A
To
order
at
1107,
please
call
the
roll
good
one.
Commissioners
cabell.
B
A
A
A
B
A
A
Thank
you.
Next
up,
we
have
public
comment.
Public
comment
is
open
for
anyone
who
wants
to
come
before
this
board
today
and
at
this
time
it
would
be
to
speak
on
anything
that
is
on
our
current
agenda.
A
E
Thank
you
for
your
time.
My
name
is
catherine
kennedy,
I'm
from
lake
orion
and
I
actually
am
concerned
with
the
way
the
property
taxes
in
this
county
have
been
assessed
and
redistributed,
and
it
has
often
been
almost
misrepresented
to
the
public
that
there
was
a
cost
decrease,
but
in
fact
the
rate
itself
was
required
to
be
reduced
because
of
the
headley
amendment.
E
So
technically
that
was
a
decrease
from
what
was
proposed
initially,
but
the
assessments
on
the
properties
that
are
multiplied
by
the
rate
increased
in
often
quite
disparate
ways
by
community.
So
I
really
think
that
the
assessments
that
were
done
at
the
april
29
board
meeting
that
distributed
the
percentages
across
all
the
different
communities.
E
E
Those
are
not
logical,
budgeting
strategies,
in
my
view,
and
I'm
very
concerned
that
the
too
much
is
being
spent
which
creates
permanent
inflation
at
the
county
level.
There's
an
awful
lot
of
staff
increases,
salary
increases
fringes.
Those
aren't
going
to
go
away,
there's
no
such
thing
as
temporary
inflation
when
you're
dealing
with
those
types
of
cost
increases
on
the
administration
of
our
county.
So
I'm
really
very
concerned
with
the
fact
that
we
seem
to
be
very
spencer.
E
We're
spending
a
lot
of
money
in
a
lot
of
ways
that
do
not
benefit
the
citizens
of
this
community
that
I
am
actually
very
concerned.
I
don't
understand
how
we
can
support
so
many
of
the
refugee
programs
that
are
actually
posted
on
the
workforce
development
page
either
they're
being
offered
everything
from
health
care
to
legal
services
and
housing.
E
The
fact
that
I
can
no
longer
get
a
version
number
and
a
date
and
time
of
the
documents
modified
on
all
the
board
meetings
is
very
disconcerting
to
me.
I
don't
know
how
I
can
ever
know
what
I'm
looking
at.
So
I
really
hope
you,
the
transparency
issue
will
come
to
the
forefront
and
hopefully
the
that
will
be
a
focus
of
the
audit.
Thank
you.
A
A
Thank
you
motion
passes
next.
Up
is
item
number
eight
legislative
affairs
and
government
operations
committee
recommendations,
fiscal
year
item
a
fiscal
year,
2022
to
2025
collective
bargaining
agreement
with
the
michigan
nurses
association
for
public
health
nurses.
I
need
a
motion,
commissioner,
charles
supported
by
commissioner
cavell,
and
I
see
we
have
deputy
lynch
with
us
this
morning.
Good
morning,
hello.
D
Well,
thank
you
again
again,
I
will
be
before
you
over
the
next
few
months
with
a
series
of
union
contracts,
the
nurses
ratified
their
attentive
agreement
and
what
you
have
before
you
is
a
summary
of
their
four-year
contract.
We
did
do
a
four-year
with
this
year
being
a
1.5
percent,
the
following
next
year's
two
and
the
fourth
year.
A
one
percent
within
me
also
based
on
general
salary,
increases
a
few
other
things
that
are
on.
D
There
are
again
you'll
see
a
common
theme,
increasing
the
wellness
benefit
from
100
to
150,
increasing
the
match
to
the
457
from
500
to
1000,
and
then,
of
course,
some
little
nuances
that
were
a
part
of
our
bargaining
with
with
the
team
that
was
more
specific
to
the
nurses
on
some
calm
time
and
time
off,
and
things
of
those
nature
of
that
nature.
So,
in
general,
again,
a
very
collaborative
process
with
the
with
the
nurses
association
in
alignment
with
our
budget.
F
Hi
deputy
lynch,
I
have
reserved
questions
on
the
these
various
cbas,
just
because
I
know
how
sensitive
these
matters
can
be
and
would
hate
to
do
anything.
That
seemed
like,
I
forget
the
word,
but
bargaining
without
good
faith.
So
my
question
is
just
simply
are:
are
any
of
these
contracts
already
expired,
or
are
we
still
in
the
windows
of
them
still
being
active.
D
G
Thank
you,
chair
hi
april.
I
see
that
this
is
gonna
require
a
budget
amendment
of
77
000.
Should
we
expect?
Am
I
first
am
I
reading
that
right
and
then
second,
is
this:
coming?
G
Is
this
already
planned
for
in
our
budget
and
also
since
you're
going
to
be
coming
back
with
more
of
these?
It
will
budget
amendments
also
be
planned
for
in
the
budget
that
we
just
passed.
Yes,.
D
I
think
they
have
to
amend
it
because
right
now,
it's
all
in
wages
at
two
percent,
so
I
think
that
they
have
to
shore
it
all
up
by
units.
So
it's
not
necessarily
over
budget
when
it
does
an
amendment,
but
I
can
find
out
for
sure,
but
sometimes
they
just
have
to
move
the
funds
into
a
different
location.
G
D
Like,
like
anything
that
we
do
agreed
to
within,
like,
for
instance
like
there
was
some
uniform
or
other
thing
like
that,
then
the
division
itself
shores
that
up
within
their
own
budget,
so
we
typically
walk
through
if
that's
something
that
they
can
handle
in
their
own
budget.
D
A
Okay,
thank
you.
Thanks
deputy
lynch.
Next
up,
we
have
item
number
nine
public
health
and
safety
committee
recommendations
item
a
is
fiscal
year:
22
22,
emerging
threats,
local
health
department
agreement.
I
need
a
motion
commissioner
cavell
supported
by
commissioner
charles,
I
see
we
have
leanne
stafford
with
us
this
morning
good
morning
good
morning.
Everyone.
H
Commissioners,
so
this
grant
acceptance
is
for
our
emerging
threats.
This
includes
our
covid
money
for
contact
tracing
case
investigation,
testing
monitoring.
This
also
provides
money
to
our
regional
lab,
which
is
an
opportunity
for
us
to
help
the
region
when
in
need-
and
this
also
will
help
cover
costs
for
immunizations.
H
Our
big
focus
around
immunizations
are
coming.
You
know
pretty
quickly,
as
you
probably
are,
are
aware.
Both
the
moderna
and
johnson
and
johnson
booster
are
actually
being
approved
as
we
speak
over
the
next
couple
of
days,
and
also
we
are
hoping.
As
of
november
1st,
we
will
be
approved
to
give
the
pediatric
doses,
and
so
we
will.
H
We
have
a
big
push
to
vaccinate
as
many
kids
as
possible
by
the
end
of
this
year,
so
we
are
going
to
put
all
of
our
resources
here
at
the
county,
as
well
as
contractors
to
come
in
and
provide
those
sites
out
in
the
community
to
vaccinate
the
kids.
So
a
lot
of
some
of
the
money
is
used
for
those
contracted
services.
H
B
Leanne,
you
stated
that
the
boosters
is
modern
and
johnson
johnson.
How
was
it
that
we
had
the
issue
with
johnson
johnson
with
the
vaccinations,
but
they
allowed
to
get
boosters?
B
I
just
think
that
I
could
see
that
being
with
okay.
Let
me
just
say
this
with
the
misinformation
that
may
be
out
there
about
the
johnson
johnson
or
just
what
was
put
out
there.
I
could
see
a
lot
of
reservation
to
johnson
johnson,
especially
in
such
a
community
as
mine.
So
can
you
elaborate
on
that?
Please?
Thank
you.
H
Yeah
so
early
on,
when
johnson
johnson
was
available
for
individuals,
there
was
some
information
around
some.
I
think
it
was
around
blood
clotting
right
that
johnson,
so
they
they
paused
giving
johnson
and
johnson
for
about.
I
think
it
was
about
somewhere
between
seven
and
ten
days,
but
then
came
back
after
a
thorough
review
and
said
that
johnson
johnson
would
be
allowed
to
be
given
again
so
we
have
been
giving
johnson
johnson
since
that
time.
H
B
H
Yes,
so
right
now,
the
recommendation
is
that
you
get
the
same
manufacturer
that
you
receive
right.
So
if
you
get
faster,
if
you
head
faster
for
your
first
two
doses,
you
get
yourself
your
your
booster
in
that,
however,
there
are
a
lot
of
studies
in
communication
right
now
about
switching
and
so
at
this
point.
That
is
not
the
approved
method.
It's
to
go
with
the
existing
one,
but
I
know
there's
a
lot
of
studies
out
there,
so
we
could
hear
something
different
coming
even
next
week
or
as
soon
as
this
week,
if
they
change
that.
A
H
Yes,
so
this
is
our
large
grant
that
we
received
from
michigan
department
of
health
and
human
services.
This
covers
the
majority
of
our
mandated
services,
so
wic
infant
mortality.
H
It
covers
our
food
service
program
hiv,
it
also
west
nile
virus,
so
just
most
of
our
mandated
services
that
in
dhhs
requires
us
to
provide.
We
actually
receive
the
funding
through
this
grant
this
year
we're
receiving
a
little
over
11
million
dollars
for
these
services.
That
includes
59
special
revenue
positions.
H
A
A
I
Good
morning,
commissioners,
how
are
you
the
room
with
me?
Staying
socially
distant
is
shannon
moore
and
ashley
young
from
our
office
they're,
the
individual
employees
that
work
with
all
of
our
local
taxing
authorities,
putting
together
the
annual
apportionment
report,
a
brief
description.
This
is
a
required
report
and
the
general
property
tax
act
that
all
counties
must
follow
to
certify
the
tax
rates.
I
The
report
was
able
to
be
into
your
it
be
in
your
packet
for
your
review
in
advance
of
this
meeting,
which
sometimes
it
is
sometimes
it
isn't
on
the
timing
of
your
meeting
and
the
locals
have
to
the
end
of
september
to
file
with
us,
but
this
year
we
were
able
to
make
the
packet,
and
I
can
open
it
up
to
any
questions.
A
I
Yeah
it
does
and
the
locals
have
to
the
end
of
september
to
report
to
us.
Just
the
timing
of
your
finance
meeting
sometimes
requires
us
to
walk
it
on.
If
you
would
meet
the
first
week,
we
would
you
know
we
would
have
to
walk
down,
but
because
we're
the
20th.
We
had
ample
time
to
make
your
required
deadlines.
I
I
F
Yeah,
since
I
have
your
attention
just
curious,
is
there
appetite
across
the
state
of
michigan
from
your
experience
to
reverse
prop
a
from
94.
I
Reversing
well
there's
two
two
constitutional
amendments
that
are
relevant
in
in
michigan
property
taxes
proposal
a
and
the
headway,
amendment
and
proposal
a
limits.
The
increase
of
taxable
value
that
can
go
that
can
go
out
happen
to
a
property
within
a
given
year
and
in
conjunction
with
that,
the
headley
amendment,
which
will
affect
the
rate
so
they're
kind
of
hand
in
hand,
and
the
reason
I
bring
that
up
is
there
is
a
house
bill.
I
That's
been
introduced,
it's
house
bill
5337,
that
is,
that
attempts
to
address
the
headley
rollback
provision
and
and
takes
some
of
the
uncappings,
the
pop-ups
of
transfer
properties
out
of
that
calculation
and
it
would
mitigate
or
reduce
the
the
required
heavily
rollback.
So
that's
a
bill,
that's
sponsored
by
and
if
I
pronounce
their
names
wrong,
I
apologize
representative,
ellison
and
tisdale
both
from
oakland
county.
It
was
introduced
september,
23rd
2001.
G
G
I
Would
be
point
two
seven
percent
of
the
total
pi
so
for
every
dollar
property
taxes,
nine
percent
of
that
would
be
approximately
to
the
county
operating
and
that
would
vary
by
communities,
communities
that
have
a
higher
tax
rate
than
the
average.
That
percentage
would
change
so
that
that's
for
illustration
purposes
of
where
your
tax
dollars
go
and
the
total
collection
of
about
2.8
billion.
G
I
This
commissioner
fell;
this
is
for
illustration
purposes
and
and
the
actual
estimate
of
taxes
and
what
we
give
up
to
tiff
captured,
which
are
your
ddas.
I
None
of
that's
taken
into
account
in
this.
This
is
just
an
order
of
magnitude
relevant
to
property
taxes,
not
an
exact
amount,
so,
whatever
amounts
we
reported
to
you
during
the
budget
process,
which
I
don't
have
in
front
of
me-
that
lynn
and
her
team
and
kyle
jenn
would
have
presented,
are
more
accurate
than
that,
but
I
would
refer
back
to
those
and
we
can
certainly
make
those
available
to
you.
This
is
just
to
try
to
explain
where
your
taxes
go
from
a
taxpayer
perspective,
not
a
budgetary
back.
J
Thanks,
hey
dave,
good,
to
see
you,
I
got
a
question
on
the
once
again
back
to
the
page
that
commissioner
cavell
was
looking
at
I'm
looking
at
the
2021
breakdown
of
tax
base
by
class
of
property,
and
we
got
b,
which
is
commercial,
I'm
assuming
that
commercial
means
retail
and
office
correct,
correct.
Okay!
Is
there
a
breakdown
between
retail
and
office?
Is
there
is
there
a
breakdown
of
percentage
and
the
the
amount?
J
I
don't
expect
you
to
have
it
on
the
tip
of
your
tongue,
but
if
could
we
get
that
about
what
the
percentage
of
the
county
revenue
both
percentage-wise
and
money-wise
comes
from
office,
and
this
is
just
a
personal
thing
with
me:
if
the
madam
chair
would
allow,
could
we
get
that
going
back
three
or
four
years
as
to
what
the
county
revenue
is
for
for
office
space
both
in
raw
numbers
and
in
percentage?
J
I
Commissioner,
moss,
I
understand
your
question.
I
understand
why
you're
looking
for
excellent
man,
somebody
can
certainly
do
my
best
to
try
to
give
you
some
estimates
and
I
will
probably
need
to
do
it
from
a
sample
basis
where
we
do
the
the
contract.
Assessing
for
the
32
communities
is
roughly
about
a
third
of
the
taxable
value,
because
the
assessment
process
in
michigan
is
local.
I
Some
assessors
may
look
at
you
know
medical
office
different
than
other,
assessors
or,
but
I
can
certainly
try
to
break
that
out
into
those
property
types
relevant
to
office
and
maybe
pull
even
to
take
your
where
I
think
you're
going.
Commissioner
moss
one
step
further,
maybe
look
at
hotels
and
retail.
If
I
could
lay
that
out,
I'd
certainly
be
willing
to
try
to
do
that
yeah.
Well,
I
don't.
J
You
know,
obviously
I
can't
you
know
officially
ask
you
to
do
all
this
stuff,
but
any
anything
you
can
get
would
help
and
where
I'm
going
with
it
is
that
I'm
thinking
office,
a
particularly
big
office,
is
going
to
be
going
the
way,
a
big
wall
or
maybe
the
newspapers.
J
So
at
some
point
we
got
to
be
looking
at
that
sector,
which
is,
I
drive
up
to
get
here
and
it's
nothing
but
office
buildings,
and
if
people
aren't
coming
back
to
work
and
if
office
space
is
being
consolidated
and
if
this
particular
industry
segment
is
in
the
throes
of
a
massive
structural
change,
permanent
change,
we
probably
ought
to
be
on
top
of
that
see
what
I
mean
right.
I
J
I
And
looping
him
in
on
this,
and
I
will
tell
you
this,
mr
moss.
We
we
are
very
still
very
sensitive
to
our
forecasting
here
at
equalization,
working
with
kyle
and
the
in
the
administrative
team.
We're
very
concerned
about
tax
tribunal
challenges
for
this
past
year,
and
it
wasn't
I'm
happy
to
report
it.
I
It
wasn't
as
significant
as
we
were
originally
fearful
of,
but
I
I
do
agree
with
you
as
as
the
change
of
the
workforce
moves
forward,
and
maybe
some
of
these
companies
that
are
continuing
to
pay
their
rent
and
their
space
when
those
leases
come
up
and
they
don't
renew.
It
is
concerning
to
us
from
a
long
term
standpoint
rather
than
just
right
here
and
now,
but
it
is
something
that
we
monitor.
We,
we
analyze
as
best
we
can
and
and
continue
to
build
that
line
item
in
for
tax
treadmill
challenges
into
our
into
our
budget.
I
I
J
A
Yeah
welcome.
Thank
you,
mr
moss.
I
wholly
support
that
idea.
I'm
very
concerned
being
in
a
community,
that's
heavy
in
retail
heavy
in
office
out
where
I
live
and
yeah.
I
think
we
getting
ahead
of
this
getting
some
sense
of
where
we've
been,
where
we're
going,
what
the
ex
what
we
think
the
forecast
is
going
to
look
like
would
be
very
useful.
So
that's
a
great
suggestion,
mr
moss,
and
thank
you,
mr
heber,
for
saying
you'll
take
a
crack
at
providing
us
with
that
information.
A
F
This
is,
I
didn't
push
the
button
because
it
only
just
came
to
me
and
I
was
going
to
be
ready
for
the
vote,
but
this
is
the
first
one
for
me.
Perhaps
mr
cavell
and
mr
moss
has
been
around
the
block
a
couple
times
with
with
these
types
of
things,
but
I'm
just
curious,
I'm
just
polite.
If
we,
let's
just
say
we
were
to
vote
no
unanimously.
No,
what
happens
then.
I
I
Over
the
course
of
time,
many
of
the
millage
rates
were
moved
into
the
summer
bill.
So
this
is
a
retroactive
approval
for
many
of
the
rates
that
have
already
gone
out
levied
and
collected.
So
in
the
event
that
this
is
not
approved,
the
local
communities
would
have
levied
taxes
and
collected
taxes
that
wouldn't
have
met
your
approval.
So
to
then,
what
I
would
do
is
work
with
our
corporation
council
to
figure
out
where
we
go
next
and
and
how
do
we
correct
an
inappropriate
lobby?
I
What
steps
do
we
take-
and
I
guess
fortunately,
we're
on
the
same
page
with
the
with
the
finance
officers
as
to
what
rates
are,
are
to
be
levied
and
hopeful.
Hopefully
that
does
not
happen,
but
this
is
something
that
other
than
the
december
rates
that
will
go
out
in
another
six
weeks
or
so.
But
many
of
these
have
already
been
lobbied
and
collected
by
the
by
the
individual
authorities.
F
We
had
numerous
hearings
for
the
budget
process
which
is
appropriate.
I
just
feel
like
something
like
this
is
requires
like
study
sessions
and
digging
deeper,
because
I'm
still
learning
ddas
and
how
they
all
are.
I
used
to
think
a
dda
was
a
a
mark
of
of
distinction,
but
it
sounds
like
it's
the
opposite
and
then
the
isds
and
what
they
levy
in
the
cities
and
the
schools.
F
So
that
way,
when
I
get
accosted
at
the
kroger
about
how
high
taxes
are
and
how
they're
all
going
to
the
schools,
I
just
want
to
be
able
to
really
speak
with
with
authority
and
confidence
so
for
next
year,
if
that's
a
possibility
after
we
get
with
you
know,
budget
hearings
and
things,
perhaps
there
could
be
some
some
deeper
dives.
C
C
I'm
sure
that
that's
all
going
to
kind
of
even
out
over
a
period
of
time,
but
I
know
with
the
with
the
that
they
can
only
go
up
the
taxable
assessments,
either
five
percent
or
the
rate
of
inflict
the
cpi,
whichever
is
less,
but
is
that
going
to
have
any
kind
of
effect
on
these
evaluations
and
equalizations?
What
not
going
forward
or
is
that
just
kind
of
a
blip?
That's
going
to
correct
itself.
I
Well,
if
I
understand
your
question
correctly,
so
what
we're
looking
at
right
now
is
approving
the
rates
that,
in
many
cases,
we've
already
lobbied.
So
if
your
question
is
moving
forward
past
that
what
what
the
current
market
conditions
relative
to
real
estate
values
within
the
county,
along
with
the
the
limitations
of
proposal,
a
which
you
are
correct,
it's
five
percent
of
the
the
cpi
rate
of
inflation,
that
is,
for
the
2022
levy.
What
we're
working
on
right
now
and
and
we
the
the
cpi,
is,
I
believe,
going
to
be
approximately
3.2
3.3
for
next
year.
I
That's
the
that
will
come
out
from
a
bulletin
from
the
state
tax
commission
within
the
next
few
days
and
that's
what
we
will
use
in
preparation
for
the
next
year's
budget
process,
re-benchmarking
the
three-year
budget
with
those
new
figures
and
then,
if
I
in
the
five-year
fiscal
plan
as
well,
but
that's
something
that
is
in
process
really
in
the
next
couple
of
months.
Once
we
have
those
figures,
new
construction
is
still
being
permits
are
still
being
issued.
That
will
affect
next
year's
taxable
value
and
the
transfers
of
ownership.
I
Like
you
say,
the
price
is
going
up
on,
properties
are
still
being
analyzed
by
all
the
assessors
within
the
county
and
our
office
in
preparation
for
2022..
So
I
think
that
that
the
short
answer
your
question
is,
is
that
the
property
values
are
slightly
stronger
than
what
we
we
would
have
thought
18
months
ago
or
12
months
ago,
which
is
a
positive,
but
I
think
we're
in
a
pretty
good
spot
from
what
our
forecast
was.
I
C
A
J
I
believe
a
answer
to
commissioner
charles's
question
is
what
would
happen
if
we
did
not
pass
this,
I
would
believe
it
would
be
a
disaster
of
biblical
proportions:
human
sacrifice,
dogs
and
cats
living
together
mass
hysteria.
A
Thank
you,
mr
moss,
for
that
insightful
comment.
I'd
just
like
to
make
one
point,
and
that
is
the
headley
amendment
and
prop
a
keep
driving
our
base,
our
tax
rate
down
property
assessments,
the
value
of
the
homes
are
going
up
and
and
going
up
quite
a
bit
and
quickly,
so
the
net
effect
of
that
to
the
homeowner
is
their
taxes.
Look
like
they're
going
up,
but
there's
only
so
much
control
that
we
have
in
the
government,
and
we've
done
our
part
to
hold
the
tax
rate
and
let
it
roll
back.
A
So
I
I
just
want
people
to
understand
that,
because
your
taxes
went
up,
it
wasn't
necessarily
because
anybody
raised
your
taxes,
it's
because
the
assessments
have
gone
up
and
the
values
of
the
properties
have
increased
so
it
depending
on
you
know
your
individual
situation.
That
can
be
painful.
So
that's
that's
just
the
reality.
Anybody
else
have
any
other
questions.
Commissioner,
cavall.
G
Thank
you
chair.
I
just
wanted
to
say,
since
your
commissioner,
charles
brought
up
possibly
voting,
no
because
we
don't
want
dogs
and
cats
living
together
or
whatever
chuck
was
saying,
but
so
I
thought
it'd
be
worthwhile
to
say
I'm
gonna
be
voting
now,
because
the
structure
of
municipal
taxation
in
this
state
is
fundamentally
broken.
You
see
it
when
you
go
to
your
local
communities,
we're
seeing
it
in
this
report.
G
It's
not
anyone's
fault
here,
but
whatever
we
can
do
symbolically
to
say
no,
don't
make
berkeley
schools
cut
their
budget,
don't
make
madison
heights
cut
its
budget
because
a
publicly
elected
body
that
is
accountable
to
the
public
aka.
The
government
is
a
good
thing
and
a
possible
force
for
good
in
helping
people
with
things
that
they
need,
whether
it's
essential
stuff
or
buying
the
size
stuff.
It's
good,
and
I
think
we
should
invest
in
that.
So
I'm
voting
no
okay.
A
Thank
you
motion
carries
thanks,
mr
heber.
Thank
you.
A
Next
up,
we
have
item
10b,
pictometry
international
corp,
for
access
to
connect,
explorer
and
connect
assessment
applications
and
associated
online
services.
We
have
with
us
this
morning
our
director
of
I.t,
mr
tim
good
morning,
and
we
need
a
motion
commissioner,
kowal
supported
by
commissioner
charles.
K
Thank
you,
commissioners,
good
morning,
so
this
first
item
that
I
brought
is
a
contract
extension
request
for
two
years
on
an
existing
five-year
agreement
as
part
of
actually
our
gis
program.
This
data
is
used
throughout
the
county
for
the
cvts,
as
well
as
in
our
equalization
staff.
Mr
heberstaff
is
a
a
big
user
of
this.
We
pay
for
with
a
million
dollar
contract,
a
million
plus
two
flyovers
of
the
county
twice
in
that
five
year
period,
and
this
is
is
pretty
standard
practice
in
the
gis
environment.
K
What
we
would
like
to
extend
is
twenty
thousand
dollars
so
that
we
can
continue
to
have
access
to
the
flight
data,
so
that
will
allow
the
gis
users
in
the
cvts
of
which
there
are
several
hundred,
that
we
provide
gis
for
through
a
separate
board,
approved
initiative
and
also
the
equalization
department
will
have
access
to
that
data.
K
K
So
we
we
will
go
out
to
bid
for
the
flights.
This
is
really
just
to
give
us
access
to
the
data
that
we
already
own.
We
will
go
out
to
bid
for
the
flights
it's
just
we
don't.
We
don't
need
new
flight
data
yet
so
I
mean
that
is
like
I
said
I
believe,
that's
a
1.3
million
dollar
contract
and
we're
looking
for
20
000
in
lieu
of
the
1.3.
K
J
K
That's
the
the
service
that
we
provide
is
that
data
is
stored
in
a
proprietary
system
through
this
company
pictometry
and
yes,
we
pay
to
access
that
data.
It's
frankly
many
many
many
systems
that
we
use.
We
pay
a
service
to
a
provider
to
access
our
data.
Workday
is
another
example.
We
pay
them
a
subscription
rate
of
x
dollars
per
month
to
access
our
hr
data
that
they
host
for
us
and
service.
For
us,
our
email
system
is
another
example,
and
many
of
you,
if
you
use
microsoft
tools,
you
pay
microsoft.
A
Okay,
yeah
all
right.
Next
up,
we
have
item
10c,
a
t
corporation.
K
Thank
you,
commissioners.
So
we
have
several
very
large
telecommunication
contracts
with
a
number
of
different
vendors
pfn
peninsula
fiber
network
is
one
at
t.
Obviously
is
one.
Windstream
is
another
that
provides
a
significant
telecommunication
service
for
us.
We
provide
to
to
the
county
the
access
out
to
the
internet
from
our
county
complex.
We
provide
access
to
our
backup
data
centers.
We
provide,
in
this
particular
case
these
circuits
that
we're
talking
about
connect
out
to
10
different
counties
and
are
primarily
related
to
our
clemas
systems
and
columbus
support
in
those
10
counties.
K
K
We
just
redid
all
of
the
circuits
that
we
connect
to
the
internet
or
our
internet
service
provider
circuits.
That
bid
was
won
by
at
t
through
competitive
bid
process
just
two
years
ago,
and
it
was
a
conversion
that
conversion
took
a
t
and
t
from
our
previous
provider.
Who
was
winstream
that
took
at
t
700,
000
of
engineering
and
implementation
time
on
their
end?
That
was
part
of
the
cost
of
that
implementation.
K
Our
recommendation,
based
on
those
costs,
is
that
we
will
not
save
in
in
order
of
two
million
dollars.
We
won't
save
that
much
money
in
an
rfp
process
and
we
are
recommending
an
extension
of
this
existing
contract,
rather
than
go
out
to
bid
because
we
won't
save
the
the
money
that
it
will
cost
us
to
replace
it
and
and
again
these
are
our
critical
circuits
in
our
columbus
network
and
that's
the
reason
for
the
request
on
this
extension.
B
K
A
Thank
you,
mr
mcgilvery,
commissioner.
Anyone
else
have
any
comments
or
questions.
Commissioner
cavell.
G
K
What
what
we
will
do
in
that
contract
when
we
execute
a
contract
through
the
purchasing
department,
it
gets
what's
called
an
nte
and
not
to
exceed
amount
that
allows
us
then
to
process
invoices
and
make
payments
etc,
and
when
we
hit
that
amount
and
that
amount
is
what's
authorized
through
resolutions,
typically
right
when
we
hit
that
amount,
we're
no
longer
allowed
to
pay
invoices.
That's
part
of
the
check
and
balance
in
the
process.
K
We
need
to
renew
the
the
contract
or
rfp
or
whatever
the
case,
so
the
nte
will
need
to
be
adjusted
as
we
extend
this
contract,
but
the
annual
dollar
amount
that
we
pay
at
t
for
these
circuits
has
been
negotiated
to
be
the
same
as
it
currently
is.
So
there's
no
price
increase
for
the
circuits
on
an
annual
basis.
G
K
The
one
other
comment
that
I
will
make
you
know,
as
we
discussed
in
in
the
last
meeting,
I
will
bring
to
the
next
meeting
as
I
bring
our
our
quarterly
invoices.
I
will
bring
the
first
report
that
I
promised
around
the
contracts
that
we
managed.
So
in
it
we
manage
roughly
a
hundred
million
dollars
of
nte
contracts,
professional
services,
technology,
etc,
etc.
K
Those
contracts
are
at
various
states
of
having
recently
been
bid
out
and,
and-
and
I
won't-
I
won't
say
the
number
now
just
in
case-
I
I
misremember
it,
but
I
will
bring
that
at
the
next
meeting-
the
number
of
contracts,
the
dollar
value
of
those
contracts,
that
we
just
let
out
to
bid
in
the
last
couple
years,
which,
for
whatever
reason,
you
never
see
those
right.
So
the
vast
majority
of
the
work
we
do
is
following.
K
The
purchasing
process
is
following
the
process
of
this
board
that
we
do
go
out
for
competitive
bid
and
in
just
the
last
couple
months
we
have
bid
out
our
firewall
replacement
system.
That
contract
was
awarded
through
competitive
bid.
We
have
also
bid
out
our
voice
over
ip
system,
our
network
infrastructure,
our
wi-fi
system.
Those
are
all
multi-million
dollar
contracts
that
have
been
bid
out
through
the
process
and
awarded
through
an
rfp.
G
Thank
you
one
more
question:
if
that's
okay,
you
still
have
the
floor,
don't
the
I
thought
our
contract
process
was
three
years
with
a
two
up
to
you
know
two
years
of
extensions
correct:
this
is
a
five-year
contract
on
top
of
an
existing
contract.
So
why?
Why
are
we
not
doing
the
three
and
two
four.
K
I
will
make
the
case
that
we
need
to
have
those
contracts
extended
for
long
periods
of
time.
Another
example
will
be
our
radio
system,
our
radio
system
is
15
years
old
and
our
next
radio
system
will
be
bid
out
in
15
years.
We're
we're
not
gonna,
replace
the
radio
system
every
five
years
work
day
is
another
example.
Our
current
mrp
or
erp
system
peoplesoft
has
been
in
place
on
the
order
of
15
years,
and
we
expect
that
workday
will
last
us
at
least
10,
if
not
longer
so
there
are.
K
There
are
core
pieces
of
infrastructure
that
it
it
it's
not
feasible.
It's
not
practical,
it
doesn't
make
good
business
sense
and
those
that's
why
I
want
to
bring
some
reports
to
you
to
explain
some
of
those.
There
are
some
pieces
that
we
we
need
to
have
a
conversation
about.
This
is
why
these
exemptions
are
requested
and-
and
there
are
others
that
I
will
demonstrate-
we
are
absolutely
committed
to
and
and
do
follow
that
process
as
often
as
we
can.
G
So
if
I
understand
right,
you're
saying
that,
because
big
companies
like
att
or
say
motorola
or
workday,
get
in
to
having
a
contract
with
us,
it's
just
such
a
bear
and
such
a
heavy
lift
and
seven
hundred
thousand
dollars,
plus
a
thousand
hours
of
staff
time
to
switch
over.
That
is
just
like
a
nuisance
to
go
through
like
a
more
transparent
process,
because,
financially
speaking,
human
resource
speaking
is
just
uf.
K
K
Second,
secondly,
I
wouldn't
say
that
it's
about
big
companies-
I
would
say
it's
about
big
infrastructure
and
strategic
decisions
that
we,
as
as
a
county,
have
made
around
strategic
technologies
and
and
oftentimes.
Those
are
those
are
administered
or
they
are
offered
by
big
companies,
but
it's,
but
it's
not
because
it's
at
t
sure
I
have
I
have
I
I
will
bring
it
back.
I
believe
it's
over
a
million
dollars
that
we
spend
with
winstream
who's
an
att
competitor.
K
K
I
I
do
only
bring
exceptions
right
because
the
process
doesn't
doesn't
ask
me
to
bring
all
of
the
ones
that
we
rfp'd
and
all
the
ones
that
we
signed,
and
I
mean
those
are
all
appropriated
through
the
budget
process,
they're
all
appropriated
through
purchasing
and
administered
that
way
so
yeah,
I
wouldn't
say
it's
just
a
matter
of
convenience.
K
G
We
have
to
do
that,
yet
it
feels
as
though
we
have
less
and
less
choice
or
freedom
to
choose,
based
on
one
delimited
amount
of
vendors
that
can
meet
our
unique
needs
and
then
to
the
amount
of
money
it
costs
to
switch
them
over.
So
it
feels
like.
Yes,
we
work
with
windstream.
Yes,
we
work
with
att,
but
gosh.
That's
not
a
lot
of
options
and
to
then
have
to
only
see
you
when
you're
asking
for
extensions.
It
does
feel
like
understood.
K
G
F
Yeah
mike,
I
have
the
utmost
confidence
in
the
information
that
you
bring
to
us.
However,
in
this
case,
I
am
currently
in
the
process
of
shopping
other
vendors
in
my
own
life,
because
I'm
very
disappointed
in
a
government.
Excuse
me
in
a
country-wide
kind
of
place
where
I'm
just
not
happy
with
att
structurally
and
the
idea
of
giving
them
a
million
seven
or
whatever
the
amount
is
just
so
they
can
go
then
perpetuate
the
widespread
voter
fraud.
That's
not
true.
F
Their
their
tentacles
are
in
a
lot
of
stuff
that
we're
fighting
right
here
at
the
ground
level,
whether
we're
talking
about
our
clerk
and
our
elections,
just
the
the
rhetoric
that
we're
hearing
across
the
country,
a
lot
of
it,
is
being
led
and
funded
by
at
t.
So
I'm
a
no
just
out
the
gate.
F
I
want
you
to
know
and
and
that's
why
it
has
nothing
to
do
with
their
services,
but
I
definitely
feel
like
when
you
talk
about
telecom,
it's
easy
for
them
to
have
monopolies,
widgets
and
gadgets
and
things
that
they
have
that
no
other
company
has
so
then
we
have
to
continue
to
work
with
these
companies.
F
C
Thank
you.
I
just
wanted
to
say
that
I
think
mr
tim,
it's
it's
just
the
nature
of
the
beast
that
you
deal
with
it's
capital
intensive
up
front
from
both
whatever
company
and
and
as
well
as
the
county,
and
then
we
also
seem
to
run
into
you,
know,
proprietary
issues
and
so
on
and
so
forth.
C
I
guess
thinking
long
term
because
it
almost
seems
like
it
does
kind
of
help
create
monopolies
going
forward.
If
you
can
maybe
think
and
and
it's
a
it's
a
problem,
much
larger
than
oakland
county,
it's
something
I'm
sure
is
going
on
in
every
government
right
everywhere.
So
it's
almost
like
once
you
start
down
this
road
with
one
company
you're
just
kind
of
stuck
going
forward.
C
I
don't
know
how
to
say
it
put
some
thoughts
together
about
you
know
how
we
can
deal
with
this
going
forward.
Is
there
any
kind
of
understandings
up
front
or
some
kind
of
out
clauses
to
where
we're
not
perpetually,
you
know
roped
into
one
contract
or
another
you
get
where
I'm
going
with
it.
I.
C
Heavy
investment
on
both
sides
and
so
on
and
so
forth,
but
we
should
have
the
opportunity,
without
such
so
much
fiscal
impact,
to
be
able
to
go
out
and
bid,
and
you
know
be
fiscally
responsible
to
the
taxpayers,
which
I'm
not
saying,
I'm
sure
you
are
you
are,
but
it's
just,
I
kind
of
feel
like
we're.
It's
it's
stifling
competition.
K
Yeah
and-
and
I
I
completely
understand
I
I
as
I
said-
I
will
bring
the
reports
that
show
our
our
purchasing
practice.
Our
purchasing
history,
I
my
hope,
is
that
that
would
shed
some
light
onto
this
and
madam
chair,
if
it's
appropriate,
I
would
I'll
work
with
the
staff
to
actually
present
that
report,
rather
than
just
submit
it
as
a
communication.
K
So
we
can,
we
can
walk
through
it
and
we'll
figure
out
how
to
get
that
on
the
agenda
in.
In
addition
to
that,
I
guess
I
would
you
know
one
of
the
challenges,
we're
obviously
not
the
federal
government,
but
if
you
think
about
you
know
how
many
companies
can
bid
on
you
know.
Well,
one
of
the
big
recent
ones
has
been
how
many
companies
can
bid
on
cloud
services
for
the
department
of
defense.
K
That's
gotten
a
lot
of
press
and
and
lawsuits,
but
another
example
would
be
how
many
companies
can
bid
on
you
know.
Building
you
know
a
submarine
for
the
department
of
defense.
There
aren't
that
many
for
one
and
and
yes,
you
go
through
a
competitive
bid,
but
that
that
asset
then
lasts
for
15
or
20
years.
K
K
If,
if
we
haven't,
you
know
in
our
personal
lives,
refinanced
a
mortgage
one,
we
should
before
the
rates
go
up
and
two
there
comes
a
point
where
it
does
not
make
sense
to
do
it
three
months
after
you
just
did
it,
and
why
is
that?
K
A
A
I
think
I
understood
you
to
say
that
most
of
the
contracts
you
sign,
never
come
before
us
because
they
fall
within
the
procedures
by
which
we
operate,
correct,
purchasing
and
our
departments
and
all
of
that
and
what
we
typically
see
are
the
anomalies,
the
extensions,
the
adjustments
that
have
to
be
made,
but
in
general
we
are
not
seeing
most
of
the
big
contracts
that
you're
letting
as
they
get
processed
correct,
and
I
think
if
you
could
help
us
understand
that
better.
I
think
that
would
be
very
helpful.
A
G
A
G
K
We
do
already
participate
in
in
national
state
and
local
cooperatives
purchasing
helps
facilitate
that
this
is
as
good
as
it
gets.
To
be
quite
honest,
most
of
the
time
the
prices
that
we
get
through
rfp
are
better,
okay
and
and
and
again
we
brought
some
of
that
analysis.
Even
with
this
extension,
these
prices
are
far
and
above
much
better
than
the
prices
we
just
rfp'd
two
years
ago,
when
we
replaced
our
isp
circuits.
So
we've
we
feel
like
we
have
been
diligent
in
doing
that
work
and
that
this
extension
is
justified
because
of
that.
B
So
to
just
recap,
our
meeting
and
I
wanted
to
ask
the
chair
if
you
could
clarify
what
we're
asking
of
mr
tim's
moving
forward
before
we
take
this
vote
today.
You
know,
because
I
don't
know
if
we're
requesting
things
prior
to
us,
taking
this
and
tabling
this
item
or
how
are
we
moving
forward,
so
I
know
how
to
vote
properly.
Thank
you.
A
Okay,
so
I
think
what
we're
asking
mr
tim
to
do
in
the
future
is
bring
us
a
report
that
is
not
really
related
to
the
vote.
We're
going
to
take
it's
to
give
us
a
better
understanding
overall
of
how
we
are
let
contracts
for
the
it
department
and
how
they
make
their
evaluations
for
all
of
the
contracts
that
they
have.
A
B
K
K
Thank
you
for
humoring
me,
so
we
have
have
received
a
notification
from
the
state
supreme
court
that
we
need
to
redact
personally
identifiable
information
out
of
court
documents
and,
and
that
is
done
in
jennifer's
department.
K
We
are
implementing
going
live
in
the
next
two
weeks
with
the
the
clerk,
the
circuit
courts
and
the
friend
of
the
court,
a
very
large
implementation
that
changes
many
of
their
business
processes
using
the
laserfiche
tool.
The
laserfiche
tool
is
document
management.
It's
scanning
to
help
us,
you
know,
have
electronic
document
management.
It
provides
routing.
We
used
that
platform
extensively
for
grants
for
cvts
and
for
charities
during
the
the
cares
act.
K
So
it's
a
very
functional,
very
flexible
platform
that
we
use
and-
and
we
have
this
document
management
system
going,
live
in
the
early
november
days
for
the
clerk
circuit
foc
and
that's
a
prerequisite
as
they
get
live
on
that
system.
We
will
then
make
a
modification
to
our
laserfiche
platform.
Laserfiche
has
some
software
and,
and
we
are
buying
some
services
from
them
as
a
vendor,
to
help
us
automatically
identify
certain
types
of
pii
in
our
our
court
forms.
K
So
it
will
automatically
scan
the
documents
automatically
redact
the
documents
before
they
are
published
and
printed
and
provided
to
the
public.
So
this
is
a
contract
amendment
of
an
existing
contract
and
it's
basically
a
budget
amendment
nearly
two
hundred
thousand
dollars
for
laserfiche
professional
services,
as
well
as
some
contract
labor
to
help
us
get
this
done
by
the
first
of
the
year.
So
it's
a
very
small
window
of
time,
so
it's
very
urgently
needed
for
this
application.
J
G
Commissioner
cabell
thank
you
chair,
so
we
passed
the
budget
like
three
weeks
ago.
This
is
not
a
part
of
that
so
you're
requesting
more
money.
K
So
I
may
ask
lisa
brown
to
speak
about
the
timing,
but
part
of
the
reason
that
it
wasn't
built
into
the
budget
is
the
timing
of
the
implementation
for
the
clerk
circuit
foc.
K
B
I
I'd
just
like
to
add
you
know
we
are
in
discussions
as
to
whether
this
is
an
unfunded
mandate.
If
this
is
something
a
ugly
matter
that
we
can
go
approach,
the
st
of
the
scale
about,
but
you
know
things
get
thrown
at
us,
whether
it's
from
the
legislature
or
from
scale
or
some
other
state
entity
that
you
know
implements
rules
that
we
have
to
follow-
and
you
know
this,
this
is
one
of
them.
So.
A
K
We
couldn't
estimate
it
until
we
had
done
the
implementation,
which
is,
is
still
pending,
gotcha,
that
implementation
they're
in
final
acceptance
testing
right
now,
so
we
had
to
wait
until
that
was
implemented
to
have
the
resources
and
really
understand
our
our
state
of
affairs
in
the
implementation
to
make
these
changes.
So.
K
B
It's
more
of
that,
it's
more
about
the
software
and
and
the
vendor,
and
what
it
will
take
them
to
do
to
make
this
adjustment
for
us,
because
we
were
fearful
quite
honestly
that
it
was
going
to
cost
a
lot
more.
So,
okay,
and
to
add
to
that
we
had
this,
this
court
rule
changes
have
went
back
and
forth
as
mike
referenced
earlier.
That
at
one
point,
scale
was
going
to
remove
all
of
the
fields
that
are
redacted
or
required
to
be
redacted.
B
And
that's
what
our
thought
was
in
january
and
then
it
came
to
light
that
that
had
changed
and
that
the
courts
were
responsible.
The
court
and
clerk
were
responsible
for
rejecting
the
information,
so
in
the
summer
we
realized
that
it
was.
It
was
going
to
be
our
responsibility
and
that's
when
we
started
having
discussions
with
the
executive
office
with
I.t
on
how
to
manage
and
how
to
be
able
to
comply
with
that,
and
so
the
timing
was
was
really.
We
have
a
fast
target.
B
A
A
A
Voice
vote
or
prompt
the
vote.
You
should
prompt
the
vote.
B
A
A
C
C
C
A
E
A
E
E
That's
a
positive
thing
as
long
as
they
do
it
before
it's
rolled
out
once
it's
rolled
out,
it
really
is
irrelevant
and
all
of
our
identity
is
at
risk,
especially
given
the
fact
that
the
secretary
of
state
has
modified
her
programming
on
the
kiosk
at
the
meijer
store
to
not
only
do
tabs
for
your
plate
renewals,
but
you
can
get
temporary
id
and
voting
now
on
a
kiosk
with
no
verification
of
anything
and
contrary
to
the
laws.
I
believe
so.
E
I
actually
have
really
very
concerned
about
this
airport
lease
that
I
believe
goes
into
effect
tomorrow.
I
believe
that
it
will
far
exceed
the
limits
of
a
committee
to
approve,
because
it
there's
no
way
the
38
pages
of
extensive
risk
and
financial
liability.
That's
imposed
on
the
citizens
of
oakland
county
in
exchange
for
this
lease
could
possibly
be
less
than
the
250
000
that
the
committee
would
be
allowed
to
approve,
and
it's
given
it's
a
10-year
lease
you
have
to
multiply
it
times,
10.
E
the
fact
they
simply
have
approved
it
in
the
economic
development
committee
on
august
11th
and
then
slid
it
on
the
consent
agenda
on
september.
2Nd
to
me
is
not
proper
approval.
E
If
the
biden
administration
does
hear
what
they've
been
doing
to
other
areas
of
the
country
where
we
are
just
getting
a
lot
of
immigrants
in
the
middle
of
the
night
dropped
off,
we,
there
was
a
whole
bunch
of
children
that
were
dropped
off
unaccompanied
in
new
york
just
yesterday.
They
caught
on
the
video,
so
there's
a
lot
of
this
going
around
our
country
where
immigrants
are
simply
being
redistributed
redistributed
throughout
our
communities
without
our
consent
or
approval
at
our
cost.
E
I'm
concerned
if
this
at
least
goes
into
effect
at
all.
Tomorrow
we
will
be
stuck
for
10
years,
because
I
don't
believe
we
can
supersede
the
authority,
the
federal
government,
no
matter
what,
and
so
I
adamantly
implore
you
to
oppose
this
and
make
sure
it
does
not
go
into
effect
tomorrow.
Thank
you
very
much.
A
Thank
you,
ms
kennedy.
Anybody
else
care,
commissioner
moss.
J
Thanks
I'd
just
like
to
use
the
public
comment,
part
to
avail
myself
reiterate
something
that
we
went
on
in
the
meeting,
and
that
was
from
talking
to
dave
hebert
equalization
about
the
issue
about
of
the
possible
massive
structural
changes
in
office.
A
J
The
building
no
go
ahead,
keep
in
the
massive
structural
changes
in
office
and
in
the
office
sector.
I'd
like
to
you
know,
at
least
this
committee
I
mean
this
is
this:
is
the
money
committee
right?
This
is
our
revenue,
I'm
sure
we
could.
You
know,
follow
it
off
to
any
other
committee,
but
I
would
you
know
at
least
that
we
keep
an
eye.
We
kind
of
make
it
a
point
to
monitor
this
and
keep
on
top
of
it
and
see
what
the
administration
is
doing.
J
You
know
what
are
the
you
know:
what
are
we
seeing?
What
are
we
seeing
in
terms
of
changes
in
it?
What
are
we
doing
proactively
to
address
this?
What's
our
exposure
to
structural
changes
in
the
office
sector?
Here,
you
know
equalization
business
development.
All
this.
J
I
would
like
us
to
formally
request
the
administration
to
clue
us
in
on
what
they're
doing
what
they're
seeing,
because
it's
looking
massive
to
me
out
there
every
time
I
talk
to
anybody
from
real
estate,
if
this
is
huge
and
if
big
office
is
going
to
go
the
way
of
big
ball
or
25
years
ago,
newspapers
like
I
said
we
got
nothing
but
office
buildings
out
there
and
if
that's
something,
that's
going
to
be
going,
the
way
of
the
dinosaur
and
the
dodo
we
better
be
on
top
of
it.
J
A
A
When
I
talk
to
the
local
leadership,
it's
kind
of
like
well
yeah,
we
don't
know
exactly
what
we're
going
to
do
yet.
I
I
think
this
is
a
discussion
that
needs
to
be
had
across
the
region.
A
I
was
at
semcog
last
week
they
had
a
one
of
their
workshops,
was
on
the
very
subject
of
vacant
office,
space
and
and
what's
going
to
happen
with
that
so
yeah,
I
I
think
I'll
talk
to
the
chair
about
what
can
we
do
to
ask
the
administration
to
talk
to
us
about
this
and
what
the
plans
are
and
and
what
we
think
we
can
do.
C
Thank
you
and
I'd
just
like
to
add
on
to
commissioner
moss's
statement
by
saying
this
is
something
that
we
need
to
really
take
into
deep
consideration
as
we
draw
our
fund
balance
down
and
make
sure
that
we're
not.
C
Tipping
too
far
in
the
other
direction
that
we
don't
get
ourselves
into
trouble
because
of
this,
it's
it's
a
big
amount.
When
you
look
at
the
piece
of
the
pie
that
that
is
something
that
we
definitely
can
consider
going
forward.
Thank
you
exactly
right.
