Call the or called order for the Watertown city council meeting for October 3rd of 2022, please rise while Captain Dennis Jolly from the Watertown Salvation Army leads us in prayer.

Well, let's pray, heavenly father I pray that you will guide this Council and these council members as they meet and discuss matters with regard to our beautiful city. I pray that this will be a productive meeting. I pray that these members will be able to discuss and tackle. The important matters that affect this city.

I pray that their motivation in everything that they want to do for the good of this, the public will not be a hero, pray that you give them give give them Grace as they come out with the best possible and morally right situation.

The right answers will best benefit the people, help them to be capable and excellent in their in their uh in their counseling father. I pray for Unity throughout this group, as they come with different different opinions, give them unity in spirit, father and hope them to work as a unified team in combating ideas for a great outcome remind us, father that these members are in this position not to be served but to serve the public as Christ who is King, came not to be served but to serve and ultimately die on the cross.

That I think that's fair historical connotations notwithstanding who would like to answer that Watertown Police Chief, Tim Toomey will answer that for us. Thank you for.

Okay sure, thank you. uh Just for the consideration of time, I wrote everything down so I'm just going to read off what I got to my name is Dave Eide I'm, the manager of Coddington, Clark, Electric and I live in Watertown here on September 19th, the city council heard the first reading for the rezoning of Williston annexation first edition.

This planned annexation is in Coddington, Clark, Electric's service territory. Connington Clark has no problem with annexations we're all for it. We want water tone to grow and we have actively helped Watertown grow in the past and in the future we would respectfully ask ask that Coddington, Clark electric retain our service territory in the Williston annexation first edition and serve electricity to Future concern consumers in this annexation.

We would also respectfully ask that Coddington Clark electric retain our service territory in the recent Harmony Hill Third Edition annexation and serve electricity to Future consumers in this annexation.

I would have addressed this annexation to the council, but we don't even get notice when these types of things happen.

When clock, when cutting Clark electric loses service territory, it has a negative effect on Rural member consumers of the cooperative. It reduces the ability to spread, cost and pay back long-term loans. In essence, a piece of our business is forcefully taken away from us permanently, making the cost of service higher for those left behind territorial takings such as this also pose the potential for stranded assets.

We have millions of dollars of infrastructure buried in the ground in our service territory. We don't build overhead line.

We have a power line in the Harmony Hill Third Edition annexation that we just as soon leave there rather than remove it. According to Clark members are currently paying for this power line.

Our residential electric rates and reliability are in line with Watertown Municipal Utilities. Also, we do not charge anything for line extensions to new homes, no matter how many miles away it is again. We would respectfully ask that connington Clark electric be able to retain our service territory in the Williston annexation first edition and Harmony Hill Third Edition annexation.

The motion is to approve tonight's agenda, all those in favor, please say: aye aye, any opposed, saying a motion carries item a is a second reading of an ordinance amending the zoning map of the city of Watertown for a portion of the third Railway Edition from i1 or yeah I won light industrial to C3, Highway commercial District for more information, we'll go to our Public Works director, Heath van I.

Commander, this is the second reading of this rezone. This is the Casey's retail company has petitioned to rezone their property. uh This is the location. That's along uh Highway 81. It's currently zoned i1 light industrial.

They would like to rezone it to C3 Highway commercial District and, while the petition to rezone does cite their intent to apply for a malt beverage, uh South Dakota Farm wine retail license I would like to remind the council anytime we're looking at these rezones that application, subsequent to any approval, would stand alone on its own merits at that point in time, but would encourage the council to consider this rezone just based on our zoning standards and regulations, whether the C3 is a good fit for this particular parcel based on those merits, staff has reviewed this and would concur that this does make sense to fit into C3 zoning District, based on its current use and and potential future uses for this location being adjacent to Highway 81.

um with that, I would also point out that the Planning Commission is recommended approval I believe unanimously um for uh recommending approval of City Council I do have a map here. I can I. Don't know if I should share that teams Trent or through this other method. Now that we've drifted further from teams.

uh You can see the surrounding zoning districts. uh You have R3 immediately adjacent um C3 immediately across the highway. That's this red area and then the current purple. Zoning of i1 that exists today on this property and around adjacent to it, to the South.

This is just basically it's going to pull it in line with everything else surrounding it. Also isn't it public works director about a.

I would say, it'd be a continuation of what's going on on the east side of the highway. um This would become this red shading and that C3 would be carried over to this property. Now it.

Only makes sense to do it: it's not only the fact that they want to apply for a beer wine license, but to bring it in more Conformity to the rest of the district. So.

uh Yeah we already provided uh the requirement to give public notice I'd have to defer to our community development manager, Brandi Hatton, on specifics to what exactly goes out uh or went out in this particular case.

We need to take them separately, but I will allow some leniency to ask questions about the item holistically if it, if the time comes to that, but first up is an approval of a resolution initiating annexation of attractive land contiguous to the city of Watertown.

In section 36, Township 117 North range 54, West of the fifth PM Coddington County, to be known as Williston annexation. First edition we'll go to our Public Works director, Heath van I, for more information.

Thank you, mayor I, have a map pull up for reference to this location, so the Williston subdivision encompasses a larger tract of land than what's specifically shown here.

um They've issued a concept plan for I believe the boundaries is, for this whole parcel in the southwest corner of Lake compasca. The first phase, though, that they're rushing to Annex and Zone and then will subsequently provide a preliminary plan for is, what's shaded and hatched with the red outline here.

um There's a small portion here, that's currently annexed and Zone to PUD there's some uh shops that are built here in this area. So this would be for Rural residential purposes, um and this first action as you cited, is for the annexation and then the subsequent consideration would be for the second reading of the Zoning for this particular area. With that I'll stand by for any questions with uh manager, Hinton.

Any opposed, say, nay, motion carries number two under Item. B is a second reading of an ordinance establishing the zoning designation of R1 single-family residential upon that upon annexation shall be known as Williston AG station first edition, Director Van I. Take it away. Thank.

You mayor this would be a second reading for the rezone. The R1 zoning District, of course makes sense for the intense of the intentions of the use on this land. I mentioned it being a rural residential in nature.

We don't have a formal zoning classification for Rural residential, but what they're planning on doing here, according to their concept plan, are some larger residential lots in this area, and this is their what would be their first phase of again the larger overall subdivision that they'll plan to phase in at later times, but this again hash portion red outline portion is the portion we'd, be considering for a rezone and was recommended for approval to the council by the Planning Commission.

Work Director, Von and I. uh What is the total of the proposed uh development and what portion of this breakdown in size, wise I mean? This is just a small portion of the proposed development.

uh Looks like the current parcel they're proposing right now it can contains 33 Acres I.

What it was so this is basically all Frontage on 139 and then one street pass would be like a two-sided.

Correct and so their proposed infrastructure again through their concept plan and subsequent preliminary plan for this phase, um would have the extension of uh this street into their subdivision and then additional connections further north onto Old, Highway, 139, ., I.

Remember exactly where they fall, but uh I believe the initial phase just includes this connection right here through this PUD existing.

C is an approval of a purchase agreement for a Zamboni in the amount of 197 thousand dollars, roughly for more information, we'll go to our city manager, Amanda Mack. Thank.

You mayor uh this, the purchase of the samboni is is part of the Ice Arena project. We were contacted a couple of weeks ago by our Consultants that the lead time on these machines has now put us at about a year out, and so they strongly recommended that we get a purchase agreement in place with this company so that we have the Zamboni um in time for opening of the 2023 season stand by for any questions. Thank.

Thank you, mayor manager, Mack, that this is a new Zamboni versus trading in our old one that we currently have.

Correct it is in the plan in subsequent years to upgrade the current one with a used one they're waiting to see if we can find an electric one that would work better. This is new. We will keep the existing one until we find another one.

Here uh just a comment: I know when we were working through the cost estimates for the The, Ice Arena and the equipment we were using 150 000 for our estimate. So I see it has gone up like everything else.

Yes, we did receive notice today from Steve laner at the utility that MREs does give a I think it's a five thousand dollar Grant. If you buy an electric Zamboni, which is a very random thing, but you know it helps offset some of those costs so.

Thank you, mayor um I, do have just a few questions. First off I'll ask um who recommended this particular unit Dave.

So they're they're the ones that said this is the right one for for our facility.

um Just a couple other questions, I have I noticed some of the we've got a line, items and costs associated with those on this on the unit itself, and one of them says: Zamboni connect now, I'm sure this is some sort of software for your Zamboni and it's 2375 bucks for a two-year subscription to Zamboni connect.

um What does that do? I mean? What's the reason for that I don't know. If is that something you have to have with this thing or is it.

I'll have to check into that I. Don't know.

Okay and then there's a couple other I just want to go over to that. We may want to look at I'm curious about, is it says. Installation and training is eighteen thousand five hundred dollars as a part of this cost and then on one list. It shows that fast ice. It says eighteen thousand five hundred I, don't know if that's correct, because the next list does not have a dollar figure in it. The one on that we've got on on our agenda and then one is just another.

One I'm curious about is a tire wash system. I, don't know what that is, and that's that's. A mere fifteen hundred bucks.

So we're looking at two two separate things, so the um the level ice and the fast ice are included, as this is the base that we need to have for the Zamboni. Everything on that second page is additional equipment. We may not need it. We may decide that we don't want it, but we want it included in the purchase price so that as they're building it we have the ability to um to fund it. If, if it's determined that it's needed well,.

Just hope that we do challenge some of these additions here for the cost just to see if it is necessary for us or just up charges that that we're going to get to purchase this thing. So thank you, foreign.

Manager Mack, so this 65 000 in is contingencies, possibly correct.

Additional things that um we we may want to consider, uh for example, the the lithium ion battery versus lead acid. You know that's something that we will rely on our Consultants to guide us on what's necessary and what's not.

So possibly it could cost 132 000, roughly correct unlikely, but but possibly somewhere in the middle. This.

Is all inclusive uh the the 197.

So it would give councilman, Bueller and or any other councilman a chance to uh find the answers on some of these add-ons and well.

Find the answers on that and report back to the whole Council um I've never bought a new Zamboni I, don't know about any of you either, and so we want to make sure that we get it right for the facility that we have. You got three of them in your garage right, um so we rely. You know, that's why we hired Dave and Paul was to help guide us on these decisions and Dick Strasberg, as our owner's rep was involved in this recommendation as well.

It starts at 7, 30 and my lovely wife is a part of that cast and she said if I don't convince some people to go I'm and just don't come home tonight. So.

Great for the community and it I think they're what they typically what they do. Just so everybody understands is the money that they raise goes to typically working on uh improvements for the DD Miller Auditorium this this year. It's a stage, improvements, I, guess and they've done. You know in the past, they've done air conditioning systems and seating and all kinds of things that most of us, probably wouldn't notice, but a lot of folks, a lot of good folks in our community volunteer their time. It's a three-week commitment and they it's every day.

Every night, they're, they're, practicing and so it'd be great to see as many people as possible come to the show and enjoy it. It's I've been to it, I've been in it actually a couple of times and and they somehow wouldn't let me back but anyway, please do if you get a chance and I do have tickets with me here this evening in case anybody like to purchase some. You mayor first just a reminder that the South Dakota Municipal League conference is in Watertown this week. So if you have an opportunity to get out to the event center and take in uh some of that, that's great I believe the city of Watertown is getting an award at the safety luncheon thanks to Bobby and Darcy in the HR department. We appreciate them also a reminder that on October 12th at 3 30 PM, we will have our CIP meeting and discussion and then on October 17th.

We will start our meeting at 3 30 that day and we'll start with budget and then hopefully we'll be wrapped up with budget and times take a little break and then move into the council meeting. Thank you.
