we
see

changes?
This
week
is
no
exception.
It's
kind
of
been
this
way
for
the
past
few
weeks
and
that
the
average
time
to
date,
a
cap
is
around
the
same.
We
don't
really
have
any
increase
or
decrease,
which
is
fine,
we'll
be
investing
heavily
this
next
year
and
same
thing
with
first
response.

much
if
we
were
to
say
the
program
is
reaching
like
this
natural
state
of
these
elements
and
anything
we
want
to
get
better
we're
going
to
have
to
really
focus
on.
So
that's
the
big
takeaway
from
the
metrics
that
we're
looking
at
now
before
we
move
on
to
metrics.

think
a
big
part
of
our
conversation
here
is
the
election
scoring
and
the
timelines.

are
pretty
straightforward,
all
right
so
for
the
notary
elections,
I
think
you
might
have
saw
we
posted
in
the
github
repository
and
what
we're
proposing
is
this
rather
than
telling
you
who
are
the
notaries
that
were
selected
today,
we're
asking
for
one
more
week
and
we
propose
this
to
give
any
notaries
that
we
sent
requests
to
in
their
applications
a
little
bit
more
time
to
respond.

what
we're
proposing
and
we
floated
there
is
rather
than
just
rush
to
announce
we'd
like
to
give
you
guys
more
time,
so
the
updated
proposal
would
be
to
allow
open-ended
scoring
for
the
next
couple
of
days
and
then
the
initial
sets
of
notaries
announced
on
the
first.
So
I
see
we
already
have
a
hand
up
galen,
I'll,

we
aggregated
the
scoring.
We
had
at
least
two
sets
of
eyes
and
in
most
cases,
three
sets
of
eyes
for
every
application
that
came
in.
We
had
over
60
applications,
which
was
amazing,
a
huge
range
of
projects
and
stakeholders
very
fun
to
like
see
all
the
different
enthusiastic
community
members.
So
we
have
taken
all
those
applications,
reviewed
them,
scored
them.

Based
on
the
rubrics,
you
can
find
the
rubrics
in
the
github
repo
and
then
generated
a
score
card
and
attached
a
scorecard
back
for
each
individual
person
into
their
application.
It
has
some
notes
in
some
cases
and
kind
of
an
average
average
score.
We
already
so
from
doing
that
yesterday,
at
the
end
of
the
day
to
this
morning
in
something
like
eight
hours,
we
have
already
gotten.
I
think
six
replies
from
applicants
with
more
detail,
which
is
great.

That's
exactly
what
we
want,
because
we
want
this
to
be
a
conversation
where
people
that
are
relatively
new
to
the
community-
or
maybe
you
know,
have
been
a
notary
for
a
while,
but
you
know
put
in
their
application.
You
know
last
minute:
we
want

give
them
a
chance
to
really
convince
us
and
the
community
that
they
will
be
a
good
notary
partner
and
giving
that
feedback
and
then
allowing
them
to
reply
to
the
feedback
and
us
to
assess
those
scores.

and
get

demand

availability
and
then
walk
back

that

rough
number

there

been
a
couple
of
interesting
proposals.

think
fat
man
tossed
out
at
least
two
which
I'll
be
talking
about
right
after
this,
that
we
discussed
in
the
previous
governance
call
that
got
me
a
little
bit.
Thinking
in
terms
of
you
know,
the
goals
are
have
a
great
client
experience,
increase
the
amount
of
data
cap
available
to
people
and
reduce
the
amount
of
time
it
takes
for
clients
to
get
to
data
cap,
and
so
in
general,
in
general,
I
found
that
the
community
was
pretty
aligned
around
having
more
notaries
overall.

In
the
past,
we've
sort
of
proposed
like
scaling
up
to
supporting
at
least
50
notaries,
and
so
I
decided
to
sort
of
take
the
math
that
we
had
done
for
the
previous
election
cycle
and
adjust
that,
based
on
how
people
had
been
able
to
leverage
the
fact
that
they
had
data
cap
and
clients
were
able
to
leverage
existing
data
cap
to
adjust,
adjust
like
percentages
a
little
bit
and
balance
a
little
bit
more
across
different
regions.
Then
come
out
with
a
number.

So

check
that
out
if
you're
interested
but
effectively
what
I'm
pitching
is
that
currently,
based
on
how
like
applications,
are
coming
in
the
amount
of
interest
that
we
seem
to
have
from
a
business
development
standpoint
the
amount
of
demand

we've
seen
being
served
and
actual
deal
making
happening
on
chain.
I'm
proposing
like
this
as
the
new
sort
of
distribution,
at
least
with
this
governance
cycle,
or
this
election
cycle,
where
europe
is
targeted
to
receive
about
20
percent.

sort
of
come
back
with
an
estimate
to
pitch
to

as

group
to
see
what

folks
think
and
if
you

is
reasonable

effectively

once
we
add

sort

were
targeting

effectively

actual
application
this
number
received.

have
sort
of
a
proposed
number
of
notaries
that
we
take
and
that
effectively
puts
us
in
a
position
where
pretty
much
every
notary,
that's
applying
from
europe
and
oceania
would
get
accepted
from
china
about
like
somewhere
between
15
and
20.

Theoretically,
like
we
want
to
go
towards
upper
bound
because
we're
having
compensation
from
europe
and
oceania
not
actually
hitting
like
well,
europe
at
least
not
actually
hitting
like
20
percent,
because
only
five
notaries
applied,
but
somewhere
between
18
and
20
for
china.
North
america
similarly
would
be
expected
to
be
around
13.
But
because
we
have
compensation,
we
could
probably
take
all
14
theoretically
and
then
asia,
not
counting
the
the
greater
china
region,
had
several
more
applications
than
in
the
past
and
so
getting
to
take.

I
think
a
lot
of
companies
working
extremely
hard
to
do
effective
business
development
in
korea,
japan,
singapore
and
different
countries,
and
so
we
want
to
ensure
that
we're
scaling
up
to
support
the
demand
and
have
regional
expertise
available
for
clients
that
are
interested
in
scaling
up
in
the
network,
and
so
I
think,
the
big
sort
of
motivations
for
pushing
such
high
high
numbers.
I
think
the
biggest
one
right
now
is
that
I
I
am
in
agreement
with.
I
think
most
people
here
that
we
need
more
loaders
like
time
to
data
cap
is
still
low.

Second,
I
think,
as
we
go
through
like
election
cycles.
The
interesting
thing
is
the
previous
election
cycle.
I
think
also
had
like
62
or

applications,
but
there
was
a
significant
amount
of
net
new
applications
as
well.
This
time
like,
for
example,
in
the
asia
region,
there
were
several
new
organizations
applying
to
big
nudists
that
have
never
applied
before
or
have
not
participated
in
the
program.
And
it's
really
good
to
see
sort
of
flash
of
like
fresh
blood
and
fresh
energy
coming
into
the
system.

Some
data
cap
run
with
it,
see
what
happens
on
chain
and
use
that
as
part
of
the
decision
making
process
like
down
the
line
or
have
that
like
directly
and
drastically
impact
their
ability
to
receive
and
use
data
cap
in
the
network.
And
in
that
same
vein,
I
think,
anchoring
towards
taking
more
notaries
and
being
slightly
less
selective,
but
instead
being
more
vigilant
on
how
they
are
able
to
serve
the
network.

Especially
with
the
introduction
of
this
new
sort
of
service
level
agreement
and
engagement,
metric,
which
has
nobody's
commit
to
a
certain
number,
I
think
we
can
be
a
little
bit
tighter
on
like
how
many
notaries
lost
through
the
duration
of
the
process
and
instead
anchor
on
taking
on
burglaries
up
front
and
so
yeah.
This
is
this:
is
my
proposal
I'd
love
to
hear
your
thoughts
if
anybody
here
thinks
this
is
reasonable.

also
appreciate
hearing
that,
because
I
think
that,
like
it
is
a
big
change
for
like
the
order
of
magnitude
at
which
we
operate
for
context
again.
Last
time
around
we
received
about
the
same
number
of
applications
and

only
about
23

24
notaries,
I

were
elected.
So
this
would
literally
double
the
number
of
notaries
and
and
and
half
the
selectivity
effectively
of
the
process,
and
so
that
is
a
big
change.

community

watching
sort

changes,

lacking
a
bunch
of
the
audit
tracking
and
sort

follow-up
process

through
our
first
few
disputes.

where
we
realize
that,
like
you
know,
it's
clear
from
unchained
behavior
that
clients
are
abusing
some
parts
of
the
system
like

active

hundred
waiting

applications
ongoing.
If

look
at
the
number
of
signatures
that
that
requires
for
each
cycle,
that's
400
signatures.

among

that
are
paying

a
lot
of
time
right,

five
minutes

scan
through
an
application
and
be

problematic

talking
