Our
long-range
facility
plan
is
part
of
our
strategic
plan.
It's
one
of
the
ways
that
we
use
to
create
our
priorities
for
our
facilities
in
our
district.
It
is
also
the
preceding
document
to
the
long-range
financial
plan
so
upon
approval.
We
would
create
our
long-range
financial
plan
that
also
talks
through
what
we
need
to
do
for
our
long-range
facilities
plan.

Knowing
that
we
were
going
to
be
going
through
a
pretty
significant
strategic
Plan
update
last
year,
we
did
not
present
a
long-range
facilities
plan.
We
were
also
going
through
some
work
that
we
wanted
to
do
so
this
is
going
to
be
kind
of
putting
us
back
on
track.
I
do
want
to
just
start
by
saying
that
our
long
range
facilities
plan
is
just
a
guide.
This
is
just
kind
of
what
we
see
things
based
on
the
condition
that
we
get
right.

Now
we
work
with
our
demographer,
which
presents
to
the
board
an
updated
annual
enrollment
analysis.
Every
December
so
should
conditions
change,
such
as
they
did
over
the
last
couple
years
with
the
impact
of
kobit
covid.
We
would
change
those
as
well
and
then
sometimes
other
things
just
happen
as
well.
The
other
piece
that
I
wanted
to
share
is
that,
since
we
started
the
long-range
specific
facilities
plan
over
the
last
couple
years,
I
think
in
2014
or
2013,
we
have
always
had
a
10-year
plan
for
our
facility,
recycle
schedule.

That
is
what's
included
this
year
as
well.
Over
time
we
might
be
changing
that
to
A
Five-Year
Plan,
just
based
on
more
of
our
needs.
Kind
of
the
10-year
plan
is
something
that's
worked,
it's
what
the
district
has
worked
as
well,
but
in
2014
we
had
some
Consultants
that
really
advise
the
district
that,
on
an
annual
basis
from
our
general
fund,
we
should
have
about
four
million
dollars
in
expenses
for
to
upkeep
with
our
facilities.
We've
been
making
it
work
on
two
million
dollars
and
and
that's
just
a
little
bit
to
our
staff.

That's
us
trying
to
be
as
a
good
fiduciaries
of
our
dollars
as
we
can
to
be
able
to
stretch
what
our
facility
needs
are,
but
we
may
share
that
as
well.
So
I
will
now
kind
of
go
through
just
a
brief
summary
of
some
of
the
major
projects
that
we
are
seeing
as
immediately
in
our
long-range
facilities
plan
and
I
apologize
for
scrolling.
If
you
get
motion,
sickness
I
am
sorry
about
that,
but
really
a
couple
of
pretty
big
significant
projects
for
us.

First
and
foremost
in
2018
or
2019,
we
had
created
a
task
force
to
talk
about
the
continued
growth
for
Early
Childhood
special
education
services.
That
task
force
had
recommended
three
locations
for
North,
Middle
and
South
part
of
town
to
be
able
to
have
access
to
Early
Childhood
special
education
services.
Those
are
they've
been
centralized
at
Agassi.
Until
this
point
with
the
couple
of
satellite
campuses
based
on
how
we
had
classroom
spaces,
we
added
four
rooms
to
Longfellow,
so
that
project
is
complete
and
done.

Last
year
we
proposed
to
the
board
addition
to
Hawthorne
Elementary
School.
We
put
a
pause
on
that
solely
Because
by
the
time
that
all
of
the
work
was
done
and
ready.
The
market
just
wasn't
favorable,
given
where
Supply
and
labor
was
at
that
point
and
that
we
were
going
into
the
winter
season.
So
we
want
to
continue
with
the
Hawthorne
project
and
then
the
intention
would
be
what
if,
whenever
we
do
build
the
next
South
Side
Elementary
School,
which
we
will
need.

We
build
a
addition
onto
that
building
as
well,
or
we
make
sure
that
we
have
space
to
accommodate
Early
Childhood
special
education
services
in
Far,
South
Fargo.
So
that's
what
that
first
piece
is
selling
the
former
district
office.
Is
there
building
use
of
ancillary
programming?
Those
are
kind
of
standard.
The
North,
High,
School,
track
and
field
is
on
its
way.
You
can
start
seeing
it
takes
shape
at
North,
High
School
still
a
ways
to
go,
but
grateful
for
that
work
and
the
north
high
booster
club.
That's
really
assisted
with
that
as
well.

Agassi
and
Dakota,
high
school
and
adult
education.
We've
talked
about
that
as
well.
Trying
to
find
a
place.
That's
going
to
be
the
best
home
for
for
Adult,
Ed
and
Dakota
High
School
paired
together
in
the
future.
I
I
want
to
focus
more
on
just
future
School
sites
and
then
mainly
resolving
the
South
Side
enrollment
increases.

But
if
you
kind
of
look
earlier
into
where
our
enrollment
analysis
is
and
where
we
are
now
we're
already
starting
to
hit
those
numbers
that
we
were
prior
to
the
boundary
changes
that
were
made
additionally,
we
have
always
been
in
a
predicament
as
a
district
because,
prior
to
me,
starting
in
2018,
the
fall
of
2018
I
believe
earlier
that
year,
in
sometime
that
spring
or
summer,
the
district
purchased
about
80
acres
of
property
on
south
of
76..

At
that
time,
what
was
discussed
were
the
potential
of
that
property
to
be
used
as
a
future
site
for
an
elementary
school
and
or
middle
school.
Should
that
need
a
rise
and
again
as
a
district,
we
are
really
fortunate.
As
a
sub
entity
of
the
government,
we
don't
pay
holding
tax
if
we
have
an
opportunity
to
purchase
property
ahead
of
time
as
well.

Well,
the
situation
that
we're
in
right
now
is
Bennett
is
already
very
much
near
or
over
the
target
enrollment
that
we
want
for
that
building
and
we
are
going
to
need
a
elementary
school.
Sooner
than
later,
we
can't
build
on
the
property
that
we
own
on
76,
although
it's
a
great
location
until
the
diversions
figured
out,
because
if
not,
we
have
to
be
able
to
accommodate
the
flood
protection
measures
that
we
have
to
put
in
place,
which
comes
at
a
significant
cost
to
the
district
as
well.

I've
said
this
before
and
I'll
say
it
again,
you
know
I
think,
no
matter
what,
unfortunately,
just
the
nature
of
being
a
linear
City
where
we're
fighting
against
developers
and
City
infrastructure
and
the
school
district.
It's
a
it's
always
a
chicken
and
an
egg
situation
about
who
goes
out
there
first,
because
one
has
the
implication
of
the
other,
not
only
in
which
is
the
starting
point
of
a
slippery
slope
of
individuals
moving
out
there,
but
then
there's
also
things
of
consider
like
specials,
City
infrastructure.
Things
of
that
nature
as
well.

I
think
that,
no
matter
what
building
we
build,
we're
not
going
to
be
far
south
enough.
So
now
we're
in
this
situation
with
where
do
we
do
Bennett
is
currently
on
58th.
We
have
land
on
76,
but
we
can't
build
there.
So
we
have
to
figure
that
piece
out.
There
is
land
that
is
flood
protected
west
of
the
interstate
kind
of
South.

By
that
Walmart
on
64th
we
don't
think
it's
necessarily
best
to
build
an
elementary
school
there
now
for
the
purposes
of
supporting
Bennett,
because
Kennedy
still
has
space,
and
we
expect
that
side
of
the
interstate
to
continue
to
grow
as
well
and
after
Kennedy's
filled,
and
then
you
start
going
west
of
the
interstate
and
I
know
I'm
sharing
a
lot.
So
hopefully,
there's
a
lot
here
that
I'm
trying
to
pack,
but
as
if
you
go
west
of
the
interstate,
we're
going
to
need
a
school
down
there
down
the
road
as
well.

So
what
administration
is
proposing
with
all
of
that
being
considered?
Also
knowing
that,
when
we
had
a
task
force
to
look
at
the
boundary
changes
that
the
board
approved
recently
over
the
last
couple
of
years,
our
community
and
our
board
resoundingly
said
that
they
never
wanted
to
split
up
or
to
the
best
of
our
ability.
They
want
to
keep
a
middle
school
high
school
feeder
pattern.
So
that
means
all
middle
school.
Kids
go
to
the
same
high
school,
well
in
a
linear
City
with
where
the
conditions
are
right.

That's
big
enough
for
a
high
school
east
of
the
interstate,
so
part
of
what
you
see
in
the
long
range
plan
is
to
look
at
potentially
purchasing
land
west
of
the
interstate
south
of
near
where
that
Walmart
is
or
if
you
know
where
the
Sanford
Sports
Complex
is
going
to
be.
If
there's
going
to
be
opportunities
there
for
a
future
high
school
that
Discovery
would
feed
into.

We
are
proposing
that
at
this
time
to
accommodate
the
needs
of
all
three
we
look
at
potentially,
where
that
we
have
land
it's
about:
eight
Acres,
directly,
east
of
Davies,
between
Davies
and
Dakota,
Dakota,
Boys
and
Girls
Club.
There
has
been
a
property
or
Dakota
Boys
and
Girls
Ranch
right.
Sorry,
aside
from
my
peripheral
I
apologize,
there
we've
done
work
when
we
were
going
through
the
boundary
changes.

Seeing
is
there
an
opportunity
to
build
a
middle
school
there,
and
some
of
that
work
has
already
been
done
in
the
past
in
this
long-range
plan.
Administration
would
say
that
our
best
bet
right
now,
given
the
conditions
that
I
just
outlined
would
be
to
build
a
middle
school
there,
but
don't
open
that
middle
school
as
a
traditional
six.
Eight
school
open
that
middle
school
as
a
589
building
to
provide
assistance
to
Bennett,
which
is
on
58th.

This
would
be
on
73rd,
provide
a
assistance
to
Discovery
and
provide
a
assistance
to
Davies,
and
then
once
we
need,
or
once
the
diversion
is
figured
out.
We
built
that
elementary
school
that
we
can
on
76.
So
then
Bennett
would
have
another
South
Side
option,
just
where
we
planned
on
on
the
land
that
we
own
and
then
we
will
see
how
enrollment
patterns
hold
up
as
we
need
we'll
build
the
next
high
school
and
for
Discovery
Middle
School
to
go
into
and
once
that
high
school
is
built.

This
building
that's
directly
east
of
Davies
would
then
become
your
traditional
6-8
school
that
feeds
into
Davies
High
School.
It
is
very
close
to
Davies,
so
the
concept
would
be
very
similar
to
what
West
Fargo
Public
Schools
is
doing
with
liberty
and
Cheyenne
sharing
athletic
facilities
and
things
of
that
nature
on
that
property.
But
that's
probably
the
biggest
piece
again
lots
to
unpack
there.

been

scrutiny

the
past
number

transition
years

think
that's
a
very
Innovative
approach
using
taxpayer
dollars
wisely
and
moving
up
fifth
graders
a
little
bit
earlier
from
Bennett,
so
you're
you're
lessening
transitions,
it's
clunky

admit

is

an
Innovative
approach.

was
visiting
with
several
Bennett
students
today
and
I
said.
How
are
things
going
at
your
school
and

I
said
it's
busy?
Isn't
it

actually
had
kids

knew
exactly

enrollment
was
in
their
school,
so
their
parents
are
talking
to
them.
A
couple
of
them
said
we
have
650
kids
in
our
school
right
now
and
we're
going
to
have
700
pretty
soon
and
I
thought
wow.

This
is
a
community
conversation
and
I
think
this
is
a
responsible
approach
as
a
first
reading
to
put
that
out
there
and
then
get
some
feedback
from
our
community.
It's
it's
different
than
what
we're
used
to
in
the
in
the
near
future
or
in
the
the
pre
the
near
history,
but
we've
done
it
before
it's
not
ideal,
it's
not
final,
but
it
is
effective
as
a
transition
strategy
and
that's
the
reason.

that
the
board
would
approve
the
first
reading

follow
proper
procedure

formalize

we

a
guiding

There's
nothing!
That's
set
in
stone
here
that
there's
nothing
in
here
that
initiates
a
project.
This

just
kind

where
are
we
going

then,
when
the
time
is
right
to
initiate
the
project,
then
we
do
that.
That's
when
it
comes
to
the
board
to
work
with
Architects
and
work
with
the
bids
and
then
oftentimes.

Sometimes
that's
when
we
get
feedback
right
when
it
starts
for
lack
of
a
better
term
to
some
people
starting
to
get
real.
But
the
challenge
is-
and
we've
kind
of
went
through
this
with
the
last
couple
years
or
with
the
boundary
changes
as
well,
is
that
Administration
needs
a
guide
post
on
where
to
concentrate
our
time,
energy
and
efforts.

if
we
concentrate
on
this
model
and
then
something
gets
flipped
because
the
values
flip
and
then
something
flips
back,
that's
a
little
bit
of
challenge
for
us,
and
so
it's
the
long-range
planning
piece
is
a
tool
used
in
strategic
planning,
just
to
kind
of
make
sure
that
we
say
like.
We
know
that
there's
so
many
factors
that
go
into
where
schools
are
located
and
people
won't
always
be
happy.

what
are
the
factors
on
what
you're
making
this
decision
on-
and
this
is
a
lot
of
this-
is
based
on
that
consistent
feeder
pattern
and
what
we're
seeing
right
now
too,
but
I
can't
guarantee
you
that
you
know
in
between
these
meetings.

you'll
get
all
the
feedback
you
want,
and
it
won't
happen
when
the
project
becomes
real,
because
that
could
happen
too
so
I
just
don't
want
to
allow
for
that.

west

Walmart

know
why

it

our
immediate
problem

in
the
elementary
school

sort
of
doing
this
roundabout
way
to
do

why
is
that
land
not
suitable

elementary
school
now

solve
the
benefit
problem,

we're

an
elementary
school
down

move
back

forth
right
and

that's
closer
to
64th
than
it's
on
58th,

encatchment
area

you'd
be
able

capture
wouldn't

even

south

off

get
to

the
way
one
of
the
guiding
principles.

in
our
long-range
facilities
plan

that
we
don't
start

build
a
new
building
until
you

percent
of
the
students

occupy

good
fiduciary
sense,

the
problem

that
is
you're
already

percent
too
far
north

infrastructure

to
keep
coming

west

the

development

it's
still
not
as
South
as
far
south
as
we'd
like,

the
other
piece

Kennedy

located
over
here
as

right
across

Bennett's

last
year
of
changing
the
boundaries,

example,
made
a
difference

about
a
classroom
size
of
kindergarten
at
Bennett
Bennett's
at
six
sections
of
kindergarten,

some
space
for
some
students
within
the
classrooms.
So
without
that
little
adjustment
we
made
last
year,
we
really
would
have
felt
it
even
very
packed.
So
that
was
helpful.

we're
going
to
continue
to
inch
over
that
in
the
near
future.

that
was
a

always
fun
to
get
in
a
room
and
talk
about
data
with
someone
who
has
an
equal
appreciation

that's
