explain
it
as
much
as
you

the
members
know
what
this
bill
is
all
about,

keep
in
mind

we
may
not
have
reform
very

we've
seen
over
time,
there
are
failing
Water
and
Wastewater
systems
throughout
rural
Kentucky,
I'm
sure
many
of
you
all
have
seen
the
stories
about,
for
example,
the
Martin
County
Water
District
in
my
district,
this
unfortunate
circumstances
playing
out
across
the
Commonwealth
of
Kentucky.
What
we
have
seen
through
the
investigation
of
Martin,
County
and
other
water
districts
is
that
as
unfortunately,
rural
Kentucky
gets
less
populated,
it
gets
more
difficult
to
service
larger
areas
and
sometimes
it's
not
beneficial
to
service
things
on
a
county
by
county
or
city
by
City
basis.

Sometimes,
consolidation
is
the
best
course
of
action
to
get
the
benefits
of
economies
of
scale.

you
a
quick
example:
I
won't
name
the
cities,
but
apparently
there's
three
small
cities
in
Eastern
Kentucky
that
are
right
near
one
another.
They
each
have
their
own
water
plant.
They
each
need
a
new
water
plant,
but
all
of
them
don't
like
how
the
other
cities
water
plant

water
taste.
So
they
don't
they.
They
could
build
one
to
service
them
all,
but
you
know
so
what
this
bill
does
