A
Absence,
as
I
just
said,
we've
got
councillor
pete
young
who's
moved
an
apology
for
councillor
peter
young
seconded
by
councillor
gates,
all
in
favor
against
carried.
A
The
confirmation
of
minutes
and
a
couple
of
other
items
are
starred.
I
didn't
even
want
to
unstar.
A
A
All
right
6.1,
I
actually,
I
actually
thought
it
was
start
and
I
told
councillor
typo,
but
did
anyone
actually
have
any
questions
on
that.
B
B
I
received
donations
in
2008
of
1410
and
in
2014
1850
and
in
2016
1850,
which
was
refunded
in
full,
but
I'm
seeking
permission
to
participate
because
I
have
had
no
discussion
or
contact
with
place
design
this
term
about
any
matter
and
am
interested
in.
B
Sorry,
sandwiches
cemeteries,
oh
cemeteries,
no,
the
the
progression
of
the
what
is
it
called.
B
A
A
All
right
so
can
we
just
bring
up
the
details
of
that
again
on
the
screen?
Just
briefly
so,
council
gates,
it's
that's,
not
prescribed
it's
a
declarable.
It's.
A
Okay,
would
someone
like
to
move
anything
in
relation
to
that?
Otherwise,
councillor
vorster.
C
C
A
All
right
we'll
take
the
vote
on
that
all
in
favor,
councillor,
hamill,
councillor,
owen
jones,
council
divorced
councillor,
pauline
young
councillor,
o'neill,
councillor,
caldwell
against
and
council
gates
did
not
vote
all
right.
So
in
relation
to
6.1
did
we
have
any
questions
moved
by
councilloran
jones
seconded
by
councillor
vorster,
you
want
to
speak
to
it.
It's
essential
and
vital.
A
D
A
A
So
actually,
this
matters
enclosed
on
grey
paper,
obviously
because
it
impacts
the
council
budget.
A
A

A
A
A
E
A
B
Sorry,
just
a
no,
not
a
formal,
general
business
item,
just
some
information
chairman
through
you
to
the
director.
I
understand
that
one
of
the
state
members
asked
for
a
briefing
on
a
development
application
that
we
are
yet
to
receive
a
briefing
on
and
I'd
like
to
know
if
that
has
been
agreed
to
and
if
so,
why?
D
Through
you,
mr
chair
councillor
gates,
we
we
were,
we
did
receive
a
request
for
briefing
that
was
held
earlier
this
week.
We
approached
it
as
we
would
any
other
person
from
the
public
that
that
does
happen.
Sometimes
it
was
a
very
basic
briefing
on
the
stage
that
the
development
application
is
up
to
officers
have
not
done
and
have
not
completed
their
assessment
yet
so
it
was
just
yeah.
D
Basically,
a
information
request
has
been
sent
at
this
time
and
we're
still
waiting
for
officers
to
to
complete
their
assessment
so
that
that
did
occur
on
and
was
tuesday.
A
The
chair
of
planning
was
there
once
once
it
became
apparent
that
the
meeting
was
going
to
occur
and
the
nature
of
who
was
involved.
I
felt
it
was
appropriate
for
me
as
the
chair
to
be
there.
Thank.
A
A
The
officers
were
excellent,
so
the
the
briefing
was
led
by
lara
who's,
the
ec
of
major
assessment,
and
it
was
a
very
general
briefing.
There
was
no
nothing
said
that
was
of
any
concern
to
me
or
the
director
about
where
the
matter
was
up
to.
It
was
basically
a
race
down
version
of
giving
the
the
local
mp
a
summary
of
what
the
application
was
all
about,
and
what
some
of
the
topics
of
the
request
for
information
were
and.
B
Did
the
the
local
mp
declare
a
conflict
of
interest
or
a
declarable
conflict
of
interest
at
that
meeting?
No
okay.
Thank
you.
A
A
I
just
did
the
maths
before
it's
been
four
years
and
four
months
now
in
the
chair
since
the
commonwealth
games
in
2018.
So
we
haven't
changed
the
chairs,
the
not
that
not
this
chair.
We
haven't
changed
this
chair
at
all,
but
we
haven't
changed
the
people
sitting
in
that
chair
very
frequently,
and
obviously
this
is
a
fairly
major
moment
for
the
organisation
and
for
the
directorate.
So
it's
worth
reflecting
on
and
thanking
alicia
for
her
term
and
tenure.
A
I
have
prepared
a
few
small
gifts
because
I
actually
felt
like
there
was
probably
given
the
nature
of
the
new
task
that
you
might
need
somewhat
of
a
survival
kit.
So
the
first
gift
is
a
bottle
of
gin.
A
Difficulty
in
consumption,
let
me
know
thank
you
in
case.
You
need
to
take
out
your
frustrations,
appreciate.
A
Many
of
you
will
know
that
alicia
has
like
a
huge
amount
of
particular
food
allergies
and
takes
particular
care.
I
was
almost
tempted
to
buy
her
a
bunch
of
celery.
Yes,
that
would.
A
D
Thank
you,
mr
chair.
Thank
you
councillors.
Look.
I
appreciate
that.
There's
been
a,
I
think.
Sometimes
you
think
it's
gone
quick,
four
and
a
half
years,
but
it's
we've
done
a
lot
and
I
think,
probably
just
for
me
just
thank
you
for
the
support
that
you've,
given
particularly
my
team
in
this
room,
because
it's
not
easy
jobs.
D
I
think
all
of
our
team
have
very
difficult
jobs
and
what
I
have
really
enjoyed
seeing
in
our
team
over
the
last
four
years,
is
the
confidence
build
in
this
room,
and
I
think
you'd
probably
all
agree
that
the
quality
that
our
team
do
present
continually
to
this
committee
is
is
of
a
high
standard
and
I've
really
enjoyed
particularly
watching
our
younger
team
members,
come
in
and
gain
the
confidence
from
this
room
and
you've
all
supported
that.
So
I
really
appreciate
it
and
have
certainly
appreciated
the
challenge
of
the
role.
D
It's
been
a
challenging
four
and
a
half
years,
but
I'd
like
to
think,
and
I
would
hope
that
we've
made
improvements
and
and
the
directorate
is
better
than
when
I
started,
and
I
think
that's
all
you
can
really
hope
for,
and
I
I
look
forward
to
the
new
challenge
with
my
new
team.
We've
had
a
quick
update
and
a
quick
briefing
yesterday
catch
up
with
a
new
team
and
from
what
I
saw
everyone's
really
excited
in
that
space
as
well.
So
looking
forward
to
it
and
thank
you
all
again
appreciate
it.
B
Thank
you
because
I'm
deputy
chair,
but
more
so
because
I've
watched
your
growth
alicia
from
when
you
were
a
very
young
woman
and
you've
been
incredibly
impressive
and
so
very
helpful,
and
I
know
the
struggle
you
had
when
you
first
came
back
with
the
total
revamp
of
your
team
and
I'd
have
to
say
sitting
on
this
side
of
the
chamber.
It
is
a
noticeable
improvement.
B
I'd
also
like
to
congratulate
peter
cramp
this
morning
on
his
presentation.
It's
not
just
the
young
people
that
are
showing
confidence
and
improving
it's
people,
who've
been
with
the
organisation
for
many
many
years,
who's
who've
adapted
to
your
latest
leadership
style,
and
you
so
deserve
this
opportunity
ahead
of
you,
and
I
hope
we
can
still
call
out
to
you
from
time
to
time
absolutely
planning
matters,
because
your
level
of
expertise
is
is
vital
to
the
organisation.
So,
thank
you
sincerely.
F
Thank
you
and
again
to
reiterate
what
councillor
gates
said,
but
also
for
me
too.
I
wasn't
on
the
planning
committee
in
my
first
term
and
in
my
second
term,
I've
felt
the
growth
that
I've
had
during
that
period
of
time
with
the
planning
side
of
things.
But
for
me
I
think
one
of
the
shining
things
is
with
all
the
decisions
we
make.
Is
that
the
amount
of
young
officers
that
are
coming
through
now
that
you
know
I
get
fortnightly,
briefings
and
there's
a
lot
going
on
the.
F
I
feel
very
confident
in
making
decisions
that
I
need
to
make
at
the
time
or
here
on
the
floor
with
the
with
the
information
that
they're
giving
their
explanations,
how
they're
assessing
things
and
and
not
just
based
on
that,
but
for
the
whole
of
the
city,
and
I
feel
quite
confident
when
I
sit
in
this
room
that
we're
being
guided
by
the
best
possible
information
to
come
out
of
the
department.
E
Thank
you,
alisha
I'd
like
to
thank
you.
You've
always
been
very
responsive
when
we've
had
questions,
I
definitely
look
forward
to
supporting
you
in
your
new
role
and
wish
you
the
best
of
luck
in
that,
and
I
also
look
forward
to
supporting
nick
maguire
as
he
steps
into
your
shoes,
which
is
going
to
be
quite
interesting
to
watch.
E
D
You-
and
I
should
I
should
have
said.
Obviously
I
have
absolute
full
confidence
in
nick
and
he'll.
Do
a
wonderful
job,
nick's,
a
incredible
leader
and
he's
shown
in
his
been
a
year
yet
nick,
it's
been
maybe
nine
months-
nine
months
in
this
council
of
just
what
he
can
do
in
that
leadership
space
as
well.
So
for
me,
I'm
very
comforted
by
obviously
my
team
being
supported
and
mick
and
richard
as
well
are
amazing
leaders
in
and
zara,
as
well,
obviously
sitting
over
there
who
helps
us
every
committee.
