we
have
to
consider
who
it
is
and
how
it
is
that
we
recruit
people.
So
one
of
the
things
that
I
looked
at
was
the
state
employees
have
a
virtual
cap
on
what
they
are
allowed
to
earn,
based
on
the
percentage
of
the
governor's
salary
himself.
So
in
as
much
as
we
want
to
retain
good
people
recruit
good
people
and
not
that
I'm
a
naysayer
or
a
dooms
maker,
but
one
bottom
line
is
there
is
a
very
good
chance
that
we
could
have
an
inflationary
spiral.

Inflationary
spiral
happen
which
would
put
us
in
the
next
two
years
in
a
difficult
position
for
some
of
the
people
who
may
be
the
ones
we
want
to
recruit
or
retrain,
or
retain
so
the
governor's
salary.

What
I
did
is,
I
would
refer
you
to
your
exhibit
that
talks
about
the
compensation
for
executive
directors
and
heads
of
independent
regulatory
boards
and
the
there's
a
table
in
the
exhibit
that
is
labeled
overview
of
executive
directors,
salaries
and
key
metrics.

So
the
governor's
salary
according
to
the
research,
was
about
141
thousand
dollars
almost
142
000
per
year.
Now
our
current
governor
governor
sislek,
has
felt
the
pain
of
everybody,
and
so
he
has
been
very
generous
with
not
only
his
time
but
with
his
means
and
has
ostensibly
not
taken
quote-unquote
a
salary
which
you
know
is
wonderful
for
us
may
not
be
as
wonderful
for
him
and
his
wife,
but
nonetheless,
he's
contributed
very
freely
of
his
time
and
efforts
and
energy
as
well
as
his
salary.

So
it
isn't
based
on
what
he
takes
as
much
as
what
he's
allowed.
So
what
he
is
allowed
is
that
142
000,
approximately
142
000
a
year
and
everyone
that's
a
state
employee,
is
except
with
a
few
exceptions,
such
as
physicians
and
nevada,
state,
higher
education
people.

I
asked
the
specific
question
about
pharmacy
boards
or
boards
that
are
medical
boards,
because
those
are
the
kinds
of
things
that
I'm
interested
in
the
title:

professions,
occupation
and
businesses
and
then
in
chapter
24,

in
nrs
talks
about
the
state
personnel
system.

the
the
flow
chart
chart
specifically
looks
at
the
boards,
pharmacy,
medical
contractors,
accounting,
dental
nursing,
cosmetology,
etc,
etc,
etc,
and
there
are
some
salaries
that
are
beyond
95
of
what
the
governor
makes.
In
fact,
more
than
the
governor
makes,
and
so
those
those
are
listed
there
and
then,
when
I
looked
at
the
salaries
that
the
supreme
court
justices
make
and
what
the
district
court
justices
make
supreme
court
justices
are
an
nad
unto
themselves
and
they
are
not
considered
in
this
bill
at
all.

So
the
bill,
then,
is
very
simple.
It
would
allow,
but
not
mandate
that
a
person
employed
by
the
state
or
any
agency
of
the
state
would
be
allowed
to
make
up
to
150
of
the
salary
of
the
office
of
the
governor,
going
from
95
to
150
percent,
not
mandated
but
be
allowed
to,
and
so
this
would
apply
to
basically
the
executive
branch,
and
that
quite
simply,
is
the
bill,
and
I
would
be
happy
to
answer
any
questions
or
confuse
anybody
else
if
they
were
wondering
who
it
all
applies
to.

fact
that
at
this
point

time
we

been
totally
supportive
of
the
95
percent
of
the
governor's
salary.

My
concerns
with
this
bill
is
that
this
would
raise
those
salaries
above
what
our
governor
of
the
highest
office
in
our
state
would
make
as
employees
in
the
state,
and
I
feel
like
95
percent-
was
just
what
well
I
I
will
preface
this
with
I'm
old
enough
to
know
that
what
the
the
issues
were
when
this
was
implemented.
It
had
been
around
that
long.

concern
is,
with
fee
base
the
fee
based
board
that
senator
hardy
was
talking
about
because,
if
they're
fee
based
this
gives
these
boards
an
opportunity
to
raise
their
salaries
at
the
same
time,
they
raise
fees
on
their
licensees
and,
at
this
point
in
time,
we're
competitive
with
our
fees
with
other
states.
But
this
could
change
all
of
that
and
I
I'd
be
remiss
not
to
say
I
work
very
closely
with
the
board
of
pharmacy.

think
they
do
a
phenomenal
job.

act
relating
to
state
employees,
prohibiting
an
employee
of
the
executive
department
from
engaging
in
sex
or
gender-based
harassment,
providing
for
the
adoption
and
annual
review
of
a
policy
for
such
employees
concerning
sex
or
gender-based
harassment,
prescribing
certain
duties
of
an
appointing
authority
relating
to
sex
or
gender-based
harassment
and
creating
the
sexual
gender-based
harassment
and
discrimination
investigation
unit
within
the
division
of
human
resource
management
and
providing
for
the
investigation
of
a
complaint
by
the
investigation.

out
that
the
majority
of
what
is
being
proposed
in
this
bill
is
already
current
practice.
The
sexual
harassment,
discrimination
investigation
unit
within
dhrm
was
created
in
2003
by
governor
guinn,
and
a
policy
addressing
sexual
harassment
and
discrimination
was
also
created
around
that
time.

only
significant
change
would
be
where,
right
now,

we
do
an
investigation,
we
repri,
we
provide
the
report
to
the
appointing
authority
at
the
agency
where
the

offense
was
alleged

have
occurred
and
that
that
ends
our
role

process.

bill
is
proposing
that,
after
we
provide
that
report,
the
appointing
authority
would
report
back
to
us
of
any
any
action
that
was
taken
on
that.

personnel
issues

happens
with

investigations

currently
confidential

regulation

issue
with

the
current
process

happened
over
the

since
2003
we've
had

few
times
where
we
had
to
make
budget
reductions
or
propose
budget
reductions-
and
the
first
thing
we
look
at
are
things
that
were
mandatory
required
statutorily
to
do,
and
this
not
being
one
of
them,
it
has
been
proposed.

elimination
of
this
unit
has
been
proposed
a
couple
times
on
those
budget
cutbacks,
but
the
powers
that
be
have
wisely
decided
that
it
needs
to
stay,
so
this
would
put
it
in
statute,
so
it
would
not
be
one
of

first
things
considered
during
a
budget
cutback.

reporting
and
investigating
incidences

these
forms

state
employees

tolerance

direct
them
in
what
to
do
and
where
to
go.

experience

types
of
harassment

violence,
this
small
act
of
reviewing
the
policies
and
trainings
annually

ensure
that
nevada
stays
up
to
date

emerging
trends
and
policies
and
will
allow

update
their
policies

training
requirements
as
needed.

favor
of
this
legislation,
as
everyone
deserves
a
safe
working
environment

the
state
of
nevada
can
lead
by
example,
in
adopting
this
important
legislation
