A
Welcome
everyone
to
the
sixth
and
hopefully
the
final
meeting
of
the
house
Transportation
committee
for
this
session.
I'd
ask
the
members
and
guests
to
please
silence
your
phones
and
Madam
Secretary.
Would
you
please
call
the
roll.
C
A
D
A
Brandon
Smith
representative
Lewis
is
going
to
be
presenting
the
bill
today
and
we
do
have
a
committee
sub
for
that
bill
and
type
of
motion.
Second,
on
the
sub,
all
those
in
favor
opposed
committee
sub
is
adopted.
Representative
Lewis.
If
you'll
begin
with
the
explanation
of
the
96,
and
then
we
will
turn
to
representative
Lawrence
for
the
sub
information
that
was
added
to
the
bill.
Absolutely.
E
Thank
you
Mr
chairman
Derek
Lewis,
State,
Rep,
District,
90.,
so
Eastern
Kentucky.
There
was
a
racing
event
in
Bell
County
about
a
year
year
and
a
half
or
so
ago,
and
a
constituent
of
Representative
Timmy
Truitt
actually
reached
out
to
myself
and
Brandon
storm
and
Brandon
Smith
about
allowing
these
racing
events
in
our
communities,
and
these
local
governments
would
be
able
to
issue
permits
and
also
ensuring
that
adequate
insurance
is
in
place.
We
can
protect
the
citizens
and
expanding
tourism
to
our
areas.
A
Motion
on
the
bill,
promotion
on
a
bill
is
admitted
by
the
sub.
Is
there
any
questions
from
the
members
representative,
Roberts.
C
Thank
you.
Thank
you
for
bringing
this
I
have
a
couple
questions
specific
to
insurance.
So
I
know
that
if
you
take
a
car
to
a
racetrack,
if
you
track
a
race
car,
you
have
to
buy
specialized
insurance,
it's
called
track
insurance,
it's
quite
expensive.
It's
about
400
a
day
and
it's
outside
of
your
normal
car
insurance
that
is
required.
Does
this
bill
require
that
for
the
people
who
participate
in
the
races,
I.
E
Don't
know
on
the
specifics
if
you
go
down
through
the
bill,
it
actually
talks
about.
If
you
are,
let's
see
so
long
so
long
as
the
participants
adhere
to
all
requirements
and
regulations
set
forth
in
the
nationally
and
internationally
recognized
Racing
Organization
sponsoring
the
racing
event.
Participants
in
the
racing
event
under
this
section
shall
be
exempt
from
all
vehicle
equipment,
operational
standards
of
this
chapter.
C
Thank
you,
Mr,
chair,
going
back
to
that
track.
Insurance,
because
I
do
see
here
that
it
says
adequate
Insurance
to
pay
damages
and
so
on
is
included
in
this
bill,
but
I'm
concerned
that
it's
not
specific
about
track.
Insurance
track
insurance
covers
the
cars
but
not
injuries
to
people.
So
if
people
were
injured
and
they
didn't
have
their
own
insurance,
they
wouldn't
be
covered.
So
so
I'm
go
back
to
just
being
really
concerned
that
this
is
inadequate
for
insurance
coverage
for
the
bill.
E
Sure,
representative,
so
it's
my
understanding
that
the
local
government
is
responsible
for
insuring
and
if
they
felt
that
it
wasn't
adequate,
that
they
could
not
issue
the
permit.
C
More
of
a
comment
than
a
statement,
I'm
not
quite
sure
why
we're
working
on
this
when
we
have
tracks
that
are
laying
dormant
in
the
state
I,
would
much
rather
see
us
as
a
body
working
to
find
alternative
uses
for
Motor,
Speedway
and
other
places
that
seem
a
little
more
contained
and
safer
for
this
kind
of
Activity.
Thank
you.
E
One
one
follow-up,
Mr
chairman,
I,
I,
understand
your
concerns
representative
in
Eastern
Kentucky.
You
know
we
have
some
of
the
most
beautiful
areas
of
stretches
of
roads
and
I
think
you
know.
People
are
beginning
to
realize
that
and
you're
seeing
West
Virginia
pick
up
and
they're
starting
to
to
realize
that
they
they
can
bring
in
people
too.
E
So
I
guess
it
just
depends
on
the
organizations
that
are
coming
in
here
and
if
we
can
get
them
in
here,
I
think
we
should
take
advantage
of
it.
But
I
do
appreciate
your
concerns.
A
B
D
C
D
Explain
my
vote
I'm
going
to
go
ahead,
I'm
going
to
pass
right
now,
just
because
I
would
like
to
look
into
what
rip
Roberts
has
said
and
before
we
actually
vote
on
the
floor.
Thank
you,
representative.
E
A
Say
yes,
okay,
thank
you!
Thank
you
and
we
do
have
you
got
it?
Okay,
the
bill
does
is
reported
with
favorable
expression
and
I.
Will
we
do
have
a
committee's
title
sub
and
I
need
a
motion
on
the
title.
I
have
a
motion
by
representative
Dixon.
Do
I
hear
second
on
the
title:
Amendment
we
have
a
second
all,
those
in
favor
any
opposed
motion
passed.
Thank
you.
Gentlemen.
A
Next
up
is
house
resolution
93.
It
is
my
resolution
and
I'm
going
to
present
it
from
very
briefly
from
the
chair,
so
we
can
get
you
all
out,
because
I
do
know
that
there's
other
committees
going
on
and
trying
to
get
through
here
as
quick
as
possible.
A
This
is
a
a
simple
resolution
that
requests
the
transportation
cabinet
to
conduct
the
study
of
the
benefits
of
using
recycled
asphalt.
Motion
a
second
Madam
Secretary.
Any
questions.
E
B
A
A
Aye
resolution
does
pass
favorable
expression
same
should
do
so
on
the
floor
and
I
believe
that
concludes
our
business
for
the
day.
I
try
to
get
you
in
that.
