Description
Kankakee County Board Meeting 06/14/2022 9:00am
A
Morning,
I'd
like
to
call
the
kanke
county
full
board
meeting
of
june
14th
to
order
if
we
could
get
today's
invocation.
Excuse
me
is
by
ray
fairfield
board
member.
B
B
Please
give
us
discernment,
while
we
discuss
county
business
and
keep
in
mind
that
we
need
to
listen
and
consider
the
opinions
that
do
not
agree
with
ours.
I
said
you
give
us
guidance
and
also
strength
to
make
those
tough
decisions
that
are
right,
even
when
there
are
times
of
compassion
and
opposition,
also
want
to
remember
those
who
serve
in
our
community
each
and
every
day,
such
as
police,
fire,
medical
and
social
services.
B
D
A
Have
a
quorum
under
public
comment.
I
have
one
today,
karen
smitansky,
the
ac.
F
Is
that
on
yes
yep,
I
have
a
quick
one.
Most
of
you
got
an
email
from
me.
I
am
just
here
to
remind
you
that
tomorrow,
nope
thursday,
we
have
a
veterans,
treatment,
court,
graduation
and
I
would
really
love
it.
If
any
and
all
of
you
can
attend
we're
honoring
a
veteran,
but
it's
probably
judge
kramer's
last
veterans,
court,
graduation
and
we're
going
to
honor
him
too.
I'm
hoping
he's
not
on
this,
because
I'm
trying
to
keep
that
a
surprise.
F
So
so
I'd
like
all
of
you
to
be
there
even
for
that
too.
So,
that's
all
I
have
to
say
thank
you
thanks.
Oh
2,
30
on
thursday
courtroom,
300.
A
All
righty,
I
have
no
presentations
today,
of
vacancy
appointments,
do
have
a
proclamation,
so
if
we
could
get
a
motion
on
the
proclamation
to
start
with
mr
hunter,
a
second
mr
payton,
if
we
could,
would
you
like
to
read
it
in
the
record.
E
I
can
do
that.
My
apologies,
if
I
mangle
any
names
proclamation
of
the
county
board
of
kanke
county
illinois
honoring
their
2022
key
k's
girls
and
boys
track
and
field
team
for
the
historic
win
in
the
ihsa
class.
2A
state
track
championship,
whereas
the
girls
track
and
field
team
completed
a
historic
season
as
they
placed
first
at
the
conference.
E
Tyrese
bender,
jayon,
moreau,
nazir,
hill
and
jair
hill
broke
the
former
relay
record,
whereas
the
kankakee
girls
track
and
field
team
placed
first
and
the
boys
track
and
field
team
play.
Second
at
the
all
city,
2022
track
and
field
meet
on
may
2nd
2022,
whereas
the
girls
track
and
field
team
won
the
first
ever
track
and
field
conference.
A
C
Of
course,
to
my
coaches,
coach
g
and
erica
baptist.
G
Good
morning,
I
just
want
to
say
thank
you
very
much
for
having
us
for
celebrating
us
for
supporting
us.
These
students
have
done
an
amazing,
impeccable
job,
creating
a
historic
journey,
and
it's
not
done
yet
we're
just
getting
started
and
on
behalf
of
our
track
and
director
of
track
and
field
marquis
lowe.
I
just
want
to
say
thank
you.
He
is
just
very
grateful
for
the
support
from
this
town,
the
city,
and
we
are
excited
to
continue
just
watching
these
students
blossom
into
amazing
athletes.
So,
thank
you
so
much.
H
Thanks
the
kenke
high
school
ken
key
high
school
represented
key
county
very
well
down
at
the
state
track,
meets
both
weekends,
the
girls
and
the
boys,
but
also
was
there,
was
a
state
champion
out
of
hershey.
H
There's
a
kid
out
of
saint
anne
that
placed-
and
I
think
I
want
to
see
a
kid
out
of
mantino,
so
kankakee
county
was
very
well
represented
down
in
charleston
at
the
state
track
meet
for
for
our
kids.
It
was
a
long
time
coming
and
we've
always
we've
always
been
able
to
run,
and
then
finally,
we
put
it
together
with
the
with
the
coaches,
with
the
administration,
our
our
new
coach,
our
director
of
track
and
field,
marcus
lowe
couldn't
be
here
this
morning.
H
He
says
he
sends
his
thanks
and
and
we're
just
so
proud
of
all
our
kids
and
and
they
have
moments
they
have
moments
that
they'll
remember
for
the
rest
of
their
lives.
I
mean,
and
some
of
you
out
there
have
moments.
I
know
I
have
moments.
H
I'm
67
years
old,
I've
seen
the
cubs,
the
socks,
the
blackhawks,
the
bulls,
the
bears
we've
seen
them
win
it
all.
I've
been
in
high
school
to
where
I
was
on
two,
my
sophomore
year
and
junior
year.
We
made
it
to
state
to
play
baseball
and
and
and
as
a
as
a
junior
in
basketball.
We
made
it
to
the
sweet
16
and
those
are
memories
that
you
have
for
the
rest
of
your
life.
Of
course,
we
never
want.
H
We
never
won
a
state
championship,
and
in
this
past
two
weeks
we
had,
we
had
two
state
championships
with
with
the
girls
and
the
boys
and
and
this
this
group
of
girls
and
boys
are
became
one
family
when
the
the
boys,
the
boys,
cheered,
the
girls
and
the
girls
cheered,
the
boys
and
and
and
now
we
go
to
meets
together
to
where
we're
in
the
same,
meets
and
whatnot
and
and
oh
what
a
family
you
know
and
and
just
to
watch
our
kids
perform
and
cheer
each
other
on
as
as
one
big
family,
and
we
have
some
great
athletes
and.
C
We
have
some
great
students
that
are
going
to
continue
their
education
and
sports,
and
we
want
to
thank
the
county
board
this
morning
for
having
us
up
here
and
and
having
us
up
here
and,
and
we
just
it's
a
big
big
thanks
and
thanks
for
your
support.
I
So
I
have
to
open,
but
I
just
I'm
honored
for
this
first
off,
I'm
not
gonna,
be
able
to
do
nothing
with
them,
because
y'all
gave
them
a
whole
day.
I
And
we
have
a
lot
of
students
that
are
missing
and
we
are
have
they
are
students
first,
so
a
lot
of
them
are
in
school
or
working,
so
they
are
multi-talented.
But
just
thank
you.
Thank
you
for
this
honor
they're
very
hard
working
and
they
worked
hard
for
this.
So
they
deserved
this
day.
So
we
already
got
the
kids,
I'm
sorry
the
champion,
so
y'all
gave
her
a
day.
So
I
don't
know
what.
I
At
this
point,
but
thank
you
guys
so
much
it's
such
a
honor
to
be
able
to
coach
them
to
teach
them
to
just
be
involved
in
their
everyday
life.
So
thank
you.
A
A
All
right,
moving
on
certificates
of
appreciation
looks
like
we
have
someone
here
today,
randy
bertrand,
45
years
at
the
highway
department.
You
wanna
come
up
here,
45
years.
A
This
isn't
working
just
a
few
words.
You
know
when
you've
been
here
45
years,
you've
pretty
much
done
everything
it's
turned
off.
Somebody
turned
the
mic
off
sorry.
J
J
There
you
go,
it
should
work
all
right.
I'll
start
over
anyway,
randy's
been
here
45
years,
he's
done
pretty
much
everything
that
can
be
done
at
the
highway
department.
He's
patched
roads,
mowed
grass
plowed
snow
in
the
winter,
but
the
thing
he's
probably
going
to
be
most
known
for
is:
he
is
our
ace
striper.
If
you
drive
down
any
of
the
county
roads
he's
done
them
randy
done
that
so
a
lot
of
it.
It's
not
as
easy
as
you
think
I've
watched
them
guys
do
it.
J
It's
not
as
easy
just
getting
out
there
and
just
start
hitting
the
button
and
spraying
pain.
You
get
there's
a
lot
of
stuff
involved
and
he's
not
retiring
yet,
but
I'm
hoping
I
keep
him
around
long
enough.
So
when
we
start
working
on
our
new
striping
machine,
he
knows
what's
needs
to
be
fixed
on
the
old
one
and
we're
going
to
try
to
fix
that
on
the
new
one
and
he's
got
a
wealth
of
experience
that
I'm
going
to
be
counting
on
until
that
day.
A
A
We
also
have
deborah
kozar
jazeersky
for
20
years
at
the
circuit,
clerk's
office
and
perry
denno
10
years
and
corrections
moving
on
now
minutes
of
last
meeting
may
10
2022.
Is
there
a
motion
there?
Oh
dr
polk
and
we'll
go
with
mr
smith
with
a
second
all
those
in
favor
say
aye
aye.
Those
opposed
the
same
sign
motion
carries
claims
committee
reports
please,
mr.
E
Chairman
members
of
the
county
board,
your
committee
on
county
claims
would
beg
leave
to
report.
They
have
examined
the
following
claims
presented
and
recommend
payment.
The
clerk
is
hereby
authorized
and
directed
to
issue
orders
to
the
several
claimants
total
claims
of
6
million
one
hundred
twenty
four
thousand
three
hundred
fifty
eight
dollars
and
twenty
six
cents.
A
Dr
polk,
mr
lear,
with
a
second
from
finance
questions,
comments,
roll
call
vote,
please,
mr.
A
Mr
carey's
under
department
reports,
please
county.
E
E
A
All
righty
is
there
a
motion
to
combine
and
approve
mr
eckloff?
Second,
mr
no
discussion,
all
those
in
favor,
say,
aye
opposed
same
sign.
Motion
carries
let's
see
here
under
the
consent
agenda.
Is
there
anything
that
needs
to
come
off
and
be
considered
separately.
A
E
The
appointment
of
gerald
w
hoekstra
the
sheriff
merit
commission,
the
appointment
of
dr
edward
kent,
fry
to
the
kanke
county
board
of
health,
the
appointment
of
catherine,
joan
hamblin
to
the
kinky
county
board
of
health,
the
reappointment
of
antonio
carrico
to
the
kinky
county
board
of
health.
The
reappointment
of
joe
swanson
to
the
university
of
illinois
extension
amending
chapter
38,
article
2,
section,
38-55
application
and
issuance
of
the
kinky
county
code.
A
Motion
carries
under
pza
if
we
get
the
title
right
in
the
record.
Please
resolution.
A
All
righty
to
start
off
with
is
do
we
have
a
motion
motion
to
approve
go
with
mr
featherling,
with
a
second
of
dell
run
through
sure.
K
The
owners,
donna
and
merlin
with
off
would
like
to
divide
off
the
the
family's
homestead
and
sell
that
to
their
grandson,
aiden
whitoff,
it's
5.85
acres
out
of
the
55.2
acre
farm.
It
will
contain
a
house
and
some
out
buildings,
both
zba
and
planning,
and
zoning
recommend
the
approval
of
this
request.
A
I
have
one
question,
though,
just
for
my
own
knowledge:
if,
if
there
was
another,
somebody
were
to
come
along
and
say
they
want
to
divide
off
the
parcel
next
to
it,
what's
the
the
length
between
driveways,
what's
the
permitted
distance
between.
K
Driveways,
well,
it's
a
little
more
complicated
than
that.
You're
allowed
one
driveway
for
every
330
feet
of
frontage,
whether
you
own
it
or
not.
So
you
start
at
the
corner
and
you
start
measuring
330
foot
increments.
You
get
one
driveway!
That
being
said
once
you,
if
you're
within
your
increment,
then
there's
a
hundred
foot
center
line
to
center
line
between
that
driveway
and
the
nearest
driveway,
and
it
must
be
ten
feet
from
the
property
line
as
well.
Okay,.
A
A
A
A
Alrighty,
you
can
have
a
motion
then,
to
combine
and
approve
that's
the
case
with
mr
siroi
and
then
mr
fairfield,
with
a
second.
If
we
could
just
get
the
the
part
of
the
title
right
in
the
record
is
just
104.10.
E
F
A
Aye
motion
carries
then
on
106.
If
we
can
just
get
that
relevant
part.
E
A
On
this
one
oak,
dr
polk,
to
approve-
and
mrs
weber
was
the
second-
is
there
any
discussion
on
this
one
roll
call
vote.
Please.
L
D
E
A
Aye
motion
carries
before
we
get
into
the
other
business
just
the
way
the
things
stacked
up
this
month.
Is
there
any
new
business
or
old
business.
Mr
lear,
you
had
something
you
want
to
mention
to
the
group
new
business.
D
That
meeting
is
held
at
eagle
ridge
in
galena.
I've
attended
and
the
chairman
has
attended
a
number
of
times.
I'm
not
going
to
be
able
to
attend
because
of
the
previous
commitment.
So
if
any
other
board
member
were
interested
in
this
meeting,
this
is
a
valuable
one
that
has
both
an
educational
period
and
some
chance
to
really
network
with
county
board
members
from
a
lot
of
other
counties
in
the
state.
So
I
would
encourage
anybody
that
can
get
free
to
go.
D
The
ucci
is
paying
mileage,
so
there's
really
no
cost
to
the
county.
Even
this
is
paid
for
in
large
part
by
ucci.
A
Correct
yeah:
they
they
basically
pay
for
the
room
and
mileage
yeah.
So
it's.
If
there's
anything
over
that,
then
the
board
member
is
responsible
for
it.
So
if
you
want
more
information,
we
can
get
to
that.
We
just
want
to
mention
it.
It'd
be
nice
to
have
some
representation
from
the
county
there
as
it
is
the
annual
conference
any
other
older
new
business.
A
Could
we
do
those
openings
real,
quick?
I.
E
One
opening
on
the
clausen
park,
drainage,
district,
one
opening
on
the
x-line
creek
drainage
district,
one
opening
on
the
cabery
fire
protection
district;
one
opening
on
the
pilot
township
fire
protection
district;
one
opening
on
the
saint
anne
fire
protection
district;
one
opening
on
the
otto
township
fire
protection
district;
one
opening
on
the
kankakee
county,
regional
planning;
commission,
two
openings
on
the
kinky
river
valley,
forest
preserve
district
board;
two
openings
on
the
canavan
drainage
district
and
two
openings
on
the
mantino
number:
nine
drainage
district.
Thank.
A
You
thank
you
before
we
get
in
this
last
item.
When
I
asked
for
the
motion,
I
noticed
that
there
was
something
that
was
a
little
bit
incorrect
on
the
resolution
for
this
one.
It
has
to
do
with
the
way
that
we're
accounting
for
the
the
the
vehicles
one
went
to
the
sheriff's
department
at
41,
359
and
then
two
went
to
animal
control.
We
have
to
break
those
out
because
of
the
way
that
we're
gonna
would
have
to
approve
this,
so
the
resolution
will
have
to
be
updated.
A
So
when
I
asked
for
the
motion,
it
would
be
to
approve
that.
Okay,
as
stated,
however,
we
have
to
change
the
resolution
to
include
animal
control
in
there
as
well,
because
it's
a
separate
enterprise
fund
and
we
have
to
keep
these
two
separate
from
each
other.
So
I
don't
sheriff.
I
don't
know,
do
you
want
me
to
do
the
synopsis,
or
do
you
want
to
speak
on
this
on
how
it
all
went
down,
or
you
know,
okay,
sure.
M
Good
morning,
so
we
got
notified
by
our
statewide
committee,
the
sheriff's
association,
that
there
was
a
dealer
in
carlinville
illinois
who
had
state
bid
trucks.
M
If
you
recall
the
board
approved
animal
animal
control
to
purchase
one
truck.
This
was
probably
over
a
year
ago
and
we
couldn't
find
any
when
I
reached
out
to
the
dealer
he
had.
He
had
more
than
three.
M
So
I
I
talked
with
the
chairman
about
there
were
there's
actually
two
trucks
that
we
have
to
replace
in
animal
control.
The
payment
for
those
are
coming
out
of
the
iptip
fund.
So
there
is
no,
obviously
we're
not
looking
at
general
fund
or
or
arpa
or
anything
else,
and
then
the
third
truck
at
some
point.
As
we
replace
squad
cars
that
are
on
patrol,
we
have
to
look
at
starting
to
replace
some
of
our
investigators
cars.
M
We
have
investigators,
cars,
upwards
of
almost
200
000
miles
and
obviously
those
last
a
little
bit
longer
than
patrol
cars,
because
they're
not
quite
run
as
hard
and
as
often
but
they
had
a
third
truck.
If
you
recall,
we
had
a
a
truck
that
was
damaged
in
a
windstorm
that
was
actually
totaled
out.
M
This
was
in,
I
believe,
21
2021
yeah,
it
might
have
been.
Maybe.
A
M
We
received
from
the
insurance
company
a
check
for
28
000,
so
we
went
ahead
and
purchased
all
three
and
that's
where
we're
at
today.
But
I
believe
this
is
an
arpa
issue
or.
A
Yeah
well,
the
first,
the
the
first
thing
I
did
was
I
talked
to
to
as
asu
assistant
state's
attorney
coughlin
and
said
you
know
this
is
this
technically
this
should
go
to
committee,
but
the
supply
chain
issues
mean
that
grab
it.
While
you
got
it
because.
A
Waited
and
then
you're
still
waiting
a
year,
maybe
two
on
tahoe.
So
it's
it's
right.
We
asked
for
that
opinion.
Out
of
the
state's
attorney
said
yeah.
This
will
qualify,
grab
them
and
ask
permission
from
the
board
at
the
next
board
meeting,
because
this
happened
after
finance
committee.
Yes,
so
the
that's.
A
So
the
key
was
is
that
we
had
a
legal
basis
to
to
purchase
those
vehicles
and
we
took
care
of
that.
Then
we
moved
on
it.
So
is
there
any
questions
about
the
process?
A
Is
there
a
motion
to
approve,
then
we'll
go
with
mrs
parker,
mr
eckoff,
and
just
with
those
changes
and
we'll
tighten
up
the
resolution
to
make
sure
that
it
reflects
that
division
of
the
two
vehicles
and
then
the
one
to
the
sheriff's
department?
So
roll
call
vote.
J
K
A
Chairman,
yes,
mr
larry,.
D
I
wonder
if
there'd
be
some
ways
that
board
members
could
see
the
revised
resolution
after
it's
been
supervised.
A
Yeah,
we'll
leave
a
meal.
Excuse
me
email
it
out
to
the
group
afterwards,
no
problem,
thank
you.
Yeah
kelly
is
shooting
upstairs
to
make
sure
that,
because
we
we're
doing
the
arpa
ones
within
our
office,
so
there's
one
other
aspect:
oh
and,
and
we
may,
we
may
use
iptip
for
the
retrofitting
of
the
kennel
boxes
that
go
on
these
trucks
because
they
have
to
be
modified.
Not
all
beds
are
the
same
size,
so
we
may
use
that
on
the
modification.
I
don't
expect
any
more
expense
out
of
this.
A
You
know
situation
or
transaction.
Should
I
say
so
with
that
with
that.
I
think
we're
done
record
time,
9
34..
Unless
anybody
else
wants
to
talk
about
something.
Mr
hess
did
you
have
something.
L
Yeah,
thank
you
chairman
before
I
make
a
motion
to
adjourn
I'd
just
like
to
wish
our
flag
day
baby
a
happy
birthday.
Mr
ekoff.
Oh.
