nevada,
youth
legislature,
we've
had
more
than
15
years
of
history
and
it
continues
to
grow
in
such
amazing
amazing
ways
with
each
term
that
we
honor
from
beginning
to
end.

each

felt

your
hearts
as
well
as
in
your
heads,
that
this
was
the
right
thing
for
you
to
do

yes
to
serving
on
this
amazing
board,

our
last
meeting

time
has
passed,

so
I
just
want
to
make
note,
as
we
go
through
the
meeting,
that
there
will
be
some

to
the
term
2019
to
2021
and
then
reference
to

the
term
2021-2023.

overlapping

since
we
met,
we've
had
experiences
with
two
different
terms.

we

of
our
board,
I
would

to

budget.
Again,
this
embraces
kind
of
a
hybrid
model
and
asher
has
been
working
on
it
very
diligently
and
is
more
than
primed
to
answer
any
questions
that
the
board
may
have
so
asher
I'll
turn
it
over
to
you.

You
can
see
the
actual
spend
from
fiscal
year
2021
and
the
projected
spend
through
the
end
of
fiscal
year
2122,
as
well
as
a
proposed
budget
for
fiscal
2223
on
the
first
sheet
and
then
on
the
second
sheet.
You'll
see
a
comparison
of
the
most
recent
budget,
approved
by
this
board
for
fiscal
2021
compared
to
the
actual
spend
for
fiscal
2021..

I'll
note
that
that
sheet
isn't
necessarily
as
useful
as
the
corresponding
sheet
has
been
in
past
years,
because
obviously,
that
budget
was
approved
before
we
knew
covid
was
a
thing
and
the
spending
drastically
changed
as
a
result
of
kovitz.
So
that
sheet
is
included
for
historical
context.
But
it's
not
necessarily
the
most
useful
sheet
for
the
board
to
consider
you'll
note
in
the
proposed
budget
for
fiscal
2223,
there's
a
significant
increase
in
the
in-state
travel
budget
as
compared
to
previous
budgeted
amounts.

Obviously,
there
was
virtually
no
spend
in
that
category
for
fiscal,
2021
and
2122
due
to
covet
projected
for
the
upcoming
year
to
make
sure
the
current
class
of
youth
legislators
has
as
normal
an
experience
as
possible
where
there
would
ordinarily
be
one
trip
of
all
youth
legislators.
In
a
year.
There
will
be
two
trips
for
all
youth
legislators
in
the
upcoming
fiscal
year,
so
this
budget
is
significantly
higher
than
a
normal
year
to
be
able
to
absorb
the
impact
of
both
of
those
trips.

The
reserve
that
has
built
up
over
the
last
couple
years
of
almost
no
travel
due
to
covet
is
a
sufficient
cushion
to
cover
this
increased
amount
for
the
upcoming
fiscal
year.
So
no
changes
are
necessarily
needed
for
the
upcoming
year,
but
it
may
be
a
discussion
item
for
the
board.
Moving
forward
that
travel
costs
have
significantly
increased
airfare
between
vegas
and
reno
has
significantly
increased
compared
to
past
years.

Hotel
costs
have
significantly
increased
in
carson
city
compared
to
past
years,
so
the
board
may
require
a
higher
level
of
support
likely
from
a
general
fund
appropriation
moving
forward
compared
to
what
it's
received
in
past
fiscal
years.
But
for
the
upcoming
fiscal
year,
the
board's
reserve
is
sufficient
to
cover
this
increase
in
the
travel
budget.

In
addition
to
an
amount
of
one
thousand
dollars
for
the
board
to
consider
in
a
later
agenda
item
on
scholarships
that
one
thousand
dollars
would
be
the
highest
amount
for
any
scholarship
the
board
awards,
we
budgeted
the
full
amount
here
just
to
have
it
reflected
in
case
the
board
decides
to
award
the
full
amount,
but,
ordinarily,
those
scholarships
are
paid
for
an
academic
year
and
charged
to
the
preceding
fiscal
year.

So,
even
though
that
extra
thousand
dollars
has
not
actually
been
awarded,
yet
we
were
building
in
the
greatest
possible
cushion
in
fiscal
2122
to
absorb
it.
In
case
the
board
did
decide
to
award
the
full
1
000
amount
moving
forward.
There
is
a
2750
amount
scheduled
for
scholarships
and
the
proposed
budget
for
fiscal
2223.

That
would
be
the
maximum
amount
of
scholarships
currently
contemplated
by
the
board
for
award
for
fall
of
2023,
and
I
believe
that
generally
covers
all
of
the
items
on
the
budget.
The
only
other
thing
to
note
you'll
see
an
intro
fund
transfer
to
lcb
in
fiscal
2021..

may
recall
the
fiscal
emergency
due
to
covet
most
state
agencies
had
to
revert
a
certain
amount
of
their
budget
to
cover
the
shortfall
we
had
budgeted
a
reserve
to
cover
a
shortfall
from
the
general
fund
appropriations
made
to
the
youth
legislature
board,
and
that
is
the
amount
of
reversion
that
was
made.
That's
why
it
doesn't
reoccur
in
future
years,
because
that
was
that
one-time
reversion.

I
might
add
a
comment
on
what
asher
had
had
commented
on
about
the
significant
expense
this
year,
because
this
will
be
the
first
time
that
we
will
have
had
the
youth
legislators
in
carson
city
two
times
in
the
same
year.
Historically,
we
do
a
initial
training
and
then
they
come
here
for
this
midterm
and
then
they
go
to
carson
city
for
the
session.
In
my
report,
I
will
address
some
changes.

We
made
that
way
so
that
that
may
look
this
this
year
may
look
similar
going
forward
and
that's
we
can
discuss
that
now,
because
it's
appropriate,
because
we've
determined
that
we
flipped
the
training
so
that
now
we
do
a
shorter
training
when
they
come
into
the
program
here
and
it's
here
this
time
it
was
a
half
day.
If
in
person
we
could
do
a
full
day,
that
would
mean
flying
a
few
loose
legislators
down
to
las
vegas.

So
that
makes
a
much
smaller
expense
for
for
travel
and
and
accommodations
the
first
year,
which
has
historically
been
a
big
expense,
but
what
we've
determined
pandemic
and
we
woke
up
to
it,
which
makes
more
sense.
Why
did
it
take
this
long
with
the
first
year?
A
Now
being
we
call
it
the
inaugural
training
and
it's
shorter,
but
it's
the
training
that
acquaints
the
youth
legislators
with
the
program
and
with
each
other
and
the
mechanics
and
the
logistics
and
trainings
first
here,
meetings
and
and
protocols,
and
all
the
things
they
need
to
know,
and
they
met
a
lot
of
the
alumni
through
the
opportunity
to
know
how
the
program
looks
going
forward
beyond
beyond
their
years
in
it.
That
was
a
great
establishment
opportunity.

Now,
the
second,
the
midterm
training
will
be
what
was
originally
our
inaugural
training.
This
will
be
the
two
days
and
one
night
in
carson
city,
because,
if
you
think
about
it
that
whole
training
is
about
the
legislative
process,
bill,
drafting
fiscal
notes,
legislative
committees,
learning
how
to
testify.

So
this
going
forward
the
second
year,
but
to
your
turn,
will
be
two
trips
to
carson
city
and
the
first
year
we'll
have
a
few
light
youth
legislators
coming
here
in
a
two-year
cycle
it
will
be,
it
will
all
be
covered,
but
again
costs
have
gone
up
more
than
doubled
and
in
some
cases
be
well
beyond
that.
So
I
just
wanted
to
explain
that
what
occurred
this
year
looks
like
the
model
will
probably
be
going
forward
with.

fiscally

careful.

things

are
not

our
control

we

was
the
end

that
term.
That
report
has
been
included
in
your
materials
and
the
most
recent
21-22
with
the
current
term.
The
first
year
of
the
first
term.

have
both
been
included
in
your
materials,
and
you
will,
if
you
have
the
opportunity
to
read
this
you'll,
see
profound
enrichment
showing
up
all
over
the
place
for
these
young
people,
monthly
meetings
and
trainings.
The
first
the
2019-2021
group
met-
and
I
referenced
this
a
little
bit
in
january
of
last
year.

Typically,
we
just
have
a
phone
call.
We
needed
a
zoom
and
we
had
all
the
members
there
and
it
was
oh
an
hour
two
hours
of
their
impressions
and
what
they
learned
and
what
they
suggested
and
on
these
calls
each
year
of
the
two-year
term,
we
have
a
survey
and-
and
we
ask
them
to
participate
in
providing
information,
so
we
can
improve
programs.
What
they'd
like
to
see
what
they
really
benefited
from.
This
year's
call
was
over
this.
A
That
was
a
zoom
was
about
two
hours,
so
they
were
highly
engaged
in
wanting
to
talk
about
what
it
looked
like
for
them.
We
also
this
year,
for
this
group
term
did
something
again
virtual.
We
got
creative.
We
knew
that
paired
activities
that
we
typically
had
during
each
training
would
be
about
10
minutes.
We
have
an
activity
written
out.
We
assign
pairs;
they,
you
hear,
have
a
lot
of
noise
because
they're
doing
it
all.
At
the
same
time,
and
after
about
10
minutes,
we
come
back
and
get
some
highlights
from
the
experience.

You
can't
do
that
virtually
so,
not
during
a
meeting.
So
what
do
we
do?
We
all
we
still
created
the
activity
on
paper
so
that
you
know
they
can
work
with
the
script
and
the
text
of
it
and
we
created
the
pairs
and
the
assignment
was
that
if
the
first
name
is
a
the
second
name
is
b
and
affair,
a
has
five
days
to
contact
b
by
email
or
facetime
or
zoom,
and
that
would
be
how
we
would
want
them
to
connect
if
they
didn't
happen
to
get
together.

This
is
something
every
month
and
because
we
switch
the
pairs
every
month,
they
have
opportunities
to
have
these
conversations
longer
conversations
with
a
new
person
each
month.
They
are
really
enjoying
that
also,
historically,
at
the
end
of
a
training
we
might
say
you
know,
are
there
any
questions
you
know
kind
of
as
we're
walking
out
the
door,
and
I
thought
it
would
be
much
richer.

are
a
teaching
program
if
we
worked
our
schedule
in
such
a
way
that
we
created
more
opportunity
at
the
end
about
a
half
hour
at
the
end
of
a
training,
to
allow
the
youth
legislators
to
really
to
know
that
they
have
that
time
to
process
vocally
and
out
loud
things
that
showed
up
for
them
during
the
day
things
that
they
might
have
wanted
answers
to
relating
to
the
training
or
anything
else.

So
some
many
things
show
up
based
on
the
conversation,
it's
much
more
less
structured
and
the
chair,
of
course,
calls
on
different
people
and
we've
had
some
enrichment
in
this
program,
because
they've
been
allowed
to
show
up
in
this
way
we're
allowing
them
to
show
up
in
a
bigger
way
than
a
structured
schedule
that
they're
assigned
a
role
also
this
year.

Those
of
you
who
participated
as
a
panelist
of
legislative
voices
or
alumni.
We
have
the
youth
legislators,
ask
questions
of
the
different
legislators
on
a
topic
they
are
assigned
in
advance
so
that
they
can
have
the
experience
of
asking
a
question
of
a
legislator
or
of
one
of
our
alumni.
So
they
can
get
into
the
role
of
being
the
questioner
and
also
participating.

2020-
and
this
kind
of
is
from
a
little
bit
for
last
meeting
that
we
had
and
then
going
following
it
the
bill
draft
sb
108.
That
was
the
selected
bill
for
the
youth
legislature,
because
we
met
in
early
january,
nothing,
it
hadn't
moved
yet,
and
it
was
heard
in
senate
judiciary
and
our
chair,
hey
mezcal,
and
the
sponsor
primary
sponsor
of
the
issue
that
the
proposal
was
julianna
melendez
and
they
teamed
to
present
the
bill
to
judiciary
and
what
is
amazing,
senator
scheible.
You
are
our
hero.

I
want
the
board
to
know
what
you
did
and
senator
harris,
also
assisted
at
in
final
hours.
However,
senator
shy,
but
when
this
bill
moved
over
to
the
assembly,
there
was
a
lot
of
stuff
going
on
and
very
late
amendments
and
things
I'd
never
experienced
happen.
I
mean,
as
the
process
moved
forward
and
senator
schaible.
Let
me
know
in
the
wee
hours
that
this
sb-108
was
the
second
to
the
last
bill
that
moved
out
of
the
senate
before
sinai
died
and
senator
shiva.
Without
you,
it
would
not
have
happened.
So.
Thank

for
my
heart,
as
well

from
the
hearts
of
that
term
of
the
youth
legislature.
Our
youth
legislators
also
had
a
virtual
experience.
Certainly
it
was
not
like
it
would
have
been
nyl
day
at
the
legislature,
because
again
they
weren't
there
expenditure
that
we
didn't
take
advantage
of
and
they
participated
virtually
in
the
hearing
of
their
bill.
This
was
their
opportunity
march,
16th
of
2021
they
participated
and
what
we
did
for
the
first
time,
more
formally
again,
adding
some
nuances
and
enrichment
to
the
program.

We
teach
the
youth
legislators
how
to
provide
public
testimony,
how
to
appear
before
a
public
decision-making
body.
That's
one
of
the
required
outside
activities,
and
we
encouraged
youth
legislators
to
submit
written
testimony
for
the
record
to
the
senate
judiciary
committee
and
also
was
provided
to
the
assembly
committee.

So
they
got
the
experience
of
being
part
of
the
record
in
a
way
that
we
have
not
done
before,
and
so
again
that
was
a
big
experience
for
them
and
then
virtually
of
course,
continuing
a
majority
leader
canazarro
acknowledged
the
program
for
nyl
day
at
the
legislature
and
virtually
presented
the
youth
legislators
with
their
commencement
courts,
which
we've
been
doing
for
a
while,
and
we
finally
figured
it
out
because
we'd
send
courts
to
some
youth
legislators
who
finished
as
juniors
and
then
we'd
send
the
courts
to
them
for
their
senior
year.

No
time
out,
they
all
should
get
the
cord
at
the
same
time,
because
this
is
their
commencement
from
this
program,
so
they
all
receive
it.
At
the
same
time,
some
of
these
little
wow
now
moments.
I
call
them
also
in
the
report.
We
talk
about
scholarships
in
more
detail
and
and
asher
did
a
great
job
explaining
about
the
the
deferred
scholarships
and
so
on
and
in
the
report
you'll
see
who
has
received
scholarships
and
which
ones
will
now
pick
up
those
scholarships
going
forward.

touch
upon
and
then
in
the
next
agenda
item
will
be
voting.
This
is
the
first
we
we've
had
in
all
the
years.
We've
done
scholarships.

only
had
one
year
where
not
all
scholarships
were

given
out.

had
one.
We
had
five
scholarships
that
year
and
four
we
only
had
four
applicants,
so
one
was
carried
over
to
the
next
year
and
that
was
a
legislator.

have
done
more
and

more
frequently
with
the
reminders
and
details
about
applying
for
scholarships.

to
create

of
a
policy
going
forward
when
we
have
fewer
applicants
that
we
have
available
scholarships.

we
want
to
handle
that
going
forward
because
there
are
three
different
amounts
and
I'd
like
to
know
how
to
a
process
with
that
in
mind,
future
plans
for
the
youth
legislature.
Again
I
mentioned
in
the
earlier
about
the
two-day
training
which
we
hope
will
see
so
many
of
you
there
or
participating
virtually
in
some
way.
It's
such
an
exciting
time.
We
have
all
kinds
of
places
we
we'd
love
to.

Have
you
assist
us?
The
training
will
be
in
carson
city
august
3rd
and
4th,
and,
as
we
did
talk
about
budget,
the
rooms
will
be
about
double
or
more
in
price.

We
all
know:
what's
happened
to
airfare
since
the
last
time
they
flew
to
carson
city
and
likely
meals
will
go
up
too,
and
so
this
is
a
better
or
more
appropriate
time
to
do
the
two-day
training
anyway.
So
we
look
forward
to
that
and
next
year,
following
that,
the
entire
training
historically
will
do
what
we've
been
doing
and
that's
where,
right
after
this
training,
they
will
provide
their
proposals
for
their
bill
idea,
they're
already
working
on
it.
They
found
a
lot
of
ideas
during
their
town
hall
meetings.

Some
very
profound
awakenings
for
some
of
our
youth
legislators
about
what
issues
are
out
there.
They
didn't
have
a
clue
about
some
of
the
things
that
were
challenging
young
people.
They
were.
It
was
a
wake-up
call
for
several
of
our
youth
legislators,
which
is
what
it's
all
about
right,
and
so
I
I
am
excited
that,
because
they'll
just
be
coming
off
of
the
two-day
training,
the
level
of
enthusiasm
will
be
elevated
because
they'll
actually
be
doing
what
they
just
learned.
They
won't
be
postponing
it
a
year.

We've
had
great
success
and
you'll
also
see
how
many
awards
we
have
earned
for
the
program
these
awards
are.
I
enter
the
annual
training
binder,
so
this
I
don't
enter
any
of
the
monthly
programs,
but
this
reflects
the
training
binders
since
we
first
started
doing
trainings,
and
what
this
tells
you
with
these
63
awards
is
that
third-party
evaluators
from
four
different
well
actually
five
different
well
early
on
the
national
federation,
press,
women
and
better
press
rooms,
and
then
the
other
four
have
continued
third-party
evaluators.

All
of
us
come
together
to
enrich
what
we're
doing
and
what
we're
providing
as
a
training
platform
for
young
people.
There
is
no
other
program
like
this.
In
the
country,
I've
checked
with
with
ncsl,
to
see
what
other
states
have
a
required
allocation
of
a
bill
to
a
youth
leadership
program
and
they
can't
find
one.

We
we
have
a
program
that
continues
to
grow
and
it
continues
to
enrich
the
lives
of
those
who
participate
in
it
and
a
testament
to
that
is
how
many
of
our
alumni
are
eager
and
follow
through
with
that
eagerness
to
participate
as
alumni
mentor
trainers
and
they
return
from
their
busy
lives.
They
take
the
time
wherever
they
are
for
the
august
training.

So
thank

the
board
each
and
every
one
of
you
for
saying
yes
to
service.

and

like
the

funded

our

we
have
a
500
scholarship
from
former
youth
legislator,
john
oglesby
and
his
wife,
so
knee-jerk
to
me
was
not
to
automatically
just
go
to
the
thousand
when
it's
one
person
and
then
the
flip
side
might
be
well.

had
a
beautiful
application,
beautiful
application,
but
it
was
the
only
application,
and
so
this
again
has
only
happened
once
before,
and
we
only
had
one
of
the
five
scholarships
that
was
not,
but
this
is
the
first
time
we've
only
had
one
applicant
and
there's
four
scholarships
to
give.
So
does
anybody
have
any
thoughts
on
how
we
would
like
to
prioritize
how
we
give
scholarships
when
we
don't
have
as
many
applicants
as
available
scholarships.

thousand
dollar
scholarship
is
the
first
that's
awarded.
Then
it
goes

sending
order

amount.

also
think
in
terms
of
your
history
of
the
program,
I'm
grateful
to
have
been
an
inaugural
recipient
of

name
scholarship

years
ago.
Now,
when
I
was
in
college
and

therefore
I
think,
just
from
a
historical
perspective,
that
is
like
the
flagship
of
the
scholarships
that
are

they

extraordinarily
difficult.

sometimes

scores
are
only
you

points

it's

at
the
pool.

extraordinary
young
people
who
apply
you

None

them
are
slackers
so,

that
they

all
apply
for
one
of
the
scholarships
and
we
make
a
decision

one
they

and

nyl,

youth
legislators
of

the
work

youth

of

recent
meeting

chime

when
our
chair
talked
about
his
town
hall
meeting

he
learned
about
issues.

clue

people.

shocked
and
and
grateful
that
he
had
the
opportunity
to
listen
to
all
of
these
thoughts
and
ideas,
and
we
just
received
a
report
from
another
youth
legislator
and
it
the
similar
experience
of
things
that
showed
up
that
you
would
not
expect
young
people
to
even
consider.

are
very,
very
important
issues
for
the
youth
legislators
constituents.
So
I'm
looking
forward
to
what
shows
up
as
bill
draft
proposals.

know
the
bdr,
because
these
they're
very
thoughtful
and
contemplative
and
it
will

very
interesting
and
we
had
just
an
anecdote.
If
I
may,
we
have
a
new
youth
legislator
who
was
sworn
in
just
recently,
and
he
was
only
at
one
training
and
then
we
did
a
special
training
with
him
for
conducting
a
town.

think

the
proposal
was
in,
but

reports
were
on
their
way,
meaning
they'd
already
done
it
and
he
could
have
taken
a
pass,
but
he
wanted

know
how
to
do
it.
So
we
did
a
special
about
one
hour

than
that
training
with
him
on
how
to
conduct
a
town
hall
meeting
and
our
nyl
chair
sat
in
on
it
too,
because
he
wanted
to
share
his
wisdom
and
at
the
wrap-up,
the
the
optional
wrap-up
in
the
air.

was
there
too,
so
he
came
late
and
he
brought
enough
energy
to
make
up
for
all
the
months.
He
wasn't
in
the
program,
so
we've
got
very
very
involved,
excited
curious,
thoughtful
youth
legislators,

so
eager

you

meet
them

tina's.

I
know
she's
eager
to
see
your

there
