A
I'm
the
special
board
of
the
commission
meeting
at
306
on
december
30th.
Mr
clerk,
can
you
please
call
the
roll.
C
D
A
Thank
you,
mr
chair.
The
invocation
this
afternoon
will
be
given
by
the
honorable
commissioner,
phil
weipert,
followed
by
the
pledge
of
allegiance.
E
E
We
thank
all
of
those
that
are
serving
as
our
first
responders
law
enforcement
and
in
our
armed
forces
and
thank
them
all
for
their
tremendous
sacrifices
that
each
one
of
them
makes
every
day
here
and
abroad.
We
ask
that
you
will
keep
them
safe
and
protect
them
all,
especially
those
that
are
serving
beyond
our
borders.
E
A
C
A
Opposed
say,
nay,
let
the
record
reflect
that
the
minutes
have
been
adopted
unanimously
and
they'll
move
us
to
approval
of
the
agenda.
I'll
call
on
commissioner
nelson.
A
This
will
move
us
to
the
first
public
comment
of
today's
meeting
with
two
items
on
the
agenda.
This
is
an
opportunity
for
any
member
of
the
public
to
comment
on
items
on
the
agenda.
We
asked
members
of
the
public
who
wish
to
comment
on
those
items
to
please
keep
your
comments
limited
to
three
minutes.
Direct
your
comments
to
me
during
public
comment.
We
don't
engage
in
a
q
a
and
but
is
an
opportunity
for
the
public
to
voice
their
thoughts
on
the
two
items
today.
A
So
I
will
start
by
with
the
sign
up
here.
I'll
start
with
catherine
kennedy
followed
by
ross.
F
This
is
very
disconcerting
to
me,
especially
given
the
entire
situation
in
our
country,
where
security
is
very
much
at
risk.
The
southern
border
creates
such
a
national
security
problem
for
us.
F
So
they
should
not
have
to
beg.
It
should
not
take
several
months
to
get
their
contracts
approved.
It
should
not
be
a
last-minute
meeting
when
we
were
talking
about
these
items
about
the
body
cam
just
a
couple
months
ago.
I
believe
so.
I
don't
know
why
they
couldn't
get
overtime
pay
over
the
holidays.
That
doesn't
make
sense
to
me
that
it
would
that
overtime
provision
stopped
december
17th.
It
wasn't
even
addressed
december
9th.
We
had
a
full
board
meeting
that
could
have
been
addressed,
so
there
wouldn't
be
a
gap
in
pay.
F
Just
saying
it
just
doesn't
seem
like
the
sheriff
gets
any
respect,
just
like
the
citizens
who
keep
coming
here
to
talk
to
you
to
please
start
taking
our
views
into
consideration,
because
after
all,
this
is
a
public
body.
It's
supposed
to
represent
a
hundred
percent
of
the
citizens,
not
just
those
who
happen
to
agree
with
you
politically,
sir.
F
F
G
I'm
ross
barranco
with
the
city
of
novi
welcome
I've.
I
would
just
have
concern
about
hearing
from
the
sheriff
first
to
find
out
what
his
take
is
on.
What's
being
considered
in
front
of
everybody,
I
think
he
should
be
on
record
and
be
here
before
the
people
and
before
the
commission
to
say
what
his
viewpoints
are
on
them
and,
if
he's
not
available,
if
the
that
the
the
deputy
sheriff
was
here
to
be
able
to
express
that
I'd
like
to
hear
from
him.
A
Move
forward
on
the
agenda
reports,
the
standing
committees-
there's
none,
there's
no
consent
agenda.
That
brings
us
the
regular
agenda.
There
are
the
two
items
items
a
item
b.
Rules
have
been
suspended
to
take
these
items
up
to
today's
special
meeting
and
so
we'll
start
with
a
motion
for
item
a
the
extension
and
temporary
increase
in
rate
of
overtime
paid
to
reduce
employee
mandatory
overtime
hours
moved
by
commissioner
spitz
seconded
by
commissioner
nelson
any
discussion.
H
Yeah.
Thank
you,
mr
chair.
After
discussion
with
the
sheriff
and
undersheriff
on
this,
we
felt
it
was
or
they
felt
they
needed
a
little
more
time
to
gather
data
and
with
some
of
the
other
ongoing
issues
such
as
kovid.
H
A
Great-
and
I
mean
to
to
that
point
to
commissioner
spitz-
that
when
we
started
the
pilot
program
was
largely
in
response
to
the
number
of
vacancies
to
minimize
force
overtime,
kovid
has
definitely
put
an
added
pressure
on
all
of
this
as
I've.
I
know
I
shared
with
the
democratic
caucus
but
across
the
board
that
at
the
the
next
public
health
and
safety
committee,
this
item
will
be
up
there.
A
All
the
data
that
has
been
gathered
over
the
pilot
reviewed
and
then
any
additional
extension
beyond
the
end
of
january
will
be
considered
at
that
time.
A
Any
further
discussion
before,
if
commissioners
haven't
signed
in
I'm,
going
to
prompt
the
vote
on
this
one.
I
know
some
people
can't
log
in
so
we'll.
Take
you
up
after
that.
But
let's,
why
don't?
We
see
no
further
discussion,
let's
prompt
the
vote
on
item
a.
C
F
A
Sufficient
number
voting
affirmative
the
resolution
is
adopted.
It
moves
into
item
b,
the
appropriation
of
body,
worn
camera
policy
and
implementation
program
moved
by
commissioner
jackson
seconded
by
commissioner
hoffman.
Any
discussion
commissioner,
kowal.
D
Thank
you,
mr
chair.
I
think
it
would
be
a
little
bit
helpful.
You
know
for
the
public
and
and
for
me
too
to
understand
what
happened
with
the
grant
I
mean
I.
I
guess
I
like
to
think
that
we
get
most
of
the
grants
that
we
go
out
for
so
we
were
depending
on
that
grant
and
obviously
we
have
to
move
forward
this.
I
understand
the
timeliness
it
has
to
do
with
the
agreement
with
motorola
funding
for
positions.
A
Yeah,
I
mean
I'm
happy
to
share
what
I
what
I
know-
and
I
think
this
is
maybe
also
something
for
public
health
and
safety
might
have
some
additional
information
next
coming
weeks.
We
put
this
grant
in.
If
I
remember
correctly
around
may.
This
was
a
competitive
grant
to
the
department
of
justice
to
fund
these
types
of
programs.
We,
I
think
we
were
expecting
to
hear
by
august
and
then
it
was
september
and
it
kept
moving
and
we
heard
end
of
last
week.
A
I
think,
right
before
I
mean
right
before
the
holidays,
that
we
were
not
awarded.
I
believe
this
state
police,
the
michigan
state
police,
was
awarded
two
million
dollars.
I
think
the
largest
award
anywhere
in
the
country
and
we're
glad
that
I
mean
they
get
money
and
we,
I
certainly
would
like
it.
There
is
a
list
of
everyone
who
did,
and
I
I
don't
know
if
there
formally
is
a
like
so
was
it?
Was
it
something
about
our
application?
A
Was
it
kind
of
a
review
like
why
why
we
didn't
get
it
and
see
if
there's
a
way
to
engage,
and
I
mean
I
know
that
myself
administration
and
I
believe
the
sheriff
office
would
love
to
hear
that
and
maybe
between
now
and
public
health
and
safety,
we
can
get
some
more
additional
information
on
that.
A
Any
further
discussion,
commissioner
spitz.
H
Thank
you,
mr
chair,
just
to
maybe
shed
a
little
more
light
on
one
of
the
individuals
from
public
comment.
The
resolution
to
support
body
cams
was
approved
many
months
ago
unanimously
by
this
board,
and
what
we're
here
to
discuss
now
is
really
the
funding
and
allocation
of
the
monies
to
move
forward
with
the
project.
So
everything
has
been
discussed
and
reviewed
with
the
sheriff
and
the
undersheriff
and
the
sheriff's
department
themselves.
A
Yep,
no,
I
I
think
it's
a
great
point,
commissioners,
and
I
was
gonna,
bring
point
to
that
that
the
I
mean
the
sheriff's
office.
I
want
to
give
a
shout
out,
particularly
to
lieutenant
schneider
who's,
been
really
spearheading.
A
This
effort,
the
development
of
the
bid
that
went
out
and
and
then
convening
the
the
team
and
the
future
undersheriff
childs
here-
and
I
mean
I
mean
current
under
sheriff
mccabe
and
the
sheriff
department-
been
very
involved
in
making
sure
that
this
program
would
nicely
complement
the
other
programs
that
are
in
place.
That
brings
us
to
this
point.
A
The
bid
was
competitively
awarded
and
then
the
selected
vendor
has
also
agreed
to
reduce
their
costs
even
further
to
help
offset
our
forecasted
increased
cost
in
foia
request
and
the
staffing
personnel
is
required
to
help
process
those
and
when
there's
more
cameras
out
there
across
the
entire
workforce,
there's
going
to
be
more
requests
for
those,
and
it
takes
time
to
be
able
to
do
that,
and
so
this
by
taking
action
to
appropriate
today,
that
we
it
results
in,
I
mean
not
seeing
increase
in
costs,
in
the
mean
that
we
know
that
we're
coming
in
in
the
in
the
next
year.
I
Thank
you.
I
just
want
to
make
sure
I'm
looking
at
the
resolution.
The
total
funding
needed
is
almost
3.4
million
correct
and
then
the
other
is
just
where
they're
allocating
like
the
1.4.
I
A
Any
further
discussion
see
none.
Mr
clerk,
will
you
please
prompt
the
vote.
C
C
B
A
Those
are
the
only
two
items
on
the
regular
agenda
that
moves
with
the
reports
special
committees.
There
is
no
no
special
orders,
business,
no
unfinished
business
new
miscellaneous
business,
which
I
don't
believe
there
is
any
announcements
see
none.
This
will
bring
us
to
the
second
public
comment.
This
is
the
opportunity
of
the
public
to
comment
on
any
item
that
was
not
on
the
agenda,
and
so,
if
you
could
just
we
do
have
a
sign-in
sheet,
but
I
don't
think
we
have
a
lot
of
people
in
the
audience.
A
F
Good
afternoon,
commissioners,
my
name
is
catherine
kennedy
from
lake
orion
glad
to
join
you
again.
I
hope
that
we
can
work
together
more
as
a
uniform
county
and
less
divisive.
Please.
The
policies
that
are
being
done
in
this
country
are
very
scary,
because
they're
dividing
our
country
and
people
on
purpose.
F
Why
are
we
still
discussing
things
that
are
so
unconstitutional,
and
why
is
it
that
we
have
to
take
everything
to
court
to
try
to
get
the
new
administration
at
the
federal
level
to
stop
doing
what's
illegal?
And
why
are
we
following
suit
here
in
this
county?
This
is
what
I'm
totally
don't
understand.
This
is
america,
and
so
many
people
are
being
shut
down.
They're
they're,
not
listening
to
both
sides
of
the
conversation
they're,
not
listening
to
two
options.
The
best
decisions
are
always
made
by
brainstorming
with
diverse
people,
diverse
ideas,
not
just
diverse
skin
color.
F
I
really
am
very
concerned
because
so
many
of
the
people
that
are
in
leadership
positions
don't
seem
to
understand
the
very
topic
they're
overseeing
like
financial
banking.
Things
like
that,
people
that
don't
even
understand
these
things
are
making
policies
and
rules
for
it,
and
it
really
worries
me
as
someone
who
believes
in
having
a
balanced
budget
and
self-sufficiency.
F
F
I've
seen
enough
in
other
countries
to
know,
and
I've
actually
worked
with
57
different
countries.
When
I
worked
with
the
big
global
corporation,
so
I
actually
have
a
lot
of
experience
and
exposure
with
people
that
come
in
from
other
countries
to
have
direct
conversations.
They
have
an
understanding
of
what
they
experience
here
versus
in
their
own
countries.
F
There
is
no
reason
other
than
the
fact
that
we
have
freedom
and
have
an
a
system
of
laws
that
are
respect
the
individual's
rights
that
is
critical
to
our
country
and
right
now,
there's
an
absolute
evil
dimension.
That's
coming
from
outside
the
country,
I
believe,
actually,
I
do
believe
it's
a
deliberate
indoctrination
routine
designed
by
people
who
want
to
have
more
control,
and
when
we
go
to
digital
everything
like
we
keep
doing
here,
I
think
we
put
ourselves
at
such
drastic
risk.
It
really
worries
me.
F
I
don't
agree
with
having
our
country
100
hackable,
especially
when,
knowing
that
russia
already
created
its
own
intranet,
that
can
only
be
used
within
russia,
so
they
can
attack
the
rest
of
the
world's
internet
and
not
affect
themselves.
I
don't
know
how
many
people
actually
know
that
or
how
many
people
realize
that
the
united
nations
is
giving
debit
cards
to
people
from
foreign
countries
to
enter
our
country
illegally.
This
is
not
okay.
We
need
to
start
following
the
laws
that
already
exist
and
enforce
them.
100
percent
consistently.
A
Thank
you,
mr
kennedy.
Anybody
else
you
don't
need
to
sign
up
anymore.
You
just
come
to
the
mi.
Can
you
give
your
name
and
community
residence
again?
Please.
G
Ross-
okay,
I
forgot
to
mention
at
the
for
the
first
session
that
also
the
concerns
about
the
privacy
used
in
the
body
camps.
G
There's
legislation
that's
being
considered
right
now
about
controlling
the
privacy
on
it
and
that
and
I
think
we
need
to
be
sure
that
we
follow
whatever
the
legislature
decides
and
make
sure
that
we
have
the
privacy
protected
as
well
with
the
body
cams
and
the
other
issue
that
I
was
signing
up
for.
The
second
is
about
the
vaccines.
G
G
Fifty
percent
of
the
infected
people
have
been
fully
vaccinated
and
yet
they're
still
getting
the
the
disease
that
they
were
supposed
to
be
vaccinated
against
and
it's
causing
a
rift
throughout
the
country
and
as
well
as
here
in
oakland,
county
kroger
is
now
discriminating
against
some
of
their
employees
because
they're
not
vaccinated
and
that's
discrimination,
whether
it's
sexual
racial,
it's
a
type
of
discrimination,
it's
a
medical
discrimination
and
it
shouldn't
be
taking
place
and
the
county
shouldn't
be.
G
Allowing
the
stores
within
the
county
to
practice
those
discriminating
practices
and
it's
also
having
people
who
are
vaccinated
or
fearing
the
people
who
aren't
vaccinated,
afraid
they're
going
to
get
the
disease
from
the
unvaccinated,
but
if
they're
vaccinated
and
the
vaccination
is
working,
why
do
they
have
anything
to
fear
of
the
unvaccinated
it?
It
doesn't
make
any
sense
if
the
vaccine
works,
there's
no
need
to
be
afraid
of
people
who
are
not
vaccinated,
there's
no
need
to
discriminate
against
them.
J
Hi,
my
name
is
dominic.
I've
been
into
a
few
of
these.
This
is
the
first
time
I
I
was
at
a
public
safety
meeting
and
listening
to
the
officers,
and
I
just
said
one
quick
comment.
I
found
it
very
strange
that
the
officers
seem
seen
since
this
is
only
my
first
one.
It
seems
to
be
that
they
have
to
beg
for
money
for
overtime
pay,
that's
for
this
past
month.
I
might
have
this
wrong.
I
might
not
have
it
right,
you
have
it
wrong,
okay,
but
that's
what
it
seemed
like.
J
I
could
I
was
just
saying
I
I'm
gonna
be
doing
another
one.
I'm
gonna
check
it
out
myself,
but
it
just
seemed
odd
that
the
meetings
seem
to
go
with.
They
need
overtime
pay
for
one
month,
whatever
they
need
going
through
this
time
there
shouldn't
even
be.
There
should
be
a
quick
discussion.
They
should
be
getting
what
they
need
when
they
need
it.
