Another
function
of
the
Board
of
Examiners
is
that
they
hear
appeals
and
review
decisions
by
the
building
division
of
the
planning
department.
So
if
a
contractor
or
a
homeowner
does
not
like
the
answer,
we
give
them,
they
can
appeal
it
to
the
Board
of
Examiners
and
that
instance
they
are
the
final
decision-making
body
for
building
codes.
Those
are
a
recommendation
to
the
county
board
and
the
county
board
gets
to
decide
the
final
outcome
of
new
codes.

It's
a
six
member
board.
We
have
one
electrician,
one
plumber,
one
civil
engineer,
one
architect,
one
residential
contractor
and
one
commercial
contractor
on
the
board.
Their
terms
are
for
three
years,
all
of
their
terms
expired
in
June,
so
they
are
all
up
for
reappointment.
We
do
need
a
commercial
contractor
that
slot
has
been
open
since
Terry
Vaughn
moved
to
I
believe
Florida
about
a
year
ago.
So,
if
you
know
anybody
who's,
a
commercial
contractor
would
be
interested,
certainly
get
him
into
a
pub
to
apply
I.

McConnell
was
suggesting
that
we
add
the
HVAC
trade
to
this
list
of
six
members
and
I
really
can't
see
a
reason.
Why?
Because
the
functions
that
they
do
in
in
the
building
trades
are
covered
by
the
disciplines
that
you
see
here.
We
do
not
cover
specifically
every
trade.
If
we
did,
the
committee
would
be
30
people
long
and
we'd
never
get
anything
done
so
prefer.

new
six
members,
seated
a
new
chairman
would
be

It
could
be
Dave

the
chairman
of
the
county
board
appoints
by
recommendation

okay
and
the
Secretary
of
the
group
is
our
a
head
of
building
and
zoning,
which
it
will
be
Steve
Marion
at
the
end
of
the
month,
and
that's
what
I
have
for
all
meetings.

procedure
say
that
they
meet
the
third
Monday
of
the
month
at
4:00
p.m.

They
meet
as
needed
and
most
times
it
could
be
two
years
between
me.
So
it's
not
a
huge
task,
although
since
people
don't

our
word

these
days
and
want
to
call
us
out
on
every
decision,
we
make

They
have
to
have
a
surety
bond
of
$10,000
liability,
insurance
of

million
property
damage,
liability
of
50,000
and
if
they
have
subcontractors
or
employees
than
they
must

workman's
comp
and
employers
liability

We
also
provide
this
registration
service
to
the
village
of
Bradley
and
banane.
Up
until
last
month,
the
city
of
Kankakee.
They
started
their
own
registration
program
last
month,
so
those
villages
do
get
some
benefit
from
this
program.

These
that
hundred
dollars
the
program
went
into
effect
in
2000
and
that
hundred
it's
been
$100
fee
since
then
hasn't
changed
in
17
years
we
average
about
eight
hundred
and
fifty
total
registrations
per
year
and
thirty
four
percent
of
those
are
usually
new
registrations
and
sometimes
that
spikes
up,
if
we
have
a
major
storms,
we
get
some
out
of
county
contractors
that
come
into
the
county.

way

understanding

provide
protection
to
the
homeowners
and
the
property
owners
for
the

would

why
the
main
requirement
is
the
insurance
and
bonding

there

contractor

to

the

hail
damage,
they
would

and
then
they
wouldn't
complete
that
that
commitment
and
the
people
had
no
recourse,
except
for
trying
to
take
them
to
court
if
they
could
find
them.

do
recall
that
there
was
some
issues
where
deposits
were
paid
and
the
contractors
never
came
back
and
finished
the
work
or
even
started
in
some
cases
right,
and
we
were
getting
a
lot
of
complaints
about
that
now.
There's
at
least
a
bond
and
insurance
policies
that
they
can
do.

Okay,
give
you
an
idea
what
other
counties
and
municipalities
are
doing.
We
are
really
cheap,
will
County
charges,
one
hundred
and
fifty
dollars
for
general
contractors
to
54
contractors
with
trades
and
75
dollars
for
subcontractors,
Cook
County's,
one
hundred
and
five
dollars
per
trade.
So
if
you
got
a
general
contractor
with
several
trades,
that
can
be
several
hundred
dollars:
DuPage
County's
200
for
general
300
for
general
contractors,
with
trades
and
$100
for
subcontractors,
and
you
can
see
the
municipalities
their
two
highest
municipalities,
Freeport
with
294
for
electrical
and
HVAC

for
all
others.

Is
correct:
they
are
not
part
of
our
program,
for
whatever
reason
they
decided
to
do
their
own
and
for
some
of
the
other
municipalities
it
seems
like
$100
per
year
is
consistent
proposal.
I
have
I've
been
thinking
about
this
for
a
while
is
we
do
need
staff
in
the
planning
department
and
one
way
to
pay,
for
it
would
be
to
raise
these
fees
raising
them
to
$200.
They
haven't
been
raised
since
2007
2000,
so
17
years,
without
an
increase
of
any
kind.

used

have
17
full-time
employees
back
in
about
2006.
Now
we're
down
to
five
and
a
half
the
workload
hasn't
decreased.
If
anything,
it's
gotten,
it's
gotten
more.

lot
of
important
programs
have
been
set
aside
because

have
nobody
to
do
them,
such
as
solid
waste
hasn't
been
touched,
and
we
do
have
statutes
of
items
in
that
under
that
category
we're
supposed
to
do
stuff
about.

just
had
a
review
on
our
stormwater
ms4
program,
which
was
not
even
close
to
being
favorable,
because
we
have
nobody
to
assign
to
it.

I'm
not
looking
for
an
answer
today,
but
just
thought
I'd
run
this
by
you

our
current
staffing
chart
of

who
have

the
department

the
planning
functions,

manager
does,
which
would

have
a
part-time,
a
clerical
that
is
paid
for
by
our
transportation.

we

two
open
positions:
one's
being
advertised
right
now
that
are
paid
for
by
that
Grant
and
we'll
have
Steve
Marion
head
of
the
building
division.

just
started
two
weeks
ago
and
Julius
libtech.
My
name
is
butch
he's
been
on
for
about
two
years
and
we
have
Mike.
Mcgruder
is
our
part-time
contractual
agreement,
plumbing
inspector.
We
have
nobody
in
solid
waste
whatsoever
under.

Don't
lose
the
grant
it's
a
reimbursement
grant,
though,
so,
if
we
don't
spend
the
money,
we
don't
get
the
money
so
I,
don't
know
the
exact
figure,
but
for
the
last
two
years
three
years
we
have
been
giving
money
back
or
not
collecting
the
entire
grant.
That
way,
I
also
run
the
GIS
department.
I've
got
Daniel.
Bishop
is
our
GIS
tech,
who
runs
most
of
the
show
there
and
for
some
reason,
which
is
still
beyond
me.

department
funds,
two-thirds
of
Debbie,
ball,
salary
and
I.

I'd
love
to
get
an
assistant
planner
that
can
take
on
some
of
the
solid
waste,
historic
preservation
and
some
of
the
other
planning
functions
that
we
just
can't
get
to.
Our
comprehensive
plan
hasn't
is
due
for
an
update.

have
nobody
to
assign
it
to
our
zoning
ordinance
has
a
lot
of
modernization
that
could
be
used,
especially
in
the
sign
category.
With
some
of
the
new
court
rulings
out
there
I
think
our
ordinance
would
not
hold
up
in
court.

position

even
a
part-time
somebody

it

continuous
training
program.

very
difficult
to
find
and
hire
an
experienced
building
inspector.
Typically,
we
get
somebody
from
the
trades
and
we
train
them,
which
is
very
time-consuming,
and
there
is
a
cost
involved
to
that
and
at
some
point,
Daniel
is
going
to
need
help
in
GIS,
but
that
would
be
paid
for
out
of
the
GIS
fund
and
that's
not
a
general
fund
position.

fee

our
current
averages

year
so
raising
that
fee,

would
bring
us

line

other
counties,

new
municipalities
would
give
us
the
money.

let
it
go.

you
end
up
getting
more
because
the
new
people
would
stay
so
we.

Kinzinger,
as
a
contractor
I
should
have
didn't
realize
this
proposal
was
coming,
but
we
had
these
fees
in
every
city
within
the
county.
Basically,
in
addition
to
the
county
fees,
and
it
becomes
a
substantial
number
and
as
I
heard
earlier,
the
purpose
of
the
fees
were
to
ensure
that
contractors
perform
as
promised
and
as
contracted
now
we're
using
the
fees
as
a
means
of
funding.
Another
aspect
of
County
government
I
would
recommend
that
we
look
at
how
we're
operating
within
the
program
and
see
if
there's
a
way
of
changing
things.

instance,
prior
to
great
recession
in
2008
you'll,
see
in
2006
and
7,
we
had
a
number
of
contractors
that
annually
renewed
and
now
in
2017,
as
I
noticed
on
the
chart,
it's
less
than
it's
been,
which
would
tend
to
indicate
there's
less
work
in
the
county
than
there
was
in
2006
I'm.
Not
certain
I
haven't
researched
anything,
but
I
would
like
this
to
be
looked
at
very
carefully.

fee
funds

program
administration

2000.
When
we
started
this,
we
actually
hired
a
position
for
a
contractor
registration
person.
They
got
laid
off
somewhere
around
2007
because
of
the
county's
financial
issues
and

registration
process
was
taken
on
by
our
part-time
clerical,
lady
and
our
office
manager.
So
I
was
just
more
duties
added
on
to
their
on
to
their
job
description.

insurances
can
expire
at
any
time.

if
they

registered

their
bonding
expand
all
that's

place.

permit,

contractors
against
our
database
to
make
sure
that
each
one
of
them
are
current

met

every
permit,

that

and
I

an
answer
for

It's
municipal
separate
storm
sewer
systems.

I
wasn't
able
to
be
here
because
I
was
a
fail
in
my
public
transit
Association
conference,
but
Delbert
informed
the
committee
that
I
dot
is
currently
having
a
call
for
intercity
bus
projects.
It's
funded
by
FTA,
section
53
F,
which
is
a
subpart
subsection
of
the
5311
grant
that
we
already
receive
for
our
real
public
transportation
program.
So
the
deadline
for
submissions
is
November
17th.

Greyhound
is
scheduled
to
stop
Monday
through
Friday.

we

do
service
Monday
through
Friday,
so
twice
a
day,
8:55
a.m.
and
3:50
p.m.
we
would
propose
that
we
go
out
to

greyhound
stop
for
anybody
who
would
like
to
go
there
and
they
can
connect
a
greyhound
there
in
the
morning.
Greyhound
goes
to
Markham
and
Chicago,
and
then
in
the
afternoon
they
go
south
to
Champaign,
Decatur,
Springfield
and

projects
our
capital
projects,
so
we

also
include
on
our
application
to
bus
shelters.
We've
had
requests
in
the
past
and
interest
in
the
past
with
moments
and
some
River
terrorists
for
bus
shelters.

include
those
in
our
application
and
the
bus
shelters
would
have
to
be
owned
by
Kankakee
County,
because
we
are
the
grantee,
but
we
could
come
up
with
agreements
with
each
of
the
municipalities
for
maintenance
and
location
and
so
forth,
but
I
wanted
to
bring
it
to
this
committee.

right
now
we
think
we
we
may
have
a
chance,
because
this
is
a
modification
of
service
we
already
have
and
it's
it's
a
pretty
good
service,
but
there's
also
the
possibility
they
might
say.

why?
Don't
you
just

additional
grant
fund,
so
we're
not
sure
which
way
it
may
go,
but
we
think
we
may
have
a
decent
chance,
at
least
with
the
bus
shelters.
