This

the
community
service
committee.

what
services
do
you
provide?

would

the

as
we
begin
in

I'd

to
present

for

are
the
repository
for
vital
records,
so
birth
certificates,
death
certificates,
marriage
licenses
all
are
held
within
our
office
are
some
of
our
records
date
as
far
back
as
1853
and
those
are
available.
The
older
records
are
genealogical
records,
so
they
are
available
to
anybody
who's
interested
in
doing
any
of
that
research.

those
are

some
of
the
things
that
people
come
in,
for
we
are
also
delinquent
taxes,
so
if
they
didn't
pay
their
their
property
taxes
and

the
treasurer
just
had
a
sale
last
month
for
those
those
are
then
collected

office

that's
a
period
approximately
two
and
a
half
years.
Sometimes
there
can
be
extensions
added
on
to
that.
So
we
do
collect
the
delinquent
taxes
and
we

retain
a
small
fee
of
that
most
of
it
goes
back
to
the
tax
buyer.

are
having
a
meeting

about

hour
and
a
half
with
the
department
of
state
just
to
review
our
processes
as
part

an
annual
process.

the
things
that
don't
generate
revenue

our
office
elections-
and
you
know
voter
registration
purposes
and
serving
as
the
clerk
of
the
board
so.

talk
briefly
about
things
that
we're
going
to
be
doing
in
2021.

The
april
6
consolidated
election
will
be
upon
us
quicker
than
you
think
filing
for
that
has
begun.
It
began
yesterday,
so
that
is
municipalities,
townships
parks,
libraries,
schools,
community
college
districts
and
any
referenda
that
perhaps
may
be
on
the
ballot
early
voting,
for
that
won't
happen
until
we
have
results
finalized
for
the
consolidated
primary,
which
probably
will
only
leave
us
about
a
two
week
window
for
early
voting.

However,
for
the
early
voting
for
for
residents
in
the
city
of
kankakee,
we
can
we
can
accept
applications
for
vote
by
mail
ballots
at
this
point.
We're
ready
now
so
once
the
april
6th
election
is
over
and
there's
a
couple
week
window
for
that.
As
far
as
declaring
the
winners,
we
move
immediately
into
tax
extension
as
a
as
always,
it's
our
goal
to
have
that
information
rolled
over
to
the
treasurer
by
the
end
of
april.

So
if
it's,
if
it's
the
pleasure
to
redraw
the
county
board
lines
that
will
take
place
in
in
those
months
following
that,
I
will
be
redrawing
precinct
lines
based
on
the
county
board
lines,
and
once
we
have
those
established
and
voted
on
by
the
board
as
a
whole,
we'll
be
sending
new
voter
cards
out
to
all
the
registered
voters
in
the
county
to
let
them
know
of
what
their
new
districts
are.
Not
just
county
board
districts,
but
also
congressional
district
lines.

change
and
your
legislative
representative
lines
may
change
as
well.
So
we
want
to
make
sure
that
our
voters
are
aware
of
that
and
if
there's
any
potential
polling
place
changes,
we
want
to
make
sure
that
we've
got
our
voters
well

then,
following
that
in
september
of
2021,
we
start
the
general
primary
process,
so
so
that
that
that's
that's
basically
it
in
a
nutshell.

complaints

that
was
a
big
election
in
terms
of
people
voting
early
and

would
you
do
differently

that

resource

train

the
people

what
we
do
in
the
department
from

So
I
look
forward

start
out
by
answering
a
similar
question
that
you
asked

hendrickson,
which
is
what
the
public
comes
to
our
office
for
I'll.

you
a
little
brief
overview
on
that
the
public
comes
into
our
to
our
office
for
to
apply
for
homestead
and
non-homestead
exemptions.
They
come
into
our
office
to
change
tax
bill
mailing
addresses.
We
do
control
that
database,
and
so,
if
someone
wants
to
update
where
they
want
their
tax
bill
mailed
or
their
assessment
change
notice
mailed
they
would.
They
would
do
that
with
our
department.

They
certainly
come
to
our
office
with
questions
regarding
their
property
tax
assessment
and
and
the
tax
bill
itself.
Sometimes
we
can
help
answer
questions
about
the
tax
bill,
even
though
we
don't
actually
print
the
bill
or
collect
it.
We
might.

We
also
publish
assessments
in
the
fall
and
and
the
filings
of
assessment
appeals
each
year
and
run
a
board
of
review,
which
is
a
a
third,
a
third
party
panel
or
a
three-person
panel
that
hears
the
cases
and
makes
final
decisions
on
assessments
for
the
year.
So
that's
just
an
idea
of
several
things
that
that
the
public
uses
our
office
for
beyond
that.
I'm
going
to
go
into
my
more
traditional
monthly
report.

On
november
16th,
I
believe
it
was
once
we
issued
the
tentative
decisions
on
all
appeals.
We
scheduled
the
the
last
days
for
hearings,
and
that's
that's
coming
up
this
friday
on
the
18th
of
december
and
tuesday,
the
22nd.
So
we
have
two
more
days
of
hearings
and
then
we
will
be
finished
for
the
year.

One
of
the
first
steps
in
that
is
that
my
department's
responsibility
is
to
make
sure
that
the
clerk
gets
the
abstract
in
a
timely
manner,
so
that
he
can
look
at
what
the
tax
rates
would
be
and
and
calculate
tax
rates
and
get
all
those
things
over
to
the
treasurer
and
time
to
timely
print
tax
bills.
So
it's
it's
important
that
we
do
that.

Then
once
that's
done
I'll
be
looking
to
see.
If
we
need
equal
excuse
me
equalization
at
the
at
the
board
of
review
level.
Typically,
we
do
not,
but
I
do
need
to
check
the
math
and
make
sure
that
we
didn't
reduce

much
value

state
is
going
to
give
us
a
state
equalization
factor.
So
I'll
be
looking
at
that
sometime
next

exemptions

senior
homestead
exemption.

exemption,

maintain
that
exemption
for
as
long
as
you
live
in
the
property
and
remain
owner,
because,
obviously,
once
you
turn
65,
you
will
never
be
younger
than
65
ever
again,
so
there's
no
reason
to
remove
it.

you
were
to
sell
the
property
or
you
know
something
of
that
nature.

have
to
be
65,
you

have
to
live
in
the
property,
but
your
your
house,
your
total
household
income,
has
to
be
currently
65,

we

verify
that
every
year,

that

seniors

the

would
be

disability
exemption

has

for

qualify

every
year
the
township
assessors
out
of
their
offices,
they

reimburse

county

postage
that
is
incurred
by
having
to
mail
assessment
change
notices
to
the
public.

when,

assessment
changes

something
other
than
my
equalization
or
if
it's
the
general
assessment
year
or
quad
year
for
a
particular
township,
then
we
have
to
send
assessment
change
notices
to
all
of
those
individuals.

so,

county
funds,
the
money-

spend
it
many
times-
we
are
reimbursed
by
the
township

the
cost

their

o'clock

don't

think

hearing
list

has
been
released
yet
to
the

But
I
think
that
ends
at

afternoon

we're
done

appellant

first
opportunity

speak

case
and
speak
their
mind
and
let
us

they
want

property

assessor
gets

chance

try
to
justify

it's
a
tight
schedule,

I
think
there's
enough
time
there
for
both
parties

be
adequately

forward

into
the

cases

meetings

respect

promulgating

people

first
of
all,
good
morning,
everyone
on
zoom
and
in
person
a
little
bit
about
the
recorder's
office.
I
guess
we
were
established
in
1853
when
the
county
was
established.
So
we
are
one
of
the
I
guess
originals
my
office
title
was
shared
at
that
time
with
the
circuit
clerk,
so
the
circuit
clerk
was
also
the
recorder,
and
that
was
a
process
that
went
on
until
about
the
40s
about
1944,
and
then
it
was
split
to
what
we
refer
to
as
a
peer
recorder.
I
Pure
recorder
appear
yeah,
so
the
duties
of
the
recorder
is
the
repository
of
all
land
records
in
the
county.
So
I
jokingly
usually
start
out
with.
I
have
the
dirt
on
everyone,
because
I
know
you're
dirt.
I
know
your
dirt's
been
transferred
where
it's
gone,

cats
are
not
neutered,

get
very
upset

animals

in
their

colonies,

colonies,
that
people
who
do
feed
feral
cats

issue

don't
continue
feeding
the
cats

the
cats
will
starve

wildlife
in
that
area,
which

lot

the
residents
don't
appreciate.
