A
A
B
B
B
Thank
you.
I'd
like
to
start
the
hearing
today
by
confirming
that
this
meeting
of
the
licensing
subcommittee
meets
the
requirements
of
the
council's
constitution,
even
though
members
of
the
panel
are
in
remote
attendance,
while
items
today
will
be
fully
discussed,
as
is
usual,
remote
attendance
requires
a
few
slight
changes
as
to
how
I
will
manage
the
debate.
B
B
B
Thank
you,
rob
brown
from
legal
services.
A
E
B
Moving
to
the
agenda,
could
I
ask
the
clerk
to
go
through
agenda
items
numbers
two
to
five.
Please.
A
B
B
D
Yes,
thank
you
chair.
This
is
an
application
for
the
grant
of
a
premises
license
for
ibm
mount
fisheries
at
17
ivy
mount
leeds,
9,
9
bs.
The
usual
procedure
for
such
an
application
is
that
the
applicant
addresses
the
committee
first.
Those
who
have
made
representations
and
are
in
attendance
then
address
the
committee
this
morning.
Of
course,
there
are
no
objectives
who
have
attended
in
in
order
to
address
the
committee.
D
The
applicant
does
have
the
chance
to
respond,
perhaps
in
this
case
following
questions
from
members
of
the
committee,
rather
than
representations
from
objectors
in
making
its
determination,
the
subcommittee
will
consider,
what's
appropriate
and
proportionate
to
promote
the
licence
and
objectives.
Those
objectives
are
the
prevention
of
crime
and
disorder,
public
safety,
the
prevention
of
public
nuisance
and
the
protection
of
children
from
harm
in
relation
to
time
limits.
The
licensing
regulations
allow
the
subcommittee
to
set
a
time
limit
on
presentations
and
where
there
are
more
than
one
party.
D
The
same
time
limit
applies
to
each
party.
The
usual
time
limit
for
this
committee
is
15
minutes
per
party,
and
the
applicant
can
ordinarily
choose
to
split
their
time
between
a
first
address
and
then
some
time
to
respond
to
to
objections,
and
possibly
in
this
case,
to
address
the
committee
following
questions.
If,
if
the
applicant
chose
to,
could
I
ask
the
chair
councillor
garthwaite
if
the
subcommittee
does
want
to
impose
a
time
limit
on
the
applicant's
presentation?
B
I
would
say
that
15
minutes,
as
is
usual,
would
be
sufficient.
Do
other
members
agree?
B
D
Thank
you
yes,
and
then,
in
that
case,
that
15-minute
time
limit
will
apply
to
mr
sidhu's
address
to
the
the
committee.
D
F
Yeah,
it
might
be
useful
for
me
to
outline
my
my
case
briefly
and
then
leave
the
rest
of
the
time
for
any
questions
later.
D
D
I
I
don't
think
it
will
arise
on
this
occasion,
given
that
there
aren't
other
parties
in
attendance
and
the
cross-examination
permitted
in
the
sub-committee
and
in
relation
to
witnesses
and
parties
may
request
permission
to
call
witnesses.
Could
I
perhaps
ask
mr,
is
there
anybody
other
than
yourself
who
you
would
want
to
speak
to
the
committee.
C
D
No
okay,
thank
you.
All
documents
that
have
previously
been
submitted
have
been
circulated
to
the
subcommittee
in
advance.
Can
I
perhaps
check
that
we're
all
working
from
a
pack
that
has
40
pages
to
it?
Is
that
what
we're
all
dealing
with
or
looking
at.
D
D
Good-
and
it
would
be
helpful,
mr
sidhu,
if
you
are
referring
to
documents
to
perhaps
mention
the
page
number
so
that
we
can
all
identify
which
part
of
the
the
document
we're
looking
at
and
additional
documents
can
now
only
be
tabled
with
the
consent
of
all
of
the
parties.
Mr
sidhu,
do
you
have
anything
additional
that
you
want
to
bring
to
the
subcommittee's
attention
during
the
hearing.
F
D
Not
at
least
now,
okay.
Thank
you.
Thank
you
and
please
note
that
your
presentation
is
your
only
opportunity
to
address
the
subcommittee
and
there's
no
further
right
to
sum
up
your
case,
so
you
do
need
to
make
sure
you've
said
everything
you
wish
to
say
and
to
have
taken
into
account
during
your
presentation
after
the
applicant
has
made
their
presentation
and
after
all,
the
questions
have
been
considered.
D
The
members
will
consider
whether
they
have
all
the
information
they
require
to
make
a
decision,
and
once
this
point
is
reached,
members
of
the
committee
will
go
into
a
private
session.
If
members
have
any
additional
questions
to
ask-
and
they
will
return
to
the
meeting
to
ask
those
questions
of
the
applicant,
the
councillors
will
then
return
to
private
session
to
make
their
decision
and
could
the
applicant
mr
sidhu,
please
remain
in
the
meeting
until
you
are
asked
to
leave
just
in
case
the
councillors
have
any
additional
questions
of
you
sure.
D
Yes,
all
of
the
parties
will
be
informed
once
the
hearing
has
ended
and
will
be
informed
of
the
decision
within
five
working
days
of
today.
D
E
All
right,
thank
you,
chair
I'll,
be
quick
I'll
outline
the
application,
so
members
are
asked
to
consider
application
for
the
grant
of
a
premises
license.
This
is
for
iv
mount
fisheries
17
ivormouth
leads
ls9.
The
application
is
made
by
mr
sidhu
and
proposes
a
sale
of
alcohol
consumption
off
the
premises.
Only
12
noon
till
12
midnight
monday
sunday
and
late
night,
refreshment
from
11
p.m,
to
midnight.
E
Also,
on
monday
or
sunday,
a
full
copy
of
the
application
form,
including
the
opening
hours
of
the
premises
and
the
measures
offered
by
the
applicant
to
promote
the
license
and
objectives,
can
be
found
appendix.
On
page
11
of
the
report,
the
only
responsible
authority
to
object
to
the
application
is
west
structure
police
who
suggested
measures
to
implement
cctv
requirements
and
age,
verification
policy,
all
sales
of
alcohol
to
be
ancillary
to
food
orders
at
the
premises
and
regulating
the
delivery
of
alcohol
products
with
food
orders.
E
So,
in
regards
to
other
persons,
the
application
has
attracted
a
joint
representation
from
three
local
ward
councillors
representations
from
two
local
residents,
all
opposing
the
application
on
the
grounds
of
crime
and
disorder
and
public
nuisance.
Redacted.
Copies
of
these
representations
are
included
in
the
agenda
pack.
On
page
33.,
the
the
applicant
has
made
efforts
to
contact
the
ward
councillors
and
one
of
the
two
objectives,
with
the
name
to
clarify
the
application
and
also
to
alleviate
the
concerns
raised
in
their
representations.
E
The
the
case
officer
was
also
acted
as
a
third
party
in
this
respect
forwarding
the
letter
to
the
remaining
objector,
who
was
requested
to
remain
anonymous
throughout
the
full
application
process.
E
The
licensing
authority
is
not
aware
of
any
response
from
any
party,
but
a
copy
of
the
letter
has
been
included
for
the
licensing
subcommittee's
consideration
appendix
e
on
page
37..
Finally,
chad.
I
would
like
to
draw
the
members
attention
to
a
list
of
licensed
premises
in
the
surrounding
area,
which
includes
their
license
activities
and
their
hours.
This
is
available
appendix
f
on
page
39,
and
that
chat
is,
is
the
application.
Thank
you.
F
Yes
sure
thank
you
chair.
Firstly,
I'd
just
like
to
make
some
clarifications
regarding
my
application
and
something
which
has
been
repeated
in
regards
to
its
hours
and
also
in
the
local
press
might
had
with
leads
live,
and
I
believe
you
actually
even
post
with
some-
I
I
guess
the
full
extent
of
the
application
being
quoted,
but
some
inaccuracies
there.
My
current
hours
are
12
to
2
p.m
and
then
4
30
to
8
p.m.
F
They
remain,
they
will
remain
my
licensing
hours.
They
will
remain
my
opening
hours
up
until
further
notice.
If
it
will
extend
later
on
it
should
deliveries
take
off,
it
may
go
until
9
or
10
p.m.
The
reason
I
put
the
12
midnight
time
was
to
give
it
a
wide
breath
for
for
for
one
of
occasions,
like
maybe
christmas
or
other
occasions,
good
friday,
and
things
like
that,
where
the
trade
traditionally
is
is
quite
quite
big,
so
that
was
to
be
the
the
first
clarification,
the
other.
F
The
other
clarification
I
would
like
to
or
another
comment,
or
maybe
I
should
just
go
through
my
my
my
statement.
Actually,
I've
held
a
dps
for
10
years.
I
was
previously
a
chief
executive
officer
of
a
charitable
organization
based
in
bradford,
where
I
was
a
dps
for
a
quite
a
large
center
in
in
in
the
city
center.
There.
F
I've
also
held-
and
I
was-
I
was
also
a
bar
manager
for
a
licensed
nightclub
in
the
northeast
and
a
takeaway
in
the
northeast,
with
with
no
issues
and
no
problems
since
also
working
in
the
northeast.
I
have
also
managed
to
gain
an
sia
doll
supervisor
license
being
a
nightclub,
so
I
have
an
additional
responsibility,
or
I've
had
additional
responsibility
of
managing
people
safely
and
responsibly
as
adult
supervisor.
F
So
I'm
really.
I
am
acutely
aware
of
the
responsibilities
that
I
need
to
hold
as
as
a
landlord
since
this
application
going
through.
I
have
also
managed
to
successfully
get
two
temporary
event,
notices
which
I
have
held
in
the
shop
as
a
trial
before
christmas
and
another
trial
before
and
if
I
was
to
be
granted
a
license,
so
that
was
managed
carefully
and
successfully,
so
I've
managed
to
to
do
that
without
any
problems
or
issues.
F
The
main
reason
for
the
and
the
premise
for
this
application
in
the
first
instance
was
the
demand
for
of
the
local
community
and
some
customers,
who
said
it'd,
be
good
if
if
they
could
pick
up
some
alcohol
on
when
they're
collecting
their
their
takeaway
food
on
an
evening-
and
this,
I
believe,
is
no
duplication
of
any
activity
as
there's
no
other
licensing
takeaway
around
in
the
area.
F
F
And
the
other
important
point
I
want
to
make
is
that
this
is,
as
it
is,
a
public.
It's
a
demand
for
public
requests.
I
do
want
to
work
with
the
local
community
and
any
law
enforcement
and
the
local
council
to
ensure
that
I'm
acting
responsibly
or
I'm
acting
more
locally
to
the
area
or
or
known
issues
or
problems
the
area
has.
I
do
want
to
point
out
that
the
press
didn't
help
the
situation
by
by
putting
the
headline
as
a
violent
area.
F
When
I,
when
speaking
with
local
people,
I
think
it
was
really
unfair
and
it
did
the
area
and
justice,
because
I've
made
a
commitment
to
taking
over
this
business.
So
I'm
invested
in
the
area
myself
and
I
I've
got
a
couple
of
properties
in
the
area,
so
I
know
the
area
from
at
least
the
last
10
years
and
it's
certainly
much
better
than
it
was
before.
F
So
I
think
it's
totally
unfair
for
the
headline
to
be
branded
as
a
the
area
to
be
branded
as
a
violent
area
and
when
discussing
with
the
local
community
as
well.
You
know
I
I
did
pick
up
some
outrage
from
them
as
well
about
how
it
was
portrayed
in
in
the
press.
F
I've
also,
as
matthew
correctly
pointed
out
being
in
negotiation
with
the
west
structure
police
regarding
my
roles
and
responsibilities,
and
how
I
can
improve
on
curtailing
any
issues
of
nuisance
and
violence
etc,
including
a
challenge,
25
program
and
recording
any
instances
of
underage
as
a
register
within
the
within
the
premises
and
as
I'm
currently
also
cctv
covered
within
the
building
already.
F
That
at
least
ensures
that
there
is
any
recording
of
any
instances
which
go
on.
There
is
planning
permission
which
has
been
granted
for
a
new
entrance
which
will
face
iv
avenue,
as
opposed
to
iv
mount.
F
Therefore,
I
guess
diverting
attention
to
more
of
the
residential
side
onto
the
one
of
the
busiest
road
which
is
my
intention
to
to
ensure
that
the
the
shop
gets
more
prominence
because
of
for
passing
trade,
because
it
is
quite
hidden
away
as
a
little
shop,
so
that
planning
work
will
will
happen
any
day
soon
with
a
shutter
as
well,
but
also
will
include
more
lighting
and
cctv
outside
as
well.
F
See
if
there's
anything
else
I
just
need
to,
and
yes,
I'm
not,
I'm
not
joined
any
delivery
services
like
delivery
or
justine
just
yet,
although
my
application
is
going
through,
because
I
want
to
see
how
I
can
improve
and
cater
for
the
other
requests
for
for
the
public,
which
is
a
delivery
service
and
to
reach
more
of
the
community
and
the
elderly
within
the
area,
especially
with
dark
and
cold
nights,
as
they
are
now.
So
that's
how
again
another
thing
which
the
public
have
I've
kind
of
requested.
F
F
B
Okay,
thank
you
very
much,
mr
sidhu.
I'm
now
going
to
ask
the
subcommittee
if
they
have
any
questions
to
the
applicant
I'll
start
with
guest
counselor
hutcheson.
C
Yeah,
thank
you
chair.
The
you
touched
on
there,
the
alcohol
to
be
sold.
Could
you
give
us
a
bit
more
detail,
you
mentioned.
It
won't
be
alka
pops,
but
will
it
will
it
be
wine
ciders
lagers?
What
exactly
are
you
expecting
to
be
selling
well.
F
C
Okay
and
has
has
any
consultation
taken
place
with
the
neighbors
and
the
people
in
the
surrounding
area
to
see,
if
there's
a
demand
for
this
and
what
their
I
guess
reaction
is
to
this.
F
Well,
like
I
said
this
was
a
call
for
public
demand,
so
this
was
not
something
I
just
looked
after
there
and
thought
I
would
do,
but
something
which
the
public
has
said
they'd
be
interested
in,
and
then
I
thought
I
would
try
to
see
how
that
went.
F
My
direct
neighbor
has,
I
was
in
conversation
with,
and
he
is
interested
in
such
a
service,
but
I'd
just
like
to
reiterate
that
this
is
something
which
the
public
in
the
first
place
has
said
that
they
would
like
to
to
have
something
which
they
could
come
and
put
collect
food
and
drink.
At
the
same
time,.
C
Okay,
so
you
said,
the
consultation
is
sort
of
been
met
by
by
demand
is,
is
the
demand?
Would
you
say
it's
10
people
20
people,
how
many
people
have
have
asked
that
they
would.
They
would
like
this
service.
F
Oh
over
the
time
I've
been,
I've
only
had
the
business
since
october.
So
since
october,
I'd
say
somebody
between
a
figure
around
about
eight
to
ten
people
have
mentioned
this
to
me
of
a
variety
of
ages,
and
I
must
say
it's
more
of
the
elder.
You
know
middle-aged
upwards,
who
have
mentioned
it.
C
Okay,
you
mentioned
about
the
time
that
you're
open
and
I
think
you
said
that
you
closed
at
eight
o'clock.
Yes,
and
then
your
application
is
for
the
resale
of
alcohol
till
midnight.
I
wonder
your
planning
permission
does
that
allow
you
to
remain
open
until
midnight.
F
Yes,
but
planning
permission
is
I
I
I'm
able
to
open
till
midnight.
I
have
no
issues
in
that
regard.
The
the
the
midnight
time,
like
I
said,
will
stipulate
just
before
any
one-off
occurrences,
but
I
have
no
intention
of
opening
till
midnight
on
a
regular
basis.
F
You
know
this
is
a
food
business
service
primarily,
and
I
want
to
keep
it
that
way
and
the
demand
in
a
local
area
such
as
where
this
business
is
based,
is
around
about
tea
time
going
on
to
about
you
know,
eight
nine
o'clock,
it
kind
of
like
tapers
off
about
seven
o'clock
in
in
any
respect,
and
then
you
get
people
coming
in
as
and
when,
but
the
the
rush
of
the
trade
is
around
tea
time
anyway,
so
I
want
to
keep
it.
F
I
I
want
to
keep
the
business
primarily
for
what
it
was
there
for
and
what
and
what
the
people
have
known
it
for
which
is,
you
know,
a
traditional
chippy
or
be
it
with
a
you
know,
with
a
twist
if
the
lice
was
to
be
permitted.
C
And
I
mean
based
on
that,
then
you
said
that
some
of
your
busy
times
would
be
up
till
t
time.
Seven,
eight
o'clock.
If,
if
the
subcommittee
were
minded
to
to
grant
the
application
but
with
restrictions,
say
limited
times
up
to
say
eight
o'clock,
would
that
be
something
that
would
impact
on
the
the
feasibility
of
doing
this
with
the
alcohol.
F
That
was
depend
a
lot
counselor
on
on
how
the
deliveries
go
at
the
moment,
primarily,
like
I
say
it's
takeaway
and
my
business
is
around
the
two-time
trade,
I'm
hoping
that
by
joining
justi
and
by
joining
allowing
delivery
service,
as
well
as
collection
that
that
will
grow
to
the
local
you
know,
vicinity
much
more
and
whereby
that
that
could
grow.
So
I
I'd
like
to
see
the
potential
of
the
business
grow
as
much
as
I
can
because,
like
I
say,
I'm
an
invested
person.
F
I
I
I
live
in
leeds
and
I'm
from
leeds,
and
I
want
to
see
obviously
my
business
grow,
but
I
want
to
work
with
the
community
to
that
to
happen,
but
I
I
would
like
to
see
its
potential
to
grow,
but
restrictions
obviously,
like
I
say-
and
I've
said
in
my
statement
as
well
today
and
in
my
statement
to
the
councillors,
graham
khan
and
reagan,
that
I'm
willing
to
work
with
the
local
communities,
the
councillors
and
law
enforcement,
to
ensure
that
this
is
a
success.
F
So
if
it
means
curtailing
it
to
to
certain
times
until
a
certain
day
or
two
until
certain
issues
are
being
resolved,
then
I'm
I'm
happy
to
go
along
with
that.
C
Okay,
I've
just
got
a
few
more
questions.
If
that's
okay,
on
that,
you
mentioned
that
you've
had
a
couple
of
ten
notices
contemporary
event,
notices
where
I
guess
you've
served
alcohol
as
a
trial.
What
was
the
uptake
on
on
that
during
that
10
notice
period?.
F
As
it
happens,
counselor
the
the
my
facebook
page
has
had
his
issues
so
my
connection
with
the
local
community,
just
prior
to
that
10
coming
into
foster
first
and
the
first
10
has
meant
that
I'm
not
being
able
to
communicate
fully
to
my
local,
the
customer
base,
really,
which
is
a
facebook
page,
which
I
picked
up
from
the
previous
owner.
F
Excuse
me
so
so
I've
not
been
able
to
to,
like,
I
said,
communicate
my
offer
to
to
everyone
really,
but
those
who
have
been
coming
into
the
shop.
I
have
been
interested
and
have
been
taking
away
some
alcohol
and
but
but,
like
I
say,
the
the
the
primary
the
primary
communication
base
for
my
shop
has
been
that
facebook
page,
which
has
encountered
issues
because
it's
not,
I
essentially
my
page.
F
It
wasn't
set
up
by
me
so
there's
issues
with
that
page
which
I've
had
to
restart
another
page,
a
fresh
page,
which
means
I'm
starting
from
scratch.
Essentially,
so
it's
it
it.
I
must
say
because
of
that
reason-
and
I
know
that
that's
the
primary
reason,
because
the
people
there
were
people
on
there
used
to
talk
to
me
about
when
I'm
open
what
I've
got
to
offer
and
I
used
to
communicate
back
to
them
about
what
new
reasons
you
know
kind
of
special
offers.
F
I've
got
on
and
whatnot
and
I
did
get
a
response
from
people.
So
I'm
a
bit
yeah
yeah,
I'm
not
happy
about
the
way
that's
panned
out,
but
yeah.
It
fell
out
the
wrong
time
that
page
kind
of
like
messing
up
but
yeah
it
could
have
been
well.
The
update
could
have
been
more.
I
think,
because
of
that,
okay.
C
And
then,
and
then
just
turning
to
the
the
the
representation
that's
been
received
by
the
ward
members
and
by
somebody
else,
the
main
concern
is
about
increasing
anti-social
behavior
and,
in
addition
to
the
existing
anti-social
behavior
in
the
area.
Are
you
aware
of
of
the
antisocial
behavior
that
takes
place
around
there
at
the
moment?
C
F
Have
not
witnessed
any
anti-social
behavior
since
I've
been
there
since
october.
Obviously,
the
the
the
area
has
had
a
reputation
in
the
past
and,
like
I
say,
because
I
I
own
a
couple
of
properties
around
there.
F
I
I've
known
the
air
for
about
10
years
and
when
I
first
moved
into
the
area
in
the
sense
that
started
entering
into
the
area,
I
could
see
it
just
tapering
off
and
I
could
see
that
it
wasn't
a
bad
area
many
years
ago,
but
it's
it's
it's
improved
vastly
since
then,
and
no
and
I've
had
no
issues
or
or
problems.
I
the
problem,
I
would
say,
and
there's
one
which
is
ongoing
and
I
guess
it's
for
everybody
in
the
area
is
litter.
F
Litter
is
an
issue,
and
this
is
even
without
me
having
a
license.
The
litter
is
an
issue
and
I'm
quite
surprised
that
a
shop
which
has
been
established
for
many
many
years
in
either
minded
tuesday
has
not
had
a
waste
paper
been
ordered
a
little
bit
outside
that
shop
or
near
that
shop.
F
And
you
know
some
people
just
just
throw
their
rubbish
as
they
go,
and
that
is
a
long
issue
but,
like
I
say,
unrelated
to
the
license
really.
C
Okay,
I
think
that's
all
I
have
for
now.
Thank
you,
chair.
A
Yes,
I
have
a
few
questions.
They'll
be
short.
What
type
of
refreshments
you'll
be
selling
that's
one,
and
what
about
those
security
and
three
is.
F
Yes,
so
alcoholic
beverages
will
include
bsl's
ladders
and
wines.
A
Okay,
what
about
dc
door,
security.
F
A
Okay,
the
reason
why
I
asked
about
those
security
you'll
be
selling
alcohol,
and
especially
in
the
summer,
you
might
get
people
eating
fish
and
chips
and
hanging
around.
So
that's
why
I
asked
about
security.
F
No,
no,
no
problem
at
all.
I
I
get
that,
like
I
said
the
new
entrance
will
be
facing,
I'm
not
sure
if
you're
aware
of
the
premises,
but
the
new
entrance
will
be
facing
the
main
road
now,
which
is
a
much
more
wider
and
brighter
entrance.
F
The
doors
will
be
opening
inwards
and
there'll
be
much
more
light
outside
of
the
shop
as
well.
So
there'll
be
much
more
it'll,
be
much
more
prominently
kind
of
lit
up,
which
hopefully
will
prevent
any
kind
of
issues
at
the
door
at
the
entrance,
children
or
people
or
young
people,
or
anybody
for
that
matter
tend
not
to
hang
around.
F
F
But
that's
why
I'm
being
selective
about
what
kind
of
things
I
want
to
sell,
because
I
don't
want
that
to
be
something
where
young
people
come
in
and
buy
the
aquaports
and
hang
around
and
you
know
create
a
nuisance
in
the
future.
And
that's
why
I
might.
I
would
like
to
sell
spirits
later
on
as
well
whiskey's
vodkas
and
things
if,
if
the
demand
persists
or
or
the
demand
requires
it,
but
only
once
I've
managed
the
situation.
F
Should
I
get
this
granted
because,
like
I
say
it's
more,
the
mature
crowd
who
have
requested
this
and
and
they're
the
ones
who
primarily
I'd
be
getting
for.
F
No,
no!
I'm
sorry,
I'm
not
understanding
your
question.
C
Chase,
can
I
just
ask
one
quick
question:
if
that's
okay,
yes,
certainly
thank
you
obviously,
just
going
by
and
see
you
you
are
the
applicant
and
I'm
guessing,
will
you
be
the
dps
as
well
and
do
you
work
in
the
shop
or
will
you
be
allocating
the
responsibility
to
someone
else?
C
C
F
C
Okay,
right
and
just
one
last
one,
if
I
may
know,
did
the
challenge
25
did
that
come
into
anything
with
regards
to
the
discussions
with
the
police.
Yes,.
F
Channel
25
was
one
of
the
the
options
were
given
and
as
I'm
fully
aware
of
that
scheme
running
the
fish
shop,
the
licensed
bishop
in
the
northeast
I
was
willing
to
adopt
and
adhere
to
that.
B
B
Thank
you.
Yes,
I
I
do
have
a
few
questions
going
back
to
the
types
of
alcohol
in
what
sort
of
quantity
will
you
sell
them
in
what
size
I
can
imagine
if
you're
selling
lager,
for
example,
it
would
be
in
one
can
or
will
this
be
in
several
cans
in
a
set
and.
A
F
So
the
the
quantities
are
the
regular
440
ml
cans,
they
will
be
sold
individually
or,
if
there's
an
offer
going
on
at
the
time
like
I
promoted
one
for
for
christmas,
which
was
four
cans,
yeah
four
kinds
of
why
five
pounds,
for
example,
wasn't
was
an
offer
I
had
or
individually
1.58
cancel
individually
or
in
in
an
offer.
F
The
bottles
would
be
70
cl
wine
bottles
and
similarly
the
the
spirits
would
be,
and
if
it
is
and
and
that's
if
there's
a
demand
for
spirits
would
be
70.
Ccl
as
well.
F
Yeah
and
and
they
could
be
35
ml2,
like
I
say
if
that
is
the
demand,
however,
that
that's
going
to
have
to
be
over
time
to
see
whether
that
is
is
a
is
feasible,
being
more
of
a
costly
kind
of
a
purchase.
B
I
see
thank
you
moving
on
to
the
questions
about
preventing
any
trouble
outside
the
premises
if
this
should
occur.
What
are
your
plans
for
dealing
with
it.
F
I
plan
to
closely
monitor
the
situation,
because
I
do
not
want
that
situation
to
happen,
that
that
is.
I
do
not
want
the
gathering
of
young
people
outside
in
any
place,
particularly
outside
the
shop
so
and
also
if
they
are
young
people,
they've
got
to
be
25
or
over,
who
have
so
who
have
had
alcohol
from
my
shop.
F
So
therefore
I
need
so
they're
the
first
considerations
I
need
to
make
first
and
secondly,
if
there
is
disturbances
or
issues
going
on,
then
I
have
to
tell
the
local
authorities
straight
away
or
tell
my
staff
to
to
call
the
local
authorities
to
say
that
there
is
a
disturbance
outside
and
it'd,
be
my
duty
and
my
responsibility
to
go
out
and
say
that,
actually
you
know
this:
the
cctv
cameras
on
euro
and
everything's
being
recorded,
and
hopefully
the
the
good.
This
combination
of
these
efforts
will
will
dispel
the
crowd.
F
But
you
know
I
don't
plan
to
get
involved
in
separating
disputes
and
certainly
the
splitting
of
fights
or
whatever,
but
yes
to
notify
the
authorities
that
the
the
earliest
conveniences
is
what
I
would
do.
But,
like
I
say,
I
would
prevent
that
at
all
costs
in
the
first
instance
to
ensure
that
this
is
not
as
a
result
of
sale
of
alcohol.
From
my
shop.
B
F
Yes,
no
I'm
glad
you
asked
that
question
chad,
because
I
they
were.
This
is
something
and
I
I'm
trying
to
make
to
see
how
I
can
give
apply
for
a
a
little
bit
to
be
situated
outside
the
shop,
because
I
think
that
really
is
needed.
F
Like
I
said,
I
was
quite
surprised
that
the
shop
been
open
for
for
30
plus
years
that
there's
never
been
such
a
provision
and-
and
that
is
the
that
is
the
main
issue
I
noticed
in
the
area
since
I've
been
there
is
the
indiscriminate
disposal
of
rubbish
other
when
people
you
know
put
in
particularly
young
people
when
the,
but
if
there's
nothing
there
to
saw
that
it
was
straight
away,
I
mean,
I
guess,
they're
just
gonna
throw
it
on
the
floor.
F
I
mean
there
are
more
responsible
people
coming
back
in
the
shop
and
say:
can
you
dispose
of
my
my
chip
wrapper
paper
and
and
many
people
do
that,
but
the
young
ones
just
tend
to
throw
things
where
they
are.
So
if
there
was
a
provision
there,
I'm
sure
they
would
use
it,
or
at
least
I
would
make
sure
that
I
enforce
it
as
well.
What
if
it's
close
to
the
shop.
B
F
I'd
tell
them,
please:
could
you
use
the
bin?
Could
you
dispose
of
the
rubbish
in
the
bin?
Please,
and
I
think
that's
my
responsibility
and
and
that's
my
right
as
well
as
a
not
only
a
business
owner,
but
a
member
of
the
public
just
to
notify
them
that
actually,
please
do
use
the
benefits
there.
I
mean,
I
can't
say
anything
at
the
moment
because
there
is
not
been
there.
F
So
the
and
it
is
you
know,
I
take
it
upon
myself
to
go
outside
and
play
the
area.
I
I
do
pick
up
rubbish
outside
and
and
throw
it
away
so
yeah.
I
I
you
know
being
more
vigilant
about
that
is
is
certainly
the
way
I
would
be.
Certainly
if
there
was
a
you
know,
a
bin
to
be
situated
outside.
B
Okay,
thank
you.
Thank
you.
I
think
that's
that's
brought
me
to
the
end
of
my
questions.
Do
either
members
of
the
subcommittee
have
anything
more
councillor,
hutchinson.
C
Yeah,
I
just
want
to
touch
on
the
delivery
side
of
things,
so
you
say
that
you're
gonna
kind
of
go
on
to
deliveroo
and
just
eat.
How
will
you
manage
the
challenge
25
or
how
will
you
prevent
underage
drinking
when
people
are
going
to
be
being
delivered
by
deliveroo
and
how
will
the
order
placement
be
on
that.
F
So
the
the
the
it's
great
to
be
with
just
the
not
delivered
delivery
or
not
accepting
the
the
application,
maybe
because
of
the
size
of
the
the
the
order
potential
so
justine.
The
way
it
would
work
is
that
the
applicant
would
obviously
fill
in
their
details
online
to
register
for
just
the
account
and
then
make
an
order.
F
The
order
would
come
through
to
the
shop
the
and
then
we
would
deliver
and
then
we
would
in
in
the
first
instance,
we
would
put
that
order
together
and
and
take
that
and
prepare
that
prepare
that
order
for
delivery.
F
All
drivers
will
be
notified
about
the
challenge
25
and
how
to
ensure
that
that
is
the
the
the
order
the
customer
is
25
or
appears
to
be
25
years
or
above
in
particular,
obviously
with
with
alcoholic
orders,
and
they
will
be
they
and
they
can
request
id
and
identification
and
so
and
as
orders
start
to
come
in
and
we
get
to
know
regular
customers,
then
we
can
ask
their
telephone
details
are
on
there.
We
can
call
them
back
and
ask
for.
C
Okay,
so
just
a
quick
question
then-
and
I'm
not
sure
if
you
can
actually
answer
it-
a
lot,
if
it's
maybe
down
to
our
legal
team,
is
it
if
someone
places
an
order
using
the
just
eat
app
and
I'm
guessing?
C
F
F
F
And
that's
and
that's
on
the
shop
and
it's
quite
clear-
and
I
mean
I'd
like
to
say
I've-
I've
run
a
licensed
trip
in
the
northeast.
This
is
how
it
works.
You
cannot
deliver
that
order
to
the
person
to
somebody
else.
It
has
to
be
that
same
person
and
it
has
to
be
over
a
threshold,
so
it
cannot
be
in
the
street.
C
Okay
and
just
to
come
back
on
that
one
there
from
may
the
the
premises
that
you
have
in
the
north
east
is
that,
is
it
like
you've
mentioned
that
it's
licensed?
Do
you
use
the
just
eat
facility
in
that
room.
D
B
Thank
you,
mr
sidhu.
Do
you
now
wish,
in
the
few
minutes
remaining
to
you
to
make
any
other
statement
that
you
would
like
us
to
take
into
account.
F
The
the
the
chair-
this
is
one
thing
about
the
the
appendix
c,
referring
to
all
the
the
the
the
businesses
which
are
licensed
in
the
area.
F
The
only
one
to
my
knowledge,
which
is
licensed,
which
is
is
a
has
alcohol
beverages
sold,
is
the
cmb
news,
which
is
a
look
most
local
to
me
and,
of
course,
the
irish
center
and
then
there's
the
car
party
center
food
center,
which
is
other
side
of
of
york,
road
eastern
park
working
men's
club
and
the
eastern
park.
Village
store
york
road.
The
rest,
I'm
not
to
my
knowledge,
do
not
offer
alcohol,
alcoholic
beverages
with
their
food
and
this.
F
So,
therefore,
this
is
a
unique
service
around
the
area
which
which
I
am
providing,
and
so
that
was
just
for
clarification,
because
I
know
that
I
got
that
through
and
and
then
when
I
found
out
the
area
that
actually
who
do
actually
sell
alcohol
within
the
area-
and
this
is
just
something
and
finally
I'd
just
like
to
say
counselor-
that
you
know
I've
I've.
You
know
I
obviously
invested
in
the
area
I've
invested
in
the
business.
F
So
I
want
to
make
this
work,
and
I
want
to
want
to
make
this
work
for
for
my
for
my
customer
base
and
to
grow
the
business
in
the
area
because
end
of
the
day,
you
know
I'm
investing
some
money
into
actually
doing
the
shop
front
as
well
and
making
improvements
in
the
premises.
F
So
I
want
to
have
an
improved
offer
for
the
area
and
and
also
make
my
business
work
at
the
same
time,
and
therefore
I
am
willing
to
work
with
all
communities
and
all
authorities
to
ensure
that
this
is
a
success,
because
this
is
my
livelihood.
You
know
this
is
what
I
do.
I
I
I
live
in
leaves
I
have
three
children
and
and
the
wife
and
the
household
to
run.
F
So
I
this
is
something
which
is
going
to
help
me,
but
also
helping
the
area,
but
also
I'm
mindful
of
my
responsibility
as
a
landlord
and
as
a
business
owner
and,
like
I
say,
I've
had
experience
of
this
type
in
the
past
before
so.
This
is
not
a
trial
and
error
kind
of
issue.
This
is
something
with
which
is
going
with
some
kind
of
backing
and
experience,
and
I
I
would
like
some
contact
with
the
local
authority
and
the
local
police
to
ensure
that
this
is
a
success.
B
E
C
B
A
Can
you
sorry
he's
just
coming
just
just
a
minute
he's
on
another
call,
just
just
one
second
he's
just
coming
yeah
sorry,.
B
B
A
Hello
hi,
sorry,
I've
just
called
him
and
he
said
that
while
he
was
leaving
the
nursery,
the
police
has
stopped
him
to
do
some
checks
on
the
on
the
car
because
they
usually
have
the
cameras
there.
B
I
see
well
unfortunate.
Unfortunately,
we
can't
really
wait
indefinitely
because
that
might
be
quite
a
long
process,
so
I
think
we
probably
have
to
proceed.
A
A
B
Had
that
in
mind
as
well-
and
that
was
another
reason
why
I
thought
it
was
best
if
we,
if
we
stop
waiting
as.
B
B
A
B
We
couldn't
help
yes,
I
know
these
things
happen
and
they
just
do
happen,
but
the
decision
will
be
made
known
within
five
days:
okay,
so,
okay
and
and
it
will
be
fully
conveyed
in
writing
as
well.
