two
hours
ago.

discussed
with
the
arb
how
they
would
like
to
proceed
because
at
the
december
meeting,
when
mapco
made
their
presentation,
the
arb
tabled
the
decision
based
on
that
submission
and
get
gave
them
and
asked
them
to
resubmit.
With
revisions
in
january
or
february,
when
the
february
deadline
came
around,
they
requested
a
delay,
and
I
told
them
that
I
would
have
to
ask
the
board
that
we
could
grant
the
delay
for
february.
But
I
would
have
to
ask
the
arb
how
they
would
like
to
proceed.

Through
that
designation
process-
and
that
is
the
legal
net
mechanism
in
place
for
property
owners
to
move
forward
and
is
not
a
petition
to
the
city
council,
so
she
went
through
a
number
of
sections
of
state
and
city
code
and,
at
the
end,
renders
her
opinion,
which
you
all
have
a
copy
of
reading,
all
of
the
above
and
applying
11686
to
our
municipal
code.

three
is
that
you
all
have
the
power
to
recommend
historic,
designation
to
city
council
and
there's
a
process
for
that
number.
Four
is
now
that
you
have
the
authority
to
recommend.
Revocation
of
that
and
again
it
would
be
loss
of
those
integral
issues
that
rendered
it
historically
in
the
first
place,
so
process
in
reverse
meets
criteria
no
longer
meets
the
criteria
would
be
that
so
it's
her
opinion
that
the
city
council
does
not
have
the
legal
authority
to
remove
property
that
was
not
individually
designated
on
its
own.

sent

clerk
asking
her
to
provide
this
to
city
council.

that
petition,
to
remove
the
property
from
the

at
no
point
is
there,

from
whatever
the

ordinance
itself.

designation
to
recommend,
revocation

whole
thing,
cutting
up
just
not
an
option
right.
There
is
no
opt
out
because
to
opt
out

mean
the
the
point
of
designation
is
long-term
protection
so
that,
regardless
of
ownership,
it
carries
with
it
that
protection.
So
if
you
get
a
new
neighbor,
they
can't
just
decide
that
they
want
to
opt
out
and
pave
over
their
front
yard
in
blacktop
and
pop
in
vital
windows
that
are
a
third
the
size
of
the
original
windows.

there
to
protect
residents,
investments
in
petite
in
in
areas
that
were
marginal
for
a
long
time.
You

it
helped
stabilize
those
neighborhoods,
and
I
told

neighborhoods
hold
together
collectively
and
we
did
not
impose
historic
designation
on
any
of
these
districts.
It
was
requested.

there
was.

was
a
process
for
designation
that
until
recently
required
owner
consent
and
all
of
our
districts
were
designated
under
a

owner
consent
provision
because
they
they
expect
us
to
protect
them
from
certain
things.

that
it's
okay
for
me
to
nitpick

over
your
door
replacement,
but
if
mapco
wants
to
come
in
and

what
they
want
anything
goes.

that
residents

long-term
in
improvements
and
investments
in
their
neighborhood-
and
you
know
some
of
these
folks-
don't
have
a
lot.
They
don't
have
a
lot
of
means
to
undo
some
of
the
things
they've
done
or
have
the
means
to
do
some
of
the
things.

way
they
need
to
do
them
right
away
and
we're
talking
about
an
entity
that
has
the
capacity
they've
got
architects
on
staff.
They
have
the
capacity
to
come
up
with
a
building
program
that
could
fit
because
they've
never
been
told
you
can't
build
here.
They
have
been
told
if
you
want
to
build
here,
there's
a
better
way
to
do
it
right
and
that's
that's
where
our
disconnect
seems
to
be.

I
hope
that
a
whole
bunch
of
people
will
show
up
at
city
council
next
week.
So
when
the
council
president
says
this
is
a
public
hearing,
if
there's
anyone
here
who
would
like
to
speak
against
this,
that
the
whole
room
stands
up,
not
that
I
expect
the
whole
room
to
speak,
but
just
a
show
of
support
for
cottage
hill,
because
rob's
right,
you
know,
we've
got
an
issue
in
capitol
heights
right
now
where,
if
this
goes,
I've
got
a
problem
child
over
there
who's
going
to
make
a
lot
of
noise
to
opt
out.

got
a
corner
in
the
garden
district
that
for
years
we
have
told
you're
not
going
to
cross
court
street
to
develop
the
corner
at
fairview,
because
it's
residential
and
anything
is
anything
could
go
there.
You
know
we
talked
before
about
how
important
our
edges
are.
You
know
preventing
that
erosion
at
the
at
the
edges
of
our
districts
and,
frankly,
montgomery
deserves
better.

them
with
those

back

existing

north

you've

construction

you've

they
turn
their
site
plan.

us
a
storefront
on
heron
street,
put
the
pumps,
the
noise
and
the
light
pollution
away
from
the
residents
on
heron

martha,

because
we
don't
have
any
information
on
lighting,
we
don't
have
any
information
on
signage.

a
lot
of
feedback
and
if
you
haven't
seen
the
arb
meeting,

think
it's

the
board
made
thoughtful
comments
and
based
on

neighborhoods
who
also
came

support
cottage
hill.

did
a
very
good
job

not
just
repeating
the
same
things

to
that
discussion

issues

neighborhood

implications

neighborhoods
felt
that
they
might
suffer
if
this
was.

this
decision
went
this

a
taco
bell,
the
district
and
the
city
went
with
the
district.
They
fought
it
taco
bell,
wound
up,
renovating
the
spanish
style
home
that
they
wanted
to
tear
down
and
it
became
their
top
grossing
restaurant
of

entire
chain
and
they
brag
about
it
annually
in
their
annual
report
on
how
they
preserved
it,
and
there
was
another
example
of
chick-fil-a
doing
the
same
thing
with
the
they
wanted
to
level
a
lot
and
building
that
was
there.

historic
district
fought
it,
they
renovated
the
building
existing
building
and
they
didn't
say
that
it
was
their
most
successful
restaurant,
but
they
went
with
it
and
it
thrives,
but
I
don't
understand
why
they
just
can't
like
you
said
they
have

architects
on
hand
just
make
the
changes.
Why
do
they
have
to
put
their
cookie
cutter?

those
fast
food

big
box
examples

it

national
trust
