share
as

while
that's
setting
up
I'll
just
provide
a
brief
kind
of
overview,
I
will
give
a
five
to
ten
minute
presentation,
on
kind
of
the
client
to
provide
an
update
on
the
climate
emergency
work
taking
place
in
in
the
inner
east
area,
happy
to
take
any
questions
at
the
end
and
then
at
your
discretion
share
and
depending
on
timing.

I
can
provide
an
overview
of
what's
going
on
in
the
city
more
broadly
and
what
our
climate
action
plan
is.
But
it's
entirely
entirely
up
to
you
so
before
I
start
the
presentation,
I
just
want
to
kind
of
set
the
scene
a
little,
so
we
know
having
done
a
big
leads
climate
conversation
and
engaged
with
8
000
people
that
there
is
widespread
support
from
these
residents
to
see
us
act
on
climate
change.
But
we
do
also
understand
that
you
know
it
can
sometimes
feel
like
a
big.

You
know
sometimes
distant
problem
and
that
to
many
people
it
isn't
the
biggest
issue,
they're,
always
necessarily
thinking
about
at
the
end
of
the
day.
L
But
what
I
want
to
what
I
hope
will
come
across
and
when
we
talk
about
some
of
the
things
that
we're
doing,
is
that
not
only
will
this
a
lot
of
this
work
tackle
climate
change,
but
it
will
also
help
us
address
and
deliver
on
some
of
the
council's
other
strategic
priorities
so
helping
to
improve
the
health
and
well-being
of
people
in
the
city
by
improving
air
quality,
for
example,
and
protecting
against
cord
related
illnesses
and
helping
local
residents
and
businesses
save
money
by
improving
energy
efficiency
of
buildings
as
well,
and
so
I
think
it's
it's
very
important
to
highlight
that
there
are
other
opportunities
and
I
think
sometimes
on
on
when
it
comes
to
climate
change.

People
spend
a
lot
of
time
talking
about
the
impacts
and
not
the
opportunities
and
and
although
there
is
a
lot
of
work
to
do
as
well,
there's
a
lot
of
employment
opportunities
as
well.
That
will
you
know
we
can.
We
can
secure
with
the
emerging
industries
and
we
have
already
started
to
see
hearing
leads.

So
I
wanted
to
highlight
that,
first
of
all,
what's
that,
so
the
the
slide
that
you
can
see
here
provides
a
summary
and
I'll
just
I'll
just
go
through
some
of
the
things
that's
happening
in
in
the
in
in
the
east
area,
and
if
this
only
relates,
I
should
say
to
the
work
that's
being
done
by
the
sustainable
energy
and
air
quality
team.
I'm
here
to
represent,
as
you
might
imagine,
the
climate
emergency
work
kind
of
touches.

All
different
parts
of
the
council-
and
so
I
know,
colleagues
in
housing
and
parks
and
countryside
in
highways
are
also
doing
quite
a
lot
of
good
work
on
this
agenda
as
well,
but
in
the
sustainable
energy
and
air
quality
team
and
we're
the
team
that
kind
of
leads
on
the
coordination
of
a
lot
of
the
climate
emergency
work
and
we
also
deliver
projects
ourselves.

We
lead
the
public
sector
decarbonization
scheme,
where
we
secure
25
million
pounds
worth
of
government
funding
to
decarbonize
a
lot
of
kind
of
schools,
leisure
centres,
council
buildings
across
the
city
and
in
in
this
area
in
the
inner
east
area-
and
you
know
you
can
see
that
there
are
schools
that
are
getting
it.
Heat
pumps,
led
lighting,
solar
panels
and
several
other
council
buildings
as
well
are
getting
decarbonizing
measures.
So
that's
really
good.

The
solar
panels
will
help
help
us
save
money
means
we
have
to
buy
less
from
the
grid,
as
well
as
cutting
our
carbon
footprint
and
also
related
to
this.
Are
they
not
not
connected
to
that
particular
fund?
We
are
continuing
to
connect
more
properties
and
buildings
to
the
district
heating
scheme,
which
I'm
sure
you
are
all
aware,
uses
waste
the
house,
the
household
waste,
to
create
cut
low
carbon
energy,
which
then
gets
turned
into
affordable
heating.

So
I
think
it's
called
trinity
academy
now
is
going
to
be
connected
to
the
to
the
leeds
pipes
network,
which
is
what
we
call
it.
L
Another
thing
that
I
really
wanted
to
highlight
at
the
moment
is
that
we
are
still
looking
for
residents
and
landlords
to
get
in
touch
with
us
about
our
energy
efficiency
scheme
and
which
is
targeted
at
low-income
homeowners,
and
this
is
a
scheme
where
residents
can
get
free,
solar
panels
or
insulation
if
they
have
a
a
particularly
cold
house,
so
energy
efficiency
rating
of
d
or
below
and
if
they
have
a
household
income
of
30k
or
less
and
what
we
say
to
people
is
if
you,
if
you
think
you
hit
the
income
criteria,
then
please
just
get
in
touch,
because
we
can
check
the
energy
efficiency
rating,
because
we
know
that
not
everyone
knows
that,
and
there
is
there
is
a
phone
number
or
a
website,
and
we
can
share
details
with
with
members.

You
know
to
help
promote
that
scheme
and
we
we
have
done
what
targets
work
in
the
area,
but
and
we're
still
looking
for
for
more
more
applications
from
people
to
make
sure
we
really
spend
all
that
money
and
that
it
can
benefit
people
across
the
city
and
then
the
third
scheme
I
wanted
to
to
just
briefly
mention
today
is
it's
a
work
that
we're
doing
around
promoting
zero
emission
vehicles,
which
you
know
are
one
part
of
the
solution
to
reducing
the
the
city's
emissions
from
transport
which
make
up
about
a
third
of
the
city's
carbon
footprint
and
also
help
and
to
improve
local
air
quality.
L
So
protecting
people
from
the
health
effects
of
air
pollution,
which
we
know
are
disproportionately
felt
by
people
in
communities
closer
to
main
roads.
So,
since
january,
we've
been
giving
businesses
and
charities
and
other
organizations
an
electric
van
for
two
months,
free
of
charge
to
help
them
fully
understand
the
the
business
case
and
whether
they
can
and
go
green
and
save
money
by
switching
to
an
electric
vehicle.
And
we
know
that
multiple
organizations
in
this
area
have
benefited
from
that.
L
The
one
I've
got
written
down
is
the
ls14
trust,
so
a
non-profit,
that's
benefited
from
the
scheme,
and
we
know
you
know:
we've
had
we've
had
more
than
170
organizations
across
the
city.
Take
part
in
that,
so
that
there
will
be
multiple
from
this
area
as
well,
and
we're
also
working
to
improve
the
infrastructure
for
electric
vehicles
across
the
city,
because
we
know
that
whilst
many
people
the
most
convenient
for
most
people,
the
most
convenient
way
to
charge
is
at
home
at
work.

People
also
expect
an
imp,
a
network
of
public
charge
points
so
when
they're
on
the
go,
and
so
we've
installed
two
rapid
charge
points
at
asda
and
hair
hills
and
killing
back,
which
can
charge
a
vehicle
up
to
80
in
about
half
an
hour.
So
by
the
time
you've
come
out
from
your
shop,
it
should
be
mostly
charged.
So
this
is
just
some
of
the
some
of
the
work
that
we've
been
doing
in
the
last
year,
which
is
kind
of
making
a
difference
to
to
this
area.

The
the
side
you
can
see
here
is
a
useful
tool
that
we
wanted
to
make
members
and
residents
aware
of.
If
they're
interested
in
finding
out
more
about
climate
change
and
carbon
footprints
from
different
parts
of
leads
and
what
and
how
that
breaks
down,
so
this
is
an
online
tool
where
you
can
zoom
in
and
zoom
out
of
certain
areas.

So
I've
got
got
it
up
here
and
you
can
actually
click
on
different
lsoa
areas
and
see
how
that
carbon
footprint
is
comprised
for
the
average
person
and
how
it
compares
to
the
average
boarding
leads
and,
as
you
might
expect,
and
the
average
carbon
footprint
of
people
in
in
most
of
the
east
area
is
kind
of
is,
is
lower
than
average,
probably
because
people
are
less
likely
to
drive
around
in
in
cars
and
and
probably
have
a
lower
energy
consumption
as
well.

So
I'm
just
going
to
click
a
random
part
of
leads,
and
you
can
see
exactly
the
kind
of
information
that
you've
been
given.
So
if
you're
interested-
and
that
is
a
really
good
tool
I
just
wanted
to
highlight
as
well.
The
sustainable
energy
and
air
quality
team
also
leads
on
the
council's
air
pollution
strategy
and
the
air
quality
strategy,
and
so
I
can
provide
a
brief
update
on
that
as
well
and
answer
any
questions
at
the
end.

If
members
have
it
have
any,
as
you
may
be
aware,
the
council
passed
a
updated
air
quality
strategy
earlier
this
year,
which
set
new
ambitious
targets
for
meeting
world
health
organization
guidelines
by
2030,
and
this
was
in
the
context
having
of
having
discontinued
plans
for
a
clean
air
zone
and
and
contrary
to
a
lot
of
the
the
media
reports,
and
I
think
some
some
public
understanding
and
it
wasn't
actually
linked
to
the
current
virus
pandemic
in
any
way.

And
what
we've
actually
seen
is
is,
as
a
result
of
the
plans
to
introduce
clean
air
zone
being
in
place
and
we've
seen.
Businesses
switch
much
faster
than
we'd,
otherwise
have
expected
to
compliant
cleaner,
less
fleeting
vehicles,
and
so
in
terms
of
huvs
and
four
out
of
five
huvs.
We
were
complying
at
the
time
of
last
summer
and
nine
in
10.
L
Buses
were
also
compliant
as
well
driving
cleaner
diesel
vehicles,
and
we've
also
seen
that
half
of
the
city's
taxi
fleet
are
now
driving
hybrid
vehicles
or
electric
vehicles.
So
because
of
all
because
the
average
vehicle
on
the
road
is
cleaner,
even
with
the
exact
same
levels
of
traffic,
the
city's
air
pollution
is
is
declining,
but
but
what
we
are
now
understanding
is-
and
this
is
what
why
the
air
quality
strategy
takes.

A
broader
approach
is
actually
there's
other
sources
of
pollution
that
we
need
to
start
addressing
as
well,
such
as
pollution
from
from
kind
of
domestic.
You
know:
fossil
fuel,
but
fossil
fuel,
burning,
wood,
burning
industry
and
a
range
of
different
sources.

So
the
the
new
air
code
strategy
kind
of
sets
out
what
we're
going
to
start
doing
around
that,
and
actually
this
links
in
with
a
lot
of
the
work
around
decarbonizing
buildings,
because
the
less
we
use
gas
boilers,
for
example,
the
less
pollution
from
gas
boilers
is
being
emitted
into
the
air
and
cancer
rf
and
another
counselor.
I
can
see
that
there's
two
participants
with
their
hands
raised.
I've
only
got
one
more
slide
before
it's
probably
the
most
opportune
time
to
take
questions.

So,
if
I
can
just
finish,
those
that'd
be
really
useful
and
the
final
thing
I'll
say
about
air
quality
as
well.
Is
we
know
that
the
effects
of
air
quality,
as
I
said,
are
not
shared
proportionately
on
all
these
residents?
Some
people
are
more
vulnerable
to
the
effects
of
air
pollution,
and
some
people
are
more
exposed
to
air
pollution
through
their
occupations
or
where
they
live.

So
the
final
slide
before
I
before
I
stop
here
is
just
a
quick
summary
slide
of
of
some
of
the
ways
that
residents
and
and
members
can
can
potentially
help
this
agenda,
if
you'd
like
to-
and
just
this
so
just
a
few
points
to
promote
some
of
the
schemes
that
are
currently
live
in
which
residents
can
benefit
from
so
there's.
There's
a
solar
and
insulation
scheme
which
I've
told
you
about
for
low-income
homeowners.

Already
and
we
can
share
social
media
content,
any
information
and
that
you
will
need
to
to
promote
that
scheme,
I'm
happy
to
do
that.
We
also
are
still
running
a
free
electric
bike
trial
scheme.
So
if
anyone
wants
to
borrow
an
electric
bike
free
of
charge
because
they
currently
use
transport
to
get
out
or
driving
to
get
around
and
they
they
think
they-
you
know,
electric
bike
might
be
suitable
instead
and
they
want
to
just
try
it
out
free
of
charge.

We've
got
a
scheme
like
that
until
march
as
well.
We
are
also
trying
to
engage
with
businesses
and
landowners
around
the
the
white
race
forest
and
then,
finally,
we
for
two
comms
actions
as
well,
and
we
have
a
we
have
a
monthly
newsletter
where
we
share
updates
on
what's
happening
around
the
climate
emergency
agenda
from
from
the
council's
actions,
but
also
to
third
party
actions
as
well.

the

mentioned

taken
place

other
teams

our
housing
strategy,

council,
is
investing
100
million
pounds
in

retrofitting
council
housing,
and
I
know
a
lot
of
the
the
housing
blocks
in
east
leeds
are
benefiting
from
that
and
we've
recently
been
working
on.
The
shakespeare's
in
in
in
berman,
tops,
obviously
to
installing
external
wall
insulation,
which
is
making
a
real
difference
and
connected
to
district
heating.

There's
a
lot
that
we're
connecting
more
housing
estates
in
in
in
the
area
to
to
with
you
know,
district
heating
and
with
energy
efficiency,
energy
efficiency
measures
as
well
in
terms
of
highways,
I
know
they're,
you
know,
there's
there
are
schemes
in
the
area
that
are
benefiting
from
the
connecting
lead
strategy
as
well,
so
so
there
is
a
lot
going
on,
but
I
tried
to
focus
on
the
schemes
that
we
were
lead
that
we
were
leading
on
and
in
terms
of
engagement
and
just
one
thing
I'd
mention
on
that.

But
it's
something
that's
happened
quite
recently
is
around
engaging
with
young
people
around
and
the
green
careers
that
are
available,
and
I
know
that
dixon's
academy,
not
dixon's
academy.
There
was
there's
east
leeds
academy
in
seacroft
and
was
one
of
the
schools
that
was
invited
to
that
in
person,
but
we
got
really
good
feedback
and
we're
just
currently
working
on
a
video
and
some
information
to
share
with
every
school
across
these
as
well
from
that
event.

So
there
is
a
lot
of
engagement
going
on
just
to
answer
the
question
around
the
bikes
they
get
picked.
They
can
get.
They
need
to
get
picked
up
from
city
centre,
but
anyone
in
leeds
can
then
benefit
from
from
them.
They
get
picked
from
marion
house
just
because
that's
where
they're
stored
and
in
terms
of
air
quality-
and
I
shared
a
on
the
air
quality
slide,
so
these
developed
at
uk,
clean
air
and
all
the
air
mon
air
quality
monitoring,
information
and
data
on
there
is
on
that
website.

Well,
generally,
there's
the
simplest
implants
in
terms
of
air
quality
is
apart
from
in
the
the
inner
ring
road
and
in
a
couple
of
I
think,
it's
pool
in
wolfdale
as
well.
The
air
quality
is
not
above

national
stand,
the
the
legal
limits
anymore,
but
obviously
there
are
no,
you
know
safe
levels
of
air
pollution,
so
that's
a
kind
of
a
key
message
of
a
record
strategy,
so
we
need
to
keep
bringing
it
down.

real
difference,
but
in
terms
of
where
we've
got
our
monitoring
sites,
the
main
the
all
the
areas
are
concerned
are
either
kind
of
in
the

the
ring
road
or,

I
say,
pool
because

busy

we're
doing
and

state-run

what

they
giving

scheme

put

be
giving

little
bit
back
for
the

with
regards

electric
bikes,
we've

lot
of
people

health
issues
and
have
got
disabilities.

bikes

proper
balance
and
really
good

looked
at
that
as

basically
they're
connecting

a
commercial
customer,

they're
paying
for
the
energy
is
what

they're
well
paying
for
heat?

is
what
they're
giving.

on
exactly

commercial
agreements
were,
and
I
probably
wouldn't
be
able
to
be

to
share
that.
But

do
know
with
regards
to
the

district
heating
network.
It's

whereas
new
customers
start
connecting
it's
actually
bringing
money
back
into
the
council.

think
we've
got
to
pay
off
the
various
loans
first,
but
then
it
will
start
bringing
money
back
into
the
council,

kind
of
be
net
positive
for
the
for
the
authority
in
the
long
run
and
in
terms
of
the
electric
bikes,
because
that
was
the
second
question
that
you
had
there.
There
aren't
currently
any
you
know
adapted
adaptable
bikes,

average
over

service
that
we've
just
developed
that
we

launched

residents

leeds

track
our
gritters
whilst
they're
carrying
out
their
duties

greater

first
of

that

was
the
service
that
we
do

mainly
to
gain

comments

regards

winter

I
am
conscious

it's
a

wide
level
content
that
I'm
streaming

it

service
plan
includes
well
elite
council
of
a
duty
on
the
highways
act
1980
and
not
to
simplify
it
too
much,
but
the
the
main
three
core
core
purposes
of
the
winter
service
is
the
gritting
of
the
roads,
the
wheat
refilling
of
salt
bins
and
snow
plowing
and
clearing
okay.
Just
a
few
little
points
of
interest
here,
gritters
can
drive
an
average
of
fifty
one
thousand
fifty
one
thousand
two
hundred
miles
during
the
winter
period,
which
equates
to
around
twice
around
the
earth.

know
that
doesn't
really
fit
in
the
previous
presentation
that
I've
just
done
about.
You
know
the
miles
that
we
do.
Unfortunately,
it's
a
necessary
evil,
and
I
am
aware
that
we
are
looking
at
other
methods
in
which
we
we
can
carry
out
this
service
and
changing
from
diesel
to
hydrogen
power
and
so
on.
But
if
I'm
honest,
that
is
in
early
days,
so
it
was
quite
a
good
point
that
you
made
there
councillor.

earlier,
we
use
between
twelve
thousand
and
sixteen
thousand
tons
of
salt
to
greet
our
roads
in
leeds
you're,
probably
aware
that
we
do
categorize
our
roads,
which
breaks
down
into
emergency
routes
leading
to
hospitals
and
major
infrastructure
cat
one
roads
which
are
bus
routes
and
school
links.
Category
two
which
are
medium
business
areas,
shopping
areas,
doctor
surgeries
and
medical
centers
and
the
the
remaining
category
is
remaining
roads
dependent
on
resources.
So
without
trying
to
simplify
too
much
is
that
we
do
all
those
major
three
three
areas.

First,
and
if
we
do
get
the
opportunity
and
there's
still
availability,
we
will
start
going
out
to
some
of
the
more
local
networks
and
some
of
the
smaller
estates
and
gritting
there
wherever
that's
possible.

might
be
a
particular
interest

terms

we

seeking
people's
comments
to
see
if
it's
fit
for
purpose
and
so

before
we
do

It's
basically
a
flowchart
and
a
diagram
which
breaks
down
the
reasons
why
rows
have
been
gritted
and
and
why
they're
not
basically
and
we're
hoping
that
if
we
can
share
this
and
members
of
the
public
will

online

look

they'll

to
understand
mainly
why,
if
their
roads
not
being
greeted,
why
it
hasn't
been
getting
gritted
and
give
quite
a
rationalist.

during
the
winter
period,
obviously
the
roads
get
curled
and
we
we
set
about
gritting
the
roads.
We
it's
not
just
a
question
of
sort
of
sticking
the
finger
in
the
air
and
and
checking
the
air,
the
ambient
air
pressure
air
temperature
to
see.
If
it's
going
to
be
cold
enough
to
freeze
and
cause
a
hazard,
we
do
have
some
quite
sophisticated
tools
and
equipment
that
that's
able
to
monitor
the
road
temperatures
and
the
ambient
air
air
temperatures,
which
does
give
us
a
really
good
indication
whether
we
need
to
go
out.

Obviously,
it's
a
very,
very
expensive
exercise
to
grip
the
roads
of
leads,
so
we
do
need
to
be
quite
spot
on
with
that.
So
so
it's
all
about
accurate
weather
recording
just
going
going
on
now
to
the
gritter
tracker.

We
introduce
this
to
help
support
the
economy
by
giving
citizens
and
visitors
mr
lee's
the
tools
to
chew
to
true
driving
routes.
I
either
can
look
on
the
the
the
live
track
and
see
if
their
their
roads
have
been
greeted
and
make
an
informed
decision
about
whether
they
choose
to
drive
or
not
help
reduce
call
times
and
pressures
to
the
contact
center.

in

the
bilal
center,
have
both
been
a
huge
success
and

updated
leaflets

distribute

community
members

now
available

they
can
go
and
collect

the
centers
are
open
between
wednesdays,

Hesitancy
leaflets,
working

faith
leaders
and
public
health
have
developed
some
corvid

vaccination
leaflets
focusing

leaflets
feature
information
on
some
of
the
myths
and
barriers
that
are
being
raised
by
local
communities.

they
also
have
some
positive
statements
provided
by
faith
leads,
but
also
the
nhs
staff

importantly

leaflets
have
been
translated
into

languages,
and
they
also
have
a
qr
code
on
the
back,
which
you
can
scan.
That
provides

verbal
translation
of
the
leaflet
in
any
of
those
13
languages
and
and
in
terms
of
the
public
health
resource
center.
Once
again,
as
we
talked
about
leaflets,
they
can
also
send
those
out
internally
to
some
of
the
centers
that
are
referenced
in
that
update
report,
and
they
can
also
send
them
out
to
external
organization.

I
just
think
it
was
really
important
to
draw
a
reference
to
that
and
and
then,
if
I

move
on

the
children
and
young
people
and
once
again,
we've
got
the
champion
of
councillor
reagan,
and

just
want

we

in
terms
of
the
youth
summits
and
I'm
sure,
for
reasons
that
everybody
will
be

what
we've
decided
to
do
is
push
back
the
youth
events
into
next
year.

assurance

however,
is
that
we
will
circulate
the
online
consultation
survey
and
we've
already
got
that
created
through

voice

influence

that
to
good
effect.
Last
year,
not
just

inner
east
committee

across
the
other,
nine
committees
and

that
will
allow
as
many
young
people
as
possible
to
provide
their
feedback
and
in
principle
that
will
inform
the
budget
spend
for
the
inner
east
committee
for
the
next
financial
year.

know

youth
partners
worked
speedily
using
funding
from
leed
city
council
to
coordinate
the
following
activities
and
we've
got
a
list
of
some
of
those
activities
below
so
we've
got
outreach
sessions,
we've
got
diversionary
table
tennis
sessions,
we've
got
fun,
packed
afternoons,
we've
got
residential
activities
and
we
know
all
of
that
combined
and
means
that
feedback
across
inner
east
from
most
residents
meant
that
they
were
able
to
enjoy
bonfire
nights
safely.

this
talks
about
gifting
and
aerials
and
and
obviously
everybody
will
be
aware
that
in
2019
aerials
in
particular,
so
lots
of
crowds
throw
fireworks
and
breaks
at
the
emergency
services,
and
I
but
he's
just
a
reference
that
13
people
have
now
been
convicted
following
that
incident,
with
five
people
receiving
prison
sentences
of
up
to
36
months
and
so
beginning
those
origins
narrowly
seven
years
ago,
other
offices
pledged
to
come
to
clamp
down
on
violence,
all
of
that
social
behavior,
with
a
real
focus
on
some
of
that
improvement
in
the
way
that
they
were
and
building
on
some
of
that
learning
from
previous
years,
and
I
know
that
that's
culminated
in
a
seasonal,
year-on-year
locality
working
response
with
a
really
important
emphasis
on
you
know
the
way
that
we
work
together
now.

feedback
has
been
that
the
vast
majority
of
residents
were
able
to
enjoy
bonfire
night
safely

and
once
again,
although
there
was
a
very
small
number
of
isolated
incidents,
those
were
managed
really

police,
but
also
west
yorkshire,
fire
and
rescue
service,
and
and

from

about

support

struggling
with

food
they're
actually
coming
to

the
school,
which
is
a
trusted

to

nurse

managed
to
get
33
people
vaccinated,
which
is
really
good.

whilst
the
numbers

low

some
areas,
perhaps

different
ways

it

reason

being
different

negative

flexible

feedback
in
relation
to

of
those
long-standing
issues

to

happened

things
calmed
down
and
got
better

and

were
no
marshals
at
all
and
it
was
absolute
chaos
there
were

were
cars,
parking
on
people's
verges
and
double
parking
and
cars
couldn't
get
through.
So
perhaps
just

reminder

contract
needs
to
provide
adequate
marshalling
might
solve
the
problem.
