have
learned
and
acted
upon

feedback
provided

previous
licensing
subcommittees
and
with
regards
to
communication
and
keeping
residents
and
ward
councils
updated.
We
continue
to
liaise,
engage
with
all
residents
and
war
councils
via
our
monthly
newsletter,
advising
of
fixtures
events
and
our
plans.

the
representations,
this
application
is
attracted
and
there
is
a
consistent
thing
that
is
contained
within
the
submissions.
There
are
concerns
relating
mostly
to
public
nuisance.
We
believe
we
have
provided
evidence
and
information

the
entertainment
license
department
to
contain
those
concerns
that
have
been
raised.

operate

the
strategy
will
also
identify

arising

the
holding

the
event

the

close

streets

and

would
not

the

recent
discussions
with
a
boxing
promoter.
It
has
highlighted
that
we
would
normally
start
an
event

12
noon,
but
that
would
very
much
be
background,
checks
and
safety
checks,
including
public
address
and
voice
alarm
systems.

The
actual
event
we
would
open
the
doors
we
feel
around
5
p.m,
and
undercard
boxing
would
commence
around
5
30,
with
a
finish
of
the
new
proposed
time
of,
say,
11.,
so
the
window
for
the
actual
boxing
event
would
be
around
5
p.m,
from
doors
opening
until
around
11
pm.

we
deployed
a
very
sophisticated
cctv
system
which
has

approved

the
turnways,
the
houses
are
actually
blocked
out.
So
if
we
did
pan
out
and
it
went
into
mr
parr's
bedroom
window,
you
wouldn't
be
able
to
see
anything
because
it
actually
blocks
those
area
out.

the

terms
of
the

public
nuisance,
crime

safety

under
vulnerable.

convinced
that
there
are
enough
measures
in
place,
because
looking
at
all
the
letters,
it
seems
to
me
that
all
of
those
could
be
breached
would
be
breached
by
the
noise

level

pollution
and
the
traffic
and
the
fact
that
there
are
no
trains
and
buses
at
that
time
of
night
I'll
leave
it
there

bit

groups
that

boxing
event,
and
we

all
work

any
containments
and
ensure
that
all
fall
icing
objectives
are
met,
including
anything
else.

included
in
our
general
safety
certificate
that
event
plan
would
have
to
be
signed
off
by
the
local
authority.

all
agencies
where
shelter,
police
structure,
ambulance,
environmental

we
do
feel
that
we
have
covered
all
four
licensing
objectives
and
it
is
all
that

proforma
and
in
my
opening
statement.

things

There's

back
to
last
year
and
the
last
big
license,
and
so
you've
mentioned
that
you've
learned
from
previous
licensing
subcommittees
and
at
that
time
you
were
given
a
a
license
as
a
licensed
time
up
until
11
or
11
30,
with
a
capacity
of
that
5
000
or
so
people
fewer
than
this
license
you're
putting
forward
today
or
this
application
you're
putting
forward
today
and.

Considering
that
the
the
big
events
that
late
based
on
the
licensing
subcommittee
and
the
lessons
you
gained
last
year
haven't
had
a
chance
to
be
proven,
I
don't
believe
so
due
to
carving
and
no
big
events
of
that
nature
have
been
been
on.
How
how
have
you
come
to
the
conclusion
that
actually,
you
could
could
safely
accommodate
5000
people
more
later
at
night
without
having
proven
that,
actually
we
can.
You
know
the
area
and
yourselves
can
handle
what
was
granted
last
year.

So
we
host
rugby
events
and
we
host
ruby
events
with
a
license
that
takes
us
all
the
way
to
11
30
on
an
evening.
Those
rugby
events
have
a
capacity
of
19
and
a
half
thousand
you're
right.
We
haven't
had
a
live
concert
event,
but
this
application
is
for
boxing.

In
actual
fact,
it's
not
that
long
ago,
20
years
or
so
ago
that
we
would
have
hosted
rugby
events
with
around
40
000
people.
Here,
it's
only
in
the
most
recent
years
that
that's
been
brought
in
line
to
19
and
a
half
thousand,
the
biggest
event
I've
actually
hosted
is
is
just
over
20
000.

But
the
makeup
of
the
stadium
with
the
stands
on
the
pitch
and
I'm
sure
you'll
agree
with
for
a
boxing
event.
You
would
also
use
the
the
pitch
and
the
surrounding
area.
So,
in
actual
fact,
the
capacity
of
the
stadium
with
the
pitch
is
around
30
000
and
we
have
calculated
that
we
can
actually
from
an
access
an
egress
point
of
view,
host
30
000
people
safely.

However,
we
didn't
feel
that
30
000
was
a
number
that
we
needed
to
attain.
We
reduced
that
down
to
25
000,
but,
as
mentioned,
that
is
a
maximum
amount
of
people.
There
will
be
a
ring
that
will
be
reduced
from
those
figures.
There'll
be
walkways
as
well
from
the
pitch
that
will
take
those
that
are
competing
into
the
changing
areas
so
that
maximum
figure
we
we
do
feel
that
we
can
cope
with
that.

checking
the

objection,
this
proposal
is
on
the
basis
of
the
prevention
of
public
nuisance,
caused
by
noise
lights
and
the
traffic
all
moving
after
12
30
pm
in
a
built-up
residential
area.
That's
already
heavily
affected
by
noise
pollution.

noticed
that
the
point
that
this
was
making
that
there
haven't
been
many
complaints
recently,
I
think
that's
because
people
have
given
up
the
stadium
is
extremely
noisy.

It's
intrusive
in
kirk's,
this
intrusive
headingley,
and
I
think
the
attitude
of
the
public
is
we're
stuck
with
it,
but
it
doesn't
make
it
a
good
thing,
and
I
think
I
never
heard
anybody
in
that
40
years,
I've
served
as
a
counsellor
never
heard.
Anybody
suggest
that
the
stadium
was
anything
other
than
noisy
and
suggest
that
they
wish
they'd
never
granted
the
application,
amplified
music
or
crowd
noises
and
so
forth.
It's
a
nuisance.

stadium
are
aware
that
councils
receive
frequent
complaints
about
parking
in
residential
areas
when
rugby
matches
are
on
and
the
disturbance
discourses
to
local
residents.

noticed
among
the
objection
file,
objection,
seven
person,
man
or
woman,
describing
the
disruption
caused
by
parking
up
their
street,
but
they
can't
get
in
and
out
of
their
own
house
and
the
practical
difficulties
which
match
day
causes.

We
are
gravely
concerned
that
the
application
outlines
that
people
will
be
leaving
the
stadium
up
to
12
30
a.m,
which
is
much
later
than
current
finishing
times
about
10
pm.
We
object
to
this
in
the
strongest
terms.
Most
people
attended
the
stadium
park
in
residential
areas
in
the
head
in
lake
burley
and
queenswood
areas.
We
anticipate
significant
disturbance
to
local
residents
caused
by
up
to
twenty
five
thousand
people,
leaving
the
stadium
at
twelve.

out
in
a
side
at
this
point
that
I
used
to
work,
obviously
with
the
university
teaching
students
and
there's
a
general
view
that
students
are
quite
annoys
a
lot,
but
I
used
to
get
a
lot
of
student
complaints

noise

working
difficulty,
concentrating
with
the
amplified
music
from
the
stadium.
So
it
wasn't
just
the
old
focus
as
it
were,
who
were
jumbling
about
this,
but
students
working
university
also
found
noise,
a
big
nuisance
and
objected
to
it.

parks,
car
parks
will
be
lit
and
people
will
start
leaving
the
area
at
12
30
to
1
a.m,
as
outlined
above.
The
lady
gibbs
field
in
curtis.
Awards
has
been
used
for
overflow
parking
for
other
events
at
the
stadium,
but
these
have
all
finished
at
10
pm,
which
is
reasonable.
With
the
cars
gone
by
then
it's
a
grave
concern
to
cursor
walk
counselors
in
particular
that
the
car
parks
will
be
lit,
lit
until
12
30
a.m.

amplified
music
is
a
problem

moment

again
it's
proposed
to
go

In
an
outside
area.
It's
not
reasonable.
It
will
cause
considerable
noise
disturbance

heavenly

complaints
with
the
current
events

their
earlier
finishing

finally,

amazing.
We
have
to
make
this
point,
but
it's
true
litter
and
street
urination
residents
frequently
complain
of

considerable
litter
left
behind
after
matches,
which
is
not
adequately
cleared
by
the
stadium.

are
concerned
that
longer
events
will
generate
additional
litter.
We
also
believe
the
disgraceful
behavior
of
public
urination
residential
streets
will
be
worse
due
to
the
later
finish
times
later.

Sales
of
alcohol
and
I've
met
residents
who
have
been
pointing
out
kids
toys
in
the
garden
and
saying
they've
been
urinated
on
during
the
night
and
their
kids
were
going
to
play
on
them
the
following.
They
obviously
washed
them,
but
it's
it's
disgusting,
it
happens,
it
isn't
a
rare
event
and
the
public
should
not
be
subjected
to
it.

colleagues,
we
are
united
viewpoint,
amplifying
the
statement
just
slightly
I'd
like
to
make
the
point
that
the
public
transport
would
have
ceased
by
half
past
midnight,
essentially,
all

visitors,

audience
will
be
coming
by
car
about
unless
they
can
walk
very
locally,
a
little
option:
no
trains,
no
buses,
no
means
of
getting
back
home
from
this
event.
So
it's
like
to
be
an
entirely
car
driven
event
and
it
will
test
the
road
network
to
an
unbelievable
extent.
It
is
a
real
problem.

it
will

think
there
will
be
a
serious
disruption
and
congestion
as
people
try
to
get
out
of
the
higgledy
bigly
parking
that
we
see
before
major
events,
so
people

squeezed

car

extricate
themselves
afterwards,
revving
engines,
flashing
lights.

will
be
very
disruptive
to
people
who
live
in

immediate

engagement
and

contact
every

only

residents

prompted

as
the
treasurer.

So
again
that
was
you
know
it's
not
a
true
representation
of
what
happened.
Sue

about
a
lot
of
the
the
transport
strategy
and
the
strategy
for
the
events
management.
None
of
that
is
in
place
in
this
application.
So
we
are
yet
to
see
what
all
these
things
would
be
and
they
can't
be
relied
on
from
the
standard
rugby
matches,
because
it
is
a
completely
different
event.

It's
you
know,
people
on
the
pictures
drinking
for
potentially
12
hours,
different
types
of
noise,
the
noise
of
25
000
people
that
nobody
knows
what
will
what
the
impact
will
be.

So
just
a
couple
of
things
mentioned
there
so
just
on
to
my
objection,
so,
firstly,
the
the
stadium
has
been
labeled
as
a
bowl.
So
I'd
just
like
to
point
out
that
it's
it's
three
stands
and
then
a
completely
open
western
terrace
that
backs
on
immediately
to
the
turnways,
which
is
a
residential
street,
with
lots
of
families
and
small
children
all
living
within
meters
of
the
the
side
of
the
stadium.
I
So
the
noise
of
25
000
people
up
to
11
12
o'clock
at
night,
watching
an
event
that
by
nature
is
exciting,
and
you
know
it
needs
crowd.
Enjoyment
will
just
have
a
massive
impact
on
the
residents
of
the
turnways
and
the
other
surrounding
streets,
gracious
avenue
so
that
it's
the
noise
from
the
the
crowd.
I
That
will
be
the
huge
factor
here,
not
the
noise
from
the
pa
system,
because
we
know
that
is
within
a
limit,
but
the
the
commentator
during
in
between
rounds
will
be
getting
the
crowd
excited.
So
again,
you
know
10
11
o'clock
at
night,
while
we're
trying
to
go
to
sleep
and
have
children
in
bed.
It's
just
going
to
be
a
massive
impact
on
all
the
residents
around
the
area,
the
the
potential
disruption
for
for
12
hours
of
noise,
and
that
is
what
the
application
is.

As
mentioned
previously,
25
000
people
leaving
the
stadium
between
12
1
a.m
will
have
a
huge
impact
on
the
level
of
noise
people.
Shouting
people
have
been
drinking
for
hours
on
end
people
have
been
excited
by
the
boxing.
This
will
all
be
huge
levels
of
noise,
litter,
vomit
people
have
been
drinking
urinating
in
the
street,
broken
bottles.
I
And
again
you
know,
as
as
it's
already
been
mentioned,
it
will
be
a
huge
public
nuisance
and
impact
to
the
people
that
live
in
the
surrounding
areas
of
the
stadium
transport's
already
been
mentioned,
but
there
will
be
likely
be
hundreds
of
taxis
all
required
at
the
time
that
the
event
finishes.
So,
as
we've
already
said,
the
the
surrounding
streets
can't
cope
with
the
amount
of
cars.
I
Taxis
will
be
noisy,
beeping,
revving
engines,
adding
pollution.
So
this
is
all
things
that
are
adding
public
nuisance
and
you
know
environmental
harm
and,
as
mentioned
before,
trains
will
have
finished,
the
buses
won't
be
running
and
it
this
this
event
cannot
be
likened
to
a
typical
rhinos
match.
It's
just
completely
different.
It's
different
in
its
makeup,
there's
more
5000,
more
people
and
different
levels
of
people
drinking
for
long
periods
of
time.
I
Watching
a
boxing
match
is
different
than
families
going
to
watch
a
rugby
game
again
mentioned
already,
but
parking
around
the
ground
is
just
not
adequate
for
for
that
numbers,
those
numbers
of
people,
people
watching
the
game,
and
then
people
working
during
the
game.
So
all
the
all
the
people
you
know
running
the
event,
there's
going
to
be
hundreds
of
people
doing
that
so
who,
who
are
not
drinking
so
they
will
only
park
in
so
they
will
immediately
take
up
the
parking
spaces
available
at
the
stadium.
I
So
it's
just
not
able
to
cope
with
this
type
of
event,
as
mentioned
already
bloodlights
in
the
ground.
These
are
already
an
impact
on
rhinos
matches.
The
the
car
park
behind
the
stadium
shines
into
our
house
and
the
the
nature
of
a
of
a
boxing
match
will
need
lighting
and
it
will
just
be
a
huge
impact
to
those
living
around
the
area.
I
The
alleyway
that
runs
between
the
stadium
has
recently
been
the
the
focus
of
attacks
and
it's
just
not
a
safe
place
for
people
to
be
walking
down
at
12am.
1Am,
there's
no
cctv
in
there.
Currently,
I
know
there
was
a
mention
of
some
high-tech
cctv
in
the
ground,
but
again
around
the
stadium
at
that
time
of
night.
It's
just
a
public
safety
risk,
for
you
know
if
someone's
someone's
late
leaving
it's
just
adding
extra
risk
that
people
don't
need.
I
I
did
in
the
limited
time
that
I
had
as
a
father
of
two
running
a
business.
I
did
a
little
petition
as
well,
which
wasn't
accepted
as
a
document
for
the
for
the
the
objection,
but
it
that
had
over
28
signatures
on
it,
and
that's
you
know
just
from
the
the
couple
of
hours
that
I
had
to
be
able
to
do
that.
I
I
personally,
I
don't
have
time
to
be
objecting
to
these
licenses
and
it
creates
a
level
of
stress
and
anxiety
between
residents
that
we
don't
need,
and
we
don't
want
and
seeing
these
signs
go
up
and
then
having
to
write
an
objective
objection
letter
and
then
attend
these
hearings.
This
is
all
things
that
we
don't
have
time,
for.
This
is
all
time
that
we
have
to.
We
have
to
submit
from
us.
I
You
know
our
own
our
own
time,
so
the
stadium
just
need
to
take
a
bit
of
ownership
of
the
the
objections
from
local
residents
that
these
are
impacting
and
as
as
mentioned
by
the
councillor
before
the
stadium
is
a
nuisance.
We
had
a
meeting
last
january
january
20
highlighting
that
the
the
pa
system
that
was
added
when
the
stadium
redevelopment
took
place
three
years
ago,
I
think,
is
still
a
huge
impact
on
the
turnways
and
we
re.

We
highlight
that

a
residence
meeting
and
that
has
yet
to
be
addressed,
nothing's
been
changed
so
when
the
rugby
matches
do
start
up
again
with
full
crowds,
that's
still
going
to
be
an
impact,

highlights

commitment
to
local
residents
from
the
stadium
that
we
we
don't
get
that
we
don't
get
that
engagement
back.
That
is
discussed.

This
license
application
is
purely
money-driven
with
little
or
thought
a
little
thought
for
for
the
surrounding
areas.
The
surrounding
residents
and
I'd
seriously,
like
the
stadium
and
the
council's.
To
understand
that
you
know
this
level
of
stress
that
residents
receive
when
these
license
applications
go
in
is
is
unwanted.
We
you
know,
we
don't
need
it,
we
don't
want
it
and
the
the
impact,
the
the
events
will
have
again
will
have
a
serious
impact
on
our
stress
levels.

mental

we've
already
mentioned

there's
four
events
per
year
that
their
stadium
have
licensed
for
this

an
additional
two
events
on
top
of
the
60
plus
events
that
I
think

mentioned

rugby
matches

mentioned,
we're
not
going
to
have
any
weekends
a
year
when
we
can
sit
and
enjoy
our
home
and
our
garden,
and
you
know
during
the
summer
when
we
should
be
outside
enjoying
our
home,
we're
just
not
going
to
have
these,
so
we
don't
need
additional
events
and
we
don't
want
additional
events.

So
I
would
urge
the
councillors
to
to
reject
this
application,
and
I
would
urge
this
stadium
to
stop
trying
to
turn
the
rugby
grounds
into
an
events,
events
stadium
and
just
use
the
rugby
ground
for
playing
rugby
as
it's
as
it's
made
for
so
that's
all
for

face

avoid

it's

I
really
care
deeply

events
are
held
in

in
the
interest
of
having
all

facts

has
said
that
noise
pollution
disproportionately
affects
kids
in
the
news
today,
all
the
big
outlets
there's
a
big
report
saying
that
you
know
women
with
sleep
destruction
are
twice
as
likely
to
die
from
heart
disease
and
stroke.
This
is
a
really
significant
issue,
and
this
is
an
area
which
is
already
under
the
flight
path,
and
we
all
know
that's
very
controversial
and
there'll
be
more
night
flights,
and
that
kind
of
thing.

I
think
it's
it's
really
difficult
to
see
how
the
stadium
is
going
to
be
able
to
kind
of
satisfy
the
noise
limits
in
the
area
based
on
just
the
realities
of
the
event
that
it's
proposing,
I'm
just
not
sure
how
they
can
reasonably
do
it
without
disrupting
people's
sleep
and
that's
just
the
nature
of
the
area.
That
was
a
decision
that
was
made
when
you
know
the
standard
was
rebuilt
a
few
years
ago,
not
to
move
it
to
a
more
kind
of
isolated
area
like
ellen
road.

Maybe
is,
but
it's
really
I
mean
if
you
think
about
the
leads
first
direct
arena
in
the
city
center.
You
know
that
was
designed
specifically
with
noise
cancellation
in
mind
in
its
structure,
because
there
was
residents
nearby
and
they
knew
that
from
the
beginning.
You
know,
and
that's
got
a
capacity
of-

think,
thirteen
thousand
the
stadium
we're
asking,
but
nearly
twice
that
so
this
kind
of
blows
a
hole
through
this
family-friendly
image
so-
and
I
think
sets
up-
sets
a
bad
example
for
future
events
and
leads.

crowd
management

all
I've
really

that

the

the
last
train
to

something

will
drink

kind
of

it
did
go
forward
in
some
form,
then
I
think
the
events
should
be
included
within
that
four
event
limit
of
the
music
license.

suppose

I
don't
think
that
excuses
some
of
the
late
night
concerns
and
things
like

and

think
some
consideration
might

given

residents

soundproofing
and

be
up
against
for

got
to
be
thought

not
sure

else
they
can
reasonably

protect

see
why
we
could

panel
would

ill-advised
to
allow
extra
events
when
we
don't
know
quite
how
this
sort
of
event
will
turn
out,

it
hasn't
been

to
test
that
out
in

last

the
dimming

lighting
was
picked
up
in
the

application

there
was
absolutely
no
mention
of
a
diminution
in
the
noise
level
and
that
struck

that
we
could
have

midnight
full
volume,
music
of
the
sort
that
is
being
envisaged?

object
to
the
advance
on
times.
I
think
it's
it's
salami
technique
that
the
stadium
has
been
using
for
years.

are
granted
permissions
up
to
a
certain
time
for
so
many
hours
and
then

next
time
they

back
with
an
application
which
is
for
more
us
each
time,
trying
to
nudge
nudge,
nudge
and
get
and

allowed
drinking,

particular,
with
all
the
noise
generation
traffic
generation

will

give
rise

the

in

alleyway

lot
of
litter,
and
so
even
on
a
monday
morning,
when
we
go
to
school
walking
down
the
alleyway,
which
is
obviously
a
day
or
two
after
a
weekend
event,
there's
there's
still
lit.
That
is
clearly
from
the
stadium.
It's
things
like
tickets.

know
you
can't
deny
that
you
know
you
could
argue
about
a
can
or
a
broken
bottle,
but
yeah.
So
that's
one
thing
in
terms
of
noise
and
music.

noisiest
events
that
are
on
as
far
as
we're
concerned
is
when
the
2020
cricket
matches
are
on
because
they
play
loud
music
until
until
until
the
match
finishes,
which
is
normally
it's
an
evening
thing,
but
it's
normally
until
quite
late,

ish
at
half
10,
I
don't
know
exactly,
but
the
music
carries
it's
very
loud
and
yes,
this
is
going
to
be
the
same
if

till

So
that's

not

exciting
rhinos
match
on

friday
night,
it's
two
hours
of
crowd,
noise

excitement,

as

it

crowd
disperses

in
the
turn
race

we
have
permits
the
traffic
doesn't
seem
too
bad
to

it

bad

away

parking

that
that's

two
hour
rugby
match
which

noisy

people

cars

taxis
to

take

wider
petting

streets,

in
terms
of
cars
and

traffic.

near
the
bottom

would

traffic

worse
for
us
when
matches
were
on,

timed,
if
we
timed

house
or

back
home,
it
was
just
a
nightmare.

be
stuck
on

road
for

minutes

all
the
traffic

more

that

cars

are

the
biggest
things

focusing

moving
groups
of
people
out

area

coaches
and
taking
them
to
onward
and
public
transport
facilities

event
finish
at

a
train
from
heading
late
into
the
city
centre
and

we
will
be
liaising
with
transport
authorities

additional

the

that
those
people

to
