Description
Finance Committee Meeting 11/22/2022 10:15am
B
A
Finance
committee
meeting
for
Tuesday
November
22nd
roll
call,
please
Mr.
A
D
A
Okay,
editing
requests
for
public
comment.
I've
received
no
request
for
public
comment.
Are
there
any
requests
for
public
comment?
A
Hearing
none
we'll
move
to
approval
of
the
minutes:
October
24th,
Mr,
dunnell,
Mr
long
seconds,
all
in
favor
approving
the
minutes
say
aye,
we
moved
the
the
finest
department
and
in
order
to
ensure
that
we
keep
our
Quorum
present
I'll
ask
for
a
motion
to
amend
the
agenda
to
do
the
tax
year.
A
A
E
On
the
tax
Liberty
request
document
that
you
have
the
estimated
EAB
growth
is
5.5
percent
and,
as
you
can
see,
the
the
summation
of
all
of
the
funds
under
the
county
umbrella,
if
you
will
for
the
the
levy,
the
request
will
be
2.5
percent.
E
So
we
are
well
under
what
the
EAB
growth
and
what
we
potentially
could
ask
for,
and
you'll
notice
that
the
significant
decrease
in
the
imraf
OR
pension
line,
as
well
as
the
bonds
and
interest
the
bonds
in
interest,
is
a
continuation
of
paying
down
Series
2009
early
over
the
next
two
years
that
we
talked
about
the
last
couple
of
months
and
showed
you
in
the
budget.
You
know
that
we
have
that
built
in
in
the
general
fund
budget
to
do
that.
So
we
are.
E
Our
certified
rate
is
also
lower
in
20
for
tax
year
2022
than
it
was
in
2021,
so
very
positive
for
the
taxpayers
moving
forward.
Any.
F
Yes,
I
just
you
know,
there's
there's
been
a
a
series
of
intentional
misstatements
made
on
our
Facebook
page
by
a
village
official
in
Bradley
that
says,
we've
raised
taxes
by
36
percent.
F
Our
levies
have
gone
up
that
much
I
just
want
to
make
sure
everybody
knows
our
average
Levy
increase
over
the
past
six
years
has
been
three
percent
per
year,
and
this
is
a
two
and
a
half,
and
we
are
our
our
bonds
and
interest
you'll
see
where
that's
going
away
by
11.5
percent,
so
the
misinformation
about
what
we're
doing
here
is
strong,
but
I.
F
Think
a
two
and
a
half
percent
Levy
request
in
the
face
of
inflation
and
pay
increases,
and
all
of
those
things
that
we
have
to
deal
with
utilities
really
demonstrates
a
strong
conservative,
fiscal
approach
to
the
finances
of
this
County
and
the
facts
belay.
What
this
particular
official
is
trying
to
do
to
this
County,
at
least
our
Administration
and
the
slower
will
not
go
unanswered.
A
C
A
A
Let's
look
at
the
general
fund:
intergovernmental
borrowing,
authorization,
okay,.
E
The
document
in
your
packet
is
a
sample.
It
was
depending
as
of
November
30th
2022,
but
this
is
a
sample.
Will
ask
the
State's
Attorney's
office
to
update
it
to
read
the
authorization
through
November
30th
2023,
all
the
way
through
the
document,
but
I
wanted
to
give
it
to
the
committee
members.
So
they
know
the
language
on
what
we're
doing.
E
I,
don't
believe
we'll
need
this,
but
in
light
of
inflation
and
potential
economic
downturn
it
you
know
instead
of
trying
to
do
it
in
an
emergency
better
to
have
it
in
place
and
not
need
it
than
to
have
to
scurry
and
worry
about
running
into.
You
know
some
unknown.
You
know
unforeseen
thing,
so
it's
just
for
safety
net
is
what
we're
doing
and
update
and
through
November
30th
2023.
A
A
motion
to
approve
Mr
Wrong
we've
done
those
seconds.
This
is
largely
a
housekeeping
option,
but
it's
an
important
one
and
we
need
to
have
it
done
legally.
Chairman.
F
Just
as
support
for
what
Steve
said
about
the
the
very
unlikelihood
of
the
the
of
us
needing
that
to
you
know,
shift
money
around
at
this
point.
What
do
we
have
in
the
bank.
E
Yeah,
the
general
fund
currently
has
right
at
five
million
dollars
in
the
bank,
so
when's
the
last
time
that
happened:
yeah,
20,
24,
20
or
2004
2005,
maybe
just
roughly
off
top
of
my
head
in
a
long
time.
E
And
the
cash
flow
analysis.
That's
in
whether
you
know
some
members
will
be
able
to
look
at
that.
If
you
review
that
you'll
see,
you
know
that
there's
no
there's
no
worry
going
through
even
the
the
downtime
coming
through
all
the
way
through
July.
You
know
coming
up
here
without
property
tax,
you
know,
but
again
it's
just
a
safety
net,
just
in
case.
E
All
right
first
offer
request.
As
for
more
hair
grow
hair
Incorporated
located
in
Bradley,
they
requested
10
000.
They
were
eligible
from
the
information
that
they
sent.
They
did
send
their
tax
returns
and
information
eligible
for
five
thousand
with
the
50
reduction
within
the
municipality.
So
the
recommendation
is
for
5
000
funding
for
the
small
business.
A
You'll
recall
our
procedures
and
we
do
a
Voice
vote
on
each
one
of
these
and
then
combine
them
and
do
a
roll
call
vote
on
all.
So.
Is
there
a
motion
in
favor
of
approving
this
Mr
Dunhill
Mr
Fairfield,
all
in
favor
of
approving
the
Hair
Care
grow,
Care
Incorporated,
the
application
say:
aye
opposed,
nay,
okay.
Next.
E
Second,
one
St,
Patrick,
gymnasium
I,
believe
it's
owned
by
the
Diocese
of
Joliet
in
your
packet.
There
is
there's
a
request
from
local
school
district
and
moments,
Meadows
Nursing
Center
for
the
gym
to
be
an
emergency
evacuation
shelter,
but
there
are
upgrades
that
need
to
be
done
to
the
building.
E
They
would
be
eligible
for
a
10
000
or
not
for
profit
on
the
reimbursement.
Part
of
this-
and
you
can
see,
there's
also
letters
you
know
as
far
as
requesting
keys
and
like
from
the
school
district
and
such
so
as
far
as
you
know,
Community
use,
but
it's
going
to
take
more
than
ten
thousand
I
believe
to
do
that,
so
hopefully
the
community
out
there.
You
know
this
can
be
a
part
of
a
total
package.
E
You
know
for
them
to
be
able
to
utilize
the
gymnasium
for
another
purpose:
I,
don't
believe,
there's
a
school
there
anymore,
but
the
gym
is
still
looking
to
be
used.
Community-Wise
promotion.
A
To
approve
Miss,
Fairfield,
Miss
Weber,
all
in
favor,
say
aye.
A
The
motion,
those
opposed
say
no
auction
carries.
E
Next
one
New
Beginnings
for
cats:
this
is
the
second
application,
their
request.
The
amount
was
for
31
646
according
to
their
financials,
that
they
sent
us.
They
would
be
eligible
for
576
dollars
on
the
second
round
they're
under
the
non-for-profit
section.
F
Thank
you,
Mr
chairman
I,
didn't
have
the
opportunity,
but
I
did
want
to
mention.
On
the
last
item
for
the
the
gymnasium,
the
article
was
in
the
paper.
The
community
businesses
are
standing
up
to
support
this,
so
we're
part
of
that
group.
That
was
our
only
concern
and
so
to
Steve's
point
that
is
happening.
So
this
10
000
I
think
we'll
get
them
over
the
home
from
what
I
understand
just
want.
A
E
The
next
one
Good
Shepherd
Manor-
this
is
their
first
request.
We
did
a
Good,
Shepherd
Manor
Foundation.
Prior
to
this,
they
did
send
financials.
Their
request
was
for
thirty
thousand.
They
are
eligible
for
the
10
000
cap
amount
under
non-profits,
going
forward
with
the
information
that
they
sent
motion.
E
And
then
the
last
one
m
j
catering-
this
is
a
startup,
so
this
is
startup
number
two
that
we
have
received
they're
located
in
their
address
in
Pembroke
Township.
E
E
But
this
is
the
second
one
and
they
would
be
eligible
to
ten
thousand
if
the
board
wanted
to
do
it,
but
it
is
again
it's
a
startup
category
and
so
I
bring
it
so
I
bring
It
Forward
discussion
as
far
as
how
to
proceed
the
information
that
they
sent.
E
You
know
we
are
not
coaching
in
any
way.
As
far
as
like
a
business
plan,
you'll
see
the
information
that
was
sent
that
was
interpreted
as
a
business
plan,
and
then
they
received
an
employee
identification
number
from
the
IRS
on
October
11
2022.
So
they
literally
are
a
brand
new
company
so
getting
started.
F
Thank
you
Mr
chairman.
We
we
did
request
a
business
plan
and
what
we
received
I
personally,
find
wholly
insufficient
to
document
that
this
is
a
viable
business
and
none
of
the
none
of
the
information
you
would
need
to
invest
in
a
business
is
a
contained
in
there.
So
I'll
be
voting.
No
just
so,
and
that's
why,
specifically,
that's
the
only
reason
is
I,
don't
see
a
viable
business
plan
or
a
business
plan.
G
I
was
looking
at.
Thank
you,
Mr,
chairman,
that
some
of
the
questions
here
are
not
everything
you.
G
Noticed
that
some
of
the
questions
have
not
been
responded
to
in
business,
2019
and
2020,
there's
nothing.
There
meets
County
Board
arpa
requirements,
there's
no
response
there
and
I'd
like
Mr
Wheeler,
to
expand
or
expound
on
on
the
shortcomings
of
the
the
business
plan.
Etc.
F
There
isn't
no
documentation
on
you
know
what
are
the
catering
licenses?
What
are
the
sanitation
fees
you
know?
What's
the
equipment
purchase
what's
where's
this
going
to
be
housed
out
of
you
know,
if
it's
not
going
to
be
on
premises
and
all
of
those
different
things
that
you
know.
What's
your
pro,
your
margin,
your
profit
margin,
what's
your
break
even
number
but
think
Shark
Tank,
if
you're
starting
a
business,
you
got
to
be
able
to
answer
that.
F
Like
do
you
have
private
customers
right
now
that
you
do
and
you're
going
to
expand
on
that
business?
Is
it
all
not
for
profit,
or
is
there
a
for-profits
side
of
it?
It's
it's
very
nebulous
and
unclear,
and
so
that's
why
I
couldn't
say
using
public
money
to
invest
in
a
business
that
really
doesn't
have
a
business
plan
they're
just
going
to
try
something.
A
As
chair,
it's
not
my
place
to
make
a
motion,
but
clearly,
if
a
member
of
the
committee
wanted
to
move
to
table
this,
until
maybe
we
got
some
more
information,
I
would
entertain
such
emotion.
B
Parker,
thank
you.
Thank
you.
Mr
chairman
I,
too,
feel
that
the
business
plan
is
weak,
so
if
they
could
provide
us
with
a
more
detailed
business
plan,
because
I
think
if
you
go
into
the
bank
with
this.
E
A
A
Is
there
a
second
on
the
motion
table?
All
right
motion
to
table
is
not
debatable
a
roll
call,
both
all
in
favor
of
cabling,
say
aye.
A
C
A
A
A
All
right,
we
moved
to
Mr
chairman,
yes,.
A
Sun
Hill
makes
that
motion
is
our
second
Fairfield.
Let's
see
for
the
claims
report,
we'll
need
a
roll
call
vote.
So
let's
do
a
roll
call
vote.
C
A
D
D
Have
a
request
we
have
done
haven't
done
this
in
a
long
quite
a
long
time,
but
at
one
time
when
we
first
started
approving
of
Grants
of
money
to
these
different
Opera
places
we
had.
We
had
noted
that
we'd
probably
make
a
list
and
keep
a
list.
I
know
you
have
a
running
list
of
all
of
them
and
it
would
be
really
helpful
to
me
and
I
hope
other
members
of
our
of
our
board
to
see
that
list.
D
D
A
There's
anything
more
all
right:
let's
move
on
we'll
go
to
the
miscellaneous
Financial
reports.
You
have
those
in
your
packet.
These
include
the
sales
tax
analysis
by
year,
income
tax
analysis,
use
tax
analysis,
personal.
E
Property
tax
at
this
point
no
economic
downturn
issues
to
discuss.
So
it's
good
news
continue
for
the
most
part,
positive
trend
in
all
of
these
or
consistent
Trend
like
use
tax.
As
far
as
you
know
what
it's
been
doing
so
yeah,
that's
that's
all
good
news
and
we'll
be
watching
these
even
closer.
You
know
moving
on
here
and
you
know
talk
about
in
the
future.
If
we
see
anything,
you
know
change
so
nothing
out
of
the
ordinary
at
this
point
to
specifically
discuss
unless
there's
a
specific
question.
E
Cash
flow
we've
opened
up
first
part
of
first
eight
months
of
fiscal
year.
23.
did
kind
of
a
worst
case
scenario
and
I
want
to
clarify
worst
case
scenario,
that
the
roof
is
not
falling
or
anything.
This
has
been
our
guideline.
This
cash
flow
analysis
has
really
been
what
got
us
through
the
worst
of
the
worst,
and
it
was
also
what
picks
up
if
anything
looks
like
it's
heading
in
the
wrong
direction,
but
I
did
lower
things.
E
You
know
as
far
as
Trend
wise
and
did
not
include
any
property
tax
distribution
and
there's
two
three
month:
three
payroll
months
in
this
timeline,
so
really
the
worst
of
the
worst
potentially
and
we're
clear
by
3.2
million
dollars
getting
all
the
way
through
July.
So
not
really
an
issue,
but
I
just
wanted
to
show
and
explain.
E
You
know
what
I've
done
here
and
kind
of
the
scenarios
that
I
run
through
this
worksheet
and
it
helps
you
know,
keep
make
sure.
There's
nothing
coming
in
the
in
the
future.
I've
got
it
all
the
way
out
through
fiscal
year
26,
but
you
know,
obviously
some
of
those
Trends
will
change
by
that
time.
But
you
know
it's:
it's
all
part
of
keeping
a
close
eye
on
you
know
cash
on
hand
and
cash
flow,
so
just
wanted
to.
You
know,
take
a
moment
to
explain
that
you
know
for
anybody.
E
Yeah
there
was
no
claims
to
discuss
this
month
and
then
the
only
other
thing
picking
up
from
the
executive
committee
was
the
two
million
allocation
for
the
arpa
Social
Services
side.
E
And
yet,
since
it's
not
going
to
be
funded
yet
we
could
bring
that
to
the
December
Finance
January
board
and
be
in
place
by
the
time.
The
funding
starts
for
that
program.
You
think,
or
it
would
have
to
go
straight
to
the
board
in
December,
but
I
think
we
have
time,
because
you
know
the
the
funding
aspect
of
it.
You
know
we'll
be
you
know
beyond
the
January
board
at
this
point,
so
yeah
yeah,
so
I
think
so
we'll
do
the
pre.
You
know
like
the
the
not
to
exceed
number.
E
D
E
You
happy
Thanksgiving
everyone
Happy.
A
F
Thank
you,
Mr
chairman
I
I,
just
want
to
take
the
opportunity
to
to
thank
you
for
your
stewardship
of
this
committee
for
the
past.
I
know
how
many
years
and
before
that,
as
as
Vice
chair
and
everything
else,
you've
done
for
this
board.
It's
it's
prolific.
What
you
contributed
so
as
I
want
to
say
thank
you
for
everything.
You've
done
not
just
in
this
realm,
but
in
other
areas
on
the
board.
How
you've
contributed
over
these
past,
however
many
years
and
we're
believing
we're
totaling
that
up
now.
Okay,
thank
you.
A
A
Thank
you,
Mr.
It's
been
a
pleasure
to
serve
as
a
chair
and
work
with
this
Committee
in
particular,
We've
I
think
we've
had
a
good
group
and
we've
moved
things
along
a
good
way.
We
had
a
lot
of
good
help
and
a
lot
of
beside
the
scenes,
work
with
Mr,
Wheeler
and
Mr
McCarty,
and
thus
we've
been
able
to
accomplish
a
lot,
but
it
took
everybody
working
together
and
so
been
honored
to
serve
the
residents
of
District
28,
also
and
I'll.
Miss
everybody.
A
I
may
even
take
time
to
watch
a
few
of
the
committee
meetings
on
online
live
as
they're
streamed,
yeah
I'm
not
going
to
show
up
at
least
for
a
while,
because
I
want
to
let
new
people
have
their
chance
to
get
used
to
how
the
County
Board
operates.
