A
A
Freeland
all
right
so
say
thank
you
for
that
and
we
are
going
to
have
a
election
right
now
for
a
co
senate
co-chair
and
catherine.
If
you
would
go
ahead
and
do
that.
C
E
I'll
second
and
reason
now,
second:
if
he
ain't
here,
he
can't
deny
it.
Yes,.
D
E
A
All
right,
thank
you.
We
will
congratulate
him
when
he's
here
in
person,
but
so
senator
howell
will
be
doing
that
and
oh,
we
still
have
to
prove
the
minutes
from
last
meeting.
So
if
someone
make
that
motion.
A
I
need
a
second
all
right,
so
that
is
approved
and
catherine,
if
you
would,
you
can
report
the
correspondence
and
information
items.

A
All
right,
thank
you,
miss
thomas.
Does
anyone
have
any
questions
I'll
make
the
motion
all
right?
We've
got
a
motion
and
need
a
second
all
right,
see
no
other
questions
or
we
are
motioned
in
a
second.
If
you
would
you
can
call
the
roll.
A
Yes,
thank
you
miss
thomas,
and
you
still
have
two
items
that
require
no
action.
If
you
want
thank.
G
You
thank
you.
Next
is
the
reporting
of
two
pool
projects
in
excess
of
one
million
dollars
for
the
department
of
education
in
accordance
with
house
bill.
One
part
two
paragraph
4,
the
2224
biennial
budget
act.
First
is
the
kentucky
school
for
the
blind
roof
project
and
the
amount
of
1
million
760
thousand
dollars
funded
from
the
2022
bond,
funded
state
schools,
roof
and
replacement
pool.
This
project
will
make
roof
repairs
to
buildings
on
the
kentucky
school
for
the
blind
campus.
G
The
project
will
make
roof
repairs
to
buildings
on
the
kentucky
school
for
the
deaf
campus,
the
buildings
include
thomas
hall,
gymnasium
grow
cafeteria
and
kerr
hall,
which
houses
middle
and
high
school
classrooms.
Ksd
is
located
in
danville.
Both
schools
are
state
operated
facilities
operated
by
the
kentucky
department
of
education
and
most
of
the
buildings
are
between
30
and
50
years.
A
Old
right,
thank
you.
Miss
thomas
there's,
no
action
needed,
but
if
anyone
has
any
questions
or
comments,
you
still
have
one
more.
Okay,
I'm
sorry!
You
go
right
ahead.
You
still
have
one
more.
The
capital,
construction.
G
Yes,
last
is
the
capital,
construction
and
equipment
purchase
contingency
fund
allocation
pursuant
to
krs-45-770
subsection.
Four,
the
secretary
of
the
finance
administration
cabinet,
approved
an
allocation
in
the
amount
of
971
800
from
the
capitol
construction
and
equipment
purchase
contingency
fund
to
the
finance
cabinet
for
costs
associated
with
the
move
of
the
finance
administration
cabinet
and
the
office
of
state
budget
director
from
the
capitol
annex
to
the
transportation
cabinet
office
building
at
the
direction
of
the
general
assembly.
G
It
includes
both
expenses
already
incurred
and
and
contractual
obligations
costs
associated
with
move,
including
moving
supplies,
moving
services
provided
by
correctional
industries,
technology
costs
for
purchasing
and
installing
audio
visual
equipment
and
recon
in
reconfiguration
of
existing
space.
On
the
fifth
floor.
D
Just
a
brief
comment,
mr
chairman.
Yes,
sir,
go
right
ahead!
James
first
of
all,
forgive
me
how
much
money
sits
in
that
capital,
construction
equipment
purchasing
contingency
fund.
G
As
you're
aware
in
the
recently
enacted
budget
that
you
all
passed,
you
appropriated
an
allocation
of
15
million
each
year.
We
had
gotten
to
the
point
at
the
end
of
the
year.
In
june
early
june,
there
was
only
like
283
000
in
the
account
so
with
the
new
appropriation,
the
current
balance,
it's
right
around
15.2
million
right
now,
and
that
971.8
has
already
gone
through
through
the
account
and
back
to
the
to
finance.
D
Gotcha,
okay-
and
I
just
will
would
be
remiss
to
not
note
that
this
was
a
project
specifically
requested
that
we
felt
the
executive
branch
could
specifically
absorb
and
clearly
they
found
another
fund
to
pull
this
from.
It's
not
janus's
decision
to
make,
but
the
one
who
gets
sent
to
the
committee
to
report
on
it
so
I'll
just
make
it
an
observation.
Thank
you,
mr
chairman.
A
All
right
sandy
is
here
she's
here
in
person.
I
just
saw
sandy
in
the
small
business
meeting
so
good
to
see
you
again
and
sandy
is
here
to
present
item
number
7a.
It's
a
loan
for
utilities,
964,
cleaner
water
program,
grants
and
representative
gerdler
asked
if
you
could
do
each
one
of
those
individually
today,
instead
of
rolling
them
into
one
vote
now,
if
we
can
we'll
have
a
motion
and
a
second
to
roll
those
into
one
vote,.
H
H
First
is
a
fund,
a
clean
water
state
revolving
fund
from
mccreary
county
water
district.
They
have
requested
a
loan
increase
in
the
amount
of
three
hundred
twenty
four
thousand
four
hundred
fifty
dollars
for
the
sanitary
sewer
collection
system,
expansion
project.
The
additional
funds
are
needed
to
pay
for
escalations
and
minor
changes
to
the
pump
stations.
The
project
was
initially
approved
on
june
4
2020.
H
The
increase
will
bring
the
total
ka
funding
amount
to
three
million
five
hundred
sixty
eight
thousand
nine
hundred
fifty
dollars.
The
original
terms
and
conditions
will
remain
the
same.
This
will
be
a
thirty
year
loan
with
a
point,
five
percent
interest
rate.
The
loan
was
approved
at
the
july
seventh
kia
board
meeting
next
is
a
fund,
a
loan
for
farm
dell,
sanitation
district
they're,
seeking
a
loan
increase
of
thirty
thousand
dollars
for
the
farmdale
sanitation
district
rehabilitation
project.
H
H
H
This
will
be
a
20-year
loan
with
a
1
interest
rate,
and
the
loan
was
approved
at
the
july
7th
kia
board
meeting
for
the
bronston
water
association
fund
b,
request
they're,
seeking
an
amount
of
2
million
743
000
for
the
2022
water
system,
improvements
and
replacement
project.
H
This
project
will
rehabilitate
an
existing
100
000
gallon
elevated
water
storage,
tank
install
1,
900
radio,
read
meters
and
reduce
excessive
water
loss
by
replacing
more
than
47
000
linear
feet
of
various
sized
water
lines.
This
will
be
a
20-year
loan
with
a
0.25
percent
interest
rate
and
was
approved
at
the
july
7th
kaa
board
meeting.
H
Looking
at
our
fund,
we've
covered
all
of
our
funds.
I
believe
at
this
board
meeting
we
were
busy
this
past
month,
so
our
fund
c
governmental
agencies,
revolving
fund,
the
city
of
somerset,
have
they
have
a
loan
request
in
the
amount
of
2
million
500
120
for
their
water
treatment,
plant
membrane,
filtration
replacement
project.
This
project
will
replace
the
full
water
treatment
plant
membrane,
filtration
treatment
system
this
and
because
the
estimated
useful
life
of
this
project
is
10
years.
So
this
is
a
little
bit
different.
H
It
will
be
a
10-year
loan
with
a
2
interest
rate
and
the
loan
was
approved
at
the
july
7th
kia
board
meeting
moving
to
our
fund
f
drinking
water
state
revolving
fund
loan
program,
the
city
of
wilmore
has
a
loan
request
of
two
10
two
hundred
fifty
dollars
to
supplement
the
wilmore
elevated
storage
tank
rehabilitation
project.
This
is
an
increase
due
to
the
bids
coming
in
higher
than
the
estimated
budget.
H
The
project
was
initially
approved
on
may
6
2021
and
the
new
loan
amount
will
be
1
million,
4
898,
the
original
terms
and
conditions
will
remain
the
same.
A
20-year
loan
with
a
2
interest
rate,
and
this
was
approved
at
the
july
7th
k.a
board.
Meeting
the
city
of
paris
has
a
fund
f
loan
request
in
the
amount
of
3
million
275
000
for
the
paris
water
system,
improvements
project,
the
project
will
consist
of
replacing
or
rehabilitating
aging
infrastructure
within
the
city's
water
treatment
system
and
making
various
improvements
at
the
water
treatment
plant.
H
This
is
a
20-year
loan
with
a
one
percent
interest
rate
and
was
approved
at
the
july
7th
board.
Meeting
the
canonsburg
water
district
has
a
fund.
F
loan
request,
one
million
six
hundred
eighty
five
thousand
eighty
three
dollars
for
the
phase
two
shops,
road
water

replacement
project.
The
project
will
reduce
excessive
water
loss
and
improve
water
service
to
at
least
150
customers
by
replacing
asbestos
cement
water
lines
and
installing
sub-zone
meters.
H
This
will
be
a
20-year
loan
with
a
two
percent
interest
rate
and
the
board
was
really
busy
on
july
7th,
as
this
loan
was
also
approved
on
that
date
and
the
the
the
final
two
loans
is,
a
combination
fund
see
and
fund
f
loan
for
the
city
of
nicholasville.
H
They
their
fund
c
loan
request
is
990
912
dollars
and
their
fund
f.
Loan
request
is
4
million
hundred
eighty
two
thousand
thirty
dollars
for
the
nicholasville
24
inch
parallel
transmission
main
project.
H
This
project
will
increase
pumping
capacity
from
seven
mgd
to
15
mgd,
with
the
construction
of
about
22
linear
feet
of
ductile
iron
transmission
line
from
the
water
treatment
plant
to
the
city.
Both
loans
will
have
a
20-year
term.
The
fund
c
loan
carries
a
2.5
interest
rate
and
the
fund
f
loan
carries
a
two
percent
interest
rate.
The
loan
request
is
being
split
between
the
two
loan
funds,
because
estimated
project
costs
exceeded
the
fund.
F,
invited
loan
amount,
so
the
the
city
had
asked
to
increase
their
fund.
H
A
H
Yes,
thank
you.
Today
we
have
64,
cleaner
water
program
grants
19
for
sewer
projects
45
for
water
projects.
40
of
those
are
new
that
the
committee
has
not
yet
seen.
Five
were
reallocation.
Requests
that
had
previously
been
presented
to
the
committee
and
the
utilities
requested
to
use
the
funding
for
a
different
project
and
senator
senator
howell.
In
addition
to
his
newly
received
appointment,
has
six
projects
on
the
list
for
cleaner
water
and
representative
thomas.
I
believe
two
of
those
projects
are
in
your
district
and
representative
petrie.
G
E
E
Horse
soldier
is
building
out
there.
The
poor,
shoulder
bourbon
are
building
real
close
to
this.
So
I
want
to
make
sure
that
this
ain't,
the
bourbon
tank.
E
You,
mr
chairman,
just
a
process
easy
context:
question
july
7th
board
meeting
was
busy.
Yes,.
H
H
A
H
A
All
right,
I
believe,
katie
smith
is
here
as
well
in
person
and
katie
is
with
the
cabinet
for
economic
development.
Is
here
to
present
agenda
item
number
7b.
It's
two
edf
grants
requiring
action,
and
if
we
can
we'll
go
ahead
and
make
a
motion
in
a
second
to
roll
these
into
one
vote,
if
someone
would
make
that
motion
all
right
motion
in
a
second
all
right,
miss
smith,
you
may
begin.
I
Thank
you
good
afternoon,
I'm
katie
smith,
I'm
the
deputy
secretary
and
the
commissioner
at
the
cabinet
for
economic
development
and
today
the
first
project
we
have
is
another
one
of
our
pilot
product
development
initiative
program
projects.
So
today
we're
requesting
five
hundred
thousand
dollars
to
make
a
grant
to
the
city
of
berea.
I
Disbursement
of
the
grant
funds
will
only
occur
after
each
annual
compliance
period
and
adjusted
for
any
missing
of
any
of
the
performance-based
requirements
that
we
measure.
This
project
also
received
the
same
recommendations,
concurrence
and
approvals
as
the
previous
project,
and
we
respectfully
request
approval
today.
E
A
Yes,
all
right!
Thank
you
all
right,
I
see
ryan
is
here:
ryan
barrow,
with
the
office
of
financial
management,
see
what
ryan
has
here
in
store
for
us
he's
here
with
nine
debt
issues
requiring
action,
two
previous
debt
issues
requiring
no
action,
and
so
we'll
need
to
make
a
motion
in
a
second
to
roll
those
into
one
vote
all
right.
J
Thank
you
very
much.
It's
nice
to
anchor
a
long
meeting.
We
do
have
a
quite
a
few
submissions
today,
so
appreciate
you
rolling
those
into
one
like
start
off
with
the
university
of
kentucky
general
receipts
transactions,
be
it
competitively,
sell,
bonds,
it's
going
to
fund,
as
was
said
early
in
the
meeting,
the
asset
preservation
pool
and
the
facilities,
renewal
and
modernization
for
an
estimated
par
amount
about
98
million
dollars.
J
We
have
the
financing
team,
as
well
as
the
estimated
schedule
and
debt
service
in
the
packet
happy
to
take
any
questions
or
proceed
to
the
next
transaction.
J
The
second
transaction
is
for
student
loan
kentucky
higher
education
student
loan
corporation.
J
This
is
a
transaction
that
is
asking
or
for
authorized
up
to
370
million,
but
what's
run
in
the
packet
is
what
we
anticipate
about
250
million.
This
will
basically
take
their
in-house
finance
rehabilitation
loans
as
well
as
give
them
some
capacity
in
case
there's
loans
in
the
marketplace
that
management
deems
necessary
to
purchase.
J
I
believe
david
carlson's
on
the
line.
If
there's
any
questions,
I
will
remind
the
committee
that
this
was
basically
approved
a
year
ago
and
some
of
the
transaction
was
used,
and
this
is
just
we
don't
really
have
a
concept
of
an
extension.
But
this
would
be
a
reauthorization
to
put
this
authority
in
place
for
through
the
next
calendar
year
or
excuse
me,
fiscal
year.
J
J
I
personally
know
really
well
from
growing
growing
up
in
northern
kentucky
transactions,
estimated
not
to
exceed
20
million
with
an
early
august
sale
date,
and
it's
a
gross,
as
I
said
no
credit,
but
it
is
a
gross
revenue
pledge
of
the
the
borrower
this,
unlike
the
next
six
that
I'm
going
to
go
over,
does
not
require
private
activity
bond
allocation.
They
can
borrow
tax
exempt
rate
just
through
the
conduit
through
kedfo.
J
So
if
I
may
just
make
a
on
the
next
six
transactions,
just
a
couple
global
comments,
instead
of
reiterating
it
for
each
these
are
conduit.
Housing
transactions
there's
no
extension
of
credit,
but,
unlike
the
previous
one,
does
require
the
state
to
allocate
private
activity,
there's
only
a
certain
amount.
The
irs
allows
us
to
to
allocate,
and
these
do
require
allocation
student
loan
and
housing
are
the
two
biggest
stake:
consumers
of
private
activity
bonds,
the
the
first
that
I'll
cover
is
the
crossings
at
south
park.
J
This
is
not
to
exceed
22
million
for
192
units
located
in
louisville
kentucky.
The
total
estimated
project
cost
is
41
million
and
again
for
all
of
these,
the
the
development
team
and
the
financing
is
is
in
the
packet,
the
second
of
which
is
gateway
on
broadway
is
not
to
exceed
250
million.
It
is
116
units
located
on
broadway
in
louisville
kentucky
for
a
total
product
cost
of
60
million
dollars.
J
Moving
on
to
the
church
churchill
park
project,
it's
an
amount
not
to
exceed
31
million.
It's
248
units
located
in
owensboro.
The
total
project
cost
of
71
million
shawnee
park
is,
is
the
next
for
consideration.
Its
amount
not
to
exceed
19.37
million
177
units
located
in
jefferson
county
kentucky
total
project
cost
of
46
million.
J
The
second
to
last
is
the
pathway
off
cane
run
mount
not
to
exceed
17
and
a
half
million.
It's
cane
run
road
in
louisville
kentucky
with
the
total
project
cost
of
38
million
and
last
conduit.
Housing
transaction
is
yorktown
senior
housing
mount
not
to
exceed
8.5
million
with
a
hundred
units.
Approximately
100
units
located
in
louisville
kentucky.
J
So
I
believe
those
are
the
action
items
for
consideration
next,
would
you
like
me
to
go
into
the
the
follow-up
reports
or.
A
Yeah
you'll
go
ahead
and
vote
on.
Okay,
chairman
petrie
has
a
question
for
you,
ryan
sure.
J
It's
a
good
question
I'll
try
to
make
it
kind
of
at
a
high
level.
The
irs
gives
us
about
a
hundred
and
ten
dollars
per
person,
there's
about
four
and
a
half
million
people
in
kentucky,
so
you
can
do
the
math.
The
good
thing
in
terms
of
answering
that
for
the
state
is
the
irs
lets
us
carry
forward
three
years
of
allocation,
so
housing
would
tell
you
hey
we.
We
can
completely
obligate
all
that
authority,
but
I
would
say
you
know
they're.
J
Basically,
working
off
of
prior
year
allocations,
these
projects
take
a
long
time,
so
you
could
always
you
use
more
and
there's
actual
bills
filed
at
the
federal
level
to
expand
it,
particularly
for
multi-family
housing
that
there's
a
high
need.
You
know
in
in
certain
cities
and
in
other
states,
but
but
we
do
have
that
allocation
they're
working
off
of
prior
years.
But
again
you
know
they
could
always
use
more
and
there's
other
programs.
Housing
can
use
it
for,
but
this
is
kind
of
the
the
key
program
they
they
allocate.
So
with.
J
Currently
we
do
and
we
we've
actually
worked
with
and
give
accolades
to
student
loan
and
housing.
Their
business
models
have
changed,
so
we
worked
with
both
entities,
it
used
to
be
they
split
it
down.
The
middle
housing's
got
a
greater
need,
so
they've
been
able
to
ask
and
get
more
and
student
loan
has
gradually
needed
less
just
to
their
business
model.
Good.
Thank
you.
Thank
you,
mr.
A
Thank
you
any
other
questions
for
ryan
on
this
before
we
vote
all
right,
seeing
none
if
someone
will
we'll
go
ahead
and
those
have
been
rolled
already
into
one
vote.
So
if
we
could
get
a
motion
in
a
second.
A
J
Thank
you.
The
next
two
transactions
again
are
the
multi-family,
receive
private
activity
and
are
the
financial
responsibility
of
developers.
The
first
is
oakdale
apartments,
which
is
in
glendale
road
lexington,
kentucky
the
date
of
sale
was
the
30th
of
june
and
the
information
about
the
financing
and
development
teams
in
the
packet,
as
well
as
the
second
for
follow-up,
is
kearney
ridge
apartments.
J
A
All
right,
anyone
have
any
questions
all
right.
Seeing
none
ryan
still
has
five
school
debt
district
issues
with
sfcc
participation
requiring
action.
If
we
can,
we
can
roll
those
into
one
vote.
A
J
Thank
you
very
much.
As
mentioned
five
transactions
with
sfcc
support,
we'll
just
kind
of
talk
about
these.
In
summary,
with
about
4.2,
just
over
4.2
million
estimated
in
sfcc
par
amount,
it's
about
16
percent
of
the
transaction.
The
balance
about
84
percent
of
the
transaction,
22.2
million
dollars
will
be
local
supported.
J
A
All
right,
anyone
have
any
questions
on
these
all
right,
seeing
none
if
we
can
we've
motioned
in
a
second
we'll
vote
on
these.
A
F
A
You
thank
you
all
right.
The
next
meeting
will
be
august,
the
24th
scheduled
for
2
p.m,
and
I
believe
senator
howe
will
be
conducting
that
one.
So
since
he's
not
here,
we
got
to
make
him
co-chair,
but
that's
right,
but
if
no
one
has
anything
else,
we'll
go
ahead
and
adjourn.
