Zero
Nays
motion
carry
terrific
that
takes
us
to
item
five
on
the
agenda,
which
is
approval
of
it.
I'll
entertain
a
motion
unless
there
are
any
changes
or
Corrections.
D
B
Motion
Kerry,
thank
you
that
takes
us
to
item
six
public
comment.
If
there's
anyone
here
who
wishes
to
address
the
committee,
please
make
your
way
to
the
front
of
the
room.
You
have
three
minutes
related
to
items
on
the
agenda.
Is
there
anyone
here
who'd
like
to
address
this
committee?
B
Listening
for
footsteps
down
the
hall,
it
is
running,
seeing
none
I'll
go
ahead
and
close.
This
portion
of
public
comment
takes
us
to
item
seven
on
the
agenda
which
I
have
is
Communications
that
includes
the
economic
development,
Workforce
Development,
arpa,
quarterly
report,
the
facilities
management,
quarterly,
CIP
progress
report
and
Facilities
Management.
Second
quarter,
Mr
reports,
miscellaneous
resolution,
I'm
thinking
yes
by
weipert
and
and
supported
by
long
yes,
I
I
was
going
to
inquire.
E
B
Let's
work
around,
we
could
talk
offline
I'm
with
that
I
think
we
have.
Is
it
Miss,
Llewellyn
Jennifer,
who
was
kind
enough
to
jump
on
this
call
briefly?
So
if
you're
there
miss
Llewellyn
I
have
a
question
from
the
body:
do
I?
Have
you
online
testing?
One
two
I
only
see
six
participants.
E
You
have
project
status,
it
says
on
target
what
does
that
mean
Drive
Target,
but
to
what
are?
What
are
your
boundaries
to
be
within
that
Target?
Because
if
you
look
at
some
of
the
numbers
that
are
reported,
we
haven't
fully
spent
the
monies
yet
and
but
the
time
frame
that
is
presented
ended
in
2022..
E
B
B
Yeah
we
can,
and
thanks
for
showing
us
your
beautiful
face,
there
was
a
question:
yeah
there's
a
question
that
you
may
have
heard
the
in
part.
So,
commissioner
spizz,
if
you
don't
mind
just
yeah.
E
So
the
question
is:
what
does
that
really
mean
and
I
mean
there's
multiple
different
Awards
in
here,
but
they
all
say
pretty
much
the
same
thing
that
we're
on
target
so
I'm
trying
to
understand
what
that
means.
What
are
the
boundaries
we're
using
to
evaluate
on
or
off
Target,
and
what
still
he
get
has
yet
to
be
done.
A
Great
question,
commissioner,
says:
thank
you
for
that
with
the
ARP
reporting
to
guide
house
there's
a
section
of
the
report
where
we
have
to
indicate
whether
we
are
on
target.
They
look
at
less
than
50
percent
of
the
expenditure
rate
50
of
the
enrollments
and
so
we're
using
that
as
a
point
of
reference
for
project
status.
If
it's
helpful,
I
could
make
an
adjustment
to
this
report
to
reflect
both
the
financial
status
and
the
enrollment
status.
E
But
yeah
I
think
that
would
be
beneficial
for
me
to
get
a
good
understanding
on
that,
because
I
know
from
what
what
the
Board
of
Commissioners
has
allocated
or
awarded,
not
all
that
monies
have
been
used
yet
either.
So
it's
trying
to
understand
what
that
time
frame
is
too
because
if
you
look
at
what's
in
the
report,
it
says
from
a
period
year
to
date
from
7
11
21
to
22.
I
think
it
goes
longer
than
that.
So
there's
probably
a
chart
or
curve
that
you
guys
are
using
that
just
says
that
this
is
On.
E
A
Sure
I
can
easily
incorporate
those
into
the
these
five
Workforce
Development
projects.
Awesome.
Thank
you.
Obviously,
I
can't
speak
to
the
to
the
broader
goal,
but
I
I
can
share
that
our
our
projects
are
on
target
both
enrollment
and
expenditure
awesome.
Thank
you.
B
B
B
Oh
yeah
we're
we're
looking
for
the
the
details
today,
so
thank
you.
Mr
Joss
for
popping
over
I.
D
Wasn't
let
me
grab
my
but
I,
do
have
Jason
Warner
perfect
with
us
and
Jason.
D
E
Might
Spore
of
probably
more
of
a
planning
question
if
you
look
at
what's
in
the
packet
there's
a
lot
of
the
projects
that
are
on
hold
for
multiple
reasons,
right
and
there's,
some
that
are
close
to
be
completed
or
in
the
planning
stages,
but
they
also
stop.
You
know
it
goes
February.
Then
it
goes
in
in
the
March,
but
there's
nothing
forecasts
that
I'll
pass.
That
I
mean
do
we
have
a
first,
for
example,
I
have
a
couple
that
are
on
hold.
Do
we
know
how
long
they're
going
to
be
on
hold?
E
G
D
That
and
I'll
let
Jason
comment
on
this,
but
I
mean
that's
an
excellent
point
where
some
of
these
are.
You
know
projected
as
far
as
they
can
just
because
the
unknowns
that
we
don't
have
control
over
and
you're
absolutely
right
supply
chain
right
now
is
is
a
big
one,
but
but
Jason.
If
you
have
any
any
comments
on
that,
please.
J
Yeah
that
that's
right
and
most
of
them
but
I,
think
what
you're
seeing
here
is
mostly
the
projection
for
the
next
quarter,
so
yeah.
If
it
is
helpful
helpful
for
you
for
us
to
put
the
the
forecast
for
the
completion
of
the
project
in
there,
we
can
definitely
go
ahead
and
do
that.
J
But
some
of
these
on
hold
too
are
smaller
dollar
amounts,
where
there's
maybe
a
little
bit
of
a
balance
and
we're
just
trying
to
work
through,
like
maybe
like
a
like
a
punch
or
a
closeout
phase,
just
to
see
what
you
know
can
be
done
with
the
balance
of
those
funds,
if
anything
right
before
the
Project's
actually
closed
out
and
the
final
source
is
closed.
E
E
Talk
to
us
and
or
if
some
of
our
constituents
are
asking
questions,
we'll
answer
them
better
versus
again
having
a
call
yeah.
D
We
have
Gantt
charts
for
every
one
of
these
projects
that
do
project
all
the
way
out
to
completion
of
project.
But,
as
you
alluded
to
you
know
for
this,
for
the
time
being,
we've
just
done
a
quarter
at
a
time
because
the
the
time
frames
have
been
shifting
so
much
but
but
yeah
as
long
as
there's
an
understanding
that
they
will
probably
change
every
quarter.
But
we'll
be
happy
to
include.
B
B
G
K
C
See
I
did
it
right
so
I
forgot
to
ask
this
an
airport
committee
how
many
Fuel
Services
are
available
at
Troy
too.
Okay,
and
this
is.
B
You
motion
Carrie,
thank
you.
Miss
bush
takes
us
to
Item
B
on
our
agenda,
which
is
economic
development.
Approval
of
2023
no
has
interlocal
agreement.
Accept
emotion
by
Mr
Swizz
supported
by
can
I
get
a
thank
you,
and
this
is
recommendation
to
the
board
and
we
have
I
believe
members
of
Team
Brett,
razigan,
Kristen,
wiltfang,
Whitney
Calio,
and
if
I'm
missing
anyone
feel
free
to
introduce
them
as
well
other
than
that
before
George.
L
Thank
you
good
morning,
thank
you
that
that's
correct,
Kristen's,
the
administrator
of
trails,
Transportation
environment,
and
we
were
here
a
couple
of
weeks
ago
with
the
Brownfield
program
and
Wit
It
coordinates
no
has
our
Solid
Waste
planning
effort
and
also
the
green
schools
program
that
we
do
with
in
conjunction
with
with
Oakland
schools.
L
L
M
L
Just
and
again
we're
organized
into
three
groups:
Kristen's
group,
our
downtown
focus
group
led
by
John
Bryan,
are
planning
zoning
and
land
use
by
Ryan
Ryan
debedak
Whitney
has
a
couple
of
slides
about
the
program.
We
did
pass
out
a
2022
program
report
that
shows
some
data
on
on
how
much
bad
stuff
was
collected
and
also
the
response
from
the
the
residents
that
participated,
no
hairs
with.
N
Thank
you
very
much
for
those
Commissioners
who
are
new
and
for
those
who
have
been
familiar
with
the
program.
We
thought
we'd
just
kind
of
give
an
update
and
let
you
know
where
we're
at
about
no
house
so
no
has
is
a
Consortium
of
primarily
Northern
Oakland
County
communities
that
came
together
to
provide
household
hazardous
waste
services
for
their
residents.
N
N
Okay,
the
blue
communities
operate
their
own
programs
generally.
These
are
one
day:
collection,
Events,
maybe
a
couple
of
them
throughout
the
year
similar
to
what
no
has
offers,
and
then
the
yellow
and
the
pink
communities
are
raw,
sac
and
Sakura
communities,
which
are
the
larger
Solid
Waste
authorities
that
manage
a
lot
of
the
Solid
Waste
Services
for
those
communities.
H
B
I
just
want
to
make
sure
I'm
referring
to
the
right
person,
you're
Kristin,
right,
Whitney,
Whitney,
pardon
me
I
won't
happen
again.
I
just
want
to
know.
Do
you
prefer
us
to
wait
or
when
you
see
something
on
a
slide
to
inquire
at
that
time?
Oh
either
one
okay
I
did
want
to
ask
about
the
no
programs.
B
Naturally
we
represent
communities.
We
see
those
communities,
it's
probably
the
first
thing.
We
look
at
on
a
map
and,
of
course,
I
couldn't
help
but
notice.
It
seems
that
townships
by
and
large
correct
me
if
I'm
wrong
do
are
in
the
gray,
and
maybe
you
spoke
to
why.
But
if
you
wouldn't
mind
just
reminding
me,
yeah
yep.
N
And
I
would
like
to
say
too
that
we
do
invite
all
of
the
communities
to
join.
No
has
each
year
you'll
see.
For
example,
Brandon
Township
joins
our
program
every
third
year,
which
is
a
little
confusing
for
their
residents,
but
it
is
I
think
a
lot
of
it
is
the
cost
to
the
program
and
I
think.
That's
primarily
why
they
don't
join
the
program,
and
we
do
receive
a
lot
of
calls
from
residents
in
those
areas
and
try
to
direct
them
as
best
we
can
to
private
companies
or
alternative
disposal
methods
for
okay.
B
N
C
E
N
C
It
answered
some
of
this
with
the
map
so
originally
way
back
when
it
first
started.
I
think
I
was
here.
How
many
years
is
this
I
think
I
was
here,
Commerce
Township
was
in
it,
but
then
all
these
ones
that
went
independent
just
feel
they.
They
started
with
you
folks,
but
they
feel
like
they
got
a
better
price
or
something
with
the
independent
program.
Why
did
they
leave
Oakland
County
I?
Guess
I've
never
asked
the
township.
You
know
officials,
because
I,
remember,
Commerce
I
know
was
started
with.
N
Right,
yes
and
white
and
white
Lake
I
think
we
moved
the
the
collections
around
within
the
member
communities,
so
I
think
a
lot
of
times.
They
want
to
have
one
directly
in
their
own
Community
just
for
the
convenience
to
the
residents.
I
also
believe
that
some
of
the
communities
with
their
waste
hauler
contracts
possibly
have
the
waste
hauler
working
to
provide
a
similar
collection
service.
So
I
think
those
are.
B
Next
up,
Gwen
Markham
yeah.
F
Kind
of
going
on
that
same
theme
of
these
communities
that
are
in
or
out
it
looks
like
most
of
the
ones
that
have
no
service
are
on
the
border.
So
is
there
an
expectation
that
maybe
they're
working
with
the
county
nearby
like
what's
going
on
in
Lyon,
Township
kind
of
thing.
C
F
County
on
nothing
so
I've
gotten
that
message
so
through
this
conversation,
I
mean
the
whole
idea
is
we
want
the
Hazardous
Waste
to
be
dealt
with
and
we
still
have
literally
a
patchwork
quilt,
and
some
communities
are
moving
in
and
out
and
so
on.
I,
don't
think
we're
sending
a
message,
maybe
from
us
that
we
consider
this
an
important
thing.
You
know
I
mean
eight
million
pounds
of
stuff
is
great,
but.
F
What
can
we
do
to
to
Really?
There's
make
this
more
robust
across
the
county,
because
I
like
what
we
get,
you
know
we've
I'm
in
the
pink
area
down
there
and
and
we
put
out
our
recyclables
and
we
do
hazardous
waste
drops
at
you
know
I
like
what
we
have.
L
As
Whitney
mentioned,
we
reach
out
each
year
to
the
gray
and
the
blue
and,
of
course,
the
greens
that
are
in
so
we
we
target
them
each
year,
providing
them
information
about
the
program
offered
to
do
a
cost
estimate
for
their
communities
and
some
come
in,
and
some
Come
Out
And
Addison's
a
current
example
of
that
supervisor.
Pearson
I
I
think
the
primary
reason
is
cost.
The
vendor
price
in
2021
or
in
2022,
was
65
dollars
per
car
per
vehicle.
It's
up
to
a
hundred
dollars
per
car
in
our
2023
contract.
We.
L
The
cost
of
safely
disposing
of
this,
and
also
the
Commodities
Market,
what
they
get
for
the
the
metals
that
they
they
pull
out,
causes
the
price
to
fluctuate.
We
went
out
for
bids
and
we
recording
a
company
in
Ann
Arbor
hoping
to
get
two
bids
when
they
found
out
how
big
this
was.
They
they
didn't
even
put
a
proposal
in
so
there's
one
vendor
ERG
based
in
Livonia
that
can
provide
this
type
of
service,
so
we're
kind
of
locked
into
place.
The
cost
is
a
driving
Factor.
L
L
The
county
could
support
it
financially
and
another
thing
that
we're
just
at
at
the
infancy
and
exploring
is
the
potential
to
establish
a
Solid,
Waste
Authority,
similar
to
rosseck
and
Sakura
in
the
northern
part
of
Oakland
County.
But
that's
just
that
the
very
beginning
stages.
M
F
Only
want
to
make
the
point
that
you
mentioned
ERG
in
Livonia
about
eight
months
ago:
I
had
a
bunch
of
stuff
and
the
no
has
date
or
the
drop-off
date
was
nowhere
near
and
so
I
went
on
our
website
and
they
recommended
that.
There's
this
place
in
Livonia
five
days
a
week
all
day
long.
You
can
take
your
junk.
You
know
hazardous
waste
and
all
that
and
I
did
and
so
I
was
really
grateful
that
that
was
available.
It
was
free,
I
pulled
up
with
my
car.
F
Somebody
came
out
with
a
cart,
unloaded
all
the
crap
out
of
my
car
onto
a
cart
off
ERG
they're
right
on
they're
on
one
of
the
main
north
south
roads.
F
N
So
we
do
refer
people
there,
quite
often
for
you
I,
believe
you're
a
rasa
community.
So
yes,
so
rasak
also
has
an
agreement
around
a
range
arrangement
with,
but
anyone
can
go
there
and
I
believe
there's
a
20
minimum
and
then
it's
price
per
pound
by
the
type
of
item
that
it
is
so
for
the
you
mentioned
Lyon
Township
earlier
earlier,
and
we
have
spoken
with
them
in
the
past
about
joining
the
program.
Geographically,
it
doesn't
necessarily
make
sense
for
them
to
join
our
program.
Just
with
the
other
communities
and
the
locations.
N
We
might
have
the
The
Collection
events,
but
that
is
something
we've
said.
You
know
right
next
door.
You
have
ERG,
which
is
available
all
the
time.
So
we
do
try
to
push
people
in
that
direction
too,
or
at
least
offer
that
option
to
them.
You
get
someone
in
Addison
they're
not
going
to
be
too.
You
know
they're,
like
yeah,
that's
too
far
to
drive,
but
it
can
help
some
of
the
of
the
other
community.
B
Next
we
have
commissioner
Johnson
thank.
P
You
very
much
Madam
chair
just
bear
with
me,
because
I
I
don't
really
know
how
to
distill
my
questions
so
I'm
just
going
to
just
be
a
bunch
of
thoughts,
so
I
guess
my
biggest
issue
is
still
this
Patchwork
of
systems,
because
that
is
confusing
for
residents.
P
P
Don't
think
many
people
call
Auburn,
Hills
or
lifelong
home,
so
I
was
curious,
why
they
are
independent
and
and
how
that
would
benefit
residents
there
and
it
looks
like
they
do
one
collection
day
per
year,
the
non-accepted
materials
are
latex
paint
which,
according
to
this
is,
is
like
the
biggest
other
than
Electronics
hazardous
material.
So
if
you
want
to
dispose
of
your
latex
paint
in
Auburn
Hills,
you
have
to
go
to
a
Oakland
County,
no
has
collection
event
as
a
non-community
member,
and
then
you
get
charged
60
for
doing
that.
P
So
I'm
wondering
just
like
if
I'm
a
resident
of
Auburn
Hills
I
don't
have
much
benefit
that
much
benefit
for
from
this
one.
Hazardous
waste
collection
day
and
I
was
curious
on
neighboring
Community,
Bloomfield
Township.
They
also
do
one
collection
day
per
year.
It's
also
not
completely
holistic
and
they
also
recommend
going
to
Oakland
County.
No
has
so
I'm
wondering
like
all
these
Blues
Blue
communities
right
where
everyone's
got
their
own
system,
but
none
of
them
are
quite
good.
P
Are,
is
Oakland
County,
trying
proactively
to
attract
Business,
Partnership
Community
buy-in
to
the
to
the
program
like
I
feel
like
it
would
be
easier
if
we
didn't
have
all
these
independent
ways
of
doing
things,
what
can
can
Oakland
County
compete?
I
I,
don't
know
if
that's
the
best
word
I
can
think
of
for
membership.
Are
we
even
trying
to
do
that?
That's
my
first
question.
I'll!
Stop
there.
N
We
have
actually
all
of
those
communities
that
you've
discussed.
We
have,
we
have
our
stations
with
them
and
there
is
interest
and
it
just
hasn't,
come
together,
and
now
we
have
a
substantial
cost
increase,
which
mostly
everybody
uses
the
same
vendor
for
the
most
part
for
these
things,
so
most
likely
they're
going
to
have
increases
as
well.
N
So
what
we
continue
to
try
and
I
do
think
there's
interest,
especially
if,
if
the
Solid
Waste
Authority
idea
comes
together,
there
will
be
more
people.
People
talking
chemistry.
L
You
mentioned
a
restriction
on
latex
paint.
We
pulled
the
the
current
no
has
communities
and
asked
that
question
we
got.
Prices
from
ERG
that
did
did
included
did
not
include
a
latex
paint
and
electronics,
so
we
have
three
different
variables.
All
of
them
wanted
to
pay
the
full
hundred
bucks
to
go
for
everything.
So
there,
the
community,
the
green
communities
are,
are
in
I
mean
they.
They
very
much
support.
It
I
think
it's
a
matter
of
sticker
shock
for
the
others.
It's
not
cheap
yeah.
L
You
know
it's
not
cheap
to
do
and
we
feel
that
offering
the
paint
and
electronics
is
important
not
only
for
the
environment
but
also
for
us
for
the
logistics
of
the
event,
there's
nothing
worse
than
someone
pulling
up
with
a
trunk
full
of
latex
paint
and
saying
sorry,
you
know
you
got
to
take
it
home,
so
it
just
it's.
It's
it's
bad
it
just
you
know,
taints
the
whole
whole
event,
then
we're
trying
to
do
what
you're
asking
we're
just
the
blues
are
her
struggles.
L
No
I
suppose,
if
we
aren't
all
of
you
with
information
you
could
you
could
speak
to
those
local
officials
that
encourage
their
participation
and
we
could.
We
could
give
you
data
on
the
pricing
too,
so
you
knew
what
the
actual
cost
would
be.
Sure.
That's,
that's
probably
the
biggest
thing
is
help
us
advocate
for
it
with
the
the
local
officials.
P
And
one
last
question:
if
I
made
so
you
said,
one
of
the
biggest
chokeholds
all
instead
of
aside
from
sticker
shock
was
that
communities
wanted
to
be
tended
to
want
to
have
events
on
their
territory.
Is
that
truly
difficult
to
do?
I'm?
Just
like
there
are
365
days
out
of
the
year,
we
have
far
less
than
that
number
of
communities
in
Oakland
County.
Could
we
do
that
type
of?
If
that
were
their
biggest
sticking
point
yeah.
L
We
we
could
right
right
now:
The
Sweet
Spot
of
Whitney,
correct
me.
If
I'm
wrong,
we
usually
are
about
four
to
five
thousand
cars
per
year,
and
that
makes
sense
for
four
collections.
We
get
about
a
thousand
plus
or
minus
each
one.
They
need
to
be
big
big
areas,
big
parking
lots!
There's
we
need
to
have
a
lot
of
queuing
space
for
cars,
so
they're
not
backing
out
on
the
roads.
L
We
need
to
have
venues
that
are
we'll
accept
the
the
liability
restrictions
of
collecting
all
this
hazardous
stuff.
So
there
are,
there
are
some
constraints
finding
sites,
not
to
say
that
we
couldn't
find
other
sites.
We
try
to
pick
them
to
kind
of
recognize
the
the
long-standing
no-has
communities
that
have
stuck
with
us
for
many
years,
so
we
kind
of
gravitate
toward
those
we
think
they
they
give
the
program
some
longevity
some
place
like
Lion
boy.
It
would
be
a
tough
sell
to
the
other
communities.
L
They
have
a
collection
and
lie
in
Township
being
there
so
far
so
far
away
from
the
others,
I
suppose
host.
Another
thing
we
could
do
is
to
is
to
and
I
believe
it
probably
occurs,
but
I'm
thinking
with
lion
and
Wolverine
Lake
Royal
Oak
Township,
just
to
make
sure
that
rossoc
and
Sakura
are
reaching
out
to
those
communities
to
see
if
they
can
become
part
of
part
of
them.
Like
Royal
Oak
Township's,
a
perfect
example
they're
surrounded
by
by
Sakura
there.
L
N
Just
to
comment
on
that
the
I
think
with
our
vendor.
They
might
have
capacity
issues
with
doing
all
of
the
communities
like
that.
We
would
definitely
have
to
work
that
out
because
they
service
rossoc
and
they
they
do
all
of
pretty
much
all
of
the
different
hazardous
waste
programs
throughout
the
region.
So.
B
We
have
I've
been
practicing
how
to
properly
say
this.
Commissioner
Dr
Rahman.
L
The
the
map
reflects
the
programs
and
Arrangements
that
exist
in
the
local
cities,
Villages
and
townships.
I
I
L
Correct
we
we
recruit
communities
to
participate
in
no
has
that's
our
our
role
in
influencing
now
the
raw
sock
and
Sakura.
Those
are
those
are
solid.
Waste
authorities
established
within
our
local
agreements
between
all
of
those
communities
so
they're
and
they
have
their
own
funding
stream
and
it's
a.
I
Okay,
is
there
any
economies
of
skill
to
be
had
I
mean?
Obviously
you
know
to
everybody's
point:
I
think
I'm
sort
of
echoing
the
same
sentiment
with
this
Patchwork
being
what
it
is
and
communities
have.
This
opt-in
opt
out
business.
Is
there
any
economies
of
scale
for
really
any
one
of
these
vendors
if
they
have
the
capacity
and
capability
to
expand
and
sort
of
become
like
a
one-size-fits-all?
You
know
and
say:
hey
look,
we'll
open
up
all
of
Oakland
County
for
you.
I
L
If,
if
by
Bender
you
mean
the
the
company
like
ERG
and
Livonia,
that
collects
all
this
stuff,
as
Whitney
says
they,
they
essentially
are
doing
that
in
one
form
or
another.
They
provide
the
hazardous
waste
collection
for
raw
sock
and
Sakura,
and
for
no
has
and
individuals
from
other
communities
can
take
stuff
there.
They
they
run
the
Wayne
County
program.
Do
they
have
Macomb
to
this
Macomb?
Half
women
I,
don't
know
if
Macomb.
L
So
I
and
I
and
I
wouldn't
see
I
I
can't
foresee
any
change
to
Raw
soccer
and
soccer.
Those
are
long
established,
highly
successful,
interlocal
governmental
agreement
authorities,
I
I,
do
think
the
there's
the
opportunity
for
a
similar
type
arrangement
in
Northern
Oakland
County.
You
know
whether
that
touches
all
of
the
all
of
the
Grain
in
the
blue.
That
would
be
the
ideal
case
that
all
the
greens
and
blues
and
those
Northern
Grays
come
in
to
a
new
Solid
Waste
Authority
I.
I
Was
actually
at
the
Commerce
Township
meeting
last
week,
and
this
was
something
that
had
come
up
and
apparently
it's
something
that
they've
been
dealing
with
for
quite
some
time,
and
commissioner
long
can
probably
speak
to
this.
But
they
were,
you
know,
evaluating
different
programs
and
ultimately
set
up
their.
O
I
B
B
L
That
function
is
handled
by
the
County
emergency
preparedness
Division
and,
coincidentally,
we
have
a
planners
Gathering,
their
virtual
Gatherings,
of
the
planning
and
economic
development
staff
across
Oakland
County
and
the
topic
for
that
is
going
to
be
the
status
of
the
Oakland
County
Hazard
mitigation
plan.
You
guys
remember
the
date
it's
soon.
It's.
L
M
You,
madam
chair,
the
question
I,
have
is
in
the
next
eight
to
ten
years.
We're
going
to
see
some
landfills
potentially
closed,
because
you
know
they're
not
popular
right.
Is
there
any
alternative
actions
that
we're
looking
at
is
Oakland
County,
because
either
things
are
going
to
get
really
expensive
right
or
we
got
to
figure
out
another
way
to
handle
this
I
know
it's
a
long
time,
but
it's
really
not.
L
Relatively
recently,
the
state
approved
a
number
of
bills
that
set
in
changes
to
the
solid
waste
planning
act,
and
we
have
a
solid
waste
planning
committee
now
established
through
the
Board
of
Commissioners
right.
The
new
legislation
looks
completely
different
at
the
waste
stream.
The
old
legislation
focused
on
identifying
landfill
space.
The
new
legislation
puts
an
emphasis
on
materials
management
and
how
do
you
distribute
those
wasting
race
streams
and
reuse?
Those
waste
streams?
I.
L
Imagine,
commissioner,
that
will
be
part
and
parcel
of
our
plan
update
the
state
hasn't
called
for
us
to
update
the
plan.
Yet
we
think
it'll
be
the
end
of
this
year
early
next
year
and
at
that
time,
we'll
we'll
it's
a
it'll
require
consultant
will
bring
a
consultant
on
board
to
update
our
Solid
Waste
plan.
It
has.
It
was
prepared
when
originally
Whitney.
L
M
I
appreciate
it:
I
just
want
to
make
sure
that
we're
ahead
of
the
game
on
that
and
not
relying
on
the
state
or
you
know,
entities
elected
officials
just
to
make
sure
we're.
We
don't
want
to
get
caught
right
because
eventually
yeah
it's
going
to
just
be
people
are
just
going
to
dump
them
out
backers.
I,
don't.
H
M
H
E
G
E
A
cost
versus
cost
comparison
between
the
two-
it
might
be
exactly
the
same,
but
they
only
do
one
because
that's
all
they
can
afford
right
so
we're
doing
four,
which
potentially
creates
different
issues
for
them,
but
it
does
potentially
stretch
out
that
volume
over
more
time
potentially
I
mean
there's
many
different
things.
You
can
look
at
it
from
a
business
case,
but
I
think
we
all
would
agree
that
we'd
like
to
see
additional
resources
or
effort
put
into
expanding
this
program
into
the
other
districts
you
know
and
what
they
also
accept
right.
Q
Marketing
campaign
can
we
do
an
education
and
awareness
campaign
to
maybe
not
buy
some
of
these
materials
in
the
first
place,
reduce
you
know
the
the
actual
consumption
of
these
products.
You
know,
if
you
don't
need
them
in
the
first
place,
that.
E
E
Q
We
also
want
to
just
let
residents
be
aware:
you
know
if
you're
bringing
a
bag
of
batteries
you're
still
being
charged
a
hundred
dollars
per
vehicle,
whether
it's
a
bag
of
batteries
or
a
trunk
full
of
items.
So
if
they
can,
almost
you
know
kind
of
reduce
their
number
of
trips
through
the
line
per
year.
B
N
B
Any
further
comments
or
anything
Mr
weipert
I,
was.
G
N
G
I
mean
you
tell
them
that
under
law,
like
repair
facilities
and
and
car
part
car
part
sale,
auto
Parts
have
to
take
oil
yeah.
We.
H
N
G
H
G
N
Says
it's
because
we're
waiting
to
finalize
the
locations.
G
Yeah
so,
but
it
is
about
education
so
and
is
it?
Is
the
phone
number
is
it?
Is
it
more
of
a
hotline
I
mean,
could
it
be,
could
we
Market
it
like
that
and
then
have
the
ability
to
say?
Oh
well,
you
live,
you
live
and
lie,
and
you
have
stuff
available
right
in
Washtenaw,
right
in
Livingston
or
use
South
Lyon
or
where
the
events
are
I
mean.
Do
you
guys
have
that
or.
H
G
Q
We
do
yes,
yes
and
emails.
Also
on
our
website.
You'll
see
the
static
PDF,
but
there's
also
an
interactive
map
where
you
could
almost
type
in
your
address.
It'll
zoom
into
your
community.
You
can
click
on
the
the
municipal,
boundary
and
it'll
pull
up
all
of
the
information
that
your
community
participates.
P
H
N
G
N
H
M
M
P
Thank
you
and
it's
related.
Do
we
ask
the
follow-up
of
how
they
heard
of
the
program.
N
Anymore,
we
could
add
that
onto
the
online
registration
I
believe
pretty
easily.
We
used
to
do
a
registration
form,
they
had
all
these
survey
questions
and
we
have
a
thousand
cars
and
you
know
we
try
to
keep
them
going
and
having
people
not
too
distracted.
So
that's
not
anything
that
we've
asked
recently,
but
I
think
we
could
easily
add
that
onto
our
online
registration
at
least.
B
B
Yes
and
so
ERG
who's
their
oversight
mechanism,
because
if
they're
collecting
all
these
things
I
think
about
like
these
Tire
collectors,
and
then
you
see
tires
in
Detroit,
so
I
just
was
you
know,
where's
the
oversight
there.
They
would.
N
G
G
H
B
B
Oh
okay,
so
yeah.
B
Purview
but
certainly
EDI
infrastructure.
That's
what
we
do
here
so
we'll
be
asking
that
question
to
because
the
people
need
to
know
so
they
can
use
it,
but
other
than
that,
let's
go.
Oh
Mrs,
Markham
I
see
your
hand.
F
Thank
you,
madam
chair.
So
can
you
speak
just
a
little
bit
about
the
green
schools
program,
because
that
is
an
educational
aspect
of
this?
Does
this
relate
at
all?
To
that?
What
so.
N
The
group
should
I
just
give
an
overview
of
marine
schools.
Yeah
Green
Schools
is
a
program
it's
through
the
state
where
schools
can
participate
and
it's
a
list
of
environmental
and
Energy
savings
activities
and
if
they
participate
in
10
of
these
activities,
they're
at
Green
school.
If
it's
15
they're
a
an
emerald
school
and
if
20
or
more
it's
an
evergreen
school.
It's.
N
The
school
right,
some
of
it
you
know,
is
electrical
type
stuff,
so
there
are
a
few
things
that
are
through
the
building,
but
mostly
it
is
like,
through
the
students
and
the
teachings,
so
each
year
a
school
can
try
to
become
certified
again.
So
we
work
in
this
program
in
conjunction
with
Oakland
schools
and
so
they're
they're
actually
applying.
Now
the
applications
are
due
on
the
first,
so
they
the
things
that
come
in
on
those
they
do
mention
no
has
or
rasak
and
Sacramento,
especially
the
soccer
communities.
You
see
a
lot
of
that.
L
We're
hoping
to
have
have
the
annual
Green
Schools
recognition
program
at
the
Detroit
Zoo.
We
had
it
there
a
few
years
back
spring
culture,
and
it
was.
It
was
great.
There
was
about
400
students
that
that
were
there
in
the
morning
at
the
zoo,
so
I
shouldn't
have
mentioned
it,
because
it's
not
final.
Yet.
N
We're
working
on
it
and
but
if,
if
it
doesn't
work,
if
it
doesn't
work
for
this
year,
I'm
confident
we
will
have
it
there
next
year.
So
we've
had
issues
with
the
schools.
You
know
as
far
as
covet
and
bus
drivers
and
substitute
teachers
and
that
kind
of
thing
over
the
last
couple
years,
so
we're
still
working
on
it.
B
Well,
we'll
be
looking
for
our
invitations,
absolutely.
N
B
You
get
that
laid
out,
and
just
overall
I
mean
one
of
the
things
I
hope
we
do
as
a
committee
is
really
encourage
the
Departments
to
fill
us
in
on
things
so
that
we
can
share
it
with
our
community.
It's
kind
of
what
we
get
paid
to
do
so
use
us
to
get
those
words
out,
but
we'll
go
ahead
and
prompt
the
vote
to
recommend
this
to
the
Board
of.
B
Motion
Carrie.
Thank
you.
So
much
for
your
time.
Thank
you
that
moves
us
into
item
C
under
the
regular
agenda,
which
is
the
facilities,
maintenance
and
operations
fiscal
year,
2023
Community
forestry
grant
program,
Grant
acceptance,
I
believe
we
have
Julie
lyonsbricker
Mark
Baldwin
Joseph
Murphy
to
report
can
I
get
a
motion,
looks
like
Mr,
spizz
and
Mr
Whiteford
yeah
welcome,
gentlemen
and
lady.
Thank
you.
If
you
wouldn't
mind
sharing
what
we
have
in
front
of
us
here,.
O
Good
morning
Madam
chair
and
all
the
new
board
members
here,
I'm
Joel
Murphy
I'm,
the
manager
of
facilities,
maintenance
and
operations.
O
What
we
got
coming
before
you
is
pretty
cool
stuff.
The
sustainability
office
has
went
out
and
looked
for
a
grant,
so
we
could
participate
in
and
we
work
together
on
this
grant.
As
for
a
one-on-one
service
for
trees,
a
fifteen
thousand
dollar
Grant,
so
we're
here
today
to
seek
approval
to
get
that
executed
and
move
forward
in
this
program
and
we're
happy
to
answer
any
type
of
questions
you
may
have.
E
Saw
him
going
for
the
button
finally
put
the
button
volleyball
the
rules
and
I
don't
get
called
just
a
simple
question:
is
there
any
specific
type
of
trees
that
were
limited
to
or
size
of
tree.
S
The
size
is
going
to
vary
from
two.
No
size
is
going
to
vary
from
two
to
three
inch:
caliper
height,
wise
six
to
eight,
no,
no,
the
truck
size
and
then
evergreens
are
measured
height.
So
six
to
eight
flight,
it
seems
to
be
the
The
Sweet
Spot
right
now
there
is
a
tree
shortage
looming
in
the
industry.
S
S
G
I
was
reading
down
through
this
is
all
part
of
some
bigger
grants.
It's
federal
state
it
was
and
when
I
saw
it
first
I
saw
fifteen
thousand
and
we're
putting
in
100
and
something
but
like
I
said
we're
doing,
in-kind
right,
we're
doing
in-kind
equipment
and
kind
personnel,
and
so
it's
not
because
it
said
the
match
was
a
big
match,
but
we're
allowed
to
match
with
equipment.
Manpower.
H
G
R
So
sure,
thank
you
for
the
question.
Certainly,
there
are
many
benefits
of
trees
being
planted
in
an
area
one
you
know,
especially
for
us
thinking
about
sustainability
and
our
residence
is
to
mitigate
the
urban
heat
island.
You
know
it
helps
cool
down
by
degrees,
and
so
that
is
one
of
the
the
main
benefits
we
think
about
right
now.
R
The
second
that
I'll
bring
up
is
about
managing
storm
water
trees
are
natural,
green
storm,
water
infrastructure
and
it's
a
relatively
inexpensive
way
to
move
forward
on
those
kinds
of
projects,
so
we're
really
excited
about
how
we're
going
to
move
forward
and
this
internal
goal
of
2027
trees
by
2027
and
we're
well
on
our
way.
So
this
I
hope
is
one
of
the
first
of
many
grants
that
we
pull
in
to
help
do
this
sustainability
work,
including
our
Urban
Tree,
canopy
expansion,.
B
B
Yes,
which
will
make
my
concern
kind
of
go
away,
which
is
you
know,
we
planted
some
trees
in
a
local
community
and
for
whatever
reason,
a
truck
backs
into
it
or
whatever
it's
falling
over
hanging
off
to
the
side
and
sometimes
residents
will
call
and
ask
you
know
whose
responsibility
is
that
so,
at
least
in
this
case,
I
know
for
sure
it's
on
our
our
campus
and
therefore
pretty
much
we'll
get
handled
speedily.
Thank
you.
That
was
my
question,
commissioner.
Johnson.
P
Thank
you
very
much
Madam
chair,
sorry,
I
am
like
furiously.
Looking
through
all
these
attachments.
Are
we
planting
in
certain
like
high
density,
canopy
areas,
or
is
this
just
kind
of.
S
All
over
the
place
where
there's
room
to
infill
okay,
so
you
know,
we've
spent
the
last
few
years
cutting
out
the
invasives
Out
of
the
Woods.
J
S
P
P
Sure,
okay
just
want
to
make
sure
the
trees
are
happy.
That's
it
for
now
yeah,
okay,.
B
S
It's
counter-staff,
so
we,
the
grounds
Department,
was,
was
given
permission
to
hire
eight
extra
groundskeeper
twos
and
five
extra
spatulas.
So
we'll
have
a
dedicated
crew
that
we'll
be
planting.
M
B
Ak
zero
nice
motion
carry
thank
you
so
much
for
the
report.
We
appreciate
grant
money
and
you
are
free
to
go
and
thank.
