Description
Community Services Committee Meeting 09/15/2020 9:00 AM
C
D
E
A
It's
wonderful
that
you're
all
here
or
zooming
in
so
we'll
go
to
the
next
part.
I
don't
have
any
ask
a
question.
Any
papers
for
public
comment
is
anyone
here
for
public
comment?
Okay,
the
next,
then,
is:
let's
put
together
the
minutes
and
all
of
the
motions
and
reports
in
one
motion
would
someone
do
that?
Please
peter
spoke
well
good.
Miss
peter's
moves
that
we
put
all
of
our
minutes
and
motions
together
and
miss
poke
seconds
it
on
roll
call
vote
for
everyone.
A
F
F
G
I
don't
have
any
action
items
for
today.
Just
wanted
to
be
available.
If
anybody
had
any
questions,
just
calendar
wise,
we
start
early
voting
in
nine
days
and
we
will
be
ready.
Military
ballots
will
go
out
this
friday.
G
Next
tuesday,
we
will
is
starting
the
circulation
period
for
townships
parks,
libraries,
school
districts.
We
will
have
packets
available
on
our
website.
C
Just
one
one
that
ponders
into
the
minds
of
the
people
with
all
the
hoopla
that's
going
on
throughout
the
country.
What
church
can
you
give
us
with
our
with
the
new
process?
That's
going
to
be
in
place,
which
is
this
million
voting
that
there
will
not
be
any
double
counting,
etc,
at
least
in
this
county?
How.
G
C
The
yeah
there's
about
the
voting
like
they're
doing
by
mail
in
the
aggregate
number.
G
The
numbers
are
increasing,
but
the
process
is
is,
and
its
face
value
has
not
changed.
The
only
the
only
change
will
be
how
we
process
those
mail
ballots
that
are
received.
We
will
have
teams
of
judges
that
have
both
parties
represented
in
them.
They
will
once
we
receive
those
ballots,
they
will
check
the
signatures
compared
to
what
is
on
the
voter
registration
file.
G
Typically,
if
there's
any
cause
for
concern,
it's
because
the
voter
failed
to
sign
the
certification
envelope,
so
we'll
reach
out
to
the
voter,
we'll
have
affidavits
available.
The
voter
can
sign
that
and
say
yes,
that
was
my
ballot,
and
I
forgot
to
forgot
to
sign
it.
If
there's
any
questions
with
the
signature,
if
the
all
three
judges
say
that
there's
an
issue
with
it,
then
we
will
send
notification
out
to
the
voter.
C
Okay
and
then
the
area
where
they
would
that
would
secure
bring
conference
to
the
minds
of
the
people
that
if
they
voted
by
mail,
that
they
don't
double
vote
and
then
show
up
on
election
day
and.
G
If
they
choose
not
to
do
so,
they
can
vote
a
provisional
ballot.
So
if
their
ballot
was
somewhere
in
limbo
in
the
mail
they
can,
they
can
vote
a
provisional
ballot.
That
ballot
will
not
go
in
the
ballot
box
on
election
day.
We'll
hold
it
for
two
weeks
to
make
sure
that
that
that
mailed
ballot
does
not
come
back
to
us.
H
H
A
I
Sure,
woman
dan
good
morning,
how
are
you
doing
on
election
judges?
Do
you
still
need
them
and
is
there
still
time
to
sign
up
and
train.
G
The
answer-
the
short
answer
to
your
last
question
is
absolutely
there's
still
time.
I
I
feel
better
well,
I
worry
about
everything
and
I
probably
worry
about
it
way
more
than
I
need
to
my
election
judge
coordinator.
My
chief
deputy
laurie
thatcher
has
assured
me
that
she
feels
pretty
good
about
the
judges
that
we
have
there's
a
website
called
power.
The
polls
it's
a
nationwide
organization
and
their
their
purpose
is
to
get
people
involved
in
the
process.
G
By
serving
as
election
judges,
we
received
a
an
email
from
the
state
board
of
elections
yesterday
that
had
a
list
of
20
people
who
were
interested
in
serving
as
election
judges.
G
Since
we've
put
things
out
on
social
media
we've
we've
received
about,
I
want
to
say
at
least
two
dozen
applications
for
for
people
who
are
interested
in
serving
as
judges.
I
I
I
don't
know
what
the
future
is
going
to
bring,
but
I
think
that
we're
we're
looking
pretty
strong
as
far
as
election
judges
go.
That
being
said,
if
anybody's
interested,
we
absolutely
happy
to
have
them,
fill
out
an
application
and
get
it
into
us.
A
D
Yeah
well,
it
was
more
of
a
comment.
It
could
be
a
question
on
the
way
I
have
someone
in
my
district
that
posts
something
on
the
social
media,
complaining
that
they
have
received
a
five
petition
for
the
mail-in
ballots
and
there's
only
two
people
living
in
that
home
and
they
said
they
did
not
request.
D
So
so
I'm
not
sure
exactly
what
happened
then.
G
G
Now
that
was
based
on
on
what
was
on
our
voter
files
at
the
time
that
we
generated
that
that
list,
we
can't
our
process
for
for
maintaining
the
integrity
of
our
election
roles
or
a
voter
registration
rolls
are
the
voter
identification
cards
that
you
receive
every
couple
of
years.
G
So
we
need
the
public's
help
when,
when
we're
sending
those
cards
out
and
to
let
us
know
that
yeah
this,
these
kids,
don't
live
here
anymore
or
the
person
that
was
used
to
live
here
doesn't
live
here
anymore.
So
we
need
that
that
help
from
the
voters
yeah.
A
G
D
Okay,
well,
thank
you
again
and
I'll
make
sure
I'll
pass
this
along.
Thank
you
and
now
it's
good
explanation
and
I
hope
that
some
of
those
individuals
could
have
been
watching
this
or
maybe
look
at
later.
Maybe
not.
I
will
try
to
help
by
passing
that
information.
Sure.
E
E
Yes,
I
had
a
question:
I'm
sorry
dan
is
there.
I've
had
some
questions,
some
questions
from
people
for
if
they
want
to
drop
off
their
about
their
mail-in
ballot,
rather
than
send
it
through
the
mail.
Great.
G
Question,
yes,
our
the
the
dropbox
that
the
treasurer
used
for
their
tax
payments
will
be
the
dropbox
for
the
mail
ballots,
we'll
be
changing
that
signage
sometime
next
week
and
we'll
we'll
have
a
feather
flag
and
all
of
that
out
there.
If
I
have
to
stand
out
there
with
one
of
those
arrow
signs,
twirling
it
to
get
people
to
so
that
they
know
where
it
is.
We'll
do
that.
But
yes,
the
the
drop
box.
G
If
somebody
doesn't
want
to
put
the
postage
on
the
ballot
and
send
it
back,
they're
welcome
to
either
come
into
our
office
and
drop
it
off
or
to
use
the
dropbox
and
we'll
monitor
that
dropbox.
Every
day.
E
I
I
think,
I
think
the
the
point
was
is
they
they
didn't
want
to
come
inside
the
building
and
they
had
sure
they
had
some
concern
about
using
the
mail
because
of
all
of
the
rhetoric
that's
going
on
absolutely
and
they
just
wanted
to
and
their
their
biggest
concern
was.
Is
it
going
to
be
a
drop
box
where
I
can
just
drive
by
and
drop
it
off?
If
I
wish
to.
G
C
Which
brings
to
the
question
the
balance
of
scales
a
lot
of
times,
and
I
kind
of
heard
when
you
were
saying
that
they
need
the
community
help.
If
you
don't
know
that
those
registered
voters
are
not
there
any
longer
it
affects
it
could
affect
the
number,
because
when
you
all,
I
guess,
established
the
precincts.
You
have
a
certain
number
like
177.
C
Voters
are
in
this
precinct
if
three
of
them
have
300
have
gone,
and
you
have
no
idea
that
they're
gone,
that
number
is
still
there
to
say
that
there's
175
people
in
that
precinct
or
wherever
they're
supposed
to
be
quote,
unquote,
voters,
certainly,
and
so.
As
a
result,
the
community
can
help
with
the
balance
of
skills
in
order
to
make
sure
they're
actually
being
represented
appropriately
with
the
numbers
versus.
C
You
know
that
number
being
up
there
and
you're.
Looking
at
this
poor
turnout
and
looking
at
this
great
number
of
people
who
should
be
there
just
a
common
sense.
G
F
Yes,
hey
dan
good
morning
dan
good
morning.
I
wanted
to
ask
you
how
many
requests
after
mail
and
ballots
people
ask
me.
I
was
just
wondering
if
you
had
numbers
so
far.
We
broke
buster
mill
and
ballot.
G
G
Okay,
yes,
the
first
day
for
the
ballots
will
be
mailed
out,
beginning
september
24th,
so
also
the
same
day
for
early
voting,
beginning
okay,.
A
F
J
A
J
Great
since
we
last
spoke
in
august,
I
did
complete
the
equalization
process
throughout
the
county
and
we
did
publish
and
notifier
assessment
changes
on
september,
9th
and
10th,
depending
on
which
newspaper
it
was
in,
and
that
would
lead
to
a
30-day
window
to
accept
appeals
that
expires
on
tuesday
october
13th.
So
the
last
day
for
any
taxpayer
who
is
unhappy
with
their
assessment
to
file
an
appeal
with
our
county
is
october
13th.
Now
they
can
drop
that
off
here
at
189
east
court
street.
J
They
can
bring
it
to
their
country,
professor,
they
could
mail
it
in
if
you're
going
to
mail.
It
in
this
is
my
one
time
to
say
this,
because
by
the
time
we
meet
in
october,
our
30-day
window
will
have
expired.
So
if
you're
going
to
mail
it
in
it
needs
to
be
clearly
postmarked
by
october
13th.
I
want
to
make
sure
that's
clear
for
anybody
out
there.
That's
listening.
J
So
you
know
with
the
30-day
window
of
acceptance
for
appeals,
expiring
on
october
13,
then
I
would
be
looking
for
the
department
of
revenue
to
certify
our
attentive
equalization
factor
for
the
county
each
year.
That
happens.
That's
a
routine
thing,
and
I
I
think
that
should
probably
happen
within
the
next
four
or
five
weeks
and
then
we'll
move
into
board
of
review
hearings,
and
that
takes
us
really
all
the
way
to
the
end
of
the
year.
J
K
J
It's
the
moments,
progress
reporter,
it's
chiefly
the
the
kinky
key
daily
journal
and
then
also
the
hersher
pilot
has
a
couple
of
townships
that
we
publish
here
that
publish
those
in.
So
it's
three
newspapers
at
this
point.
J
Yeah,
like
I
said,
we're
going
to
be
busy
here
in
this
department
for
the
next
several
months,
but
that's
that's
part
of
what
we're
here.
For
so
we're
ready
for
the
challenge,
we'll
meet
that
challenge
and
you
know
continue
forward
to
the
end
of
the
year.
J
Yeah,
I'm
glad
you
brought
that
up.
I
think
I
mentioned
that
last
month,
but
I
should
probably
reiterate
it
here
today
in
the
interest
of
protecting
the
public
and
and
our
board
of
review
and
everyone
involved.
J
We
are
going
to
have
the
board
of
review
hearings
up
on
the
fourth
floor
in
that,
in
that
county
board
room
using
the
zoom
platform,
so
that
folks
can
call
in
when,
when
they
file
an
appeal,
they'll
get
a
tentative
decision
from
the
board
of
review
as
as
is
customary,
and
at
that
time
they
will
be
provided
a
phone
number
and
a
meeting
id
to
join
the
zoom
conference
for
that
day,
where
their,
where
their
hearing
is
scheduled.
J
If
they
want
to
participate
in
a
hearing
that
way,
they
don't
have
to
come
into
the
building.
They
don't
have
to.
You
know,
expose
themselves
any
more
than
than
me
be
and
everybody
stays
as
safe
as
possible,
but
it
still
allows
us
to
hold
those
hearings,
as
we
normally.
A
C
Yes,
thank
you
madame
chair
the
eric.
Could
you
remind
us
a
little
overview
of
this
process
for
senior
citizens
when
they're
dealing
with,
I
believe
their
exemptions?
Some
believe
that
once
they
do
it
one
time
it's
over
and
others
say.
Well,
no,
that's
not
the
case.
You
have
to
apply
every
year
and
then
also
the
age
of
a
senior,
because
I
don't
want
them
to
think
because
they
get
their
aar
rp
letter
that
they
are
actually
a
senior
according
to
the
purposes
of
the
tax
exemption.
J
It's
a
great
two
great
questions,
mr
snatch.
Let
me
let
me
start
with
the
age
requirement,
because
it's
the
same
for
both
senior
exemptions.
You
must
be
65
years
old
in
order
to
qualify
as
a
senior
citizen
now
addressing
the
idea
of
the
two
senior
exemptions
in
order
to
qualify.
J
J
You
only
need
to
apply
for
that
one
time
as
long
as
you
live
in
the
home
and
remain
owner
of
the
property
and
you
and
you
continue
to
reside
there,
but
then
we
also
have
the
senior
assessment
freeze
and-
and
you
need
to
be
65
for
that
also,
but
that
has
an
income
requirement
and
it
has
all
the
other
requirements.
You
must.
You
must
be
the
owner
of
the
property.
J
You
must
reside
in
the
property
that
kind
of
thing,
but
it
has
an
income
requirement
of
65
000
of
or
less,
and
that
is
a
an
annual
re-verification,
because
income
does
change
from
year
to
year.
We
do
need
to
audit
that
each
year
to
make
sure
that
the
applicant
does
qualify
with
at
least
sixty
five
thousand
dollars
or
I'm
sorry
with
less
than
sixty
five
thousand
dollars
of
household
income.
So
I
hope
that
serves
to
clarify
one.
One
senior
exemption
is
a
one-time
application.
That's
the
senior
homestead
exemption,
the
other
one.
C
Yes
and
just
for
clarification,
because
you
use
the
terminology
household
income
that
appears
to
me
or
the
way
I
interpret.
It-
means
that
everyone
that
lives
in
the
household
and
not
just
the
individual
person.
J
That
is
correct.
It's
everyone
that
lives
in
the
household
and
actually
there's
an
extra
stipulation
that,
even
if
you,
if
you
are
married
and
even
separated
the
your
spouse,
even
if
they
don't
live
in
the
home,
qualifies
as
part
of
the
household
income.
J
But
that
is
a
stipulation
with
with
that
application.
So
if
you
are
correct,
everyone
that
lives
who
lives
in
the
home
and
has
an
income
must
that
income
must
be
added
together
to
determine
the
the
household
income
for
that
property,
and
it
must
fall
below
the
65
000.
For
us
to
be
able
to
grant
that
exemption.
L
Parker,
yes
eric,
I
do
have
a
question.
It's
for
clarification
for
those
that
might
be
listening
to
this.
Are
there
deadline
dates
to
apply
for
any
of
those
homestead
or
senior.
J
Another
great
question:
the
the
deadline
to
file
for
any
homestead
exemption
is
december
31st
of
the
given
year,
so
you
just
have
all
year
to
do
it.
Okay,.
A
D
As
I
follow
up
with
the
other
questions,
if
someone
has
applied
for
the
senior
citizen
exemption-
let's
say
in
september
or
october,
but
the
us-
the
assessment
paperwork
when
it
came
or
was
no
were
mailed
to
the
residences-
is
just
applied
for
the
following
year.
Or
is
it
going
to
be
for
the
next
one.
J
I
I
think
I
understand
the
question,
sir,
but
if
I
answer
this
incorrectly,
please
please
let
me
follow
up
again.
If,
if
you
file
for
the
exemption
in
2020,
it
will
apply
for
the
bill
that
you
pay
in
2021.
Does
that
answer
your
question?
Yes,.
D
You
know
if
they
did
it
before
or
after
they
received
the
assessment
paper.
That's.
J
A
You're
welcome
those
are
all
helpful
questions
very
helpful
questions.
The
other
thing
eric
is
you
mentioned
at
one
time
that
if
a
person
has
a
disability
and
can't
get
into
your
office
there,
even
if
it's
inside
the
door
that
you
have
made
accommodations
in
the
past
to
go
out
to
the
car,
I
think,
haven't
you.
J
Yes,
we
do
my
staff,
does
a
wonderful
job
of
you
know.
If
someone
says
hey,
you
know
I'm
I'm
brought
my
mother
here,
but
she
doesn't
have
the
ability
to
get
out
of
the
car
but
she's
here
to
sign.
We
will
go
out
and
you
know
witness
the
signature
to
make
sure
and
check
the
id
to
make
sure
it
is
the
correct
person
that
qualifies
for
the
exemption,
but
we
don't
certainly
don't
make
them
come
in.
J
Also
there
are
some,
not
I
wouldn't
say
all,
but
there
are
some
township
assessors
that
will
occasionally
make
a
home
visit
to
someone
who,
just
flat
out,
can't
get
out
of
the
house.
I
wish
I
had.
You
know
enough
staff
to
do
that.
We
really
don't
have
the
staff
to
do
that
here,
but
I
do
know
that
the
country's
assessors
do
a
good
job
of
of
accommodating
their
their
voting
public
and
their
the
taxpayers
in
their
districts
and
try
to
help
in
that.
A
Way
too,
and
they
would
be
bringing
these
these
exemption
forms
to
the
home.
Is
that
what
you're
saying
in
the
past
they
had?
Yes,
they
might,
they
would.
J
A
A
M
Well,
I
I
guess
I'll,
ask
those
who
are
zooming.
I
guess
there
was
a
little
cut
off
on
the
report.
So
is
there
any
questions
regarding
the
last
column
on
my
spreadsheet,
from
anyone
what's
corrected
here.
A
M
M
Increasing
documents
coming
in
and
getting
recorded
and
properties
transferring
and
good
things
happening.
M
I
don't
think
not
at
this
time,
and
you
know,
another
correlation
is
the
treasurer's
tax
sale.
Auction
coming
up
also
will
also
bring
more
recordings.
M
In
time
when
those
are
satisfied,
so
yes,
we
look
forward.
A
I'll
ask
if
you
have
any
questions,
but
you
may
have
seen
lately
in
the
paper
that
in
bourbon
a
they
have
now
approved
the
building
of
apartments.
I
know
I've
seen
that
that
should
do
some
other
yeah
things
too.
M
I
You
chairman,
lori
good
morning,
questions
sorry,
I
just
lost
my
train
of
thought.
How
was
your
office
working
with
the
city
of
kankakee
on
the
land
bank
program
how's
that
going
to
affect
you?
Well.
M
M
M
M
Some
of
you
may
know
that
have
been
on
the
committee
for
a
length
of
time.
I
had
a
situation
in
my
office
with
vinegar
syndrome
with
some
of
the
older
records,
1967
68,
69
and
70..
M
So
there
was
four
years
of
film
that
we
needed
to
reproduce
into
our
computer
system,
because
that
film
had
to
get
out
of
the
office.
It
was
damaging
more
and
more
film,
so
it's
kind
of
like
a
plague
in
a
way
it
becomes
contagious,
so
staff
really
worked
hard
got
those
four
years,
all
imaged
and
indexed
and
verified
back
into
our
computer
system.
So
we
had
those
four
years
and
then
we
have
the
years
as
we
work
backwards,
plus
going
forward
for
anything
new
today.
M
M
So
we
worked
with
some
other
recorders
in
the
state
who
have
some
similar
issues
and
found
out
that
the
peer
grant
would
be
applicable
to
have
those
years
imaged
because
it
has
created
a
hardship,
in
other
words,
for
those
who
really
aren't
comfortable
coming
into
our
building,
but
need
access
to
that
information
for
good
title
searches
for
whatever.
Typically,
when
a
title
company
is
doing
a
project
for
a
customer,
they
have
to
do
a
50
to
70
year
search
well.
M
Clearly,
they
would
have
to
come
into
the
office
to
fill
to
fill
that
gap
and
if
they
have
to
go
further
into
the
years.
So
I
did
some
communication
with
some
vendors
who
could
maybe
move
this
along
for
us
a
little
quicker
than
what
my
office
has
been
doing,
and
I
found
a
company
that
was
able
to.
M
Work
with
us
to
get
those
13
years
online
or
get
those
13
years,
imaged
cleaned
up
with
some
other
services
they
offer
and
deliver
a
product
that
can
get
put
right
into
the
computer
system
and
be
accessible.
M
Now,
there's
still
some
work
on
our
end
that
we
got
to
do,
and
we
know
that.
But
so
I
went
to
springfield.
I
picked
up
250
rolls
of
film
and
the
cases
were
delivered
last
week
we
packed
it
up
and
shipped
it
off
to
the
vendor,
and
I
I'm
hoping
today
or
as
of
late
yesterday
or
today.
They
have
received
them
and
are
opening
them
and
starting
the
project.
Our
goal,
because
of
the
way
the
grant
is
written,
it
needs
to
be
done
by
december
31st.
M
So
with
that
being
said,
this
project
came
in
at
155
000
and
it
is
our
intent
that
that
is
covered
through
the
grant
and
reimbursable
back
to
the
county.
Wow.
That's
awesome
thanks.
I
M
M
We
still
got
a
lot
of
other
exciting
things
going
on
in
the
office.
You
know
the
staff
is,
like
I
said,
is
working
very
hard
to.
You
know
constantly
keep
our
current
information
good,
as
well
as
as
we're
putting
more
and
more
information
into
the
system.
The
other
thing
is
is
yesterday
we
had
our
workflow
study
done
with
our
vendor
and
we
will
be
having
our
kind
of
our
practice
session
with
our
new
system.
M
Yes
tremendously
tremendously
new
efficiencies,
new
safeguards,
so
wow
yeah,
so
great
things.
It
is
great,
mr.
H
Wheeler,
thank
you.
I
won't
go
into
a
lot
of
detail
because
it's
more
for
executive
committee,
but
the
land
bank,
the
city
of
kankakee,
has
a
couple
things
to
fix,
because
it's
not
the
kankakee
land
bank,
it's
genki
county
land
bank
and
it's
made
up
of
three
members
from
appointed
by
the
county
and
three
from
the
city.
H
It
more
involves
the
trustee
than
laurie's
office,
but
there
is
work
to
do
on
the
back
end
and
switching
that
over
because
then
they'll
be
have
to
be
into
the
bank
and
not
out
of
the
bank
of
somebody
rehab.
So
there's
a
lot
of
detail
on
this,
but
we'll
be
going
through
that
in
executive
once
they
address
the
the
naming
problem.
We
worked
with
mr
coughlin,
and
it
was
just
an
oversight
on
their
part
to
so
once
that's
fixed.
H
Then
it
will
come
back
for
us
to
approve
and
we'll
get
into
micro
detail,
but
again
it's
more
for
the
trustee
than
it
is
for
any
real
department
within
the
county.
In
short,
the
land
bank
allows
all
municipalities
within
the
county
that
become
part
of
the
land
bank,
because
it's
not
just
going
to
be
the
city
in
the
county
down
the
road.
H
It'll
be
other
municipalities
that
can
get
in,
but
they
can
access
the
home
rule
powers
of
kankakee
on
acquiring
these
properties,
and
then
they
access
the
county's
authority
through
the
trustee
to
wipe
away,
liens
and
back
taxes
to
get
them
into
the
hands
of
developers
to
get
them
back
on
the
tax
rules.
So
that's
a
short
explanation
of
the
detail
that
we'll
go
into
later.
M
A
C
C
Oh
baby,
zuma's.
Thank
you
lori.
I
know
my
nephew
was
part
of
this
process.
He
him
and
his
wife
purchased
a
house
on
melon
drive
right
behind
the
golf
course,
which
is
a
real
nice
home.
C
So
I
see
kegaki
is
actually
booming,
but
I
have
one
question
and
that's
one
that
was
given
to
me
by
some
of
the
individuals
who
are
kind
of
hallowing,
their
parents
affairs,
and
I
said
I
believe
you
can,
but
I
want
to
make
sure
and
then
I'll
ask
the
question
and
they
can
always
refer
back
to
this
video
as
our
season.
I
don't
want
to
call
them
really
senior
citizen,
but
I
see
our
season.
C
Citizens
are
aging
most
of
the
time.
Their
paperwork
is
lost
as
to
like,
or
maybe
their
trust
or
their
will.
Is
it
possible
that
they
can
record
that
in
your
office
and
then
the
family
can
redact
it
when
they
can't
seem
to
find
it
or
if
it
was
transferred
from
one
place
to
another
and
then
looks
like
the
paperwork
got
lost.
M
M
So
it
went
through
a
period
of
time
where
it
was
advised,
then
whoever
prepared
the
will,
the
attorney
or
representative
should
be
have
a
copy
as
well
as
and
that's
a
internal
family
dynamic.
So
we
we
always
start
out
with.
We
are
not
attorneys.
We
are
not
certified
searchers,
so
we
always
suggest
you
seek
the
advice
of
an
attorney
and
we
remind
people
that
things
in
our
office
are
a
matter
of
public
record.
Okay,
they're.
The
only
thing
redacted
in
my
office
is
social
security
numbers.
M
We
are
not
going
to
be
able
to
redact
out
and
go
through
a
document,
so
I
would
suggest
whoever
their
trust
officer
is,
or
family
trust,
holder
and
or
attorney
that
they're
working
with
that.
They
maintain
a
positive
relationship
to
have
accessibility
to
their
records
and
documents
now
their
deeds,
their
mortgages,
their
releases.
M
Those
kinds
of
things
are
always
available.
In
my
office
and
we're
readily
get
them
for
the
individuals
who
need
them,
there's
other
conversations.
Individuals
can
have
with
an
attorney
regarding
maybe
a
transfer
on
deed
document
or
trust
documents
where
it
protects
the
children
of
our
seniors.
So
I
would
encourage
them
to
have
good
healthy
conversations
with
their
attorneys,
their
families
and
their
trust
officers.
C
In
this
case,
this
person
didn't
have,
it
was
an
aunt
who
had
no
children
and
no
one
knew
that
she
owned
a
property
and
the
property.
I
guess
went
to
a
tax
sale
right
and
they
were
saying
if
we
had
a
gnome-
and
I
said
I
think
you
could
have
went
to
the
recorded
deeds
to
fat
out
or
even
to
the
assessor
found
out.
C
If
I,
I
guess,
run
your
name
to
see,
if,
in
fact,
you
could
absolutely
if
that
person
had
a
improper
which
in
fact
she
did,
but
so
often
when
they
pass
on
the
properties,
I
just
left
there
and
wind
up
on
a
tax,
right
role
and
etc.
M
We
hear
about
that
all
the
time
in
my
office
we
hear
people
come
in
and
don't
realize
somebody
has
owned
a
lot
more
than
what
they
thought
again.
I'll
refer
back
to
that's
a
good
healthy
conversation
to
have
with
your
family
to
know
what's
going
on
and
because
we
are
not
able
to
manage
a
hundred
and
thirteen
thousand
people's
states
affairs.
H
Hopefully
a
quick
question
somebody
had
asked
me
this
and
I
I
sent
him
your
direction,
but
just
in
case
it
comes
up
again.
Can
a
family
member,
let's
just
say
a
child,
a
son
or
daughter
of
a
parent
put
one
of
those
fraud
alerts
on
their
parents
home.
Do
they
have
to
be
a
power
of
attorney?
They
can
just
put
one
on
to
make
sure
that
nothing
happens.
Okay,.
M
Absolutely
so
and
it
again
it's
a
free
process.
They
go
on
to
my
website,
go
to
propertyfraud
alert,
they're
going
to
put
in
the
person's
name
and
then
the
method
contact
is
email
or
phone.
If
you
want
it
to
be
your
email
or
phone,
because
maybe
you're
a
little
concerned
about
what's
going
on,
you
have
that
right
to
do
that.
Now
I
want
you
people
to
really
understand
something.
M
The
property
fraud
alert
system
is
designed
because
if
it's
andy
wheeler
you
put
that
in
is
that
how
documents
are
normally
done
up
in
your
name
or
is
it
andrew
wheeler?
So
do
we
use
our
common
name
or
our
proper
name?
So
you
might
not
get
an
alert
if
you
did
a
document
under
andrew,
because
we
only
record
registered
you
under
andy.
M
That
process
can't
think
beyond
what
you
put
in
to
be
notified.
So
if
somebody
does
something
in
a
proper
name
and
common
name,
which
we
see
that
a
lot
in
documents,
you
know
the
deed
might
be
under
andrew.
But
maybe
you
took
out
his
power
line
of
credit
under
andy,
because
you
know
over
time
we
build
relationships
with
our
bankers
and
whatnot
and
so
real
important.
A
A
I
I've
used
I've
put
in
former
married
names
and
made
names
and
it
works
totally
totally
works.
A
Anything
else
I
like
what
you
just
said
that
a
person
who
has
an
interest
in
an
aunt
or
some
other
relative
put
get
it
in
there
just
to
help
him
out
may
avoid
what
mr
snipes
said
as
his
question
to
you
awesome.
Okay,
anybody
else
very
good
discussion,
very
good
information,
and
thank
you
days
for
you.
Yes,
yes,.
A
A
N
Sure,
absolutely
you
can
see,
the
number
of
bites
have
gone
up
significantly
from
last
month
and
our
number
of
animals
impounded
have
gone
up.
Normally
we
have
one
to
two
dogs
a
week,
but
that
are
impounded,
meaning
that
they
aren't
current
in
the
rabies.
We
have
to
impound
them
for
10
days
at
our
facility
to
make
sure
that
the
rabies
is
not
in
their
system.
A
N
N
Was
the
end
of
the
month
so
currently
rescue
came
in
and
then
so.
Currently
we
have
maybe
10
that's,
including
the
rabies
observation,
animals,
10
dogs
and
probably
about
that
many
cats
as
well.
N
We
don't,
we
have
not
had
the
animals
interact
in
the
fenced-in
area,
yet
just
because
we
don't
know
their
personalities
fully.
We
do
dog
test
them,
but
they're
never
usually
off
leash.
A
N
That
is
raccoons.
Yes,
there
have
been.
I
think
that
dawn
talked
about
during
the
a
like
meeting
was
the
raccoons.
We
have
gotten
several
calls
for
raccoons
and
have
euthanized
several
because
of
the
december
that.
N
Sure
at
the
sheriff's
permit
there
was
a
raccoon
that
was
sitting
down
by
the
coroner's
office.
They
were
concerned
about
it,
so
the
animal
control
was
called
and
they
removed
the
record
from
that
building.
A
So
right,
during
our
awak
meeting
there
was
the
animal
control
officer
in
charge
of
getting
the
raccoon
out
of
the
tree
in
action.
It
was
a
scene
in
action.
N
Fully
staffed
at
this
time,
yes,
only
other
things
we
have
going
on
is
budget
planning
for
2021,
which
I'm
sure
all
the
rest
of
the
departments
are
doing
as
well.
And
if
you
watched
criminal
justice,
the
sheriff
discussed
possibly
new,
getting
new
vehicles
for
our
fleet.
So
that's
something
that
we're
trying
to
work
on
at
this
time
as
well,
because
some
of
our
vehicles
have
upwards
most
of
them
have
100,
if
not
more
than
100
000
miles
on
them.
D
Okay,
carrie,
I
have
a
question
I
was
looking.
Let
me
look
back
in
here
again.
I
was
reading
the
kenki
community
called
section
10-9
about
inhumane
and
or
cruel
treatment
to
animals,
and
my
question
would
be:
do
you
get
a
lot
of
complaints
when
it
comes
to
inhumane
or
cruel
treatment
to
cats?
So
it's
just
primarily
dogs.
N
It
depends
it's
probably
mostly
dogs,
but
we
do
get
something.
Some
complaints
about
cats,
but
mostly
is
dogs
that
we
see.
D
Yes,
that
that
my
question
is
mostly
to
clarify
something
here,
which
would
be
another
suggestion
on
the
coming
up:
our
presentation:
okay,.
A
L
Well,
it
was
a
very
productive
meeting
was
the
first
time
that
we
were
able
to
meet
in
person
last
week
was
yeah
last
week
already
and
four
pages
a
minute,
so
we
were
really
getting
down
to
business.
One
of
the
things
that
I'm
going
to
talk
about
later
with
mr
coughlin
is
the
report
10
11
of
the
reckless
dog
owner
and
we'll
get
into
that
with
our
state's
attorney.
L
Then
we
have
animals
running
at
large
and
un
unincorporated
areas
that
we're
going
to
be
discussing
in
the
october
meeting
coming
up,
but
going
back
to
some
of
the
things
that
we
had
put
on
hold
since
don
tut,
who
is
our
wildlife
specialist
who's
on
our
committee
that
we
had
put
on
our
goal
setting
is
to
put
signs
out
within
bilingual.
That
would
be
good
for
people
not
to
feed
certain
things
to
waterfowl
such
as
bread
or
whatever,
and
what
they
could
feed
the
animals
in
those
areas.
L
We
talked
greatly
about
it.
We
are
we've
got
our
map
sent
out.
Thank
you
for
delbert
skimmerhorn,
who
sent
a
map
to
me,
and
we
distributed
that
out
to
our
committee
that
we're
going
to
be
identifying
areas
that
those
signs
would
be
of
interest
and
importance
to
the
wildfowl
that
are
out
there,
such
as
moments
aroma
park
down
in
the
bourbon,
a
area
that
those
signs
would
be.
Now
we
are
working
on.
You
know
the
signs
are
going,
we're
wanting
50
signs
and
we're
asking
people.
L
The
committee
had
donated
money
55
to
have
signs
printed
already,
but
we're
going
to
need
more
we're
hoping
for
50
more
so
we're
looking
for
funding
for
that
through
donations
and
the
sheriff
is
also
looking
through
different
areas,
that
of
grants
that
we
could
get
money.
So
that's
one
of
our
biggest
goals.
We
want
to
get
those
signs
out
before
the
winner,
because
we
have
found
that
bread
is
not
good
for
the
broad
waterfall.
Also.
L
The
other
thing
that
dawn
brought
up
is
that
a
lot
of
fishing
wire
is
being
tangled
on
waterfowl,
injuring
their
legs
as
well
as
now.
We
have
masks
masks
that
people
just
throw
out
and
the
loops
around
the
ear
are
getting
tangled
in
their
legs,
so
we're
trying
to
advise
people,
please
put
them
in
the
trash,
can
or
please
pick
up
your
fishing
wire
before
they
can
injure
an
animal.
The
other
thing
that
we're
going
to
do
then,
is
in
our
october
meeting,
is
identify
those
areas
and
get
those
signs
out.
L
We
hope
before
the
end
of
the
year,
because
we
need
to
get,
we
need
to
save
our
waterfowl
going
back
then
to
some
upcoming
goals.
In
october.
We
really
want
to
get
trapped,
neuter
vaccinate
release
program
going
in
this
area
and
we're
working
with
the
we
want
to
work
with
the
different
shelters
and
we're
going
to
work
with
the
state's
attorney's
office
in
encouraging
the
public
to
get
involved.
L
So
we're
working
with
animal
control,
states,
attorney's
office
and
awac
and
putting
together
a
trap,
neuter
vaccinate
and
release
program
and
that's
one
of
our
biggest
goals
for
the
end
of
the
year
and
into
next
year.
The
other
thing
that
we
have,
then,
is
this
and
and
I'm
hoping
that
miss
mr
coughlin
is
available.
I
he
said
he's
going
to
be
there
right.
I
can't
see.
A
Him
miss
parker.
Why
don't
you
wait
just
a
second
we'll?
Have
him
come
up
to
the
desk
here?
I
will
do
that
and
while
he's
doing
that,
I
wanted
to
mention
to
everyone
what
what
does
this
talk
about,
that
this
number
is
kind
of
an
interesting
number.
What
is
a
section
10
11.,
so
I
went
on
to
the
county
website
and
there
are
100
chapters
on
the
county
code
and
they
are
like
chapter
6
is
on
alcohol
and
chapter
14
is
on
emergency
management,
but
chapter
10
is
titled
animals.
A
So
that's
why
the
first
number
is
is
10.,
then
under
10
there
are
whole
many
many
sections
between
1
and
15..
This
happens
to
be
section
11.
section
11
is
called
animal
nuisances
and
trespasses.
So
we're
talking
about
animal
nuisances
and
trespasses.
You
remember.
In
the
past
we
talked
about
section
14,
which
was
prohibiting
the
sale
of
dogs
and
cats
at
the
swap
meet
we've
gone
through
that
whole
process
now
we're
to
another
one
which
is
10
and
10,
and
then
this
one
happens
to
be.
A
O
Well,
what
we've
tried
to
well
what
I
tried
to
do:
the
there
was
a
format
to
attempt
to
get
reckless
dog
owners
that
don't
care
for
their
dogs
that
have
problems
with
them
that
ultimately
lead
to
remove
the
animals
from
them.
O
What
we've
done
in
this
in
this
proposed
ordinance
is
that
any
dog
owner
that
the
process
will
start
in
in
court
in
that,
when
our
animal
control
people
make
file
cases
against
ordinance
violations
against
these
owners.
If
they
pick
up
three
convictions,
which
would
be
a
judicial
conviction
in
court,
they
can
then
be
subjected
to
the
reckless
owner
act
now,
taking
into
into
consideration
that
that
in
practice,
people
will
generally,
if
somebody's
called
out
to
somebody's
home,
you
will
use
our
animal
control.
O
Officers
will
usually
usually
write
four
or
five
tickets,
because
you
have
they're
not
microchipped
or
they're,
not
registered,
and
there's
a
variety
of
things
that
they'll
they'll
write
tickets.
For
what
we've
done
is
we've
limited
it
that
that
the
number
of
violations
necessary
to
kick
in
the
reckless
owners
ordinance
each?
It's.
Basically,
if
you
go
out
there
on
it's
each
occasion.
O
So
if,
if
animal
control
comes
out
and
writes
seven
tickets,
that
counts
as
one
violation,
if,
if
it's
adjudicated
in
court
once
they
get
the
three
violations,
then
they're
subject
to
have
to
a
being
declared
a
reckless
owner,
and
that
process
will
be
is.
Is
that
the
after
we
already
have
an
adjudication
in
court
that
they
have
all
these
violations?
O
Then
the
animal
can
the
animal
control
administrator.
We
will
then
send
them
a
notice
along
with
procedures
and
how
this
is
going
to
take
place,
indicating
that
we're
going
to
that
they're
going
to
be
declared
a
reckless
reckless
animal
owner
at
that
point.
If,
if
they,
if
they,
if
that
is
declared,
they
then
will
not
be
able
to
own
a
dog
for
36
months
built
into
the
process
admir.
Actually
I
attempted
to
mirror
the
administrative
review
act.
O
The
state
administrative
review
act
if
the
if
the
administrator
makes
that
finding
by
preponderance
the
evidence,
the
animal
owner
then
has
35
days
to
file
an
appeal
in
the
circuit
court
in
kankakee,
and
so
during
that
35-day
period,
animal
control
could
not
dispose
of
anybody's
dog.
So
if
we
took
all
the
dogs-
and
they
were
then
in
being
held
by
animal
control-
they
still
have
an
opportu.
The
owners
still
have
an
opportunity
to
get
before
a
judge
to
contest
that
finding.
A
A
And
then
a
while
back
maybe
a
year
ago,
we
received
examples
of
some
incidences
like
one
event,
they
were
called
35
times
for
running
at
large
citations,
34
for
no
rabies,
three
impoundments
one
bodily
harm
and
one
property
damage.
So
that's
the
kind
of
thing
that
animal
control
is
dealing
with
right.
O
Those
are
the
types
of
things
and
and
the
our
office
and
animal
control
as
well
we're
we're
more
in
the
compliance
build
business
instead
of
the
instead
of
the
punitive
business.
If
people
come
in
and
they
they
didn't
have
any
of
these
things,
but
if,
if
they
come
into
our
ordinance
by
our
animal
control,
call
and
they've
now
have
their
licenses
and
they've
done
all
those
things
we
dismiss.
The
our
office
dismisses
those
tickets.
So
that's
not
something
where
you.
O
I
don't
want
to
diminish
a
violation,
but
you
know
things
will
happen
and
people
don't
might
not
get
their
registration
or
might
not
get
those
things
if
they
go
and
I
get
those
then
that
case
will
be
dismissed
and
that's
not
going
to
be.
That's
not
going
to
be
a
ding
against
the
record
that
will
ultimately
go
towards
a
reckless
owner.
A
Think-
and
I
there
is
our
questions,
I'm
sure
I
want
to
go
back
to
ms
laird
a
minute.
I
told
her.
I
would
ask
her
this
and
she's
ready
for
it.
Why
and
how
will
this
help
you
in
your
work,
carrie?
How
will
this
ordinance
help
you
in
your
work.
N
Well,
we
see
a
lot
of
the
same
animals
being
affected
by
the
same
owners
over
and
over
again.
So,
as
you
discussed
a
certain
case
that
they
were
called
out
there
35
times
written
34
tickets,
so
that
becomes
an
issue
where
officers
becomes
the
redundant
work,
they're
doing
the
same
thing
over
and
over
again
for
the
same
owner.
N
So
if
we
could
get
this
figured
out
and
then
an
ordinance
you
know
and
stay
in
place,
the
owner
would
not
have
the
animals
anymore,
so
they
would
not
be
able
to
animal
not
be
out
there
as
much
okay.
A
L
Madam
chair,
could
we
could
we
have
mr
coghlan
discuss
the
penalties?
Okay,.
C
Yes,
I
want
to
make
sure
that
I'm
understanding
the
process
correctly,
the
there's
an
animal
control
hearing
before
the
judicial
hearing
or
will
will
you
will
they
be
in
a
court
or
is
there
a
separate
hearing
because
it
says
that
the
animal
control
administrator
is
making
a
determination?
C
O
Well,
in
order
to
in
order
to
get
before
the
animal
control
administrator,
you
already
have
to
have
appeared
in
court
on
multiple
occasions
and
been
found
guilty
or
pled
guilty
to
these
violations.
So
so
the
violations
accumulate
by
you
coming
into
court
or
not
coming
into
court
and
having
the
next
party
entered
against
you,
but
but
you
get
convictions
in
in
in
court.
First
after
you
get
the
three
convict
or
after
you
get
the
three
separate
incidents
where
convictions
have
have
occurred.
At
that
point,
it
goes
before
the
animal
control
administrator.
O
That's
an
administrative
process
where
we,
our
our
office
and
animal
control,
will
be
sending
out
a
notice
to
that
individual
setting
forth
the
reasons
why
we
believe
there's
a
violation
of
the
reckless
animal
owner
ordinance.
They
then
will
get
a
date
where
they
can
come
come
in
and
come
in
front
of
the
administrator.
O
Who
will
at
that
point
in
time
will
make
a
finding
at
that
point
as
to
whether
or
not
you
know
are
there
all
these
convictions
are,
you
know,
have
we
satisfied
the
the
provisions
of
the
ordinance
that
that
satisfy
that
it's
a
reckless
owner
at
that
point
after
that,
then
that's
when
the
judicial
review
comes
in,
so
you
get.
O
You
have
judicial
review
on
the
front
end,
because
because
you
don't
you
can't
qualify
as
a
as
a
reckless
animal
owner
unless
you've
already
been
found
guilty
in
court
multiple
times
and
then
on
the
back
end
after
the
administrative
action
takes
place,
you
then
have
an
opportunity
to
file
something
in
the
circuit
court
within
35
days,
which
is
the
same,
which
is
the
same
limits
that
are
are
in
administering
the
administrative
review
act.
Okay,.
O
A
C
Larry,
oh
just
carrie
lear,
okay,
because
it
says
upon
finding
by
the
animal
control
administrator
that
the
individual
is
a
reckless
dog.
So
that's
why
I
was
saying
that
they
was
giving
a
finding
that
it
was
someone
with
a
legal
background.
But
in
fact
your
officer
will
be
there
at
the
same
time
as
this
individual.
O
Correct
our
office,
our
office,
our
office,
will
be
acting
in
conjunction
with
with
animal
control,
be
you
know,
preparing
documents
doing
all
those
things
so
that
we'll
be
involved
in
the
process
as
well.
I
mean
that
one
one
of
the
things
that
one
of
my
goals,
when
I
was
was
doing
some
re-drafting
here,
was
to
make
an
ordinance
that's
going
to
sustain
it.
You
know
is
going
to
withstand
judicial.
You
know
scrutiny
and
we
built
in
a
whole
bunch
of
due
process
into
this,
both
on
both
ends.
So.
C
Okay,
so
she'll
be
acting
as
a
hearing
officer-
essentially
yes,
essentially,
okay,
and
the
only
problem
I
have
with
that
is
not
so
much
with
that,
but
that
the
code
kind
of
state
that
they
have
to
go
through
a
program
and
that
they
have
to
be
a
lawyer.
But
this
must
be
something
a
little
bit
different
than
the
administrative
adjudication
hearing.
This
is
just
how
is
it
where
it
doesn't
it's
not
going
to
be
attacked
legally.
O
You
know
any
anybody
there's
going,
there
are
going
to
be
the
the
requirements
within
the
within
the
ordinance
have
built
into
it
that
you
have
to
you
have
to
ship,
we'll
have
to
have
ultimately
would
have
to
have
copies
from
court,
indicating
that
you
know
honest
particular
on
a
particular
incident
that
an
individual
was
found
guilty
on
these
tickets,
then,
and
that
that
would
have
to
be
on
three
separate
incidents.
O
So
you'd
have
a
document
there
indicating
that
the
individual
had
an
opportunity
to
be
heard
before
the
circuit
court,
after
that,
when,
when,
when
you
basically
you're
just
putting
together
the
documentation
of
the
past
convictions
of
the
individuals.
O
After
after
that,
then
the
administrator
can
say:
okay,
you're
you're,
a
reckless
animal
owner
and
we're
going
to
take
your
dogs
away.
But
you
then
have
you
then
have
the
opportunity
to
go
and
have
the
court
go
into
court
and
have
a
judge
say
whether
or
not
that
was
appropriate
or
not
so
that
that
you've
got
no
you've
got
judicial
review
in
the
beginning
and
at
the
end,
before
anything,
can
happen.
D
D
One,
what
I
was
saying
is:
according
to
the
the
to
the
called
code.
Yes
in
a
county
called
cats
are
included.
Okay,
but
is
there
a
specific
reason
why,
in
this
proposed
ordinance
here,
cats
are
not
included
on
this
ordinance?
It's
just
primarily
dogs.
O
K
O
Is
the
you
know
that
the
dog's
running
at
large,
the
the
dog
problems,
the
registration
problems
and
the
it's
a
reaction
to
an
issue,
that's
ongoing
in
the
county
where,
where
we're
having
issues
with
dog
owners
and
not
particularly
with
cat
owners,
so.
D
O
You
have
any
place,
has
a
feral
cat
problem.
You
you
also
have.
I
don't
know
in
my
experience,
you
don't
have
the
you.
Don't
generally
have
the
issues
with
interaction
between
cats
and
members
of
the
public
as
much
as
you
would
with
dogs
where
you,
where
you'll
have
you
know
you
have
dogs
biting
people,
you
have
a
lot
of
those
types
of
things.
Cats
tend
not
to
be
doing
that
unless
they've
got
some
other
issue.
A
D
Yeah
well
the
way
I'm
looking
at
it,
then
we're
going
to
have
a
separate,
putting
something
together
for
a
separate
issue.
L
We're
working
on
the
feral
cat
problem-
that's
definitely
a
big
concern
in
many
of
the
areas
right
now
and
mr
cochran
is
there
anything
else
that
we
need
to
discuss
with
this
proposed
ordinance
or.
O
Well,
the
fines
are
for
250
dollars
up
to
a
thousand
dollars,
depending
on,
depending
on
the
various
violations
and
and
loss
of
the
animals.
H
Thank
you,
the
the
I
talked
to
to
john
a
couple
times
on
this.
Excuse
me,
mr
coughlin
assistant
states,
attorney
coughlin,
john's
fight
esquire,
so
the
the
I
had
some
concerns
up
front.
You
know,
as
far
as
you
know,
my
I
guess
a
perceived
overreach
and
they
were
kind
of
quelled
a
little
bit,
because
I
failed
to
realize
that
the
adjudication
process
to
start
this
process
it
already
occurred,
there's
already
tickets
and
convictions.
H
I
thought
that
people
deserve
due
process
on
the
front
end
and
they
they
do
and
they
got
it.
So
I
didn't
read
that
clearly
in
this,
so
to
the
committee.
That
was
one
of
my
major
stopping
points
in
this.
Is
it
just
it?
You
can't
have
an
administrator
appointed
person
that
would
have
that
kind
of
authority
without
the
courts
being
involved.
So
the
court's
involvement,
I'm
I'm
sufficiently
satisfied
about
that
part
about
it
and
and
then
the
the
process.
H
I
would
much
like
in
my
case
as
a
liquor.
Commissioner,
I
hold
hearings
when
it's
something
that's
really
egregious.
Then
it's
happened
in
the
past,
where
the
chairman
or
the
liquor
commissioner,
would
bring
in
front
of
the
criminal
justice
committee
to
act
as
the
jury.
I
think
that's
a
possibility
if
the
rules
are
promulgated
down
the
road
by
the
administrator
brought
to
this
committee
that
maybe
there's
a
group
of
the
criminal
justice
committee
that
acts
as
the
jury.
H
She
is
much
like
the
prosecutor
and
you're
sitting
first
chair
to
where
you've
got
the
board
still
involved
in
these
cases
before
it
goes
back
potentially
to
a
judge
upon
review.
If
that
35
days
is
challenged
by
you
know
the
person
that's
been
cited
as
a
reckless
owner,
so
I
that's
something
we
don't
need
to
worry
about
now.
I
don't
think
that
can
be
come
up
later.
As
far
as
they
put
the
rules
on
how
the
administrator
would
handle
this
right
right.
O
Yeah
we
reference
within
within
the
ordinance
the
proceed.
You
know,
notifying
the
animal
owner
of
the
procedures,
but
that
would
be
something
we
would
do.
We
would
have
a
separate
procedure
outside
of
this
ordinance.
That
would
be
the
internal
procedure
that
right
that
could
be
brought
into
it.
If
that's
the
desire
of
the.
K
H
While
it
would
never
be
this
administrator
at
some
point,
you
know
in
the
past
there's
been
feelings
by
certain
people
that
this
administrator
doesn't
like
me.
They
keep
singling
me
out.
Well,
there's
other
people
in
the
room
to
be
able
to
be
party
to
that
and
basically
vote
on
whether
this
should
you
should
agree
with
the
administrator's.
H
H
A
N
I
believe
so
I
think
once
we
this
actually
gets
put
in
place
and
we
utilize
it
I'll,
be
referring
to
the
state's
attorney's
office
for
guidance.
I
N
The
way,
especially
the
first
time,
but
I
think
it's
something
that
we
definitely
could
use
you
know
knowing
the
past
history
of
you
know
some
of
the
incense
that
have
occurred,
it's
something
that
could
definitely
be
utilized.
A
Yeah:
okay,
okay,
that's
that's!
What
we
want
to
do
is
help
you
in
your
work
and
we
had
emphasized
almost
every
meeting
that
your
job
is
enforcement
and
this,
if
this
helps
you
in
the
enforcement
line,
then
that's
what
we'd
like
to
do.
Absolutely.
Mr
snipes.
C
I
guess
I'm
going
to
stay
for
the
record.
I
like
the
feral
cats
around
my
neighborhood,
because
when
they
were
gone,
we
had
to
deal
with
mices
and
everything
else.
So
I
tell
people
leave
them.
Feral
cats
alone,
don't
feed
them
they'll
get
their
own
meal.
Well,.
C
No,
they
can
be
bad,
but
just
don't
want
to
bother
the
ones.
That's
in
the
neighborhood
just
leave
them
in
your
name,
especially
when
they're
doing
their
job.
The
only
question
I
would
have-
and
I
and
maybe
doesn't
apply
here
but
up
under
this
appears
to
be
an
ordinance
and
the
ordinance
violation
says
the
fines.
C
C
C
To
make
sure
that
we're
not
over
the
per
violation,
it
says
up
to
750..
I
think
it
was
instituted
in
the
last
couple
years
or
so
so
just
to
take
a
look
to
make
sure
you
incorporate.
C
Yeah,
the
thousand
dollars
right,
whether
we
because
it's
an
ordinance
and
if
it's
an
ordinance
it
limits
us
to
750
per.
I
think
unless
we
get
something
else
done.
H
Yes,
just
just
I
want
to
restate
that
I
I
think
it's
proper
if
someone
does
make
the
motion
that
it
does
include
that
the
administrator
and
administrative
review
and
determination
does
need
to
include
the
criminal
justice
committee
as
the
jury.
I
think
that
needs
to
be
in
there,
because
if
we
pass
it
and
then
it
doesn't
happen,
there's
nothing
pointing
back
saying
that
it
wasn't
part
of
the
code.
That's
just
my
my
thought,
and
I
don't
know
if
john
has
an
opinion
on
that
as
well,
but.
O
I'm
I
don't
have
a
problem
with
building
in
due
process:
okay
kind
of
kind
of.
A
A
L
With
that
adjustment,
the
criminal
justice
and
are
we
going
to
leave
it,
I'm
not
making
them
I'm
going
to
retract
my
motion.
I
have
a
question
first,
okay,
with
that.
What
mr
snipes
said
then
do
we
need
to
change
that
last
paragraph
in
the
ordinance
from
1000
to
750,
or
do
we
leave
it
at
1
000?
For
now,.
O
And
I'm
going
to
have
to
revise
the
I'll
I'll,
revise
the
ordinance
to
add
in
the
the
criminal
justice
jury
provision
as
well.
L
Then
I
make
a
motion
that
the
committee
recommends
that
this
ordinance,
with
the
changes
made
by
the
state
attorney's
office,
be
presented
to
the
general
board
in
october.
A
C
So
I'll
make
sure
that
I'm
clear
the
criminal
justice
committee
will
act
as
as
somewhat
of
a
jury.
Now
is
that
just
arbitrarily
picking,
six
out
of
that
or
12
out
of
that
number?
How
many
is
on
there.
C
O
That
it's
just
in
addition
to
the
into
the
administrative
rev
or
the
administrative
adjudication
process.
C
H
A
Thank
you
under
older
new
business,
miss
polk.
You
have
a
question
for
mr
wheeler.
H
A
proper
answer
would
be,
it
is,
and
we
will
I
just
don't
know
when
that'll
be
because
of
of
mitigation,
25
people,
you
know
how
we're
going
to
handle
that
I
mean
we,
we
could
do
it,
but
then
you
can
only
have
25
going
through
the
building
at
a
time.
It's
kind
of
messy
right
now,
I
would
say
spring,
hopefully,
is
about
the
best
time
to
do
it,
because
I
don't
see
things
changing
here
for
a
little
while
yeah.
H
H
We've
talked
about,
I
don't
see
a
way
to
do
it
now.
We
thought
maybe
involving
the
chamber
of
commerce
and
having
it,
because
it
is
a
community-wide
focal
point.
We
have
done
a
lot
of
work
there
this
year,
I'm
really
proud
of
what
we've
done.
We've
accomplished,
we're
out
of
the
I'm
going
to
say
the
the
spotlight
of
the
attorney
general
we've
done
what
we
should
have
done
a
long
time
ago,
and
we
did
it
pretty
inexpensively.
H
H
Pandemics
haven't
been
really
conducive
to
that.
So.
E
F
Never
voted
on
that
vote.
We
just
had
for
everything
at
one
time
yeah
you
made
it
sound
like
that
was
a
motion
for
the
speaker
made
it
sound
like
there
was
a
motion
for
that
particular
item
on
the
coordinates
on
the
multiple
lines.
