talk
to
you
a
little
bit
about
what
I
feel
is
coming
today
about
12
30..
I
have
a
call
with
the
idph.

In
the
governor's
office
we
have
seen
reports
on
most
likely
mitigation
that
is
coming
back
to
kankakee
county
officially,
that
has
not
been
leveled
yet
upon
our
businesses,
but
I
wanted
to
have
a
discussion
here
at
this
committee,
because
tomorrow
I
am
going
to
have
an
emergency
executive
session
for
the
pza
committee
and
invite
all
county
board
members
to
sit
in
on
that
executive
session
and
I'll
explain
a
little
bit
about
that
in
a
minute.

So,
as
we
know,
we
went
through
this
mitigation
before
and
as
as
the
the
the
conversations
I
had
with
dr
ezekiel.
It
was
more
of
a
question
and
answer
at
that
point.
Was
you
know
we?
We?
There
was
no
data.
That
said
that
bars
and
restaurants
were
the
reason
that
we
went
into
mitigation
that
we
had
a
spike
in
increase
in
our
cases
of
covet
19
here
and
when
we
went
through
that.
I
believe
it
was
what
28
days
the
full
28.
There
was
no
data.

That
said,
that's
why
we
got
better.
There
was,
you
know
there
was
just
no
statistical
inference
of
anything
and
she
committed
to
me
that,
since
they
were
cut
through
contact
tracing,
they
have
a
new
database.
They
were
going
to
be
able
to
do
that
for
the
future
and
be
able
to
tell
where
our
hot
spots
are.
So
I'm
looking
forward
to
hearing
at
our
call
at
12
30,
where
those
hot
spots
are
because
I'm
seeing
those
mitigation
that
is
being
handed
out
is
including
the
bars
and
restaurants.

Again,
it's
pretty
much
the
same
thing.
Who
knows
we
may
get
something
else.
That's
that's
given
to
us
as
a
a
special
surprise.
So
I
I
will
say
that
that
I
I'm
gonna
start
this
all
off
by
the
governor
is
in
a
tough
spot.
Idph
is
in
a
incredibly
tough
spot,
trying
to
deal
with
something
that
we
don't
know
a
whole
lot
about,
but
we
know
a
heck
of
a
lot
more
than
we
did
when
we
when
we
started
this
whole
thing.

We
went
into
our
first
30
days
of
lockdown,
so
I
got
to
tell
this
committee
and
the
public
who's
listening,
the
last
numbers
we
have
and
I've
spent
the
the
better
part
of
of
two
and
a
half
hours
on
the
phone
between
last
night
and
today,
with
the
health
department
going
over
some
of
these.
These
statements
to
make
sure
that
I
wasn't
misrepresenting
anything
in
terms
of
public
health
and
anything
else.

So
the
last
numbers
we
have
are
for
the
15th
okay
october
15th,
and
I'm
hearing
that
you
know
via
the
interwebs
that
were
over
seven
percent,
seven
and
a
half.
Something
like
that
will
county
is
in
the
mid
eights
from
what
I'm
hearing
again.
We
don't
have
that
documented.
We
don't
have
any
transparency
on
the
data
we
never
really
have,
and
it's
never
really
matched
up
with
what
we're
seeing
as
far
as
our
numbers
locally
I'll
talk
about
that
in
a
minute.
So
our
our
data
is
three
days
behind.
Why
is
that?
C
Why
cannot
we
have?
Why
can't
we
have
the
data
as
soon
as
the
state
has
it?
Because
if
we're
we're
looking
at
and
being
judged
for
hot
spots
in
a
in
a
very
micro
environment
in
terms
of
timetable
three
days
and
then
you're
in
mitigation,
then
we
should
have
those
numbers
immediately,
so
we
can
identify
exactly
where
we
need
to
go
as
if
that
would
do
any
good
anyway.
Okay,
that's
that's
another
unknown
of
being
able
to
identify
and
react
quickly.
C

Being
three
days
behind
we're
also
testing
a
small
population
with
repetitive
tests
in
some
cases,
and
when
I
talk
about
that
repetitive
test,
I'm
talking
about
employers.
So
when
somebody
is
tested
positive
in
many
manufacturing
environments,
they
go
there,
they
go
into.
You
know
their
14
days
off
through
the
fmla.
You
know,
they're
getting
paid
and
all
of
that
stuff
it's
in
the
employer's
best
interest
to
get
them
back
to
work
so
they're
requiring
their
employees
to
have
repetitive
testing
and
every
time
they
test
positive.

That's
another
positive
well
in
a
county
of
of
a
million
people
that
has
a
lot
lower
impact
than
it
does
of
a
county
of
100
000
people.
So
10
positive
tests
over
the
course
of
20
days
has
a
real
impact
on
our
numbers
and
do
that
times,
two
or
three
hundred
employees
and
you
start
to
see
exactly
what
what
can
possibly
go
wrong
with
these
numbers.
But
again
we
don't
have
transparency,
so
we
can't
say
that
for
sure
we
can't
even
tell
we
have
no
data
on
positive
tests
for
this
repetitive
testing
at
non-hospital
environments.

The
hospitals
here
share
information,
but
we
don't
know
about
these
third-party
companies
that
the
employers
are
using,
and
so
when
we
start
to
start
to
try
to
analyze
where
we're
at
which
I
look
at
almost
every
day,
at
least
every
other
day,
but
every
day,
I'm
I'm
doing
some
part
of
this.
We
can't
see
what's
happening
outside
of
our
hospitals
because
they
don't
talk
to
us.
They
only
talk
to
the
state
and
then
the
state's
not
passing
that
information
on
to
us.

So
there
is
no
data
substantiating,
as
I
said
before,
bars
and
restaurants
are
the
cause
or
the
solution
to
the
problem,
and
there
is
no
data
that
gives
the
number
of
non-coveted
19
flu
positives
versus
cova
19.
So
when
you're
starting
to
look
at
why
somebody
is
sick
and
you
start
to
get
into
the
area
that
the
regular
flu
is
also
lethal,
and
it's
starting
to
approach.

The
numbers
are
starting
to
balance
out
of
what
we
see
for
the
regular
flu,
I'm
not
saying
covet,
isn't
lethal,
I'm
not
saying
it's
not
new
and
novel
and
dangerous,
but
now
we're
starting
to
see
that
balancing
of
the
normal
number
of
deaths
that
you
have
with
the
flu
with
coven
19
versus
the
other.
Now
that's
in
a
local
environment,
and
I
would
like
to
see
that
data
on
a
larger
environment-
and
I
know
I'm
not
the
only
one
that
sees
the
disconnect
there.

It's
obvious
we
do
not
have
any
issues
with
open
beds,
open
ventilators,
icu,
space
or
testing
think
about
when
this
started.
What
was
it
about
bending
the
curve
it
was
about
bending
the
curve
and
keeping
those
that
we
didn't
even
know
who
was
most
at
risk
at
the
very
beginning,
it
was
shut
down
and
figured
all
that
out.

Well,
we
kind
of
figured
it
out
is
that
the
date
I'm
going
to
provide
you
in
a
minute
is:
is
we've
kind
of
identified
what
the
at-risk
population
is,
but
as
far
as
like,
is
it
now
just
about
positive
tests,
or
is
it
about
public
health?
Because
the
two
really
aren't
jiving
anymore
they've,
separated
and
gone
different
directions
because
we
have
high
positive
tests,
but
we
have
historic,
low
mortality
rates,
especially
in
kankakee
county
in
terms
of
the
covetera.
Should
I
say
so:
let's
talk
about
deaths
for
a
minute.

We've
got
75,
I
believe,
is
our
number
two
in
october
zero
in
september
four
in
august,
one
in
july,
seven
in
june.
The
rest
were
before
then
when
we
first
started
this
basically
under
our
our
30-day
lockdown
and
then
the
subsequent
30-day
extension
of
that,
so
80
of
the
deaths
were
before
june,
with
no
statistically
significant
in
terms
of
a
p-value
increase.

Since
there
has
been
no
statistically
significant
increase
in
deaths
for
population,
it's
actually
gone
just
the
opposite,
so
three
percent
of
the
deaths
have
occurred
in
the
last
two
months,
which
we've
been
in
mitigation,
looks
like
going
to
be
twice
now
so
again,
is
this
really
about
public
health
move
on
guess
what
we
got
coming:
thanksgiving
halloween
christmas
holiday
parties
every
two
weeks
we
have
asymptomatic
tests.

So
if
you
think
our
positive
tests
are
going
to
go
down
in
the
long
run,
I
think
we're
going
to
be
seeing
this
wave
as
we
have
seen
up
and
down
and
up
and
down,
we
weren't
testing
everybody,
and
this
is
really
important.
At
the
very
beginning,
we
weren't
testing
everyone
and
just
those
at
risk
and
that
were
sick
and
now
younger
people
are
getting
tested
as
because
of
exposure
in
different
areas.
We
see
our
numbers
30
and
under
are
driving
most
of
the
positives.
Those
that
are
older
are
doing.

We
have
figured
out
what
that
population
is
it's
about
public
health
keeping
people
alive
and
we're
doing
things
the
right
way
here,
not
everybody.
But
if
you
look
around
most,
everybody
believes
in
washing
their
hands
and
you
know
wearing
a
mask
and
not
going
and
hugging
grandma
after
you
went
to
the
grocery
store.
You
know
what
I
mean:
it's
we
all
know
and
we
think
about
it.
I
go
into
a
store.
I
forget
my
mask.

I
turn
around
and
go
back
out
not
because
it
makes
me
feel
better,
it's
because
it
makes
other
people
feel
better
and
it
can't
hurt
okay
at
the
very
least,
it
can't
hurt,
and
so,
unless
you
obviously,
you
can't
wear
masks
because
of
other
health
reasons.
So
what's
the
goal?
Is
it
to
stop
the
spread?
You
know
why
are
bars
and
restaurants
different
than
factories,
what
jobs
are
more
important
to
the
state
we're
no
longer
in
a
public
health
emergency.
In
my
opinion,
I've
talked
to
other
public
people.

So
we
don't
do
this
for
the
regular
flu,
as
I
have
said,
and
the
impact
locally
is
much
the
same
now
as
far
as
our
numbers
go
sure
we
have
some
deaths,
but
guess
what
regular
flu
does
kill
people
as
well
and
we're
starting-
and
I
worry
about
saying
those
things
because
people
will
say
he's
a
covet
doubter,
no,
not
at
all,
actually
they're,
both
relevant
both
are
extremely
relevant
in
this
environment.
We
have
to
take
both
seriously
and
it
seems
like
we're
not
and
it
seems
like
covert.

has
become
the
boogeyman
and
I
don't
know
if
people
are
doing
this
because
they
don't
know
what
to
do,
because
you
could
lock
down
again
you
open
the
doors
and
then
you're
back
into
the
situation.
Again,
we
can
go
30
days,
go
back
in
the
cave,
everybody
goes
home,
you
open
the
doors
again
and
we're
right
back
at
square
one.
So
what
do
you
do?

Well,
I
think
we're
doing
what
we
need
to
be
doing,
and
this
is
just
me
talking,
because
I'm
going
to
ask
the
board
tomorrow
what
they
want
to
have
done,
so
we
have
executive
orders
were
appropriate
for
30
days.
In
my
opinion,
now
I
think,
as
a
judge
has
already
determined
in
clay
county
and
that
was
returned
back
to
clay
county
from
sangamon
county
yesterday.
Now
they
become
illegal.

There
are
no
fines
that
have
been
written
anywhere
in
the
state.
For
any
of
this,
I
want
to
draw
attention
to
that.
There
have
been
no
fines
and-
and
I
I
can't
find
any-
no
lawyers
told
me
that
they
have
found
any
fines
being
written
for
people
staying
open
and
doing
those
things
in
those
time
periods.

So
the
elemental
supreme
court
tried
to
shift
the
venue
from
clay
county
to
sangamon
county
and
that
failed
yesterday,
as
I
mentioned,
maybe
we
should
see
if
our
hometown
justice
kilbride
will
do
the
same
to
us
here
or
will
he
stand
by
kankakee
county?
That's
an
option:
do
what
do
we
want
to
do
and
that's
what
I'm
going
to
be
asking
an
executive
session?
What
the
board
wants
to
do
tomorrow?
Will
he
back
us
up
or
will
he
try
to
push
us
into
another
venue.

Typically,
they
move
things
to
sangamon
county
into
these
other
counties
downstate
to
stack
the
deck,
and
I
don't
want
to
see
that
happen
with
us.
So
the
county's
response,
I'm
not
going
to
say
because
that's
for
the
board
to
say,
but
I'm
prepared
to
take
this
as
far
as
the
board
wants
to
go,
it's
it's
a
matter
of
you
can't
shut
down
a
bar
in
a
restaurant
and
tell
them
to
go
outside
when
it's
zero
degrees.

Okay,
this
is
the
death
sentence
for
business
here
and
there's
no
reason
bars
and
restaurants
are
any
different
than
any
other
manufacturing
facility.
They
provide
jobs
and
a
living
to
a
lot
of
people.
So
I
guess
that's
my
only
thing
I
had
to
put
out
there.
I
don't,
I
think
I
know
what's
going
to
happen
at
12
30
today
and
I'm
trying
to
keep
this
very
respectful
towards
the
position
of
governor
and
idph.

tough
job
to
do,
as
I
said
at
the
very
beginning,

so
do
we.

that's
what
I
just
want
to
tell

board

the
public,
and
if
you

we

things
today,
but
as
of
right

believe
our

appeal
count

opposed

year

consistent

supposed

we're
finished

really
believe
we
can
probably
get
that

eye

sure

it
needs

certainly
go
ahead
and
do

determine
those

hold
a
last
hearing

abstract

county
clerk

usually

try

finish

work

expect

should

believe

22-year
member

department

had
because
she's

mapping
person

that's

very
skilled
position.

somebody
that's
been
working
with
her
for
quite
a
while
now
and
that
person
is
ready
to
step
up
and
take
the
responsibilities
of
the
mapping
that
that
correlates
over
into
the
gis
system.

just

I've
got
a
job
description,
ready,
got
a
job
posting
ready
and
it's
just
a
matter
of
you

getting
that
information
out
and
available
so
that
we
can
start
the
process
of
looking

fill

also
let

salary
range
I'm
looking
at
would
fit

my
current

month
assessment

then
we'll
have
to
evaluate

one

each
project
gets
completed,
because

know
there
are
several

them

the

completion

2021
forward
to
the

So
there'll
be
partial
assessments.

Many
of
them,
I
believe,
there's
one
that
could
be
ready
as
of
january
one
as
well,
so
that
I
might
have
two
on
by
january
1st
of
2021.

My
department
creates
the
parcel
for
that
project,
and
then
we
do
the
math
on
trending
the
value
forward
as
the
way
that
the
the
state
would
have
us
do
and
then
every
time
every
year,
there's
depreciation
with
them
now,
obviously,
as
they're
brand
new,
there's
no
depreciation,
but
each
year
that
passes
four
percent
