first
take
the
opportunity
to
welcome
everyone

our
first
meeting
of
this
session.
We're
excited.
We've
got
a
lot
of
new
members,
myself
included
and
I'd
like
to
start
out
by
introducing
my
vice
chair,
Josh
Bray.
He
has
been
on
this
committee
before
he's
the
gentleman
from
Rock
Castle.

has
closed
I,
think
to
15
years
in
city,
government
and
I,
appreciate
it
having
him
on
board
on
our
leadership
staff
and
welcome
Josh
next
I'd
like
to
introduce
our
new
members
to
local
government.
I
have
three
different
categories.
One
we've
got
some
seasoned
legislators.
However,
this
is
her
first
session
on
this.
This
that
would
be
representative
Bolin.
The
gentleman
from
bail
representative
Freeland,
the
gentleman
from
Marshall
and
representative
Stevenson,
the
lady
from
Jefferson,
and
then
we
have
an
outstanding
class
of
freshmen
on
our.

I
will
introduce
them
and
once
I
introduce
everyone.
If
anyone
would
like
to
say

I'll
open
the
floor
and
maybe
give
a
little
history
on
yourself.

I've
not
had

sit

meet
with
each
and
every
one
of

But
if
there's

give
a
brief
introduction.

just
a
little
bit

my
background.
I
won't
get
too
involved
because
we
might
be
here
for
a
minute,
but
I
have
information
to
share
with
you
as
it
relates
to
my
background.
So
I
served
10
years
on
Shively
city
council
and
then
I
was
mayor
for
one
term
before
I
got
elected
to
serve
as
your
representative
I'm,
also
a
Jefferson
County,
Teachers
Association
member,
but
a
retired
teacher.

Everybody's
sort
of
quiet
this
morning,
so
we'll
move
on
and
last
but
not
least,
we
have
our
returning
of
what
I
call
our
season
members
that
have
for
a
number
of
years
we
have
representative
Bentley
the
gentleman
from
Greenup.
We
have
representative
Brown
the
gentleman
from
Fayette.
We
have
representative
Dixon
the
gentleman
from
Davies.
We
have
representative
Frazier
Gordon,
the
lady
from
Madison.
We
have
representative
Iams
the
lady
from
graves.
We
have
representative
Lockett
the
gentleman
from
Jasmine
and
the
former
chair
of
local
government
committee
representative
Meredith.

The
gentleman
from
Edmondson
counties
was
agreeable
to
stay
on
the
committee
and
I
appreciate
that
I'll
lean
on
him
greatly
and
he's
done
a
great
job.
These
last
four
years
and
I'd
be
a
mess
if
I
did
not
recognize
his
service
to
this
committee
and
the
value
he's
added
to
that.
We
also
have
representative
breathe
Reed
the
gentleman
from
LaRue,
and
we
have
representative
Thomas
the
gentleman
from
Christian
I,
don't
believe
I've
missed
anyone.

do
have
a
few
housekeeping
measures
to
attend
to
and
just
to
sort
of
give
you
a
a
general
idea
of
how
we're
going
to
run
the
committee.
First
off
I
want
to
talk
about
amendments.
Police
knows
that
we
will
have
a
24-hour
rule
for
amendments
and
substitutes.
We
recognize
the
circumstances
may
arise
in
the
session.
That
may
require
an
abridgement
to
this,
but
we
want
you
to
know
that
will
be
the
extraordinary
circumstances,
not
the
norm.

We
prefer
testimony
on
any
bill
before
the
committee
to
be
in
present
be
present
in
person,
guest
remote
testimony
for
bills
using
media
such
as
Jim
may
be
approved,
but
only
in
an
exceptional
circumstance.
So
please
understand
that
late
voting,
record
percent
to
standard
rules
and
procedures.
We
can
only
record
votes
for
legislators
who
were
absent
during
the
initial
vote
prior
to
adjournment
of
the
committee
meeting,
wherein
the
vote
occurred.

overlapping
committee

difficult,

all

Josh
lindblum,
the
the
Jailer
for
Hardin
County,
as

me
and
I
brought
Josh
to
be
my
bodyguard.
If
you
couldn't
tell
this
bill
is
a
pretty
simple
piece
of
legislation.
It
just
allows
jails
to
hire
people
who
are
18
years
of
age
in
non-inmate
contact
positions.

how
many
we're
talking
about

include

start
we
have,

course,
administrative
positions
which
we
we
currently
can
do
that
now,
as
long
as
we're
not
swearing
a
man
of
Stephanie
jailers,
although
we
don't
see
that
a
lot,
but
unfortunately,
the
with
the
gel
standard
way
it's
written,
they
under
21
can't
work
in
the
secure
part
of
the
facility,
which
is
what
we're
looking
to
try
to
change
and
then
for
some
jails
that
administrative
area
is
also
in
the
secure
part
of
the
facility,
so
that
wouldn't
work.

Unless
we
got
that
changed
through
so
medical
areas,
office
areas,
commissary
departments,
non-restricted
office
areas,
they
would
be
more
like
support
staff.

We
currently
couldn't

them
in
as
Deputy
jailers,
so
they
they
would
be
more
of
a
support,
type
staff,
doing
clerical
type
work.
So
for
me,
I
have
three
different
facilities.
All
three
of
those
facilities
have
office
space
and
that
we
could
use
them
for
those
type
positions,
whether
it's
I
answered
phones,
making
copies
scanning
documents
into
our
jail
software
systems,
monitoring
camera
systems.
You
know
different
type
things
like
that.

Contact
so
for
my
facility
and
all
of
us
will
be
just
a
little
bit
different,
but
for
my
facility,
our
commissary
department
has
its
own
office
area.
So
we
have
two
offices
that
are
located
in
that
department,
but
they
are
in
the
secure
part
of
the
facility.
So
in
order
for
us
to
have
someone
at
that
in
between
ages,
18
and
21,
then
we
would
have
to
make
that
change
in
the
gel
standard
to
to
allow
us
to
do
that.
But
they
would
still
have
no
contact
with
inmates.

Our
local
high
school
has
a
co-op
program
and
they're
looking
for
places
to
plug
the
students
in
and
they're
excited
about
it,
and
they
want
to
work
for
us,
but
we
can't
hire
them
when
they
graduate
currently,
and
the
same
thing
goes
for
we're
like
everybody
else,
we're
always
looking
for
employees,
especially
right
now,
just
like
everybody
is,
but
one
specific
employee
we're
looking
for
is
a
nurse
and
I
could
use
two
nurses
right
now
and
I
can't
compete
with
the
traveling
nurse
pay.

us
an
example
of
the
pay
range
for
some
of
the
positions
that
you're
wanting
to
extend
the
age
range
for.

I
just
want

that,

we
think

those

versus

want

think
about

young
as
they
will
be,
what
type
of
training,

you
foresee

type
of
training
that
you
will
also
offer
them
in
the
case
of,
let's
just
say,
I
mean
because
it
has
happened
from
time
to
time
and
I
know
that
Staffing
is
an
issue
nationally.

Okay,
I
have
a
relative
that
works
for
Homeland
Security
in
the
Dallas
office
and
she
is
Administrative
as
well.
However,
they
also
undergo
training
so
that,
if
there's
an
outbreak
of
some
sort
that
they
are
somewhat
prepared
as
to
what
the
expectations
might
be,
if
that
were
to
occur,
do
you
foresee
anything
like
that
that
you
may
put
in
place
or
cross
training.

Yes,
I'll
answer
that
for
our
facility
and
I
think
everybody
would
fall
in
line
the
same
way.
So
I
would
want
to
train
them
as
they
were
Deputy
trailers.
They
would
still
not
have
the
contact,
but
once
they
turn
21
they'd
be
ready
to
go
to
work
as
a
deputy
jailer,
so
they
would
begin
training
the
the
first
day
they
started,
and
we
have
our
facility
has
and
most
of
the
jails
do
across
the
state
now
have
a
large
training
operations
in
the
State
Department
of
Corrections.

Assist
us
in
that
also,
so
the
availability
to
get
training
is
is
pretty
well
I
mean
you
just
it's
out
there,
so
you
can
go,
get
it
or
you
can
do
your
own.
You
can
send
your
staff
off
and
get
them
certified
to
do
your
own
staff
training,
which
is
what
we
do
Josh,
does
that
as
well
and
I
that
that's
my
goal
is
to
get
them
fully
trained
so
that
once
they
do
turn
age
21
and
they
qualify
to
be
a
deputy
Jailer,
then
they
can
hit
the
ground
running.
