I'd,
like
to
start
off
by
stating
we
did
have
a
little
issue
in
the
auditor's
office
as
it
relates
to
the
credit
cards.
There
was
an
old
signature
form
that
was
communicated
to
the
departments
and
once
we
were
made
aware
that
we
immediately
corrected
that
because
it
talked
about
wage
garnishments
and
things
like
that
which
are
not
enforceable.
So
what
we
ended
up
doing
is
attaching
the
current
resolution
with
the
signature
page,
and
we
will
have
that
available.

You
know
I
I
always
like
to
talk
a
little
bit
about
some
of
the
approaches
that
the
auditor's
office
takes
to
our
claims
processes
and
so
forth,
and
it
reminds
me
of
a
quote
by
John
Adams,
who
once
said
that
facts
are
stubborn
things
and
no
matter
our
wishes,
our
inclinations
or
the
dictates
of
our
passions.
They
cannot
alter
the
state
of
facts
in
evidence
and
so
the
auditor's
office
we're
very
proud
of
a
lot
of
the
we've
done
last
year
and
we
plan
to
continue
that
work.

We
have
calculated
about
twenty
thousand
dollars
in
savings
to
the
county
from
various
continuous
auditing
activities,
whether
it's
we're
taking
credits.
We're
credits
are
due
due
to
overpayments
whether
it's
sales
tax,
whether
it's
people
who
are
doing
unauthorized
spending
reimbursing
the
county
for
those
expenditures
because,
as
we
all
know,
article
8
of
the
Constitution
says
that
public
funds,
property
or
credit
shall
be
used
only
for
public
purposes.
So
we're
working
very
hard
to
do
that
and
as
we
get
any
documents,
whether
it's
a
claim,
a
bank
statement
to
trial
balance
or
anything
like
that.

have
to
test
certain
assumptions
and
those
assumptions
could
be
valuation.
Is
the
amount
on
the
document?
Correct?
Is
the
packet
complete?
In
other
words,
is
there
supporting
documentation
for,
for
example,
travel?
Do
we
have

itemized
receipts
that
have
been
outlined,
because
the
spending
has
to
be
verified?
Things
like
existence,
you
know:
does
the
asset
as
its
presented
on
the
document
actually
exists
in
the
manner
in
which
is
presented
things
like
rights
and
obligations?

As
of
11:30
2017,
we
had
a
document
that
was
six
million
nine
hundred
and
twenty
five
thousand
dollars.
So
you
know
right
away.
One
of
the
things
that
sticks
out
to
me
is
the
fact
that
the
position
of
cash
in
any
entity
is
an
indicator
as
to
the
healthiness
of
that
entity.
Now
it
is
true
on
the
modified
accrual
basis
of
accounting.
The
general
fund
is
in
a
better
position
than
it
has
been
in
a
very
long
time.
That
is
true
and
I
am
not
refuting
the
fact
that
we
have
to
enter
fund
borrow.

These
are
all
the
rights
of
the
auditor's
office
I
believe,
and
they
are
my
opinions
as
I
assess
the
information
that
is
provided
to
me
as
we
continue
on
with
some
of
the
other
issues
that
I've
outlined,
such
as
the
funds.
Do
we
have
the
rights
to
those
specific
funds?
If
we
go
back
two
years
ago,
we'll
find
that
there
was
federal
forfeiture
money
on
that
document.
That
turns
out,
you
cannot
enter
fund,
borrow
and
so
I
need
to
know
line
by
line
fund
by
fun.

If
we
have
rights
to
those
funds
that
the
recorders
automation
fund,
for
example,
is
a
fund
that
clearly
says
in
the
statute
that
cannot
be
expended
for
any
other
purpose.
So
can
we
enter
fund
borrow
that
those
are
all
legitimate
questions?
In
my
opinion,
and
people
have
a
right
to
disagree
with
me.

It's
not
only
the
cornerstone
of
all
financial
reporting
and
government,
but
accountability
is
based
in
the
belief
of
the
citizens
right
to
know
and
to
receive
openly
declared
facts
that
may
result
and
debate
among
the
citizens
and
their
elected
officials,
and
so
we
really
take
that
seriously.
As
does
everyone
in
this
county,
and
you
know,
we
really
hope
that
we'll
be
able
to
continue
to
add
value
and
perform
the
analysis
and
the
scrutiny
of
documents
of
statements
and
our
audit
functions.

got
to
cash
all
that's
going
on
as
we
speak,
and
we're
very
excited
about
the
work
that
we're
doing
as
it
relates
to
trying
to
bring
the
auditor's
office
back
to
you,
the
statutory
position
that
it
should
be
at,
and
you
know
with
that
I
just
wanted
to
outline
a
few
of
my
positions.
That's
not
all
of
them.
We
don't
have
time
for
all
of
that.
I
understand
I
want
to
be
cognizant
of
that,
but
I
did
want
to
at
least
communicate
some
of
my
positions
and
why
I
hold
those
positions.

So
with
that
the
claims
report,
as
of
last
month,
January
31st,
you
had
emailed
to
you-
we've
got
some
graphs
and
charts
and
so
forth.
You'll
find
that
a
significant
amount
of
the
so-called
special
funds
is
really
payroll,
clearing
which
is
Department
900
in
the
chart
of
accounts,
and
that
is
going
to
get
journal
voucher
door
in
order
to
get
place
to
the
correct
fund.
So
it
won't
stay
there.
It
will
end
up
a
portion
and
general
fund
whatever
can
be
paid
for
by
other
funds.
But
that's
why
that
number
is
typically
pretty
high
payroll.

operate

county,
which
is
why
we
enter
fine
borrow
right.
The
problem
with
the
whole
process
of
interfund
borrowing
is
again,
it's
happening
right
now,

happening.

state's
attorney
could
be

He
was
going
to
talk
about
it,
but
I'll
just
mention
that
since
it's
been
a
year
since
the
state's
attorney's
office
has
taken
over
a
portion
of

collections
for
some
of

fines
that
are
coming
out
of
the
court
system
and
they
just
passed
a
hundred
thousand
dollar
mark,
which
is
a
very
a
very
good
number.
These
are
fines.
That
typically,
would
not
would
go
uncollected
so
and
if
they
did
come
get
collected,
they
would
come
with
a
chunk
taken
out
of
them
by
the
agency.

doing
that
for
us.
So
I
thought
that
that
was
something
that
was
worthy.
That
finance
should
know
that
we,
they
are
typically
in
charge
of
collections
for
the
county
in
the
state's
attorney's
office
they
have
in
the
past,
have
given
all
of
that
to
a
third
party
company
who
we
still
use
and
and
some
again
some
of
those
fines
and
fees
are
completely
uncollectible,
they're,
so
old,
and
therefore
people
that
are
still
incarcerated,
and
things
like
that.

very

Just
two
things
today
is
the
deadline
for
the
first
payment
on
the
for
payment
plan
that
spreads
out
taxes
for
people
who
choose
to
be
a
part
of
it.
April
27th
is

second
deadline
and
right
now
the
office
is
in
or
full
tax
bill
mode.
We're
taking
bids
right
now
for
tax
bills
and
we'd
like
to
get
tax
bills
in
the
mail
by
May.

us

get
them
in
by
April
15th,
but
I'm,
not
sure,
that's
gonna
happen.

550
people
pay
on
who
paid
prepaid
their
taxes
before
the
1st

three

a
half
million
dollars,
we
had
asked
the
state's
attorney
whether
or
not
we
could
distribute
some
of
that
early
and
we
could
not
until
bills
are
in
the
mail.
So
that's
in
an
investment.

update.

point

tax
bills
go
out
and
potential,
you

really
a
distribution
after

we're
trending.

double-checked
yesterday
on
what
February
is
doing
on
the
outflows
of
February
of
18.
They
roll
the
vendor
miscellaneous
vendor
payments
and
I
am
rougher
actually
actuals
we're
very
close
on
the
inmate
bed
rental.
I
The
miscellaneous
receipts
we'll
see
what
shows
up
today
might
be.
It
could
might
be
slightly
less
than
what
the
trend
is.
The
the
the
trends
that
you
see
going
out
are
six
month
averages
and
then
we
will
update.
We
continue
to
update
every
couple
of
months
as
we
go
forward,
so
it's
gives
you
a
picture
snapshot
of
what
has
happened
and,
what's
to
come,
I
believe
at
this
point
you
know
you
know,
that's
a
snapshot.
We
don't
do
an
official
close,
but
as
a
snapshot
we're
at.

we
take
out
the

still
negotiations,
were

a
lower
amount

we

last
February

of

flow

up
165
thousand
more
collected
in
sales
tax
additional
from
a
year
ago
about
four
percent.

part
on
the
backside
of
that,
when
it
breaks
down,
are
the

unincorporated
and
gets
collected
in
the
corporated
were
within
five
thousand
on
the
incorporated
within
the
city
limit
area
and
the
unincorporated
areas
pretty
much
where
all
the
game
came
from
in
2017.
So
that
was
an
interesting
item
to
look
at.
So
our
gain
was
from
the
unincorporated
areas.

news

report
and

three
major
funds

reason
the
three
major
funds
are
important
are,
is
that's
a
major
consideration
for
Moody's
and
also
for
our
bankers
when
they
look
at
our
overall
health
and
our
trend.
So
these
three
are
a
very
important
trend
that
will
be
that
gets
reported
to
them.
So
we've
gained
on
all
three
by
six
hundred
and
seventy
five
thousand

did
note
that
it
could
improve.
The
tork
line
could
improve.

There
is
information
that,
for
year-end
purposes,
there's
always
a
work
comp
audit.
We
do
not
have
the
results
of
that
yet,
but
that
does
get
included
once
that
information
is
realized
in
that
range
has
been
anywhere
from
90
to
130
thousand
positive.
So
we're
it's
not
included
at
this
point,
because
it's
not
known
but
I
just
wanted
to
make
note
that
it's
possible
that
the
torque
fund
could
change
and
usually
it's
a
positive
change.

what

balances
are,

take

three
together
we're
now

negative
three

see

trend,
a
specific
trend
with
that

with
the
amount
of
activity
that
took
place
that

affects

pension

help
settle
five
contracts
at

on

last
year

that's

increase

bring

property
has
to
be
land
marked,
it
has
to
be
on
the
National
Register
individually
or
in
a
historic
district,
or
it
has
to
be
a
County
landmark
individually
or
on
in
any
historic
district.

thing

have
to
do
is
apply
to
the
state.
They
are
required
to
make
25
percent
improvements.
The
25%
would
be
the
value
of
their
property
at
this
time
that
they
are
applying.
So
if
they
can't
do
that
and
they
can't
apply,

they
also
have
to
work
with
the
state
if
they
get
improved,
get
excuse
me,
I'm,
nervous.

approved
then
they
they
have
to
report
to
the
state

the
progress
proceeds
now
they
will
get
eight
years
of
property
tax
freeze
out
there
at
the
time
that
they
starts
their
work.

present
value

then
it
progresses
the
next
four
years.
So
it's
a
total
of
12
years
and
it
will
progress
gradually
until
it
reaches
the
now
new
tax
value

their
property.

benefit

people
that
are
restoring
their
property,
but
it
also
encourages
landmarking
and
it
helps
their
community,
because

the
property

improved
and
