Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
Next
up,
we
have
approval
of
the
minutes
from
the
july
27th
meeting
moved
by
commissioner
moss
supported
by
commissioner
kavel.
All
in
favor
of
approving
the
minute
say:
aye
aye,
aye,
opposing
a
minutes
are
approved.
Next
up
is
approval
of
our
agenda.
For
today,
does
anybody
have
any
move
by
commissioner
moss
supported
by
commissioner
mcgilvery?
Does
anybody
have
any
changes
additions?
Subtractions?
A
B
B
A
All
right
motion
carries
commute.
Communications
are
filed
next
up.
We
have
item
number
eight
department,
recommendations,
item
eight,
a
it
development
report;
third
quarter
2022.
A
I
need
a
motion
commissioner
cavell
supported
by
commissioner
kowal.
All
right,
mr
tim
is
here.
E
D
Yes,
thank
you.
I
know
with
the
budget
hearings
today.
I
think
the
expectation
was
to
have
a
pretty
crowded
room,
so
I
am
on
camera
today.
I
will
be
present
tomorrow
for
the
it
budget
hearing.
D
So
I
look
forward
to
seeing
you
all
then,
but
today
I
have
three
resolutions
and
the
first
is
our
quarterly
approval:
the
transfer
of
funds
from
the
general
fund,
as
well
as
from
special
funds
and
proprietary
funds,
basically
to
cover
development
work
that
the
I.t
department
completed
in
the
past
quarter.
D
So
you
can
see
from
the
item
summary
or
the
resolution,
it's
roughly
1.36
million
from
the
general
fund,
general
purpose
departments
and
another
1.7,
nearly
1.7
million
from
the
special
revenue
and
proprietary
funds.
So
again,
this
is
just
a
quarterly
approval
of
the
transfer
for
the
work
that's
been
completed
in
the
last
quarter.
A
Commissioner,
charles.
E
Hi
hi,
mr
tim,
I
just
wanted
to
double
check.
Does
this
include
the
upgrades
that
you're
doing?
I
remember
you
mentioned
about
the
2000
pages?
Is
this
to
help
support
that.
D
D
D
So
the
next
steps
in
that
I
will
be
working
with
all
of
the
departments,
all
the
departments
with
web
presence
with
internet
presence
have
have
web
masters.
If
you
will,
they
have
content
editors
and
we'll
work
with
all
of
them
to
define
the
new
design
for
their
web
pages.
So
that
will
go
over
the
next
several
months
and
then
this
this
overall
content
management
system
replacement
will
be
done
by
next
april
and
then,
finally,
after
that,
there
will
be
even
more
updates
for
the
look
and
feel
to
the
department
web
pages.
D
So
that's
a
project
update,
but
that
is
not
included
in
this
particular
bill.
A
D
Thank
you,
commissioners,
so
we
actually
have
several
contracts
with
winstream.
This
particular
one
9726
is
a
contract
that
will
be
phased
out
will
will
actually
not
be
renewed,
we'll
actually
let
it
let
it
lapse
at
the
end
of
this
next
year,
we're
requesting
an
extension
for
one
year.
This
particular
service
is
our
local
phone
service,
which
we
are
replacing
with
our
voice
over
ip
project.
D
So
the
voice
over
ip
project
is
nearly
90
percent.
Complete
most
of
the
county
campus
has
been
converted
and
we
are
now
working
on
some
of
the
the
out
off
campus
sites,
which
include
parks
include
share
of
substations
out
in
the
communities
that
we
still
provide
phone
service
for
and
until
we
get
that
conversion.
D
Finally,
wrapped
up,
which
is
slated
for
the
october
time
frame,
and
then
we
also
have
some
other
non-telephone
devices
and
examples
of
that
might
be
alarm
systems
fire
alarm
systems
in
the
buildings
that
actually
run
over
a
copper
wire
that
come
back
into.
I
t
those
are
also
being
converted.
D
A
You,
commissioner,
okay,
I
didn't
see
your
microphone.
I
just
want
to
make
sure
you
had
one
okay,
commissioner,
charles.
E
I
wanted
to
check
with
you
mike
mr
tim
on
just
the
reason
why
we
have
one
two:
three,
four
five
etc.
You
may
have
spoke
to
it.
It
might
might
have
been
clear
somewhere,
but
I
missed
it.
Just
the
the
eight
individual
pdfs
there,
because
it
looks
like
the
vendors
are
the
same
unless
I
miss
miss
red,
just
curious,
why
it's
broken
out.
D
I
hear
about
that
are
those
the
the
attachments.
E
D
D
A
You
anybody
else.
I
had
a
question
because,
on
the
item
summary
sheet,
it
does
say
to
continue
service
on
legacy
equipment
that
can't
be
converted
to
voip
under
the
ucc
program.
The
existing
service
must
be
extended
and
that
you're
going
to
include
a
new
project
to
identify
and
plan
a
migration
strategy
for
the
equipment.
That's
not
compatible
with
that
technology.
A
D
We
we
do
have
a
project
that
is
just
just
kicking
off
to
do
that,
for
you
know
some
of
those
other.
You
know
we,
we
call
them
legacy
copper
because
they
run
over
a
copper
wire
as
opposed
to
fiber
or
some
other
medium
or
media.
Anyway,
there
is
a
project
for
that
and
our
intent
is
that
they
will
not
be
served
through
winstream.
D
A
A
Yes,
all
right:
well,
let's
all
do
a
voice
voice,
vote,
okay,
okay,
all
in
favor,
say
aye,
aye,
aye
opposed,
say,
nay,.
B
A
A
D
Thank
you,
commissioners.
So
this
is
also
with
windstream,
who
is
a
telecommunication
provider
and
in
addition
to
normal
telecommunications
and
the
the
circuitry
that
we
have
with
them,
they
have
also
provided
what
you
know
is
basically
a
backup
data
center,
a
disaster
recovery
data
center
and
it's
off-site.
It
is
not
county
property.
D
So
we
are
working
on
that
rfp,
but
because
of
the
the
date
of
this
contract,
we're
requesting
a
one
year,
extension
with
wind
stream,
while
that
rfp
goes
out,
as
you
can
imagine,
a
backup
data
center
is
a
pretty
significant
undertaking
and
that's
the
reason
for
the
request
is.
D
While
the
rfp
goes
out,
the
bids
are
evaluated
and
if
we
selected
a
different
party
to
do
this
backup
data
center,
there
would
be
time
required
to
actually
do
the
migration
of
servers
and
storage
and
network
equipment
and
move
the
applications
and
the
testing
etc.
So
we're
requesting
a
year
extension
to
perform
that
work.
F
D
So
we
we
are
not
planning
to
come
back
for
a
second
extension.
D
You
know,
I
guess
the
the
if,
if
it
took
us
more
than
a
year
to
do
the
rfp,
which
which
I
don't
think
it
will
to
evaluate
the
responses
which
will
not
take
us
too
much
time,
the
the
part
that
is
a
little
bit
of
a
wild
card
is,
if
we
have
to
you,
know
if
we
have
to
move
servers
and
storage
and
network
gear
and
applications
and
then
do
that
testing.
That
is
a
significant
project.
We
at
the
moment
still
think
we
could
do
that
in
less
than
a
year.
D
D
F
Okay,
is
there
ever
a
situation
where
you'd
go
beyond
the
3-1-1
contract
set
up.
D
D
For
those
circuits
there
are
a
few,
but
for
the
most
part,
no
we
stay
with
with
a
3-1-1
kind
of
model,
and
there
are,
there
are
some
where
we
might
bring
in
and
request
a
five-year
contract
just
to
lock
in
pricing,
because
that's
in
the
best
best
interest
of
the
county.
But
for
the
most
part
we
utilize
the
3-1-1
model.
D
F
D
B
Okay,
commissioner
mcgilvery
mike
just
so
I
understand
these
are
the
only
two
contracts
we
have
with
wind
stream.
Is
that
correct.
D
No,
we
actually
have
five,
I
believe,
there's
some
long
distance
service
that
again,
that
will
also
get
phased
out
after
voice
over
ip,
and
I
think
we
have
some
toll
still
some
toll
calling
with
winstream
they're
all
separate
contracts
and
separate
services,
separate
types
of
telecom.
D
Well,
the
co-location
one
is
is
really
not
a
telecom
contract.
They
just
happen
to
be
a
telecom
vendor.
So
yes,
that
that
one
will
be
phased
out
because
we're
going
through
the
rfp
process,
the
network
and
telecommunication
contracts-
yes
long
term
we'd
be
looking
to
that
service
should
be
provided
through
the
voice
over
ip
system,
and
that
contract
was
was
what
went
through
an
rfp
and
bid
et
cetera
and
went
through
is
now
cbts.
D
It's
the
old
cincinnati
bell
telephone
is
the
the
winner
of
that
contract.
If
you
will.
B
D
Yeah
they're
a
nationwide
they're
one
of
the
baby
bells
for
those
of
you
that
remember
the
att
breakup
and
yeah
they
they
have
expanded
nationwide.
To
doing
you
know,
voice
over
ip
is
a
big
part
of
their
service
offering
so
they
provide
cbts
for
multiple
multiple
entities.
A
I
know
I'm
talking
twice:
okay,
let's
prompt
the
vote.
Please.
A
Okay,
all
right!
Next
up,
we
have
item
9,
public
health
and
safety
committee
recommendations.
9A
appropriating
american
rescue
plan
act;
local
fiscal
recovery
funds
to
create
the
crisis;
intervention
training
pilot
program
in
partnership
with
oakland
community
health
network.
I
need
a
motion
commissioner
mcgilvray
supported
by
commissioner
cabell.
F
All
right
I'll
stay
right
here,
then
charlie
okay.
So
this
is
a
program
using
five
hundred
thousand
000
in
arpa
for
cit
training.
I
worked
with
the
sheriff's
office,
particularly
lieutenant
workmen,
and
captain
todd
hill
on
this.
For
about
a
year
which
so
cit
is
crisis,
intervention
training
and
the
concept
is
because
there
is
an
increase
in
mental
health
calls
or
mental
health
is
part
of
calls
for
our
sheriffs
and
also
local
police
departments,
there's
a
need
for
training
throughout
the
sheriff's
office
and
throughout
the
county
for
local
pds.
F
So
this
is
a
way
this.
These
funds
are
used
to
help
pay
for
the
overtime
required
of
going
to
the
40-hour
training.
That
makes
you,
then
the
best
trained
in
the
country
for
cit
response
and
ochn
and
the
sheriff's
office
have
worked
collaboratively
with
me
to
make
this
happen.
So
they've
been
great
partners.
A
Okay,
I
also
see
that
the
contacts
are
you
marcia
and
mike
spizz.
Yes,
so
that
means
it's
been
a
bipartisan
organization
working
to
develop.
This
is
that
correct.
F
B
C
A
Any
other
questions,
commissioner
mcgilvray.
How
did.
B
F
From
working
with
the
sheriff's
office
on
their
overtime
and
reimbursement
rates,
because
the
money
is
going
to
go
for
the
sheriffs
and
then
also
local
police
departments
to
pay
for
them
to
be
doing
the
training.
Well,
so
it's
to
be
covering
other
people
to
be
out
on
the
streets,
while
these
officers
are
doing
the
training,
and
so
there's
that
from
the
sheriff's
office
and
then
from
ochn,
it's
them
being
able
to
talk
about
their
administering
of
it,
which
actually
this
is
a
one-time
funding
opportunity
that
then
ochn
will
be
able
to
bill
for
this
ongoing.
F
A
Okay,
commissioner,
long
all.
B
F
Done
and
so
so
from
the
friday
there's
a
program
called
cit
international
out
of
salt
lake,
which
the
sheriff's
office
has
been
using
in
ochn,
and
the
sheriff
have
been
collaborating
on
this
and
for
a
couple
years.
So
this
is
a
way
to
the
the
like
platinum
standard
to
be
the
blue
ribbon
community
that
is
cit
trained
and
certified
by
cit
international
means,
20
of
your
law
enforcement
that
interfaces
with
the
public
is
trained
with
cit
within,
like
three
or
five
years
to
make
sure
you
keep
the
certification.
F
C
Commissioner,
moss
now
this
sounds
very
promising.
My
only
issue
is
that
I
would
think
that
it
would
I
I
would
like
to
hear
from
the
sheriff's
department.
Somebody
who
you
know
as
well
is
going
to
stand
up
and
say
we're
for
this.
We
want
it
we're
part
of
it.
I
think
that
to
to
not
have
someone
here,
while
you're
bringing
this
forward
from
the
department
that
is
supposed
to
be
working
with.
You
is
probably
a
little
premature.
C
This
isn't
going
to
go
dry
up
and
go
away
if
we
put
it
over
for
a
meeting.
Will
it
because
I
would
just
like
to
hear
from
the
sheriff's
department
somebody's
saying
yeah.
This
is
great
we're
on
it.
We
approve
of
it.
We've
worked
with
commissioner
kavel
for
11
months
and
we
would
like
to
see
it
for
me.
I
would
feel
a
lot
more
comfortable
if
we
could
have
that.
C
C
I
see,
charlie
is
using
your
phone
here.
Perhaps
madam
chair
you,
you
might
have
someone
from
staff
to
call
to
call
the
sheriff
and
if
they
can,
they
can
verify
it.
You
can
recess
great
or
we
can
recess
for
you
know
recess
for
15
minutes.
C
I
would
like
to
suggest
to
madam
chair
that
we
raised
recess
for
15
minutes
to
get
to
get
someone
from
the
sheriff's
department.
Is
that
a
motion?
You
know
what
I'm
going
to
make
that
motion
I'm
going
to
move,
we
recess
for
15
minutes.
A
B
A
A
Dr
strangelove
yeah,
okay,
so
we
are
back
in
session
and
we
have
gay
up
here
from
the
sheriff's
department
to
talk
to
us
charlie.
You
want
to
go
ahead
and
introduce
yeah.
F
So
this
is
talking
about
the
cit
arpa
funding
and
gay
is
here
to,
I
guess
vouch
for
it.
Take
it
away
again.
G
Yeah,
so
I
mean
I'm
looking
at
the
resolution.
Obviously
it
doesn't
have
any
of
the
details
on
the
logistics
how
the
contract
will
work,
but
in
general
I
know
that
commissioner
cabell
has
been
working
directly
with
our
training
unit,
specifically
captain
hill
and
lieutenant
workmen
on
the
cit
training.
So
in
terms
of
the
concept
of
it
we
are
definitely
in
favor
of
it.
G
Like
I
said,
there's
not
a
there's,
not
a
detailed
budget
amendment,
so
I
can't
speak
to
that,
but
in
general
the
funding
to
to
do
this
training
and
coordinate
with
us.
We
are
in
favor
of
that.
A
B
B
Commissioner
mcgilvery
yeah
gaia:
how
does
the
crisis
intervention
training
that
we
currently
have
differ
from
this
training.
G
F
C
F
It's
an
expansion,
so
this
is
again
money
to
go
to
police
departments
and
the
sheriff
to
help
pay
for
the
overtime
for
them
to
be
able
to
go
to
these
classes
that
already
exist,
but
to
make
sure
that
they
are
cit
trained
in
a
closer
amount
of
time.
Because
right
now
the
sheriff's
department,
our
sheriff's
office,
has,
I
think
it's
12
cit
trained
officer,
deputies
and
they'd
like
to
have
72
so
there's
a
way
to
expedite
it.
B
G
A
Okay,
does
that
answer
your
question,
commissioner?
Sure?
Okay,
anybody
else
have
any
comments
or
questions.
Are
we
ready
to
vote?
Yes?
Okay,
let's
go
ahead
and
prompt
the
vote.
