This session will feature community members from different regions who will explain how the Internet Impact Assessment Toolkit helps them evaluate the effect of specific policies on the Internet.

used
the

assessment
toolkit

assessment

analysis
of
a
proposed
social

bill
in
nigeria
and

this
session
today
we
are
going

be
learning
a
few
things
about.

how

internet
impact
assessment
toolkit
is
structured
and

secondly,

to
analyze
the
policy
development
in
your
country,
and
we
are

looking
at

case.

been
observing
is
that
the
the
internet
has
been
very
critical
in
the
in
the
in
the
development
offer
of
humanity,
and
I
think
colleagues

agree

especially
in

time

internet
was
very
critical
in
the
successes
that
we
have
seen
over
the
past
two
years
and
one
important
aspect
I
think
that
is
quite
critical-

that
the
internet
doesn't
owes
its
success
to
the
critical
properties
of
the
internet,
which
we
have
defined
in
the
internet.

important
critical
property
is
the
decentralized
management
and
the
distributed
routing
system.
The

think,
colleagues,
you
would
agree
with
me
that
the
internet
is
a
decentralized
network
and
there
is
no
point
of
single
failure,
and
I
think
this
is
quite
important
for
the
growth
and
the
successful.

that
we

today,

two
important
aspects

are
the
technology
neutral,
general
purpose
network,
which
really

not
designed
for
a
particular
use
case.
But
anyone

permitted
to
come

with
an
innovation

can,

the

I've
just
taken
a
quick
read
through
these
five
critical
properties,

if
you

each
description

some

when
we
looked
at
the
critical,
inter

critical
properties
of
the
internet,
the
five
critical
properties
that

mentioned,

realized

they
are
possibly
additional
enablers.

it
important
for
us

have
the
aspects
that
I

mentioned:
open
globally,
connected
secure
and
trust
with
the
internet
and
within
the
openness
of
the
internet.
We
are
talking
here
about
people
and
organizations
having
to
mix
and
match
technologies
without
the
permission
for
minimum
barriers,
and
when
we
talk
about
the
globally
connected
aspects,
we
are
also
bringing
here
the
a
very
critical
aspect
of
connectivity,
I
think
in
developing
countries
in
africa,
asia
and
other
developing
regions.

Availability
is,
and
accessibility
of
the
internet
is
very
critical
to
our
communities
and
when
we
say
globally
connected,
we
are
looking
at
the
internet
being
inclusive,
it's
it
being
allowing
you
know,
users
and
networks
to
be
able
to
interconnect
without
geographical
restrictions.

other
important
enabler
that
we
define
in
the
internet
impact
assessment
toolkit
is
the
secure
aspect
or
the
secure
enabler
and
in
the
secure
enabler.
We
are
looking
here
at
the
security
of
the
internet,
its
ability
to
resist
attacks.

So
you
can
talk
about
the
phishing
scams
that
comes
on
the
internet
and
many
other
things,
and
then
we
also
talk
about
an
important
enabler,
the
trust
witness
of
of
of
the
internet,
and
in
this
case
we
are
also
looking
at

internet
meeting
the
expectations
of
its
users
by
offering
a
resilient
and
reliable
base
for
applications
and
services.

improving
trustworthiness
or
the
trust
in
the
internet
makes
it
quite
possible
for
individuals
and
organizations
to
rely
on
the
internet
fully,
and
I
I
think
I
we
we
can.
We
can
make
reference
to
some
of

that
we

in

the

enablers

shaping
the
internet

making
it
open
globally.

trustworthy,
this
is,
of
course,
in
addition

the
critical
properties,
the
five
critical
properties
that
I
mentioned
in
the
in
the
in
the
first
slide.

first
discussion

just

our

hopefully

welcome
once

at
the
dear
government
organization.
What
we
do
is
that
we
try
to
analyze
and
evaluate
the
impact
of
internet
regulation
from
various
countries
on
the
sustainable
growth
and
development
of
the
internet,
and
we
had
the
real
privilege
to
implement
or
apply
the
internet
impact
assessment
toolkit
which
vern
guy
spoke
about
a
few
minutes
ago.
We
applied
this
case
in
this
toolkit
in
nigeria
on
a
specific
particular
regulation,
a
proposed
law,
the
protection
from
internet
falsehood
and
manipulation
bill
2019.

The
bill
was
proposed
on
the
house
of
senate
in
2019
and
became
known
as
the
social
media
bill
or
better
still,
the
anti-social
media
bill
as
it's
as
it
gained
such
reputation
in
social
spaces,
and
then
the
first
thing
you
want
to
do
in
terms
of
applying
a
toolkit
of
this
nature
is
to
understand
the
regulatory
context
of
what
is
going
to
what
the
toolkit
is
going
to
be
applied
to,
and
this
was
the
first
task
that
myself
and
my
team
were
involved
in
doing
supported
by
some
legal
experts
in
nigeria.

In
terms
of
the
impact
assessment
on
the
internet,
we
discovered
that
certain
specifications,
particularly
the
access
blocking
order,
the
targeted
correction
regulation
and
then
the
access
locking
order
of
this
bill
actually
threatened
the
fourth
critical
property
of
the
internet,
which
is
specifically
the
common
global
identifiers
that
are
represented
by
the
domain
name
and
the
domain
name
domain
system
and
domain
system
security
service.

And
specifically,
we
discovered
that
the
provisions
of
this
proposed
law
enabled
the
internet
to
be
enabled
access
to
certain
online
utilities
and
online
platforms
and
applications
to
be
disabled
for
a
certain
period
of
time
that
are
specified
in
regulation.
Until
such
a
remediation
process,
or
rather
a
a
correction
process,
has
been
undertaken
by
the
entity
that
owns
that
location
to
redress
or
fix
that
supposedly
false
information
that
was
said
to
have
been
transmitted
on
that
channel.

While
this
application
of
platform
remain
blocked,
individuals
who
tried
to
access
this
platform,
especially
from
nigeria,
where
greeted
with
a
message
that
this
platform
or
would
be
greeted
with
a
message
under
the
provisions
of
this
law,
that
such
a
platform
or
such
utility
had
been
taken
offline
for
floods,
floating
a
particular
regulation,
and
then
they
would
likely
be
rerouted
to
another
location
or
the
access
would
be
terminated,
their
their
resolve,
dns
operation
or
their
dns.
Access
to
the
particular
domain
would
be
terminated
abruptly
now
fast
forwarding
to
june
5th
2021.

We
saw
a
a
test
run,
what
what
is
actually
a
pilot
implementation
of
this
law,
even
though
the
bill
is
still
under
consideration,
he
still
undergoing
the
second
reading
in
the
flaws
of
senate.
We
saw
what
was
actually
a
pilot
test
of
the
accident
and
the
impact
that
such
a
regulation
could
have
on
the
nigerian.
It's
because
he
said
the
government
of
the
2021
took
the
decision
to
ban
twitter
in
nigeria.

Then
the
reality
within
which
this
ban
was
implemented
was
I
missed
the
fact
that
nigeria
is
the
most
populous
african
country.
Actually,
it's
believed
that
almost
50
of
the
population
of
africa
is
the
missouri
nigeria.
I
think
about
forty
forty
something
percent,
but
seven
percent
there
about
is
domiciled
in
nigeria
and
more
than
half
of
nigeria's
population
are
under
the
age
of
30.
So
nigeria
has
a
team
in
youth
population.

Nigeria
is
the
technology
innovation
hub,
according
to
many
sources
and
the
largest
digital
market
for
telecoms,
for
consumer
electronics
and
various
other
digital
utilities
in
africa,
and
then
you
know
the
other
context
or
the
other
reality
I
made
this
ban.
I
mean
it's
which
this
ban
took
place.
Excuse
me
the
fact
that
ict
contributes
more
than
ten
percent
to
the
gross
omega
cross
domestic
product
rather
of
nigeria,
and
so
it
was
within
this
reality
that
this
ban
was
implemented
or
was
put
in
place
in
nigeria.

Definitely
in
the
extension
of
the
internet
impact
assessment
toolkit
by
the
internet
society.
Certain
enablers
were
also
put
under
threat
by
these
particular
proposed
regulation
and
then
the
aftermath
which
was
the
twitter
ban.
The
implementation
for
this
twitter
ban
and
the
first
enabler
that
that
came
on
that
threat
was
the
unrestricted
use
and
deployment
of
internet
technologies.
We
saw
that
this
tweeter
ban
threatens
our
issues
and
technology.
Innovations
rely
on
twitter
as
a
data
source.

All
technology
services
and
all
innovations
and
products
that
integrate
apis
that
are
powered
by
twitter
or
that
are
provided
by
twitter
were
basically
rendered
ineffective
or
inoperational,
and
we
also
saw
that
the
enabler
for
easy
and
unrestricted
access
to
the
internet
also
came
under
threats
by
virtue
of
the
fact
that
no
service
or
infrastructure
that
is
twitter
based
can
currently
be
assessed
in
nigeria
without
a
vpn.

You
know
a
colleague
also
recently
shared
with
me
in
his
experience,
while
trying
to
apply
to
a
job
position,
a
job
call
that
had
been
published
by
twitter
and
then
this
was
not
possible
because
the
vpn
kept
returning
kept
bouncing
back,
and
this
application
could
not
go
too
successfully,
as
I
was
made
to
believe
so.

Amid
such
a
ban
could
endanger
the
privacy
and
confidentiality
of
data
and
information
that
is
routed
across
the
internet
through
these
platforms
it
also
compromised.
It
also
threatened
the
integrity
of
information
applications
and
services.
By
virtue
of
the
fact
that
users
seeking
to
access
twitter
and
services
are
likely
to
end
up
elsewhere
on
the
internet
outside
the
twitter
website.

We
also
saw
that
the
reliability,
resilience
and
availability
of
information
services
provided
by
twitter
was
also
put
on
that
threat,
as
well
as
a
matter
of
fact.
John
availability
of
twitter
as
an
information
source,
has
compromised
its
reliability,
seen
the
usage
statistics
of
twitter
drop
by
more
than
20
to
30
percent
in
the
months
and
weeks
that
quickly
followed
the
twitter
ban
in
nigeria.

We
also
and
more
importantly,
saw
that
accountability
as
an
enabler
of
sustainable
internet
growth
and
development
came
under
threat,
because
the
government
set
a
dangerous
precedence
by
unilateral
connection
against
the
internet,
to
the
detriment
of
other
stakeholders,
and
then
my
final
thought
on
this
matter
is
that
you
might
be
thinking.
You
know.

is
there
so
much
force
about
this
regulation
in
nigeria,
and
why
is
this
actually
an
issue
around
african
countries
like
mali
and
uganda
and
zimbabwe
and
ethiopia,
where
these
incidents
have
made
headlines
in
recent
times?
After
all,
you
might
wonder
that
europe
and
america
has
continued
to
regulate
the
internet
and
social
media
for
many
years,
so
why
should
it
be
a
problem
in
nigeria?

So,
yes,
we
must
regulate,
but
then
it
will
be
dangerous
to
pursue
such
a
regulation
in
a
unilateral
way
that
excludes
the
interests
of
other
stakeholders,
and
that
is
the
bigger
problem
in
africa
and
in
you
know,
some
other
countries
around
the
middle
east
and
in
the
horn
of
africa
that
we
have
seen
in
recent
times-
and
my
final
word
is
that
it
is
true
that
governments
have
a
very
big
role
to
play
in
multi-stakeholder
income
and
multi-stakeholder
internet
governance.

then
governments
must
realize
that
their
role
in
multi-stakeholder
internet
governance
or
regulation-
it's
not
one
of
superiority
that
gives
them
the
power
to
act
unilaterally
and
endanger
the
interests
of
other
stakeholders.
Rather
their
responsibility
and
their
role
in
internet
governance
is
one
of
responsibility
and
accountability.

parties

rely
on
the
internet
and
the
various
innovations
that
it
powers
to
attend
to
various
issues
that
transform
their
lives
across
various
fronts,
and
I
would
invite

the

toolkit
is
very
useful.
We
found
it
very
useful,
you
know
not
not.
Everyone
would
have
a
technical
background
who
is
interested
in
internet
affairs
and-
and
this
is
really
the
reality
that
characterizes
our
community-
have
people
of
different
professional
backgrounds,
of
different
educational
and
academic
backgrounds
who
have
interests
in
how
internet
affects
their
lives
in
their
various
jurisdictions,
and
then
I'm
getting
on
board.

With
this
toolkit,
we
we
we
had
on
our
team
individuals
who
did
not
have
any
technical
expertise
in
in
I.t
or
information
technologies,
as
the
case
may
be,
but
then
this
tool
was
useful
in
pointing
us
in
the
right
direction.
Now
you
know
in
doing
an
impact
assessment,
the
field
is
usually
very
wide
and
it
is
the
capacity
or
the
ability
to
narrow
the
focus
of
what
is
important
to
look
out
for
in
the
assessment
framework
or
in
the
assessment
or
in
the
environment,
or
context
under
access.

is
that
capacity
to
focus
that
makes
the
assessment
use
the
impact
assessment
worldwide,
and
that
was
where
this
toolkit.
We
found
it
very
useful
in
pointing
us
in
the
right
direction,
setting
the
critical
properties,
five
important
parameters
that
we
must
check
out
that
are
not
compromised
or
endangered
by
any
provisions
that
are
contained
in
these
body
of
laws
or
in
this
body
of
proposed
regulations.
As
the
case
was
now,
we
we,
we
found
it
useful
in
mapping.

We
were
able
to
map
specific
provisions
and
take
each
specification
of
this
body
of
law
and
then
run
them
to
each
of
these
five
parameters.
To
make
sure
that
at
no
point
does
any
of
these
specifications
or
provisions
of
the
law
or
the
proposed
regulation
endanger
any
of
these
five
critical
properties.
Now
the
fact
that
these
critical
properties
were
clearly
explained
clearly
contextualized
and
very
well
highlighted
using
case
studies
and
using
examples
in
the
body
of
work
or
in
the
body
of
content
of
the
impact
assessment
took.

also
made
it
very
easy
to
map
each
of
these
regulations
to
what,
where
the
critical
issues
that
they
were
endangering
within
the
context
of
the
internet.
So
that
was
how
we
found
it
useful,
and
then
we
have
begun
to
expand
that
understanding
with
the
recent
incorporation
of
the
enablers
in
moving
forward
in
our
in
our
analysis
and
to
expanding
this
focus
to
cover
jurisdictions
in
africa,
so
that
we
are
able
to
understand
combining
critical
properties
and
they
enable
us
for
a
sustainable
and
utilitarian
or
a
a
utopian
internet.

was
focusing
on
you

technical
assessment
that
we
can
do

at
those
critical
properties
