Description
Planning, Zoning & Agriculture Committee Meeting 3/20/2019 9:00 AM
A
C
B
A
You
do
we
have
anybody,
request
public
comment:
I,
don't
see
anybody!
Mr.
mr.
duck
didn't
wanna
fill
out
a
card,
no
okay,
barring
none.
We
have
Kelly
Anthony
right.
Okay,
you
get
a
approval
of
the
minutes,
I'm
sure
everybody
received
copies
of
them
for
February
20th.
We
get
a
motion
to
approve
those
okay,
a
motion
by
mr.
Peters,
its
second
by
mr.
Washington.
You
get
all
in
favor,
say:
aye
opposed,
nay.
Thank
you.
Okay,
first
up
we
have
a
building
building
report
for
February
2019.
Mr.
Skinner
were
near
to
present
then
ready.
D
In
your
packet,
you
should
have
the
monthly
building
report
for
February.
We
had
no
new
homes,
we
issued
25
permits
and
collected
five
thousand
four
hundred
and
fifty
five
dollars,
there's
a
little
low,
but
February
usually
is
comparative.
To
last
year
we
issued
16
permits
no
new
homes,
and
we
collected
total
fees
of
almost
12,000
last
year.
A
D
You
recall
we
had
a.
We
received
a
grant
from
FEMA
HG
MP
grant
to
purchase
the
home
at
13
River
land,
which
we
did
last
month
and
to
demolish
the
home
and
return
the
ground
back
to
a
to
its
natural
state.
So
we
went
for
bit
okay
on
February,
all
right,
yeah,
February
27th.
We
posted
a
notice
in
the
paper
to
accept
bids
for
that
demolition
and
gave
today
is
the
day
we
would
open
those
bids.
We
have
received
four
bids
so
we'll
go
ahead
and
open
those
now
and
get
those
recorded.

A
Ex
parte
communications
to
the
committee,
does
anyone
have
any
ex
parte
communications
they'd
like
to
discuss
or
describe
everybody's
shaking
her
head?
No,
so
does
that
mean
nobody
has
any
okay,
then
all
right?
No
word!
Yes,
that's!
Okay!
Okay!
Next
up
is
ZB
in
case
19-0.
2
is
request
for
special
use,
permit
number
121,
99,
C
14th,
or
a
slaughterhouse
and
invariance
to
the
section
121
99
C
14
C
lot
with
and
in
there
a
1
agricultural
district
on
a
parcel
generally
situated
in
section
28
of
pilot
Township.
A
D
This
property-
you
may
know,
as
the
former
Oscars
meats
out
just
on
the
east
side
of
her
sure,
right
along
Route
115,
there's
a
map
on
the
on
the
screen
that
shows
the
location
of
the
property
I
believe
it's
just
over
12
acres.
It
started
out
as
Oscar
meats
back
about
1985
somewhere
in
the
1990s
Morris
meats
bought
it
out,
and
then
at
least
5
years
ago.
I
believe
maybe
even
a
little
longer
Morris
meats
closed
their
doors
and
the
building
has
been
sitting
there
abandoned
ever
since
mr.
D
Muammar
al
Jazeera,
who
is
the
owner
of
Al
Jazeera
hollow
how
allow
meet
LLC
hello,
purchased
the
property
with
the
intent
of
reopening
it.
As
a
slaughterhouse,
when
we
talked
with
him,
we
realize
that
it
hasn't
been
a
slaughterhouse
for
a
while.
So
the
special
use
permit,
which
we
couldn't
even
find
that
Morris
meats
had
one
was
no
longer
valid,
even
if
they
did
have
one
so
he's
applying
for
a
special
use
permit
to
continue
using
the
property
as
a
slaughterhouse
and
back
about
I
think
it
was
96
1996.
D
We
changed
the
our
ordinance
to
require
a
400
foot.
Minimum
lot.
Width
on
slaughterhouses,
so
this
property
only
has
285
feet
of
width,
so
they
are
asking
for
a
variance
on
the
lot
width
as
well.
Zoning
board
heard
this
on
March
11th
2019
and
they
recommend
approval
of
both
the
special
use
permit
and
the
variances,
and
they
placed
no
conditions
on
the
special
use
permit.
There
was
no
public
comment
at
the
hearing.
A
F
D
D
A
Mrs.
Peters
did
you
anyone
else?
Okay,
all
right!
You
know
questions
will
kind
of
motion
in
a
second,
we
get
a
just
a
all
in
favor,
say:
aye
I.
Have
anybody
I'm
opposed
to
say
the
same
sign?
No
one!
Okay!
Thank
you!
Next,
over
okay
Delbert,
we
got
the
2017
GLC
grant
pilot
township
survey.
Fyi
I
will.
C
Back
in
2017,
we
were
approved
for
CLG
grant
to
do
a
survey
of
pilot
Township,
an
agriculturist
oricon
architectural
survey.
We
have
completed
that
and
I
have
the
book
I've,
given
you
a
summary
and
a
list
of
potential
sites,
but
if
anybody
would
like
the
book
you'd
have
to,
let
me
know:
I
didn't
want
to
bring
up
for
everybody.
If
you
didn't
want,
one
I
can
send
it
electronically
or
I
can
do
hardcopy.
C
A
C
Each
year,
we're
required
to
provide
you
with
a
annual
report,
so
this
is
for
2018
we've.
Given
you
a
complete
copy,
I
meant
to
hand
it
out
earlier
and
I
did
not
I
apologize.
But
if
anybody
has
questions
on
the
report
or
anything,
you
can
call
me,
I
can
bring
it
back
to
another
PTA
meeting.
I
just
need
to
I
think
we
just
need
this
committee
to
accept
it.
Okay,.
A
C
Adler
again,
okay,
we
start
Preservation
Commission
is
asking
for
permission
to
apply
for
to
CLG
grants.
One
will
be
another
survey,
historic
and
Yaga
cut
architectural
survey
of
moments'
Township.
We
are
working
with
a
consultant
when
we
get
approval
to
apply
to
get
costs
and
everything
just
so
Europe.
It's
a
30/70
split.
C
C
E
Affection,
we
we
work
closely
with
the
Historic
Preservation,
Commission
I'd,
say
actual
subcommittee
of
the
County
Board,
so
they
do
have
particular
authority
in
these
matters.
We've
recently
defined
what
that
authority
is,
and
while
some
of
the
monuments
on
the
courthouse
lawn
are
marked
for
preservation
with
the
building
itself.
You
know
the
county
still
does
have
the
dominion
over
new
monuments
and
things
like
that
are
going
on,
but
that
doesn't
mean
for
any
way
that
we're
not
going
to
work
with
them
to
determine
what
is
the
best
landscaping
plan
for
adding
new
trees.
E
There's
a
lot
of
trees
that
are
missing.
You
know,
I've
gone
down,
we
haven't
replaced
if
we
are
going
to
do
walking
paths,
you
know
88
compliance
on
those
paths,
so
people
can
better
enjoy
monuments
where
future
monuments
may
go
considering
the
layout.
That
is
there
really
just
the
overall
look
and
feel
and
appropriateness
of
the
layout.
So
at
one
time
you
know
mr.
Kinzinger.
Some
time
backs,
you
know
said
back.
You
know.
Are
these
the
right
building
materials
we're
using?
That
will
be
part
of
this
as
well?
What
building
materials?
Who
should
we
use?
E
Where
should
they
go
that
type
of
stuff,
and
so
this
is
all
wrapped
up
under
the
same?
It's
an
actual
RFQ
request
for
qualifications,
we'll
go
first
and
then,
once
we
pull
in
who's
authorized
to
do
this
work
for
the
state
we
choose
somebody,
then
it
will
be
here's
how
much
money
we
have
to
spend.
Can
you
do
it
in
this
amount
of
money,
mm-hmm
that.
A
A
D
New
business,
if
I
do
have
some
news
about
solar
farms,
it's
what
we
need
sure.
Let's
go
all
right.
Yes,
a
couple
things
one
I
actually
do
have.
Can
you
flip
us
over
there?
I
actually
do
have
a
date
for
the
lottery
which
is
April
10th
that
on
their
website
yesterday.
So
pretty
sure
that's
good
and
in
fact
you
want
to
go
to
the
IPAs
website.
That's
the
entire
approval
process
laid
out
on
that
chart
up
there.
D
E
E
D
D
D
Senate
bill,
1781
House
bill,
29,
66,
that's
been
sponsored
by
representative
Davis,
Gordon,
booth
and
Greenwood
to
increase
our
the
current
legislation
is
25%
by
2025
for
the
state's
energy
use
from
renewables.
They
want
up
into
40
percent
by
2030.
It's
called
path
to
100
ultimate
goal
is
to
get
to
100%
renewables
you'd,
like
more
information.
I,
also
just
found
out
about
this
about
two
days
ago.
There's
the
website,
though
you
can
peruse
that
tea.
B
A
E
D
E
A
You
file
to
be
on
that
program
you're
in
there
and
there's
no
I,
don't
think
there's
any
room
for
any
more
right
now.
As
far
as
I
know,
anyone
else
have
any
questions:
no
okay,
mr.
Mueller
you're,
good
you're
off
okay,
how
about
some
new
business
to
over?
How
are
we
doing
on
there?
Mr.
Skinner
one
we'll
take
anything
on
new
business.
We.
