grow

under

partner

recommended

undercook

potential

event

have

Southport

proposal

year

digital

facility,
so
some

that's
come

Obviously
that
needs

remain
commercial
in
confidence
for
this
discussion,
and
if
people
want
to
engage
a
little
bit
more
on
that
proposal,
then
and
there'll
be
the
option,
obviously
to
go
into
closed.

recap

terms
of
the
discussion
that
we've
wanted
to
have
today
and
where
this
has
come
from.
So
in
November
last
year
we
had
the
information
session.
I
think
it
was.
Everybody
here
was
present
for
that
to
present
where
we
had
got

with
the
hotter
2030
master
plan.
So
the
concept
designed
the
staging
and
the
functional
brief
and
out
of
that
discussion,
and
in
particular,
when
we
were
talking
about
the
projected
costings
for
the
new
Lyric
Theater,
so
around
300
or
330
million
dollars,
and
then
also
the
convention
facility.

Alongside
the
discussion
continued
around,
should
we
be
re-looking
as
council
at
other
opportunities
to
partner
with
externals
to
further
develop
the
hotter
Precinct.
Obviously,
this
would
be
the
kind
of
development
that
that's
why
it's
called
Allied

sympathetic
and
respects
the
cultural
essence
of
the
precinct
and
in
terms
of
Allied
industry
uses,
there
was
the
2017-18
resolution
from
Council
that
council
did
not
at
that
time
want
to
look
at
commercial
development
of
the
site.

opportunity

re-look
at
that
consideration
and
what
we
consider
to
be
appropriate

but
the

we

to

plan
and

is
obviously
a
concept
design
staging
a
functional
brief

that
next
stage
of
hotter.

the
mid-level
review,
which
happened
last
year,
we
also
discussed
that
meeting
potential
uses
of
site
B,
which
was
previously
shown
during
the
master
plan,
which
is
the
six
hectares
to
the
west
or
France
bundle
Road
for
Allied
Industries
and,
as
Jeff
said,
notably
in
education
sector
interest
in
film
and
digital
school,
just
to
revisit
or
just
kind
of
go
through
it.

We
looked
on
the
21st
of
November,
which
is
the
kind
of
revised
2030
master
plan
and
noting,
in
the
report,
we're
looking
to
come
back
to
council
sometime
earlier
this
year
to
present
the
2030
master
plan
in
more
detail,
but,
more
importantly,
the
business
case
in
regards
to
the
operating
model,
and
things
like
that
which
we
spoke
about
on
the
21st
November.
But
these
are
the
parts
in
essence,
it
has
all
the
things
the
master
plan
has
over
the
history
of
the
project.

happened
is
the
car
parking
in
this
proposal
has
been
decoupled
from
the
performing
arts
building
and
is
now
an
on-grade
solution.
So
there's
a
thousand
car
parks
on
grade
which
was
different
from
what
we've
seen
before
with
regards
to
the
structured
car
parking
Incorporated,
both
on-grade
and
in
structure.
So
the
sites
that
we
spoke
about
on
the
21st
were
sites
B1,
B2,
B3,
of
course,
no
yeah,

through
the

that's

the

parks
are
all
the

areas

proposing

expression
of
interest,

market

able

provide

us

kind

leading
you

digital
Film
Production
screen
school
and
which
we
can
assess
and
bring
back
the
council
and
put

through
a
market
process.

believe
is
a
leading
University,
a
leading
University
is
has
approached
us
to
seek
a
digital
production
School.
The
facility
could
include
film
television,
podcast
media
and
all
the
latest
Technologies
to
support
that
and
to
allow
students
access
to
Leading
Edge
technology.
It
does
have
a
strong
alignment
to
the
city's
film
industry
and
long-standing
tertiary
education
sector
here
on
the
coast.

could
be
great
for
reintroducing
its
National
schools
or
or
building
on
International
students
again
potentially
generate
Australian
screen
content
producing
the
Gold
Coast
and
also
build
up
from
the
Grassroots,
which
is
very
aligned
to
hotter
itself,
would
be
mutually
reinforcing
our
existing
cultural
assets
and
hopefully
create
better
activation
to
the
site.

more
24-hour
or
daytime
presence
of
the
fight
and
potentially
Drive
revenue
streams
within
the
precinct.

a
timeline
is
subject
to
council's
decision
without
producing
an
eoi
documentation
out
to
Market

April
some
evaluation
in
the
middle
of
the
year
and
a
report
back
to
Council
on
the
outcome
of
the
Eli

September,

the
report,
there's
probability
advisors.

is
an
evaluation
plan
that
being
developed
and
things
like
that
and
depending
again
on
the
decisions
in
September
or
later

the

we'd
move
into

more

more

tender

with

proponents
or

single
depending

of
the
eoi
and
the
next
one

our
industry

support

of
encouraging

tertiary

of
the
side
and
that's
been

just
want
to
make
sure
that
what
came
out

workshop

include
the
other
two
sites,
because
I
think
that
that
isn't
a
reflection
of
what
happened
to
the
workshop
and
I
wouldn't
want
the
public
to
believe
that
we've
committed
to
all
three
sides
without
knowing
what

master
plan
looks
like.

elements

the

Arts
Center
and
the
border,
the
Border
site,
and
that's
due
to
come
to
council.

in
the
next

or

really

love

that
we've
taken
a
site
that
belongs
to
the
city,

attract

long-term

someone
in
a
targeted
industry
and
that
sort
of
public
private
partnership
is
pretty
rare,
but
I
think
it's
a
model
that

see
more

whether
it's
this
sort

site

other

in
the
city

hope
that
this
process
as
we
go
through
it,
can

prepare
us
and
give
us
good
experience

delivering

sort

important,

Allied
industry

would
be
something
that

help
activate

site

was

of

the

item

for

case

I
appreciate
the
Allied
industry
in
another
industry

another
entity
coming
and
investing
on
our
side,
I
remain
very
cautious
about
the
future
development
of
this
side.

can
see
what
a
business
case
looks
like

any
thing
came
out
of

workshop,
it
was

think
caution
from
the
majority
of
the
councilors.
In
regards
to
making
sure
that
if
we
invest
any
more
of

city's
money

cultural
Precinct,
we
do
that

carefully

knowing
full
well
what
the

costs

future
investment
would

on
lows
to
come
out

today's
meeting
with
the
residents
that
I
represent
thinking
that
I
am
full
steam
ahead
with
a
half
billion
dollar
investment
in
additional
cultural
outcomes.

probably

waypoint

master
plan
where
the
council
laws
need
to
be
cautious

what
that
might
look
like

if
we
go
all
the
way
back
to
the
original
master
plan,
that
was,
there

car
parking

and
lots
of
landscaping
and
there
was
connection
via
a
green
bridge
across
to
Chevron
Island
and
parking,

maybe
some
activation
over
there
as

think

just
need
to
be
cautious
about
how
far

stepping
away
from
the
original
intent
of
the
master
plan.

observation
is
just
in
regards
to
the
B1
section.

is
frighteningly
close
to

church

arbor
that
was
planted
in
the
80s
by
Lex,
Bell
and
I
think
that
we
need
to
be
really
really
cautious
about
how
the
interface
of
any
built
development
in
that
area
actually
activates
the
site
and
I'd
be

appreciate

sentiment
expressed
by
councilor
Owen
Jones,
but
we
are
expecting
an
update
report
early
this
year.
Well,
before
we
consider
anything
else,
we
get
the
business
case,
so
we

business
case

next
couple

months
and
that
will
outline
I'm
sure
the
ongoing
operational
cost.
But
why
I'm
supporting
this
motion
today
is
in
the
hope
that
we
can
develop
and
continue
to
develop
our
cultural
Precinct
without
an

a
massive
injection
of
rate
payers
funds
to
the
tune
of
the
half
a
billion
dollars.

That's
been
mentioned,
I,
don't
think
you'd
get
a
hand
up
in
this
room
to
allocate
half
a
billion
dollars
at
this
point
in
time.
It's
not
even
up
for
consideration,
and
nor
will
it
ever
be.
In
my
view,
it's
it's
just
untenable,
because
there
are
cost
of
living
pressures
that
everybody
is
feeling
that
are
bearing
down
on
everyone
and
for
me
for
the
further
development
of
this
site.
