Description
Special Finance Committee Meeting 12/13/2022 8:30am
B
A
Have
a
quorum
do
we
have
any
public
comment
in
the
back?
I
have
no
sheets
of
public
comment
up
here.
If
not,
I
will
entertain
a
motion
to
execute
or
enter
executive
session
for
five
ilcs
120
collective
bargaining
matter
between
a
public
body
and
its
employees,
or
the
representatives
motion
by
Mr
feddling.
Second,
by
Mr,
Fairfield
roll
call.
A
A
A
A
C
Yeah
all
right,
Cali
P,
could
advance
to
the
first
slide.
No
weird
way
keep
going
there
you
go.
We
are
asking
for
we're
gonna,
where
we
will
be
going
to
the
to
a
judge
to
ask
for
an
emergency
demolition
order
on
this
property
located
at
130
Laurel
Road.
C
Today
we're
asking
the
County
board
for
the
funds
to
tear
it
down
and
demolish
it,
which,
in
your
packet
there
is
a
bid
from
a
r
tree
and
demo
service.
It's
a
little
misleading.
It's
14,
975
plus
800,
to
restore
the
site,
and
it
does
not
include
asbestos
testing
I,
don't
know
what
is
best
as
testing
or
if
they
find
any.
What
that
remediation
is
going
to
take
I'm,
not
even
sure
the
inspector
can
get
inside
the
building
to
do
that
as
dangerous
as
it
is.
The
roof
is
about
to
collapse
on
it.
C
You
can
go
to
the
next
one.
The
failure
of
the
roof
is
causing
the
outer
walls
to
bow
out,
and
we
are
afraid
that
a
heavy
snowstorm
this
winter
will
cause
it
to
collapse.
There's
another
one.
There
I
think
one
more
I'll
show
the
wall,
one
of
the
walls
balling
out
there,
so
so
I
I
talked
to
Mr
Wheeler
about
this
chairman
wheeler
and
we're
looking
at
a
not
to
exceed
twenty
thousand
dollars.
C
If
we
can
get
that
Mr
Wheeler.
C
D
So
the
ownership
status
of
this
is,
it
might
be
good.
C
C
They
are
no
longer,
as
we
can
tell
still
living
there
once
we
posted
it.
I
think
they
they
left
rumor
has
it
that
the
lady
that
owns
it
has
is
deceased,
we're
working
with
the
state's
attorney
to
follow
the
best
procedure.
Under
these
circumstances,
it.
C
Actually
it
as
of
November
10th,
the
taxes
were
sold,
okay,
all
right
up
until
then
they
were
being
paid.
Thank.
E
E
C
Residents
we
know
that
a
normal
asbestos
inspections
are
about
fifteen
hundred
dollars.
Remediation
is
depends
on
what
they
find.
It's.
E
C
F
A
F
C
Those
they
were
averaging
about
two
thousand
dollars
worth
of
remediation
okay,
so
it's
not
going
to
be
some,
don't
know.
Well,
one
had
tile
in
it.
The
other
one
had
glazing
around
the
windows:
okay,
the
removal
of
the
body
around
two
thousand
dollars
for
each
home;
okay,
so
that's
not
that
can't
be!
It
depends
on
what
they
find
if
they
can
get
in
there.
Okay,
thanks.
A
A
You
Delbert
next
on
the
agenda,
is
approval
of
matching
funds
for
the
Illinois
Appellate
prosecutor
program?
A
A
D
Thank
you,
Mr
chairman.
This
is
not
the
culmination
it's
basically
the
the
the
the
starting
point
of
a
large
project.
We
we
started
this
a
couple
of
years
ago.
The
courts
management
system
for
the
courthouse
is
woefully
and
inadequate
for
the
operations
that
we
have.
D
It
cost
us
more
money
to
operate
than
it's
worth,
but
we
have
to
have
something
and
we
went
through
a
process
of
identifying
through
an
RFQ
vendors
who
Supply
this
type
of
a
product,
it's
quite
expensive
and
we'll
get
into
that
in
a
minute,
but
we
chose
Tyler
Technologies
who
the
the
committee,
if
you
will
made
up
of
the
courts
Anita,
so
a
couple
of
board
members
myself,
you
know
we're
talking,
you
know
everybody
who's
going
to
touch.
It
was
in
the
room.
D
Basically,
was
it's
a
comment
and
it
was.
It
was
unanimous
that
Tyler
was
the
the
system
that
we
wanted
to
negotiate
with.
So
this
is
the
culmination
of
those
negotiations
we
have.
We
are
going
with
a
on-premises
version
of
this
system
if
you
will,
which
means
we're
going
to
host
it
here.
D
There's
a
little
bit
of
extra
upfront
cost
on
that,
but
the
maintenance
is
far
less
than
the
cloud-based
system,
which
we
could
not
afford
under
the
current
Revenue
structures
we
have
and
with
what
the
state
of
Illinois
is
doing
as
far
as
Revenue
coming
out
of
the
courthouse.
D
They
are
limiting
that
and
eliminating
that
in
in
many
cases,
so
the
the
solution
we
have
is
one
that
comes
with
a
recommendation
forward
from
everybody
that
has
been
involved
in
it
and
it's
going
to
include
the
probation
module
as
well,
which
will
allow
our
probation
officers
to
put
notes
from
the
field
so
again
if
we
ever
have
to
do
have
to
shut
the
door
so
to
speak
because
of
contagion
or
what
else
or
just
for
pure
efficiencies
reasons.
People
can
work
as
soon
as
they
leave
the
house.
D
They
can
go.
Do
their
case
notes
out
in
front
if
they're,
you
know
keeping
an
eye
on
somebody
checking
on
somebody
at
the
house.
So
it's
going
to
work
well
for
probation
with
text
message,
alerts
for
people
that
have
court
cases,
I
mean
there's.
It's
got
every
Bell
and
whistle
that
you
can
imagine
attached
to
the
Tyler
system,
and
so
the
amount
of
money
we're
asking
for
this
is
total.
D
All
in
this
is
buying
the
equipment
buying
the
laptops
paying
the
first
couple
years
of
Maintenance
with
harpa
funds
that
will
get
us
to
26,
which
is
when
we
have
to
have
all
that
money
expended
so
we're
talking.
3.2
is
the
not
to
exceed
million,
is
the
not
to
exceed
number.
So
there
is.
D
You
know,
two
years
of
Maintenance
into
that
number
as
well,
plus
the
initial
purchase
of
the
servers
and
things
like
that
that
we'll
have
to
have
and
some
other
infrastructure
it
couldn't
be
a
better
situation,
so
I
think
it
comes
well.
I
know
it
comes
with
the
recommendation
of
the
the
judges
and
the
Circuit
Clerk
and
everybody
else
Associated.
So
what
we're
doing
is
we're
approving
the
money.
D
We
still
have
a
little
bit
of
work
to
do
on
the
red
lines
as
far
as
the
language
of
the
contract,
but
that
you
will
there's
some
you
know.
Where
is
the
case
is
heard
if
there
is
a
a
case
to
be
heard
between
us
and
the
vendor,
and
things
like
that,
but
the
state's
attorney
is
pretty
much
blessed
that
as
well.
We
just
have
some
things
to
work
through
so
today.
D
That's
why
I
added
it
to
this
agenda,
because
we
can
get
it
in
before
the
end
of
the
month,
and
that's
just
that
much
sooner
that
we're
able
to
get
on
the
schedule
to
have
this
implemented,
hopefully
mid
24
is
when
this
would
be
done.
That's
what
we're
shooting
for
it's
about
a
16
month
to
18
month
process,
so
anything
on
that
Mr
long
had
anybody
else
Anita.
If
you
had
any
comments,
I
think
I
tried
to
cover
as
much
as
possible
and.
A
G
Thank
you,
Mr
chairman.
What
is
the
annual
maintenance
on
Tyler
Technologies
going
forward
after
arpa
funds
have
been
depleted?
Do
we
have
that
number
I?
Don't
have
a
packing
in
front
of
me.
So
it's.
D
It's
about
204
000
a
year
for
that
for
the
maintenance
on
the
the
system
itself
and
there's
a
separate
Cloud
fee
and
for
the
probation
part
of
it,
because
that
one
is
on
the
cloud.
The
probation
one
is
on
the
cloud.
So
in
the
text
message
notifications,
depending
on
how
many
you
sent
send,
there's
you
know
that's
what
that
other
page
in
the
packet
is.
So
if
we
I
don't
say
Frugal
but
I
mean
it
cost
you
an
extra
seventy
thousand
dollars
a
year.
D
If
you
send
out
a
million
text
messages,
I
hope
we
don't
send
out
a
million
text
messages
so
especially
with
with
the
safety
act.
Who
knows
maybe
we'll
say
you
don't
need
to
come
to
court.
So
don't
worry
about
it.
Just
joking,
a
hundred
thousand
to
three
hundred
thousand
text
message
messages
is
forty.
Five
thousand
so
I
mean
you
see
where
we're
at
on
the
caseload
we
have
here
so.
H
Got
a
question
chairman
wheeler
and
those
individuals
who
were
on
the
committee
chairman
wheeler
indicated
there
was
everybody
concurred
with
Tyler
Technologies
I
was
wondering
what
other
system
and
court
system
does
Tyler
Technologies
service?
Was
anybody
have
that
information
Mr
chairman
are.
D
You
talking
about
counties
that
they're
in
or
the
okay
I
think
they're
end
to
end
in
Peoria
County,
which
means
every
office
uses
it
not
just
the
courts.
I
believe
that
they
goes
into
the
County
Board
and
finance
systems,
and
all
that,
but
I
know
that
at
least
the
criminal
justice
side
of
Peoria
tazwell
as
well
I
think
Lake
County
had
just
started
that
process
and
they're
not
up
and
running
yet
or
maybe
not
just
started.
D
It's
been
a
little
while,
but
I
think
they
were
doing
some
custom
modifications
themselves
in
Lake,
that's
taking
a
little
longer,
but
Nationwide
I
think
they
have
like
480
locations
with
tens
of
thousands
of
reports
publicly
traded
company
it's.
These
are
one
of
the
big
boys.
If
you
will
thank
you.
Yep.
I
Mr
long
just
a
comment
from
the
time
I
spent
looking
over
the
two
different
companies
that
were
the
finalists
in
that
process.
One
of
the
very
attractive
things
about
this
is
It's
a
nationwide
company,
our
old
system.
Every
time
we
needed
some
kind
of
update
or
a
report
that
we
needed
to
run
from
the
data
that
we
had
was
costing
us
a
lot
of
money.
I
We
have
a
plethora
of
options
for
reports,
that'll
come
out
of
Tyler,
making
it
a
lot
easier
and
we'll
share
the
costs
of
updates
and
changes
because
of
laws
or
because
of
systems
that
we
use
we'll
be
sharing
that
with
others
who
are
also
doing
it
nationwide.
So
it's
very
attractive
that
way.
A
D
Yes,
that
was
that
was
what
I
was
just
going
to
mention
it's,
since
our
every
police
entity
in
the
county
is
on
a
system
called
New
World,
which
is
Tyler
the
same
company,
so
very
good.
All
the
arresting
agencies.
All
of
that
information,
it
will
come
through
automatically
into
the
court
system.
It
won't
have
to
be
right
now
they
have
to
print
it
out
that
somebody
has
to
type
it
in
and
then,
if
they
get
sentenced
to
probation,
then
they
have
to
print
it
out
and
somebody
has
to
type
it
in
over
there.
D
This
is
all
going
to
be
seamless
if
a
warrant
is
quashed,
it'll
get
sent
right
over
to
9-1-1,
so
then
it'll
be
in
that
system.
So
people
with
quash
warrants
won't
have
to
wait
until
that
actually
gets
entered
into
the
system
will
be
instantaneous,
so
they
they
won't
get
picked
up
when
they
don't
have
a
situation
anymore,
which
happens
when
there's
a
delay
with
paperwork
so
I.
All
in
all.
This
is
the
most
efficient
way
to
tackle
the
draining
revenues
or
that
are
going
to
be
used
to
support
the
courthouse.
D
A
If
not,
we
have
the
Motions
correct,
we'll
call
Mr
featherling.
F
D
It
was
supposed
to
be
I,
believe
2029
and
we're
we're
paying
those
off
early,
okay
and
abating
those
next
year
as
far
as
the
tax
cuts
for
the
next
two
years.
Okay,
so
the
taxpayers
won't
be
paying
for
that
old
system
anymore.
Okay,.
F
And
then,
on
the
install
we
have
an
addition
going
on
in
the
basement.
There
not
an
addition,
but
a
remodel
of
the
whole
basement.
Are
we
paying
twice
for
this
system?
Are
we
paying
the
general
contractor
to
install
the
computer
system
in
the
lower
level,
and
these
people
will
pay
install
the
computer
system
in
the
lower
level?
Are
we
paying
twice?
Are
we
only
paying
once?
Does
anybody
have
that
information.
D
The
computer,
it's
a
application
on
a
desktop
of
a
this
system,
is
an
application.
You
click
and
open.
It's
not.
We
have
to
put
a
couple
extra
servers
in
the
basement,
that's
about
it.
Okay,
so.
F
D
J
J
Asking
and
I:
don't
it
really
doesn't
have
anything
to
do
with
the
remodel
I
I'm,
not
that
deep
into
that.
But
what
we'll
do,
instead
of
servicing
the
whole
thing,
we'll
start
servicing
the
new
thing.
There's
less
steps
in
this
that
they'll
they'll
be
some
work
involved,
but
that's
our
department!
You
already
pay
us
okay.
So
no
there's!
No
additional
for
that.
You
do
pay
maintenance,
but
you
pay
maintenance
on
every
software.
