If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Good
morning
and
welcome
this
is
debbie
oldham
from
governance
services
under
agenda
item.
One
councillor
andrew
hutchison
was
nominated
as
chair
prior
to
the
start
of
the
meeting.
Are
all
members
agreeable
with
this
yeah?
Thank
you
right
then.
I
now
formally
elect
councillor
hutchinson
as
chair
for
this
meeting.
Thank
you
over
to
you.
B
Thanks
debbie
good
morning,
everyone
welcome
to
this
remote
hearing
of
the
licensing
subcommittee.
My
name
is
councillor
hutchinson
I'll
be
sharing
today's
hearing
before
I
proceed
further,
could
I
remind
everybody
that
today's
meeting
is
being
streamed,
live
on
the
city
council's
youtube
channel?
Could
I
ask
please,
for
the
members
of
the
subcommittee
to
introduce
themselves
there,
we
have
councillor
bethel.
A
Good
morning,
everyone
councillor
hannah
bithell,
representing
kirkstall.
B
Thanks
councillor
bessel
and
we
have
councillor
garth
white.
B
Thank
you.
I'd
like
to
start
the
hearing
today
by
confirming
that
this
meeting
of
the
licensing
subcommittee
does
meet
the
requirements
of
the
council's
constitution,
even
though
members
of
the
panel
are
in
remote
attendance,
while
items
today
will
be
fully
discussed,
as
is
usual,
the
remote
attendance
requires
a
few
slight
changes
as
to
how
we
manage
the
debate.
B
Therefore,
can
all
attendees
mute
their
microphones
unless
I
invite
them
to
speak,
this
avoids
disruption
from
background
noise
and
also
can
all
participants.
Please
keep
their
cameras
on
during
the
hearing,
and
all
participants
will
be
invited
to
introduce
themselves
at
the
start
of
the
hearing
to
make
it
clear
to
the
public
observers
who
will
be
involved
in
the
proceedings.
B
While
I
do
this,
I
just
ask
for
your
patience.
Could
I
now
invite
the
officers
to
introduce
themselves
please
I'll
start
with
their
legal
services.
D
B
And
just
for
the
benefit
of
people
attending
philip
is
having
some
technical
issues
with
her
camera.
That's
why
her
camera's,
not
on
and
entertainment,
licensing.
E
Good
morning,
thank
you,
chair
yeah,
my
name
is
matthew,
part
of
entertainment,
licensing
and
today
I'm
supported
by
martin
mulson.
Thank
you.
B
Thanks
debbie,
so
can
we
move
to
the
agenda?
Please
debbie.
A
Thank
you
under
agenda
item
2.
There
are
no
appeals
against
refusal
of
inspection
of
documents.
Item
3,
there's
no
exempt
information
item
4.
There
are
no
formal
late
items,
but
there
has
been
supplementary
information
which
all
members
should
have
received
and
it
has
been
published
to
the
website
agenda.
Item
five.
Could
I
ask
members
to
declare
any
disclosable
pecuniary
interests.
B
Thanks
debbie,
so
we're
going
to
agenda
item
six,
so
we
have
the
application
to
vary
a
premises
license
held
by
turquoise
restaurant
20-22,
harrogate
road
roardin
in
leeds.
B
Lf-1966Hj,
could
I
please
ask
the
applicant
and
their
representatives
to
introduce
themselves.
Please.
F
B
Thank
you,
okay.
Thank
you
very
much,
thank
you
and
then
could
I
please
ask
the
objectors
to
please
introduce
themselves.
G
Hello,
I'm
margaret
thompson
and
I've
submitted
an
objection
to
the
application.
B
D
F
We're
quite
happy
with
the
time
is
given
to
us.
Thank
you.
D
Thank
you
margaret
thompson
is,
would
you
prefer
to
be
called
miss
or
mrs
or
ms
thompson.
D
Thank
you,
then,
a
time
limit
of
15
minutes
will
apply
to
both
presentations
after
each
presentation.
The
subcommittee
members
may
wish
to
ask
questions
the
time
for
questions
to
be
asked
and
answered
is
in
addition
to
the
time
limit
set
for
presentations.
D
Please
note
that
we
do
not
permit
cross-examination
in
sub-committee.
If
any
party
feels
that
there
is
a
crucial
question
that
needs
to
be
asked
and
answered.
Please
do
not
ask
the
person
directly,
but
instead
make
a
request
to
the
chair.
Who
will
determine
whether
or
not
the
question
should
be
put
parties
may
request
permission
to
call
witnesses.
Can
I
ask
whether
either
of
the
parties
wish
to
call
any
witnesses
to
give
evidence
today.
F
Normally,
this
is
on
our
side.
Thank
you.
G
D
Thank
you.
All
documents
that
have
been
submitted
have
been
copied
and
circulated
to
the
subcommittee
in
advance.
You
should
all
have
the
same
original
packs,
consisting
of
a
main
bundle
number
to
53
and
a
supplementary
pack
of
six
pages.
If
anyone
does
not
have
those
packs,
could
they
please
unmute
their
microphone?
And
let
me
know
now.
D
Thank
you.
It
would
be
helpful
when
referring
to
documents
to
identify
which
document
you're,
referring
to
by
the
page
number
in
the
agenda
pack.
Additional
documents
may
now
only
be
tabled
with
the
consent
of
all
the
parties.
Are
there
any
other
documents
which
either
party
wishes
to
refer
to
nope?
Okay.
Thank
you.
Please
note
that
your
presentation
is
your
only
opportunity
to
address
the
subcommittee
direct,
so
you
should
try
to
make
sure
that
you've
included
everything
that
you
wish
to
say
and
have
taken
into
account.
D
The
committee
has
read
the
bundle,
but
this
hearing
is
an
opportunity
for
you
to
emphasize
or
expand
upon
any
particular
points.
You
would
like
the
committee
to
focus
on
after
your
presentation
and
after
any
questions,
the
committee
will
go
out
and
will
go
into
a
private
session
in
a
virtual
breakout
room.
If
members
don't
have
any
additional
questions
to
ask,
they
will
return
to
the
main
meeting
to
ask
those
questions.
D
For
that
reason,
all
parties
are
asked
to
remain
in
the
meeting
room
until
they're
asked
to
leave.
All
the
parties
present
will
be
informed
once
the
hearing
is
ended
and
will
be
advised
to
the
decision
in
writing
within
five
working
days
of
today.
If
anyone
has
any
questions
or
concerns
about
the
procedure,
I've
just
outlined.
Please
unmute
your
microphone
now
and
let
me
know
no
thank
you.
E
Yes,
certainly
thank
you
chair,
so
members
of
the
licensing
subcommittee
are
asked
to
consider
due
to
the
receipt
of
representations
and
application
to
vary
a
premises
license
for
turquoise
restaurant
20
to
22,
arrogat,
road,
road
and
leeds
ls19.
E
E
Contrary
to
the
report,
the
application
has
in
fact
attracted
a
representation
from
west
yorkshire
police.
We
suggested
a
total
of
four
additional
measures
that
the
applicant
has
agreed
to
these
range
from
strengthening
the
existing
cctv
measures,
preventing
the
removal
of
open,
glasses
and
bottles
from
the
premises
not
to
use
the
external
area
beyond
10
pm
and
in
the
manner
that
does
not
cause
disturbance
to
nearby
residents
and
businesses
and
the
maintenance
of
an
incident
report.
Log
on
the
premises,
a
full
copy
of
the
police
representation
and
the
agreement
is
included.
E
The
application
has
also
attracted
a
total
of
nine
individual
letters
of
representations
from
other
persons,
including
one
from
rorden
parish
council.
These
representations
expressed
concerns
mainly
on
the
grounds
of
public
nuisance
and
redacted.
Copies
are
available
appendix
date
on
page
31
of
the
report,
and
that
chair
is
an
outline
of
the
application.
Thank
you
thanks.
F
Hello
thanks
for
the
opportunity
again,
my
name
is
ali.
Also,
first
of
all
our
applica,
our
application,
it
doesn't
actually
change
as
much
as
all
the
objections
suggest.
They
have
been
operating
at
the
place
for
the
past
10
years
and
during
this
covet
19
what
we
realized
as
everybody
call
it
as
you
can
see
it
all
in
the
news
and
ever
all
around
this
something
called
new
normal
and
we
do
not
know
what
the
future
will
bring
and
how
it
would
be
like.
F
Based
on
the
information
and
based
experience,
we
have,
after
the
first
lockdown
a
lot
in
social
distances.
We
have
to
reduce
our
number
from
inside
and
always
there
a
few
people
wanted
to
stay
outside
all.
We
want
to
do
really
to
increase
that
hours
just
simply
by
two
hours
and
we
have
been
comply
with
the
law
by
all
these
times.
Similar
objections
and
mentions
that
some
of
the
objections
mentioned
the
parking
area.
F
We
will
point
out
in
this
there's
no
objection
from
environment,
health
and
there's
no
objection
from
the
police,
as
came
to
our
intention
and
they're.
Absolutely
fine
with
our
applications.
Parking
wise.
Our
operating
hours
is
start
be
open
at
5.
F
Before
that
I
have
actually
went
and
counted.
There
is
19
businesses
within
50
50
yards
of
our
surrounding
that
is
include
at
three
cafe
of
them
who
serves
alcohol.
F
One,
a
bar,
which
is
called
roden
mustache,
who
is
also
got
license
up
till
10
pm
and
there's
also
wanted
specifically
to
mention,
is
peace
hill
restaurant
hotel,
who
has
got
a
capacity
of
120
people
and
actually
participating
on
weddings,
funerals,
birthdays
such
a
large
gatherings
and
so,
and
it's
got
license
actually
to
serve
alcohol,
I
believe,
is
either
10
p.m
or
11
p.m.
F
Yeah,
and
also
they
have
got
a
italian
restaurant
at
the
same
place.
Who
is
serving
food
and
alcohol
at
the
specified
time
too,
in
terms
of
new
zealand
and
also
one
thing
to
mention.
We
are
fine,
dining
restaurant,
some
of
the
applicants
or
similar
objections,
as
cam
might
have
misunderstanded.
We
do.
We
do
not
have
intention
to
change
that.
We
are
not
turning
our
guard
into
big
island,
simply
keeping
the
same
numbers
and
still
complying
and
be
serving.
We
are
only
entitled
to
serve
food,
alcohol,
video
food.
We
do
not.
F
F
Besides
that
regarding
the
parking
or
anything
like
that,
I
don't
want
to
show
any
evidence,
but
actually
one
of
the
objectives
who
has
claimed
that
we
would
create
a
parking
objection
actually
constantly
park
his
vehicle
in
front
of
our
restaurant
in
the
single
yellow
line.
We
do
not
encourage
anybody
and
we
do
not
allow
anybody
to
to
become
and
bob,
and
that
issue
is
a
polish
issue.
I
have
taken
some
photographs
as
during
this
lockdown
after
this
objectional
videos.
I've
actually
stayed
at
the
restaurant
for
three
days
just
to
observe
the
situation.
F
There's
a
lot
of
empty
spaces,
car
parks
and
I
must
stress
that
most
of
our
customers
do
come
in
a
taxi
and
drop
that
dropped
off
by
their
family
members
or
walking
in
terms
of
tights,
I'm
also
a
qualified
driving
instructor,
something
I
mentioned.
I
mean
in
uk
the
legal
time
for
the
horn
is
half
past
eleven
and
I
think
for
the
restaurant,
it's
a
personally
speaking
for
a
restaurant
to
be
able
to
open
at
10
p.m.
It's
a
quite
normal
time
coming
to
the
christmas
and
a
new
year
period.
F
It's
a
festive
period
as
we
all
know,
I'm
a
father
of
two
myself
and
I
I'll
lay
I
let
my
kids
to
stay
as
long
as
possible.
They
can-
and
I
would
say
it's
80
probably
90
percent
of
the
uk
are
in
the
same
boat,
it's
a
festive
time
and
only
in
them
night.
Some
of
the
customer
wish
to
stay
longer
I
know,
is
that
our
current
license
does
not
allow
us
to
and
because
we
are
law
abiding
people
and
like
to
run
our
businesses.
F
In
that
way,
we
are
trying
to
get
the
right
license
to
be
able
to
have
help
and
allow
our
customers
stay
longer
as
they
wish,
and
obviously
we
want
to
be
the
part
of
their
joy
at
them
special
nights
as
well,
and
the
research
such
as
some
of
the
claims.
As
I
said,
residential
some
objections
are
quite
personal,
I
believe,
such
as
they
want
to
check
our
beans
and
the
storage
somebody.
F
If,
if
there
is,
we
do
have
a
regular
clean
and
when
we
do
deep
clean,
we
do
put
our
furnitures
outside
and
so
on
and
the
beans
we
usually
do
to
clean
it.
I
must
stress
our
stuff
during
the
day
not
at
evening,
because
we,
because
we
open
at
5
00
pm,
usually
member
staff,
comes
around
three
or
half
past
three
three
to
3
30
p.m.
To
do
all
the
necessary
cleaning
before
we
reopen
for
the
food
services
again
as
well.
F
Bean
services
has
been
mentioned.
There
are
several
beans.
Yes,
there
is
but
also
have
mentioned.
There
is
a
19
shop
just
within
the
50
meters
of
us
and
there's
actually
there's
actually,
the
one
you
know
of
license
strategy
closes,
including
theirs.
There's
several
beans
there
due
to
the
several
business
being
around
there
is.
I
have
calculated
one
very
busy
butcher,
one
bridal
shop,
one
off
license
extremely
busy
and
he
is
allowed
to
serve
alcon
and
is
open
till
10
p.m.
F
There's
a
coffee
shop,
three
cafe
bistro
one
boutique,
one
massage
shop,
three
extra
cafes,
two
restaurants
and
that's
just
within
the
50
yard,
really
parking
lot,
there's
a
lot
of
parking
spaces
and
we
are
actually
open.
Where
there's
a
majority
of
these
businesses
are
closed
or
about
to
close.
That's
when
we
start
operating
to
all.
A
B
C
B
B
Thank
you
on
that
basis,
then.
Can
I
hand
over
to
margaret
thompson
please
to
present
your
case.
G
Thank
you.
I
feel
you've
got
an
important
decision
to
make
today
because
it
risks
tipping
balance.
G
It
risks
upsetting
a
delicate
balance
here
between
the
commercial
and
the
residential
is
largely
a
residential
neighborhood
back
in
2011,
when
the
council
were
looking
at
it
for
a
conservation
area
appraisal,
they
described
it
as
residential,
and
I
agree
with
council.
The
point
where
turquoise
is
situated
is
a
mix
of
commercial
and
residential
I've.
G
We've
always
lived
alongside
the
commercial
here
and
they've
done
so
happy
happily
and
comfortably,
and
that's
what
we
want
to
continue
doing.
We
don't
seek
to
frustrate
to
acquire
this
business,
which
has
been
operating
successfully
here
for
quite
some
time
now,
but
we
want
to
keep
the
balance
as
it
is
and
feel
that's
important
to
achieve
the
licensing
objectives.
G
Because
there
are
a
number
of
family
homes
around
here,
the
applicant's
size,
the
number
of
businesses.
There
are
also
a
lot
of
homes.
I
think
they're
quite
visible
from
the
map
that
the
officers
supplied,
certainly
within
close
proximity.
G
G
G
G
G
This
application
also
has
permission
to
serve
alcohol
till
half
past
midnight.
On
christmas
eve
and
new
year's
eve.
I
don't
mention
this
in
my
written
representation,
but
I
do
object
to
it
because
at
that
hour
there
are
residents
here,
both
young
and
old,
who
are
sleeping.
They
deserve
to
do
so
in
peace.
G
I
will
just
mention
peasel
house,
because
the
applicants
have
mentioned
them
and
the
operations
there
have
been
very
quite
this
year
for
obvious
reasons
with
coved,
but
it
is
a
business.
That's
been
functioning
a
long
time.
It
does
cater
for
weddings
and
functions.
I
believe
their
license
is
until
11
maximum
I've
been
there
at
functions.
At
that
hour
of
night,
I've
been
there
at
weddings
where
the
disco
has
been
playing
and
one
or
two
of
the
dancers
have
opened
windows,
because
they're,
hot
and
the
staff
have
come
round
and
closed
them.
G
As
the
applicant
also
mentioned,
we
have
a
new
venture
called
the
warden
mustache
on
the
parade.
The
parade
was
previously
very
much
family
shops
that
served
the
needs
of
local
people,
but
that
has
changed,
which
is
why
I
talk
about
the
balance
tipping.
G
We
don't
know
yet
the
impact
of
ward
and
mustache,
because,
regrettably,
since
they
opened
con
covid
restrictions
have
applied,
but
I
assume
it
will
mean
increased
footfall.
It
will
mean
increased
parking
now,
and
I
would
refer
you
too
again.
The
mention
that
I
make
of
others
on
licensed
premises
on
harrogate
road.
G
None
other
has
a
license
for
outdoor
serving
of
alcohol,
and
this
is
because
the
council
has
put
in
place
appropriate
restrictions
for
this
neighborhood
and
they've
protected
us
in
that
way,
and
I
hope
that
the
council
will
continue
to
do
so.
Regarding
planning,
I
refer
again
to
my
written
evidence
and
I'm
puzzled
about
this.
G
G
G
Numbers
19
to
27
on
harrogate
road,
which
are
all
family,
where
they're
all
residential
properties,
19
being
apartment,
the
rest
being
houses,
none
of
them
have
of
street
parking
they
have
to
park
here
to
across
his
own.
Full
car
used
by
previous
owners
for
parking,
is
now
fenced
off
and
has
become
their
outdoor
dining
area
parking
for
the
business
next
door.
At
number.
18
has
restricted
access
number
12.
Formerly
a
shop
recently
opened
as
a
cafe
operating
until
5
pm.
G
There
used
to
be
parking
at
micklefield
house
across
the
road
mcfield
house's
large
building
former
council
offices,
but
in
that
vicinity,
mickelfield
lodge
has
recently
been
converted
from
former
council
officers
to
five
family
homes
and
nickelfield
house
itself
is
scheduled
to
be
converted
to
eight
residential
parliaments,
all
of
which
will
have
allocated
parking
spaces
which
were
previously
open
to
the
public.
G
I
believe
there's
absolutely
no
capacity
for
additional
demand
for
parking
vehicles
regularly
park
illegally
on
footpaths
and
dangerously
close
to
bends,
and
this
will
only
get
worse
if
licensing
hours
are
extended
with
implications
for
public
safety.
I
have
sent
a
photograph
that
was
taken
relatively
recently
in
august,
which
shows
some
of
the
problems
some
of
the
evenings.
G
I've
got
an
email
dated
the
18th
of
august,
informing
me
of
that
absolutely
nothing's
changed
since
august.
The
potential
for
public
nuisance
is
clearly
as
great
now
as
it
was
then,
in
my
view,
granting
this
application
would
exacerbate
existing
noise-related
nuisance
and
safety
related
parking
issues
and
in
as
much
granting
it
would
not
meet
the
licensing
objectives.
B
Thank
you,
mr
thompson.
So
would
members
like
to
go
to
questions
before
we
have
the
summing
up
by
the
applicant.
B
A
Yeah
I'd
like
to
ask
about
or
emphasize
the
question
about,
the
planning
commission
issues
and
whether
there
is
any
work
being
done
to
get
the
correct
planning
permission
or
if
you've
already
got
it.
A
F
Okay,
based
on
planning
permission,
I'm
completely
aware
of
what
mrs
thompson
has
mentioned
and
we
are
agree.
Although
the
alcohol
license
goes
up
till
11
o'clock,
we
do
not
serve
I'll
call
a
bit
closer
at
10
p.m,
purely
because
the
planning
permission
allow
us
to
and
that
information
we
also
because
of
this
covet
19.
We
have
been
working
on
and
is
really
struggling
to
find
somebody
who
would
represent
in
a
bid
planning
permission,
but
we
are
trying
to
or
we
will.
F
We
will
make
application
very
shortly,
as
we
came
to
agreement
with
one
of
the
agents
who
will
represent
us,
and
that
will
also
be
permitted
very
shortly.
But,
having
me
saying
this,
it
will
be
no
different
than
the
time
schedule
is
asked
at
this
application.
So
because
it
we
actually
contradict
itself
some
of
the
times.
You
know
the
alcohol
licenses
and
that
will
also
reduce
that
much
each
other,
so
it
would
not
go
beyond
10
p.m,
as
they
are
also
have
good
family.
F
We
don't
think
beyond
that
is
suitable
for
us
as
well,
so
that
will
be
something
to
be
dealt
with
by
by
our
agent.
We
have
kent
agreement
and
it
would
be
doing
a
presumably
video
in
10
days
to
two
weeks.
Hopefully.
A
F
All
be
honestly,
we
weren't
going
to
do
it
before,
but
because
all
these
situations
we
didn't
want
to
do
something
that
we
are.
We
don't
have
much
of
a
knowledge,
so
we
want
to
have,
let's
say
some
professional
opinion
and,
let's
say
help.
Somebody
know
what
they're
doing
and
that's
why
it
took
us
a
little
bit
longer
and
the
same
thing
to
come
to
our
intention
during
discovery
19
as
well.
A
So
does
your
current
planning
permission
match
your
current
outside
doesn't
matter
it
doesn't
I'll
call
it.
F
No,
it
doesn't
that's
something
have
came
to
our
intention
to
be
honest
with
you,
we
mainly
serve
inside
of
the
state,
but
because
this
coffee
19
a
lot
of
people,
at
least
after
you
know,
I
want
to
just
you
know,
just
compromise
that,
and
it
doesn't
so
now
because
of
it.
We
want
to
match
our
planning
permission
with
our
alcohol
licensing
too.
A
Okay,
the
other
question
is
it
doesn't
in
your
application?
It
doesn't
talk
about
any
extra
conditions
you're
putting
on
so
I
just
wanted
to
know
what
you
guys
are
gonna
do
to
control
the
noise
from
eight
till
ten.
F
First
of
all,
we
don't
we
don't
play
music
outside.
If
you
don't
have
license
to
do
that
so
and-
and
if
you
don't,
if
you
don't
allow
that-
and
it's
only
permitted
to
six
so
we're
not
going
to
be
on
that
either
we
always
collected
classes
before
and
we
we
do
every
and
if
anything
majority
of
our
customers
are
sensible,
family-oriented
customers
as
well
so
they're,
mainly,
I
would
say,
sensible
and
if
anything.
Until
this
day
there
has
been
as
mrs
thompson
included.
F
And
with
all
honesty,
if
you
put
it,
I
mean
I'm
originally
from
turkey.
Let's
say
eight
is:
seventy
percent
of
the
year
is
mostly,
people
are
can't
sit
outside
participate
outside
due
to
weather
condition
anywhere
really.
C
Yes,
I
do
have
questions
for
the
applicant,
please.
You
said
that
alcohol
is
only
served
with
food.
How
about,
if
someone's
had
their
meal,
but
they
then
want
to
order
another
drink,
but
they
have
finished
eating.
Are
they
allowed.
F
As
long
as
within
the
time
limit
permitted
yes
about
starting,
but
we've
got
three
course
meals.
F
I
don't
you
don't
have
any.
I
can't
remember
any
questions
actually
come
in
just
for
the
purpose
of
alcohol
and
if
it
goes
beyond
time
that
permitted
to
us,
we
refuse
to
do
so.
We
simply
ask
them
that
they
are
closing
and,
as
I've
came
to
just
the
night
before
lockdown
with
this
second
lockdown,
I
was
actually
the
help
in
person.
Yeah,
I
would
say,
and
one
of
the
table
was,
I
think
it
was
quantity
tonight.
I
wanted
personally
to
say
that
we
are
closing
at
10
p.m,
and
they
must
leave
very
shortly.
C
F
That
would
go
for
every
each
single
restaurant
that
is
open.
It's
possibility.
C
Okay,
thank
you.
You
and
the
objective
said
very
different
things
about
parking.
You
said
that
it
was.
There
was
plenty
of
parking
space.
The
objector
says
that
there
is
not
and
it's
been
reduced.
C
I
suppose
that's
a
question
if
one
says
one
thing
and
another
says
another,
but
you
also
say
that
the
taxi
most
people
come
by
taxi
now
taxis
can
make
an
awful
lot
of
noise
when
they
come
to
pick
people
up,
there's
banging
of
doors.
There's
people
going
outside,
even
if
they've
eaten
inside
they're,
then
obviously
going
outside
to
get
into
the
taxi.
F
Okay,
based
on
the
information,
first
of
all,
I
wouldn't
say
that
is
actually
extremely
busy
right
and
I
work
guys
actually
to
airport
ortly
harrogate.
So
I
would
say
it's
it's
an
extremely
busy
road
that
lead
to
so
many
places.
So,
regarding
the
noise
level,
I
never
go
down,
as
has
been
claimed
to
other
than
that
nowaday
engine,
I
would
say,
I'm
a
driving
instructor.
Many
of
them
are
extremely
quiet.
F
I
don't
know
many
I
mean,
or
in
all
these
some
engines
are
sounded
like
a
tractor,
but
nowadays
are
very,
very
quiet
and
getting
into
the
taxis
and
leaving.
I
think
I
think
it
takes
seconds
rather
than
minutes
and
that
could
be
just
created
by
the
walker.
So
are
we
going
to
stop
people
walking
on
the
pavement
during
that
night.
F
F
So
we
have
got
two
three
door
next
to
us,
actually,
our
regular
customers
and
we
and-
and
I
would
say
if,
if
you
put
over
the
road
because
on
monday
just
for
everybody
know
they
are
not
open
on
the
monday
and
including
the
eat
out
and
help
out,
I
want
to
think
we
did
not
participate
in
that
and
six
days
a
week
I
would
say
only
friday
and
saturday
that
probably
it's
our
busiest
night
other
than
that
the
monster
closed
at
9
00
p.m.
We
don't
copy
on
that.
C
Okay,
I've
noted
on
page
33
from
one
of
the
objectors
that
they've
observed
a
lack
of
social
distancing
taking
place.
How
are
you
dealing
with
that
in
the
time
of
covid,
especially
when
people
leave
on
on
a
on
a
friday
and
saturday.
F
F
We
did
not
participate
and
eat
that
help
out
because
of
the
risk
of
these
social
distances,
because
we
did
not
believe
we
could
actually
deal
with
it.
So
therefore,
we
did
not
participate
in
ita
and
be
closed
early
than
actually
participate
time
because
and
other
than
not
every
customers.
I,
if
I
knew
I
would
be
quite
happily
to
bring
all
the
measures
that
we
put
into
place.
F
We
divided
our
tables
and
actually,
if
you
look
at
one
of
the
objections
they
said,
we
have
put
extra
tables
outside,
and
that
was
purely
because
of
these
social
distances.
Because
of
previous
plan
people
were
sitting
closer
and
because
of
social
distances.
We
have
to
put
some
of
the
tables
and
chairs
outside
and
store
them
there
for
the
period
of
opening,
and
I
have
to
put
them
back
just
before
we
close,
so
we,
I
believe
as
a
business
right,
we
did
everything
they
can
to
be
able
to
avoid.
F
They
send
us
the
police
twice
and
I
do
and
I
think
it's
the
same
objector.
I
believe
as
he
liked
it.
It's
an
ongoing
issue
from
him
for
a
long
time,
but
police
came,
she
looked
at
the
situation
and
actually
and
actually
apologized
and
says
I
can't
see
you
doing
everything
you
can
and
left
the
place
with
apology.
That's
all
I
can
say.
C
But
just
one
other,
could
you
just
clarify
to
me?
I'm
sure
it's
in
here
how
many
tables
covers
you
are
allowed
to
have
outside?
Yes,.
B
F
F
F
F
And
and
sorry,
one
simple
thing,
and
during
that
time
the
one
thing
happened
is
we
replaced
the
tables.
Obviously,
during
at
this
time,
we
struggled
to
find
a
place
for
some
of
the
tables
now
they're
all
being
removed.
All
the
all
the
table
has
been
put
into
storage
elsewhere
and
that's
no
longer
the
issue
either
right.
F
No,
no!
What
whatever
it
is?
It's
it's
in
the
in
there!
It's
actually!
I
don't
know
if
you've
seen
outside
the
restaurant,
we
don't
have
anywhere
to
actually
cover
up
with.
So
if
it's
live
raining,
we
wouldn't
reach
that,
and
christmas
and
new
year
is
extremely
cold
times
of
the
year.
Nobody
sits
outside,
even
if
it's,
even
if
you
give
free
meals,
they
wouldn't.
B
Thanks
councillor
garthwaite,
yes,
I
have
a
few
questions
as
well.
B
In
2014
you
applied
for
a
variation
that
I
believe
extended
the
hours
till
eight
o'clock
that
was
granted.
I
wondered
just
besides
the
coving
situation
this
year.
What
has
changed
between
then
and
now
that
you
require
the
extra
two
hours.
F
Some
costume
is
required
and,
as
mrs
thompson
says,
maybe
some
of
them
decide
and
they
feel
as
when
you,
when
you're
kind
of
serving
food
or
when
you
operate
in
place,
is
trying
to
keep
the
balance.
So
when
somebody
asks
a
constantly
refusing
or
telling
them,
no
symptom
can,
let's
say,
reduce
the
regular
customers.
So
you
can't
so
because
we
had
a
little
bit
of
a
few
people
asking
oh,
you
know
I
get
tried
and
we
had
advice
from
one
of
the
customers
says.
F
Well,
you
could
try
to
extend
which
never
crossed
our
mind,
if
I'm
honest
and
when
that
customer
says,
and
they
were
also
russian
donors
gave
us
a
little
bit
of
advice
inmates.
It
made
all
sense
and
as
though
you
said
besides
the
covet
19,
I
don't
think
I
can
put
covet
19
into
your
site
as
it
has
changed
a
lot
not
just
for
us
but
for
all
around
the
world
and
make
you
think,
look
differently
into
your
business
and
every
part
of
your
life
as
well.
B
Okay,
with
regards
to
the
outside
area,
do
you
have
standing
drinking
people
or
are
they
purely
just
there
for
a
meal.
F
We're
not
allowed
to
if
we
don't
encourage
you
to
and
if
anybody
that
these
member
staff
all
been
made
aware
that
ask
them
to
bring
their
book
bring
their
drinks
strictly
outside.
F
B
B
F
Basically,
the
way
we
operate
we
operate
in
a
two
hour
basis,
so
anybody
comes
half
past
nine.
You
couldn't
you
couldn't
have
anything.
But
if
somebody
comes
at
night
somebody
will
come
at
nine
o'clock.
The
last
food
should
be
completed
from
the
kitchen
9
30.,
beyond
9
30.
Nothing
will
be
cooked
in
the
kitchen.
So
you
need
to
come.
Let's
say
nine
o'clock
to
be
able
to
get
your
meal.
F
B
Okay-
and
then
you
mentioned
that
friday
and
saturday
nights,
probably
the
the
busier
nights,
and
I
wondered
if
you
would
be
minded
to
have
a
variation
just
for
friday
or
saturday
or
is
it
the
monday
to
sunday
what
you're
requesting.
F
Basically,
we
pre-booked
a
restaurant,
only
so
majority
of
customers
and
this
member
staff
knows
what
they're
having
friday
and
saturday.
We
don't
do
works
for
friday
saturdays
and
we
don't
go
beyond
our
limit
and
the
licenses
that
are
permitted
to
either.
B
You've
asked
for
the
you've
asked
for
a
variation
for
monday
to
sunday,
and
you
said
friday
and
saturday
are
your
busiest
days
would
if
a
condition
were
to
be
applied
for
just
friday
and
saturday?
Would
that
be
acceptable,
or
would
you
still
be
looking
from
monday
to
sunday?
Is
that
clearer.
F
B
A
F
Okay
and
the
answer
to
that
is,
as
we
mentioned,
the
weather,
we
can't
predict
the
weather
under
current
circumstance
and
we
have
been
damaged,
probably
the
one
of
the
worst
damage
in
the
business
side
of
the
kovit
19.
As
you
probably
see,
and
because
of
the
weather
prediction,
I
I
think
we
would
still
go
for
the
whole
week
as
putting
into
account.
You
say
we
are
closed
on
monday,
so
maybe
the
weekend,
because
many
people
check
the
weather.
So
if
the
weekend
is
going
to
be
raining
sometime,
people
come
during
the
week.
B
Okay,
thanks
for
that-
and
I
just
have
one
more
question
for
the
applicant
prior
to
this
variation
being
submitted
and
any
sort
of
previous
variations
that
you
have
put
forward.
Has
any
consultation
been
done
with
the
neighbors.
F
Some
other
some
other
local
businesses
that
we
had
consultations
and,
to
be
honest
with
you
as
I,
as
I've
already
mentioned
majority,
our
customers
are
neighbors
anyways.
Actually,
speaking
to
my
well
client,
I
would
say
not
quite
so.
He
is
actually
surprised
for
all
these
objections.
I'd
be
not
surprised
about
two
of
them
not
not
to
be
very
specified,
but
for
the
others
he's
surprised.
We've
got
a
really
really
good
relationship.
I
would
say
I
would
say
majority,
but
I
would
like
to
say
all
of
them
seen
these
objections.
F
They
wouldn't
make
all
of
them.
I
guess,
but
we've
got
great
relationship
and
some
of
them
during
their
attendance
to
our
ration
has
been
consulted
and
none
of
them
had
the
objection.
They
said
it's
good
idea,
yeah,
it's
10
like
10x,
not
two,
but
as
long
as
you
know
it's
not
too
late,
then
that
was
the
most
impression
we
received.
I
would
say.
B
Okay,
thank
you,
and
I
just
have
one
question:
please,
for
miss
thompson
up
to
date,
have
have
turquoise
been
a
good.
G
Been
neighbor
have
been
some
times
when
we've,
when
noise
is
intruded
into
people's
homes
and,
and
that
tends
to
be
when
they've
been
serving
past
8
p.m,
and
and
the
wine
flows
and
groups
of
people
together
get
noisier,
and
that
has
happened.
Otherwise
I
don't
think
we'd
be
objecting
and
there
are
regularly,
I'm
afraid
more
tables
outside
than
the
six
covers
that
are
permitted,
and
I
attached
a
photograph
which
was
taken
from
their
own
website,
which
I
think
illustrates
that.
G
But
yes,
there
are
disturbances,
sometimes
they've.
We
just
don't
want
that
to
become
a
regular
feature,
and
I
think
this
application
risks
that
well
you
take
that
occasional
disturbance.
You
know,
that's
that's
one
thing:
regular
disturbance
is
another.
B
Sure,
okay,
okay,
I
have
no
further
questions.
Members
do
they
have
anything
more
they'd
like
to
ask.
B
No
I'm
guessing!
No.
In
that
basis,
could
I
ask
please
the
applicant,
I
think
you
have
five
minutes
to
sum
up.
F
First
of
all,
as
I
said,
it
is
not
intention
to
disturb
or
change
anything
in
the
surrounding
or
disturbing
neighbors
as
miss
transformations,
if
anything
be
quite
ability
if
she
comes
to
us
happily
to
try
to
deal
with
it.
Of
course,
her
situation
is
important
to
us,
also
mentioned
in
ten
years
time.
Tenure
stays
a
quite
long
time
within
that
10
years
time.
There's
a
lot
change.
F
I
can
simply
say
within
that
last
two
years,
there's
three
cafe
one
bistro
and
one
bar
open
at
the
same
street,
and
so
it's
I
would
say
that
part
of
the
street.
I
would
more
personally
recognize
as
a
little
high
street
than
residential.
That's
my
personal
opinion,
not
my
client
opinion.
That's
how
I
observe
it
the
way
I
see
it
and
we're
not
asking
to
change
our
restaurant
into
beer
garden
and
also
mentioned
there
is
no
other
business.
I've
got
a
permit
for
the
outside
drinking.
F
That's
because
nobody
else
got
a
garden
in
surrounding
area.
Maybe
that
could
be
the
main
reason,
as
we
don't
only
have
checked
to
be
the
only
place
that
has
got
garden
to
be
able
to
serve
for
the
purpose
of
alcohol,
including
the
mustache,
if
you're,
only
asking
for
the
two
hours
increase,
and
specifically
some
of
the
objections
are
very
clearly
protecting
peaceable
hotel,
including
mrs
thompson.
F
What
you
said
is
a
very
subjective
regarding
I've
been
that
I
would
say,
there's
a
lot
of
customers
of
ours
also
complained
for
the
noise
coming
from
above
120
people
would
more
certainly
make
more
noise
than
30
people
are
allowed
inside
and
how
I
don't
understand,
how
could
120
people
live
in
the
cars
coming
in
the
taxis?
A
lot
of
cars
weddings
are
more
noisy
than
any
fine
dining.
F
I
would
say,
and
four
times
bigger
than
us,
it's
a
very
subjective
approach
and
also
got
italian
restaurant
that
they
serve
food
and
alcohol
in
a
regular
base.
So
some
of
the
objections
are
subjective
and
protective
they're
not
strongly
above
us.
I
would
say
there
is
a
bit
of
this
they're,
not
on
top
of
us
and.
F
A
F
A
F
News
agents
and
there's
news
agent,
also
made
a
complaint.
I
would
also
say
he
is
serving
alcohol
until
10
p.m,
and
and
he's
got
bar
right
next
to
it.
Next
to
him
regarding
the
parking,
I
would
also
say:
actually,
the
bus
stop
in
front
of
his
shop,
not
ours.
So
if
any
parking
issue
regarding
the
bus
not
allowed
to
park,
I
would
say
some
people
should
consider
day's
position
rather
than
hours
and
that's
about
from
the
top.
F
In
my
opinion,
we
don't
have
any,
as
I
said,
also
a
quiet
street
that
is
not
quite
road.
It's
a
busy
main
road
leading
to
the
airport,
who
does
international
and
national
flight,
as
well
as
the
very
well-known
touristic
place,
such
as
oatley
and
harrogate.
I
would
also
stress
them
out
too.
That's
all.
Thank
you
very
much
for
your
time.
B
Thank
you
very
much.
Do
members
before
we
go
to
deliberation.
Do
members
of
anything
that
they'd
further
like
to
ask.
C
Yes,
yes,
I
would
please
yes,
I
I
have
looked
at
the
website
and
this
issue
of
only
six
people
altogether
being
allowed
to
eat
outside
I
mean
quite
clearly.
The
picture
on
the
website
shows
a
great
many
more
than
six
people.
How
can
you
explain
that.
A
F
Be
honest
with
you,
as
my
applicant
says,
that
one
one
of
them
one
of
the
pictures
was
actually
it
was
something
that
he
says
has
done,
and
delphi
manager
was
manager
allowed
it.
So
it
was
once
we've
been
made,
aware
of
which
we
want,
which
they
weren't
aware
of
their
license
per
permission.
That
is
the
same
as
inside
and
outside
once.
F
They
were
made
aware
if
they
stopped
doing
that,
and
you
can
no
longer
say-
and
I
will
probably
they're,
not
the
greatest
in
social
media,
I
would
say
I
would
ask
them
to
remove
that
picture
immediately,
as
I
think
it
kind
of
brings
the
wrong
intention
some
language
where
and
that
will
be
dealt
with
it
immediately
as
well.
Apology
for
that
aspect
as
well
sorry.
B
The
subcommittee
will
now
move
to
private
session
where
we'll
deliberate
the
application.
Could
I
ask
please
that
all
the
parties,
including
the
applicant,
their
representatives
and
the
lighting
officer,
remain
available?
Should
the
subcommittee
have
any
further
questions?
B
If
there
are
any
questions,
then
you'll
be
invited
back
into
the
meeting
by
the
clerk
over
to
yourself.
Miss
oldham.
A
A
A
B
B
B
A
B
Great
thanks
for
your
patience,
everybody
often
these
take
a
lot
longer
than
than
expected.
So
yeah.
Thanks
for
your
patience,
we
we
do
have
just
a
quick
question
both
for
the
applicant
and
the
objector,
and
it
it's
that
quite
simply,
if,
if
the
subcommittee
were
minded
to
offer
a
friday
and
saturday
as
as
applied,
but
then
from
sunday
to
thursday
and
nine
o'clock
curfew
on
the
resale
of
alcohol,
how
would
that
work
with
the
business
plan
of
the
of
turquoise.
F
F
F
B
So
no
decision
has
been
made
at
all
as
part
of
the
deliberation
we
we
sort
of
caught
with
possible
conditions
that
could
both
benefit
the
applicant
and
also
take
into
consideration
the
objectives.
So
it
was,
it
was
something
that
was
sort
of
tabled
and
we
just
wanted
to
get
your
thoughts
on
that.
Okay,.
F
Well,
I've
just
got
his
opinion.
He
said.
If,
if
is
the
worst
cases
scenario,
he
would
accept
that,
of
course,
if
that's
your
decision,
he
would
be
happy
to
respect
that.
But,
of
course
our
full
intention
is
to
get
the
license
that
was
applied
for
something
we
also
forget
to
do
it
there's
also
road
and
festival.
I
forget
to
mention
that
new
year
and
christmas
time
it
happens
twice
a
year
as
well.
That's
something
we
forget
to
mention
during
the
christmas
period
too,
but
confidence,
but
I.
F
At
london
festivals,
many
many
people
goes
into
that
street,
something
they
forget
to
mention
which
is
really
important.
During
the
christmas
and
new
year
period,
there's
hundreds
of
people
gathering
that
street
as
well
something
new.
We
would
like
to
put
that
forward.
If
that's
possible,
we
forget
to
mention
it
okay,
great,
but
answer
wise
at
worst
cases
scenario.
If
they
don't
have
a
choice.
Yes,
but
mainly,
we
will
still
be,
would
like
to
be
considered
for
the
full
application
that
was
made
originally.
B
Right:
okay,
thanks
for
that-
and
I
guess
it's
the
same
question
to
the
to
mrs
thompson,
what
your
feelings
would
be
regarding
the
application.
If
the
subcommittee
were
minded
to
go
down
this
varied
route.
G
Yeah,
if
I
may
just
respond
to
something
you
mentioned,
then
about
rorden
at
christmas.
That
of
course
has
been
cancelled
this
year.
It's
a
festival
organized
by
the
parish
council
to
switch
on
the
christmas
lights,
and
there
are,
of
course.
A
G
Good
number
of
people
there
that
have
usually
left
by
nine,
because
it's
very
much
aimed
at
families
with
young
children
and
and
if
I
could
also
mention
that
I
should
take
it.
I
don't
know
where
the
italian
restaurant
is
that
the
applicants
referred
to
when
they
were
saying,
there's
an
italian
restaurant,
and
I
would
point
out
also
that
peace
hill
sits
in
grounds
of
its
own,
and
so
there
is,
but
they
don't
have
an
application,
a
license
for
serving
outdoors.
In
those
grounds,
their
license
is
limited
to
indoors.
G
So,
okay,
if
I
don't,
if
I
digress
the
question,
I
would
like
it
to
remain.
Yes,
I
would
like
it
to
remain
as
it
is
at
8pm,
the
friday
to
saturday.
Openings
later
I
mean
often
there's
people
sitting
outside
later
than
eight
anyway,
but
I
think
8
pm
is
suitable
in
terms
of
achieving
the
objectives
for
this
area,
which
is
very
much
a
mix
of
homes
and
businesses
and
has
been
for
I've
lived
here
a
very
long
time.
G
I've
seen
the
changes
on
the
parade
it
has
tipped
towards
cafe,
use
as
it
has
in
many
places,
and
we
want
to
keep
that
delicate
balance,
and
I
really
think
remaining
as
it
is,
is
the
best
way
to
keeping
that
balance.
I
understand
their
difficulties
at
this
time
with
kovi,
but
their
application
is
for
always
not
just.
B
Yeah,
I
think
yeah
thanks
that
when
we
are
making
decisions,
obviously
we
appreciate
that
covid
won't
be
around
forever,
so
it
doesn't
really
sway
the
position
or
deliberation
process.
Thank
you
and
okay
on
that
basis,
members
happy
that
we
can
continue
to
deliberate
without
any
further
questions
from
the
applicant
or
objector.
B
Yeah,
okay,
on
that
basis,
then
yeah
on
that
on
that
basis,
then
we
thank
everybody
for
attending
today.
Thank
you
for
your
patience.
While
we
do
deliberate
and
what
will
happen
now
is
we
will
stay
on
the
call
to
deliberate
further,
but
I
think
we're
done
with
questions
and
we
can
ask
people
that
you
can.
You
can
now
leave
the
meeting.
B
A
decision
will
be
sent
out
within
five
working
days
of
today
when
the
decision
is
made.
So
thanks
everybody
for
attending
and
have
a.
