A
Technology
meeting
a
special
welcome
to
guests.
We
have
in
the
room,
which
is
not
a
problem
today.
These
special
guests
we
have
visiting
us
day
before
we
get
started.
I'd
like
to
go
a
few
reminders.
Please
silence
all
cell
phones
at
this
time.
If
you'd
like
to
speak
on
a
bill,
please
use
the
signing
sheet
at
the
entrance
of
the
room.
The
request
is
speaking
from
the
chair's
discretion
based
upon
the
time
restraints
for
this
meeting.
The
information
already
presented
just
a
reminder.
No
signs
are
permitted
in
the
room
members
attended
remotely.
A
A
President,
we
have
a
quorum
today
we
have
two
bills
sent
bill,
272
and
house
resolution
75
on
agenda.
Before
you
begin,
please
remember
turn
your
mics
introduce
yourselves
for
the
record.
As
you
approach
it
sure
senator
westfield's,
much
like
me
is
probably
running
a
lot
behind
the
last
committee.
I
barely
got
here
in
town.
Oh,
is
he
here?
No
okay
he's
not
here.
Let's
go
ahead
and
start
with
house
resolution
75.
G
D
A
G
G
D
Back
in
january,
as
we
were
still
in
the
in
the
omicron
phase,
I
started
actually
even
earlier
when
we
got
into
the
omicron
phase
back
in
around
thanksgiving.
I
started
searching
out
area
ways
to
get
information
that
that
wasn't
overly
political
on
either
side,
and
I
found
one
that
I
could
trust.
I
thought
and
I
can
trust
it,
and
so
I
thought
I'm
going
to
share
this
with
people.
So
here
was
my
post
pretty
innocuous
post.
I
think
you'll
agree
approaching
two
years
into
this
thing
called
covet.
D
I
search
for
an
independent
source
of
information.
When
I
I
say
independent,
I
mean
not
the
government
and
not
someone
on
the
far
left
or
far
right,
trying
to
push
a
political
agenda.
I
found
this
podcast
by
a
dr
ulsterholm
who's,
the
head
of
the
center
for
infectious
disease
research
and
policy
at
the
university
of
minnesota,
they're,
usually
an
hour
long,
but
a
great
investment
of
your
time
when
you,
when
appropriate,
he
is
very
critical
of
the
cdc,
the
fda
and
the
biden
administration
notice.
I
said
when
appropriate.
D
By
the,
by
the
same
token,
if
you
are
an
anti-vaxxer,
this
is
not
for
you.
He
ulster
home
has
been
researching
infectious
diseases
for
45
years.
He's
very
critical
of
china
warns
that
our
supply
shortages
will
get
even
worse.
So
I
or
you
urge
you
to
be
informed
and
I'll
put
a
link
into
the
university
of
minnesota
sid
wrap
website
and,
as
many
of
us
do
after
you
post
something,
you
know
a
day
or
two
you'll
go
back
and
look.
D
Did
anybody
comment
on
it?
So
I
went
back
and
looked
and
not
only
could
I
not
find
comments.
I
couldn't
find
my
post,
so
I
started
trying
to
figure
out
what
happened
and
while
I
was
trying
to
figure
out
what
happened,
the
post
showed
up
and
I
was
like.
Okay
did
I
just
miss
it,
and
then
I
found
this
off
of
a
and
I
wish
I
had
still
had
where
I
got
it
from,
but
anyway
it
was
an
analysis
of
facebook's.
D
Process
to
police
their
product
and
what
I
got
caught
in
apparently
was
something
called
a
circuit
breaker.
In
the
case
of
circuit
breakers,
the
article
says
the
company
has
been
very
cagey
about
how
widely
they
are
being
deployed.
In
an
interview
with
fortune
of
facebook,
spokesman
noted
that
in
most
cases,
few
will
notice
when
the
company
uses
them,
and
but
I
was
pretty
hot,
I
was
trying
to
share
what
I
thought
to
be
very
reasonable.
G
House
resolution
75
simply
urges
the
federal
government
to
address
technology
transparency
by
requiring
online
platforms
to
provide
information
about
their
internal
use
of
third-party
generated
content,
and
I
might
also
add
user-generated
content,
including
guidelines
that
define
the
type
of
content
that
is
prohibited,
written
notice
when
a
user's
content
is
removed
and
an
explanation
of
this
action.
I
actually
got
back
on
last
night
to
double
check
and
see
if
I
could
find
any
policies
related
to
this
specific
topic,
and
I
could
not
find
any
they
had
many
policies,
but
none
that
related
to
this.
E
E
E
E
E
E
E
E
E
Yes
briefly,
can
I
just
say
what
a
subjective
area
of
you
know
that
we
find
ourselves
in
all
of
us
on
on.
You
know
using
social
media
that
type
thing-
and
this
specifically
is
been
a
real
hard
thing
to
understand
how
they
decide
what
stays
and
what
goes.
I
think
this
is
a
great
resolution.
I
support
it.
Thank
you.
E
A
Next,
we
have
senate
bills,
272.
senator
restful.
If
you
approach
introduce
yourself
for
the
record
and
your
guest,
we
look
forward
to
your
testimony.
F
F
I
was
approached
by
the
recording
industry
association
of
america
to
file
a
bill
that
is
included
in
this
bill
and
it
was
related
to
protecting
against
imposter
groups,
doing
live
performances,
and
let
me
just
say
I
I
realize
we've
got
a
lot
of
important
business
in
front
of
the
legislature
and
in
the
scheme
of
things
this
may
not
seem
very
important,
but
I
think
that
particular
language,
and
particularly
the
the
part
that
now
represents
the
front
half
of
the
bill-
that's
been
added
to
it
since
2020
is
pretty
important
and
my
guest
here,
who's
participating
by
zoom,
can
can
explain
that
more
thoroughly.
F
In
addition
to
that,
imposter
band
language
making
sure
advertising
is
appropriate
and
accurate
for
consumers
and
they're
not
being
tricked
into
going
to
see
the
wrong
act.
We've
also
included.
What's
now
in
the
front
half
of
this
bill
which
addresses
that
same
consumer
protection
interest,
but
in
the
streaming
music
world.
F
F
The
the
move
from
physical
goods
that
we
use
to
listen
to
music
has
shifted
dramatically
to
digital
and
streaming
and
the
front
half
of
the
build
just
requires
that
we
similar
to
what
we
do
for
brick
and
mortar
locations
right
now.
We
we
want
to
make
sure
if
you've
got
a
digital
or
a
web
presence
that
you're
selling
digital
goods,
like
this
audio
visual
products,
that
you've
got
to
say
somewhere
on
your
site
in
a
conspicuous
location.
F
H
Thank
you,
senator
westerfield.
I
really
appreciate
your
your
help
on
this.
Mr
chairman
committee
members.
Thank
you
for
giving
me
a
few
minutes
just
to
discuss
this.
This
very
important
issue.
My
name
is
rafael
fernandez.
Unfortunately,
I
couldn't
be
there
with
you
today,
I'm
in
south
carolina
on
a
similar
bill.
We
represent
the
reporting
industry.
Association
of
america
represents
over
450
independent
labels
and
big
labels
in
the
united
states,
including
sony,
music,
universal
and
warner
music
groups.
H
You
know
the
interesting
thing
is
the
music
industry
contributes
over
half
a
billion
dollars
to
the
state
gdp
there
in
kentucky
it
supports
over
80
500
jobs
and
more
than
14
000
songwriters
that
come
from
the
state.
Kentucky
has
an
incredible
bluegrass
music
scene
with
many
iconic
artists
that
come
from
that
state
as
well.
H
The
bill
is
a
consumer
protection
bill.
It
does
two
things:
it
identifies
red
flags
for
music
fans
on
websites
that
distribute
music
and
it
protects
fans
and
artists
from
imposter
bands,
advertising
performances
as
if
they
were
the
original
band.
So
this
is
the
two
breakdowns
are
the
true
origin
of
goods
act,
and
this
says
in
essence
that
if
you
operate
a
website
or
online
service
dealing
in
substantial
part
in
the
dissemination
of
third-party
commercial
recordings
or
audio
visual
works,
you
must
display
your
true
name
address
somewhere
on
the
website.
H
Why
is
it
so
important?
Senator
westerfield
alluded
to
it
earlier
in
in
2009,
the
music
industry's
ecosystem
streaming
piece
was
only
five
percent
of
the
entire
business
today
or
at
the
end
of
2020.
It
was
already
at
85,
so
the
majority
of
of
the
ecosystem
is
really
obtaining
music
through
these
online
services
and
for
those
reasons,
what
we're
trying
to
do
is
we're
simply
trying
to
bring
the
the
what
exists
now
in
the
state
in
all
50
states
called
the
true
name
and
address
statute,
which
is
required.
H
If
you
have
a
cd
or
dvd,
that
you
manufacture,
you
must
put
your
true
name
and
address
on
the
back
side
of
the
cd
or
the
dvd
in
this
case.
We're
just
asking
that
anybody
that
distributes
music
must
put
their
true
name
and
address
somewhere
on
the
website,
so
that
you
know
the
fans.
Consumers
that
are
coming
to
that
website
know
who
they're
dealing
with
it's
extremely
important,
because
what
we
found
is
that
a
lot
of
these
sites
are
dealing
with
music
and
they're,
bringing
people
into
their
systems.
H
They
look
very
legitimate
and
many
of
them
are
offshore
out
of
the
country.
They
take
the
contact
information
of
consumers,
they
take
the
credit
cards
and
these
girls
go
into
the
dark
webs.
And
then
you
know:
that's
that's!
When
consumers
really
go
into
this
nightmarish
issue
of
losing
their
identity
and
and
and
getting
their
credit
cards
information
stolen.
H
Understandably,
so
this
piece
of
it
because
they're
offshore
you'd
say
well.
What
can
we
do
about
it?
It's
very
simple:
the
the
either
the
creator
of
the
music
or
a
you
know.
Somebody
that
was
affected
can
go
to
a
court
through
the
private
right
of
action
and
ask
for
a
court
order
that
quarter
is
taken
to
might
or
godaddy
or
or
who
is
and
and
with
that
quarter
they
can
actually
remove
the
url
of
this.
H
This
website
that
disrupts
we
found,
even
though
they
come
back,
they
may
come
back
with
a
different
name.
It
disrupts
the
site
by
about
80
85
percent
of
traffic
that
goes
through
there
and
most
of
those
people
go
into
legitimate
websites
and
that's
the
important
thing
this
does
not
apply
to
apple.
Music
doesn't
apply
to
pandora
and
other
like
services
because
they
already
comply
with
it.
Those
are
legitimate
services.
H
They
want
people
to
know
who
they're
dealing
with
the
other
part
of
the
bill,
the
truth
in
music
advertising
that
protects
the
legacy
legacy,
artists
who
have
worked
and
performed
their
entire
lives
from
their
lives,
and
it's
particularly
copyrighted
imposter
bans
using
their
name
and
like
this
to
advertise
and
bring
unsuspecting
fans
into
those
performances.
H
Well,
obviously,
those
fans
you
know
are
disappointed.
You
know
when
that
happens,
it's
okay
to
be
a
salute
or
tribute
band.
As
long
as
the
bands
clearly
advertise
that
they
are
salute
or
tribute,
this
doesn't
apply
if
your
author,
if
you're
authorized
by
the
reporting
group
to
use
their
name,
it
also
doesn't
apply
if
you
have
at
least
one
member
of
the
original
recording
group
as
part
of
the
performance
group,
and
they
are
authorized
to
use
the
name
as
well.
So
it
really
is
something
that
protects.
Not
only
the
other
legacy.
H
Artists
worked
all
their
lives
and
want
to
continue
to
perform
in
the
twilight
of
their
years,
but
it
also
protects
fans
that
expect
to
see
a
group
and
they
show
up,
and
that's
not
the
group,
that's
there.
I
really
appreciate
your
time,
I'm
happy
to
answer
any
questions.
Thank
you
and
we
hope
that
you
support
this
bill.
E
A
E
Thank
you,
mr
chairman.
I
think
this
bill
is
is
very
much
needed.
My
question
is,
though,
is
there
anything
in
the
provisions
of
the
bill
that
would
allow
or
make
sure
that
we
are
getting
sales
tax
on
these
purchases
that
are
online.
F
So
the
bill
doesn't
speak
to
that
at
all,
because
it's
not
related
to
the
the
transaction.
It's
just
a
consumer
protection
side
of
this.
It's
it's
making
sure
that
the
websites
that
are
providing
these
service
or
providing
these
digital
products
are
clearly
identifying
their
location,
their
address
and
where
you
can
find
them.
So
it
doesn't
even
get
into
that.
It
doesn't
preclude
that,
but
it
doesn't
address
that
at
all.
E
C
Quick
question:
I
I
think
this
would
be
safe,
but
I've
I've
got
back
home.
Some
radio
stations,
of
course
represent
the
interests
of
them
and
our
tv
broadcasters,
but
sometimes
we
get
commercials.
That
will
say
a
beatles
tribute
band
will
be
performing
at
such
and
such
place
and
we
get
the
music
from
them,
the
cd
or
whatever
it
comes
on
right.
We'll
already
have
us
a
produced
commercial
on
there
and
every
time
it
says
you
know
this
music
is
the
actual
tribute
band
it's
performing
as
the
beatles
or
whoever
it
is.
F
A
Thank
you,
sir
representative
dobson.
I
Yes,
I
didn't
know
this
was
really
an
issue,
and
so
I
appreciate
you
bringing
it
to
us
today,
but
if
I'm
going
to
watch
a
group
like
say
alabama,
how
does
that
look
for
an
imposter
group?
I
mean
if
I'm
buying
a
ticket,
how
does
I'm
a
little
confused
on
how
that
process
is,
and
maybe
it
can
be
explained
to
me
if
I'm
going
to
see
alabama
concert,
I
expect
randy
owens
to
do
that.
You
know
so
so
the
thing
is
is
do.
How
does
that
look
I
mean.
F
F
The
examples
that
I've
seen,
and
I
can't
say
that
I've
heard
about
this
in
my
district
or
anything,
but
if
if
they
were
to
name
themselves
in
a
way
that
was
similar
to
the
original
band,
but
didn't
clearly
identify
themselves
as
a
tribute
band
or
if
they
used
the
same
font
or
the
same
sort
of
style
in
their
logo
or
anything
to
try
to
fool
the
consumer,
stopping
short
of
calling
themselves
a
tribute
band,
I
think
that's
what
it's
trying
to
get
after
and-
and
I
too
am
in
a
hurry
to
get
things
done.
A
E
J
C
E
A
Yes,
motion
passes
out
of
committee;
unfortunately,
we
don't
have
concurrence
so
we'll
be
on
the
floor
of
the
house
by
expected
pass
with
a
fatal
expression.
Thank
you,
sir
chairman.
J
A
A
Mr
representative
brown,
sorry,
yes,
mr
chairman,
I'd
like
to
record
a
yes
vote
on
house
resolution.
75,
please!
Yes,
sir!
Thank
you.
