any
questions
or
comments,
councilman,
Roby,
I'm.
A
This
is
a
start
of
it
right
now
and
we're
looking
at
maybe
changing
the
signs.
If
we
have
to
we've
got
some
ideas
on
on
how
to
do
that,
to
make
it
more
apparent
right
now,
the
police
can
stop
trucks,
they
can't
issue
a
ticket
because
the
council
hasn't
ratified
my
statement,
but
my
statement
is
the
first
step
here
by
prohibiting
trucks
and
I'll
put
out
a
news
release,
and
then
hopefully
the
word
will
get
out
and
plus.
We
think
that
this
just
happened.
A
A
Sure
the
bypass
for
highway
212
is
along
4th,
Avenue
South
for
cars
to
go
through
and
cross
the
river.
We
don't
want
trucks
taking
that
route.
We
have
a
truck
route
trucks
go
to
the
south.
Cars
go
to
the
north.
Cars
can
go
to
the
south
if
they
like,
but
we
don't
want
trucks
going
to
the
north
unless
they
have
to
for
something
on.
You
know
that
it's
not
through
travel.
Obviously,
if
a
truck
needs
to
go
somewhere
west
of
the
river
but
east
of
Highway
20,
they
have
to
go
that
way.
A
That's
the
only
way
that
they
can
go.
So
we
get
that
deliveries
and
that
sort
of
thing
that's
not
through
truck
travel
through
truck
travel,
which
is
going
all
the
way
through
the
detour
to
get
back
onto
212.
They
should
be
taking
the
southerly
bypass
route
to
do
that
via
20th
Avenue,
South
Kahn's
went
down
4th
what.
D
C
E
D
The
overall
completion
again
I'll
have
to
confirm
this,
but
it
was
either
late,
October
or
end
in
November
for
the
overall
completion.
But
I
could
confirm
that
as
well
and
bring
that
information
for
it
as
well
and
then
back
to
councilman
Roby's
point
if
I
could
I
was
also
going
to
reach
out
to
the
do,
tease
project
manager
and
see
if
they
could
add
some
truck
detour
out
signing
to
their
temporary
traffic
control
that
they
have
control
over
with
their
general
contractor
and
kind
of
help
formalize
that
truck
detour
route
in
that
manner.
Right.
A
They
do
have
signage
in
place,
but
it-
and
it
may
just
be
a
matter
that
trucks
aren't
comprehending
it
they're,
seeing
it
for
the
first
time
in
a
split
second,
as
they
pass
the
sign
and
it's
it's
not
clicking
yet,
and
maybe
it
will,
but
we
do
I
just
visited
with
the
street
superintendent.
They
can
make
up
some
special
signs
if
we
have
to-
or
you
know,
if
the
d-o-t
isn't
willing
to
put
up
signs.
We
don't
currently
have
signs
that
we
can
use
yeah.
D
And
madam
mayor,
if
I
could
chime
in
on
that
too
I
think
some
of
the
confusion
with
the
trucks
out
there
is
that
the
current
the
contractors
current
temporary
traffic
control
doesn't
distinguish
between
a
truck
detour
route
and
is
generally
marking
a
detour
route.
I
know
that
it,
the
police
chief,
shared
some
information
earlier,
but
in
reviewing
what
they
had
up.
It
is
clear
to
me
that
they
don't
have
a
clear,
temporary
traffic
control
signing
for
a
truck
detour
route
on
top
of
the
normal
need
to
a
route.
That's
out
there
or
so
I.
A
Think
there
is
a
sign
posted
that
says:
trucks
use
alternate
truck
route
and
I.
Don't
know
if
there's
enough
time
to
figure
out
what
that
means.
You
know
it,
but
we'll
look
into
it.
But
from
now,
if
you're
hearing
this
and
you're
a
truck
driver,
please
don't
drive
via
4th
Avenue
South.
If
you're
going
through
on
the
detour
route,
councilman
Bueller
would.
E
D
And
they
actually
do
have
a
portable
message
board
up
right
now
and
again,
I
think
police
chief
took
some
information
from
that
and
I
don't
know
Lee.
If
you
could
talk
in
detail
I,
don't
remember
exactly
what
it
says
right
now,
but
we
definitely
communicate
with
them
and
see
if
we
could
ask
some
clarity
on
that
message
board
as
well.
You.
E
F
Billboard
signs
they
have
out
now
they
flash
the
basically
they
say
us
to
12
closed
ahead.
No
through
trucks
well
nobody's
going
through
to
12
right
now
right
because
the
bridge
is
out
so
it's
a
look
infusing,
it
does
say,
use
alt
route,
alt
route
and
then,
as
you
get
near
to
sharps
or
on
the
other
in
town
near
the
Walmart
corner,
there's
a
small
sign
that
says:
City
alternate
route
and
it
points
to
go
south.
This.
