needed
to
happen
because
of
the
one
that
we
missed
and
the
fact
that
we
have
to
discuss
this
report.
So

only
one
agenda
item
and
that
is
it
so
just
to
introduce

that's

look

annual
report.
So
first
of
all
can
I
say
a
huge
thank
you
to
Chad,
Rachel
and
Polly
for
putting
it
together.
Very

appreciated

you
you
want
to
speak
to
it
before
we
go
through

Obviously,
we'll
assume
that
everybody's
read
it.

suppose
the
only
point
I
would
draw
out
is
just
to
say
that
it
is
a
reflection
on
the
work
of
ciac.
It's
not
a
reflection
on
all
the
climate
work
across
the
council
and
and
we
just
try
and
make
that
distinction.
So
the
climate
work
of
the
whole
Council
will
go
into
except
board
in
February.
So
this
report
is
very
much
focused
on
the
output
of
the
main
committee
and
also
the
working
groups
and
obviously
with
the
cancellation
in
September.

with
any

know
that
the
transport
and
behavior
change
working
group
had
its
title,
amended
and
I
understand
why
that's
being
increased
and
thoroughly
supported
in
this
section
later
on
page
11.,
where
it
talks
about
the
communities
and
business
engagement,
working
group,
there's
absolutely
no
mention
of
Transport
either
as
part
of
the
discussion.

it's
really
just
to
flag
up
the
fact
that
I
hope,
transport
and
I'm
sure
this
is
not
the
case
hasn't
been
lost
in
terms
of
the
the
working
groups,
terms
of
reference
and
their
discussions
and
also
it
one
is
really
I'm.
Sorry
about
this
I'm
about
to
arising
in
the
schedule
at
the
back
of
the
people,
who've
been
to
give
presentations
to
siac,
there's
reference
to
the
climate
action
Leeds
city
of
lead,
and
there
was
a
request
for
us
to
assist
the
organization
improving
in
obtaining
premises.

think
in
terms
of
the
sort
of
transport
and
behavior
working
group.

don't
think
it's
been
lost
from
the
terms
of
reference,
but
I
think
that
working
group
has
started
with
the
focus
on
Behavior
change
because
we
didn't
have
that
last
year,
whereas
I
suppose
the
working
group
last
year
was
all
focused
on
transport.

consent
certainly
have
a
look
at
that
with
the
working
group.
In
terms
of
the
the
premises.
I'd
have
to
go
away
and
check
if
I'm
totally
honest
and
have
a
look
and
see
whether
there's
anything.
We
can
reflect

I
do
appreciate
that
transport
tends
to
consume
a
huge
amount
of
time
in
any
group
or
organization.
That's
debating
climate
change,
but
it
is
one
of
the
absolutely
crucial
ones
and
I
think,
for
example,
in
terms
of
reference
to
the
local
Plan
update,
which
is
a
a
brilliant
document
and
really
does
push
the
boat
out
as
far
as
possible
as
to
what
we
might
do
within
our
planning.
Powers
Grant
is
to
granted
to
us
by
government,
but
a
major
major
shortcoming.

The
overall
process,
which
is
not
of
our
making,
is
the
fact
that
there
is
a
huge
deficit
in
terms
of
a
sustainable
transport
mechanism.
So,
as
I've
said
before
and
I
know,
I'm
poor
people
with
it,
we
are
building
lots
and
lots
of
houses
with
no
connection
into
an
integrated,
sustainable,
affordable
and
reliable
transport
system,
which
will
invariably
generate
more
car
usage.
So
yeah
continue
to
fly
the
flag
for
a
concentration
on
transport.

just
going
to

We
have
got
some
items
coming
to
the
main
committee
on
transport
and
so
I
think
we've
got
the
mass
transit
scheme
coming,
so
we,
it
is
still
reflected
in

main
committee,
even
if
the
working
group's
been
more
Behavior
change
folks,
but
we
will
take
that
on
board
and
have
a
look
at
it
with
the
working
group.

Yeah,
just
it
was
just
a
quick,
really
positive
comment
at
the
beginning
about
how
incredibly
impressive
for
Leeds
the
grade
a
award
from
the
carbon
disclosure
project
is
in
terms
of
being
in
the
top
100
and
odd
cities
of
a
thousand
cities,
measured
globally.
I
think
it's
it's
quite
an
extraordinary
achievement
for
League
City
Council.

just
to
thank
Chad
and
team
really
for
all
the
hard
work
they
put
in
in
terms
of
pulling
that
together,
and
it
is
a
massive
achievement
for
us
and
I
think
we
just
need
to
keep
building
on
that
really,
because
every
year
the
criteria
get
harder
and
harder,
and
so
we
need
to
make
sure
that
we
don't
become
complacent
and
we
keep
work.

build
on
the
feedback
that
we
get
from
that
process.

just
like

say,
Chad's
of
one
of
the
officers
on
my
working
group,
I've
been
doing
a
wonderful
job
and
so
far
the
group's
been
well
attended
and
we
are
looking
at
some
interesting
things
going
forward,
especially
coming
to
look
at
businesses
in
the
January
subgroup.
So
hopefully
there'll
be
some
opportunity
for
businesses
to
see
how
they
can
actually
get
some
funding
from
the
left
and
how
they
could
become
or
reduce
their
carbon
footprint
or
even
try
becoming
carbon
neutral,
and
what
else
would
be
available?

there's
lots
probably
to
cover
in
our
group,
as
Council
Paul
trusswell
has
said,
even
though
it
doesn't
necessarily
touch
on
our
Group
Transport.
But
it
is
something
that
communities
and
businesses
are
definitely
concerned
about
and
who've
not
really
looked
into
putting
transport
into
it,
but
maybe
well.
We
could
maybe
look
at
having
some
discussion
on
transport
if
that'll
help
the
obviously
communities
and
businesses
so
yeah.

just
in
case
keeping
with
my
role,
is
sort
of
cantankerous
so
far,
which
you
will
be
spared

a
few
months

just
going
back
to
the

a
grade
categorization,
which

course
is
hugely
welcome.
But
I
just
wondered
given-
and
this
is
me
back
on
my
transport
hobby
horse
again,
given
the
roleful
public
transport
system,
that
we've
got
in
Leeds,
how
much
weight
is
actually
attached
to
that
by
the
carbon
disclosure
project.
I
The
short
answer
is
that
I
can
share
the
the
scoring
criteria
with
Romans
on
this
group
to
look
into
in
more
detail,
but
what
is
measured
is
kind
of
action
to
resolve
and
reduce
and
transport
emissions,
and
rather
than
the
Baseline
and
that
you're
starting
from,
and
so
we
we
did
have
to
you,
know,
disclose
and
provide
information
about
all
the
different
transport
related
schemes.
I
You
know
that
whether
that's
connecting
leads-
or
you
know,
promoting
electric
vehicles
and
such
like,
but
yeah
as
as
I,
would
kind
of
clarify
it's
around.
You
know
what
actions
are
being
done
to
to
reduce
those
rather
than
you
know,
saying
we
got
an
A
Grade,
because
we're
we've
already
solved
the
problem
of
Transport,
because
obviously
that
isn't
the
case.

I
only
came

this

playing
catch

and
trying
to
learn

to
be
a
counselor

only
about

working
group,

dedicated
to
that.
Looking
at
the
sort
of
concept
looking
at
what's
already
happening
and
actually
how
we
could
do
more

drive

circular
economy
in
Leeds,
and
so,
if
you'd
be
interested
in
joining
that,
that's
probably
the
best
Forum
to
to
kind
of
get
more
into
an
in-depth
discussion.

on
page
six
of
the
papers,
references
made
to
the
environmental
agency
in
Yorkshire,
water
and
I,
don't
know
whether
you
recall,
but
there
was
some
discussion
at
with
Yorkshire
water,
that
they've
sold
off
some
Woodlands
dotted
around
the
city
and,
in
particular,
I
think
at
least
two
in
in
my
patch,
and
we
were
going
to
get
them
to
as
I
remember
tell
us
what
their
policy
was
and
whether
they'd
stopped
selling
these
and
whether
they
could
just
tell
us
that
they
didn't
have
any
plans
to
sell
anymore.

to
go
back
and
look
at
the
specific
actions.
I
know
there
was
a
discussion
about
an
offline
conversation
specifically
about
the
issues
within
the
ward.
I
can't
remember
what
was
agreed
about
the
overarching,
but
we're
certainly
going
back

look

it.

was
quite
a
few
months
ago
now,

Kathy
or
anyone
in
governance
can
can
remember
more
effectively
than
me.
