hunting

had

gun
guns

grew
up

my
grandfather's
farm,

drive

tractor
before
I
drove
a
car

requiring
permission
from
the
guardian
or
the
parent
to
get
a
license
to
hunt,
I
think
we're
going
in
the
wrong
direction.
That
gun
that
I
owned.
When
I
was
a
kid
you

had
didn't
leave
that
house
unless

parents
knew
about
it
now.

appreciate

fact
that
there
should

some
supervision
when
they
hunt,
because

working
with
some
constituents
in
my
district
right
now
about
small
game
hunting,

do
support
that
with
youth.

do
support
youth
hunting,

I
can't
support
this,

not
having
parents
aware
of
what's
going
on.
You
know:
you've
met
16
year
olds
and
so
have
I.
Some
of
them
are
well
beyond
the
years
and
some
got
a
lot
catching
up
to
do
so.

think
it's
someone.
It
should
be
a
good
in
life.

and

should

son

whomever

going

high

remember
the
racks
that
used
to

the
back
of
our
trucks
with

rifles
and
shotguns.

encourage
our
youth
to
get
more
involved
in
in
fish
and
wildlife.

of
the
the
parents
are
not
in
the
technology.
This
just
allows
them
to
be
able
to
order
their
license,
and,
but
I
would
like
to

they
would
like
to
make
a
comment
from
fish
and
wildlife.

regulations
in
place
that
do
require
parental
supervision
in
the
field.
So
this
simply
allows
the
youth
that's
under
16
to
purchase
a
license
or
permit.
So,
in
other
words,
they
have
the
privilege
to
be
able
to
go,
and
we
see
through
peop
through
young
people
and
an
adult's
course
purchasing
online,
that
it's
a
readily
accessible
means
of
purchasing
and
so
we're
simply
trying
to
create
opportunity
or
reduce
barriers
for
people
to
obtain
the
privilege.

does
more
than
just
purchasing
license
and
and
tags
all
the
regulations
and
laws
are
going
to
still
remain
the
same.
They
could
just
just
purchase,
say
a
phishing
license.

want

be
able
to
go

a
lake
with
their
parent
or
with
their
dad
and
build
a
memory
they're
more
likely
to
buy
a
fishing
license
with
an
app,
because
everything
is
now
at
the
touch
of
a
finger
with
a
lot
of
our
youth
and

some
of
our
adults,
and
so
this
is
going
to
be
able
to
open
up
a
new,
a
new
thing
of
fishing
for
our
young
people
with
their
their
parents
and
their
fathers
or
guardians.

lot

things
about

the
dock
is
and

good
hot
spots
of
a
lake.

mean
there's
a
lot
of
things
to
this
app,
and
so
we
were
just
touching
the
highlights
of
you
know
what
it's
going

there's

depth
of
this
app,
and
so

would
just
like
to
thank
fish
and
wildlife

doing
that.

the
motive

saying

that

encourage
parents
to
be
involved
with
their
youth,
they
should
be,

my
personal
opinion,
should
be
able
to
say

about
that
line
and

line
eight

strike

hunting
license
shall

16.
and
I'm
pausing
at
this,
because
there
are
so
many
bills
that
we're
talking
about
in
this
general
assembly.

Right
now,
where
we're
saying
we
want
parents
to
have
absolute
control
over
their
children's
education
and
actions,
and
this
something
as
important
as
them
hunting
and
perhaps
hunting
with
a
with
a
firearm,
we're
saying
we're
gonna,
take
their
oversight,
ability
away.
So
my
question
to
you
is:
I
don't
feel
like
that.
If
we
were
to
restore
that
line,
that
it
would
substantively
change
the
intention
of
your
bill,
so
would
you
be
open
to
an
amendment
to
perhaps
put
that
language
back
in.

rather
just
keep
that
the
same,

your
comment

that.
I
can
talk
to
fish
and
wildlife,
but
I
would
like
to
say
this

What
you
just
described
does
not
change
any
regulations
or
laws

weapon

any
hunting

fishing.

still
the
same.
This
just
gives
access
for
them
to
buy
a
license
for
their
parent
to

bring
that
open
for
them.

dealing

technology

they're
more
on
the
phone
than
anything,

so
this

just
encouraging
our
youth
to
get
more
involved
in
in
the
outdoors.

just
also

would
just
also
add
for
consideration
that
most
of
our
children
under
16
aren't
earning
their
own
money,
so
they'd
be
spending
their
parents
money
to
purchase
this
license
without
their
parents
consent.
So
I'd
ask
you
just
to
keep
that
in
consideration.

bill
with
the
the
intent
of
the
app.
I
understand
what
fish
and
wildlife
is
trying
to
do.
I
However,
I
don't
like
the
provision
that
removes
the
requirement
that
a
person
under
16
have
the
permission

her
parent
blah
blah
blah.
Now,
if
you
restore
that
particular
provision,
I'm
100
supportive
of
the
legislation,
and
I
appreciate
your
bringing
us
into
the
modern
world
with
the
apps
and
everything.
So
that's
my
comment.
I
can
support
it
if
you
restore
the
original
provision
for
adult
supervision
and
thank
you
for
what
you
do.

This
is
more
to
because
this
this
bill
was
written
originally,
when
we
only
sold
paper
licenses
that
it's
it
there's
some
antiquated
portions,
and
so
this,
along
with
some
of
the
other
aspects,
we
we
used
to
call
refer
to
youths
as
juniors,
for
example,
we're
trying
to
update
and
use
a
current
terminology,
that's
more
in
keeping
with
the
common
vernacular
usage
of
words.

For
for
youth,
for
example,
also,
our
our
definition
of
the
senior
and
disabled
and
youth
sportsman's
licenses
is
intended
to
update
that
with
the
way
we've
branded
and
changed
in
regulation,
some
of
our
other
names
of
licenses
that
are
kind
of
all-inclusive.
They
have
multiple
hunting
privileges
with
them,
for
example,
deer
and
turkey
and
migratory
birds,
and
so
some
of
that
is,
is
updating
strictly
with
names.

In
this
case,
it
is,
you
know,
a
little
more
substantive
provision,
but
I
would
also
mention
in
this
light,
in
addition
to
the
requirement
for
youths
that
are
15
and
younger,
to
have
an
adult
with
them
when
they're
in
the
field,
using
a
firearm
in
the
immediate
presence
of
the
the
youth
to
be
able
to
take
control
of
it.
The
regulation
says
we
also
do
have
a
statute
and
regulation
that
requires
hunter
education,
and
so
the
youths
are
required
to
be
aware
of
that.

That
law,
that
requirement,
and
so
when
a
youth
completes
hunter
education
course.
They
know
that
until
they're
age
16,
they
have
to
be
accompanied
by
an
adult
if
they're
using
a
firearm
in
the
field,
if
they're,
turkey,
hunting
or
deer
hunting,
or
something
like
that,
so
we
we
have
those
checks
and
balances
in
place
for
the
field,
and
we
very
much
appreciate
your
your
concern
about
adult
supervision
and-
and
we
agree
with
that
and
again
this
our
intention
here
is
is
strictly
for
the
purchase
of
the
privilege.
So
it's
not
a
barrier.

the
they
and
they
cur
they
currently
can
purchase
online.
Now
we
we
have,
you
know,
requirements
online
to
to
make
sure
that
they're
following
the
law,
but
we're
just
saying
practicably.
It
is
the
res,
the
adult's
responsibility
to
oversee
their
children.
What
we're
saying
here
is
that,
realistically,
we
can't
directly
control
those
license
vendors,
and
so
there
are
some
things
even
in
regulation
that
we've
had
to
go
back
and
adjust
ourselves
because
of
checking
those
those
license.
Agents.
For
example,
we
used
to
require
a
survey
and
we
had
it
in
regulation.

It
was
actually
required
and
many
of
the
license
agents
were
not
asking
hunters
to
respond
to
the
survey
questions,
and
so
they
were
skipping
them,
and
so
we
had
to
go
back
and
adjust
the
regulation
to
to
deal
with
that
reality
out
in
the
field,
and
so
yes
ma'am.
It
is
possible
for
a
youth
to
go
in
and
to
a
walmart
or
to
a
county
clerk
and
somewhere
and
purchase
that,
and
so
we're
trying
again
trying
to
make
this
realistic.
Given
the
technology
and
the
circumstances
that
we.

Today,
in
light
of
the
capacity
of
people
to
buy
online
or
go
into
a
go
into
a
store
where
the
clerks
who
work
at
those
counters
may
not
may
not
know,
may
not
be
adequately
trained
by
their
by
their
supervisors
or
whatever
the
case
may
be
so
so
again,
this
does
not
preclude
a
youth
from
having
to
have
an
adult
with
them.

necessary

us
to
be
able
to
scientifically
manage

populations
of
migratory
birds
in
that
case,
for
a
survey.
But
but

this
case
it's

mentioned,
provide
the
opportunity
for
people
to
purchase
in
the
platforms
practically
that
they
are
currently
using,
such
as
online
as
well
as
in
a
a
retailer
or
a
county
clerk,
a
local
licensed
agent,
and
then
in
the
future.

hope
to
have
an
app-
and
you
know,
folks
that
are
millennials
and
younger.
That's
the
way,
they're
purchasing
things
they're
ordering
you
know
from
amazon
or
whatever
the
case
may
be,
and
so
we
want
to
readily
provide
that
that
privilege
to
them
for
sale,
but
again
it
would
not
preclude.
It
would
not
take
away
the
requirement
for
them
to
to
have
adult
supervision
until
they're
age,

done
some
research
on
this
and,
of
course,
being
very
familiar
with
fish
and
wildlife.
There's
a
lot
of
states
that
have
now
already
implemented
this
specific
use
of
an
app
to
make
the
purchase
of
license.
I'm
I'm
still
old
time
old-fashioned.
I
go
into
my
county
clerk's
office
and
I
still
purchase
it
right
there
at
the
window
of
the
clerk,
but
we
have.

We
have
lost
a
generation
of
people
of
young
people,
hunting
and
fishing
and
and
the
revenue
that
we
are
currently
losing
because
we
don't
have
this
app
accessible
for
use,
has
cost
our
department
an
incredible
amount
of
money
in
some
research,
especially
in
in
georgia
and
some
other
states.
I
look
that
I've
looked
at
their
their
revenue
increase
was
incredibly
higher
by
being
allowed
to
purchase.

License
such
as
this
on
this
app
and
actually
there's
been
a
lot
of
efforts
by
some.
In
this
state
to
even
curb
our
ability
to
use
to
have
this
app,
and
so
I'm,
I
probably
a
lot
of
people
in
this
room-
don't
even
know
that,
but
there's
been
some
efforts
from
some
very
high
people
in
this
state
to
stop
this
from
happening
in
fish
and
wildlife.

an

I
would
be
cautious
personally
because
we
we
hope
to
develop
an
rfp
process
to
put
out
forbid
the
the
development
of
an
app
as
well
as
some
other
it
functions
for
us
that
relate
to
licensing
and
because
that's
currently
being
developed,
and
my
colleague
here
david
is
running
point
for
us
on
that
overseeing
that
that
project
for
us
internally.
We
also
would
work
with
with
a
finance
administration
cabinet
currently
and
other
other
partners
to
do
to
do
that
to
make
sure
we're,
following
all
the
the
proper
procedures
there.

But
I
would
say
I
would
echo
what
you
said
that
our
colleagues
in
other
states
with
their
fish
and
wildlife
agencies
once
they
have
developed,
apps
and
develop
some
other
I.t,
very
responsive
technology,
that,
unfortunately,
we
we're
limited
on
as
a
state
agency.
We
can't
legally
do
or
realistically
do.

They
have
seen
substantial
increases
in
revenue,
and
some
of
that
is
is
through
those
it
businesses
being
able
to
to
to
do
some
things
that
are
cutting
edge
like
like,
with
the
app
offering
services
in
the
field,
whether
it's
maps
or
ability
to
purchase
a
license.
Or
you
know
telecheck
game
or
find
fishing.
You
know
locations
places
where
our
fisheries
biologists
have
placed
habitat
to
attract
fish,
to
be
able
to
have
really
good
fishing
experiences,
so
I
would
say
again
keep
it.

keep
it
qualitative
and
say
very
substantial
increases
in
revenue
and
a
very
good
response
in
terms
of
retaining
customers
so
folks
who
who
might
drop
in
and
out
of
participation.
As
representative
wesley

we
have
people
that,
if
it's
not
convenient
for
them,
if
we're
not
readily
accessible
to
them,
they're
less
likely
to
participate,
and
so
we
want
to
get.

both

potential

some
questions
that
go
along
with
it:
a
youth
statewide
hunting
license
which
may
be
issued
to
a
person
before
he
or
she
has
reached
her
16th
birthday.
So
is
there
a
limit?
What's

earliest
that
they
can
get.

Technically,
they're
not
required
to
have
a
youth
license
until
they're
12.
okay,
so
we
have
the
kind
of
a
an
age
window
in
there
from
12
to
15,
where
they're
required
to
have
a
youth
hunting
license.

fishing
they're
actually
currently
exempt
until
16.,
but
younger
than
12.
They
may,
but
it's
optional.
So
typically
they
just
accompany
a
parent
or
a
gardener
other
adult
hunting
and
they
can
hunt
with
them
without
a
license
until
they're
12.

come

an
education
background,

you
know
I've
worked
with
high
school
kids
for
a
long
time
and
my
question
comes
down
to
the
legality

year
old
have

legal
license

that
you
had
to
be
18
to
be
partake
in
a
legally
binding
document.

a
youth
who

like

a
driver's
license,
can
purchase
a

hunting
license

participate

adult
or

fully
in
that
activity,
and
that
is
premised
again
on

fact

vast
majority
of
our
16
year
olds,
they've
come
through
under
educat
they're
required
to
come
through
hunter
education.
But
the
vast
majority
have
been
mentored
up
into
that
point.
So
they've
had
adults,
helping
them
participating
with
them.

You
know
shepherding
them
or
guiding
them
in
the
hunting
process
as
they
have
developed,
and
so
they
may
purchase
a
license
and
participate,
but
again
they're
required
to
have
100
education,
which
includes
live
fire.
You
know
range
experience,
and
so
thankfully
we
have
extremely,
especially
since
the
invent
of
the
advent
of
hunter
education
in
kentucky,
and
I
believe
1983
we've
had.

have
extremely
safe
conditions,
hunting
and-
and
we
have
very
few
incidents
very
few
accidents
and
they
typically
are
actually
not
firearms
related
they're
people
falling
out
tree
stands,
and
so
we
really
emphasize
tree
stand
safety,
but
thankfully
it's
it's.
Hunting
is
actually
and
target.
Shooting
are
safer
than
boss,
virtually
any
ball
sport,
including
ping
pong,
so
extremely
safe
activities.
So
well.

because
that

one

can
we

year
olds,
enter
into
legally

have
legally
binding
licenses

I
think,
to

lived

state.
I
was
I've
been
an
outdoorsman
from
from
a
really
early
age.

fish
250
days
a
year,

I
I
came
from
a
state
where
people
backed
out
of
the
outdoor
participation
and

we're
not
hunters
in
our
family.
However,
I
pay,
I
paid
enough
to
biology
to
understand
what
atrophy
means
in
the
deer
population
and
the
diseases
that
spread
around
when
you
do
not
have
a
healthy
harvest
of
of
of
of
the
product.
So
I'm
incredibly
supportive
of
that,
and
we
definitely
need
to
encourage
that
now.
Will
you
be
able
to
purchase
trout
stamps
with
this
app
in
the
future?.

licenses

be
purchased

just
talking

different
platform,

process
actually

what's
currently

place
now
as
far
as
the
parental
acknowledgement,
or
if
there
is
one
or
not
one.

would
be
dependent

the
outcome

intention
with
the
app
would

it's
yet
to
be
developed,

essentially
mirror

current
online

very
easy
and
we're
seeing

and
more
of
a

percentage
of
our
sales.

little
except
in
excess

percent

our
license

permit
sales
are

it

more

less

the

of

education
portion

hunter
education
is

requirement
in
law
and
regulation,
and
so
as
far
as
validating
that
it's
it's
in
the
field,
it's
really
in
the
field.
It's
like
most
of
our
enforcement
activity

field
unless
there's
cause,

for
probable
cause
for
an
officer
to
to
check
on
something
otherwise,
and
so
it's
the
requirement
is
in
law
and
reg
for
the
hunter
education.

license

required,
but

really

verified

field

thankfully
again
we
have
extremely
high
compliance
rate.

ever

of
a

parental

we
have

responsibility

to
bear
with

are
very
careful

parents
in

addressing
those

there

error

unnecessary
incorrect
information
in
sections
two
and
three,
which
was
included
in
the
initial
draft
and
then
deleted
in
the
house
committee.
Substitute
reorganization
of
the
kentucky
department
of
parks
is
needed
to
streamline
the
efficiency
and
duties
throughout
the
entire
department.

most
significant
changes
to
the
department
is
the
creation
of
the
division
of
park
operations
and
categorical
distinction
between
east
west
and
central
regions.
Each
region,
respectively
will
have
established
boundaries
that
assign
a
particular
park
to
a
specific
region
and
regional
supervisor,
which
will
be
merit
positions.
