A
C
Senator
Mills
Mr,
thank
you.
Mr
chairman
I,
just
want
to
make
note
that
my
friend
Don
Kelsey
is
here
this
morning,
Don's
with
City
Henderson
she's
the
City
attorney
and
has
a
vast
amount
of
knowledge
on
city
law
and
appreciate
her
being
here
today,
she's
doing
some
KLC
visits
and
committee
work
today.
So
if
we
could
welcome
Don
today,.
A
A
Thank
you
Mr
chairman,
my
name
is
Jimmy
Higdon,
the
senator
Jimmy
Higdon
14th
Senate
District.
My
bill
today
is
about
a
l,
p
r
cameras,
better
known
in
in
the
by
the
brand
name,
flock
cameras
which
are
being
quite
quite
popular
these
days.
A
So
we
wanted
to
put
some
regulation
on
what
could
be
done
or
how
the
data
could
be
used,
so
the
automatic
license
plate
reader
or
alprs
means
a
system
of
one
or
more
mobile
or
fixed
high-speed
cameras,
combined
with
computer
analog
to
convert
images
of
license
plates
into
data
that
is
readable
by
a
computer
system
entity.
It
means
any
law,
enforcement
agency
or
local
government
unit
homeowners
association
that
deploys
and
maintains
these
flock
cameras,
Senator.
D
That's
a
Voice
vote,
those
in
favor
say
aye
and.
A
A
Ahead
and
and
thank
you
Mr
chairman
for
that
I
am
speaking
to
the
to
the
committee
sub-
an
entity
shall
not
retain
license
plate
data
captured
by
the
flock
cameras
for
more
than
90
days,
except
when
the
data
is
being
used
as
evidence
and
felony
prosecution
has
become
subject.
Subject
to
a
subpoena
is
being
used
for
tow
collection
activities
on
highways
and
bridges.
A
That's
the
only
time
the
data
can
be
used
and
entity
shall
not
sell
any
recorded
images
or
data
captured
by
these
flock
cameras
for
any
purpose
and
shall
not
take
make
the
data
available,
except
to
law
enforcement
officer
or
agency,
and
in
response
to
a
subpoena
and
Mr
chairman
that
that
pretty
well
sums
it
up.
Like
I
said
these
are
very
popular.
C
Think
Senator
Higgins
just
answered
it,
but
my
question
was:
are:
is
this
similar
to
what
other
states
are
doing
around
us.
A
That
that's
correct
I
have
that
information,
but
there
there
are
several
states
that
are
that
that
have
already
started.
Let's
see,
there's
four
nine
fourteen,
almost
20
20
states
have
already
passed
legislation
to
regulate
the
the
data
that
these
cameras
have
we're
not
trying
to
stop
the
cameras,
we're
just
regulating
the
data
that
they
generate.
D
D
A
D
A
A
E
Thank
you,
Mr
chairman
Senator,
Philip,
wheeler,
31st,
Senate,
District,
Senate,
Bill
163
is
a
basically
a
simple
bill.
It
asserts
the
prerogative
of
the
general
assembly
of
the
Commonwealth
of
Kentucky,
to
name
roads
specifically
within
the
country,
music
Highway,
and
to
also
have
prerogative
over
any
models
that
are
placed
on
the
state
license
plates.
E
So
with
a
few
exceptions
that
are
generally
utilized
or
what
our
state
is
known
as
throughout
the
United
States,
the
Bluegrass
State
and
God
We
Trust
General
value.
So
it's
a
very
simple
Bill
we're
just
like
I
said
showing
that
the
general
assembly
has
exclusive
naming
rights
as
representatives
of
the
people
for
these
these
items.
E
They
can
choose
one
of
those
three
or
they
can.
Somebody
can
introduce
a
bill
and
make
it
whatever
they.
They
wanted.
Put
it
to
a
vote.
C
A
A
Senate
Bill
163
is
is
reported
favorably
with
the
expression
of
opinion
that
same
shall
pass
Central
wheeler.
Thank
you
and
thank
you.
Mr
chairman
appreciate
it.
Seeing
no
further
business
entertain
a
motion
to
adjourn.
We
are
adjourned.
