our

off
what
I
got
to
my
name

I'm,
the
manager
of
Coddington,
Clark,
Electric
and
I
live
in
Watertown
here
on
September
19th,
the
city
council
heard
the
first
reading
for
the
rezoning
of
Williston
annexation
first
edition.

This
planned
annexation
is
in
Coddington,
Clark,
Electric's
service
territory.
Connington
Clark
has
no
problem
with
annexations
we're
all
for
it.
We
want
water
tone
to
grow
and
we
have
actively
helped
Watertown
grow
in
the
past
and
in
the
future
we
would
respectfully
ask
ask
that
Coddington,
Clark
electric
retain
our
service
territory
in
the
Williston
annexation
first
edition
and
serve
electricity
to
Future
concern
consumers
in
this
annexation.

When
clock,
when
cutting
Clark
electric
loses
service
territory,
it
has
a
negative
effect
on
Rural
member
consumers
of
the
cooperative.
It
reduces
the
ability
to
spread,
cost
and
pay
back
long-term
loans.
In
essence,
a
piece
of
our
business
is
forcefully
taken
away
from
us
permanently,
making
the
cost
of
service
higher
for
those
left
behind
territorial
takings
such
as
this
also
pose
the
potential
for
stranded
assets.

Our
residential
electric
rates
and
reliability
are
in
line
with
Watertown
Municipal
Utilities.
Also,
we
do
not
charge
anything
for
line
extensions
to
new
homes,
no
matter
how
many
miles
away
it
is
again.
We
would
respectfully
ask
that
connington
Clark
electric
be
able
to
retain
our
service
territory
in
the
Williston
annexation
first
edition
and
Harmony
Hill
Third
Edition
annexation.

They
would
like
to
rezone
it
to
C3
Highway
commercial
District
and,
while
the
petition
to
rezone
does
cite
their
intent
to
apply
for
a
malt
beverage,
South
Dakota
Farm
wine
retail
license
I
would
like
to
remind
the
council
anytime
we're
looking
at
these
rezones
that
application,
subsequent
to
any
approval,
would
stand
alone
on
its
own
merits
at
that
point
in
time,
but
would
encourage
the
council
to
consider
this
rezone
just
based
on
our
zoning
standards
and
regulations,
whether
the
C3
is
a
good
fit
for
this
particular
parcel
based
on
those
merits,
staff
has
reviewed
this
and
would
concur
that
this
does
make
sense
to
fit
into
C3
zoning
District,
based
on
its
current
use
and
and
potential
future
uses
for
this
location
being
adjacent
to
Highway
81.

also
point
out
that
the
Planning
Commission
is
recommended
approval
I
believe
unanimously
for
recommending
approval
of
City
Council

a

the
item
holistically

but
first
up
is
an
approval
of
a
resolution
initiating
annexation
of
attractive
land
contiguous
to
the
city
of
Watertown.

issued

concept
plan
for

believe
the
boundaries
is,
for
this
whole
parcel
in
the
southwest
corner
of
Lake
compasca.
The
first
phase,
though,
that
they're
rushing
to
Annex
and
Zone
and
then
will
subsequently

a
preliminary
plan
for
is,
what's
shaded
and
hatched
with
the
red
outline
here.

small
portion
here,
that's
currently
annexed
and
Zone
to
PUD
there's
some
shops
that
are
built
here
in
this
area.
So
this

for
Rural
residential
purposes,
and
this
first
action

would
be
for

second

this
particular

machines
has
now
put
us

recommended
that
we
get
a
purchase
agreement
in
place
with
this
company
so
that
we
have
the
Zamboni
in
time
for
opening
of
the
2023
season
stand
by
for
any
questions.

this

software

Zamboni
and
it's
2375
bucks
for
a
two-year
subscription
to
Zamboni
connect.

commitment
and

it's
every
day.
