The
property
is
owned
by
andrew
lee
jr.

recently
built
a
pole,
barn
on
that
property
that
is
outlined
in
red,
with
the
intention
of
it
being
storage
and
an
office
space
for
his
business
that
he
operates
there,
which
is
he
rents,
portable
toilets
and
bounce
houses.

he
did
make
some
alterations
to
the
construction
that
would
you
know
to
to
partially
bring
it
into
compliance
for
an
assembly
use.
It
was
permitted
as
an
s-1
storage
use,
so
the
building
codes
that
were
applied
to
that
building
were
for
a
storage
use.

did
do
some
upgrades,
such
as
a
firewall
between
parts
of
the
building
and
things
like
that,
but
he
did
not
has
not
completed
everything
that
needs
to
be
done
as
of
yet,
but
has
indicated
that
he
will
be
he's
actually

office
this
week
to
get
his
permits
to
upgrade
the
building
for
an
assembly
use,
which,
I
believe
is
a

portion
of
the
building
code.

permit
would

allow
him

rent
the
facility

parties

showers
and
things
of
that
nature.

board
of
appeals
heard
this
last
monday
and
recommend
approval
seven

zero,

there
are
four
conditions,
though,
that
they
placed
on
the
approval,
and
I
can
read
them
to
you.
One
all
parking
shall
be
contained
on
the
subject
site
and
no
on-street
parking
will
be
allowed
the
roads.
I
don't
know
if
you've
ever
been
out
to
diversity,
they're,
relatively
narrow
and
one-way
roads.
They
did
not
want
any
parties
and
participants
of
these
parties
potentially
blocking
the
road
for
emergency
service
vehicles.

two:
all
activities
pertaining
to
parties
shall
be
held
within
the
building
and
not
in
the
parking
lot
number
three.
The
occupancy
load
of
the
building
will
be
determined
by
the
mantino
fire
department,
which
is
law
anyway,
but
it's
reiterated
here
and
the
facility
will
be
in
compliance
with
all
laws,
ordinance
and
codes.
At
all
times
they
did
contact
the
health
department
and
since
they
are
not
serving
food
directly
themselves,
you
can
bring
in
your
own
food.
There
was
no
health
license
needed
and
we
did
ask
if
they
were
intending
to
serve
alcohol.

that

has
to
upgrade

he
can
open
the

bathroom

large

but
they
put

in
the

turnaround
space
in

he

state

federal
dollars

rural
transit.
Each
year
we
apply
under
the
chairman's
signature
for
for
those
funds
we
receive
about
and
sixty
six
thousand
dollars
in
what
is
considered
to
be
fta,
section,
5311
funds
and
then
around
1.27
million
in
what
is
downstate
operating
assistance
program.
So
we
combine
those
two
together
in
kind
of
a
blended
equation
where
sometimes,
what
80
percent
of
our
funds
can
be
federal
and
sometimes
65
can
be
federal
and
we
offer
around
700
000
worth
of
transit
a
year.

It
ties
to
in
rural
transit
being
able
to
maximize
your
state
and
federal
dollars
with
the
appropriate
match
dollars.
I
mean
one
thing
for
this
committee
to
consider:
the
county
board
does
put
fifteen
thousand
dollars
a
year
or
historically
has
to
to
rural
transit,
so
part
of
that
match
comes
from
from
county
funds.
Some
of
that
match
comes
from
providers
locally
social
service
agencies
that
that
need
rides
and
we
recently
applied
to
be
a
participant
in
age
guide,
which
is
the
former
area
agency
on
aging
grant.

So
we
would
be
hauling
seniors
through
and
matching
that
with
someone
else's
dollars
for
for
our
system,
and-
and
I
would
say
that
rural
transit
here
is
not
very
different
from
rural
transit
anywhere
in
the
state
of
illinois
or
the
midwest
for
that
matter,
where
we
do
struggle
on
providing
that
that
local
match.
So
it's
always
trying
to
find
ways
to
maximize
our
dollars
and
offer
more
rides.
We
are
still
kind
of
operating
in
in
covid
limbo.

I
know
there
was
a
an
article
that
ran
in
the
journal
after
we
announced
the
the
bus,
barn
and
new
vehicle
grant
that
we
received
on
a
rebuild
and
you'll
see
our
ridership
numbers
are
down,
but
unfortunately,
with
social
distancing
and
bus
rides.
Our
costs
are
pretty
static
as
it
relates
to
those
rides.
So
it's
it's
kind
of
about
a
balancing
that
we
have
a
fleet
peak
fleet
of
12
vehicles.

Currently,
we're
very
excited
about
the
new
grant
because
we'll
get
a
new,
a
few
new
vehicles
on
the
road,
but
this
for
for
today
for
fy
23,
5311
and
fy23
downstate
operating
assistance.

We
hope
to
bring
forward
a
resolution
to
the
the
march
board
meeting
to
apply
for
our
funds
by
april
first,
which
is
the
deadline.

I
guess
kind
of
rolled
into
that.
The
purchase
of
service
agreement
is
part
of
that
application,
and
I
want
to
get
this
right
on
june
10th
that
we
solicited
vendors.
We
sent
out
to
12
local
vendors,
12,
local
and
quasi
local
vendors.

We
did
receive
one
application
back,
which
we
typically
received,
that
questionnaire
back
from
showbus,
and
it's
not
uncommon
for
us
to
send
multiple
out
and
receive
one
back
for
our
system.

was
at
a
basketball
game
last
night
and
the
gentleman
pulled
me
over
to
ask
about
the
services
in
pembroke
and
seeing
if
there
was
a
consistent
like
a
bus
coming
for
every
two
hours
have
that
has
any.

there

asked
you
how
that
helps
the
outlying
counties
out
east
and
their
counties
give
you.

I
mean

look
at
the
system
in
its
entirety.
We
do
what
is
a
deviated
fixed
route
for
our
commuter
route,
so
that
runs
between
city
of
kankakee
transfer
station
stops
in
sun,
river
terrace
and
then
in
moments
for
jobs,
and
these
are
our
ride
like
every
hour
on
the
hour
a
bus
is
leaving,
and
so
that's
kind
of
the
one
side
of
the
business
and
that's
about
that's
a
little
over
half
of
our
rides.
The
other
portion
of
our
business
is
what
we
call
demand
response.

So
this
is
where
someone
calls
for
a
ride
for
whatever
reason,
and
they
can
receive
a
ride
based
on
on
scheduling,
bus
availability.
Things
like
that
to
typically
to
come
from
the
non-urban
area
into
the
urbanized
core
for
shopping
or
doctor's
appointments
or
really
whatever
they
want
it
to
be.
But
we
kind
of
see
those
consistencies
within
our
within
our
system.

don't
necessarily
have
a
a
set
route
where
we
just
stop
in
a
town
and
pick
up
and
and
that's
a
kind
of
a
difficult
thing
to
do,
because
you're
you're
running
a
lot
of
deadhead
miles
to
get
there
and
then
potentially,
no
riders
could
be
beyond
the
bus
if
there
is,
and
I've
had
conversations
with
with
a
few
individuals
in
in
hopkins
park
and
pembroke
township
surrounding
warming
centers,
and
that
was
most
recent
conversation.

But
it's
just
it's
it's
not
about
necessarily
just
driving
to
a
location
and
opening
the
door
on
the
bus
and
hoping
someone
gets
in
as
much
as
it's
you
know,
kind
of
working
through
that
scheduling
process.

process

the

talking
about
being
able
to
get
to
work
with
the
hour
to
hour
and
having
a
location
in
the
pembroke
area
where
they

pick
up
and
be
a
part
of
that
hour

of
the
transportation
problems
that
I
guess
they
saw
that's
what
they
discuss
with
me.

suppose
that's
certainly
something
we're
always
open
to.

there's
a

large
commuter
need
similar
to
the
one
between
kankakee
and
moments,
I
don't
think
it
would
be
the
same
buses.
That's
because
that
would
be
kind
of
difficult,
because
I
would
make
maybe
an
hour
and
40
minute
loop
or
something,
but
I
think
that's
a
discussion.
We're
willing
to
have
and
certainly
share,
you
know,
share
the
staff
information
with
them.

us

bus
and
see
if
that's
something
we
can
offer,

say
when
we
start

add
service,
we
add
costs
and
that's

we

to
tap

dollars

rural
transit
is
that

scrivener's

We

left
off

vehicle,
so
we

two
vehicles
within
our
fleet.
Under
our
current,
we
executed
a
contract
in
april
of
2020
under
our
current
contract,
these
were
slated
to
be
disposed
of
or
rebuilt.
So
this
is
bus,
10
and
bus
11..

These
are
both
ford
models.
They
both
of
them
qualify
for
what
is,
depending
on
the
type
of
vehicle
you
have
like
five
years
and
120
000
miles
or
seven
years,
150
000
miles
to
which
they
qualify
for
for
vehicle
disposal.
So
these
are
both
2009's.

They
came
in
through
the
consolidated
vehicle
procurement
program
to
the
county.
Bus
10
currently
has
176
000
miles,
it's
a
light
duty
paratransit
vehicle
and
it
has
a
cracked
head.
We
got
costs
from
midwest
transit.
That's
that's
one!
That's
the
main
issue!
There's
there's
issues
and
a
couple
issues.
It's
about
sixty
one
hundred
dollars
to
fix.
Based
on
the
estimate,
the
current
vehicle
value
at
scrap
value
is
about
three
hundred
dollars
so
with
having
you
know,
new
vehicles
come
in
through
the
the
rebuild
illinois.

Grant
we're
requesting
to
to
scrap
10
and
then
11
is
a
is
a
forward.
Medium
duty
same
same
2009,
it's
got
three
failed
cylinders,
so
the
recommendation
is
actually
replacement
of
the
engine
costs
around
81
or
8700..

got

000
miles
again
at
2009,
so
both
of
these
vehicles
with
having
300
in
scrap
value
doesn't
seem
like
it
makes
sense
to
invest
in
new
vehicles
and
and
just
one
I
would
say,
peripheral
piece
of

on
the
phone
yesterday
with
zoe
keller,
from
from
idot.
We
had
previously
heard
there
wouldn't
be
consolidated
vehicle
procurement.
It
was
kind
of
this
like
nebulous.

know
according
to
zoe,
as
of
yesterday,
they're
about
to
roll
it
out,
so
we
feel
a
little
more
comfortable,
not
fixing
the
vehicles.
Knowing
the
state
is
gonna
roll
out
a
new
conduit,
two
vehicles,
because
I
mean
this
is
a
good
cautionary
tale.
If
we
can't
get
vehicles,
we
wanna
make
sure
we're
keeping
our
rolling
stock,
but
the
new
cvp
is
going
to
come
out
through
idot,
so
we'll,
hopefully
be
able
to
use
our
rebuilt
dollars.
Maximize
though,
and
get
some
those
and
get
some
new
vehicles
to
replace
these.

disposing

vehicles,

nominal,

them

individuals
