Here
we
do
have
a
quorum
and
a
constituted
to
do
business.
I
will
ask
that
you,
please
turn
your
phones
to
vibrate
or
silence
so
that
we
are
not
interrupted
like
we
were
last
week
with
a
phone
call,
but
we
would
welcome
if
you'd
like
to
put
it
on
speaker
and
share
with
us.
If
you
get
one,
do
any
members
have
any
guests
that
would
like
to
recognize
I
know,
representative
Roberts
has
someone
thank.
A
If
not,
we
will
get
started
with
our
agenda
and
we
will
go
right
down
the
list
that,
as
it
appears
and
first
on,
our
agenda
will
be
House
Bill
386
by
representative
Iams.
It's
an
act
relating
to
the
operation
of
Motor,
Vehicles,
representative
Ives
yourself
and
any
guest
you
may
have.
If
you
please
make
your
way
to
the
tables.
E
E
Sorry,
the
slow
down
and
Move
Over
Law
simply
explains
expands
the
requirement
to
move
over
or
slow
down
When
approaching
an
emergency
or
Public
Safety
vehicle
to
include
any
disabled
vehicle
displaying
a
warning
signal.
It
means
that
if
it
is
safe
to
it
means
that
if
it
is
safe
to
do
so,
a
motor
motorist
should
move
over
if
there
is
a
disabled
vehicle
on
the
side
of
the
road,
with
appropriate
warning
signs
or.

A
Aye
House
Bill
386
is
reported
with
favorable
expression.
Same
should
do
so
on
the
floor.
Thank
you
both
for
such
compelling
testimony.
A

Thank

us
know
that.
Please
everyone
keep
keep
her
in
your
in
your
thoughts
and
prayers.
Representative
Freeland,
you
may
begin
please
introduce
yourself
thank.
I
You
Mr
chairman,
ladies
and
gentlemen,
I'm
Chris,
Freeland,
Sixth,
District
representative,
and
the
bill
I
have
in
front
of
you
today
is
a
house
bill
320
and
it
amends
KRS,
281a,
section
160
relating
to
commercial
driver's
license,
and
all
this
bill
does
is.
It
adds
the
ability
for
Kentucky
to
be
able
to
test
out
of
state
applicants
for
commercial
driver's
license.
Other
states
like
Tennessee
Illinois
all
do
this,
and
Kentucky
would
be
able
to
do
this
and
charge
the
same
rate
that
they're
charging
our
drivers
to
test
in.
J
A
Yeah
emotional,
is
there
any
questions
by
our
memory
representative,
Tackett,
Lafferty.
I
J
Thank
you,
representative.
Does
this
have
anything
to
do
with
GIS
or
mapping,
not.
J
L
H
A
I
A
You
Mr
chairman,
thank
you,
ladies
moving
right
along
next
up
Senate
bill
72.,
an
act
relating
to
motor
vehicle
title
sponsored
by
Senator,
Storm
Center
storm.
If
you
and
your
guests
make
your
way
to
the
table
and
please
introduce
yourselves
and
you
may
begin.
L
Thank
you,
Mr
chairman
Senate,
Bill
72
is
an
act
relating
to
motor
vehicle
titles
and
it's
very
simple.
It
basically
allows
rebuilt
and
salvaged
titles
with
completed
paperwork
to
utilize,
a
speed,
titling
process.
A
N
Would
you
be
objective
to
maybe
attach
about
four
more
cabinets
to
this
on
speeding
on
speeding
process?
As
far
as
maybe
the
building
inspectors
can
we
attach
an
amendment
to
have
speed
process
for
all
of
it?
I.
O
N
C
H
A
F
A
Central
wheeler
can't
be
here
he's
at
a
groundbreaking
this
morning
and
so
chairman
Higdon
is
going
to
be
sitting
in
his
seat
today,
chairman,
if
you
take,
have
you
taken
note
of
how
efficient
we
are
in
the
house,
Transportation
committee
we're
on
our
fourth
bill.
It's
not
yet
15
after
and
I
was
late
getting
here.
So
just
Mr.
P
A
Sir,
introduce
yourself
and
begin
Mr
chairman
thank.
P
You
Mr
chairman
Jimmy
Higdon
Kentucky
state
senator
14th,
Senate
District.
What
you
have
before
you
is
a
little
background.
Last
year
we
took
we
did
some
work
on
road
namings
to
make
sure
there
was
no
misunderstanding.
Who
was
in
charge
of
those,
so
all
Road
naming
is
done
by
the
Kentucky
General
Assembly.
We're
get
we're
going
through
that
process.
Now,
there's
temporary
road
signs,
Miss
Kentucky
state
championship
signs
that
can
be
put
up
on
the
city
limits
or
the
county
county
line
motion.
D
Thank
you.
Could
you
talk
a
little
bit
about
the
license
plate
portion
of
this
bill.
P
Please,
yes,
thank
you.
Absolutely.
This
gives
us
three
official
state
mottos,
the
Bluegrass,
State
united.
We
stand
divided,
we
fall
and
In
God
We
Trust.
D
My
understanding
is
it's
all
away
because
of
this
specifically
like
the
team,
Kentucky
won
and
I
think
unbridled
Spirit,
maybe
another
one.
Could
you
please
answer
why
those
were
chosen
to
no
longer
be
used,
how
much
revenue
we
generate
from
those
specialized
plates
and
where
that
loss
of
Revenue
might
be
felt
if
we
aren't
selling
as
many
specialized
plates.
P
D
P
P
P
You
are
you
asking
if
unbridled
spirit
and
team
Kentucky
would
still
be
available.
Yes,
under
this
bill,
no.
C
D
Could
you
answer
the
second
part
of
my
question,
which
was
how
much
revenue
we
might
lose
because
of
these
additional
fees
for
the
specialized
license
plates
and
then,
where
that
loss
might
be
felt.
P
You
won't
lose
any
Revenue,
because
those
were
not
Revenue
generating
plates.
They
were
just
standard
plates,
they're
12.50
plate.
Now,
if
somebody
wants
it,
we
we
could
very
easily
put
team
Kentucky
in
unbridled
Spirit.
The
way
we're
doing
license
plates
now
as
a
specialty
plate,
and
you
could
get
those
with
additional
charge.
P
That
is,
we
passed
that
last
year
the
transportation
cabinet
takes
care
of
any
request
for
a
temporary
sign
and
the
statute
says
that
they
stay
up
one
year.
So
if
your
high
school
has
a
state
championship
or
Miss
Kentucky's
from
your
community,
the
request
goes
with
transportation
cabinet.
They
install
the
signs
and
one
year
later
they
come
back
and
take
them
down.
You
hope
they
don't
come
right
back
in
one
year,
but
they
do
come
in
and
remove
them
at
some
point
in
time
after
a
year.
So.
P
No,
no
does
not
change
it.
We
pass
those
that
legislation
last
year
this
is
kind
of
a
continuation.
There
was
a
gap
that
I
didn't
get
to
mention
the
the
Country
Music
Hall
of
Fame
on
Route
23.
It
was
kind
of
out
there
and
and
it
there
was
no
discretion
who
who
named
those
artists.
So
this
puts
it
back
into
a
our
road
naming
bill.
So
any
country,
music,
Highway
namings,
will
come
through
the
general
assembly.
Just
like
our
road
naming
Bill
does.
C
C
I
H
C
A
A
Thank
you
all
and,
as
any
other
members
have
anything
but
come
before
the
committee
today
move
with
your.
