Description
Finance Committee Meeting 09/28/2022 9:00am
A
C
A
A
All
in
favor
of
approving
the
minutes
say:
aye
aye
opposed,
nay
motion
carries
finance
department,
Mr
McCarty,
you
have
the
financial
reports
in
the
packet
or
on
your
pad
listing
the
sales
tax,
the
income
tax
product,
personal
property
use
tax
good
morning
good
morning.
D
Yeah,
okay,
not
that
everybody
can't
hear
me
yeah
just
running
through
sales
tax
you
can
see
continues
to
be
very
good
coming
through,
even
though
income
tax
had
a
little
bit
of
a
slight
hiccup
were
still
doing
very
well
and
just
a
little
bit
less
than
the
positive
from
last
year's
Trend
and
the
pprt,
which
is
stuck
to
this
page.
D
A
A
D
And
then
the
bed
rental
Revenue
continues
to
Trend
positive
as
as
far
as
compared
to
a
year
ago,
and
we
always
give
you
the
the
village
of
Bradley
Bourbonnais,
City,
King,
key
information,
so
yeah
it
just
you
know,
wanted
to
highlight,
bring
those
back
to
your
attention
flows
into
the
information
yeah.
That
will.
We
will
be
talking
about
so
here
in
a
little
bit
so
I
don't
know
if
there's
any
specific
questions
on
those
or
not.
E
D
I,
don't
know
specifically
I
believe
that
there's
they're
estimating
maybe
another
year
or
two
yeah,
depending
on
what
happens
down
in
Champaign
County.
But
it's.
E
Still
yeah.
D
E
And
do
we
do
we
seek
other
communities
in
terms
of
bed
space
renting
it
do
we
do?
We
have
any
initiative
on.
F
D
Yeah
a
cash
flow
update
for
the
remaining
part
of
the
year
yeah.
It's
all
a
positive
trend,
the
bond
payments
and
things
that
are
coming
up
here,
so
no
issues
there,
but
I
wanted
to
give
you.
D
You
know
what
what
that
Trend
looks
like
we've,
we've
seen
continue
to
watch
that
and
we'll
be
opening
up
next
year.
You
know
take
a
look
at
into
early
part
of
23
here
soon,
so
I
don't
have
any
really
specific
things
other
than
it's
very
positive
notice.
Anybody
has
any
questions.
A
See
no
questions.
We
do
have
a
full
agenda
so
we'll
move
on.
If
there
are
no
questions,
we
have
one
item
not
recommended
for
approval.
Anything
that
you
want
to
add
to.
D
Yeah,
this
is
came
from
maintenance
department.
It's
for
a
round.
Logo;
rug
that
in
that
went
to
the
drum
I,
believe
the
Timothy
Bukowski
Public
Safety
Center,
and
you
see
the
note
that
it
arrived
in
our
office
with
so
we're
bringing
it
here
for
consideration.
A
Regard
to
this
claim,
Mr
motion
to
approve
is
our
second
Mr
Colton
Mr
o'clock.
Excuse
me
all
right.
Roll
call
vote.
Please.
A
C
A
I
must
have
a
monthly
claims
report
that
is
in
your
packet.
Everything
is
listed
there
is
there
a
motion
to
approve
Mr
long.
Is
there
a
second,
it's
Fairfield
that
would
be
a
roll
call
vote,
Please,
Mr.
B
A
B
Miss
Parker
aye
Mr
Fairfield
Mr
eckhoff,
aye,
Mr,
featherling,
aye,
Mr,
Dental,
Mr,
Miller,
aye,
Mr
long
aye,
Mr,
Hunter,
aye,
Mr
Wheeler
motion
carries.
D
Yes,
we're
for
your
consideration
here
today:
The
Debt
Service
payments
for
series,
2007
and
2009
we're
here
for
your
consideration
for
abatement.
This
is
an
annual
process
that
has
to
be
done.
We've
included
The
Debt
Service
schedules
as
well.
Did
you
want
to
do
the
pre-stage
before
the
voter?
D
Yes,
okay,
he
wants
to
okay,
so
the
chairman,
wheeler
and
I,
started
five
months
ago
discussing
how
to
give
something
back
to
the
taxpayers,
with
the
positive
way
that
we,
just
you
know,
looked
through
sales
tax
income
tax,
the
pprt,
all
of
those
you
know
and
how
well
the
county
is
doing
at
this
point,
and
he
asked
me
for
some
options
of
you
know,
potentially
what
we
could
do
so
we
have
identified
one
and
wanted
to
share
that
with
you
today.
E
F
Normally
we
we
we
thank
you
Mr
chairman.
Normally
we
and
I'm
sorry
I,
officially
gotten
old
and
it's
hard
to
see,
but
we
have
officially
gotten
to
the
point
of
being
able
to
make
a
decision
to
help
the
taxpayers
out
is
they're
getting
crushed
by
inflation.
So
when
we
started
this
five
months
ago,
we
were,
we
had
projected.
You
know:
hey
we're,
seeing
historic
levels
of
sales,
tax
and
pprt,
and
all
these
other
things
that
were
unbudgeted
and
you
face
a
choice
in
government.
F
Do
you
put
that
away
in
a
rainy
day,
or
do
you
look
and
see
you
know
do
in?
In
our
case,
taxpayers
need
some
help,
and
what
can
we
do
to
do
this,
and
also
how
can
we
do
this
in
such
a
manner
that
we
don't
leave
ourselves
cash
poor
because
that
we
all
seen
that
movie
and
then,
at
the
same
time
address
long-term
Financial
stability
and
what
we've
come
up
with
is
something
that
addresses
I,
I.
Think
a
lot
of
those
different
pillars
that
we
have
to.
F
F
One
is
for
the
courts
management
system,
the
computer
system
that
runs
the
core
courthouse
in
2009
that
Bond
went
out
and
you
see
the
payments
that
are
due
all
the
way
through
I
believe
it
says:
2030,
correct,
yeah,
and
so
the
total,
if
you
were
to
look
at
that
column,
is
1.7
million
dollars
left
on
that
that
Bond
we're
getting
a
new
system
and
one
of
the
things
that
we
had
we
took
took
a
look
at
is
to
say:
do
you
know
we
want
to
pay
this
off
this
Bond
and
save
all
of
that
interest,
because
now
we
have
the
money
from
this
this,
the
taxpayer
money
from.
F
We
all
think
it
came
from
stimulus.
You
know
there
was
all
this
cash
out
in
the
market.
Well,
that
resulted
in
a
lot
of
these
higher
taxes
that
came
to
us.
Well,
let's
give
that
back
to
the
taxpayers
when
they
need
it,
and
so,
if
we
Abate
these
two
bonds
today,
it
will
be
that
335
000
of
a
media,
22
taxes,
that'll,
be
we're
not
going
to.
You
know,
collect
that
the
taxpayers
don't
have
to
send
in
a
form
they're
we're
just
gonna.
You
know,
that's
gonna
be
off
the
tax
bill.
F
The
second
part
of
this
would
be
the
the
next
slide
is:
there's
your
your
335
then
moving
forward.
If
you
click
it
again,
please
we're
going
to
address
and
call
go
back
please
and
we're
going
to
call
that
Bond
early
and
Steve
can
talk
about
that
process.
That
1.7,
which
is
really
you,
know,
1.5
or
whatever
at
that
point
after
we
make
we
bait
this
first
payment,
so
we
are
going
to
Abate
a
call.
Early
excuse
me
that
Bond
pay
that
off
save
all
that
interest
in
the
23
and
24
tax
years.
F
So,
if
you
add
all
of
that
up,
today's
action
will
be
triggering
a
2.485
million
dollar
tax
break
for
the
taxpayers
and
that's
money
that
we're
not
even
going
to
ask
them
for
it's
not
even
going
to
appear
on
the
tax
bill
anymore.
There's
nothing
to
send
in.
They
don't
have
to
do
anything,
come
down
here
and
beg
for
it
back
we'd.
Rather
they
keep
it
in
their
pocket.
And
so,
if
you
look
in
one
more
slide,
please
and
that's
really
it
eliminates.
F
This
is
the
why
we
did
it
this
way,
it's
going
to
eliminate
virtually
all
long-term
debt
from
the
county.
All
of
our
bond
debt
is
going
to
be
gone.
That's
supported
by
property
taxes
you
will
all
we'll
have
left
is
the
animal
control
and
that's
supported
by
tags
and
fees.
It's
not
property
taxes,
so
virtually
there's,
almost
100
percent
of
our
debt
is
going
to
be
gone,
that
taxpayer
property
taxes
are
going
to
be
supporting,
and
that
is
Monumental.
F
In
my
opinion,
it's
like
you're,
paying
off
the
car
you're
paying
off
the
house
you're
taking
care
of
your
own
student
loans
at
the
federal
government.
You
see
where
I'm
going
with
this.
It
puts
us
in
a
much
better
financial
position,
not
just
now,
but
for
the
next
10
15
20
years.
This
is
real
structural
change
within
County
government,
so
I
I
thought
that
this
was
much
better
plan
than
any
other
gimmick
or
you
know
going
out
and
borrowing
money,
trading,
debt,
One
One
debt
for
another
debt.
F
You
know
that
type
of
stuff,
so
it's
this
is
what
we're
presenting
today.
So
the
action
you're
taking
today.
This
is
what
it
will
result
in.
G
D
Going
to
get
back
yes,
I
can
get
that
to
you.
I
did
not
bring
that
with
me,
though.
Today
so
I
usually
bring
that
when
we
do
the.
G
Yeah,
so
is
that
going
to
come
in
on
it?
So
when
you
get
your
tax
bill
next
time,
is
it
going
to
be
just
off
the
bill?
It'll
be
off
the
bill.
You
won't
get
a
check
for
this
money,
no
okay.
No,
so
if
they
have
a
mortgage
and
they've
been
paying
in
based
upon
more
because
everybody's
increasing
their
escrow
accounts,
then
most
people
would
get
that
money.
G
F
G
And
then
Andy,
you
feel
Mr
reeler.
You
feel
confident
that
everything's,
if
we
doll
this
out
and
did
not
take
it,
everything's
gonna
be
okay
as
far
as
other
departments
and
things
going
on
it.
If
you
feel
as
though
the
funding
is
there's
not
going
to
be
major
increases
in
the
Departments
or
anything
because
of
inflation,.
F
We're
already
at
what
18
we
we
tried
to
take
into
account,
leaving
enough
flexibility
that
if
the
economy
we're
in
completely
tanks,
we
can
still
make
it
okay,
so
we
didn't
want
to
get
too
extended
out
there,
because
it
could
have
been
more
yeah.
So
we
we
went.
We
tried
to
take
things
in
a
conservative
approach
and
we
don't
want
to
go
through
what
we
went
with
back
in.
F
You
know:
14
15
16,
where
we're
laying
off
deputies
and
not
having
prosecutors,
and
it
was
just
a
mess
it's
because-
and
the
banks
turned
us
off
too.
So
now
that
where
our
credit
is
I'll
say,
our
credit
rating
is
such
that
people
want
to
do
business
with
business
with
us.
We
have
cash
highway.
Just
take
you
know
we're
taking
care
of
that
situation.
I
mean
we're
sitting
in
a
better
financial
position.
I
think
that
we've
ever
really
been
in
that
I
can
document.
F
G
D
Here
a
year
from
now
right
this,
this
is
running
into
the
budget
and
I've
got
the
general
fund
budget
Who.
This
call
option
will
be
taken
care
of
by
the
general
fund
budget
and
I've
got
it
out
through
25
fiscal
year
25,
and
we
will
be
covering
those
details
on
the
budget
side
next
month.
Okay,
but
this
is
built
in
to
call
for
the
over
the
next
two
fiscal
years
in
the
general
fund
to
take
care
of.
E
Again,
just
this
is
Monumental
in
terms
of
accountability
for
County
Government,
and
you
know
everybody
should
probably
be
screaming
about
you
know
if
you
vote.
Affirmatively,
for
this
is,
is
a
positive
thing,
so
I
just
want
to
thank
chairman,
wheeler
and,
and
my
guy
Steve
McCarty
and
the
staff
are
for
pulling
this
together
and
do
you
have
to
interface
with
Chapman
and
Cutler
as
well
too,
whether
they
know
what
you're
doing.
D
Well,
yet
we
will
look
with
Bond
Council
yeah,
okay
ice
Miller
is
our
bound
Council,
okay
and
there's
a
process
to
call
you
know,
as
far
as
there's
a
legal
process
to
inform
our
bond.
A
A
H
A
A
D
Yeah,
we
put
it
on
there
just
to
bring
forward.
You
know
anything
that
we
had
up
to
this
point.
There's
still
a
lot
in
motion.
A
lot
of
meetings
set
up,
for
example,
we're
meeting
with
the
sheriff
today
later
this
morning
about
their
budgets.
D
So
there's
just
a
lot
going
on
trying
to
work
ahead.
We
are
trying
to
work
ahead
as
much
as
possible.
There's
a
little
bit
of
an
unknown
timeline
for
myself
as
a
candidate
at
the
Northwestern
live
liver
donor
program,
so
I'm
doing
working
ahead
as
much
as
I
can
just
in
case
my
timing
changes,
but
so
everything's
going
well
we're
moving
along.
Obviously
this
plan
is
built
in
and
we're
meeting
with,
everyone
to
you
know
try
to
make
sure
we
get
everything
locked
in
anything.
F
I,
just
to
what
you
were
saying:
Steve,
it's
the
the
we've
been
working
ahead,
we're
still
on
schedule,
but
we
with
with
Steve's
situation
being
a
you
know,
an
organ
donor.
He
doesn't
know
exactly
when
that
will
happen,
and
it
might
be
right
when
we're
approving
the
budget,
so
he
may
not
be
here
at
the
end
of
the
month,
but
we're
going
to
have
the
budget
done
and
obviously
it
will
have
representation
in
the
room,
whether
it's
Chris
or
whatever,
to
make
sure
that
we're
going
through
everything.
F
But
just
the
for
the
committee,
no
I
mean
we're
gonna
next
month
is
gonna,
be
the
budget,
and
then
we
improve
with
the
full
board
the
following.
So
that's
why
we
had
to
move
the
meeting
up
a
day
or
a
couple
days
early
for
that
public
viewing
period
as
required
by
Statute
so
but
we're
very
far
along
in
the
process.
Things
are
looking
good.
F
You
know
we
just
have
to
and
we
always
got
to
keep
in
mind
as
Mr
Feathering
kind
of
alluded
to
we
don't
we
don't
really
know
what's
coming
next
year.
We
can't
because
the
safety
act
is
such
a
mess,
both
financially
and
really
in
the
terms
of
safety.
We
don't
know
what
the
increased
costs
are
going
to
be.
All
we
can
do
is
guess
you
know,
and,
and
so
really
next
year
is
kind
of
a
feel
our
way
through
it
in
terms
of
all
of
Public
Safety,
probation,
Sheriff
courts,
public
defender,
a
state's
attorney.
F
We
just
don't
know
what
this
law
is
going
to
do
to
our
time
allocations
and
human
resource
needs
in
those
areas,
so
it
could
go
up,
it
could
go
down,
we
just
I
mean
it.
Just
don't
don't
know
you
know
so.
I
just
want
to
make
sure
everybody
knows
that
we're
going
to
have
a
budget,
it's
going
to
be
solid,
but
it
is
going
to
require
some
flexibility
on
the
court
side
of
things
that
we
do
have
that
with
projected
revenues
that
make
sense.
F
So
we
do
have
a
kind
of
a
dartboard
type
budget
and
I
really
don't
know
any
County
that
wouldn't
be
dealing
with
the
same
situation.
If
the
judges
don't
even
know
how
they're
going
to
be
sentencing,
people
or
letting
them
out
of
jail
on
1-1,
how
could
they
know
what
the
true
costs
are?
You
know
for
the
how
to
run
those
operations,
so
I
just
want
to
clarify
that
it's
we're
trying
to
account
for
it
and
leave
something
in
there
in
a
contingency
side
of
things,
and
we
do
have
excess
revenues
over
expenses.
D
We'll
add,
with
the
economy,
unknowns
as
well.
We've
been
conservative
on
Revenue
projections.
You
know
with
potential
with
you
know:
economic
and
inflation
and
all
those
factors
as
well
that
are
going
on.
So
there's
there's
a
lot
of
a
lot
of
moving
moving
things
right
now.
You
know
in
what
we're
dealing
with
so.
A
Keep
in
mind
that
that
is
at
a
different
day
of
the
week
than
usual
difference
to
so
make
sure
you're
checking
your
calendar
in
terms
of
the
date
for
that
October
meeting,
we'll
move
on
to
arpa
funding
requests.
D
All
right,
I
do
not
have
any
for
lost
revenue
for
this
meeting.
The
first
one
is
for
Andre
Pizza
Inc
doing
business
as
luconi's
Pizza
I've
included
in
your
packet,
the
the
communication
that
we
received
and
the
improvements.
If
you
will
that
they're
looking
to
do
for
the
small
business
so
under
the
treasury
it
qualifies
under
2.31
for
business
improvements.
It
is
a
business
within
the
village
of
Bradley,
so
it's
eligible
for
5
000.
You
know,
but
pending
your
decision
as
well,
so.
A
F
Chairman
wheelers
I
got
a
question
chairman
just
for
the
record.
These
are
I
believe
each
one
of
these
that
we're
considering
would
be
reimbursement
they
have
to
purchase,
and
then
we
reimburse
okay
and
then
that's
I,
believe
we
when
we
went
through
a
list
there's
none
of
that
are
outside
of
this
correct,
they're,
all
reimbursement.
D
Yeah,
the
next
one
they
they
provided
their
receipts.
Okay,
but.
A
G
It
I
had
a
dog
eared
here,
Android.
E
G
D
You
actually
talk
to
him
yeah,
no,
the
new
final
rule
that
the
treasury
put
out
expanded,
small
business
assistance.
Okay
and
it
is
taking
it
Beyond
covid.
You
know
impact
it's
gone
to
start
up.
It's
gone!
Improvement,
it's
gone
to
facial,
you
know
like
facade,
it's
it's
opened
up
a
lot
of
different
Avenues,
so
it's
still
up
to
the
committee.
You
know.
As
far
as
how
we
you
know
you
want
to
proceed.
D
G
So
you
guys
have
always
stated
all
along
while
we've
been
doing
this
is
that
we
don't
want
to
have
a
problem
later.
Have
it
come
back
and
have
to
well
right?
Absolutely,
that's
why
we
watch
it
closely.
I
mean
you,
wouldn't
you
wouldn't
say
you
didn't
have
yes
or
no
on
the
sheet
that
I
have
I,
don't
think
yeah.
D
Okay
yeah,
as
far
as
eligible
funding
from
a
treasury
side,
it
is
eligible,
but
if,
as
far
as
how
the
County
Board
has
you
know
been
allocating
for
small
business,
this
is
a
little
bit
different.
You
know
I
mean
in
the
timing
and
stuff,
and
so
that's
you
know
it's
up.
I
G
More
okay
is
that
one
included
in
this
motion
too
right.
A
A
time,
okay,
one
is
there
a
motion
to
approve
settling
Mr
Hunter,
all
in
favor,
say
aye.
All
right
closed.
Nick
motion
carries
the
next
one
is,
as
Mr
fredling's
already
pointed
out,
one
that
a
recommendation
does
not
come
to
us
because
of
some
issues.
That
involved
with
you.
D
Yeah
we
received
this
from
black
positive
Concepts.
It's
primarily
at
this
stage.
If
of
is
more
of
a
patent
level,
we
did.
We
request
a
business
plan
which
is
included.
D
D
There
is
over
10
000
of
startup
costs
that
have
been
identified
and
provided
to
us
so
and
it's
they're
out
in
a
rural
part
of
the
county
as
far
as
their
address,
so
that
would
be
a
ten
thousand
dollar
for
the
small
business
side
of
ours.
However,
you
know,
as
far
as
ability
to
actually
create
and
start
a
business,
even
though
they've
done
a
a
plan.
D
D
So
it's
really
in
that
whether
the
County
Board
wants
to
take
a
look
at
something
like
this.
As
far
as
you
know,
as
far
as
you
know,
Financial
something
like
this.
A
Am
I
correct
that
this
one
fails
to
this
business
plan
fails
to
indicate
much
about
how
they're
actually
going
to
have
the
product
produced.
A
E
Thank
you
very
much.
Mr
chairman
Mr
McCarty
and
you've
articulated
I'm,
trying
to
remember
the
gentleman's
name
Jabari.
Whatever
is
the
gentleman
associated
with
black
positive
concept,
you
articulated
what
the
shortcomings
were.
Did
you
do
it
in
writing
or
you
just
verbally
shared
with
him,
what
the
the
shortcomings
were?
No.
D
D
You
know,
as
I
mentioned,
the
treasury
does
have
a
startup
in
the
small
business
aspect.
You
know
so
you
know
that's.
It's
really
comes.
Has
a
lot
to
do
with
the
finance
committee,
the
board,
you
know,
and
their
concept
of
helping
small
business.
D
You
know
as
far
as
in
covert
relief,
but
you
know
that
we've
we've
we've
attempted
on
other
occasions
with
the
treasury
to
get
clarification,
it's
very
difficult
to
get
clarification,
and
now
we've
just
learned
that
they
may
be
cutting
out
that
section
of
their
budget,
the
the
the
the
help
that
they
barely
had
they're
now,
potentially
cutting
it
out
because
of
their
budget
constraints,
so
trying
to
find
anything
out
specifically
specifically
from
them
is,
is
very
difficult.
I
D
Yeah,
we
don't
believe
anything
has
been
sold
yet
yeah.
It's
it's
in
the
concept
stage,
drawings,
Etc,
patented
of
a
concept
for
concept.
Basically,
so.
A
I
go
back
to
the
fact
that,
from
what
we
see
in
this
application,
the
business
has
not
been
successful
in
finding
Capital
to
be
able
to
pay
for
initial
manufacturing
costs
and
I
I
don't
see
anything
in
here
that
would
suggest
how
they're
going
to
come
up
with
those
they
say
they're
in
the
process
of
raising
their
initial
Capital
costs.
But
we
don't
see
any
indication
that
they
had
any
success
in
raising
any
of
that
money
at
all
and
so
I
I
guess!
A
That's
where
my
concern
comes,
that
if
they're
not
able
to
raise
money
to
pay
for
initial
costs,
there
maybe
have
a
hard
time
getting
off
the
ground.
Yeah.
D
At
best,
there's
over
ten
thousand
dollars
of
expense,
you
know
of
their
initial
expenses
identified.
It
would
be
basically
at
this
point
from
what
we
know
and
understand
reimbursing
for
those
costs
that
they've
incurred
up
to
this
point.
If
they're
business
process.
G
Excuse
me,
thank
you,
Mr
chairman
I,
don't
I
I,
don't
know
the
the
hard
details
about
this
product,
but
it
doesn't
look
to
me
like
it's
going
to
work
because
the
guy
who's
been
around
here.
I'll
use
the
forks
that
lift
them
up.
You
know
just
squeeze
them
and
dump
them.
They
don't
lift
the
cans
up
anymore
I
mean
if
they
got
something
to
get
out,
but
and
I
don't
see
people
wanting
that
all
on
the
street.
G
G
A
A
I,
don't
Parker.
A
A
F
We're
in
a
an
odd
situation
here,
because
when
we
asked
for
a
business
plan
just
like,
we
have
asked
for
a
business
plan
from
the
Bourbonnais
Township
Park
District
for
their
Diamond
Point
project,
and
we
have
yet
to
receive
that
as
well.
When
we
got
this
business
plan,
it
lacks
any
detail
whatsoever
of
you
know:
how
much
does
it
cost
to
manufacture
it?
What's
your
Market
survey,
what's
your
position
in
the
market?
Who
are
your
competitors?
Those
of
us
I've
been
in
product
development.
F
Those
are
things
you
have
to
do
in
order
to
go
to
a
bank
and
say
give
me
money
for
it's
like
Shark
Tank.
You
know
you
don't
go
in
there
and
without
any
sales
or
you
just
you
know,
patents
you
go
in
with
well
I've
sold
40
000
of
these
and
I
need
another
10
grand
to
get
over
this
hump,
because
that's
all
we're
able
to
to
allocate
is
ten
thousand
dollars.
F
So
I
would
almost
say
if
we
could
change
the
motion
to
a
table
until
he
raises
half
a
million
dollars
and
then
we
can
become
part
of
the
the
what
what
he,
what
yeah,
what
we're
helping
him
with.
But
we
don't
I,
don't
see
any
viable
business
concept
here.
Yet,
just
from
an
evaluation
side
of
thing,
I
see
an
idea:
I
see
competitive
products
that
are
already
in
Walmart
and
lows
and
those
types
of
things
that
are
more
prefab,
I'm
sure
made
in
the
Pacific
Rim.
F
You
know,
and
they
fill
up
containers
full
of
them
to
send
them
here,
but
in
there
like
450
bucks.
So
it's
I
do
see
similar
products
out
there
and
I
don't
want
to
discourage
the
gentleman
for
going
out
and
raising
the
money
and
I
wish
them
well.
But
for
us
to
fund
it
right
now
we're
opening
the
door
for
funding
a
business
that
really
has
no
business
plan.
F
It
has
no
structure
on
how
they're
going
to
get
from
A
to
B,
but
if
they
do
get
that
together,
I
think
we
should
take
it
back
from
the
table
and
see
if
we
even
revisit
it.
So
that's
what
I
would
all
would
ask
if
we
could
change
the
motion
and
then.
G
I
like
to
stay
with
the
we'll
go,
we'll
go
ahead
and
go
with
the
motion
table
to
the
next
meeting
next
finance
committee
Indian
another
month.
G
F
You
know
raises
money
and
has
where
he's
going
to
manufacture
the
product?
How
much
is
it
going
to
cost?
You
know
Mark,
you
have
to
look
at
your
margin,
I
mean
there's
none
of
that,
but.
F
G
Costs:
okay,
so
I'll
go
along
with
that
one
I'll
go
ahead
and
make
a
motion
the
table
up
to
the
until
he
comes
up
with
the
proper
information.
A
A
There
any
debate
on
the
motion
hearing
no
debate,
all
in
favor
of
the
motion
the
table
until
we
come
until
the
applicant
provides
additional
information
in
terms
of
a
full
business
plan.
D
All
right
go
near
Township,
Road
District.
The
request
was
for
75
000.
They
are
eligible
underneath
the
28
000
uncovered
government
they're,
looking
to
upgrade
a
gravel
road.
It's
a
hard
surface
for
easier
access
to
our
wheelchair
bound,
resonant
current
residing
on
the
gravel
road
was
there.
D
Next
one
Grant
Park
Fire,
Protection
District
very
request,
is
for
eight
thousand
nine
hundred.
Ninety
five
dollars
they
said
see.
The
sheet
is
for
a.
A
D
I
D
The
next
one
limestone
Park
District,
we
did
have
previous
Harper
funding
of
5590.
They
are
requesting
the
remaining
balance
of
14
410
to
meet
up
to
the
twenty
thousand
cap.
We
are
in
need
of
a
new
AC
unit
for
our
main
building
located
above
address,
so
they're.
Looking
at
improvements,
infrastructure
improvement
with
the
remaining
amount
up
to
our
cap
of
twenty
thousand.
D
Next
one
excuse
me
Village
of
Buckingham.
The
requester
was
for
49
000
they
under
the
twenty
thousand
dollar
cap
for
non-cover
government.
The
code
is
5.11
drinking
water,
transmission
and
distribution,
with
back
up
an
explanation
there
as
far
as
their
water
infrastructure
as
they
identify
it
and
trying
to
upgrade
for
those
needed
improvements
for
the
village
of
Buckingham.
There
was
a
estimate
at
the
very
back
on
pause
tank
replacement.
D
Rough
estimate
looks
like
about
215
000,
see
what
they're
getting
into
but
total,
at
least
for
that
part,
but
so
that
the
backup
information's
there.
F
Twitter,
just
just
as
a
point
of
reference
I
met
with
the
mayor.
We
talked
about
this.
This
is
a
one
of
two
charge:
tanks
that
basically
pressurized
their
whole
water
system.
So
it
does
fall
within
the
arpa.
You
know
allowed
uses
it's.
It's
really.
You
know
Prima
patients
right
there.
On
top,
so
we
know
we
can
do
that.
The
issue
is
I
want
to
be
for
full
disclosure.
They
received
a
very
small
amount
amount
of
direct
arpa
money,
just
like
Hopkins
parked
it,
and
we
did
have
a
policy
saying
that
you
know.
F
If
you
got
arpa
money,
then
you
know
you
would
have
to
use
yours
first,
because
that
was
a
couple
years
ago,
and
so,
in
this
case,
I'm
recommending
I
would
actually
make
the
motion
to
approve.
Since
we
talked
to
the
mayor,
but
also
let
the
committee
know
that
Hopkins
Park
is
going
to
come
back,
the
village
of
is
going
to
come
because
they're
doing
some
Wastewater
stuff
and
I
would
at
that
point
recommend
the
same
for
them,
even
though
they
got
seventy
thousand
dollars.
F
E
A
D
Received
eighteen
thousand,
eight
Ninety
Six
the
first
and
so
they'll
get
the
same
amounts
of
39
000.
Roughly.
D
All
right,
the
last
one
Yellowhead
Township
Park
District
road
district,
sorry
request
of
49
000.
They
are
eligible
under
a
twenty
thousand
dollar
cap
on
the
non-covered
government,
prove
infrastructure.
There
was
a
detail,
it's
late
and
hate
the
garage
where
they
parked
their
snow
plows
as
far
as
the
the
help
them
through
wintertime
activity.
A
What
all
right,
if
there's
no
discussion
all
in
favor
of
the
motion,
say
aye
aye
opposed
name
motion
carries.
Is
there
a
motion
now
to
combine
improve
all
of
these
requests.
A
B
A
A
B
A
A
B
A
B
A
All
right,
thank
you.
Insurance
renewal,
Mr,
Lynch.
J
Much
the
last
time
I
was
here,
we
discussed
the
Blue
Cross
increase,
which
I
believe
I
described
at
that
point
was
approximately
11
percent
over
what
it
was
in
its
current
form
and
I
told
you
that
we
would
be
going
out
to
Market
and
everything
was
sent
out
and
we
have,
for
the
most
part,
received
back
what
I
believe
all
the
quotes
we're
going
to
get.
We
had
a
date
set
with
our
requests
for
proposals
of
15th
of
September.
J
A
variety
of
proposals
came
in
after
that
which
we
continued
to
look
at,
which
we
always
do
anyway,
but
so
I
will
go
in
this
order.
That
Anita
has
prepared
on
the
agenda.
The
first
one
would
be
the
dental
insurance
renewal.
We
looked
at
the
marketplace
and
didn't
see
anything
that
was
any
better
than
what
we
currently
have.
J
Delta
is
a
self-funded
plan
on
a
voluntary
Dental
basis,
so
the
employees
pay
for
that
themselves,
but
it
is
technically
self-funded
and
this
year
the
experience
was
so
good
that
Delta
recommended
the
rates
be
taken
down
by
a
percentage
that
they
outlined
in
their
proposal.
It
was
almost
10
percent,
but
we
feel
like
that,
might
be
a
too
great
of
a
decrease,
we're
seeing
some
dental
Trends
in
the
marketplace
that
are
higher,
seven,
eight
and
nine
percent,
and
so
we're
going
to
recommend
the
first
three
tiers.
J
The
employee
tier,
the
employee
spouse
and
the
employee
children
be
reduced
by
five
percent
and
allow
the
family
to
be
reduced
by
the
9.9
percent,
so
that
gets
it
under
a
hundred
dollars
a
month
and
we'll
see
how
the
year
goes
and
then
next
year
we'll
assess
that
we
we
had
an
increase
last
year
of
about
10
percent,
because
we
saw
a
trend
increase
in
the
experience
this
year.
J
Yes,
we
had
good
experience,
but
again,
I
see
this
trend
going
up
in
the
marketplace
and
I
don't
want
to
turn
around
next
year
and
then
you
know,
take
everything
you've
given
back,
so
we
recommend
staying
with
Delta
it's
the
best
program.
It's
got
a
great
Network
in
the
area
and
from
what
I
know
the
people
are
satisfied
with
it.
There's
about
401
people
in
the
plan
of
forgive
me
if
I
don't
get
the
exact
number
right,
485
lives.
J
So
it's
a
very
highly
participatory
plan
and
we
don't
hear
a
lot
of
complaints
by
it.
I'm
going
to
lump
Vision
in
life
together,
they're
both
with
Dearborn
National
Dearborn,
is
a
wholly
owned
subsidiary
of
Blue,
Cross,
Blue,
Shield
and
I'll
explain
more
of
this,
but
there
was
no
increase
for
a
two-year
rate
guarantee.
So
the
same
two
plans
would
stay
together
and
there
is
an
additional
provision
which
I'll
explain
more
about
in
the
Blue
Cross
Medical
proposal.
J
That
is
called
package
pricing
and
what
it
basically
means
is
as
long
as
you
keep
the
Dearborn
National
products
packaged
in
your
program.
We
will
discount
it
and
I'll
show
you
that
discount
in
a
more
in
in
a
second
here,
but
we're
going
to
recommend
staying
with
the
Dearborn
National
continued
County
funding
of
HSA
for
high
deductible
Health
Plans.
J
Currently,
the
county
participates
in
a
500
contribution
for
singles
and
a
thousand
dollar
contribution
towards
the
health
savings
account
portion
of
the
hdhp
and
the
county
is
recommending
I
recommend
that
that
continue
on
people
who
participate
in
those
plans
have
that
savings
account
set
aside
on
a
tax
preferred
basis.
It's
not
taxed.
Actually,
the
money
comes
off,
your
gross
income
goes
into
the
tax
account
to
be
spent
for
medical
expenses,
of
which
there's
a
definition
that
the
IRS
gives
and
is
readily
available.
So
it's
a
good
program.
J
J
We
didn't
see
a
vast
difference,
meaning
any
severely
competitive
where
we
could
save
a
lot
of
money,
especially
when
you
look
at
the
Blue
Cross
requirement
to
keep
those
programs
there
losing
what
what
amounts
to
about
a
half
a
percent
off
the
medical
price
versus
the
difference
that
we
saw
in
the
Met,
the
ancillary
plans
Marketplace,
the
medical
discount
is
greater,
is
where
I'm
going
with
it
and
the
bottom
line
becomes.
When
I
was
here.
J
The
last
time
Blue
Cross
had
given
us
a
a
rate
increase
that
was
I
believe
stood
at
11.7
percent.
We
have
gotten
out
of
five
carriers.
We
went
to
Marketplace
with
Blue
Cross
being
one
of
the
five.
We
had
another
proposal
that
was
competitive
and
turned
around
and
asked
Blue
Cross
to
get
its
pencil
out
and
they've
reduced
the
11-7
down
to
8.5
percent.
J
And
if
you
look
at
the
sheet,
that's
up
on
the
screen,
you'll
see
how
it
it
factors
out
option
one
you'll
see
in
the
second
or
actually
the
third
box.
It's
the
current
plan
and
it
lists
how
the
plan
works.
Six
thousand
dollar
deductible,
there's
two
deductibles
per
family,
is
what
the
twelve
thousand
dollars
means
below
that
you'll
see
that
basically
the
deductible
is
first
and
then,
after
that
the
insurance
carrier
pays
100
percent
the
second
box
under
option.
One
is
you
know
the
first
is
current.
J
The
second
is
renewal,
and
if
you
drop
all
the
way
down
to
the
green
you'll,
see
that's
8.5
percent
box.
Two
is
a
second
HSA.
Both
option
one
and
option
two
are
hsas
and
it
is
a
twenty
eight
hundred
dollar
deductible,
after
which
eighty
percent
is
paid
by
the
carrier.
Twenty
percent
paid
by
the
insured
up
to
a
maximum
of
fifty
six
hundred
dollars.
Out
of
pocket,
and
so
both
of
those
plans
are
hsas
and
you'll,
see
next
to
the
current
option.
There's
the
increase,
which
Nets
out
at
8.5
option.
J
There
are
co-pays
for
medical
insurance,
medical
co-pays
in
there
and
co-pays
for
RX
current
renewal
and
you'll
see
again
8.5
percent
and
then
option
four
at
the
far
right
side,
current
and
renewal.
This
is
the
best
plan.
That's
on
the
table
at
a
thousand
dollar
deductible,
after
which
80
percent
is
paid
by
the
carrier
up
to
a
maximum
of
four
thousand
dollars,
so
the
lowest
out
of
pocket
lowest
deductible
plan
there.
There
are
co-pays
for
office
visits
and
Specialties.
J
There
are
co-pays
for
prescription
drug
and
again
eight
and
a
half
percent
so
below
the
green
boxes.
You'll
see
annual
totals
annual
difference
for
the
county,
which
is
result
in
about
470
one
thousand
dollars,
and
the
difference
from
current
is
eight
point.
J
Five
percent
and
again
I
stress
that
package
pricing
is
included
there,
which
goes
along
with
what
I'm
going
to
recommend
that
you
stay
with
Dearborn
National
to
retain
this
package
pricing
arrangement
now
you'll
see
down
below
Anita
has
calculated
last
year,
Blue
Cross
gave
us
a
100
000
communication
credit
and
so
we're
backing
this
into
a
a
scenario
where
that
is
given
to
the
employee.
In
essence,
and
and
so
they've
she's
broken
this
down
by
employee
that
the
county
did
not
have
to
pass
this
on
to
the
employees.
J
They
could
have
used
that
one
hundred
thousand
dollars
for
whatever
purpose
they
they
wanted
to
in
essence,
but
it
is
called
a
communication
credit
it
was
given,
and
so
they
decided
to
return
that
to
the
employee,
rather
than
retain
it
itself,
and
so
this
is
backing
that
in
and
so
at
this
point
you
know
under
the
medical
scenario,
I
I
would
just
like
to
say
that
it's
my
recommendation
that
you
renew
with
Blue
Cross,
because
there
was
nothing
even
close
to
being
below
where
they're
at
right.
J
Now
we
only
had
one
competitive
bid.
We
had
one
declination
and
two
did
not
meet
the
timeline
for
getting
the
proposal
in
which
you
know
when
you
set
these
dates.
You
know
I'm,
sorry
to
say
that
if
they
can't
get
them
in
and
somebody
else
does,
you
know
they
forfeit
their
opportunity
to
throw
a
good
bid
in
I
wish.
J
I
just
wanted
you
to
know
it
gets
tougher
every
year
because
about
80
percent
of
the
marketplace
and
Group
Insurance
renews
on
1-1
now
because
of
the
Affordable
Care
Act,
the
other
20
or
some
percent
or
various
States
in
in
someone
others
on
seven
one
which
is
kind
of
a
midpoint
in
the
calendar
year.
J
So
we're
very
well
aware
we'd
like
to
have
more
competition,
but
right
now
in
the
fully
funded
health
insurance
business.
That's
that's
the
world
we
live
in
now.
There
is
also
a
last
bullet
point
and
I
may
need
Anita's
help
here,
but
the
insurance
or
finance
committee
should
know
that
the
county
is
desired.
J
On
continuing
the
funding
for
the
employee
assistance
plan
and
perspectives
is
the
name
of
the
employee
assistance
plans
vendor
and
they
came
in
I
believe
it
was
two
years
ago.
Was
it
night
at
Anita
and
offers
a
proposal
I
believe
the
the
annual
premium
is
somewhere
around
thirteen
thousand
dollars
that
the
county
pays?
There
has
been
no
increase
in
that
and
I
highly
recommend
in
this
day
and
age
to
have
this
for
mental
health
concerns.
J
Employees
have
the
opportunity
to
call
in
discuss
their
concerns
with
the
these
counselors
online
or
on
telephone
and
can
even
arrange
to
have
personal
interactions
dealt
with
so
at
that.
I
would
be
open
to
any
questions,
but
my
recommendation
is
to
stay
with
Delta
to
stay
with
Dearborn
National
because
of
the
package
pricing
arrangement
with
Blue,
Cross,
Blue,
Shield
and
finally,
to
stay
with
Blue
Cross
Blue
Shield.
At
this
point.
A
E
J
I
appreciate
your
comment:
the
the
marketplace
has
changed
greatly
because
of
government
interaction
and
intervention,
and
not
always
for
the
good
and
I,
don't
mean
that
there's
not
good
things
out
there
for
people
to
exact
out
of
the
benefits,
but
they
complicated
annually
by
having
more
compliance
issues
which
I
do
want
to
mention
that
we
forward
to
Anita
into
the
county
on
a
regular
basis.
J
Compliance
bulletins
that
need
to
be
set
out
for
the
employee's
knowledge
and
the
employees
can
get
a
hold
of
those
on
the
Paylocity
site,
which
there's
an
employee
benefit
Library.
If
you
will,
and
if
you
want
to
know
something
about
how
these
compliance
issues
affect
the
county
or
yourself,
you
can
go
on
there
and
and
download
them
and
review
them.
So
with
that
I
I
think
that's
all
I
have
unless
there's
other
questions.
J
E
J
One
last
comment:
one
of
the
bad
things
that
happened
between
the
last
meeting
of
today
was
that
we
found
out
in
the
new
reporting
scenarios
that
we
went
from
large
claimants
of
three
to
large
claimants
of
six
I'm
so
happy
that
was
hidden
in
the
lag
when
we
got
these
numbers
back
from
Blue
Cross.
So
they
could
have
deferred
our
request
to
to
knock
this
thing
down.
But
we'll
have
to
watch
that
because,
if
you'll
remember
last
year,
part
of
the
problem
was
large.
J
A
F
You
Mr
chairman
I,
just
want
to
mention
it
when
this
all
started.
Oh
heck,
before
we
even
told
people
when
we
wanted
bids
and
all
that
stuff
to
come
in
four
or
five
months
ago,
I
asked
Mike
to
take
a
look
at
the
market
and
see
what
the
insurance
would
cost.
That
was.
F
We
were
giving
back
when
I
first
got
on
the
board
that
by
the
way
people
were
complaining
about
500,
deductible
1500
out
of
pocket
right
now
we're
1500
deductible,
so
I
mean
it,
and
still
we
get
a
lot
of
complaints
about
that.
It's
debilitating
you
know,
because
of
all
the
other
costs
are
rising.
So
I
said
how
much
would
something
like
that
cost
now,
and
he
said
it's
30
roughly
30
percent
higher.
He
ran
the
number,
so
we
for
a
500
for
a
500
deductible
plan
so
coming
back
next
year.
F
I,
don't
know
that
we're
gonna
be
able
to
get
this
together
in
a
month
and
maybe
I
can
but
I
want
to
talk
to
our
labor
partners
and
see
if
they
would
be
interested
in
a
buy-up
option.
We
offer
a
plan
if
they
want
a
better
plan.
Then
they
pay
the
whole
difference
in
that
that
option,
because
we
can't
support
that
and
the
taxpayers
can't
support
that
extra.
You
know
we
pay
75
percent
of
that
that
30
increase
it's
debilitating
to
a
budget.
F
We
just
can't
do
it,
but
if
people
do
the
math
and
they
figure
out
that
that's
better
for
me
and
how
I
spend
and
utilize
my
health
plan,
then
it's
really
no
skin
off
our
teeth.
If
you
will,
if
they
want
to
pay
the
extra
money
to
have
an
added
benefit,
we
just
can't
offer
that
as
our
base
plan,
because
it
would
cavitate
historically.
J
The
county
has
tried
a
number
of
different
programs.
Remember
many
of
you
might
remember
HRA
approach
to
this.
Where
we
had
a
high
deductible
and
within
the
scope
of
Andy's
outline,
you
know
tried
to
get
a
flat
dollar
amount
out
of
a
five
thousand
dollar
deductible,
so
the
employee
would
pay
zero
to
a
thousand
dollars
or
five
hundred
and
then
the
county
self-funded
the
deductible,
and
it
worked
okay,
but
it's
cumbersome
to
the
degree
that
you
have
to
file
the
claims,
get
the
reimbursement
against
the
deductible
and
so
on.
J
This
approach
would
be
vastly
different
in
that
it
would
be
a
dollar
amount.
The
employee
would
choose
to
serve
or
you
know
to
pay
it
themselves.
So
you'd
have
a
75-25
split
on
a
base
plan.
You
know
it
would
be
whatever
you
know
we
chose
and
then
they'd
have
to
pay
that
difference.
So
it's
it's
very
much
easier
to
say.
J
Well,
I'd
have
an
extra
x
amount
of
dollars
per
month
versus
you
know,
waiting
on
a
reimbursement
of
four
thousand
dollars
as
an
example,
so
just
a
different
approach
with
different
outcomes
so,
but
either
way
you
look
at
it.
It's
going
to
cost
some
additional
sums
of
money
out
of
the
pocket,
so
thank
you.
C
Morning,
good
to
see
you
everybody
before
I
get
started,
I
just
want
to
offer
my
condolences
to
County
Clerk
Dan
Hendrickson,
on
the
loss
of
his
mother
Tuesday
evening,
Mary
Lou,
and
to
a
board
member
called
nakoff
on
the
loss
of
his
grandfather.
C
With
that
being
said,
we
I
don't
have
a
lot
to
talk
about
other
than
we're
about
six
million
dollars
more
collected
at
this
point
than
we
were
last
year.
Of
course,
the
levy
was
a
little
bit
more.
C
C
The
only
other
thing
I
have
to
mention
is
there
is
a
sealed
bid,
auction
for
Surplus
property,
Surplus
mobile
homes
and
real
estate,
and
that
will
take
place
it'll
take
place
sometime
over
the
weekend,
I
suppose.
But
the
bids
need
to
be
in
my
office
by
end
of
day
Friday
and
they're
sealed,
and
there
are
some
rules
on
what
you
can
do
and
then
there
are
books
that
are
for
sale
in
the
office
for
I.
Think
they're
25
and
they
actually
list
all
the
properties.
C
We
went
to
sealed
bid
during
covid
and
seems
to
have
worked
out.
Well,
it
saves
US
money.
We
don't
have
to
rent
a
a
space
and
and
have
the
company
come
here
and
an
Auctioneer
and
blah
blah
blah
I.
Think,
though
it
might
be,
and
Andy
and
I
had
this
conversation
yesterday
and
it
might
be
important
to
put
this
out
there.
So
there
are
two
auctions:
every
year
one
is
Surplus
property
and
one
is
tax.
Liens
tax
liens
is
in
November.
C
The
difference
is
the
tax.
Lien
is,
if
you
don't
pay
your
taxes
for
the
year.
We
then
hold
an
auction
in
this
room
and
tax
buyers
are
allowed
to
purchase
the
lien.
So
they
pay
your
taxes.
They
don't
own
your
property,
there's
a
big
misnomer
that
oh,
my
neighbor
doesn't
pay
his
taxes.
I'll
pay
us
taxes
I'm
going
to
own
this
property,
that's
not
the
way
it
works.
It
takes
about
three
years
and
then
you
have
to
petition
for
deed
which
takes
about
another
six
months.
So
it's
about
three
and
a
half
years
total.
C
These
properties
are
properties
that
we
have
deed
to
so
these
are.
These
are
properties
that
have
gone
through
that
process.
The
trustee
now
owns
them.
The
trustee
owns
them
on
our
behalf
right
because
the
trust,
the
way
it
works
is
when
we
come
up
here
to
buy
tax
liens
if
a
tax
lien
doesn't
get
purchased
automatically
by
law.
The
trustee
gets
that
lien
at
18
interest.
C
Okay,
so
if
it
redeems
or
redeems
at
18,
which
is
the
highest
over
three
and
a
half
years,
they
take
deed
to
properties,
then
they
put
them
out
here
to
sell.
So
if
you
ever,
anybody
ask
you
that's
the
process.
So
if
you
don't,
if
you
didn't
pay
your
taxes,
one
cycle,
you
can
redeem
them
feed
him
Pam
for
three
Cycles.
You
can
redeem
them.
I
wouldn't
wait
that
long,
because
fees
will
be
more
than
your
taxes,
because
they're
all
state
mandated
fees,
but
that's
the
difference.
C
It's
not
as
easy,
and
when
and
and
we
are
changing
our
tax
lien
system
this
year.
For
the
first
time
since
I've
been
here,
the
tax
buyers
will
show
up
to
my
office
with
a
thumb
drive.
C
It
will
will
load
it
into.
We
won't
load
it,
but
our
company
will
load
it
into
their
computer.
The
auction
will
take
place
in
a
matter
of
about
five
minutes,
all
randomized
by
computer,
and
then
it
will
walk
out
with
their
properties.
So
you
say:
here's
the
properties,
I
want
here's,
what
I'm
willing
to
pay
for
them
and
it
randomizes
it,
and
we're
done
so
we're
looking
forward
to
that.
We
don't
have
to
pay
for
all
the
computers
to
be
here
in
a
six
hour
process.
This
will
take
five
minutes.
C
That
is
essentially
what
I
have.
Yes
could.
F
C
C
And
this
is
something
that
we've
talked
about
and
John
Coughlin
would,
but
this
would
be
something
that,
in
his
office,
tax
tax
buyers
are
again
it's
not
just
oh
I'm
going
to
show
up
and
buy
property
these
people.
This
is
what
they
do
for
a
living
and
no
offense
to
them,
but
they
are
sharks.
C
C
C
Is
they
really
take
advantage
of
what
the
sail
and
air
looks
like
right?
So
they
don't
want
your
property
at
the
end
of
the
day.
They
want
you
to
redeem
your
taxes,
so
they
make
nine
percent
or
ten
percent
or
fourteen
percent.
That's
what
they
want.
They
don't
want
the
property,
so
they're
always
looking
to
buy
properties
that
go
into
tax
sale
and
redeem
out,
go
in
and
redeem
out.
Those
are
the
ones
they
love,
but
city
of
kinky
has
a
70
mowing,
lien
on
your
property.
C
They
follow
sail
in
here
and
what
a
lot
of
people
have
started
to
do
and
there's
pushback
from
the
tax
buyers.
These
are
properties
that
have
had
previous
selling
errors.
That's
what
I
tell
them.
I
will
fight
any
Southerners
on
these
properties
right
they've.
This
has
been
multiple
times.
You
know
what
you're
buying
stop
right.
We
don't
have
the
time
to
play
games
now.
C
Then
it
becomes
a
legal
issue
right.
Is
it
worth
them
to
fight
it?
Or
is
it
worth
it
just
a
stand?
Pat?
So,
but
it's
a
it's
a
it's
a
huge
deal
for
I,
don't
want
to
say
impoverished
communities,
but
communities
that
have
you
know
have
a
lot
of
yeah,
not
impoverished.
But
you
know
communities
have
fallen
on
hard
times
and
people
are
having
a
hard
time
paying
taxes
and,
of
course,
in
my
office
within
the
law.
We
do
our
best
to
make
sure
you
can
pay
your
taxes.
That's
why?
C
When
I
started,
we
changed
to
a
partial
payment
system
right,
so
I
don't
want
to
force
you
to
pay
all
your
taxes.
If
you
can
pay
half
pay
half
that
way,
you're
not
indebted
to
the
tune
of
you
know
thousands
of
dollars
and
you
lose
your
house.
We
don't
want
your
house,
it's
in
everybody's
interest,
to
stay
in
their
house
right
for
our
community
and
if
you
ever
have
any
questions,
it's
a
little
bit,
it's
a
little
complicated
but
just
come
down.
I'll!
C
Explain
it
to
you,
but
and
if
you
want
to
come
watch
it
there's
not
much
to
watch
this
time
around
it's.
It's
really
fascinating.
I
mean
the
Tax
Matters
come
in
here
with
the
check
for
two
million
dollars
and
buy
up.
You
know:
300
Parcels
of
taxes,
that's
a
it's
a
large
business
so
and
then
the
land
bank
and
he's
working
on
that.
Will
that
will
dovetail
with
this,
because
what
you
see
and
then
here
they
deal
with
it
a
lot.
You
know
you'll
start
seeing
signs
up.
C
Let's
say
if
you're
interested
in
this
property,
those
are
signs.
Our
trustee
put
up.
Those
are
just
vacant
properties
right
that
just
sit
there
and
cause
blight,
and
you
know
need
to
be
taken
care
of
by
the
city
and
if
we
can
get
them
into
some
sort
of
land
bank
and
put
them
back
on
the
tax
rolls
in
some
way
everybody
wins.
So
that's
what
we're
all
trying
to
do.
C
H
A
Other
business
I
have
nothing
under
that
old
business,
new
business,
the
courthouse,
lower
level
remodeling
project,
Mr
weather.
Do
you
want
to
speak
to
it.
F
Yes,
apologize
the
paperwork's,
not
in
the
packet,
it's
not
in
here
laughs,.
F
Yeah,
we're
gonna
have
to
take
a
recess
because
we
have
to
approve
this
because
we,
we
have
already
approved
the
bids,
but
we,
you
know,
we
we
accepted
the
bids,
so
we
have
to
approve
the
project.
F
The
I,
the
the
motion
would
be
not
to
exceed
a
number
because
we
got
the
bids
in
it
was
about
1.165
I
believe
was
the
number
does
that
sound,
correct
1.165
the
low
bidder
was
PSI
lowest
qualified
bidder.
It
was
coming
here
to
basically
approve
now,
essentially
building
your
grounds
approved
the
job
already
by
accepting
the
bids
and
rewarding
the
bid.
F
We
will
approve
those
bills
when
they
come
in,
but
I
think
that
maybe
this
committee
would
want
to
you
know,
was
put
on
this
agenda,
so
we
could
discuss
that
amount
and
let
everybody
know
that
it
fits
within
the
budget.
We
have
four
hundred
thousand
dollar
Grant
from
the
state.
We
thought
we
were
going
to
use
around
350
000
of
either
coven
or
or
arpa
versus
general
fund
money,
but
those
allocations
are
fluid.
Based
on
you
know,
I'm
sure,
there's
going
to
be
change
orders,
because
that
basement
is
there's.
F
This
there's
going
to
be
a
lot
of
change.
Orders
on
this
and
we'll
have
to
approve
those
as
they
come
along.
So
I
would
just
say
at
this
point
a
motion
to
reaffirm
the
acceptance
of
the
bid
from
PSI
at
that
amount,
and
maybe
we
don't
need
to
have
I
think
it
was
1.165.
F
Is
that
acceptable
now
verify
that
amount
and
for
the
full
board
we'll
have
that
in
the
packet.
H
F
It's
PSI
so
that
that
too
is
the
little
bitter,
so
the
the
I
think
it's
we're
already.
Okay,
as
far
as
the
vendor
and
they're,
you
know
having
pre-bid
meetings,
all
that's
going
on,
but
I
do
think
it's.
It
would
be
good
for
this
committee
to
concur
with
billion
grounds
on
the
awarding
of
that
bid.
Does
that
make
sense
and
I
can
I'll
if
it's,
if
it's
not
1.165,
I'll
I'll,
just
say
how
about
one
not
to
exceed
1.3,
and
then
we
can
approve
change
orders
as
they
come
along.
F
A
That's
fine:
is
it
Mr
long,
my
commotion
to
approve
that?
Is
there
a
second
that's
whoever
any
discussion
or
roll
call
vote.
Please
Mr.
I
Was
thank
you
Mr,
chairman
I
was
at
the
building
and
Highway
meeting
and
and
saw
the
bid
opening,
and
that
is
what
I
saw
and
heard.
I
would
also
add
to
you
that
discussion
that
Andy's
absolutely
correct
that
basement
is
a
nightmare.
The
plumbing
and
electrical
down
there,
as
well
as
all
the
cabling
for
the
internet,
is
all
down
there
and
it's
all
been
retrofitted
over
100
years
plus.
So
there
will
be
add-ons
I'm
sure,
but
this
is
absolutely
necessary.
Project
and
I
make
that
motion
and
let's
move
on.
E
So
Mr
Hunter,
so
is
it
one
that
specific
number
you
gave
or
I
thought.
F
F
It's
our
recommendation
that
PSI
be
awarded
a
contract
in
the
amount
of
1.141696
for
General
construction
work,
so
if
we
did
make
it
1.3
that
would
allow
for
a
minimal
bottom
of
change
order
movement,
but
but
the
big
stuff
will
come
back
here.
Does
that
make
sense?
This
allows
us
to
budget
with
arpa
general
fund
and
everything
else.
G
Mr
Wheeler
I'd
like
to
see
us
go
just
a
tick
higher
because
you
got
all
that
stuff
underground
there
nothing's
visible.
Some
of
those
variations
were,
you
know,
could
be
25.
More
could
be,
25
less
could
be
100
more.
You
don't
know
what
you're
gonna
find.
You
found
a
railroad
track
underneath
the
steps
out
front.
So
how
do
you
know
what
you're
going
to
find
underneath
there
so
I'd
like
to
see
us
leave
a
little
like
a
10,
maybe
a
little
bit
over
a
ten
percent,
maybe
15
percent.
It.
F
Was
already
contingency
in
here,
okay
of
that
amount,
and
then
yeah
but
I
will
say:
I
don't
want
to
remove
the
leverage
to
beat
up
a
vendor
right.
If
you
put
a
big
number
out
there,
then
all
of
a
sudden
people
are
going
to
design
to
the
number
yeah,
so
I
would
rather
not
do
that
I'd
rather
retain
management
control.
Okay,
does
that
make
sense
within
room
I
mean
seriously.
You
have
to
level
the
floor,
so
we
know
it's
gonna
be
closer
to
1.3
the
floor.
Leveling
is
not
in
the
bid.
E
H
A
B
A
F
We
had
already
passed
that
at
the
the
full
board
under
emergency
basis,
did
we
not.
F
A
F
K
I
really
wish
we
could
bring
this
up
because
the
food
services
behind
in
meeting
its
costs
and
really
need
some
help
with
their
increase
in
product
price
for
their
each
meals.
The
amount
that
was
requested
is
400,
4.35
cents
a
meal
instead
of
the
current
375,
and
the
reasons
were
that
salaries
are
increasing.
New
employees
are
needed
to
be
hired
and
can't
be
hired.
Product
Food
Supplies
are
short
transportation
and
also
the
increase
in
sanitation
products
and
and
other
things.
K
So
she
is
low,
hasn't
been
taking
her
own
salary
for
several
months,
because
she's
trying
to
meet
cost
of
those.
She
said
the
the
persons
that
live
at
the
comb
Center
are
not
liking,
what's
being
served
because
it's
redundant
because
she
can't
create
these
cafeteria
choices,
she's
serving
104
medical
meals,
and
so
those
are
special
diets
that
need
special
care
too.
So
I
that
I
think
if
we
could,
because
it's
on
the
agenda
I'd
like
to
move
that
we
could
increase
the
cost
per
meal
from
375
to
435
effective
immediately.
